<strong>obzirom da ste nas 2013. izvestili da nakon svih tih 2421 hvatanja pasa I macaka vi raspolazete</strong><br />
<strong>brojnim stanjem 170 pasa i 0 macaka I, takodje ste nas obavestili i o smestajnom kapacitetu : 234</strong><br />
<strong>psa , i da -ako vi nemate dokumente dokaze nenasilne smrti nedostajucih zivotinja ( 234 macke i</strong><br />
<strong>2017 pasa , vi ste time priznali da ste pocinili krivicno delo zlostavljanje velikog broja pasa I macaka ,</strong><br />
<strong>a nepostojanje dokumentacije je upravo dokaz vase krivicne odgovornosti I krivicne odgovornosti</strong><br />
<strong>veterinarske sluzbe koja je za vasu firmu radila u te poslednje 3 godine :zataskavanja tog krivicnog</strong><br />
<strong>dela , jer ta dokumentacija je jedini moguci dokaz s kojim mozete vi dokazati nepostojanje ovog</strong><br />

<p>Today, too many animals are transported under unacceptable conditions on European highways.  The most important issue is the duration of the transports. Current EU legislation allows for animals to be transported for several days. This has to be changed. <b>Live animals for slaughter should never be transported for more than <span style="text-decoration:underline;">eight hours</span>.</b></p>

<h3 align="center">Why 8hours?</h3>
<p>Every year millions of animals are transported along European highways, and too often under unacceptable conditions.  In 2002, the European Commission&#8217;s Scientific Committee on Animal Health and Animal Welfare published the report &#8220;The Welfare of Animals during Transport&#8221; concluding that animal transports, as a ground rule, <span style="text-decoration:underline;">should be as short as possible</span>. <span style="text-decoration:underline;">This recommendation is, however, <b><span style="color:#ff0000;text-decoration:underline;">not reflected</span> in the current EU legislation.</b></span></p>
<p>According to current legislation, animal transports which can last up to several days are acceptable as long as the haulier fulfills simple demands concerning rest, feeding and watering of the animals etc. These demands are detailed in the current Council Regulation (EC) 1/2005 of 22<sup>nd</sup> December 2004 on the protection of animals during transport and related operations.  A copy of this regulation can be viewed at:</p>

<p>The 8 hour campaign does not think this is acceptable.  As the EU Correspondent for ‘Kent Action Against Live Exports’ (KAALE), and with 23 years personal experience in all aspects of live animal transport, I do not feel that the current EU legislation is acceptable either.  <span style="text-decoration:underline;">It is time for a major change in animal transport regulations throughout Europe</span>.</p>
<p>For a long time, societies for the prevention of cruelty to animals, concerned EU citizens and politicians have argued that something has to be done. Animals for slaughter should never be transported for more than eight hours.</p>

<p>The above supporters listing, which includes English MEP’,s is a pathetic one (regarding English MEP support) to say the very least; when you consider the term that we in the UK are supposed to be an ‘animal welfare supporting nation’; a nation which hates cruelty to animals.</p>
<p><b><span style="text-decoration:underline;">Current situation &#8211; Only 8 English MEP’s have currently given their name to the 8 hours campaign out of a total of 60.  </span></b>This needs to be changed.</p>
<p>Please use the regional tables following to select your area and then view how many of ‘your’ MEP’s have either added their name as a ‘<b>SUPPORTER</b>’ to the 8 Hours campaign, or are currently given a ‘<b>x</b>’ to represent them as a non supporter of the campaign.</p>
<p align="center"><b>But things could be on our side</b></p>
<p><strong>Between 22 and 25 May 2014, the next European Elections will arrive</strong>, this is <span style="text-decoration:underline;">where all of the MEP’s representing your country and region are elected.</span>  So if current MEP’s have <span style="text-decoration:underline;">not supported</span> the campaign and will be standing for re-election next May, then you, as a European, and as a voter, can mail or write to them ask they either support the 8 Hour campaign (by adding their name to the listing), <span style="text-decoration:underline;">or you may decide to take your vote elsewhere at election time</span>.</p>
<p>This is your opportunity to demand of MEP’s what you wish to see – after all, they are there supposedly in Europe to represent you, their regional electorate.</p>

<p>Whilst past experience has shown us that we never expect much in the way of animal welfare support from UKIP MEP’s and very little from the Conservatives; despite their documented continual talk of supporting animal welfare issues – (we all know how Defra always start their letter – ‘animal welfare is so important to us blah blah ….. ), <span style="text-decoration:underline;">the elections next May are now providing us with a very good opportunity to request to our regional MEP’s that they either join the ‘8 hour SUPPORTER club’ and as a result, possibly get  a vote from you next May, or they stay as non supporters and definitely do NOT get your vote at Euro Election time.</span>  The choice is theirs !</p>
<p>In the following tables as stated earlier I have outlined each of the English regions and the full listing of MEP’s which represent them.  I have identified supporters of the 8 hour campaign, or current non supporters.  For those non supporters (MEP’s) who have not yet signed up; it is suggested that the following sample mail could be copied (and if you feel, modified) and sent to them; asking them to consider giving their support AND signature to the campaign.</p>

<p>May 2014 sees the next European Elections at which ALL MEP’s are elected.</p>
<p>I, as an animal welfare campaigner who fully supports the need for a maximum journey time across the entire EU of 8 hours maximum, write to ask if you will add your name to the list of MEP supporters for 8 hours.</p>
<p>I have heard concerns from some quarters that it would not for example, be possible to move animals from the islands of Scotland to the mainland under these time regulations.  I ask you to not accept this argument, as <span style="text-decoration:underline;">special derogations would be structured by the EU for any such special circumstances</span>.  This 8 hour limit is one which would apply to the long distance live transport of live animals within / across the main EU.</p>
<p>If you are unable to support this campaign with the addition of your signature, then I am afraid I will have to consider giving my vote at the Euro Elections to an MEP / Political Party which <b>ARE much more supportive of this specific issue</b>.</p>

<p>Following an extensive PETA campaign, Washington University in St. Louis (WUSTL) confirmed this morning that it has ended the use of cats in painful and crude intubation training drills and is joining the hundreds of other facilities across the country that teach people to save babies&#8217; lives by exclusively using sophisticated lifelike simulators.</p>
<p>The change in WUSTL&#8217;s programme comes just 6 weeks after PETA released undercover video footage of cats having hard tubes forced down their throats in the school&#8217;s Paediatric Advanced Life Support (PALS) course, offered in conjunction with St. Louis Children&#8217;s Hospital. <strong>WUSTL was the last facility in the country that PETA knows of that was still using animals for the PALS course.</strong><strong> </strong></p>
<p>Following PETA&#8217;s recent exposé, TV icon and Missouri native Bob Barker wrote to WUSTL to offer to purchase $75,000 in simulation equipment if the school would end the cruel use of cats. PETA also filed a complaint with the Missouri attorney general alleging that misleading claims that the school made on its website in defence of the course violated consumer-protection laws. PETA&#8217;s campaign to urge WUSTL to end its use of cats began in 2008 and has included protests, pleas from medical experts, ad campaigns, and tens of thousands of e-mails and phone calls from PETA supporters.</p>
<p>WUSTL joins Texas Tech University Health Sciences Centre, Naval Medical Centre San Diego, Naval Medical Centre Portsmouth, Primary Children&#8217;s Medical Centre, the University of Michigan, Heartland Regional Medical Centre, and many other facilities that PETA has convinced to use modern simulators for intubation training instead of animals.</p>

<h2 style="text-align:center;">England UK &#8211; Badger baiters jailed</h2>
<p>3 men from Newton-le-Willows, Merseyside have been jailed after being convicted of badger baiting.  Carlisle Magistrates’ Court heard how the three travelled to Cumbria from Merseyside to set a dog in a badger sett near Penrith.</p>
<p>Anthony John Campbell of Hawthorn Ave, Luke Michael Jones, of Heywood Close and Spencer Stubbs, of Larch Ave, had denied the offence but were convicted after trial on May 17.  Stubbs was convicted of an additional charge of causing unnecessary suffering to a protected animal.  The court heard how he had failed to take a brown and tan terrier to get medical care despite it having infected eyes.</p>
<p>The 3 were accused of interfering with a badger sett by causing a dog to enter it on or around July 27 last year, at Morton Farm, Calthwaite, Penrith. The court heard that following the incident, a black terrier is in the care of the RSCPA. Spades and a badger tacking device were also seized.</p>
<p>Sentencing, District Judge Gerald Chalk said: “None of you have visited a prison and I have borne that in mind. You have all deliberately travelled to Cumbria to go hunting and placed a dog in a badger sett. “I am sending all 3 of you to prison.”  Campbell, Jones and Stubbs were sentenced to 140 days in prison each and Stubbs was also banned from keeping dogs for 5 years. They were also ordered to pay court costs.</p>

<p>Somerset badgers will soon find themselves in the sniper&#8217;s sights as part of the national cull. Last year a mixture of activism and Middle England&#8217;s outrage was enough to see off the proposed cull in Gloucestershire before a single shot was fired. That time the level of public outcry caught the government by surprise but badger activists are predicting a more determined approach from the government this year as despite the flawed science they are determined to push the cull through.</p>
<p>Crucially campaigners were able to de-rail the cull last year before Defra were able to sign up the required 70% acreage in the cull zone. In Somerset though they are already at around 90%, so the moment when activists will have to confront shooters is growing closer.</p>
<p>Theoretically the cull could start as early as June 1st – as that&#8217;s when the necessary licenses start.  Currently anti-cull activists are predicting that the shooting will start in Somerset in mid-July but warned that “the situation is fluid and unpredictable”. The resources required &#8211; policing, trained marksmen etc to cull 70% of the badger population in an area are significant enough to make a simultaneous cull in both zones unlikely but possible.</p>
<p>If either of the cull zones pull out due to farmers withdrawing their consent for shooting on their land Defra have organised a back up cull zone in Dorset. <strong>There are many groups opposing the cull, but the ones gearing themselves up for direct action are Stop the Cull and the Hunt Saboteurs Association</strong>. The best way to get into the cull zone and be effective is to hook up with your local sab group.</p>
<p>Once in the zones, suggested activities include: <strong>Sett surveying</strong> – a knowledge of exactly where the badgers are will be vital to disrupting the cull. This is one where you&#8217;ll need to hook up with an expert first, but once you know the signs are obvious. Stop the Cull will be maintaining a database of all the setts.  <strong>Ribbons</strong> – Just letting farmers know that pro-badger types have been out and about on their land is useful – it&#8217;s been suggested that <strong>activists leave black and white ribbons</strong> or paper around the place.</p>
<p><strong>Watching for signs of pre-baiting</strong>. &#8211; In order to get a clear shot at the badgers the gun teams are likely to <strong>start pre-baiting areas around the setts with peanuts up to 3 weeks before shooting starts.</strong> Peanuts are typically buried near sett entrances initially before being spread further afield in order to get the badgers habituated to foraging in certain areas making them an easier target. <strong>This will probably be the clearest sign of where shooters are intending to operate. </strong></p>
<p>The Somerset cull zone particularly is dominated by the pheasant shooting industry. One huge estate in the cull zone Chargot , a vital participant in the cull, <span style="color:#ff0000;"><strong>boasts its own helicopter pad for the wealthier brand of bloodsports enthusiast</strong></span>. In order to make sure that there are enough birds to be gunned down on any given day the pheasants are kept in pens near the ranges.</p>

Live exports resumed from the Port of Dover in Kent in May, after previously sailing from Ramsgate for over a year, but RSPCA inspectors have not been granted permission to enter the port.  The RSPCA said it had received no response from the Dover Harbour Board to its request for permission to &#8220;safeguard the welfare of the animals&#8221;.</p>

<p>The Australian live exports trade is facing further scrutiny with fresh allegations of cruelty, this time concerning Australian goats and cattle in Malaysia. Already reeling from footage of Australian cattle being brutally slaughtered in Egypt, footage has emerged of goats being stuffed into sacks and put in the boot of a sedan in Malaysia. Animals Australia has again embarrassed the Federal Government by releasing shocking footage of cruelty against cattle exported live from Australia. How many reports of terrible cruelty meted out to defenceless creatures does the government need to see before this disgusting practice of shipping live animals is totally banned?</p>
<p>Australian vets sent by the Government to inspect the abattoirs in Egypt have found one of them was below international animal welfare standards. The vets have been working with Egyptian counterparts to inspect the Ismaila and Ain Sokhna abattoir facilities since May 15, after footage of cattle being stabbed at and mistreated was leaked to the ABC.</p>

<p>The Haryana government has directed all the district magistrates and superintendents of police in the state to check the illegal transportation of animals and ensure the strict implementation of the Prevention of Cruelty to Animals Act, 1960.  A spokesman for the Home Department said it had been noted that a large number of camels were being transported from Rajasthan to Uttar Pradesh and other states via Haryana for illegal slaughter. The inhumane manner in which these animals are transported clearly violates the provisions of the Act and such a practice should be stopped with a firm hand while following the provisions of the law, he added. He said the police and the district administration, along with other agencies involved in protecting animals’ rights, had been asked to take all necessary actions to prevent this. The district heads of police would also send periodic reports regarding the action taken with regard to animals being transported in a manner violating the law.</p>

<p>A Dutch meat wholesaler, Willy Selten, has been arrested for allegedly selling 300 tonnes of horsemeat as beef, officials say. Mr Selten, who owns meat wholesaler Willy Selten BV, was arrested with the company&#8217;s interim director. I suspected there was something wrong but I just did what I was told to do,&#8221; Jan Kowalski said.</p>

<p>On May 15<sup>th</sup> I stumbled upon a <strong>live poultry market in Chicago</strong> while on a bike ride. And I decided to have a look. I posed as someone interested in having a business like theirs and asked if I could take some photos. They agreed. I then just let the video roll. What I found was even worse than I would have imagined.</p>
<p>Chickens have evolved from their tropical forest home to a human-fabricated hell on earth. Here are some of my key findings: Chickens crowded into filthy, faeces-caked cages on top of each other. Those on the bottom were sickly and immobile. Other chickens visibly terrified, depressed, sick and suffering, as well as vocalising in distress Birds jammed through kill cones who had their necks cut and were being bled, some still thrashing and screaming when I arrived blood, faeces and feathers splattered all over the walls and floors.</p>

The monk was brought to Colombo National Hospital in the capital with serious injuries.  Buddhism, Sri Lanka&#8217;s state religion, opposes the killing of any life. Nearly 75% of Sri Lankans are Buddhists. <p>A recent investigation by <strong>Compassion in World Farming</strong> into intensive pig farming in Italy has uncovered shocking animal cruelty.</p>

<p>On every single one we found the EU Pigs Directive, designed to protect the welfare of pigs, being blatantly flouted. We believe these farms to be representative of the massive Italian pig industry – which means up to 13m Italian pigs could be enduring these terrible conditions every year.</p>
<p>Our investigation exposed: Pigs living in completely barren environments, housed on bare concrete with nothing to satisfy their inquisitive minds; Pigs with tails routinely docked – a painful mutilation used to prevent tail-biting, which can occur when pigs are forced to live in barren conditions. Pigs left sick or injured. On one farm a pig was so severely wounded from fighting that it had died.</p>

<p>A panda and an ape are also shown lying motionless in their small cages at the animal park in Shijiazhuang, a city to the south east of capital Beijing.</p>
<p>The man who took the pictures, Nick Hopkins from Swansea, said: “I can only describe the way the animals were treated as horrific.  “There were monkeys made to walk on stilts and riding bikes. Bears were dragged to the ring via a chain through their nose and also rode bikes.  “There were tigers and lions forcefully made to perform tricks, with one poor tiger forced to walk on a large ball.  “They were even poked in the eye with a large stick until they performed the desired trick. “And one lion had to lean on the side of another to support its head.”</p>
<p>A spokesman for People for the Ethical Treatment of Animals said: &#8220;These photos show the grim reality of everyday life for animals who are beaten and forced to perform.  &#8220;In the 21<sup>st</sup> century, it is unacceptable for wild animals to be denied everything that is natural and important to them, confined to cages or boxcars and dragged around the country and forced to perform demeaning and painful tricks for human amusement. &#8220;It&#8217;s time for animal abusers to pack their bags and say goodbye to wild-animal circuses. &#8220;For the sake of the animals, the show must not go on.&#8221;</p>
<p>The zoo is also ignoring the advice of the animal Asia foundation, who reported on it in 2010 recommending an &#8220;immediate end to the use of animals in animal performances and suitable homes found for performing animals&#8221;.   Nobody from the Shijiazhuang Zoo was available for comment. <i>Nick Hopkins donated his fee for this story to PETA.</i></p>

<p>2 brown bears have been released into a special sanctuary near Kosovo’s capital, Pristina, after being rescued from a 20sq m cage where they had been held almost all their lives to amuse visitors at a restaurant. Ari and Arina, both 10 years old, were taken to their new home by the international animal charity group Four Paws, which helped sedate and transport them.</p>

<h2><strong><em><span style="color:#3366ff;">These inspectors also know the fact that nobody may replace these 600 &#8211; they still have own place, Subotica city has NOT any legal city shelter , and <span style="text-decoration:underline;">nobody may touch these 600 , they are protected BY LAW</span> ! If somebody touch dogs at Titogradska 53 ,</span> </em><span style="text-decoration:underline;"><em><span style="color:#ff0000;text-decoration:underline;">EPAR would immediately bring a criminal charge against everybody who maybe could be involved by any way</span>.</em> </span></strong></h2>
<h2><em><strong><span style="text-decoration:underline;"><span style="color:#3366ff;text-decoration:underline;">It is veterinary inspector obligation and duty ( still long time ago,</span> <span style="color:#ff0000;text-decoration:underline;">FROM 2.11.2005.</span>) : and they must write urgent demand to city authorities :<span style="color:#ff0000;text-decoration:underline;"> immediately start with care about these 600 city-dogs and also about all street dogs and cats in Subotica</span>.</span> </strong></em></h2>
<h2><em><strong><span style="color:#3366ff;">The same , equal situation</span> <span style="text-decoration:underline;"><span style="color:#ff0000;text-decoration:underline;">is in the whole of Serbia &#8211; because of the authorities non implementation of up to date existing laws for 8 years . Those responsible for the non implementation are veterinary inspectors.</span></span></strong></em></h2>

<h2 style="text-align:center;"><span style="text-decoration:underline;"><span style="color:#ff0000;text-decoration:underline;"><strong>Serbian LAW – Some v<i>ery Important points to be considered especially relating to Shelter Alex:</i></strong></span><em><span style="color:#ff0000;text-decoration:underline;"> </span> </em></span></h2>
<p>After three days at the ‘shelter’, dogs are taken to Novi Sad city <strong>where they are killed by ‘euthanasia’, using Pravilnik 29/94 legislation.</strong></p>
<p>Prior to <strong>the new Serbian Veterinary Law of 02/10/2005</strong>, there was an old law dating from 1991 for the health protection of animals. In agreement with the old law of 1991, the <strong>authorities produced their own other ‘underlaw’ (extra law) regulation</strong> – <strong>named ‘Pravilnik 29/94’,</strong> which was intorduced <strong>to allow the killing of animals after they were held in pounds for 3 to 7 days.</strong></p>
<p><strong>** <span style="text-decoration:underline;"><span style="color:#ff0000;text-decoration:underline;">From 02/10/2005, the new Veterinary Law Article 168 effectively destroyed everything that was written in Pravilnik 29/94</span></span></strong><span style="color:#ff0000;">, ** because <strong><span style="text-decoration:underline;">the 2005 law demanded the care of animals</span>.</strong></span></p>
<p>Pravilnik 29/94 <strong>was overwritten</strong> by Article 168, the result being that <span style="color:#ff0000;"><strong>all </strong><span style="text-decoration:underline;"><strong>killing of animals was</strong> </span><strong>forbidden</strong> </span>apart only from cases for <span style="text-decoration:underline;">Rabies infected areas</span>, which were covered by application of Articles 64 and 65 of the Veterinary Law.</p>
<p>By continuing to undertake the killing of animals after 3 to 7 days in accordance with regulation Pravilnik 29/94, <strong>the <span style="color:#ff0000;">authorities were then in a situation where they were working in opposition to the actual existing law</span></strong>.</p>
<p>But it is very much the case, even up to the present day, where <strong>authorities are still using Pravilnik 29/94 as a reason for the killing of animals</strong>.  But in reality, <span style="text-decoration:underline;">Pravilnik 29/94 </span><strong>became nonexistent on 02/10/2005 with the introduction of the new Veterinary Law</strong> (Article 168<span style="text-decoration:underline;">)</span>.</p>
<p><span style="text-decoration:underline;"><span style="color:#ff0000;text-decoration:underline;"><strong>Hence there should be no killing, but animal care instead</strong>.</span></span></p>
<p><span style="text-decoration:underline;">Pravilnik 29/94 is only an ‘underlaw’</span> (extra law) regulation, <span style="text-decoration:underline;">has very less power than the actual law</span>, and most importantly, <span style="text-decoration:underline;">must be in agreement with the existing law</span>.  Pravilnik 29/94 was valid originally (1991 on) to protect animal health but is now in opposition to the new and current animal law – the new Veterinary Law Article 168 of 02/10/2005.</p>
<p><strong>Serbian campaigners have written to the Constitutional Court saying that it is unlawful for Shinters (Dogcatchers) and also veterinarians to kill stray dogs and cats only after they have been held for three (3) days, as this is now old and outdated legislation.  <span style="color:#ff0000;">Killing is forbidden under the new Veterinary law.</span></strong></p>
<p>Campaigners have now heard from the court in writing, and they say that <strong>no analysis of the case is necessary for <span style="color:#ff0000;">Pravilnik 29/94 as it has been replaced by the new Veterinary Law Article 168 (02/10/2005).</span></strong></p>
<p>This is exactly what the campaigners had said, ie. that the old ‘underlaw’ (extra law) of Pravilnik 29/94 was still being used when it fact it has been overwritten by the new Veterinary Law Article 168 of 02/10/2005.</p>
<p>In addition, <span style="color:#ff0000;"><strong>Article 46 of the new Veterinary Law (02/10/2005) states that the killing of stray cats and dogs is forbidden and that instead they should be provided with care.</strong></span></p>
<h2><span style="color:#ff0000;"><strong>The word from the Serbian Constitutional (law) Court is that <span style="text-decoration:underline;">from 2005, animals should be provided with care and not be killed</span>.</strong></span></h2>
<p>It would appear that all of the <strong>public firms responsible for garbage collection in <span style="color:#ff0000;">Serbian cities <span style="text-decoration:underline;">are still working to, and effectively using Pravilnik 29/94 rather than Article 46 (168) of the new Veterinary Law</span></span></strong><span style="text-decoration:underline;"><span style="color:#ff0000;text-decoration:underline;">.</span></span></p>
<p>In effect, by still working to this now non existent law, <strong>these public firms who collect and kill strays are <span style="text-decoration:underline;"><span style="color:#ff0000;text-decoration:underline;">UNDERTAKING ILLEGAL WORK</span></span></strong>– they should be working in accordance with the new Veterinary Law Article 46 (168) of 02/10/2005 which <span style="text-decoration:underline;">demands </span><span style="color:#ff0000;"><strong>care for the animals</strong>.</span></p>
<p>Unlike the Temerin ‘shelter’ dogs which are illegally killed after only 3 days, Cats which are taken to the ‘shelter’ do not even live three days – <strong>they are killed immediately.</strong></p>

<h2><span style="color:#ff0000;"><strong>You have to ask if the Subotica republic veterinary inspector :Mrs Matilda Sobloher and republic veterinary inspector Mrs Sanja Celebicanin actually know what the law IS in Serbia ? &#8211; It would appear that they do NOT know the laws of Serbian animal welfare, despite their positions !!!</strong></span></h2>
<p>Serbian campaigners have now taken this case to the court of human rights in Strasbourg – an EU court.  <strong>The case</strong> – <strong>Garbage collectors in Serbian cities are still working using the (now) non existent Pravilnik 29/94 rather than Article 46 (168) of the new and current Veterinary Law of 02/10/2005 which demands care.</strong>  In addition, <span style="text-decoration:underline;">campaigners have requested justification</span> be presented for all the animal killings by the authorities <span style="text-decoration:underline;">from 02/10/2005 right up to the present day.</span></p>
<p><span style="color:#ff0000;"><strong>Serbian authorities  and officials are responsible for ensuring the correct laws are implemented are:</strong></span></p>
<p><span style="color:#ff0000;"><strong><span style="text-decoration:underline;">Mrs. Sanja Čelebićanin  -Chief of  Veterinary Inspection</span></strong></span></p>
<p><strong><span style="text-decoration:underline;">Mr. Zoran Mićović - Director of Veterinary Department</span></strong></p>
<p><strong><span style="text-decoration:underline;">Mr. Radivoje Kaurin - Chief of  Hunting – Forests Inspection.</span></strong></p>
<p><strong>So the situation is that <span style="color:#ff0000;">many Serbian authorities are not implementing</span></strong><span style="text-decoration:underline;"> the most recent and <span style="color:#ff0000;text-decoration:underline;"><strong>current legislation which would give protection to animals in shelters</strong></span></span>, <strong>but are instead using old and <span style="text-decoration:underline;">outdated, non existing legislatio</span></strong><span style="text-decoration:underline;"><strong>n</strong> (Pravilnik 29/94) <strong>as justification for the continued killing of animals held in shelters.</strong></span></p>
<p>Another very important factor here is that what has been happening <span style="color:#ff0000;"><strong>since 02/10/2005 is that existing Serbian law (legislation) has not been implemented throughout the country in relation to animal welfare.</strong></span></p>
<p><em><span style="text-decoration:underline;">Probably the most important point:</span></em></p>
<p><em><span style="text-decoration:underline;">And the <strong>proof of the implementation of the ‘Rule of Law’ is a paramount requirement for any nation wishing to become a future member of the EU</strong> !</span></em></p>
<p><em><b><span style="text-decoration:underline;">And so <span style="color:#ff0000;text-decoration:underline;">what about the ‘Shelter’ for animals at Temerin or any other location in Serbia &#8211; such as Shelter Alex in Subotica</span> ?</span></b></em></p>
<p>We declare that the alleged ‘shelter’ at Temerin <strong>is NOT shelter but a terrible, unlawful place being funded by Serbian taxpayers</strong> to the tune of many millions of Dinars.</p>
<p>Is this facility simply a place that takes in public money allegedly caring for animals, whilst at the same time killing them immediately (cats) or after just three days (dogs) <span style="text-decoration:underline;">using outdated legislation which was replaced in 2005</span> ?</p>
<p>Animals such as these dogs and cats which are taken from the streets by shinter teams, are not marked or identified in any way.  There is no way that the authorities can provide details of the animals taken by the shinters, be it 10 dogs or 100 dogs captured.  In effect, with no accountability of their work, these public firms can ask for as much public money as they wish – and very often / always they are provided with it !!</p>
<p>Can this be called ‘organised crime’ ?</p>
<p><strong>If a full sterilisation, vaccination, identification and care system was established for all stray animals taken by the shinters, then the facilities such as the Temerin ‘shelter’ would be very much more accountable (ie. Record keeping) of all animals which enter the facility.</strong></p>
<p>As it is, <span style="text-decoration:underline;">by using old, outdated, self created (mass killing) legislation</span> such as Pravilnik 29/94 <span style="color:#ff0000;"><strong>rather than working to what should be current animal protection legislation, (ie. Article 46 (168) of the new and current Veterinary Law of 02/10/2005), the authorities and those involved with it appear to in a situation where they can request, and are provided with an endless supply of public money </strong>– <strong>public money for killing animals</strong> – <strong>WHICH IS ILLEGAL</strong> (since 2005).</span></p>

<p><b>In short : <span style="text-decoration:underline;"><span style="color:#ff0000;text-decoration:underline;">THE SERBIAN STATE VETERINARY INSPECTION ISSUED A DECISION TO BAN THE WORK OF THE DOG SHELTER “ALEX” </span> &#8211; please look at shelter Alex under our main header on this site – ‘Shelters’.</span></b></p>
<p><b><span style="text-decoration:underline;"><a href="http://serbiananimalsvoice.com/serbian-shelters/">http://serbiananimalsvoice.com/serbian-shelters/</a> </span></b></p>
<p><span style="text-decoration:underline;">The story has been as follows.</span></p>
<p>In 2003, the first stray dog entered the premises of the “Alex” dog shelter at Titogradska 53 street in Subotica, Serbia.</p>
<p>From that day on the shelter took care of more than 1,000 dogs, because there was no other choice given that <strong>the policy of this state and this town was as it still is today, <span style="text-decoration:underline;">and that is to kill and only to kill.</span></strong></p>
<p>This irresponsible were never punished. A regulation for a humane way of resolving the problem of abandoned animals was never issued, such as neutering and responsible ownership (chipping), the easier way has always been to steal from the citizens and to kill the animals.</p>
<p>In the last two years there have been major changes in the dog shelter (Azil Alex). The shelter was taken over by a group of citizens who were joined together by the same idea &#8211; <span style="color:#ff0000;"><strong><span style="text-decoration:underline;">to change the killing policy and to show and prove that there is another way.</span></strong></span></p>
<p>Every day a group of volunteers – activists receive numerous calls from the citizens about wounded and abandoned animals, and they go out and find these animals and help them. This group of volunteers also works efficiently on education (on animal ownership, neutering, etc.), and has been helping the town in the last months <span style="text-decoration:underline;">since the town pound was closed down.</span></p>
<p><span style="color:#ff0000;"><strong>The shelter responded to the calls of the Communal Police, took in the injured dogs from the streets, cured them and sought homes for them &#8230; and two days ago the shelter now receives the government / authorities answer to this help for all these years:</strong></span></p>
<p><strong><span style="text-decoration:underline;">THE STATE VETERINARY INSPECTION ISSUED A DECISION TO <span style="color:#ff0000;text-decoration:underline;">BAN THE WORK OF THE DOG SHELTER “ALEX”, IT PROHIBITS THE TAKING IN OF NEW ANIMALS AND THE EXISTING (SHELTER) HOME FOR DOGS MUST BE DISPERSED WITHIN 90 DAYS. </span></span></strong></p>
<p><strong><span style="text-decoration:underline;"><span style="color:#ff0000;text-decoration:underline;">WE HAVE 8 DAYS FOR COMPLAINTS</span></span></strong></p>
<p><strong><span style="text-decoration:underline;">8 days for complaints – so we need to ask people to act IMMEDIATELY and tell the authorities that they are completely wrong to attempt to close down this shelter.</span></strong></p>
<p>People who run shelter Alex are aware of the fact that the dog shelter as a facility does not meet all of the items from the rules on dog shelters, but they also know that <span style="text-decoration:underline;">THERE IS NO SHELTER IN SERBIA WHICH DOES MEET ALL THE REQUIREMENTS.</span></p>
<p><strong><span style="text-decoration:underline;">Shelter Alex</span> knows that it is one of the shelters that sadly, even in these scarce conditions, is <span style="text-decoration:underline;">one of the few in Serbia that has humane conditions and at the time it was founded it was the only humane one</span>.</strong></p>
<p>During the last two years, the shelter has found a home for a large number of animals, neutered many animals, found and returned lots of lost pets to their owners; returning animals and showing the right way to operate and willingness to work.</p>
<p><strong><span style="color:#ff0000;">Update **</span> The authorities are saying that the reason for closure is they stated that the shelter doesn&#8217;t comply with new regulations .</strong> In fact none of the shelters (maybe 1 or 2 that were financed by state) in Serbia do and <span style="text-decoration:underline;"><strong>shelter Alex is one that is probably in the best state of all of those</strong>. </span> **</p>
<p><strong>This shelter is now being persecuted by the authorities of Serbia because they are doing the correct thing and <span style="text-decoration:underline;">the Serbian government  / authorities have NEVER acted correctly regarding control of stray animals and shelters under their operation.</span></strong></p>
<p><span style="color:#ff0000;"><strong>Shelter Alex is showing the government how to operate a shelter correctly, and the government does onto like it.</strong></span></p>
<p>Shelter Alex therefore asks all the people and organizations everywhere in the world who/that can and are willing to support their work to be with them now, since <strong><span style="text-decoration:underline;">it is a matter of literally life and death for the animals at the shelter.</span></strong></p>

<h2 style="text-align:center;"><strong>Serbian LAW &#8211; Some v<i>ery Important points to be considered:</i></strong><em><span style="text-decoration:underline;">  </span></em></h2>
<p>After three days at the ‘shelter’, dogs are taken to Novi Sad city <strong>where they are killed by ‘euthanasia’, using Pravilnik 29/94 legislation.</strong></p>
<p>Prior to <strong>the new Serbian Veterinary Law of 02/10/2005</strong>, there was an old law dating from 1991 for the health protection of animals. In agreement with the old law of 1991, the <strong>authorities produced their own other ‘underlaw’ (extra law) regulation</strong> – <strong>named ‘Pravilnik 29/94’,</strong> which was intorduced <strong>to allow the killing of animals after they were held in pounds for 3 to 7 days.</strong></p>
<p><strong>** From 02/10/2005, the new Veterinary Law Article 168 effectively destroyed everything that was written in Pravilnik 29/94</strong>, ** because <strong>the 2005 law demanded the care of animals</strong><strong>.</strong></p>
<p>Pravilnik 29/94 <strong>was overwritten</strong> by Article 168, the result being that all <span style="text-decoration:underline;">killing of animals was </span><strong>forbidden</strong> apart only from cases for <span style="text-decoration:underline;">Rabies infected areas</span>, which were covered by application of Articles 64 and 65 of the Veterinary Law.</p>
<p>By continuing to undertake the killing of animals after 3 to 7 days in accordance with regulation Pravilnik 29/94, <strong>the authorities were then in a situation where they were working in opposition to the actual existing law</strong>.</p>
<p>But it is very much the case, even up to the present day, where <strong>authorities are still using Pravilnik 29/94 as a reason for the killing of animals</strong>.  But in reality, <span style="text-decoration:underline;">Pravilnik 29/94 </span><strong>became nonexistent on 02/10/2005 with the introduction of the new Veterinary Law</strong> (Article 168<span style="text-decoration:underline;">)</span>.</p>
<p>Hence there should be no killing, but <strong>animal care instead</strong>.</p>
<p><span style="text-decoration:underline;">Pravilnik 29/94 is only an ‘underlaw’</span> (extra law) regulation, <span style="text-decoration:underline;">has very less power than the actual law</span>, and most importantly, <span style="text-decoration:underline;">must be in agreement with the existing law</span>.  Pravilnik 29/94 was valid originally (1991 on) to protect animal health but is now in opposition to the new and current animal law – the new Veterinary Law Article 168 of 02/10/2005.</p>
<p><strong>Serbian campaigners have written to the Constitutional Court saying that it is unlawful for Shinters (Dogcatchers) and also veterinarians to kill stray dogs and cats only after they have been held for three (3) days, as this is now old and outdated legislation.  Killing is forbidden under the new Veterinary law.</strong></p>
<p>Campaigners have now heard from the court in writing, and they say that <strong>no analysis of the case is necessary for Pravilnik 29/94 as it has been replaced by the new Veterinary Law Article 168 (02/10/2005).</strong></p>
<p>This is exactly what the campaigners had said, ie. that the old ‘underlaw’ (extra law) of Pravilnik 29/94 was still being used when it fact it has been overwritten by the new Veterinary Law Article 168 of 02/10/2005.</p>
<p>In addition, <strong>Article 46 of the new Veterinary Law (02/10/2005) states that the killing of stray cats and dogs is forbidden and that instead they should be provided with care.</strong></p>
<p><strong>The word from the Serbian Constitutional (law) Court is that from 2005, animals should be provided with care and not be killed.</strong></p>
<p>It would appear that all of the <strong>public firms responsible for garbage collection in Serbian cities are still working to, and effectively using Pravilnik 29/94 rather than Article 46 (168) of the new Veterinary Law</strong>.</p>
<p>In effect, by still working to this now non existent law, <strong>these public firms who collect and kill strays are UNDERTAKING ILLEGAL WORK</strong>– they should be working in accordace with the new Veterinary Law Article 46 (168) of 02/10/2005 which <span style="text-decoration:underline;">demands </span><strong>care for the animals</strong>.</p>
<p>Unlike the Temerin ‘shelter’ dogs which are illegally killed after only 3 days, Cats which are taken to the ‘shelter’ do not even live three days – <strong>they are killed immediately.</strong></p>

<p>Serbian campaigners have now taken this case to the court of human rights in Strasbourg – an EU court.  <strong>The case</strong> – <strong>Garbage collectors in Serbian cities are still working using the (now) non existent Pravilnik 29/94 rather than Article 46 (168) of the new and current Veterinary Law of 02/10/2005 which demands care.</strong>  In addition, <span style="text-decoration:underline;">campaigners have requested justification</span> be presented for all the animal killings by the authorities <span style="text-decoration:underline;">from 02/10/2005 right up to the present day.</span></p>
<p><strong>Serbian authorities  and officials are responsible for ensuring the correct laws are implemented are:</strong></p>
<ul>
<li><span style="text-decoration:underline;">Mrs. Sanja Čelebićanin  -Chief of  Veterinary Inspection</span></li>
<li><span style="text-decoration:underline;">Mr. Zoran Mićović - Director of Veterinary Department</span></li>
<li><span style="text-decoration:underline;">Mr. Radivoje Kaurin - Chief of  Hunting – Forests Inspection.</span></li>
</ul>
<p>So the situation is that many Serbian authorities <strong>are not implementing</strong><span style="text-decoration:underline;"> the most recent and current legislation which would give protection to animals in shelters</span>, <strong>but are instead using old and outdated, non existing legislatio</strong>n (Pravilnik 29/94) <strong>as justification for the continued killing of animals held in shelters.</strong></p>
<p>Another very important factor here is that what has been happening <strong>since 02/10/2005 is that existing Serbian law (legislation) has not been implemented throughout the country in relation to animal welfare.</strong></p>
<h3><em><span style="text-decoration:underline;">Probably the most important point:</span></em></h3>
<h3><em><span style="text-decoration:underline;">And the proof of the implementation of the ‘Rule of Law’ is a paramount requirement for any nation wishing to become a future member of the EU !</span></em></h3>
<p><em><b><span style="text-decoration:underline;">And so what about the ‘Shelter’ for animals at Temerin ?</span></b></em></p>
<p>We declare that the alleged ‘shelter’ at Temerin <strong>is NOT shelter but a terrible, unlawful place being funded by Serbian taxpayers</strong> to the tune of many millions of Dinars.</p>
<p>Is this facility simply a place that takes in public money allegedly caring for animals, whilst at the same time killing them immediately (cats) or after just three days (dogs) using outdated legislation which was replaced in 2005 ? – we think so.</p>
<p>Animals such as these dogs and cats which are taken from the streets by shinter teams, are not marked or identified in any way.  There is no way that the authorities can provide details of the animals taken by the shinters, be it 10 dogs or 100 dogs captured.  In effect, with no accountability of their work, these public firms can ask for as much public money as they wish – and very often / always they are provided with it !!</p>
<p>Can this be called ‘organised crime’ ?</p>
<p>If a full sterilisation, vaccination, identification and care system was established for all stray animals taken by the shinters, then the facilities such as the Temerin ‘shelter’ would be very much more accountable (ie. Record keeping) of all animals which enter the facility.</p>
<p>As it is, by using old, outdated, self created (mass killing) legislation such as Pravilnik 29/94 <strong>rather than working to what should be current animal protection legislation</strong>, (ie. Article 46 (168) of the new and current Veterinary Law of 02/10/2005), the authorities and those involved with it appear to in a situation where they can request, and are provided with an endless supply of public money – <strong>public money for killing animals</strong> – <strong>WHICH IS ILLEGAL</strong> (since 2005).</p>

<p>2013 &#8211; A crowd of more than 100,000 people were on Epsom Downs to see some of the finest racehorses in the world round Tattenham Corner in this year&#8217;s Derby.</p>
<p><strong>The horses thundered past a plaque commemorating the moment 100 years ago when suffragette Emily Wilding Davison ran on to the course and was knocked to the ground by King George V&#8217;s colt Anmer.</strong></p>
<p><strong><span style="text-decoration:underline;">Davison died from her injuries four days later</span> in Epsom Cottage Hospital, and the suffragettes quickly established her as a martyr for votes for women.</strong></p>
<p><span style="color:#800080;"><strong><em>&#8220;I think what we need to remember is the lengths which women 100 years ago were prepared to go to.</em></strong></span></p>
<p><span style="color:#800080;"><strong><em>&#8220;I don&#8217;t think she intended to kill herself, but she was clearly aware of the dangers so her personal safety was secondary to the cause.</em></strong></span></p>
<p><span style="color:#800080;"><strong><em>&#8220;Her legacy to women today is as a reminder of the strength of feeling &#8211; of the acts these Edwardian women were prepared to carry out so women could be treated as full citizens economically and politically.&#8221;</em></strong></span></p>

<p><strong> THESE DOGS ARE STILL IN DANGER!!!</strong></p>
<p><strong>All these poor dogs have been removed from one disgusting Death Camp to another. </strong></p>
<p><strong>This poor boy is ready to travel</strong>. He, amongst others needs our help now.</p>

There was a lot of caution from the girls who run the camp-(this one and others) about us taking any dogs this week-they did not  want us anywhere near the shelter. <strong>140 dogs under the care of a girl who goes there once a week.</strong><br />
Locked up in dark cages. Matted coats. Sores.</p>
<p>Not enough dogs were ready to travel on 30th May. Some were classed as &#8216;poorly&#8217;, some &#8216;missing&#8217;, dead, others just &#8216;not ready&#8217;.</p>
<p>These dogs have been moved from one death camp to another. They are left without medical treatment &amp; general care-left to starve &amp; eat each other-new born puppies being the major target.</p>
<p>This is Silver-on a catch pole-severely underweight-classed as &#8216;not well enough to travel because of runny nose&#8217;.</p>

<p>A list of 24 dogs has finally been given for 6th June. We have a chance to get a few of these dogs to safety-we are lucky to have Romanian Animal Action help cover our costs for the journey-at a cost of £100 per dog instead of £150. It&#8217;s a long 2 day journey with expenses all the way-this charity are doing the run at a loss of around £1,500 for these dogs.</p>
<p>Dogs in this shelter are dying from starvation &amp; disease. They are lucky to get bread &amp; water.<br />
We have the chance to finally get these dogs out of hell &amp; show them that there really is a life worth living.</p>
<p>If u can spare anything to get the first 25 dogs out of their Death Camp-it all adds up-and every little bit matters to that dog.</p>

<p>In other news, Dr Litov had his first court victory on 25th April when the Judge suspended the eviction notice, until the end of the trial, and now this week at the Administrative Court, the Regional Health Authority Inspector gave evidence and confirmed that all inspections carried out in the last few years showed no violations justifying an eviction. The Court&#8217;s final ruling will be at the end of June, so please sign and keep sharing our <a href="http://t.ymlp243.net/jmqafayjmmaxawbaaaesqu/click.php">Justice 4 Borko petition</a> – we have 56k signatures so far – we need to aim for a target of 100k signatures for it to be taken seriously by the Government.
