England UK: Petition Calling for Much Better Signage on ‘Sealed Box’ Live Animal Transporters Within The EU.

This is a sealed box type  trailer which is sometimes used to carry live animals around Europe;

NOT clearly identified for doing this as can be seen.  There are around 300 live sheep in this trailer.

Dear all;

I undertake live animal transport investigation work in addition to SAV.  In relation to live animal campaigning, I have created a petition associated with live animal transport in sealed ‘Box’ type trailers as sometimes witnessed at Ramsgate port in England, UK.  This type of trailer is used much more in mainland EU than in the UK.  I am calling for much better signage on all trailers that operate in this way throughout the  EU, especially should the vehicles become involved in any type of accident.  Emergency services attending from whatever national rescue service need to be informed that live animals are being carried – and  this is far from clear at the moment as can be seen from Valerie’s photos.

This is initially aimed at the responsible Commission (for animal welfare legislation) at the EU, and once completed, will then be diverted to Minister Jim Paice to simply ask him and the UK government to take action on this issue within the UK – to enforce better UK legislation.  This will all happen before the Euro Elections which will take place next summer.   From how Mr Paice, the Conservative Minister at Defra acts (or does not), we can obtain a view on the Conservative policy on this issue and live animal transport in general (if we dont already know !) and then decide on our voting route for the 2013 euro Elections; a system that elects Members of the European Parliament (MEPs).

The wording of my petition is as follows and attached you will see a photos by Valerie Cameron and Bill of exactly this type of Dutch registered trailer carrying live animals out of Ramsgate port, Kent, England.:

Not all animals being transported by road across the EU go in ‘conventional’ livestock trailers which have exterior air vents fitted to each tier, providing air to the animals.  Some trailers are completely sealed as shown in the photograph (this truck has several hundred sheep in its trailer) giving most outside observers the conception that anything other than live animals are being carried within it.  We feel that this should be made much more evident to outside observers and especially emergency services should an accident occur.

Chapter II Para 2.1 of Council Regulation (EC) 1/2005 on the protection of animals during transport and related operations (and amending Directives) simply declares that:

“vehicles in which animals are transported shall be clearly and visibly marked indicating the presence of live animals, except when the animals are transported in containers marked in accordance with paragraph 5.1 – a sign indicating the top of the container”.

Observations taken in the UK by animal welfare campaigners have noted that with sealed ‘Box’ type articulated trailers which are sometimes used for the transportation of livestock such as sheep and calves, there is (very) insufficient exterior identification on these vehicles to identify that livestock is even being transported within them.

This is completely unsatisfactory.  Should any one of these sealed ‘box’ type trailers ever be involved in a road accident anywhere within the EU; there is currently very little possibility that (national) emergency / rescue services personnel would even know that live animals are being transported within the trailer.  From observations in the UK, clear and visible marking declaring ‘live animals carried’ on all parts of the box trailer does not exist !

Without this information that live animals are being carried / transported, the same animals may be left within the enclosed trailer should it become involved in an accident on the highway.  In addition, as the trailers are sealed and only use electrical power for (internal) animal ventilation; should this be cut off as the result of any accident, many animals may be suffocated and die as a result.  Time is of the essence here – emergency services need to be informed that live animals are within the trailer and to be able to gain access to them as soon as possible in order to prevent deaths.

This petition calls on the EU Director General of Health and Consumers (SANCO); who is responsible for ensuring good animal welfare, along with all EU national animal welfare government ministers to undertake the necessary legislation changes to:

Ensure that Council Regulation (EC) 1/2005 on the protection of animals during transport is much updated through formal document legislation to ensure that clearly visible evidence is provided to outside observers that live animals are being transported within these (sealed) ‘box’ type trailers

Ensure that emergency services personnel from any EU member state are able to visually identify that the trailer concerned IS carrying live animals – something which is NOT obvious to outside observers with current sealed ‘box’ trailers

Ensure that all sealed ‘box’ type trailers carrying live animals are identified as ‘carrying live animals’ by way of:

Large, clear WARNING SIGNS showing that live animals are being transported within the trailer(s) in question, and that these warning signs are fitted on:

  • The sides of the trailer – in at least 3 positions
  • The front and rear of the trailer – in at least 2 positions
  •  The roof of the trailer – in at least 3 positions
  •  The underside of the trailer – in at least 2 positions

All these positions would ensure that in the event of any major accident or overturn, emergency services attending would be clear of the trailer content – live animals.

In addition, a warning sign fitted on both the sides and rear of the trailer must identify to emergency rescue personnel that:

 ‘in the event of an accident, the air ventilation power system to the sealed trailer may be disrupted; and that animals contained within the trailer should be provided with fresh, externally sourced air as soon as possible to avoid their suffocation’.  Basically; the trailer doors must be opened.

Signage should be in at least two main European languages – English and French and / or German for example.

Vehicles carrying live animals in sealed ‘box’ trailers on the roads of the EU at present are VERY inadequately identified as doing such; they can easily be mistaken for refrigerated trailers rather than those transporting live animals, as can be seen in the photograph associated with this petition.  It is time for this to be rectified with the use of good, clear and adequate signage all exterior faces of the trailer, including – top, bottom, front, rear and both sides.

As an animal welfare organisation within the UK, we immediately call on the Director General of Health and Consumers (SANCO) to ensure that this becomes urgent legislation to ensure that live animals are given better protection during transport by the use of large, clear and easily identifiable signage applied to all sealed ‘box’ trailers.  This update must be applied to Council Regulation (EC) 1/2005 on the protection of animals during transport and related operations which is applicable throughout the EU.

 

 Note one pathetic vertical sign saying ‘Live Animals’ at the rear – this is not good enough; clear signage is a must.

The BUAV, the leading organisation campaigning to end animal experiments, has today welcomed the decision by the UK Government to introduce a legislative ban on the use of stray animals, such as cats and dogs, in experiments. The news comes as draft regulations were published today by the Home Office, to transfer EU regulations into UK law.

After a public consultation last year, it appeared that a current policy ban on using stray animals would be withdrawn. The BUAV launched a vigorous campaign to maintain the ban which was widely supported by the public and MPs. The draft regulations now state that project licences must include “a condition to the effect that a stray animal of a domestic species must not be subjected to a regulated procedure as part of the specified programme of work”.

The new regulations, which will update the Animals (Scientific Procedures) Act 1986, have been published in draft prior to limited Parliamentary scrutiny in the autumn. While the prohibition on the use of strays and Great Apes is to be welcomed, many important issues have been omitted from the draft regulations. For example:

Despite the Directive opening the possibility for a less strict inspecting regime than the UK currently has, the Government has pledged to maintain a ‘strong and properly resourced inspectorate’. It is difficult to see how this can be achieved, however, when the number of inspectors continues to fall.

There is no sign of progress on the issue of transparency, despite the public consultation resulting in overwhelming support for reform of Section 24 of the Animals (Scientific Procedures) Act 1986. The Government has already admitted that Section 24 is incompatible with the new Directive, but has continued to stall by announcing a further consultation on the subject. This further delay means that animals will continue to endure suffering while the public continues to be kept in the dark about what goes on in laboratories.

The Government has also failed to rule out some of the most severe experiments permitted by the Directive, opening the way for inescapable electric shock to be used to induce learned helplessness; animals bred deliberately with genetic disorders which will result in persistent suffering; dogs and non-human primates left in total isolation for long periods of time.

There will be no opportunity for the majority of MPs to debate the new rules, after it was decided that they will instead be examined by a committee, before going to the House of Lords, when Parliament resumes in the autumn. The European Commission requires that they come into force by January 1 next year.

The BUAV Chief Executive Michelle Thew said,We welcome the Government’s decision to introduce a legislative ban on the use of stray animals in experiments. This was an issue raised by the BUAV and one which received strong public and political concern. Elsewhere in the regulations, although pleased that the Government has maintained stricter UK standards in some areas, we are disappointed these regulations come only a week after figures showed the number of animals being used in experiments reaching an all-time high since the 1986 Act was introduced. These are issues which the public care deeply about, and all MPs should have the chance to give their views in a debate in the House of Commons.”

Actor and comedian Ricky Gervaishas joined the BUAV in calling for an end to kitten experiments at Cardiff University. The controversial experiments, uncovered by the BUAV’s research team, have hit the headlines in the UK this week. Thanks to our efforts, millions of people across the country are now aware of these cruel experiments that were publicly funded through the Medical Research Council.

In the experiment, litters of new-born kittens were raised in total darkness for 12 weeks, whilst others were deprived of sight in one eye by having their eyelids sewn shut. Under anaesthesia, artificially ventilated and injected with a drug to paralyse eye movements, the kittens were subjected to highly invasive head surgery and the brain was exposed for recordings. Following the tests the animals were killed and their brains dissected.

This week, the BUAV has received widespread coverage for our message – that these experiments on defenceless kittens are not only ethically unacceptable, but there are alternative ways of studying vision and the neurological processes underlying it in human beings that do not involve animal suffering.

The BUAV has taken part in TV and radio interviews including BBC Breakfast, and has featured in numerous newspapers, including the Daily Mail, Daily Mirror, Daily Express, Daily Telegraph and Wales on Sunday.

Ricky told the BUAV:

I am appalled that kittens are being deprived of sight in one eye by having their eyelids sewn shut. I thought sickening experiments like these were a thing of the past. I support the BUAV in calling for this research to be stopped.”

Two and a half years ago a dog in Serbia got all four legs chopped off and was sent to a veterinary clinic called “Veterina Beograd” where they took care of her and named her Mila. After spending a year there Mila was ready for adoption,but they refused to send her to another country where she could have had good prosthesis and insted they made her some inadequate prosthesis and gave her to a family in Serbia. Since the legs that were made for her were very uncomfortable, her new family took them off and now they expect the poor dog to walk on her bones. A prosthesis maker from Canada spoke with Mila’s guardian and offered to make 4 very nice prosthesis for her, but her guardian declined the offer claiming the dog will get use to walking on her bones. So now poor Mila spends her days laying down on the floor without even a proper bed. This is why we are asking veterina Beograd to make sure she gets the prosthesis she so desperately needs and deserves and we also want to let them know THE WORLD IS STILL WATCHING- P.S. your comments are welcome, but make sure they are polite and not insulting to anyone

Thank you for taking part in our emergency petition.

On behalf of all the donkeys in Bonaire, we would like to thank you for signing our petition to stop the immediate shipment of 200 feral donkeys to Haiti.

We have now received news that the meeting was cancelled by the Bonaire Government and we are almost certain that the petition and resulting media coverage was the cause of this. We are also led to believe The Party for Animals have become involved in the matter and have raised questions in Dutch parliament for the government to answer.

Stephen Blakeway, our Director of Welfare, says: “Well, the news has been an interesting development!

Let us hope it is a positive one – any delays to the shipment plans means we have more time to find the best way forward for the feral donkeys of Bonaire. We guess the international interest has taken them by surprise and we’re very glad the Party for Animals has swung into action. Our thoughts are with the staff of Donkey Sanctuary Bonaire and their excellent work. We will be keeping a very close eye on proceedings over the next few days and possibly weeks.”

Petition to help the donkeys of Bonaire

We wish to support Donkey Sanctuary Bonaire in its appeal to the Bonaire Government to stop their shipment plans of 200 feral donkeys to Haiti and instead work together to help find the best solution for the donkeys’ future well being.

Donkeys have been living feral on Bonaire for hundreds of years and many fall victim to terrible acts of abuse, road traffic accidents, illness, dehydration and sometimes starvation.

A Dutch couple set up Donkey Sanctuary Bonaire in 1993 to help save sick, wounded and orphaned foals and they’ve managed to save and care for 400 donkeys so far, but a further 200 are still roaming free.

Now these remaining feral donkeys are facing further threat. Recent reports indicate that the Bonaire Government wishes to round them up and transport them to Haiti where they will face an uncertain future as working animals. The sanctuary believes that the stress of travel combined with the lack of resources or expertise in Haiti to domesticate the wild donkeys, is likely to lead to intense suffering and distress.

The Donkey Sanctuary, which has supported the Bonaire sanctuary over the last 15 years is keen to support its efforts to work with the government to help find the best solution for the donkeys.

Stop the killing of 1,800 whales and dolphins and the deafening of 15,900 more by ceasing the operation of the Navy’s underwater sound system in the Hawaiian Islands, the California and Atlantic Coasts, and the Gulf of Mexico.

The Navy is required to include comments on their Environmental Impact Statement (EIS) re: the use of high frequency underwater sound for testing in Hawaii, the California and Atlantic Coasts, and the Gulf of Mexico. According to their estimates it will deafen more than 15,900 whales and dolphins and kill 1,800 more over the next 5 years. Whales and dolphins depend on sound to navigate and live. Your signature and comment will have to be included in the EIS and could stop this Naval program, potentially saving the lives of these ocean creatures. The comments must be in by July 10, 2012.
