Romania: Unprecedented Killing Dogs Campaign – by PD-L Party (Romania).

Dear all,

Opposition/disapproval from Romanian Parliament of the parties PSD and PNL, the opposition of some colleagues party (PD-L) and of the coalition, resulted in PL 912 for dog management (turned into mass killing by PD-L amendments) don’t go through, such as the party in power, meaning PD-L, has every time decided the vote to be postponed. That it is happened in October 18 when, realizing that if they would vote, the project would fail, PD-L has decided to postpone the debate (for 2 November)

Under the title “Bucurestiul fara maidanezi” (Bucharest with no stray dogs), 10 days ago, PD-L has launched in Bucharest, a dirty incredible campaign and unprecedented in the history of Romania, for MASS KILLING OF DOGS, which stretches for several days across the country (especially in areas where the mayors are PD-L), under the title “Elibereaza-ti orasul” (“Clear out your town”):

–          lay-out tents where signatures pro killing are collected

–          people studded on all subway stations, in markets and crowded areas, sharing flyers

–          they illegal use the state institutions (General Inspectorate schools, the Romanian Post), by which the flyers are distributed and signatures are collected. The people do not receive pension, unemployment wages, if they do not sign on the list brought by the postman

–          the flyers (two types) include:

I.     populist slogans, false information aiming arousing people’s aggressivity against stray dogs wishing thus, as outraged citizens finally opt for the death of dogs

II.   false information that creates the impression that “PDL law” requires human management of stray dogs by sterilization, oral information given by representatives of the PD-L are the collecting signatures is for sterilization and / or sheltering, so that under deceitful, false slogans, by manipulating images, most of the citizens who signed the lists do not accept under any circumstances euthanasia as a method of management of stray dogs and they don’t know they actually signed for killing dogs

–          To create a favorable image and to create the illusion in the eyes of the signatories that this campaign would be in line with EU policies, PDL has associated its image with the EPP – European People’s Party (whose Membership is) to create the impression their criminal action against street dogs is agreed by the EPP. Thus, the header of lists where the signatures are collected contains EPP logo. Public opinion from Romania, NGOs, the great mass of animal lovers are outraged that EPP is part of this mendacious campaign that instigates to murder.

If mass killing of over 10 years did not get any result in the street so why this fight for a failed method??

The sustained fight in which PD-L sends in the street an entire artillery with an impressive ammunition, lists, flyers a.s.o to determine people, by false slogans, by manipulating text and images, is a new indisputable evidence of a mega business with killing dogs:

–          The local authorities (and those behind them) allocate huge budgets – just on paper, reporting fictive consumption for sheltering, feeding, sterilization, identification, euthanasia, incineration – ‘legal’ frauds on public money

–          profits by selling the dog food and veterinary medicines, that are supposed to be used for the stray dogs

–          dog catchers who, to not take the stray dogs protected by the people, require a “protection fee” (around 25 Euro/dog)

–          costs of incineration at PROTAN (a controversial company) per kg dead body and the transport for dogs is very expensive

The stray dogs, that incur the state no costs to live on street, are hunted by another type of mafia. Their killing, starvation in the town-halls extermination camps bring profits to a “fat” business up to 500 millions Euro just in the first stage!

Please, send your protest, contact (email, fax, phone) EPP – European People’s Party to show your indignation for their image association (probably EPP does not even know about it) with the dog killing campaign launched by its member-party, PD-L (Democratic Liberal Party) in Romania.

Over the past week I’ve written articles about the horrors of gas chambers in use in our country to kill unwanted shelter animals.  In the United States, there are still states where gas chambers are in use, but thankfully it’s not the majority. 

It’s another story entirely for Japan.  An investigation conducted by the Sunday Mirror exposed the fact that over 250,000 animals die in what the Japanese disgustingly call “dream machines”; the government-run gas chambers.  Source.

“Designer dogs” are all the rage now in Japan, with massive breeding going on for those types of dogs.  Pet store windows are crammed full of puppies, but once too old or not considered worthy for sale, they are killed.  These animals are considered like any other impulse buy; once tired or bored with the animal, the buyers toss them away without another thought.  Puppy mills are now thriving there, with conditions as bad or worse than those in the US.  

The reporter for the Sunday Mirror called the Japanese gas chamber system a “conveyor belt of death”.  The animals are piled into the chamber, the gas turned on and the agonizing process of death begins.  Richard Jones, the Sunday Mirror reporter described it this way: 

“As the deadly gas slowly fills the box it takes 10 minutes for the barking inside to die down into heart-breaking whimpers. And as the dogs writhe in agony, it takes another 20 minutes before their twitching bodies are finally still. “

Once this gruesome process of death is finished, their bodies are sent down a chute and into an incinerator, where they are burned.  Nobody knows if any survived the gassing, so some of these innocent animals could end up being burned alive.  These machines of death murder an average of 550 innocent animals every day.  

The nightmare of gas chambers seems to know no bounds.  This kind of killing machine is barbaric and sick and there simply must be something done to stop it.  We must stand up and be heard to end this nightmare for all animals.  

So far, no petitions have been started in connection with the gas chambers of Japan.  But there are very important petitions related to this issue in the United States.  The one directed at the White House will close on October 31st, so signatures are needed by then.  Another has been opened at Care2, as well as another directed at Congress, with ongoing signatures needed.  All are linked below. 

Please take a moment to sign these critical petitions.  These are living breathing beings with emotions and who feel fear and pain just as we do.  To kill them in this manner is beyond cruel and must end.  They have no choice about being where these machines run, and they have no voice other than ours to stop it. 

We’ve seen in the past that our country has used other machines/practices from Asian countries as models to implement in our own.  If we’re not careful, these “dream machines” could become a reality right here in our own back yards.  Please don’t let that happen.

Serbia: Not Even An EU Member State Yet, But Already Wants To Dismiss New EU Wide Legislation On Stray Animal Population Management ! – Should Serbia Join the EU On These Conditions ?

The Veterinary Director of Serbia, Mr.Zoran Micovic, has said on Serbian tv named: Beogradska hronika (18.10.2011), that after several citizens in Belgrade were attacked by stray dogs, he (Micovic) said that Serbia  must and will change the laws  because it is not possible to do animal controls without killing dogs and cats,  and that citizens must be protected first.

He declared that killing will be permitted as is done in Slovenia and other EU countries.

But now, passed just this month, there is now the EU Written Declaration relating to stray dog population management control. 

Unfortunately, as is so often the case with Serbian politicians, Mr. Micovic did not follow up the news about this Written declaration, even though it is part of his job task.

The wording of the EU Written declaration is as follows below.

 WRITTEN DECLARATION

pursuant to Rule 123 of the Rules of Procedureon dog population management in the European Union

Written declaration on dog population management in the European Union

The European Parliament,

–          having regard to Article 13 of the Lisbon Treaty,

–          having regard to the European Parliament resolution of 5 May 2010 on the evaluation of the Animal Welfare Action Plan 2006-2010,

–          having regard to Rule 123 of its Rules of Procedure,

A.            whereas, according to the Treaty, animals are sentient beings and the EU and Member States must pay full regard to the welfare requirements of animals,

B.            whereas in some Member States, stray animals pose a threat to public health and safety,

C.            whereas some Member States are taking extreme measures against stray animals,

1.         Calls on the Commission to ensure that the principle mentioned in Article 13 of the Treaty is respected by the Member States;

2.         Calls on the Member States to adopt comprehensive dog population management strategies which include measures such as dog control and anti-cruelty laws, support for veterinary procedures including rabies vaccination and sterilisation as necessary to control the number of unwanted dogs, and the promotion of responsible pet ownership;

3.         Ask the Commission to encourage the Member States to introduce the mandatory identification and registration of every dog, by means of EU-wide compatible systems, in order to avoid the spread of diseases;

4.                  Instructs its President to forward this declaration, together with the names of the signatories, to the Commission and the governments of the Member States.

So under the regulations of this new WD, Slovenia and the rest of EU member countries will actually be obligated to do changes to their own national legislation so that  the killing healthy dogs/cats going under the name of ‘euthanasia’ will be forbidden.

Sterilisation, identification by micro-chipping, responsible animal ownership for all owned animals will need to be undertaken as per the requirements of the WD.

This is the only way that dog and cat population numbers will ever be reduced in the EU; something which animal welfare campaigners have been saying for years, and which even now, the Serbian government still wants to dismiss !

But it must also be remembered, as it is a very important point; Serbia is wishing to  become a member state of the EU.  If it does, then it will be required to introduce all the EU legislation into its own national legislation – and this includes the requirements of the WD on dog population management in the EU.

So Serbia and the Veterinary Director of Serbia, Mr.Zoran Micovic; if you want to come into the EU, then you abide by the regulations of the EU.  If you do not, then you remain out of the EU.  The choice and requirements are simple for most people to understand; even though you still consider that you are in a position to ‘invent’ your own set of regulations which are non compliant with the new standards which have just been approved within the EU !

We can confirm that activists in Serbia are now currently informing the Serbian press and media that Mr.Zoran Micovic is way out of touch with the current situation in the EU – a situation of membership that his government is so keen to join.  We suggest that he takes a good long look at the wording  of the WD and changes his approach to ensure that this is adopted within Serbia; and not his old paaroach of kill, kill, kill as it has always been in the past.

FROM NOW, WE WILL BE WATCHING THE APPROACH OF Mr.Zoran Micovic AND HIS SERBIAN GOVERNMENT VERY CLOSELY.  IF THERE IS AN APPROACH TO DEVIATE FROM THE REQUIREMENTS OF THE WD, THEN WE WILL BE MAKING REPRESENTATIONS WITHIN THE EU TO ALERT THEM TO SERBIAN NON COMPLIANCE; WHICH WOULD NOT BE CONSIDERED GOOD FOR A STATE STILL WISHING TO JOIN !!!

Veterinary inspectors in Serbia have never taken the correct approach to stray animal management.

They do not punish irresponsible owners who do not have their animals sterilised, but who still allow their dogs and cats to go onto the streets every day to reproduce with un-sterilised stray street animals.   A continuous cycle of ever increasing stray animals results.  Yet the government is so thick it does not seem to, or want to, understand that something corrective has to be undertaken.

The EU written declaration should now start to address this problem.

For the Serbian government, the choice is a simple one – either play by EU rules (the WD) and become a member state, or ignore it and stay out of the EU.

Whatever your choice; we are watching and will take necessary action that we consider is required.

The international community is outraged by the conditions in which the stray dogs in your city are kept in the city’s pound. It is  so inhumane that we come to believe that only in a Middle Age country such horrors can be possible. It has come to our attention that the local authorities have allowed only very limited ACCESS to the dogs in the shelter to the local association for the protection of animals (Fundatia pentru protectia animalelor FAFNER Radauti), and this is UNACCEPTABLE. Please take all the necessary measure to let everybody who wants to help the animal to do so, all day long.. It is ONLY IN ROMANIA that cities pounds are locked, which raises the concern that HORRIBLE CRIMES against the animals are committed in there and the authorities cover them up. This is OUTRAGEOUS. Anybody willing to help the animals MUST BE ALLOWED to do so. The access to the city pound should be from 9 to 5  every working day…because it is a public service.

We are very well aware that many complains have been made regarding this horrible place,, mothers and puppies are crowded with adult dogs, puppies, sick, dead and partially eaten animals are kept together in a despicable filth, yet NOTHING HAVE CHANGED.  Romania has become notorious all over the world, not only in the EU for the barbaric way animals are treated, for the mass killings of hundreds of thousands of innocent animals, for the unwillingness to apply her own laws, let alone the international conventions and treaties about animal well fare.  Romania has become a shame for the EU and many people from around the world are asking for sanctions against Romania in this matter.

Until the outrageous situation in the city pound of Radauti will be solved and those guilty of all the atrocious crimes committed against the animals bill be punished ,until the members of the “Fafner” foundation will have access to all the activities regarding the strays ( as the Romanian law stipulates ) until the public will have full access during business hours – because the shelter  has to have the same accessibility as any other PUBLIC SERVICES paid from public money – OR until this death camp will be closed , OR until you will accept all the help which might be offered to those dogs, until you accept  to give each and every dogs the chance to find an adoptive family…until you will treat all sentient beings with respect for LIFE….we reserve the right to show to the entire world these images and to boycott Romania.

Victory! Rachel Gilbert Goes Fur-Free!

In what can only be described as another victory for the little guy, Rachel Gilbert has decided to remove all fur from her collection.

Gilbert joins other designers—including Alannah Hill, Camilla Franks, and Gail Elliott—in refusing to support an industry that confines animals to barren cages for their entire lives before killing them by anal electrocution, strangulation, or bludgeoning.

Military Ending Use of Live Monkeys for Nerve Agent Exercises

Congressman Confirms Army Will Stop Poisoning Monkeys in Chemical Weapons Training

WASHINGTON—The U.S. Army will soon stop poisoning live vervet monkeys in chemical weapons training exercises, the nonprofit Physicians Committee for Responsible Medicine (PCRM) has learned from the office of Rep. Roscoe Bartlett, an outspoken Congressional opponent of the practice.

At Aberdeen Proving Ground in Maryland, the Army currently uses live vervet monkeys in exercises meant to teach trainees how to treat patients exposed to nerve agents. In August PCRM filed a legal complaint against this use of animals, urging the Department of Defense to halt the shipment of additional monkeys for use in these demonstrations. Despite the complaint, 20 more monkeys were recently shipped to Aberdeen.

But in a recent meeting with Rep. Bartlett, generals from Ft. Detrick and Aberdeen Proving Ground confirmed that the Department of Defense will soon end the use of monkeys in these exercises.

“I congratulate the military on moving away from the cruel, ineffective method of poisoning monkeys to try to teach medical personnel about nerve agent exposure,“ says John J. Pippin, M.D., F.A.C.C., director of academic affairs for PCRM. “Military medical professionals should be fully prepared to cope with a chemical weapons attack, and the best training involves human-patient simulators and other high-tech methods.”

A military chemical casualty training video obtained by PCRM through the Freedom of Information Act shows a vervet monkey spasming violently after being given a toxic dose of physostigmine, a drug that can cause seizures, difficulty breathing, and sometimes death. The video can be watched here:

Nonanimal methods are more effective. Researchers with the Israel Defense Forces Medical Corps and Israel’s Carmel Medical Center, for example, have developed a nonanimal training curriculum for the medical management of patients exposed to nuclear, biological, and chemical weapons.

EU – Eurogroup for Animals is extremely disappointed that the Commission in
the proposals published today has missed the opportunity to address the
animal welfare problems caused by very intensive systems of agricultural
production.

The group says that these systems cause distress to millions of farm animals
and go against the concerns of Europe’s citizens who expect their food to be
produced without animal suffering.

The legislative proposals despite repeated calls by both stakeholders and
the general public do not recognise in their objectives animal welfare as a
public good. Instead the objectives are limited to delivering viable food
production, sustainable management of natural resources and climate action,
and balanced territorial development.

The improvement of animal welfare could well be promoted through these
broader objectives, but it remains to be seen how in practice this will be
taken into account as well as other public goods such as biodiversity
conservation.

“No basic payment is foreseen to be given to farmers to improve animal
welfare and in fact animal welfare is no longer stated clearly as an
objective of the Common Agriculture Policy as it was previously in 2003,”
said Véronique Schmit, Executive Officer Policy of Eurogroup for Animals.

This is disappointing as the reform doesn’t include any instruments to
reward farmers who correctly apply animal welfare related directives and
provides no sanction that is sufficiently dissuasive to those who fail to
respect the European law.

“The European Commission is failing to adopt measures according to Article
13 of the Treaty on the Functioning of the European Union which states that
agriculture legislation must pay full regard to the welfare requirements of
animals. The majority of the CAP budget will also still be spent on
intensive production and this is totally unacceptable,” she added.

“The future CAP will also continue to subsidise the export of live cattle to
third countries, with the associated problems caused by long distance
transport. The European Commission has missed the opportunity of standing
firm and leading the way in ending export refunds,” she concluded.

Eurogroup for Animals will work with the European Parliament and the Council
to ensure animal welfare is incorporated more robustly in the CAP and the
proposals are debated over the coming months. We hope that policy makers
will recognise animal welfare as a public good and support the demands of
Europe’s citizens.

Mastercard is offering discounted tickets to the infamous Resorts World Sentosa, a resort in Singapore that recently kidnapped 27 wild dolphins for an exhibit. Two of those dolphins have already died, and the 25 other dolphins are being held in brutal conditions until construction of the exhibit is complete. The surviving dolphins’ risks of illness and death increase with each day of captivity.

100,000 Change.org members have already called on Resorts World Sentosa to release its captive dolphins. If Mastercard cancels its ticket discount promotion, it will put big financial pressure on the resort to finally set the dolphins free.

Statistics for captive dolphins are bleak. While dolphins in the wild usually live for 45 years, more than half of all captured dolphins die within their first two years of captivity. 

In tanks, dolphins swim around in circles. They can’t hunt. They’re exposed to bacteria that have been known to cause blindness and death. 

Resorts World Sentosa has canceled ocean animal exhibits from public pressure in the past. With 100,000 Change.org members already calling for the resort to free its captive dolphins, financial pressure from Mastercard could push the resort to finally take action.

EUROPEAN VEGETARIAN UNION PRESS RELEASE:
The French Government Outlaws Vegetarianism in Schools

Whoever believes that animals are not ours to eat is now in France a
second-class citizen.

A governmental order issued on October 2, 2011(1) has determined that all
meals served in school canteens in France must contain animal products, and
that meat and fish will be served at a certain minimum frequency. This
implies that by law from now on no vegetarian can eat at any public or
private school in France.

Six million schoolchildren are now forced to eat animal flesh, whether they
wish to or not. For many families lunch at home is not an option. At best, a
vegetarian student will be allowed to leave the meat on the plate, and
consequently suffer from inadequate and imbalanced meals.

Following a law voted last year by the French Parliament(2), similar decrees
will be taken shortly regarding almost all forms of catering from
kindergarten to hospital, prisons and retirement homes. Vegetarianism will
then have effectively been banned for a large part of the population.
These measures ostensibly aim at ensuring the nutritional quality of the
meals. Animal flesh is imposed as the only source of good quality protein
and iron and dairy products as the only sources of calcium, in disregard of
the fact that all these nutrients can be obtained in adequate quantity and
quality from plant and mineral sources. The internationally recognized fact
that: appropriately planned vegetarian diets, including total vegetarian or
vegan diets, are healthful, nutritionally adequate, and may provide health
benefits in the prevention and treatment of certain diseases [and that]
well-planned vegetarian diets are appropriate for individuals during all
stages of the life cycle, including pregnancy, lactation, infancy,
childhood, and adolescence, and for athletes(3) is flatly ignored.

No practical considerations warrant a blanket prohibition of vegetarianism
even in those canteens where the management is willing to offer vegetarian
or vegan alternatives. These decrees are thus an arbitrary violation of the
rights of the vegetarian citizens of France.

The European Vegetarian Union wishes to point out that the decision that
many citizens have taken not to eat animals is not a mere dietary whim or a
nonconsequential choice of lifestyle, but follows, for many of them, from
deeply held beliefs about the way animals should be treated. A democratic
government cannot arbitrarily restrict the beliefs of its citizens nor the
practice thereof. The Charter of Fundamental Rights of the European Union,
which is binding on member states including France, holds that: Everyone has
the right to freedom of thought, conscience and religion. This right
includes freedom to change religion or belief and freedom, either alone or
in community with others and in public or in private, to manifest religion
or belief, in worship, teaching, practice and observance.(4)
 
The public debate regarding animal rights and the moral status of animals is
active in France as in many other countries. Citizens are entitled to choose
freely where they stand on these issues, and those who believe that they
cannot, in conscience, accept to eat animals must not be discriminated
against.

A government cannot settle a philosophical, ethical and political debate by
restricting the rights of those who disagree with its own positions. For
years, the official policy of the French government has been openly hostile
to vegetarianism.(5) The French agriculture minister, Bruno Lemaire,
declared in January 2010 that the government’s aim in determining its public
nutritional policy was to defend the French agricultural model and
specifically to counter initiatives such as those of Paul McCartney calling
for a reduced consumption of meat.(6)

The European Vegetarian Union demands that the recent governmental orders
outlawing vegetarianism in school canteens be rescinded and that the French
government respect the civil rights of its vegetarian citizens.
