It can be confirmed that the petition has now (02/05/13) been delivered to the persons named on the petition – ie. the Serbian government.

The petition was closed with 3,293 signatures.

We wish to thank everyone who signed the petition and who made it such a success that it was in such a very short period of time.

Now we wait and hope for a formal written response from the Serbian government on this issue to explain to us fully what will happen as a result of the meeting of 17/04..

Sasha Pejčić is a rare kind of man who has been rescuing dogs in Nis, Serbia for years.

His animal shelter is absolutely breathtaking. The dogs all follow Sasha around and it’s amazing to watch their interaction with each other. They all eat together peacefully, play, run and sleep together. Most of the dogs have been taken off of the streets and nursed back to health (as well as spayed and neutered) and now live in a large pack in a disused riding school. At night they sleep in stables in groups of about 15. However, Sasha is now facing a major crisis over how to feed these dogs.

The Austrian organization that was supporting him is no longer able to cope with all the financial needs and the dogs did not eat for two days recently. Sasha has now run out of food totally. His four workers who help with the feeding and cleaning have not been paid since the New Year and the rent hasn’t been paid for four months.

How the Shelter Was Born

Over the years, Sasha has witnessed so much suffering amongst the Serbian dogs and it has affected him deeply. Ever since he can remember, he always felt sorry for little puppies and would always try and feed them whenever he saw them. It was in 2008 that he really started to notice that many of dogs he was trying to help were disappearing – what he realized was that the Nis pound was killing more and more dogs daily as a way of ‘managing’ the population.

Sasha would often notice that his friends, the street dogs he fed on regular basis, would suddenly go missing. They were being caught by the dog catchers and murdered (the methods used to ‘euthanize’ dogs are unspeakable).

One day, Sasha found four puppies near a very busy street and he moved them somewhere safer as he was so scared they would be killed and he began feeding them in that safer place. A few days later, he found another eight puppies on the way to feeding the first four. He bought them a couple of dog houses for shelter and came back every day to feed and water them. People noticed this and started to drop off more and more puppies. In no time, there were 70 of them. Sasha managed to finance all of this on his own as he was working full time. If he was ever short due to an illness of the pups or something similar, he’d turn to friends and family for help and they’d lend him the needed money for the treatment.

Sasha managed to find a disused riding school that he could rent and the owner agreed he could keep dogs there. A homeless man, Zoran, noticed him feeding the puppies and started to help. Since Sasha was working, he offered Zoran a part time job so that he could look after the weaker puppies while Sasha was at work.  Together, they started to help the really sick and injured dogs. Sasha would nurse them back to health and bring them to the ‘shelter’ Zoran and he had started building. When he first rented the disused riding school, it was overgrown and the roof of the stable was in a bad way. With the help of friends, family and a lot of hard work, Sasha and Zoran transformed it into the shelter that it is today.

Years later, Sasha is now responsible for more than 400 dogs who he has rescued. Several of them came in via a former humane organization who rescued dogs from the pound as they were being spayed but not stitched up properly after surgery before being put back on the street, which led to a terrible end for so many dogs. Some of the dogs have been left outside the gates, but Sasha is not actively rescuing more dogs now as he has reached full capacity. Sasha cannot manage on his own and he has some workers who come and help him (Zoran is one of them still).

As there are 400 dogs to be fed, the food bill is now very high. To start off with, Sasha could buy the food but as the numbers grew, he depended on donations from local abattoir and bakeries. This was a great solution for a while, but eventually they couldn’t keep up with the amount of food that Sasha needed for his ever-expanding pack.

To feed the dogs every day, Sasha needs between 100 and 120 kg worth of kibble. The cheapest kibble available in Serbia (dog food is a novelty, most people feed their dog stale bred dunked in their own leftovers) it is about Euro 16.4 ($21 US dollars) for a 20kg bag. The shelter mixes meat, dry food and donated bakery goods at a total of Euro 3,600 a month. A couple of years ago, he managed to find an organization in Austria who started to help him, but sadly this year they have not been able to cover all the costs and for the first time since Sasha has rescued his dogs, they have no food.

While volunteers try to begin networking on Facebook to build a base of supporters to help with regular contributions, the Harmony Fund is offering to help raise immediate funds to feed the dogs as well as to pay the rent, the veterinary costs and the workers’ wages.

Serbia / England: International Efforts To Help ‘Jonza’ the Goat Living In Serbia.

The end of last week saw several of us called into action to try and help a goat in Serbia.

His name is ‘Jonza / Jonzy’ and from the photos of him above and below, we are sure you will agree with us that he is a very handsome young lad !

He lives with Vesna and Slavica, and they contacted to ask if we can get some Vermiculite Homeopathic medicine for Jozna, as he has severe arthritis in his legs.  Vesna asked for this medicine specially as in the past and for many years, she worked in a homeopathic ambulance.  So Vesna knew exactly what would be good for Jozna and his leg problems, which we are informed are currently causing him lots of pain.

Vermiculite is not available as a homeopathic medicine in Serbia.

Jonza was rescued by Vesna and Slavica in 2007, and has been under their care ever since.

And so Friday morning (22/3) we jumped into action to try and help Jonza as quickly as we could. 

First of all contact (myself) was made with Ainsworth homeopathic specialist in Marleybone, London.  I thought that when I explained to the man on the phone that I needed medicine to help a goat in Serbia with leg problems, the man would think I was some kind of nut and put the phone down.  Instead, he was very helpful and listened to what I asked. He then said ‘yes, ok’ and asked me if I required tablets or liquid for Jonza.

In the end, with the help of Jean and Linda here in the UK, and also by going back to Vesna and Slavica to get exact requirements, an order was made on 22/3.  Today, 25/3, Linda has informed me that she now has the medicine (sent in the post by Ainsworth’s) and that tonight it will be packaged up ready for shipment to Serbia tomorrow (26th).  Packages normally take about one week to arrive, so we are very hopeful that by the middle of next week, Jonza will have started his new medication, and more importantly, we see an improvement in his leg condition.

We will try and give more updates on Jonza as time moves on, but for now enjoy the pictures that we have from Vesna showing Jonza.

Article 269. of Criminal code of Serbia ,Official gasette  number  121/2012 : has 3 paragraphs:

1) paragraph: to human/humans  who cruel or kill 1 animal  in opposite to rule of law:  up to 1 year prison or money punishment;

2) paragraph: to human who  cruel more then 1 animal, or even  only 1 but if that one is of high protection/protected species:  this paragraph 2) of  Article 269. demands: up to 3 years prison or money-punishment;

3) paragraph of Article 269.  who organises or watchches or act  animal fighting between animals of one or of different species:   would be punish by up to 3 years prison.

Svi gore navedeni primeri upucuju na to da je nasilje nad zivotinjama u velikom porastu u Srbiji. Nazalost, nema odgovarajucih kazni za pocinioce ovih monstuoznih dela!

26. februara 2013. Osnovni sud u Čačku osudio je Borivoja Obradovića, za ubistvo dva psa sekirom (od kojih je jadna bila skotna kuja) na novcanu kaznu od 60.000 dinara. Samo sudski troškovi koje Obradovic treba da plati su veci i iznose 61.390 dinara. Za ovaj zlocin, prema Zakonu, mogao je da bude osudjen na godinu dana!

Ako pojedinci koji su pocinili ovako okrutne zlocine prodju nekaznjeno, ili sa neadekvatnom kaznom, jasno je da u buducnosti mogu da izvrse nasinje i zlocine nad ljudima.

Prema Clanu 269 Krivicnog zakonika, zlostavljanje i ubijanje životinja je krivično delo. Nadlezni organi Srbije moraju postovati Zakon i poslati jasnu poruku da se nasilje nad zivotinjama ne tolerise, i da ce pocinioci ovih dela snositi ozbiljne zakonske posledice.

U Evropskoj uniji se zivotinje smatraju svesnim, osecajnim bicima i tretiraju se sa postovanjem. Evropa zbog etickih i kulturnih razloga, kao i zbog ekonomskih i zdravstvenih, ima veoma visoke standarde kada je rec o dobrobiti zivotinja. AKO SRBIJA ZELI DA ZASLUZI STATUS KANDIDATA ZA EU, ONA MORA DA SE SUPROTSTAVI ZLOSTAVLJANJU ZIVOTINJA I POCNE DA IZRICE OSTRE KAZNE ZA OVE ZLOCINE.

The last atrocity against animals happened 22 February 2013. Two dogs were brutally murdered in the Belgrade municipality of Barajevo. Eight puppies left on the street without mothers.

One of the most severe cases of animal cruelty took place in November 2012 at the market in Zemun, where Vujica K. with a shovel killed four puppies. No one dared to approach him. Police detained Vujica K. but after a hearing, he was released to defend himself from freedom.

Sad examples above show that there is increasing violence across Serbia. Unfortunately, there are no real consequences for people who committed these monstrous crimes!

26th February 2013 – the Court in the Serbian town of Cacak sentenced Borivoja Obradovic for killing two dogs with an axe (one of them was pregnant) to the fine of 60,000 dinars. Fines that Obradovic must pay to the court are of 61.390. For this crime, by the Serbian Law, possible imprisonment is up to one year!

To allow individuals guilty of perpetrating such cruel acts to go unpunished, or not be sufficiently punished, would permit them to go on to commit serious and violent crimes against humans.

SPECIFICALLY BY ARTICLE 269 OF THE SERBIAN CRIMINAL LAW, ABUSE AND KILLING OF ANIMALS IS A CRIME!

Serbians authorities must act by the Law and send a clear message that such brutal crimes will not be tolerated, and there are serious consequences for people who commit them.

The EU recognizes animals as sentient beings and treats them with respect. There are ethical and cultural reasons, without for one moment forgetting the economic and public health reasons, for maintaining a very high standard of animal welfare!

IF SERBIA WANTS TO GET THE CANDIDATE STATUS RECOMMENDATION FOR THE EU, MUST STOP THE ACCEPTANCE OF CRUELTY TO ANIMALS AND ENFORCE A POLICY OF HARSH PUNISHMENT FOR THESE CRIMES.

APPEAL FOR HELP

“Problems are piling up…

Winter is already in full swing, but the weather is very changeable; we were literally snowed in a couple of weeks ago, and then it was pouring rain for days. After that we had some chilly but clear weather followed by freezing rain and now it’s snowing again. The central heating is on day and night and the first tank of gas we bought back in September is close to empty; another one has already been ordered.

During the cold winter months what scares me the most is the thought of a heavy, wet snow falling and sticking to the already rain drenched chain link fence. It will eventually reach a point where it can’t bear the burden of the extra weight and will collapse. We’ve been lucky so far, as last weekend’s snowfall melted quickly, but we can’t count on luck forever and I wonder what will happen when it turns against us. The chain link fencing around the shelter has gotten loose and the posts are wobbly due to the horrible winter and huge snowfall last year. The entire fence is much weaker, more than ever before. How this winter’s ordeal will end up remains to be seen.

The roof of the auxiliary rooms in the backyard is another matter. Completely worn out, with rotten rafters and partially cracked roof beams, it’s still miraculously holding on, but the new snow always gives me the willies every single time, nevertheless. Our last year’s project of repairing the shelter started too late and we weren’t prepared well enough. We were trying to raise funds while simultaneously repairing the shelter and it was a big mistake, we should’ve found a way of covering expenses before getting bogged down with major shelter repairs. Most of the unpleasant lessons seem to have to be learnt the hard way…The first time is always the hardest, no matter what we are talking about.

All of the kitties are eating tremendous amounts of food during the winter months; I can’t believe how fast the food storage empties. They have all gained a lot of weight but their appetites are still voracious. When the weather is bad, most of them don’t even want to set foot outside, but on rare perfectly calm and sunny days the yard is full of chubby, furry creatures rolling around. Just looking at them is a pure bliss!

We are in the middle of winter now, and no one knows how bad it’s going to get. If you can help us in any way possible, please do so! Your kindness and thoughtfulness will make everything a lot better and will be a great encouragement. Felix kitties, all of them unwanted and unimportant once, deserve to have nice lives in their safe haven!”
