Serbia: ‘Public Competition’ by Law May Now Enable Animal Welfare Groups to Present Proposals to Authorities for Their ‘No Kill’ Stray Animal Numbers Control Programmes.

 

 

 

 

 

Today there has been some good news arriving from Serbia.

Campaigners have been waiting since 2002 for a verdict, but now, the Constitutional Court of Serbia has officially demanded that there must be a Public Competition – Tendering for the catching of stray dogs and cats in Subotica city.

Subotica city is finally starting to / having to act in agreement with the court, by allowing public competition for the process of catching strays in the city.  Until now, this process has been very much a closed shop type set up, with shinter (dogcatcher) firms having a stranglehold on the awarding of stray animal contracts.  Every year, shinter firms would effectively be awarded millions of dinars to undertake the rounding up, catching and killing of all stray dogs and cats in the city.  There was never any real plan or progress towards a policy of reducing stray animal numbers through a long term sterilisation programme.  In effect, a sterilisation programme to reduce stray animal numbers over a period of time was not to the benefit of these organisations.  Their approach to the stray numbers was one of kill, kill, kill.

Effectively the shinter management policy was one of – strays could continue to reproduce on the streets; shinter teams could be paid annually from the public purse to continually round them up and kill all the animals, and as a result the authorities could continue to inform a largely uneducated public (on this issue) that they are doing everything in their power to try and control stray animal populations.  It all looked good for those involved and was financially very beneficial.  Almost a never ending way of being financially supported to solve an issue, but an issue which never diminishes no matter how much money is thrown at it.

But as we, the animal welfare lobby have always argued, stray animal numbers can never be reduced unless a long term sterilisation programme is introduced somewhere into a system which aims to eventually eliminate or at least very drastically reduce stray animals from the streets.  With a sterilisation programme, stray numbers will gradually reduce over a period of time – ie. a sterilised (stray) animal cannot reproduce and thus continue to constantly add further to the large numbers of strays in cities.

As a result of this new public competition / tendering scheme, it is hoped that the current large costs involved in stray animal ‘control’, which could be argued does not really work in controlling numbers and always results in large numbers of animal deaths, can now be diverted into a sterilisation programme aimed at long term animal numbers reduction – a positive programme for the future and one which will especially be of benefit to the animals; as the programme will definitely be a ‘no kill’ strategy.

And so now, animal welfare campaigners in Subotica city can commence work to produce a proposal programme of stray animal control for the city using ‘no kill’; a programme which will be much more financially beneficial to the authorities and tax paying public of the city.  Whilst not wanting to provide detail of their proposal, as this site is frequently visited by governments and authorities who may learn from the proposals when compiling their own bid, animal welfare campaigners will at last be given the opportunity to present a programme / plan for stray animal control which will include:

  • Sterilisation of animals taken in from the streets to ensure that these animals cannot contribute further offspring to the numbers which exist at present
  • Vaccination of same animals to ensure both animal and public safety from infectious disease
  • Microchipping of each animal; including owned (but roaming) pet animals, to compile a database to allow identification of animal owner should it be collected from the street 
  • If animals are ever returned to the streets, then identification tags (such as a small high visibility ear tag) to be fitted to every animal that has been sterilised.  This to provide immediate identification to catchers that the animal in question has previously been caught, sterilised, vaccinated and microchipped and that it is NOT necessary to capture this animal again
  • Public education schemes to inform of the benefits of long term sterilisation programmes, especially where expenditure from the public purse is involved
  • Production of very strong and durable shelters for (captured street) animals who once sterilised will be kept in facilities such as the ‘Delta’ shelters used in Brcko district, Bosnia and Herzegovina.  Delta shelters are made of straw bales, cement and wood, which although cheap to produce, especially using schemes involving authority prisoners for manpower / labour, can provide strong, warm and weather protective shelters for the animals that reside within them.

It is envisaged and hoped that the proposal presented by animal welfare campaigners in Subotica city will provide a long term solution and a very forward looking scheme which will over time, ensure that the numbers of stray animals in the city are reduced.

As we have always stated, the continual killing of stray animals does nothing to reduce stray animal numbers.  Killing strays in any location in any part of the country simply creates a void in that specific region which within a matter of days or a few weeks maximum, then allows stray animals from other outlying areas to venture into the location, which always amplifies the risk of diseases being spread and always guarantees that within a short time, the region in question gets provided with a new, fresh crop of fertile, unsterilised animals arriving, to search for possibly more food which they always seek, to continue to procreate and as a result further contribute to the never diminishing pyramid of stray animals in that particular area / region.

 

The Results of NOT Sterilising Stray and Pet (Owned) Animals – there IS NO RESULT, only a constant supply of animals to fill any void left by those which have been killed by authorities.

Killing strays does not reduce stray animal numbers; a programme of sterilisation and vaccination ensures that animal numbers reduce over time and disease risk is minimised.

Subotica campaigners who produce this proposal for an effective, no kill stray animal numbers reduction programme, are then in a position to be able to share their data with other campaigners throughout the nation; making every one of the 170 communities be able to present a no kill sterilisation programme to their local authority through the public competition process.

The public education programme must be geared to the education of all citizens about the positive aspects of animal sterilisation, including their own pets, the necessity for responsible pet ownership, and using the microchip database which is proposed (and undertaken during sterilisation), a scheme which could allow for fining irresponsible owners who let their animals wander the streets.  Small fines by this system could be fed back into further funding of schemes and databases used for such purposes.

Currently, campaigners are initially looking at Subotica as the first of (hopefully) many cities throughout Serbia in which they can now propose stray animal control programmes to regional authorities.  It does not matter which city is first, it is only important to address the management of stray animal numbers using a scheme which will be financially beneficial in the long term, whilst also of benefit to citizens throughout the country.

The government and authorities to date have not grasped effective management and control of stray animal numbers throughout Serbia.  It is now hoped that through the public competition process the animal welfare movement can show the government a scheme which they, the government, should have accepted and instigated many, many years ago.

That is a NO KILL programme of sterilisation, vaccination, microchipping and identification for the stray animals of Serbia.

Maybe now a change on the horizon …

for the benefit of all stray animals in Serbia.

QUEEN star BRIAN MAY is fuming over the use of his band’s hit DON’T STOP ME NOW in a pro-hunting campaign in Britain.

The 1978 track can be heard over the video promoting hare coursing, allegedly compiled by a member of the Countryside Alliance (CA), a group pushing for a ban against blood sports to be lifted in the U.K.

The guitarist has decided to share the video with friends and fans – in the hope it will deter people who might vote for Conservative party leader David Cameron, who is vying to become Britain’s Prime Minister in the May (10) election, after the politician said he would let Members of Parliament decide whether the ban should be overturned.

In a post on his blog, May writes, “One of my (blog) readers has just sent me a link to this tawdry video which has reminded me just how sick some of these ‘sportsmen’ are. It’s very amateurish, but shows a whole sequence of stills illustrating (and, one presumes, from the comments, glorifying) one of the so-called ‘sports’ which the CA supports, and which will become legal again if the Tories (Conservatives) win the coming election.

“It’s hard to imagine a more despicable ‘fun’ activity. I was sent this link by someone who was appalled that they have used a QUEEN track as the soundtrack. They asked me if I could get it taken down from YouTube.

“Well, I nearly did… and maybe I will eventually. But, you know… maybe there is a better idea. (I want to show it to) anyone who seems to think it would be cool to repeal the Hunting Act… Perhaps it’s worth seeing, to be clear just how low these people can stoop… I have a feeling that, given enough rope, these bloodthirsty varmints will hang themselves.”

MANY TURKISH ANIMAL WELFARE ACTIVISTS DEMAND CHANGES TO THE ANIMAL WELFARE LAW. THEY DEMAND OUTDOOR ENCLOSURES FOR LARGER DOGS AND KENNELS FOR SMALLER ONES, SO THAT ANIMAL WELFARE ORGANISATIONS CAN, IN COOPERATION WITH COMMUNITIES, ADEQUATELY CARE FOR THESE ANIMALS.

THE CURRENT SITUATION IS LIKE THIS:

THE ANIMAL WELFARE LAW 5199 ONLY STIPULATES REHABILITATION SHELTERS FOR THE STRAYS.

THERE, THEY ARE BEING CASTRATED AND VACCINATED

WITH EU MONEY,

AND THEN RELEASED TO “FREEDOM” (???). THE LAW REQUIRES THAT THESE ANIMALS BE “FREED” IN THE AREAS WHERE THEY CAME FROM (WERE CAUGHT) IN THE FIRST PLACE.

BUT SINCE THE LARGER PART OF THE POPULACE DOES NOT TOLERATE THE STRAYS IN AREAS SETTLED BY PEOPLE THE COMMUNITIES ARE UNDER PRESSURE TO REMOVE THE ANIMALS.

THIS IS EXACTLY THE SAME SITUATION AS IN ROMANIA:

THE STRAYS, AFTER CASTRATION, ARE BEING ABANDONED IN DESOLATE AREAS – MOUNTAINS, FORESTS. THERE THEY CO-EXIST WITH WILD ANIMALS.

THEY HAVE NEITHER WATER NOR FOOD NOR SHELTER.

THEY ARE FAIR GAME TO THE ELEMENTS, MAN AND THE HUNTERS.

IF THEY FALL ILL OR ARE INJURED THEY DO NOT GET ANY HELP. ESPECIALLY FOR THE SMALLER DOGS THIS IS A HOPELESS SITUATION – THEY SUFFER CRUELLY.

Germany: ‘Fox Week’ Sees Hunters Killing Thousands of Beautiful Animals – ** Please Crosspost ! **

Please find photos of this week’s find in a German animal body disposal unit:

6 freshly shot foxes (3 last week already) from last weekend presumably.

It is the German Hunters’ annual “fox week” apparently, where they specifically kill large numbers of foxes.

All these pics (except for ‘hunter forum’ one referenced below) were taken at a German animal disposal collection point .   This is really just a bin – a rubbish bin in a freezer – where people deposit animal bodies and parts to be disposed of: run-over pets, slaughter waste, “euthanized” animals, kills by hunters – entire or just skins, legs/feet, heads ..

Foxes are a regular feature of this bin, and with the current annual “fox weeks” in Germany thousands of foxes are being shot these days up and down the country.

It’s been 9  in 7 days so far in this ONE location.

Animals are found with their chest torn open where the bullet left them; some obviously did not die on the spot, as evidenced by blood on the outside of the body and around the mouth.

Macedonia: No Change at Skopje – Now the EU Animal Welfare Intergroup President Writes to the EU Commissioner Asking for Actions

There appears to be very little, if any change to the situation in Macedonia.

Demonstrations have been taking place outside of the offices of the Mayor and the Republic authorities.  These have been demonstrations against the killing of stray dogs and cats in Vardariste, Macedonia.

I’m writing to you because I know that you are the person who is trying to help the stray dogs in Skopje, holding facility Vardariste, and that you are doing your best to stop the massacre in our city.

I’m not sure that you get all report about situation of abandoned dogs in Skopje, but it’s because we are too busy, hoping we’ll finaly succeed to solve the problem by our own. Obviousely it’s not possible.
 
 Unfortunately, despite a little progress, the things are not changing, the dogs are killing brutally everyday.. So I’m writing to you, hoping that you won’t forget us and hoping you could help.

Aid holding facility is still opened just for six hour weekly, cooperation with organisations for animal protection is not existing. Entrance in this holding facility  is still not allowed for volunteers, we cant’t take pictures of dogs in there.
 
 Contract with two volunteers has expired and now they don’t allow  us to sign a new contract, not to talk about transparency, which is poor.
Mortality in aid station is officially about 60 percents -unofficially about 90%, the dogs are despairing everyday.  Public informations about aid station are hidden. Although we requested informations, they sent us a undefined answer, so we complained to allow free access to public informations.

Commission obligated aid station to give us corresponding info, but we still don’t have it.   We also requested explanation for big number of euthanasia.

Now we are finishing production of amendments for existing laws for animal well-being, which are in coordination with european law practice.

Also, we are working on law for prohibition of animal euthanasia.

 Since the majority in the City Council and the Parliament is from ruling party it is very hard for us to loby for a support of this law among the greater number of people’s representatives.

The same situation is with program for solving problem with for growing street dogs population. The program has been made by head of an veterinary master and we are supporting it. It’s basic is CNR strategy and it need to be supported in Assembly of Skopje City.

So, we’re appealing You for help us to make a pressure on Assembly by members of European parliament.

We belive that can be very important and significant. We’re, also, appealing You to help us make contacts with people that can provide any kind of help.  Macedonia, as an state which aspires to become EU member, has to accept sugestions. I belive you know that one of condition that Macedonica has to realize to become EU member is european animal protect law.

We are trying to influence on people choise, we are dooing a lot of campaign (adopt, don’t buy), we involved a public persons, actors, musicians, we offer any kind of help for the people who will adopt stray dog  but the effect is minimal, it will took us a long period to influence and to change the mentality.

We preveousely believed that RSPCA are trying to help the dog, but obviously they are only truing to help the government to “solve” the problem!

But hopefully things are also moving forward in the EU with regard Macedonia.  Due to large number of letters sent to her by Uk constituents, South East area of England Member of the European Parliament (MEP), Dr. Caroline Lucas, http://www.carolinelucasmep.org.uk/   who is also Leader of the Uk Green Party – http://www.greenparty.org.uk/news  and also the President of the EU Eurogroup for Animals  http://www.eurogroupforanimals.org/about/about.htm  , has now written a formal letter to Commissioner Androulla Vassiliou, The European Commission,

DG Health and Consumers, Brussels, who is responsible for animal welfare issues within the EU, regarding European Parliament / EU Eurogroup animal welfare concerns in both Macedonia and Bosnia-Herzegovina but drawing special attention to the situation regarding stray dogs in Skopje, Macedonia.

Note that in her letter Caroline states:

“These reports are extremely worrying.  They have been brought to my attention by very large numbers of people, both constituents and others, demonstrating how concerned many EU citizens are about the welfare of pets and strays. 

I recognise that the Commission has limited influence on this issue, especially in countries outside the EU. However, as Macedonia is recognised as a candidate for EU membership, and Bosnia-Herzegovina is a potential candidate country, I would like to ask the Commission to ensure that improved animal welfare standards are integral to ongoing dialogues with these two countries”.

The EU all-party Intergroup on the Welfare and Conservation of Animals

The all-party Intergroup on the Welfare and Conservation of Animals was created in 1983 in the European Parliament to discuss European and international animal welfare and conservation issues and, where appropriate, take initiatives which can lead to legislation.

Attended by representatives from most political groups and nationalities, this influential Intergroup provides a forum for MEPs for debate and for initiating action for a wide range of animal welfare and conservation issues.
The Intergroup meets every month during the European Parliament Plenary sessions in Strasbourg.
 
Future actions:

Very soon, SAV will also be writing formally to Commissioner Vassiliou in support of Carloine Lucas’ letter asking her to give priority to Balkans states animal welfare issues, especially regarding the facility for strays at Skopje, Macedonia.  As can be seen from the mail sent by the Macedonian activist (copy above), the situation for Macedonian animals is terrible and we need the EU to ensure the best animal welfare policies are introduced prior to Macedonian membership (accession) of the EU.

We will be asking SAV supporters to also write to Commissioner Vassiliou asking her to take immediate action for the strays in Skopje, and elsewhere in the Balkans states.  The current situation at Skopje is unacceptable, and SAV with help from its supporters (many being EU citizens) can put pressure on the EU with regard Balkans state(s) EU membership.

After years of taking action and being able to put the finger on grave infringements and acts of abuse by going undercover, we have finally persuaded e few European MP’s to present  a written question, in European Parliament, in a walk towards the introduction of a new text of law that will put an end to all these acts of cruelty.

As a result of the expansion of the EEC we will be needing more signatures to find a majority of MEP’s who favour the new text of law. Fortunately we find that there are animal friends  throughout all parties across all borders who are willing to help us to convince the members of their own parties to vote in favour of animal rights.

We can achieve this only by petitioning and sending letters to ALL these MEP’s.

To have an easy access to all these letters we’ve had Hubert set up a user friendly system:

only the e-mail adresses listed are valid since the whole file has been updated.

– you click onto the countries and a new mail, including all adresses, will be provided.

– you can send your own personalized letter or you can use, sign and send the model we provide.

We are counting on you to send these mails by massive numbers to show that we are behind this, as Europeans, and to put pressure on the European Parliament as a whole.

This mail will be spread all over Europe and a follow-up will be done through the web-site of www.Beestjes.org.

On the web-site you can see which MEP’s have signed already ( the list will be updated regularly ), so you can go on mailing those who haven’t done so, yet.

We cannot afford to pass up on this opportunity and let go to waste all the efforts of the past years as happened to us on the issue of the contested bull-fights.

Dear Sir,

As you are certainly well aware of, every year more than 54 million animals are sacrificed in  all kind of experiments.  These animals are made to suffer and end up being killed. This is inhuman and cruel and it is absolutely necessary that all possible efforts are made to use methods that do not involve animals.

As citizens of the EU we need your help to protect as much as possible of these animals and therefore we are urging you to sign the Written Declaration on the promotion  of alternatives to animal research and testing  53/2009 ,and help us convince your colleagues to do the same.

We specifically demand that more money will be made available by the EU for scientific research into alternative testing methods to replace the cruel and inhumane testing currently performed upon animals. To make this possible, we must find 50%  of all European MP’s prepared to sign this Written Declaration 53/2009. If we fail to do so the issue will, again, be abandoned and be pushed ahead of us by a length of time. Time, we feel, we don’t have.

Please, this is VERY IMPORTANT!

The Written Declaration must be signed BEFORE 20 JANUARY 2010!

Zoals u waarschijnlijk wel weet is er een Schriftelijke Verklaring ingediend op de EU

om de vreselijke situatie met dierproeven terug op de agenda te zetten en weer

bespreekbaar te maken. Er wordt vooral gevraagd dat de EU meer geld zou vrijmaken voor wetenschappelijk onderzoek naar alternatieve methodes. Om dit mogelijk te maken moeten 50% van de Europarlementariërs deze Verklaring ondertekenen. Als dit niet gehaald wordt is het onderwerp weer voor jaren van de baan.

Daarom vragen wij u met aandrang een zo groot mogelijk aantal parlementariërs te schrijven om ze te vragen deze Verklaring te tekenen.

We hebben het zo gemakkelijk mogelijk voor u gemaakt. In de lijst met EU landen klikt u op de naam van een land en dan gaat er een e-mail open met al de e-mail adressen van de parlementsleden van dat land in Bcc. In bijlage is er ook een brief die u kan kopiëren en in de mail zetten.
