Short remark to all
What Slavica wrote is absolutely correct.
After the public hearing the law will be confirmed by the parliament and it is intended to become effective immediately in June. Everyone in Serbia told us the same and it is no surprise.
Once a Ministry has decided on the texting of a law the parliament will only confirm this – there hardly is any parliament in Europe that works differently – if they make changes to a draft it is usually a mealymouthed compromise.
It is only public pressure from the civil society that bring about real change.
Farm animals are allowed to be slaughtered without prior stunning. This is definitely against EU regulations. Yet another EU failure !
Longer Terms I cannot imagine that the EU Parliament and the EU Commission can ignore this new Serbian law. No one can claim they did not know.
I and numerous others have sent out an information email on Serbia’s intended new law to all members of the European Parliament and Andreas Erler of Eurogroup for Animals.
No one can claim they did not know.
This new law comes at a very short notice and all we could do is get out the message and a Group of German, Serbian and Croatian animal protectors working in Serbia have put up three petitions in Serbian, English and German – that have so far gathered over 10.000 signatures.
Whatever ideas any of you have that we could further do, pls tell us. We are ready to help.

Dear Sirs,
We are submitting a complaint regarding the procedure for the passing
of amendments to the Animal Welfare Act conducted by the Ministry of
Agriculture and Environmental Protection, Veterinary Directorate.
In the previous period, due to the same problem, we addressed the
Government of the Republic of Serbia but without any success.
The reasons for our appeal and filing the complaint are as follows:
1. Because we have the evidence that the Ministry of Agriculture
intends to proceed with the violation of the Aarhus Convention and the
Law on ratification of that Convention, because it formed a working
group which made draft amendments to the Animal Welfare Law without the participation of the concerned public, and only after we learned what they are doing, they have subsequently included part of the interested public. Behind the scene, they have a plan and that is to
either directly or through amendments arranged with certain members of the National Assembly of RS – whether with the deputies of the ruling coalition, or with some MPs of the opposition – who will, if
necessary, present the amendments in the form they agreed with the
Veterinary Directorate and Forest Administration, before the National
Assembly (people who work in both administrations of the Ministry of
Agriculture and Environmental Protection belong to the ruling
coalition as well), and then with the majority of votes, the ruling
coalition in the National Assembly will vote the amendments with no
problems. This way, the draft will certainly have the content and form
proposed by the Ministry, regardless of the suggestions of the
concerned public; and no matter if the proposals of interested public
(OCDs) are better or not, the suggestions of the concerned public will
definitely be disregarded, since this Ministry already decided to work
this way, and will only present a false image that everything is done
according to the Aarhus Convention.
2. Because so far the Ministry of Agriculture and Environmental
Protection of the Republic of Serbia has not enforced the following
Laws: Veterinary Act, the Animal Welfare Act, the Nature Protection
Act, the Law on Wildlife and Hunting, but instead has tolerated
dereliction or completely formal action or even inaction of the
Inspection Service of the Veterinary Directorate and Forest
Administration, which to date have not acted according to these laws,
but rather protected the following stakeholders: veterinarians and
hunters with whom the police cooperates. In many cases the president
of the Hunting Association is at the same time the Chief of police in
that area, and almost all police officers or majority, are hunters as
well, so the police protects the interests of hunters in every way,
even when they commit crimes. Inspections of the Forest Administration and Veterinary Directorate cooperate with hunters in everything, just like they cooperate with local governments in violation of the law, all under the excuse that towns are poor, that they have to,
primarily, solve the issues concerning the welfare of people, that the
welfare of animals is not a priority to them and that the republic
inspections do not have jurisdiction over the cities. In contrary, our
law precisely states that the Ministry of Agriculture and
Environmental Protection, through the Republic Inspections, must
supervise the applying of the aforementioned laws and all by-laws
stemming from them.
3. This way, the Ministry of Agriculture and Environmental
Protection leads Serbia into a situation in which this country
violates the Copenhagen and Lisbon criteria, because it does not apply
its own laws and because the procedure for development and adoption of new laws and amendments to existing laws are being implemented in the interests of the ruling party, at the expense of general and public
interest. In addition, the Ministry of Agriculture and Environmental
Protection with all above mentioned actions violates the Serbian
Constitution and thereby human rights of Serbian citizens under the
guise of false democracy, and cherishes anarchy and corruption in the
area of life which is in the competence of the Ministry of Agriculture
and Environmental Protection. We strongly oppose all of this and our
opposition is in general and public interest of Serbia.

4. We oppose the harmful draft amendments to the Animal Welfare
Act itself. The draft was secretly made by a working group of the
Ministry of Agriculture and Environmental Protection, without the
participation of OCDs, and the heads of Veterinary Directorate and
Forests Administration of the Ministry of Agriculture and
Environmental Protection plan to counteract our subsequent involvement by the above-mentioned amendments, according to their initial plan, which brings back to our lives the regulation from 1991, which even then proved to be more backward and has led to the realization of a large number of failed investments and impoverishment of Serbia, all in the interest of the local rich people in Serbia, whose wealth is mostly created, not as a result of quality and quantity of their work, but as a result of bribery of government, and it exists in all levels of the horizontally and vertically networked corruption in the Serbian government, both in the area that is under the jurisdiction of the Ministry of Agriculture and Environmental Protection, as well as in the areas of police, inspection and public prosecutor’s offices.

Poštovana gospodo komisioneri i gospodine Predsedniče Vlade Srbije
Pritužujemo se vama iz razloga sto:
1. Postoje dokazi da Ministarstvo poljoprivrede ima nameru nastaviti s
kršenjem Aarhuske Konvencije i Zakona o ratifikaciji te Konvencije,
jer je oformilo radnu grupu koja je bez učešća zainteresovane javnosti
napravila Nacrt Izmena i dopuna Zakona o dobrobiti životinja i tek
nakon što smo mi saznali da to rade, naknadno je uključila deo
zainteresovane javnosti, ali zakulisno ima plan A – da ili direktno
ili putem amandmana po dogovoru s nekim poslanicima Narodne Skupštine
RS, bilo s poslanicima vladajuće koalicije bilo s nekim poslanicima
opozicije, koji će po potrebi izneti amandmane u formi u kojoj se
dogovore s Upravom za veterinu i Upravom za šume, pred Narodnu
Skupštinu. Zatim će većinom glasova, vladajuća koalicija u Narodnoj
Skupštini (vladajućoj koaliciji pripadaju i ljudi koji rade u
Ministartsvu poljoprivrede i zaštite životne sredine u ove dve uprave)
izglasati amandmane bez problema, tako da će svakako taj Nacrt imati
sadržaj i formu koju su mu predvideli u tom Ministartsvu, bez obzira
na predloge zainteresovane javnosti i bez obzira koliko predlozi
zainteresovane javnosti (OCDs) budu bolji ili ne, svakako će predlozi
zainteresovane javnosti otpasti po planu A ovog Ministarstva, a ostaće
samo lažna slika da se postupa po Aarhuskoj Konvenciji.
2. Ministarstvo poljoprivrede i zaštite životne sredine RS do danas
nije primenjivalo: Zakon o veterinarstvu, Zakon o dobrobiti životinja,
Zakon o zaštiti prirode, Zakon o divljači i lovstvu – nego je
tolerisalo nesavestan rad ili potpuno formalno činjenje ili čak
nečinjenje, inspekcijske službe Uprave za veterinu i Uprave za šume,
koje do danas nisu postupale po ovim zakonima nego su štitile sledeće
interesne grupe: veterinare i lovce s kojima bezgranično saradjuje
policija (u mnogo slučajeva predsednik lovačkog udruženja je
istovremeno i načelnik policije u tom području, a skoro svi policajci
ili većina, su ujedno i lovci, tako policija štiti interese lovaca na
svaki način i onda kada oni čine krivična dela i prekršajna dela.
Inspekcije Uprave za šume i Uprave za veterinu saradjuju u svemu sa
lovcima, kao što saradjuju i sa gradskim upravama u kršenju zakona, uz
izgovor da su gradovi siromašni, da prvenstveno rešavaju dobrobit
ljudi a da im dobrobit životinja nije prioritet i da republičke
inspekcije nemaju intervencije nad gradovima, a zakon upravo nalaže
da Ministarstvo poljoprivrede i zaštite životne sredine, putem
republičke inspekcije, vrši nadzor nad primenjivanjem pomenutih zakona
i svih podzakonskih akata koji proizilaze iz gore pomenutih zakona .
3. Na ovaj način Ministarstvo poljoprivrede i zaštite životne sredine
dovodi Srbiju u situaciju da ova država krši Kopenhagenske i
Lisabonske Kriterijume, jer ne primenjuje sopstvene zakone i jer
proceduru izrade i usvajanja novih zakona i izmena zakona sprovodi u
interesu vladajuće stranke a na štetu opšteg i javnog interesa. Pored
toga, Ministarstvo poljoprivrede i zaštite životne sredine svim napred
navedenim radnjama krši i Ustav Srbije a time i ljudska prava gradjana
Srbije, pod plaštom lažne demokratije i ovde neguje anariju i
korupciju u oblasti života koja je u kompetenciji Ministarstva
poljoprivrede i zaštite životne sredine .
Svemu ovome mi se oštro protivimo i naše protivljenje je u opštem i
javnom interesu Srbije .
4. Protivimo se i samom štetnom Nacrtu Izmena i dopuna zakona o
dobrobiti životinja. Nacrt je napravila radna grupa Ministarstva
poljoprivrede i zaštite životne sredine, tajno, bez učešća OCDs, a
naše naknadno uključenje čelnici Uprave za veterinu i Uprave za šume
Ministarstva poljoprivrede i zaštite životne sredine, imaju plan
neutralisati gore pomenutim amandmanima, po planu A a koji vraća u
naše živote regulativu iz 1991. godine i pre tog vremena. Ovo se
pokazalo nazadnim još tada i dovelo do realizacije velikog broja
promašenih investicija i do osiromašenja Srbije, sve u interesu
lokalnih bogataša u Srbiji, čija imovima je većinom nastala, ne kao
rezultat kvaliteta i kvantiteta njihovog rada, nego kao rezultat
podmićivanja vlasti. Na zalost, to i dalje postoji na svim nivoima,
horizontalno i vertikalno umrežene korupcije, kako u oblasti koja je u
ingerenciji Ministarstva poljoprivrede i zaštite životne sredine, tako
i u oblasti rada policije, inspekcije i javnih tužilaštava .

The pig industry is about to succeed in getting Europe to approve fully slatted floors. We have just weeks to stop them.
Please, will you take a moment to demand that European Agriculture Ministers reject fully slatted flooring as the ‘best available technique’ for pig farming?
A European reference document to define ‘best available techniques’ for the intensive pig industry is being negotiated. A threat looms: fully slatted flooring for pigs risks being recognised within this document as the ‘best available technique’, despite it being the worst system for the animals. We have just weeks to prevent this huge backward-step for pig welfare in Europe – please, act now.
For many years, Compassion supporters have campaigned to improve the conditions in which pigs throughout the EU are reared. Thanks to you, last year we submitted a petition with 475,576 signatures to Europe’s Agriculture Ministers. This called on them to ensure that the rules set down in the EU Pigs Directive are respected and that pigs are protected from the worst excesses of factory farming.
Now, a European document that defines the ‘best available technique’ for intensive pig farming is being negotiated. The pig industry is about to succeed in getting fully slatted floors approved within this document – and we have just weeks to stop them.
Pigs are curious and intelligent animals that use their snouts to explore and root around. This decision will result in Europe’s pigs living in a completely barren environment without a single activity to occupy their time.
How can fully slatted floors be the ‘best available technique’?
The worst cannot be ‘the best’
In reality, these floors are not compatible with good animal welfare: European law, in place since 2003, requires pigs to have materials like straw in which they can explore, rest comfortably and nest before giving birth. Fully slatted floors can make the provision of straw impossible. By declaring that fully slatted floors are the best available technique, the European Commission will be endorsing an environmental practice that goes against its own laws on animal welfare.
The argument, that fully slatted floors make it easier to dispose of pig waste and keep areas clean, is also weak: pig waste is 10 times more polluting in water than human waste and has been a major cause of an ecological disaster in Brittany, France, where vast algal blooms have plagued the sea along the coast.
Fully slatted floors are not permitted, or will be phased, out in the Netherlands, Denmark, Finland, Sweden and Switzerland. This is because, in reality, this system has no environmental benefit and is the worst available technique for the pigs’ welfare.
It is unacceptable that European authorities are prepared to sacrifice animal welfare laws and the environment to endorse a method of production that would simply benefit the intensive pig farming industry.
Please write to your Agriculture Minister today and call on them to reject fully slatted floors as the ‘best available technique’.

WE HAVE JUST HEARD THAT THE SERBIAN AUTHORITIES WERE VERY SUPRISED BECAUSE ALL THE ANIMAL WELFARE NGO’S WORKED TOGETHER AND MADE VERY STRONG CASE. WE DO NOT HAVE ANY FURTHER INFORMATION AT PRESENT; BUT FROM OUR 10 YEARS PAST EXPERIENCE; THE GOVERNMENT HAVE NEVER LISTENED TO OUR SUGGESTIONS TO DATE, SO WHY WOULD THEY NOW ?
– WE WILL GIVE MORE NEWS WHEN WE HAVE IT.

I can say that it seems to me after reading the feedback from the associations present at the joint meeting on Monday, that the ministry has finally seen united voice from all animal protection associations and few NVOs present. This came as a surprise to them and the fact that all present were very knowledgeable of the law and situation in general and what doesn’t work, how to correct it…
We shall see what happens next.
Disappointed to hear that there is not much support from the enlargement commissioner!

We have just had the following information sent to use via our ‘Contact’ route.
Everything you read here; including the link is what we have been given. We will now have to decide what route we are going to take – it may be to pull away from ALL Serbian animal activities because no matter what you do and what info and links you supply; people who should be demanding change; such as the EU Enlargement Commission; appear to be doing very little to enforce Serbia to clean up its act with regard corruption and the rules of law as set down by the Constitution.
So you have to ask yourself; if you cannot rely on the ‘important’ people at the EU, then what is the point of doing anything ? – the EU is utterly useless in most EU citizens eyes; and this situation is yet another issue which supports this. The EU Enlargement Commission can never bother to contact us about anything; yet they spend OUR money propping up a corrupt government within Serbia !

arranged, where animal welfare suggestions were refused, in spite of everything, against The Consitution, Government of Serbia will introduce Kill policy in shelters, fur farms in the country, barbaric treatment of all animals, which will support corruption.
Animal welfare in Serbia won’t exist any more.
It will be dead letter on the paper.

A statement by Animal Aid Director Andrew Tyler
In the run-up to the election Animal Aid’s clear view, based on an objective assessment of the evidence from the past several years, was that another Tory government – or a Tory-led coalition – would be dreadful news for animals.
By way of illustration, the Tories are avid promoters of hunting, the badger cull and shooting, and they have also failed, against the public’s wishes, to end the use of animals in circuses, as well as presiding over an increase in the use of animals in experiments, despite a promise to drive down the number.
A Labour-led government would have been on the right side of most, if not all, of those issues.
While Animal Aid is determined to gain as much ground for animals as we can through the political process – and that means engaging with the new government, its ministers and back-benchers – we know the best prospects for advancing the cause of animal protection lie not with politicians but where they have always resided: amongst the general public.
When Animal Aid looks at its most significant advances over the years, they have invariably had little or nothing to do with politics. They have resulted from our success in rousing a great many people to demand progressive change, and that change has come because business and commerce have not been able to resist the will (and more importantly the purchasing power) of the public.
One example that comes to mind is the ending of Britain’s largest exotic bird fair, at which were sold large numbers of wild-caught birds taken from their homelands in South America and Africa, who ended up living the rest of their lives caged and isolated. We also played the leading role in defeating Cambridge University’s plans for a monkey research centre that would have been the size of two supermarket superstores. The UK-wide Focus DIY chain was retailing animals like pots of paint. Many of them were reptiles, with highly complex needs. Our long-running campaign convinced Focus to stop all such sales.
A shorter but equally decisive campaign ended the shooting club that had been run by the John Lewis Partnership for decades, for which a large number of ‘game birds’ were intensively bred to be shot for pleasure, principally by senior management.
In the field of horse racing, our determined, thoroughly researched exposés of the use of the whip forced the industry’s regulatory body to introduce far tougher rules on the use of that instrument of punishment. Clearly that work, and the work on the other issues referred to, continues – as does our determination to see mandatory installation of CCTV cameras in all slaughterhouses. The progress we have made so far on that front is impressive (all leading supermarkets now demand that their slaughterhouse suppliers have cameras). We still need across-the-board compulsory installation with proper monitoring.
None of what we’ve described above could have been achieved without the help of our wonderful supporters. We will need you at our side in the future, and many more like you.
And so, while the election result cannot be declared good news for animal protection, Animal Aid sees undiminished scope for continuing our battle to reduce the suffering of animals, enhance their standing in culture, commerce and law, and in so doing change this country for the better.

Thanks Sue !!


After almost 20 years of producing the ‘’Shoreham Protester’ – we now reach the end of an era.
As Sue (the editor / compiler) has finally hung up her socks – she simply says at the end of this last ‘SP’ edition:
Well, that’s it.…the end of an era… this is the very last Protester, unless somebody else out there decides that they want to fill the space. This paper was started by Mike Nunn at the Shoreham Harbour live export protests in 1995 and taken over by me 3 years later and it has since reported on all the great campaigns that the AR movement has fought and (mostly) won as well as news from around the world. I have been heartened to see how far the concept of animal rights AND the word Vegan has spread to so many countries. But we still have far to go before true respect for other living beings is enshrined in law and custom. Fight on!
As many of you will know, the disgusting live animal export trade is one of Mark’s (SAV) very main big time hates. He has taken action to stop long distance live animal transport whenever possible for more than 25 years. He was proud and honured to be one of hundreds of folk who attended the export protests at Shoreham (South England coast) when the trade moved there back in 1995. Like Dover, Ramsgate, Brightlingsea, and several other UK ports which have (against their own wishes) taken the trade by legal force in the past; the spirit of ‘normal’ people turning out in all weathers and at all times of the day and night to voice their support in defense of animals was something to be seen. We had a saying at Shoreham; when the Met police from London had to (often) turn up to give police protection to the exporters; and that was “I’ve met the Met, and got the bruises to prove it”. Here is the badge:

But bruises and batterings aside, nothing stopped the same good folk turning out at every shipment in support the animals. It was only after a later legal ruling at the High Courts in London (undertaken by one of the exporters) that the trade was forced to return to Dover harbour in Kent – see our stuff on the 1847 Act and all that !
We made good friends with Mike Nunn, and although she (Sue) has never been one to blow her own trumpet; we are gonna blow loud and clear for ‘Shoreham Sue’ right now. Sue has been working every single month since those protests back in 1995 to produce the Protester, or ‘SP’ as it is affectionally known to many in the movement. Founded originally as a live export info information document, the SP has over the years grown into an international animal rights magazine covering all aspects of animal rights protests, actions and (often) wins from around the world.
Over the years, Mark has worked with Sue many times in order to provide information about UK live exports ever since the trade moved away from Shoreham in the 90’s and back to the Kent ports. More recently, Sue has been very supportive of our (SAV) actions in Serbia for the stray animals; and this last issue has seen an article published about our recent gripes with the EU Commission on this very subject – it reads:
“Serbian animal inaction
Animal abuse, including dog fighting in Serbia have been posted on Youtube with the perpetrators clearly visible, along with the name of the person who posted them onto Youtube in the first place, yet the Serbian authorities do nothing. Mark Johnson of Serbian Animal Voice has written and been in conversation with the European Authorities. He pointed out to the Commission that despite rulings from the Serbian Constitutional Court in 2005 saying that stray animals must not be killed; but instead controlled by other means, the Serbian government has ignored the rulings of its own national Constitutional Court and continued to round up and kill stray animals for at least the last 10 years. In the opinion of SAV and many others, it was made clear by Mark today (22/4) to the EU Commission that the Serbian government has been ignoring the requirements of the Serbian Constitutional Court for the past 10 years, is not enforcing the rule of law within Serbia. Mark was ‘verbally assured’ by the EU member of Cabinet, that the EU is working hard to ensure that the ‘rules of law’ are enforced throughout Serbia before it is given EU membership. Mark pointed out that in his opinion and that of many others involved with animal welfare in Serbia, that these new proposals for ‘quicker killings’ of stray animals which are currently being presented by the Serbian government are simply a way of “cleaning up the streets in order to Fast Track Serbia’s EU membership”. This was denied by the EU Commission when suggested to them. Fed up with no action from the EU, Mark closed the conversation by informing them he had little faith in their current actions, asking them to ensure that the Serbian government did NOT continue with their new kill proposals for May 2015, and reminded the EU that we (and many other EU animal welfare groups) will be watching and reporting on every event which takes place for Serbian animals over the coming months”.
So; one Big, big thank you to Sue for battling it out all these years after the export trade died its very welcome death at Shoreham to keep us all informed with what was happening in the rest of the AR world. Her dedication to the cause and the AR movement cannot be underestimated. Seeing this last edition of the SP now going out is sad for many of us – and I speak for the many; but as with many of us and our independent campaigns, you simply get to a point where you say to yourself that you have done your bit over the years; it is time to step back into the rear seat and let a new driver take control.
So thanks Sue, for all your personal hard work and dedication in support of the animals over many years – I know that each and every one of them would thank you if they could for informing the world of their situation(s). On a personal basis, it has been great working with you in a combined effort to inform the many of the wrongdoings of the UK export business and more recently, the campaign in Serbia. You can be very proud of what you have done and what you have achieved oer so many years ! – you are a hero in many eyes !
Our post (link below and well worth a watch !) of April 2014 gives video links to a few of the scrapes that we have been involved with re live animal shipments from Southern England ports over many years. Good memories ? – yes and no – yes, good for the relationships and dedications formed by many of the people – no for the suffering of animals witnessed at every single shipment.
There are a heap of good people that both Sue and I can now call respected friends who we have got to know over the long export campaign years – good people who only had one aim; to stop the suffering of live animals during long distance transport. People who would in reality often rather be tucked up in a warm bed at 2am; but who instead get their butts down to the docks to speak out about the trade – and take direct action.
As very good friend Carla (Lane) wrote in her book of poems (Poems and other aggravations) – the times at the docks were, and still are, times of frustration for the ordinary man.

The great news now is that for several months, live animal exports from the ports of England (and the UK overall) have completely stopped. The days of the mass loaded animal trucks from Shoreham, Dover and other English ports have hopefully been posted well and truly where they should be placed – in the history books, never to surface in reality again !
I finish by giving you the link to an excellent old campaigner against the trade in live animals. His name was Mike Tucker; and the pleasure was always ours when Mike came to stay at my house over very many years. Mike was a great friend and campaigner; a Shoreham protester regular.
Boy are there some stories I could tell you about all Mikes almost daily campaigning against exports in Ol’ London town ! – see the pictures of the city gent opposed to the trade in the above links – dressed in his bowler with a broom and bucket of water; sweeping down the steps of MAFF (the ‘animal export’ Ministry) in Whitehall; telling them to ‘clean up their act’ where live exports were involved !.
Sadly he is not with us any more (Mike died a few years ago) to experience the super news that UK animal exports have finally died; but I know that he is still watching us from somewhere – and celebrating what all the hard work and dedication of so many has eventually finished at – live exports from England and the UK virtually dead.
Sue would have known Mike; a band of brothers and sisters with one simple target – to stop animals being abused. The export trade stopped at Shoreham; but the information of AR activity continued from Shoreham thanks to the great work of Sue.
So now quite rightly, Sue has decided to call it a day and move to the back seat; leaving others to do the driving. Once an animal person; always one – so I know Sue will always continue to speak up for, and be in defence of animals throughout the rest of her days. We all try to do our bit in many different ways. You can take the campaigner off the street, but you cannot take away the way they feel when it comes to defending animals.

Contract chicken grower, Craig Watts, runs a factory farm.
He contacted Compassion because he was at breaking point. He needed to show us what his chickens were going through. And he was tired of the lies being sold to consumers. He needed our help.
By speaking out, Craig has risked his livelihood. He has been intimidated, harassed and bad-mouthed.
Some huge corporate producers seem to be giving their contract farmers little choice: farm inhumanely or you won’t be able to pay the bills.
Factory farming is a cruel, inefficient and unfair way of producing food. There is a better way. You know it, we know it, Craig knows it. Now let’s tell the world. Thank you.
After 22 years of raising chickens for Perdue, one brave factory farmer Craig Watts was at his breaking point and did something no one has done before. He invited us, as farm animal welfare advocates, to his farm to film and tell his story.
