Regarding our recent posts on the dogcatchers of Serbia; we are now in the final stages of writing a letter which we will be sending to the EU.
The EU is very keen (as we have seen with live animal transport to Turkey) to simply dismiss the concerns and pass the enforcement back to member states. We call this a cop out and consider the EU Commission should be stepping in to prosecute.
If the EU wants to brag about all its legislation to protect, then it needs to step up to the plate and prove it is enforcing what it says.
The Treaty on the European Union states that any European country may apply for membership of the EU if it respects the democratic values of the EU and is committed to promoting them.
The first step is for the country to meet the key criteria for accession. These were mainly defined at the European Council in Copenhagen in 1993 and are hence referred to as ‘Copenhagen criteria’. Countries wishing to join need to have:
stable institutions guaranteeing democracy, the rule of law, human rights and respect for and protection of minorities;
With these standards, set out by the EU itself, we can only assume that the EU will do as it says; both protecting the rule of law and citizens rights within Serbia.
·Serbia – with from 1st January 2006, the Criminal Code of Serbia. Article 269,
And also Article 46 of the Serbian Veterinary Law means that stray animals must not be killed but given protection by regional authorities. Wecover the legislation in more detail at – https://serbiananimalsvoice.com/about-serbian-animals/
And so we think the EU does have a responsibility under ‘Copenhagen’ to ensure that Serbia is enforcing the rule of law for strays before it is allowed to join the EU.
Serbia is not currently enforcing its own laws (Article 269 and Article 46 of the Serbian Veterinary law), and so we feel the EU should become involved with this. We are currently writing a letter to the EU based on this information – and asking them to address the issue of stray dogs / Serbian law with the Serbian government.
Serbia needs to enforce its own laws way before the EU accepts it as a member state of the EU. If necessary, we would be prepared to argue this case in a court of law. If the EU states that candidate nations should show adherence to the Copenhagen Criteria, then the EU must ask Serbia why it is non compliant with enforcing its own national laws for the welfare of stray dogs and cats !

Hi Mark,
tomorrow , 28.2.2018. at 14h will be protest against dogcatchers.
Protest will be in Vranje, but it is in general against dogcatchers, especially against a private firm Avenija MB.
I recommended to them that they show names of all serbian NGOs who supported protest , they promised to do it , so authorities would see that we are united in this.
Use the drop down at the top to convert this to English text.
Thank you for sharing.
It is worse than you can imagine. Animal welfare activists are threatened , abused, attacked, just because, this is the source of corruption. Big money is in the question.
Local councils are the part of this Mafia business. This business is called Avenija MB, registered cleaners and pest control. However , employed by numerous councils, to “accommodate” dogs, which means kill them.
The Raise of registered shop , YES SHOP, AveniaMB from PestControl over dead dog’s bodies and political connections to EUROS covered in blood and development of their own Crematorium where the Dogs from Serbia will burn and disappear for ever.
This AvenijaMB , registered as Shop for Pest Control, is now registered , with no Training whatsoever, not only for catching dogs , but for caring for them and has own “shelter”, read concentration camp, where they drag dogs from all over Serbia, from municipalities, they signed illegal contracts with.
They share abnormal amounts of money from the budget of the councils , which is paid by citizens.
If PestControl can be hired to “humanely accommodate dogs, catch them, look after them”, but at the same time drag them, strangle them, transport them in small transporter over more than 200 km, with no water, on the heat and freezing cold, if it is all right and accepted by Veterinary Inspections, than…. All clear about corruption and unlawfulness.
But, that’s not all.
They registered recently also for collection of animal waste, what means, collection of dead animals and waste material of animal origin.
Animal Welfare Org Pancevo shared an information about the quantity of the animal waste they delivered to be burned to local Crematorium in Cuprija. Unbelievable quantities. How many kilograms of killed dogs are included in this amount. 10.380 kg in April 2016. Please see all links in the text above.
How easy it is to hide dead bodies, of the dogs killed in concentration camp. Mass Murder of the dogs from whole Serbia.
It is well known that the dogs don’t go out of their “shelter “alive and entrance is forbidden. People who look for their own stolen, dogs, are not allowed in. And they are asked to pay at least 150 euros (average income is 200 euros per month).
Naturally, this is always flatly denied, but there are witnesses. Links above.
Continue reading this in the above link.
SAV Comment – You can see the EU – Serbia link immediately below ‘Update’.
We will now be taking this issue of alleged corruption to the EU Commission for Enlargement (new nations joining); as well as to MEP’s and other Commissions.
Especially relevant now as Serbia is an EU ‘Candidate Country’. Everything should be done re EU membership according to the ‘Rule of Law’ – an EU requirement. The EU makes major claims that it is wiping out corruption – so we shall see.
There is obvious corruption here on a national scale; so the EU needs to know about it.
One more house placed today
Please help us to provide more houses, it’s going to be colder and cold in the next couple of weeks Many stray dogs have not anywhere to hide.
Placing more houses for strays in Bor Serbia today
Since the temperatures are going to be even lower for the next of couple of weeks,we have to provide more dog houses urgently!
The money raised for vet debt is being used for dog houses, so please I’m begging everyone who might help to provide more houses, don’t hesitate 🙏
It seems as the ice age has back, which means a nightmare for poor doggies outside, so many have no any shelter to hide 😢 😢 😢 Cost of house is around 35 euros per one including straw and transport to place it.

Molim sve gradjane da makar u toku noci otvore vrata svojih zgrada, kuca, lokala i puste pse da se ugreju! Pa zar je toliko tesko biti human da se uopste mora apelovati na ovako nesto u ovim surovo ledenim danima? Pas nikome ne smeta time sto ce provesti par sati na zatvorenom i mozda time sebi spasiti zivot,a vas nikako time ne ugrozava. Pokazite ljudi humanost sada kad je njima najpotrebnija!
I beg all of you to open the doors of their buildings at night, houses, bars, and let the dogs go! Well, is it so hard to be human that you have to get into something like this in these rough ice days? The dog doesn’t mind that he’s gonna spend a few hours indoors and maybe save his own life, and you don’t get it. Show people humanity now that they need it!

In the USA there would be attempts under ‘Ag Gag’ to punish those who obtain such evidence really hard. Fortunately the German judicial system knows that the video footage obtained is for the good of the public, and should not be allowed to continue behind closed doors, as the industry wish.
22.02.2018 Naumburg, Germany: In the fully occupied courtroom of the Higher Regional Court Naumburg and in front of the doors, the verdict was greeted by animal welfare supporters with applause storms.
Earlier, the presiding judge of the 2nd Criminal Senate Gerd Henss had pointed out clearly that only the illegal filming had made public what conditions prevailed in the pig farm of the “van Gennip Tierzuchtanlagen” in the north of Saxony-Anhalt.
And: The animal rights activists had exposed a scandal and received as a receipt criminal proceedings. The animal welfare is in the present case to be valued higher than that of the house, which is why the lower court, the three animal rights activists of Animal Rights Watch acquitted legally, said court spokesman Henning Haberland.
“The Senate has considered the accused acts justified and stated in very clear terms that animal welfare is a legal matter superior to the injured home.”
Only because of trespassing revealed the grievances
The three animal rights activists – two men and one woman – had made it clear again in short statements that they only wanted to draw attention to the animal rights violations. Relieved, the Hamburg Jürgen Foss showed that he says he has been involved in animal welfare for 25 years.
“We were – I think I can speak for the three of us – very surprised, with which clarity the judge finally expressed our approach, which confirms that we are all on the right path, that is, bit by bit something moves, in the sense of the animals. ”
In 2013, Jürgen Foß and two other animal rights activists illegally invaded a pig farm with around 60,000 animals in Sandbeiendorf in northern Saxony-Anhalt and filmed grievances. In the pictures of the video you can see porked and fixed pigs. Apathetic, they lie in much too small metal bays in which the animals hardly move, not even their limbs can reach out. There’s no straw, instead the pigs live on bare concrete floors in filthy stables from GDR times.
Many of the over-bred piglets can not even stand, the legs slip over and over again.
We should all be happy, Judge Gerd Henss said literally, that the defendants had uncovered the grievances. Without the filming, Henss continued, it would never come to an investigation. It was the only way to force the authorities to act. Henss even speaks in this case of the fact that the veterinary authorities had covered up the grievances for a long time. However, it warns that the acquittal is not a license for – Quote – “self-proclaimed animal rights activists who break into stables illegally”.
“It requires certain knowledge that there are grievances there” ,so Hennig Haberland, the spokesman of the Naumburg Higher Regional Court.
So, only if animal rights activists had advance precise indications that would be violated against the animal welfare, only then one may penetrate into stables illegally and document the situation cinematically.
The acquittal of the animal rights activists is the first judgment, which was ever so pleased by a higher regional court in Germany, continued Haberland. Attorney-at-law Maria Ascheberg, on the other hand, accepted the verdict with a petrified expression, she had demanded a new trial.
The farmers are worried and dissatisfied with the verdict: “Now everyone could come in, break in and say they just want to work for animal welfare”, says a pet owner.
”The animal activists wanted to unsettle our industry. The verdict is a farce” says the spokesman for the farmers’ Saxony-Anhalt Farmers Association Christian Apprecht.
“So the rule of law turns out to be an indictment that it trusts its authorities so little and leaves so little responsibility, that he has to rely on third parties, that he does his job, that can not be.
Responsible for the pig farm in Sandbeiendorf in the Altmark, is the native of Utrecht family van Gennip, it is one of the largest pig farmers in Germany. She had sued the three animal rights activists for trespassing.
The prosecution had demanded fines between 300 and 800 euros.
But after the film shootings of the animal rights activists, the authorities were forced to act.
According to the Magdeburg Ministry of Agriculture, there have been several inspections since 2013 and conditions have been imposed.
For Saxony-Anhalt’s Agriculture Minister Claudia Dalbert of the Greens, the judgment of the Naumburg Higher Regional Court is groundbreaking.
The federal government is now called upon to ensure that!
The UK does NOT produce Foie Gras thankfully. It imports it from mainland Europe.
So, now the UK is getting out of the EU (big sense !) we have the chance to take back control and be a voice in the UK for animal welfare.
We have every chance once again of the UK becoming much better than the EU when it comes to animal welfare. UK citizens will ensure that.
Minister Michael Gove is very close to enforcing a complete ban on all Foie Gras coming into the UK.
Please watch the video below and see what is involved in Foie Gras production – force feeding which causes the birds liver to swell up to 10 times its normal size. This liver is then sold on after slaughter to so called Gastronauts who take pride in eating this product which causes so much suffering for animals.
Now Disgusted ? – Please sign the petition after watching the video – and push to make the UK Foie Gras Free !
Petition Link – Please Sign and give support to Minister Gove.
The Directorate-General (DG SANTE) has been set up to improve the health and safety of European citizens and to boost consumer confidence.
But only now does DG SANTE remember that there has been a regulation since 1/2005 that clearly states how animal transport should be done?
No! Of course not! – For the EU Commission is much too smart! Now the anger of the population has become strong fury against the irresponsibility, the inaction, the ignorance of the animal transport authorities.
And soon the EU elections will come.
That is why the Directorate-General has downgraded animal transport to a school subject.
For those who did not know that there has been an EU animal transport regulation since 2005, now they have a chance to know!!
These General Conditions for the Transport of Animals have been in place since Regulation 1/2005 was introduced some 14 years ago:
-The animals must be transportable!
-qualified staff
-Transport as short as possible, without delay
-sufficient floor space and standing height
-Suitability of means of transport
-suitable loading and unloading equipment
-the needs of the animals must be taken into account
– adequate care of the animals
Non-transportable animals are:
Injured animals and animals with physiological weaknesses or pathological conditions these are particular
-Animals that cannot move painlessly or without assistance or have large open wounds / severe organ prolapse
-Perient animals in advanced gestational age (90% or more)
-Mothers whose birth was less than 7 days ago
– Newborn mammals whose umbilical wound has not yet completely healed.
-All this is well known, at least for those who have made videos that prove anything but compliance with the rules.
And now we come to the central question: why this farce?
Why the degradation of the problem to a shameful principle: “we have done everything to inform the public.”?
DG SANTE has 42 departments, with DG G alone, 8 departments.
All these are paid to tell us that “the egg has a yellow centre”?
What does the Directorate-General think we are, stupid?
For years manure has been documented in animal transports of organizations and activists: surplus driving hours, injured animals while driving, no water, no food, no doctor, no compliance with EU Regulation 1/2005.
So what’s the popeye version of the thing?
But the smart management has thought of all these questions
Theoretically, this farce video is meant for truck drivers.
-Drive smoothly. Oh! I didn`t know it !!
– Start the ventilation system when shutdown. Oh! I didn`t know it !!
-refresh cattle by watering them. Oh! I didn`t know it!
And if all that does not happen, as reality shows, then truck drivers, inspectors, customs officers, personnel are guilty, all who do not yet know the Popeye video.
Not those who do not punish anyone, those who ignore the true ones and the terrible videos, those who hide the sum of money to say
“we cannot do anything, we cannot keep the laws, we can only make comic videos“!!
Gentlemen, a shame is the EU Commission, including DG SANTE, all that is a shame!!
Just a few minutes ago, I have the answer to this ridiculous comic video from Animals Angels Blog. Once again.
I do not translate that on purpose.
EU is Germany, there are certainly high-paying translators who need to do it.
And not only to despise EU citizens and to consider them stupid!!
