Strange Case of Dr Jekyll and Mr Hyde is the original title of a novella written by the famous Scottish author Robert Louis Stevenson that was first published in 1886. The work is commonly known today as The Strange Case of Dr Jekyll and Mr Hyde, Dr Jekyll and Mr Hyde, or simply Jekyll & Hyde.It is about a London lawyer named Gabriel John Utterson who investigates strange occurrences between his old friend, Dr Henry Jekyll,and the evil Edward Hyde.

The work is commonly associated with the rare mental condition often spuriously called “split personality”, referred to in psychiatry as dissociative identity disorder, where within the same body there exists more than one distinct personality.In this case, there are two personalities within Dr Jekyll, one apparently good and the other evil; completely opposite levels of morality. The novella’s impact is such that it has become a part of the language, with the very phrase “Jekyll and Hyde” coming to mean a person who is vastly different in moral character from one situation to the next.

The Portrait of a Mass Dog Catcher and Killer … Barbulescu Flavius from Brasov, Romania

Barbulescu Flavius Dumitru, the Dog Catcher in Chief in BRASOV, is fascinated by the “big numbers”.

To kill a “big number“ of dogs (not less than 30,000, of which over 8,000 only in 2008 and 2009, since the Euhtanasia is BANNED) and, as he stipulated at a Conference for The Protection of Animals in München (where he went on funds given by some associations) that he killed a big number (26,000 until 2008) which appalled everybody.

It looked for him that Germans do not understand the symbolism of the “big number”, that they feel like one dead animal is an act of cruelty but a “big number” ( 26,000 -3 0,000) dead animals are only a statistic.

Barbulescu Flavius Dumitru is an “ ideological “ dog catcher.

He is not content with torturing and killing dogs, he wants to convince the nation that the torture and the killing of dogs if not a simple Dog Catching act…it is a “science” a “doctrine” a “way”…

This is why he speaks (like a zoo-technician) about “heads” when he refers to dogs, and seals all declarations (as stupid as it might be) with the formula “based on the legislation in force”, and continuously propagates his inept statements in the local media, invoking “the state institutions“ he presents him self always in his uniform and hates the word “dog catcher“, which he wants to eliminate from the Romanian Language.

In fact, he doesn’t even manage a “dog catching“ service, he manages the Public Service for the Management of Animals (SPGA – Brasov).

He does not have in his subordination any “dog catcher”….only “inspectors” whose brains he washed by demonstrating them “scientifically“ that dog catchers do not exist anymore, they disappeared like the dinosaurs, long time ago.

Barbulescu Flavius is an accomplished manager. “The Public Service“ which he manages is located in a luminous centre, modern furniture, laminated flooring, a desk for the Director, a bright label with his name on the door, air conditioning, computers, a secretary with eye glasses (wife of an “ inspector”) an exotic plant and a jurist who uselessly wears the same uniform as the dog catchers.

As for the Dog shelter which he manages, a filthy den (scraped in a former pig farm, with humid area, darken, smelling like death, without any surgery room, without recovery room, without running water) he got “brilliant certificates“ and authorizations: ISO 9001 and ISO 14001.

Barbulescu Flavius likes the army, the police and the fire fighters and he likes to believe that dog catching is a kind of urban guerilla and he wants to be seen as the “generous commander“.

He dresses up his dog catchers in military uniforms reminiscent of the “blackshirts” the “ brown shirts” or the “green shirts”, they get pins and they have guns with tranquilizers and vials with Ketamine (a risk drug); he says nothing when the “boys” drink during the working program, and he blesses them with lots of gasoline coupons.
From time to time he lets the “inspectors” play games on the secretary’s computers and gives them some whisky and approves them to party with expired sausages received for free from the supermarkets (of course for the dogs).

Barbulescu Flavius has built a beautiful villa for him self, drives an Black SUV Mitsubishi L200,(given to him by the Local City council) to which he can attach or detach (based on how discrete he wants to be) some magnetic yellow plates (112 SGA) and until 2010 he managed to bring his entire family in the service he manages. His father (retired) was the “chief inspector”, his father-in-law “care taker” in the shelter and his brother ( or a short time, because he did not liked it) “inspector”.

Between 2001 and 2010, when they killed around 500 dogs per month, Barbulescu Flavius could rely on the “veterinarian specialized personnel“: The veterinarian SABAU CRISTIAN and the veterinary technician MOLDOVAN DORIN. Sabau Cristian is an “innocent character“ he is about 53 years old, of which 10 were spent studying at the Faculty of Veterinary Medicine, never castrated, never treated any animal, he “identified in the shelter a “miniature Saint-Bernard” and when asked why he never treated any dog he used to shout : “don’t you understand that the City Hall has no money, sir, has nooooo money“. Basically Mr. Sabau was introduced in the “system” by ENACHE DORIN, the Director of the DSVSA (Direction of Sanitary-Veterynary Authority Brasov) to give Barbulescu Flaviusa PUPPET, to invent diagnostics and to sign the so-called “euthanasia papers “.

The veterinary technician MOLDOVAN DORIN, Barbulescu’s most trusted buddy, his number one accomplice, has fun castrating piglets without anaesthesia (for his buddies who did not wan tto pay a veterinarian) he falsified many times the diagnostics, he himself shoved the syringe with T61 in the hearts of thousands of “heads” (also instead of the veterinarian) and of course, he also builds a two stories house, for himself as any dog catcher.

Before the “euthanasia” Barbulescu Flavius, gave those 30,000 “heads”/animals, the “chance” to die by them selves: he let them suffocate in the “coffins on wheels” of the SPGA ( where they struggled to breath through some wholes done with a borer let then starve to death for weeks, without water for days, no vaccines, no treatment after being exposed to the viruses in his filthy shelter, he let them bite one another and let the wounds get infected, let them give birth in the mud and eat their puppies. And because most of them stubbornly decided not to die, he gave the order to the “veterinary personnel” to kill them, and then if they still have some time left, and ink in their pens, to diagnose then in bulk, with his 4 favourite “incurable diseases” :

– mamita (instead of Mastitis),
– mange (demodicie …here any skin condition)
– chronic enteritis
– casexis

The “Professional veterinary personnel “ subordinated to Barbulescu Flavius, took pride with “remarkable performances”.

SABAU CRISTIAN said that he managed to euthanise 131–210 animals in 3-4 hours (number for which any other veterinarian would need at least 11-17 hours) and he also identified some animals with unique and unrepeatable ailments amongst those caught by the “inspectors”.

By example: he found some males suffering of MASTITIS (inflammation of the mammary glands) some puppies suffering of senility …and some living corpses.

Fearing that these diseases could be transmitted rapidly to other animals, they rushed the dead animals to PROTAN to be incinerated.

At 39 years old, Barbulescu Flavius, speaks very proudly about his “career”. He looks very nostalgic and with envy in the same time at the photo of Simona Panaitescu (the goddess of the Romanian dog catching, with 140,000 dogs killed in her career) photo which is placed on his desk like the Icon of the Virgin Mary, he meditates upon the glorious times between 2002 and 2009 (when he massacred 500 dogs per month, sustains that SPGA Brasov is most efficient service in the country, that he caught and killed dogs from 5 counties (Brasov, Covasna, Harghita, Mures, Suceava, Alba) when he had contracts with tens of towns and when he became the only hope Scripcaru (Mayor of Brasov) had to a “bite” from the “budgetary excedent” (he brought 130,000 Lei/year, only 10% from what he spent, but still…)

To his close ones he unveils his plans for the future. He dreams of killing dogs for 25 more years, and also to expand his actions in 10 more counties and to retire after a massa euthanasia of at least 250 dogs.

Barbulescu Flavius cannot sleep also because of his “legislator vocation”. HE IS THE AUTHOR of the original and countless modified versions, supplemented with the most inept amendments of the Regulation number 66/1999 “about the ownership of domestic animals and birds“ in Brasov (by far the most illegal and unconstitutional and inept By-Law from the city council in Brasov in the last 15 years.

But Barbulescu Flavius did not stop here.

He felt the inner impulse to go farther and he went in place where no other dog catcher ever dreamt to set foot. He got next to the Prefect of Bucharest Mihai Atanasoaei din Senator Iulian Urban.

Surrounded by these “mentors” Barbulescu Flavius has discovered the “call of the law” and in the vicinity with Urban he understood that the Law for the Protection of Animals had to beabrogated, urgently, because it bans the euthanasia and because it transforms the cruelty against animals in infraction…Atanasoaie “inspired “ him to understand that the “Law for the management of strays needed to be “updated” (to neutralize the “curse” of the ban of the euthanasia) and “improved” by allowing the “hack” of dogs after 2-3 days if they could be deemed: aggressive, sick, unrecoverable, dangerous, unidentified, identified, left free, lost, stolen etc), and also to “kill” the adoption (in order to maintain as many animals as possible in shelters as “raw material “ for the profitable process of euthanasia/incineration) and to boost the powers to the troglodyte dog catching services giving them the right to FINE from 5,000= to 10,000 lei for all sort of abhorrent things, some of which with no connection to the law, what so ever.

Barbulescu Flavius detests the civil society, detests the associations for the protection of animals about which he says that they have NO right to control him not to monitor him, especially if they have no intention to feed the animals in his shelters, to treat them, to help him euthanise them and to accept inept protocols from which only he has something to gain.

BARBULESCU FLAVIUS has broken all the laws.

There are none to have escaped from being stumped upon. From the tens of laws and regulations which intersected his activities, until today he has committed at least one infraction every three days and at least three contraventions per day.

In a short summary he has:

– killed between 7,700 to 10,000 dogs since their killing has become an offence;
– he killed in horrible pain thousands of animals (first years after 2002);
he took animals by force from people’s yard or from some institutions yards;
– he took, at the demand others the dogs from people’s yards and institutions yards,
he did not feed the animals, did not treat them did not vaccinate them against rabies;
– did not disinfect the shelter, he falsified the diagnostics for the so-called “euthanasia”;
– he abusively forbade the access to the public and the civil society in the shelters;
– he killed dogs in their kennels (and not in the surgical room);
– he left to die in horrible pains animals who really did not have any chance of survival;
he suffocated the dogs in his trailers;
he tranquilized all dogs, small, large, aggressive, non aggressive, although only a veterinarian has the right to do so;
– he used too small dosage during the euthanasia,
he killed dogs without euthanasia;
he refused to return dogs who have been claimed and refused to give them for adoption;
– he got and used high risk drugs without having the right to do so;
he bought huge quantities of tranquilizers and lethal substances without medical prescription;
– he transported cadavers in cars without authorization for the transport of dead animals;
– he transported dogs for more than 160 km in cars which where authorized only for 65 km;
– he registered hundreds of dogs as adopted in the place where euthanasied dogs were supposed to be registered;
– he refused the presence of animal protection associations to the actions of capture, shelter, vaccination, euthanasia (Art 11 from the law regarding the management of strays);
– he broke the law regarding the arms and ammunition by using arms with tranquilizers without authorization;
– he broke the law regarding animals from areas declared with rabies infestation, by taking them to the shelter in Stupini-Brasov;
– he made false declarations (in many penal cases) …etc, etc, etc

Barbulescu Flavius has 8 legal complains filed against him and tens of other reports, at the DSVSA, ANSVSA and Police.

Yet, his superiors (he dwarfs from the garden of the mayor Scripcaru – who also are members of the municipal council) never gave any sign, at least for the eyes of the public, to even ask him what is going on at the SPGA.

Barbulescu Flavius is a media monster, which has the local media at his fingers tips. By example, if he wants to call a press conference to announce everybody that his “inspectors” will change the winter uniforms with the summer ones, there will be at least a dozen of “grasshoppers” from Rtt, Realitatea, TVS , Antena 1 Brasov or BB, ready to sip his words.

Every time the DVS decides to show us the “fox with rabies”(which is it said to have been kept in their freezers for ten years) and they want now to declare quarantine, in less than one hour, the space around him is full with microphones, camera, notebooks, and inept question.

In the last ten years since the dog catcher in chief has erupted in the local media, tens of journalists flock around him, groomed him and embalmed him like the mummy of Tutankhamon and in the same time have destroyed his enemies.

Barbulescu Silviu believes with ardour in authorities and in their unshakable commitment to save him from all his foul tricks.

He has confidence in Commissioner MIRCEA POPA “boys” and in the Director Enache Dorin Valter’s“ inspectors “ who know how to white-wash “responsibly” the traces of his frauds, and to let the proves disappear between fingers, like magicians and then they put on all files the well known NUP.

He hopes that the prosecutors and the judges will confirm the Not-Guilty stamps put on his files, based on the “benefit of the doubt “in dubio pro reo” as if it was visible from afar that this “doubt” is the constant refusal of the police to put him under a serious investigation.

And to dissipate all doubts that there is a doubt” which gives them advantage, Barbulescu Flavius and Moldovan Dorin, polish their boots, iron their uniforms and come in front of the judge, grave but dignified, like war veterans who after a life of sacrifices, came to be humiliated and insulted by some pranks.

Mr. Cocos, Mr. Vestea, Representatives of Brasov Council, Ladies and Gentlemen MEPs,

finally now, after months of this tug-of-war between your municipalities and animal welfare advocates it seems the decision on your part to do away, no matter what, with the unfortunate strays in Predeal, Brasov and Rasov, in preparation for the European Youth Olympic Festival in Brasov, has been taken.

What awaits these animals is not hard to guess, given the wealth of material collected by Romanian as well as German welfare organisations over years now. The German BMT particularly has been very active, and has for a long time – and unsuccessfully, it seems – lobbied for a Humane approach.

Our information, which no doubt is correct, is that teams have already been sent out to collect strays wherever found (to do what with them???). Indeed, as the animals are proven to be non-aggressive – and this is backed up by the Locals – a reason for this rash action other than the EYOWF had to be found. People in the street and local residents have been called upon by teams with prepared lists to put their signature to a demand for the dogs’ removal for reasons of their supposed, and entirely fabricated, dangerousness to the public. Some have signed, many – seeing this for what it is – did not.

Locals have indeed approached the animal activists and small initiatives in their area with desperate pleas to save at least the puppies from the dog catchers and the cruel fate that awaits them. If they are not inhumanely killed right out then they will, in all likelihood, disappear in certain holding facilities – lingering in mud, their own faeces, without food or care – dying a slow and agonizing death, forgotten and yet at the same time earning the owners of these facilities huge sums from the Romanian, and EU taxpayer’s pocket. This practice is well documented.

So.

What will it be? Will you persist in flouting EU regulations on the Humane treatment of Strays by getting rid of these poor animals for yet another sporting event? I think we’ve seen way too much in recent years of this. Sport means fair play, and once again a hosting city of such an event must be reminded of its responsibility for the most vulnerable and helpless of its inhabitants.

So I remind you now.

The animal welfare movement has learned a hard lesson during the Greek and Chinese Olympics, during the Ukrainian football EM in 2012, to name the most prominent and worst “derailments” in that respect.

The butchers bill in all these cases has been no cause for pride for the hosting countries and cities and stands as a lasting monument to the Human moral and ethical responsibility towards the weakest being thrown out the window by blind greed, ignorance and a sadistic brutality that defies description.

Will the names of Brasov, Predeal and Rasnov be added next to that list of failure? Is that what you want?

I would like to assure you that we have indeed learnt a lesson and you will, no doubt, benefit from the consequences, should you continue on this path. There is every support from welfare organisations and indeed the European Union for you to fall back on – offers have been and are repeatedly made – to solve the “stray problem” humanely. I demand of you to put aside your medieval approach that has NEVER worked in decades now, as the numbers of animals in the streets clearly are testament to!

Any more massacres will not be tolerated. It has to stop. Now.

This, like many other features on SAV, is not something that given the choice, we would publish.  But the world is full of cruelty and animal abuse and suffering.

This video gives a very detailed insight into the real world of intensive factory farming, the slaughter for meat issue; fur farming and a host of other issues.

It starts with informing of the 3 stages of truth:

Please show, and / or send to all your friends who consider you to be an ‘animal nutter’ as we are often branded.  Let them watch the video, and then afterwards, tell you that you are wrong to wish to fight this kind of abuse !

Remember, they are the ones who are wrong; how do they remain people who can ignore this suffering on a daily basis, whilst at the same time ‘pigeonholing’ those who try to take action about what is shown in the film as some kind of demented nutcase.  Would it be accepted by them if it were human children who were being abused in such ways ? – would they who label us still keep quiet and accept it ? – would you still be labelled as a crank for trying to stop it ?

Human children and innocent animals- there is no difference.  They are both living, sentient creatures which deserve to be given protection.  Those who label are wrong because they take no action to prevent the suffering which is shown here.

For us animal friends and campaigners, the video is especially hard to watch – all of our worst nightmares in one bundle.  But it has to be watched and it has to be shared; especially amongst those others who see fit to label you, me and other campaigners as the ‘nutters’.

It is those who are ignorant of this daily reality who should be questioned; not the compassionate campaigner who speaks out.

Please, watch the video; rage, repent and share amongst those who classify you.  Let them watch the film and then get them to tell you that in their opinion, you are still wrong for speaking out for animal defence. Hopefully, their attitude to animal suffering may have been changed.  That is the intention of the film, to show the daily reality of what goes on.

Brutally killed 60 stray (abandoned) dogs!

The criminal charge has submitted against a Veterinarian Milan Bozic and Chief of animal zoo hygiene department Svetlana Pavlovic, for illegal euthanasia of homeless animals.
At least 60 stray (abandoned) dogs poisoned in illegal in Public Utility Company “Our home” in Pozega, or died of starvation and exhaustion in April last year. It is suspected that in previous years the number of killed animals so exceeded one thousand.

Criminal charge against those responsible for killing and torturing animals, has submitted citizens’ association “Alpha” from Belgrade, based on the testimony of worker of “Our home” by Rade Susic, who had direct access to illegal acts that have taken place within the shelter. After a series of collected evidences, the case was finally found in prosecutors.

Two days before the mass killing of dogs in the house was situated about 70, to 28th April 2011 barely a dozen (ten) other animals. Veterinarian Milan Bozic and Chief of animal zoo hygiene department Svetlana Pavlovic in agreement killed 40 dogs, so that they inject a toxic substance T61, without the prior mandatory bedtime. To the dogs, too, was not provided veterinary care, nor were fed for several days, which resulted in the deaths of twenty animals that were in the house until June 1 – according to a criminal complaint in which he had access Informer.

An employee Rade Susic, informed the authorities that the majority of dogs euthanized in animal zoo hygiene, although not shown any signs of aggression or illness. He was also informed that dogs are not fed, nor are they provided adequate veterinary care, which is why they died of hunger and exhaustion, and was to have been eating the corpses of dead animals.

Susic has testified that similar things in Public Utility Company “Our home,” have happened before, and that was from March 2008 to June 2009, in addition to official figures from 1376 dogs killed “off the record” has been killed 950 dogs. To make things even more morbid, dead animal carcasses are burned in areas specifically designated for that purpose. Animal can be killed in a humane way, but if injured, terminally ill, physically deformed or otherwise incapacitated so that life for her is pain, suffering, fear, and stress.

According to the law, it is envisaged that the stun due process prior to slaughter or killing animal life.
Any person, who knowingly violates these regulations, shall be punished by a fine or imprisonment of up to six months, or three years, if it is a specially protected animal species.

The following is a summary of recent events regarding live exports from the UK.  Ramsgate is the only port in the UK which now exports live animals.  Ramsgate is located in South East England on the English Channel.  At present there is only one sailing every two weeks, comprising a maximum of six livestock transporters.  Live animal exports from the UK has virtually stopped – there is just the final hurdle to overcome now and hopefully the UK will be live export free.

Live Exports – Criminals running the show

Johannes Onderwater runs a Dutch registered company called Onderwater Agneaux BV. He pleaded guilty on behalf of his company at Folkestone magistrates’ court on 5 July 2010 to 6 offences of not displaying any sign on his vehicles indicating the presence of live animals contrary to the Welfare of Animals (Transport) (England) Order 2006 & of Council Regulation (EC) 2005 on the protection of animals during transport.  The prosecutor was Kent Trading Standards.  Mr Onderwater had also described the cargo of live animals in consignment notes as seafood, frozen meat and boxed meat.

This ‘Box Wagon’ IS actually carrying live animals.

The court found this was in order to deceive the ferry companies. Mr Onderwater had been informed on several occasions that he was contravening the legislation by not displaying such signs yet the company continued to commit the same offence in the 2 months following the first detection. On 1 Sept 2009, 320 sheep were transported described as meat.  On 30 Sept 2009, an unspecified number of sheep described as meat for further processing.  On 11 Nov 2009, 240 sheep described as meat.  On 14 Nov 2009, 307 sheep described as seafood.  Mr Onderwater was driving this lorry.  Also on 14 Nov 2009, 286 sheep described as boxed meat.  On 19 Nov 2009, 270 sheep described as frozen meat.

He was fined £1,000 for each offence, with costs of £4,355.  Onderwater represented his company at an appeal against this sentence at Canterbury Crown court on 10 Aug 2010. On appeal the total fine remained at £6,000 but costs were reduced by £680 to £3,675.  Judge O’Sullivan fined the company £400 for the 1st offence, £800 for the 2nd, £1,000 each for the 3rd 4th & 5th offences and £1,800 for the 6th.

Judge O’Sullivan said in his sentencing remarks that there was no offence which involved “mistreatment of animals” but that the company’s persistent offending despite being caught made it quite clear that the company had no intention of trying to abide by the regulations.  The judge noted that there is a wider use for these signs to indicate the presence of live animals on vehicles and that it is important, for instance, in case of an accident that the cargo can be identified as being livestock so that the necessary measures for safeguarding the welfare of the animals can be put into operation. Despite all this he continues to “run the show” from Ramsgate

15th Nov – Joline berthed in Ramsgate around 05.00 hrs. 7 lorries arrived from 9.15 in convoy. All were Dutch, 5 with 3 tiers of sheep, one with 4 tiers of sheep and finally the white chiller box trailer.  All bar this one had the ventilation slats closed on arrival and inside the docks.

J Onderwater even went so far as to tell the RSPCA inspectors that they were not allowed to touch, look into or interfere with his lorries in any way or to prevent him exporting his livestock – to which reply was given that the RSPCA just wanted to ascertain the animals were in good condition and health for the journey ahead and not suffering in any way. We can only assume that J Onderwater has much to hide. Loading of the vehicles onto the Joline was at a steady pace with Rinus Van Beer on first, eventually the 2 halves of this rig were separated and stowed apart on deck. Any inspection of the lorries by Animal Health was swift and of short duration. Ship sailed at 10.25 bound for Calais.

21st Nov – At 0320hrs on 21st, the Maritime and Coastguard Agency (MCA) issued a warning – Gale force 6 currently off Dover, gusting 7/8 from lunchtime onwards. A formal complaint from KAALE was sent to the MCA regarding the deteriorating weather conditions and the Joline’s intention to sail loaded with livestock into a potentially ever increasing Channel gale. KAALE requested that their complaint be formally logged by the MCA.

No action was taken by Defra Animal Health to stop the sailing as far as KAALE are aware. Despite RSPCA objections and severe weather warnings, a ship left Ramsgate at 11am carrying 2 lorry loads of sheep on an open deck in gale force winds.  The ship eventually turned back due to the severe weather, arriving at Ramsgate at 4:30pm.  Some animals had been crammed aboard trucks for 14 hours, 6 of those hours spent at sea in a gale. Just imagine how they felt.  After a very brief inspection by an Animal Health approved vet which was undertaken on the vessel, and lasting in total 8 minutes – including the time taken for the vet to walk onto the ship; ‘inspect’ all the animals in the transporters, and leave again; the vehicles were given the ‘ok’ to move.  DEFRA / the vet, was allowed onto the ship to inspect the animals as the conditions on the quay were so bad he felt it would be unsafe. They departed Ramsgate to return to their place of origin. The 2 transporters were the Dutch white box chiller type trailer carrying sheep x 3 tiers and a vehicle known to belong to local, Kent based, haulier/dealer Trevor Head carrying sheep x 3 tiers. Since there was nothing in Kent in the form of a suitable ‘facility’ to which animals could be sent should any emergencies happen, or bad weather delays occur at Kent ports, despite the 2008 EU report stating there should be, the Dutch lorry returned to Kettering.

Animal Health appear to be blaming the Joline captain and the MCA for what happened. The RSPCA were refused access by AHVLA to do any inspections. Please write to your MP and ask him or her to ask Rt Hon David Heath, the secretary of state for DEFRA, personally to answer why this obviously unsuitable ship was allowed to sail in such weather conditions, and also why, the RSPCA is being denied access to inspect the animals.   KAALE understands that the box trailer was told to stop in a service area and rest for one hour before continuing its journey to Kettering.  Understandably, and quite rightly, the RSPCA are once again very frustrated and angry with the general ‘carry on’ fiasco witnessed on the 21st but are helpless in view of DEFRA and Animal Health’s insistence that it is ‘nothing to do with them’ and ‘they should mind their own business’.  We also understand that Animal Health are now issuing reports on Twitter.com/avhla which says the events were all the MCA’s fault as they told captain it was OK.  We wonder what the MCA thinks of this?

Following this incident Keith Taylor MEP for S.E. England and a member of the European Parliament’s Intergroup for Animal Welfare has written to the UK’s Animal Welfare minister, David Heath MP, to request an urgent meeting. Keith is urging the government to take this issue seriously so that the welfare of animals is properly protected during live transport. He is also calling for urgent action to be taken to address consistent violations of animal welfare legislation.  Keith said: “EU legislation is in place to ensure animals do not have to experience these awful conditions and it is unacceptable that we are frequently witnessing the law being violated by both the live exports industry and the government.

These poor animals are needlessly continuing to suffer.”   He’s also written to the new EU Commissioner with responsibility for animal welfare, Tonio Borg, calling on him to take action on the UK’s lack of enforcement of EU legislation.  Keith Taylor concluded: “As a Green MEP, I am opposed to live exports of animals from the UK and believe there should be an 8 hour maximum journey time across the EU. European regulations must also be strengthened to better protect animals. In the meantime I believe that EU member states must fully enforce current EU rules protecting animals in transit.”   Keith has written to the government’s Animal Health Agency urging them to accept the support of RSPCA inspectors in monitoring the welfare of the animals.

Fri 23rd Nov – The Joline had moored in Ramsgate to await more favourable weather conditions. Suddenly, during the early afternoon of 23rd she moved from that mooring and requested to occupy Berth 2. The Harbour Master denied this request as the statutory 24 hours notice had not been given. This behaviour is typical; the master does not appear to know the rules by which ports and harbours operate to facilitate smooth running and safety. Having been refused access to the berth, The Joline’s master then switched off his ship to shore radio and proceeded along to berth 2 and swung his vessel across all the berths, thereby effectively blocking them and denying any other vessels access.  He demanded use of berth 2.  Meanwhile, 3 livestock lorries loaded with sheep were seen heading for Ramsgate. These must be the same sheep from the aborted sailing 2 days previously. There were originally to have been 4 lorries for that shipment, but only 2 actually made it.  Back at Ramsgate 2 vessels which work for the Wind Farm (London Array) that operates out of Ramsgate, were trying to get into their berths in the port in order to carry on their legitimate business; but they were unable to do so.  (We hope they put in a formal complaint)  Eventually they were able, with difficulty, to squeeze around the Joline to get into their required berths.  The 3 livestock lorries sped into the port, joined by a 4th. When they all arrived at the docks they were refused entry. Had the sheep had been unloaded from the lorries since the aborted Wednesday fiasco?? The situation was finally resolved when Port owners, Thanet District`Council’s legal team, arrived at the docks and overrode the decision of the harbourmaster; thus allowing Joline the use of berth 2. The legal team, are obviously minded of the ruling by Judge Burton that until the Judicial review the operation of Joline and the livestock export for slaughter trade be allowed to continue. Allowing a legal trade to continue legitimately is one thing, but when that trader takes the law into his own hands and holds a port to ransom, is quite another. Tantamount almost to piracy.   DEFRA, who had obviously been tipped off about the shipment by their chums, Peter Z and Johannes Onderwater, gave the 4 livestock lorries a ‘cursory glance’ and declared them fit, as always. The Joline then left the port at 16. 20 hrs. The RSPCA had not been informed of this shipment and were not present, no doubt a ploy to prevent any hold up in the contrived inspections of the sheep by the so called ‘competent’ government authority.  Peter Z and the Animal Health operatives then exited the docks at Ramsgate by the back entrance.

Wed 12th Dec –Meridian & BBC South East TV were at the port together with protesters and police.  As this was the first sailing since the Joline’s aborted sailing of 21st Nov and her subsequent piratical seizing of the berth at Ramsgate on 23rd Nov one would have expected a larger shipment this time, so maybe their business is not as flourishing as they would wish. Joline berthed just before 0800 hrs. At 0850 hrs the lorries, all carrying sheep in 3 tiers, arrived – 3 Dutch and one English (Trevor Head). The RSPCA inspector in attendance noticed that on this transporter the roof over the top tier had been lowered, giving the sheep on this level scant headroom. When requested, Mr Head raised the roof to allow more headroom.  DEFRA to inspect all 4 transporters in this shipment as per new edict. One issue we disagree with Defra and AHVLA over is the carrying of horned and dehorned animals in the same lorry.  Defra says that as the sheep were “all from the same flock and ‘familiar’ with each other”; in their opinion, all was perfectly ok. KAALE is of the opinion that such a flock in a large field is all well and good as there is plenty of room for the flock’s hierarchy to work properly; but in the cramped and confined conditions of a livestock trailer, this hierarchical structure cannot work so well.

The day before the debate in Parliament about Ramsgate live animal exports, Defra Minister (and ex pig farmer) David Heath made the very antagonising statement about the RSPCA,  saying: “The RSPCA …. needs to make a choice over whether they are a fringe campaign group or a responsible organisation working with us in partnerships on animal welfare. They cannot do both.” Maybe because they do not agree with the government view (aka David Heath) on live animal exports, suddenly a well respected animal welfare charity becomes a fringe organisation. It is the government who are out on the fringe, totally out of tune with public opinion. Maybe they are getting worried about the situation; like introducing new inspection regulations at Ramsgate just the day before live exports are discussed in Parliament. KAALE

Barco de Vapor, Dutch-based owner of the ferry Joline, alleges Thanet district council, which runs the port of Ramsgate, is trying to damage legitimate businesses. The council denies any collusion with protesters.

Campaigners against live exports from the Port of Ramsgate have staged a demonstration outside Kent Police headquarters in Maidstone. The protesters handed in a letter addressed to the county’s new police and crime commissioner, Ann Barnes, urging her to look at the way the force handles the protests. They claim it has been heavy handed. Police said public safety was the main consideration when policing protests.

Other live export routes

Cattle from farms in England and Scotland have been transported via a Scottish port and Northern Ireland for export either to Ireland or to Spain. Although the numbers of sailings are relatively low, the government’s Animal Health and Veterinary Laboratories Agency (AHVLA), responsible for ensuring proper welfare arrangements, has revealed 9 consignments totalling more than 1,000 cattle, mostly unweaned calves,  were sent out of the UK in this way in the first half of 2012. It is understood that the route is still being used, since the trade is legal under EU law. The AHVLA inspectors check the animals at a centre near one of the ports but the agency has withheld information about which port or ports in Scotland are used, where ships dock in Northern Ireland, details of the final destinations or those involved in the trade. Doing so might jeopardise the health and safety of its staff, it says. But data released to Compassion in World Farming (CIWF) under freedom of information requests prompted the charity to warn of a “furtive return” to the trade by other ports. CIWF says in the 18 months between Jan 2011 and June 2012, over 80,000 sheep and nearly 12,000 cattle were exported from Britain. Young calves, which could be just 2 to 3 weeks old when exported, were poorly equipped to stand up to such trips. Philip Lymbery, chief executive of CIWF, said: “Calves are being taken from England up to Scotland, via ferry to Northern Ireland, on through Ireland and over to Spain via another, gruelling, ferry journey. The only way we were able to find this out was through FoI requests – we’ve had to drag information out of Defra and we think it’s something people will want to know. “I think many British people will be appalled that these young animals are being taken on these nonsensical journeys of almost 100 hours. For one journey totalling 94 hours in June, there is no evidence of any inspections having taken place. If this is the case, there are calves going on gruelling journeys, likely to take a terrible toll on them physically, without having their wellbeing monitored.” The charity said it had commissioned a YouGov online opinion poll of 2,059 adults which suggested just 6% of people thought animals should be exported live for food. 66% would prefer the animals to be slaughtered in the UK, a preference shared by the government. The poll also said 62% felt companies involved in the trade should bear greater costs instead of British taxpayers subsidising it by funding policing and inspections of animals by government staff. “We are in a ridiculous position in Britain, where we don’t agree with live exports but are forced to subsidise it with our taxes,” said Lymbery. “It’s shocking that calves from this country are being transported over several days across Europe. Profit is clearly taking precedence over the welfare of our farm animals.”  The Guardian 13th Dec

Eurogroup for Animals welcomes the outcome of the vote today in the European Parliament plenary on the own-initiative report of Janusz Wojciechowski MEP on the protection of animals during transport which sends a strong message to the Commission urging it to act quickly.

Despite the on-going implementation of Council Regulation (EC) No 1/2005, on the protection of animals during transport severe problems persist, due mainly to poor enforcement by Member States. This report goes a long way towards addressing the issues we see and calls on the Commission to act now:

  • to ensure an effective and uniform enforcement of existing EU legislation on animal transport across all Member States;
  • to present a full evaluation of all the economic, environmental and social costs and benefits incurred by the transport of animals, including a comparison between the transport of animals for slaughter and the transport of carcasses and food products;
  • to implement an extensive consumer information campaign on the subject of the European regulations on animal welfare, providing continuous information on the changes being required of European producers for the purposes of raising the profile of their work and improving the added value of their production;
  • to ensure that in all bilateral trade negotiations with third countries the EU’s animal welfare rules are included as the minimum standard required;
  • to introduce legislative proposals before 1 January 2014, aimed at creating an EU-wide common framework for data collection and control through real-time satellite navigation;
  • to undertake research into how new and existing technology can be applied in livestock vehicles to regulate, monitor and register temperature and humidity to protect the welfare of animals during transport;
  • to increase the number of unannounced Food and Veterinary Office (FVO) spot inspections focused on animal welfare and the transport of animals;
  • to ensure that veterinary controls on animals being transported take place at the end of their transport.

“The Report sends a clear message to the European Commission that Europe’s citizens see the problems associated with the transport of live animals as a major issue. Mr Wojciechowski has listened to these concerns and produced a Report, that is supported by the European Parliament and which is extremely positive for animal welfare. However, as Eurogroup we still believe that there are some areas where we would call on the Commission to go even further especially when it reconsiders limiting the transport time of animals. We believe that this time should be minimised as much as possible and that animals should be slaughtered as close to the place of origin as possible,” commented Michel Courat, policy officer – Farm Animals at Eurogroup for Animals.

“There has been much resistance by the Commission to come forward with new legislation but it must take its responsibilities seriously. It must also act today to ensure that all Member States play their part and enforce the current legislation to improve the welfare of millions of animals today and penalise effectively those who flout the laws,” he concluded.

RSPCA – We’ve vowed to take on legal fight for live export animals

We have vowed to fight on for the animals after a High Court judge has indicated he will consider a fresh judicial review application from us in the New Year, concerning the transport of live animals from Ramsgate port.
This comes after Thanet District Council lifted its temporary ban on live animal exports out of Ramsgate in November, despite huge opposition from the public and animal welfare organisations alike.
Inadequate facilities explained in court

We have told the court that the port of Ramsgate still has inadequate facilities to help animals in the event of an emergency as happened on the 12 September, or disruption to sailings due to very rough weather, as occurred on 21 November.

We further note that Animal Health and Veterinary Laboratories Agency are no longer carrying out thorough inspections of the animals at the port.

Having heard the legal arguments, Mr Justice Mailes indicated that he would consider a fresh judicial review application on this issue in the New Year.

Thanet District Council took the decision to close the port to live exports after a horrific incident in September when 47 sheep died.

A High Court judge, Mr Justice Burton, then said in October that the port should reopen pending a judicial review brought by the hauliers against the Council’s temporary ban. That case was effectively brought to an end at yesterday’s hearing.
Animal Fighting Fund

Today we are launching a ‘Fighting Fund’ to help pay for such legal cases to fight for animals in court.
RSPCA chief executive Gavin Grant said:

We will not step away from this – the battle to end live exports is far from over.

The lack of proper facilities at the port of Ramsgate and the failure to thoroughly inspect animals as they loaded aboard ship are both unacceptable. This cannot go on.

We are here for the animals and they deserve their case to be heard in court, to do that we need the public’s help. We have a highly professional and successful legal team but going to court is not cheap.

The RSPCA relies entirely on the public to fund our work and I am certain that they will dig deep and ensure the animals get their day in court.

We are urging our supporters to contact their local MP to persuade them to attend the House of Commons on Thursday where a debate will be held on live exports.

European Youth Olympic Festival» in Brasov 2013 – but no fair play for street dogs!

The Olympic Winter Festival of the European Youth takes place in Brasov in 2013.

The Olympic village and all venues lie close to this town in the South East of Romania. The communities participating are Predeal, Rosenau (Rasnov), Poiana Brasov and Brasov itself.

To expect the setting of a humane example and fair play is difficult owing to the fact that over 30,000 dogs have been killed in the area in the last few years, and even now hundreds of dogs are starving to death in the local and council-run pounds of Brasov Stupin and Rasnov.

The council funds end up in the pockets of dog catchers – first and foremost amongst those the known animal abuser Flavius Barbulescu (see photo above) and his unscrupulous vet  Filip Ailin.

The impounded dogs, at this moment some 400 animals, receive no veterinary attention whatsoever, and proper food only when it is fed and paid for by AW activists.

Mayor Scripcaru holds a very cynic view on the matter and is happy to let the animals starve. The mayor of Rasnov also has made himself a name as dog hater and by completely ignoring current animal welfare legislation.

The German ARD TV station has shown a documentary on Dec. 8th 2012 about the machinations of Romanian dog catchers titled “a dog’s life in (Ro) shelters)”

Bosnia and Herzegovina: Dog ‘Death Camp’ Exposed – Please Take Action – See Below for More Details.

Information coming out is confusing – some says that most of the dogs have neen killed; other messages say not.

It will not hurt to send messages to the authorities regardless using the sample letters below.

The town of this shelter is near to Sarajevo; and we are informed that since its exposure by locals, many of the dogs have been killed.  Possibly some of the adult dogs and the puppies have been rescued by locals; but this is unconfirmed.

Dear Sir,

I request that the Government of Bosnian and Herzegovina, the Istocni Stari Grad authorities and municipality mayor Bojo Gašanović in particular, investigate the matter of the Hreša dog shelter.

We have reliable reports and eyewitness accounts substantiated by photographs that that over 50 dogs are being kept in inhumane conditions, without adequate food or water or veterinary treatment, that numerous dogs are kept in tiny cages, that dead dogs are left amongst living dogs. Furthermore, there are reports that any non-purebred dog caught by the shelter is killed, and that purebred dogs are stolen from owners and only released to the owner if a ransom is paid.

It is understood that Slaviša Jovčić, the manager of the shelter and director of Glog, the company that built the shelter, was promised 130 000 KM from the municipalities for the shelter, but the full amount of the money was never paid by the municipality and therefore Slaviša Jovčić cannot ensure the care of the dogs.

We demand that a full investigation is undertaken, that the municipality ensures that the facility is immediately provided with funds to care for these dogs. Modern practices must be implemented, giving food and fresh water and the facility be must kept sanitary and properly staffed with veterinary professionals so the animals are cared for and, ultimately, caring homes need to be found for these dogs.

This situation has sparked a global outcry and we look to the Bosnian and Herzegovinan justice system and authorities to conform with EU standards regarding animal welfare, and to apply the law that was passed in Bosnia Herzegovina incorporating these EU standards.

Postoje pouzdani izvještaji očevidaca koji su potkrepljeni fotografijama da je više od 50 psa su držani u nehumanim uvetima, bez adekvatne hrane ili vode ili veterinarskog lečenja, da brojni psi se drže u malim kavezima, koji su mrtvi psi među živih pasa. Nadalje, postoje izvješća da bilo koji nečistokrvni pas je uhvaćen od strane sklonište je ubijen, a da rasni psi su ukradeni od vlasnika i otpušteni njim, samo ako se plati otkupnina

Ova situacija je izazvala globalnu negodovanje i očekujemo od i pravosuđe i vlasti skladanje sa standardima EU-a o dobrobiti životinja, te primenje zakona koji je bio donesen u BiH i uključuje ove standarde EU-a.

Demand Investigation into Horror Shelter in Hresa, Bosnia

UPDATE, NOVEMBER 3, 2012: Activists arrived today to find 40 dogs missing. Workers at the shelter said they had been killed and buried in a garbage dump. The activists managed to release and rescue a mother dog and her seven puppies and one other adult dog. They then had to leave the premises as they feared for their lives.

Reliable reports and eyewitness accounts substantiated by photographs show that over 50 dogs are being kept in inhumane conditions in the Hreša Dog Shelter, on the outskirts of Sarajevo.

They are completely without adequate food or water or veterinary treatment.

Numerous dogs are kept in tiny cages, one dog in a cage no larger than itself.

Dead dogs are left amongst living dogs. 

 

Witnesses say that any non-purebred dog caught by the shelter is killed, and that purebred dogs are stolen from owners and only released to the owner if a ransom is paid.

Winter is here, and with heavy snowfall and temperatures hitting -30 and no heating in the shelter, without immediate help many of these dogs will die.
