Sasha Pejčić is a rare kind of man who has been rescuing dogs in Nis, Serbia for years.

His animal shelter is absolutely breathtaking.   The dogs all follow Sasha around and it’s amazing to watch their interaction with each other. They all eat together peacefully, play, run and sleep together.

Most of the dogs have been taken off of the streets and nursed back to health (as well as spayed and neutered) and now live in a large pack in a disused riding school. At night they sleep in stables in groups of about 15.

However, Sasha is now facing a major crisis over how to feed these dogs.

The Austrian organization that was supporting him is no longer able to cope with all the financial needs and the dogs did not eat for two days recently. Sasha has now run out of food totally. His four workers who help with the feeding and cleaning have not been paid since the New Year and the rent hasn’t been paid for four months.

Well now (16/05) we have some brilliant news !

Thanks to the amazing Harmony Fund supporters across the planet, 400 dogs living at this cage-free oasis in Serbia are now safe.

Last month, they couldn’t eat for two days due to a financial crisis that gripped the shelter, but with your donations, we sent the first $10,500 this week and another $12,000 will go over to Serbia in June. After that, we’ll be helping on an ongoing basis with a couple thousand dollars a month for the long term to buy food, veterinary care, electricity and worker’s wages to make sure that the dogs here never go hungry again.

The shelter’s founder Sasha does not speak any English, so the news was given to him by translator. It’s heartwarming to see this stoic man who has become so accustomed to suffering try to hold back his emotion as he receives word that the dogs will not go without food ever again.

The infamous dog pound, ironically called “Our Home” in city Pozega in Serbia is catching dogs from 7 cities in Serbia. After a few weeks in the shelter dogs are being killed with t61 injection with no proper sedatives or preparation.
Dogs in this shelter are beaten and literally starved before they die. Most dogs can no longer walk and can barely lift their heads. Pups only couple of months old are curled up on the ground and do not react any more to the human voice.

Due to a sterilisation performed by incompetent veterinarians dogs die infection. Instead of surgical thread, rope is used to saw sterilisation wounds.

It is well known that the shelter supervisor and the veterinarian torture the dogs. There are currently 13 charges against the management of the pound, but they continue to catch and kill these poor animals.

– It is thought that around 70-90 dogs are killed every week!!!
– Local Authorities pay 100 euros for each dog to the pound!

This means the shelter earns around 400.000 euros per year.
– The pound charges volunteers 28 Euros per dog to get them out of the horror shelter

Explain that you are very concerned about the killing of dogs at this (Pozega) pound and that you wish all EU funding to be stopped that supports the abuses at this shelter.

At a meeting on 17th April in Belgrade we were unofficially informed via Milos Skalicki of the Serbian Ministry of Agriculture, Forestry and Water Management, that the Serbian authorities were going to call for ‘better implementation of animal welfare laws’.

If the pound at Pozega is not somewhere where the Ministry should be acting immediately, then we don’t know what is !

TRANSLATION

On 04/09/2013 you sent an e-mail to the Ministry of Agriculture, Forestry and Water Management in which you expressed the view that the Conference about the welfare of abandoned animals, organized by TAIEX and Veterinary management on 17.04.2013, should not be held because it is an attempt to make changes to the Animal Welfare Law, relating to the ban of killing animals.

We inform you that the Conference on this issue is of great importance and it is opportunity to meet Directors of Veterinary management from this region, representatives of the World Organization for Animal Health (OIE), representatives of the European Commission and the RSPCA – all to talk about the problem of abandoned animals. The aim of this Conference was to share experiences of countries in the region related to the problem of stray animals, control of their population, the role and responsibilities of government agencies and non-governmental organizations.

The allegations from some animal welfare organizations are incorrect – who are calling for protest rallies and petitions against the Serbian authorities, NGO organizations and speakers at this Conference – because, as stated above, this Conference hasn’t been organized as “attempt” to make changes in the existing Animal Welfare Law, but rather for better implementation of same.

Veterinary management has good cooperation with many well-meaning animal welfare associations and non-governmental organizations, of which some actively participate and provide help to us in achieving our mutual goal of animal welfare.

POZEGA – PUC “Nas Dom’ (Our House) in Pozega, few people can call asylum for dogs, but majority calls it concentration camp, reports “Na Dlanu”.

The asylum represents horrible image of brutality toward animals which is not rare in Serbia.

This concentration camp for dogs in PUC “Nas Dom” in Pozega, as activists call this place since the scandal of the brutal treatment toward dogs was discovered, has started working in march 2008.

It was founded by two cities – Uzice and Cacak and seven more municipalities who gravitate towards Pozega, and capacity is about 200 seats.

“Estimations are that from the beginning until today, more than 7,500 dogs were killed. Dogs were tortured, killed with blunt objects, corpses were buried just off the coast Djetinje. Now the corpses are sent to Cuprija and are burned there”, said Dusica and Dragana, activists who are desperately trying to save these unfortunate animals via Facebook.

Company “Napredak” from Cuprija has won the tender for destroying the waste from PUC “Nas Dom” in Pozega. The dogs that are contained in the pound are left to starve to death, and if they don’t die they are killed with injections without anesthesia  and in the first years with injections of liquid detergent.

“Among the numerous criminal charges against this pound is also criminal charge made by their former employee who testified about sadistic killing of dogs – a female dog with puppies – they killed all the puppies in front of her eyes, then at the end they killed her,” say activists who are trying to save these dogs.

At least 15 criminal charges have been filed against the pound and those responsible, but until today nobody has taken any action against them. The charges were filed to the Ministry of agriculture, The Veterinary against republic veterinary inspector, mrs. Micovic, for refusing to react on multiple charges made against the pound. “Otherwise, Mrs. Micovic and vet Bozovic are wedding best men,” reveal activists the connections between the responsible persons.

Conditions in the cages and boxes are dramatically bad. There is no water or food. Small dogs are not separated from big ones, so the slaughter of the animals is common. Also, dogs mate in cages. Pound does not meet the standard rules on keeping the dogs in asylum and pension of Republic of Serbia which was adopted in February 2012.

“Eywitnesses testify that employees are beating the dogs with sticks. The dogs that we manage to rescue are traumatized, they are afraid of the approach by humans and they have scars from beating,” continue their story activists.

As activists, who are trying to get public attention on this tragic situation, further state, it is not known how much money the pound receives from local governments of the seven cities it covers.

“It is known that Municipality Uzice pays RSD 11,000 (EUR 100) by the trapped dog. The municipality also pays sterilisation of the dogs. Nonetheless, the administration of the pound seeks from fosters or volunteers who take the dogs money for sterilisation. The administration does not want to agree that the dogs are sterilized in other veterinary clinics, and they send the confirmation about the sterilisation after,” activists said and added that these interventions are performed extremely unprofessional and that dogs’ lives are in danger of sepsis, as well as cuts are sewed by ordinary string.

Volunteer Svetlana Bozunovic- Lalic has wrote the following from the spot, calling the people who love dogs to join in the rescue:

“Saving dogs from death camp in Pozega can in short be described as pure demonstration of force and evil.

Irena, from the Assiciation “Kosutnjak” was scheduled to come to Pozega to take the dogs she reserved and paid for at the crack of the dawn. I was scheduled to come at 10 AM. The first news I received was that Irena got three dogs in their own choice, but not the ones she reserved week before and paid for. On the entrance to the pound they have set the table and few chairs, dogs for takeover were put in carriers, the table and chairs were turned to look at the grid to the street.

Everyone except the director Svetlana wore white coats, and few puppies were released. I entered and first thing that I was told was that there is suspicion of rabies and that we are not allowed to access the dogs, and that even the takeover is against the law and that they should do that! I took 12 dogs, but all the dogs I asked for, nobody had the anwer. They only told me that the skinny dog has died. At that moment Andrijana Kozic and few other girls arrived.

They, of course, did not let Andrijana inside. Instead of her, a girl named Ruza has taken 4 dogs. From that moment the complete madness began. Few of us who came for the dogs were standing like orphans at the gate of the pound and begged them to give us the dogs we already reserved and paid for. The fleecers picked up and fled to their offices  hid from us and called the police. Four local policemen came, greeted with fleecers and kept us for two hours outside.

We voluntarily gave them our identity cards. Talking to the policemen we found out that one of these men numerous times called the fleecers to pick up a pack of dogs that was attacking his chickens. We suggested him to feed the dogs and that we will help him with this. We also suggested to split the pack in several locations, so they wouldn’t be strongly clustered and aggressive  we offered help in food. I personally asked the policemen to provide me with the paper – document where it says that there has been official warning on the occurrence of rabies, because I did not get one in the pound. He told me it was not his job. In all that time, fleecers left one by one.

The first one to leave was senior Bozic. By his own words – he is an awkward combination of Erc and something else, a self-proclaimed God. Then left Svetlana, and then all others except for one guard. Mr. Rade Radunovic has called republic inspector with appeal to come and previously call the pound and tell them to give us the dogs we asked for.

Of course, criminals knew when to leave the object – every arrival of an inspector after they leave is completely meaningless. After about 3 hours of standing with the hope that we could at least get one more life out of there, we had to go. It was 30 degrees, dogs were in the carriers in the van…”

The Association for the Care of Animals “BETA” from Zajecar, has filed criminal complaint against the officials in PUC “Nas Dom” from Pozega, where, in a period of a year, were killed about 438 dogs, sterilisation without anesthesia and adequate surgical materials was performed, and often the “residents” of this pound were hungry for several days, according to website Zivotinje.rs.

InSerbia News tried to contact the officials in the PUC “Nas Dom” in Pozega, so we could hear their side of the story, however, nobody answered the calls.

Now we wait and hope for a formal written response from the Serbian government on this issue to explain to us fully what will happen as a result of the meeting of 17/04..

How the Shelter Was Born

Over the years, Sasha has witnessed so much suffering amongst the Serbian dogs and it has affected him deeply. Ever since he can remember, he always felt sorry for little puppies and would always try and feed them whenever he saw them. It was in 2008 that he really started to notice that many of dogs he was trying to help were disappearing – what he realized was that the Nis pound was killing more and more dogs daily as a way of ‘managing’ the population.

Sasha would often notice that his friends, the street dogs he fed on regular basis, would suddenly go missing. They were being caught by the dog catchers and murdered (the methods used to ‘euthanize’ dogs are unspeakable).

One day, Sasha found four puppies near a very busy street and he moved them somewhere safer as he was so scared they would be killed and he began feeding them in that safer place. A few days later, he found another eight puppies on the way to feeding the first four. He bought them a couple of dog houses for shelter and came back every day to feed and water them. People noticed this and started to drop off more and more puppies. In no time, there were 70 of them. Sasha managed to finance all of this on his own as he was working full time. If he was ever short due to an illness of the pups or something similar, he’d turn to friends and family for help and they’d lend him the needed money for the treatment.

Sasha managed to find a disused riding school that he could rent and the owner agreed he could keep dogs there. A homeless man, Zoran, noticed him feeding the puppies and started to help. Since Sasha was working, he offered Zoran a part time job so that he could look after the weaker puppies while Sasha was at work.  Together, they started to help the really sick and injured dogs. Sasha would nurse them back to health and bring them to the ‘shelter’ Zoran and he had started building. When he first rented the disused riding school, it was overgrown and the roof of the stable was in a bad way. With the help of friends, family and a lot of hard work, Sasha and Zoran transformed it into the shelter that it is today.

Years later, Sasha is now responsible for more than 400 dogs who he has rescued. Several of them came in via a former humane organization who rescued dogs from the pound as they were being spayed but not stitched up properly after surgery before being put back on the street, which led to a terrible end for so many dogs. Some of the dogs have been left outside the gates, but Sasha is not actively rescuing more dogs now as he has reached full capacity. Sasha cannot manage on his own and he has some workers who come and help him (Zoran is one of them still).

As there are 400 dogs to be fed, the food bill is now very high. To start off with, Sasha could buy the food but as the numbers grew, he depended on donations from local abattoir and bakeries. This was a great solution for a while, but eventually they couldn’t keep up with the amount of food that Sasha needed for his ever-expanding pack.

To feed the dogs every day, Sasha needs between 100 and 120 kg worth of kibble. The cheapest kibble available in Serbia (dog food is a novelty, most people feed their dog stale bred dunked in their own leftovers) it is about Euro 16.4 ($21 US dollars) for a 20kg bag. The shelter mixes meat, dry food and donated bakery goods at a total of Euro 3,600 a month. A couple of years ago, he managed to find an organization in Austria who started to help him, but sadly this year they have not been able to cover all the costs and for the first time since Sasha has rescued his dogs, they have no food.

Here’s What’s Being Done to Help Feed the Dogs

While volunteers try to begin networking on Facebook to build a base of supporters to help with regular contributions, the Harmony Fund is offering to help raise immediate funds to feed the dogs as well as to pay the rent, the veterinary costs and the workers’ wages.

Dear all; we have had a great week with the petition for stray animals prior to the meeting on 17th April.

At the time of writing we have collected over 2,480 signatures from around the world in less than one week, which is brilliant !

Although we are hearing of some more positive news from sources regarding the meeting on 17th, we need to keep the pressure up right until the day.

It would be great if we could achieve 3,000 signatures by the day of the meeting – Wednesday 17th.

Can you help us do this ?

New Petition For Serbian Stray Animals – Please Sign Now and Do Not Let the Government Return From ‘No Kill’ To A ‘Kill’ Policy By Law.

Hi all;

Very Important:

on 17th April 2013 in Belgrade the Serbian government may try to change existing legislation on the protection (No Kill) of stray animals.  They may try to return to legislation which DOES allow the killing of stray animals. 

We need to try and stop this happening.

Please give your support to the above petition which is asking the Serbian government to better enforce existing animal welfare legislation, rather than revert back to a policy of stray killing as they have always done – and not in agreement with existing Serbian legislation.

We also call for a public education programme to inform irresponsible pet owners that they should have their animals sterilised, microchipped and vaccinated.

Sterilised owned animals DO NOT mate with stray animals and produce yet more strays !

Stray animal killing is big business in Serbia, despite good existing national legislation to give No Kill protection to stray animals.  Unfortunately, big business and money makes it a profitable task for many, despite a No Kill law, verified by the Serbian Constitutional Court in 2005.

The Constitutional Court of Serbia says that the killing of stray dogs and cats in Serbia is forbidden from 02/10/2005.

Prior to the Veterinary Law of 02/10/2005, there was an old law dating from 1991 for the health protection of animals. 

In agreement with the old law of 1991, the authorities produced their own other ‘underlaw’ (extra law) regulation – named ‘Pravilnik 29/94’, which was intorduced to allow the killing of animals after they were held in pounds for 3 to 7 days.

From 02/10/2005, the new Veterinary Law Article 168 effectively destroyed everything that was written in Pravilnik 29/94, because the 2005 law demanded the care of animals.
