EU membership state policy is supposed to be one of an open policy, providing information, and the rest for citizens to see.  What about Serbia ?

Dear all,

The photographs shown in this post, and many others, have been provided to us this week.  They were taken at the OVCA pound, Belgrade during the past few weeks.

Please take time to read the PR issued by the RSPCA in April 2009 after their meeting with President Tadic (of Serbia), and being given assurances (by the President and Ministers) of better animal welfare procedures within the country.  A copy is given by accessing the following link, or a copy is given directly at the end of this current post.

Well the news from Serbia at the moment is very limited with regard the new animal welfare legislation and how it is affecting animals.  SAV wrote to the RSPCA, Uk, on 22nd June (06) 09 asking if information can be provided by them in relation to what exactly the new Serbian animal welfare legislation means for stray and roaming animals now residing in city pounds.

As of today, 18/07/09, mid July, we have been provided with NO written response from the RSPCA in relation to what the Serbian government are actually doing to support their words detailed in the Press Release of 23rd April 2009.

No accurate and informative information is being provided to welfare organisations in relation to what is happening in Serbia today.

18/07/09 – SAV have written once again to the RSPCA International’s Senior Programme Manager for Europe, asking for an accurate and informative information as to what exactly is happening in relation to the new Serbian animal welfare legislation (of June 09) and the treatment of stray and pound animals within Serbia.

Via our internal Serbian campaigners, copies of this post will also be sent directly to the Serbian Government and Ministries responsible for animal welfare issues. 

We have asked the RSPCA International to kindly provide a response to us before the end of July (07) 2009, as most of you, our global supporters and campaigners, wish to know if the words of the Serbian government in the PR of 23/04/09 are actually materialising into action, or if they are words which in reality, aspire to nothing, no change for the animals in city / government pounds.

We require answers to the photographs shown in the above link and we are determined to get them.  It is now down to all parties involved with the PR of 23rd April (See below) to provide gloabal campaigners with an update on what is happening for animals within Serbia. 

No information breeds misinformation and it breeds anger.

Time for the parties involved at the original meeting of 23rd April to inform the waiting world what progress IS actually happening.  Without accurate information to substantiate the declarations made in the formal Press Release of 23rd April, we can only assume that the new pictures of 14th July 09 from OVCA Belgrade actually show the ‘progress’ which has been made for Serbian animals;

That could mean nothing different now from that of the past.

We will provide updates on this important issue as soon as we are provided with information from anyone.

As stated, we simply require regular information from parties involved, which includes the Serbian government, to inform us what is happening.  If they do not provide this information, then we can only go with the info and photographs we ARE provided with. 

Responsibility now lies with all these parties to continue from where they started – the Press Release !

RSPCA Press Release:

President of Serbia meets with RSPCA ahead of firstanimal welfare law 

Thursday, 23, Apr 2009 12:00 

Serbia has today signalled its intent to improve animal welfare following a meeting between the country’s president and the RSPCA, ahead of the introduction of new legislation to better protect animals next month .  

RSPCA International’s Senior Programme Manager for Europe, Alexandra Hammond-Seaman met President Tadic after Serbia joined a long line of countries worldwide signing a petition calling for a Universal Declaration of Animal Welfare.  

Alexandra said: “It was a great honour to meet President Tadic and discuss such a vitally important issue. The Minister for Agriculture, Saša Dragin signed the petition and confirmed that Serbia will be adopting its first animal welfare framework law in May.”  

Serbia is a potential country to join the European Union, and this move will allow the country to harmonise with current EU legislation on animal welfare.  

The animal welfare framework law covers all species, and includes research animals, the protection of farm animals, transport and slaughter and the protection of wildlife in captivity, as well as forbidding wild animals in circuses.  

After the adoption of this law Serbia will adopt the full EU legal framework on animal welfare into national legislation, as one of the prerequisites in the process towards the EU integration.  

Alexandra added “RSPCA International has been actively engaged with Serbia for over five years now, by providing assistance and training with issues such as dog population control and stray dog management. We also work very closely with Serbian government agencies and the veterinary profession on improving farm animal welfare in the Country. We look forward to continuing to play a central role in helping to enforce the law.”  

RSPCA International attended the meeting with another non-governmental organisation, the Organisation for Respect and Care for Animals (ORCA) which has in the past worked in Serbia to promote responsible pet ownership.

Campaigners in Serbia have written very recently to ask the government about the new animal welfare legislation and its implementation, complete with a request for public information.

Did government inspectors demand to the 135 communities that they make a programme for the numbers control of stray cats and dogs ? – in agreement with Article 54 of the law for animal welfare ?

If the municipalities have not made this plan, then as we understand, and in agreement with Article 83, the inspectors can directly punish those responsible for not making the plan, with a fine of 10,000 to 50,000 dinar.

This information will be provided to the EU Parliament immediately.

As stated above, we have asked questions; now we require formal WRITTEN answers from the Serbian government. 

Verbal assurances and promises from the government are not adequate. 

Only written responses will suffice.

Predmet : Zahtev ovlašćenom licu  Ministarstva poljoprivrede-Sektora  veterinarske inspekcije u skladu sa Zakonom o slobodnom pristupu informacijama od javnog značaja  da  , u zakonskom roku do 15 dana  , na adresu u potpisu, dostavi tražiocima  sledeće informacije i  kopije dokumentacije:

1.  Da li  je organ jedinice lokalne samouprave   Subotica  i  svih 135  lokanih samouprava Republike Srbije  i grada Beograda  izradio,  i da li sprovodi ,  u skladu sa Zakonom o dobrobiti i Zakonom o veterinarstvu :  

 Program kontrole i smanjena brojnosti populacije pasa/mačaka – bez  ubijanja , zbrinjavanjem ovih životinja ( s obzirom da metodu kontrole brojnosti : ubijanjem  i/ili  napuštanjem tj. izbacivanjem na ulice  , važeći zakoni  Rep.Srbije krivično-prekršajno sankcionišu )   .

2.  Dostavite  fotokopiju Programa kontrole i smanjena brojnosti populacije pasa/mačaka  organa jedinice lokalne samouprave  Subotica,  i svih 135 lokalnih samouprava i Grada Beograda koji je  izradjen i koji  se sprovodi  ,  primenjuje  u skladu sa važećim Zakonom o dobrobiti životinja i  svim  ostalim  zakonima Rep.Srbije , koji po Ustavu RS moraju  biti u  medjusobnoj harmoniji   – a  nadzor   čijeg  dono[enja ,postojanja  i primenjivanja je u nadležnosti  područno-nadležne Rep.veterinarske inspekcije , čiji rad  je  pak pod nadzorom i koordinacijom  Sektora veterinarske inspekcije Ministarstva poljoprivrede Republike Srbije , Beograd Omladinskih brigada 1.        

3.  Ukoliko organ jedinice lokalne samouprave, Subotica i svih 135 lokalnih samouprava i Grada Beograda  ne poseduje  i samim tim ne  primenjuje Program kontrole  brojnosti i smanjenja populacije  kućnih ljubimaca –bez ubijanja  tj  zbrinjavanjem   tj.ukoliko  odgovorno lice  organa jedinice lokalne  samouprave  Subotica i svih 135  lokalnih samouprava Rep Srbije i Grada Beograda ne postupa po Zakonu o dobrobiti životinja koji nalaže izradu ovog Programa , a važeći je od 10.6.2009.  , da li je   nadležna Rep veterinarska inspekcija naložila  lokalnoj samoupravi Subotica  i  svim  odgovornim licima u 135 lokalnih samouprava i Gradu Beogradu   : postupanje po  clanu 54,  članu 66. stav 2   i 67. Zakona o dobrobiti životinja – s obzirom da se  rok od 3 godine  ne odnosi na  ove članove Zakona o dobrobiti životinja  nego se daje samo  i isključivo za uskladjivanje rada   prihvatilišta s  odredbama ovog zakona – kao što nalaže  Zakon o dobrobiti životinja    članom 87.  , i taj  se rok ne odnosi  ni na jedan drugi postupak naložen ovim Zakonom .

4. Dostavite Rešenje kojim je  Rep.veterinarska inspekcija  naložila  lokalnoj samoupravi Subotica  i svim  lokalnim samoupravama u Srbiji  – 135 plus Grad Beograd -postupanje po članu 54. ,  članu 66. i  članu 67.   Zakona o dobrobiti životinja , po kojima  organ jedinice lokalne samouprave dužan postupati od 10.6.2009. ,  ili  u protivnom  , kao što kaznenin odredbama  nalaže  Zakon o dobrobiti životinja ,odgovorno lice ovog organa – odgovorno za ovu oblast , pa i za donošenje i primenjivanje zakonitog Programa kontrole  i smanjenja populacije napuštenih pasa i mačaka , podleže kaznenim odredbama   definisanim članom  83. Zakona o dobrobiti životinja(  ili pak ,nepostupanjem po službenoj dužnosti   i ne nalaganjem  izrade i primenjivanja  zakonitog  ili tolerisanjem nezakonitog Programa  kontrole  i smanjenja brojnosti populacije pasa i mačaka   -područno nadležni Rep veter.inspektor podleže  disciplinskom postupku  i krivičnom gonjenju zbog  nepostupanja po službenoj dužnosti  usled nepreduzimanja mera- ukoliko  mere ne  preduzima , u ovom , kao i u svim drugim slučajevima ).

5. Ukoliko je organ jedinice lokalne samouprave Subotica  i svih 135  jedinica lokalne samouprave i Grada Beograda  izradio Program kontrole i smanjenja  brojnosti populacije pasa/mačaka –  bez ubijanja i bez izbacivanja na ulicu – jer su isti  u suprotnosti sa  važećim zakonima Rep Srbije  – dostavite  informaciju : kojom drugom  metodom,    smanjuje  brojnost populacije ovih životinja(  s obzirom  na činjenicu da  su  stalni  glavni izvor novih jedinki :  nesterilisani  vlasnički psi/mačke .)

Napomena radi pojašnjenja ovlašćenom licu za postupanje po Zakonu o slobodnom pristupu informacijama od javnog značaja  : 

Prelazne i završne odredbe definisane  stavom 2 člana 87.  odnose se  samo na  uskladjivanje rada prihvatilišta  sa Zakonom o dobrobiti životinja, jer  postojanje prihvatilišta  i zbrinjavanje je  naloženo  još  2 11.2005. , članom 46. Zakona o vet.– tj.  :  članom 87. Zakona o dobrobiti životinja  zakonodavac  daje   rok do 3  godine  za  uskladjivanje rada samog  prihvatilišta sa  ovim Zakonom  i budućim podzakonskim aktima ,   – što ne odlaže  obaveze postupanja  svih subjekata  po svim ostalim  nalozima Zakona o dobrobiti životinja  i  svih ostalih zakona Rep.Srbije  koji se tiču životinja ( Zakon o veterinarstvu- od 2.11.2005.  , Krivični zakon  RS  od 1.1.2006.)  , –  stoga :

nema zakonske osnove za  odlaganje obaveze  postupanja  lokalne samouprave po članu 54. i 66.  stav 2 ,  i 67 . ovog  Zakona, kao ni za odlaganje  postupanja po nalogu  člana 46.  i 138. Zakona o veterinarstvu  važećeg  od 2. 11.2005.  godine.

Zakon ne dozvoljava odlaganje , jer  svako odlaganje povećava  neopravdane  troškove iz lokalnih budžeta i budžeta grada Beograda  i dovodi do ponavljanja  dugogodišnjih promašenih investicija i rasipanja javnog  novca u ovoj oblasti, kako na finansiranje nezakonitog rada  šinterskih  timova(  hvatači pasa -radnici  javnih komunalnih preduzeća  plus veterinari koji vrše masovna ubijanja  plaćena javnim novcem ,pod  licemernim  i netačnim nazivom “eutanazija” i   “trijaža”)  koji ne mogu staviti pod nadyor piramidu reprodukcije pasa i mačaka , tako i na  održavanje opasnosti od povredjivanja gradjana ujedima i  isplate  milionskih svota odštetnih zahteva ujedenih gradjana – opet iz  javne kase – što nije motivisalo  na yakonito ponašanje, Budući da je sada preciyirano da  je odgovrnost lična – odredjenog  lica  u organu jedinice lokalne samouprave i Grada Beograda i  odredjenog  rep vet inspektora-  to očekujemo pomak s mrtve tačke , zakonito  eliminisanje problema ili  zakonito sankcionisanje odgovornih zbog  njihovog eventualnog nepostupanja.

It is not necessary to be a biologist or a ranger in order to spot that
there are no wild animals in most parts of Serbia. It is sufficient to be a
humane person and have a walk in a forest or a plane and notice that there
is no life, except plants’. There are even no unprotected birds, let alone
the protected ones. You may spot a hare here and there what concerns
bigger animals, but in thirty visits to nature you’ll see only one
ran-over fox with its dead offspring.
In spite of these facts, the officials do not undertake a measure, which
is adopted in many countries – ban hunt. May be hunting is not an
exclusive cause of the deserted nature, but it is certainly the main one.

Not only because of the numerous guns in merciless hands, but also for the
disturbance, which hunt causes in an area for a long time, and also
because of the hurting of people, which often occurs. Instead of the
«traditional» chases, followed by folk’s festivities, the last could be
organised with shooting artificial targets and lectures of celebrities,
who promote animal rights.

It is also known that artificial raising of «game» causes misbalance in
nature, because the so raised individuals do not comply with the rules,
characteristic to their species. For instance, the ducks from incubators
do not hatch their eggs, in that way reducing the total number of «fowl».
Here we do not ponder over guesses whether there is criminal in hunting
in general, «mafia», abuses etc. We are concerned with the well-being of the
natural world in our country. Therefore we demand

1. Ban on all kinds of hunting, including chases, for at least three
years, in all seasons.
2. Permanent ban on hunting migrating birds in all seasons.
3. Strict control of every kind of fishing.
4. Escalating all penalties for breach of the aforementioned and all
existing limitations, permanent disarming inclusive.
5. Permanent ban on breeding “fowl”.

At the end of the second year it will be possible to allow hunting boars
(exclusively), if they become very numerous in some areas. Such a permit
will be issued by the Ministry of agriculture, water management, and
forestry.

The aforementioned measures will be carried out on the whole of the
Serbian territory. Adequate non-governmental organisations should be
included in the control of their implementation. They should also help
hunters to take care of their dogs, if they don’t want to keep them. The
NGOs should aid the organisations, that live of hunting, to organise
tourist or ecological activities, the so called “safari-tourism”,
excursions with cameras etc. There are many more persons with cameras than
those with guns.

Nije potrebno biti prirodnjak ili šumar da bi se uočilo kako u većem delu
Srbije nema divljih životinja. Dovoljno je biti humana osoba i prošetati
šumom ili livadom, pa primetiti da nedostaje život, sem biljnog. Nema ni
ptica, koje nisu zaštićene – zeba, slavuja, ševa, senica, detlića,
prepelica, mišara – a kamoli zaštićenih. Od krupnijih životinja ćete možda
primetiti ponekog zeca, ali u trideset poseta prirodi videćete samo jednu
zgaženu lisicu na putu sa nastradalim mladunčetom.

I pored toga, nadležni ne pribegavaju meri kakva je doneta u mnogim
zemljama – zabrani lova. Možda nije lov isključivi krivac za pustu
prirodu, ali je sigurno glavni. Ne samo zbog brojnih ubojitih pušaka u
nemilosrdnim rukama, već i usled uznemiravanja, koje lov prouzrokuje na
duže vreme u određenom predelu, a brojna su i ranjavanja ljudi. Umesto
“tradicionalnih” hajki s narodnim veseljem, mogu se organizovati narodna
veselja sa gađanjem glinenih golubova i posetama istaknutih ličnosti, koje
zastupaju zaštitu životinja.

Poznato je i da uzgoj “divljači” dovodi do neravnoteže u prirodi, jer se
uzgojene jedinke ne ponašaju u skladu sa zakonitostima, svojstvenim
njihovoj vrsti. Patke iz inkubatora, na primer, ne izlegu nasađena jaja,
pa se tako smanjuje i broj divljih jedinki.
Ovde se nećemo upuštati u nagađanja da li i u ovoj oblasti postoji
kriminal, “mafija”, zloupotrebe itd. Nas zanima dobrobit živog sveta u
našoj zemlji, stoga zahtevamo

1. Zabranu svake vrste lova, uključujući hajke, na najmanje tri godine, u
svim sezonama.
2. Trajnu zabranu lova na ptice-selice u svim sezonama.
3. Trajnu zabranu uzgajanja pernate “divljači”.
4. Strogu kontrolu svake vrste ribolova.
5. Znatno pooštravanje kazni za kršenje ovih (i dosadašnjih) ograničenja,
uključujući i trajno oduzimanje oružja.

Na kraju druge godine moratorijuma moći će da se dozvoli lov na divlje
svinje (isključivo), ukoliko se pokaže da su se one prenamnožile u nekim
oblastima.

Ove mere će se sprovoditi na području cele Republike Srbije. U nadzor nad
njihovim ostvarivanjem treba uključiti odgovarajuća nevladina tela, koja će
takodje pomagati lovcima da zbrinu svoje pse, ukoliko ih ne žele zadržati, kao i organizacijama što žive od lova da se bave turističkim i
ekološkim delatnostima, tzv. safari-turizmom, izletima s kamerom i
fotoaparatom i sl. Daleko više osoba poseduje fotoaparat, nego pušku.

Serbia: Appeal To Help ‘Ruben’ – Advice, Veterinary Product, Donations, etc

We are putting out this appeal to help Jelena in Serbia.

One of her shelter dogs named ‘Ruben’ has a hyperactive adrenal gland.  This is causing him skin problems as can be seen in the photographs.

We are currently seeking veterinary advice relating to this, but we currently think that this problem is also known as ‘Cushings Disease / Syndrome’.

Cushing’s disease

Another name for hyperadrenocorticism – the term given to an endocrine condition characterised by an excessive amount of cortisol being released into the body. Harvey William Cushing (1869-1939) was a pioneering neurosurgeon and gave his name to this disease. The group of clinical signs resulting from the disease is known as Cushing’s syndrome.

We are asking for people anywhere who can help jelena with this to please contact her at  palanski@eunet.rs

Maybe you know of, or can contact a veterinary product producer and ask them if they would be prepared to donate free treatment to Ruben, especially as he is a rescued dog now living in a Serbian shelter.

NOTE – From the info we have, any veterinary product given to Ruben would be life long – it is not a case of a dosage for just a few months.  Please be aware of this when asking / contacting suppliers.

A BRIEF DESCRIPTION

Dogs with Cushing’s syndrome produce excessive amounts of cortisol. This can have harmful effects on other organs and on the ability of the body to regulate itself.

AN IMPORTANT HORMONE

Cushing’s occurs in dogs who are producing excessive amounts of cortisol, an important hormone that helps to regulate the body’s metabolism.

Cortisol plays a vital role in protein, carbohydrate and fat metabolism and is released into the bloodstream at times of stress to prepare the body for a flight or fight response.

Cortisol is produced by the adrenal glands – two small glands located in the abdomen, next to each kidney. A hormone called ACTH controls the production and release of cortisol from the adrenal glands. ACTH itself is produced by the pituitary gland, a pea-sized gland located at the base of the brain.

The concentration of cortisol in the blood of healthy animals varies greatly as the body’s demand for cortisol fluctuates. For example, during a period of anxiety or illness, it is normal for the adrenal glands to increase their production of cortisol. Once this period of stress has passed, the cortisol concentration in the blood returns back to normal.

CORTISOL OVERPRODUCTION

In dogs with Cushing’s syndrome, there is a chronic overproduction of cortisol over weeks and months. Although the concentration of cortisol in the blood of a dog with Cushing’s also fluctuates greatly, it tends to be, on average, much higher than in healthy dogs. The excessive amount of cortisol released into the bloodstream has a harmful effect on the function of many organs and the body’s metabolism.

Cushing’s syndrome cannot be cured but it can be successfully managed and controlled through medication. Vetoryl® is the only licensed treatment for Cushing’s in the UK. It contains trilostane which is a chemical substance that blocks the production of cortisol.

In some countries, a product known as ‘LYSODREN’ is also a solution to the problem.  Nothing is available in Serbia.

Cushing’s syndrome is not curable but with Vetoryl® it can be very effectively controlled; maintaining a good quality of life for your dog for years to come. Vetoryl®, which is the only licensed treatment for use in dogs, contains the active ingredient trilostane, a drug that rapidly reduces the production of cortisol by the adrenal glands.

Please contact as many suppliers as you can – Ruben can be greatly helped with his illness.

As the solution is small and can be packaged and sent to Serbia cheaply, this would be one small act that would make a massive difference for one little dog.

Please look at the photographs and do what you can to get the treatment for Ruben.

Dear all;

This is another appeal, initially simply a request to ask you to give your support to a petition to save the river Rzav, which may be damned and thereafter used for what ? – mineral extraction ?, a source of water supply to towns and cities ?

Whatever, the flora and fauna of the delicate region is under immense threat by money grabbing politicians and industrialists, who, as long as they gain financially out of the project, do not care what damage they do to the environment.

They need to be informed about public opinion; please give a minute of your time to signing the petion to save the river Rzav.  The more global support there is, especially from within the EU, the more pressure that can be put on Serbian ministers.  Serbia wishes to join the EU, we wish the Serbian government to show respect to animals, nature and the environment.

Building of the dam on the river Rzav will sentence the river to a death!

It took a million of years for the nature to build up the river Rzav in the form and look we have and enjoy today. And a man strives to destroy it pretty soon.

Please, sign up the Petition to revoke the death sentence to the river Rzav – the last river in Serbia unpolluted along its entire course.

At the end of 2008 on the Facebook website it was founded a Group GOD SAVE RZAV with the fundamental goal – to protect and save the Rzav river in its original form and genuine look. The river Rzav is the only river in Serbia that is absolutely unpolluted along its entire course.

As one of the shiniest pearls of the string of Serbian nature beauties, the river Rzav has been recently looked at by the eye of industry of the entire region and the country as a whole. No wonder to that at all regarding the fact that the river Rzav possess nature resource that many futurologists long ago found as the hugest wealth of the future – clean and clear water.

The river Rzav is now to be offered to alter of the God of money and is convicted to make its sacrifice! Several concrete-made “knives” (dams) are planned to be plunged into its beautiful, tender body. If that happens, the river Rzav, in its form and look well known to us, will disappear forever entering the empire of our memories only.

The new, huge water surfaces will destroy stream-rapids, cliffy Canyons, livid-green whirlpools and healing spas of the river Rzav. The climate will automatically change itself and instead of Sun we will get fog. Also, its influence on agriculture, the fundament of this region, could be only guessed, then.

Our goal is to bring together as many people as possible into this non-profitable Group turning, that way, a quantity into a quality in just a moment. Along with your help we will organize and run various actions including:

Next year, I plan to take a walk along the entire course of the river Rzav (from its spring to its chops) and that way to make maybe the last film about the last unpolluted river in Serbia.

Reka Rzav. Jedina preostala nezagadjena reka u Srbiji celim tokom.

Na Rzav, jedan od najsjajnijih bisera u niski srpskih prirodnih lepota, oko je bacila industrija celog regiona, a i sire. A to i ne cudi s obzirom da Rzav poseduje bogatsvo koje su mnogi futorolozi jos davno proglasili najvecim blagom buducnosti; cistu vodu.

Na oltar Boga Novca, prinece se zrtva zvana Rzav, tako sto ce se u njegovo prelepo i ranjivo telo zabiti nekolio betonskih nozeva (brana). Time ce Rzav, kakvog ga sad poznajemo, zauvek otici u carstvo secanja. Nove ogromne vodene povrsine unistice leprsave brzake, vrletne kanjone, modrozelene virove, lekovite banje… Klima ce se promeniti i umesto Sunca dobicemo maglu, a o uticaju na okosnicu privrede ovog kraja, poljoprivredu, moze se samo nagadjati.

Cilj Peticije je prikupljanje sto vise potpisa koje cemo podneti Republickoj Skupstitni, nadleznim ministarstvima i medijima cime dajemo konkretan doprinos afirmaciji ideje spasavanja Svete reke Rzav.

Serbia: Mass Rescue (18/06) of Dogs Due to be Killed at City Pound

Jelena and the team rescued many dogs from the city pound yesterday (18/06).

All of these dogs were due to have been killed, but via collaboration with one of the vets at the pound who is more cooperative with Jelenas work, the dogs were allowed to be taken; but only 2 dogs for every one person in the team who wanted to help.

Today (19/06) it is hoped that a return journey will be made and many more dogs rescued from the pound.  Jelena does not have any spare space at her shelter as she is full to capacity, and to begin with, the rescued dogs had to be chained up outside of the shelter.  Now they have all been moved into the shelter and put onto additional land.

In addition to all these new dogs, someone left two boxes at the shelter, which when opened, contained six puppies.

Serbia: Abandoned Dog Loyally Waiting For a Year in Same Location for His Owner to Return to Him.

A dog which has been abandoned by its owner in Belgrade has been waiting loyally for him/her to return to collect him for a year now.   Such is the devotion, trust and love of an animal for its owner – what a pity that some humans cannot be as loyal to their animals in return.  – SAV

Please leave some comment on the article about a dog that has been abandoned in Belgrade and has been waiting in that spot for a year now, for his owner to come back. Ask the newspapers to start an action to find the owner, to see if he would take him back although he doesnt deserve this faithful dog.

 The dog is getting weaker, spending days in the sun and rain, still hoping so much!
