Macedonia: Public Company “Komunalna Higiena” – Skopje, Who have Attempted to Cover Up Pound Killings for Years, Are Now Informed by the Commission That They Have to Provide Data on Dogs Taken to and Killed at Vardariste Pound, Skopje.

Dear Sir/ Madam,  

We would like once again ask for your help, because the situation with the stray dogs in Skopje and Macedonia is not improving in any way. In this letter we would like to point out all the irregularities, as well as the documents we possess and which refer to and give evidence of what is happening here, and which we believe will give you the full image of the terror.  

We would like to ask if you could help us by acting in response to this situation on your behalf once again, since in spite of all our reactions as an Association for protection of animals to all the competent authorities, and in spite the fact that we constantly point out all the irregularities through the media, still the situations is worsening, and not only that the killing of the dogs does not stop, but it continues to intensify.   

We sincerely hope that if our reactions toward the authorities are supported by You directly, the pressure will be more significant and the chances to stop the killings greater, so we may be able to change this horrid reality.

The holding facility besides being closed for the public, that is, visiting is not allowed accept for 6 hours a week, taking of photos and videos is also prohibited and the conditions are worst then catastrophic (one of the latest things that we managed to film was a dead dog in a cage which they didn’t notice for an entire day – obviously they don’t even check the cages, meaning, they don’t feed or give water to the dogs regularly), and dogs that are completely not aggressive are noted as being aggressive and set to be killed – without it being confirmed by a veterinarian! 
 

In the meantime the dogs are constantly being caught; there are 8 teams of dog catchers, whose members are extremely uneducated, inefficient and cruel (a significant number of them have previously worked in slaughter houses, or they are hunters and some of them have criminal record).  

The dogs are being brought to the facility in massive numbers and in just a day or two they disappear; and when we express interest for any of the missing dogs they reply that they have been adopted, without enabling us to learn where and by whom – we believe that they are being killed.

Even though we asked for the data that give evidence of the work done by the Holding Facility which should be public, including the records of captured dogs, the records of euthanized dogs with the signature of the veterinarian who concluded the reason why the dog should be euthanized, as well as the documents for the procurement of barbiturates – the means for humane euthanasia, we never received the answers, which indicates that the dogs are being killed arbitrarily and by God knows what means!   

Although the facility is obligated by law to disclose and deliver this kind of data, although they are obligated by the Commission for access to information of public character to officially respond to our requests, so far, they have answered by only giving us rough numbers of captured and killed dogs (falsifying the numbers of killed dogs), clearly avoiding our focus of interest – accurate statements of the motives for the killings and the means by which they were conducted.   

Enclosed is our Request for information of public character, the Response from the public enterprise “Communal Hygiene”, our Appeal upon their response which was accepted by the Commission for access to information of public character, to which they, again, did not respond.  

The same happened when another association asked for these information, but received even worst response – in a most rude and unbelievably impudent manner they were told they should not ask such questions at all, and that it is not their business to inquire! (this document is being translated and we will soon deliver it to you).

We most fervently ask you to help us and put pressure on the responsible authorities in Macedonia, since we are convinced that all of this is an organized strategy to exterminate the dogs form the streets!  

The most responsible authority is the Mayor of City of Skopje, the person who disallowed that the facility be open to visitors every day, prohibited taking of photos and filming of the captured dogs at the facility, and instead of increasing the numbers of the veterinarians who would neuter the dogs, engaged 8 teams of dog catchers. (before there were 1 or 2), procured new vehicles and equipment.   

We organized a massive protest accompanied by a request that the facility should strictly implement the CNR programme for which it was initially established, to accept and deploy volunteers, to work transparently and to disclose all the information requested by the citizens and the associations, to improve the conditions and to be opened every day for visitors who would be able to take photos whose publishing on the net would help find families for these strays.

None of our requests were put into consideration and all of them were ignored!

The Veterinarian Department within the Ministry is well informed about this situation and the horrible conditions, they are also well informed about the way the work is being carried out in the holding facility, including the conditions in which they keep the dogs and the way they treat them. In spite of this they chose not to react and to apply sanctions against the responsible personnel. Our association is constantly submitting appeals in which we report about the irregularities for which we have numerous evidence in photos and we ask the Veterinarian Authority Department to take action.  

In the meantime, the Ministry (the Veterinarian Authority Department) is drafting a Rulebook on the operations of holding facilities, shelters, and transit centers. In our opinion the Rulebook is highly inconsistent within itself and gives room for misinterpretation that is, it allows for arbitrary and subjective decisions to be made by the officials in charge of this type of facilities. One sticking example is the prescription for all three types of above mentioned facilities, that dog should be kept for no longer than 5 days, in which period the dog can be adopted, and if it is not, after the expiration of this 5 day period the dog shall be killed. This ordinance is clearly inconsistent with the CNR program. We believe that this gives alibi and practical conditions for massive extermination for several reasons:

Firstly, the holding facility currently is opened for visitors twice a week for 3 hours, which doesn’t give opportunity citizens that are interested in adopting to come into the facility at their convenience.  

Secondly the general awareness of the citizens about adopting a stray and animal welfare is still very low. It is most likely that in this situation where the problem has been neglected for decades and there are no shelters of any kind of dogs, or any transit centers for massive sterilization/castration.  

This kind of regulations will only give open way for massive and unjustified killing of unaggressive and healthy animals, which only serves the narrow interests for instant and false solution.

That’s why we are desperately asking you to help us, and put a pressure on the authorities, in this case to the:

and

 and to write them a letter in which you request his personal effort to stop the killings and to perform the strategy of Catch-Neuter-Release.   

We need your assistance in order to stop this cruelty and killings.   

We are fully aware that you are an organization with great influence and therefore we ask you to put a pressure in the European institutions and European Parliament too, emphasizing that Macedonia as an aspirant to become a member country of EU as of standards and human norms in solving this problem, and not to behave in a barbarian and cruel way in the 21st century.

FREE ACCESS TO INFORMATION OF PUBLIC INTEREST

– AN OVERVIEW OF THE SITUATION.  

The Appeal of Meri Jordanovska from the city of Skopje against the Public company Komunalna Higiena – Skopje  

Commission for protecting the right of free access to information of public interest, acting on the Appeal of Meri Jordanovska from the city of Skopje against the Public company Komunalna Higiena – Skopje, related to her Request for free access to information of public interest, according to articles 28 and 32 of the Law for free access to information of public interest; on its meeting on October 27 2009 has made the following.  

 

D E C I S I O N  

Appeal of Meri Jordanovska from the city of Skopje, made against the answer of the Public company Komunalna Higiena – Skopje, in part that relates to her Request for “names and job positions of all employees of Vardariste, including those employed on a part-time basis, and the copy of the annual report of activities of this dog shelter”  is accepted, and the Public company Komunalna HigienaSkopje is ordered  to give the requested information in period of no longer than 15 days after this Decision has been delivered, in form that was asked in the Request.   

Part of the Appeal that relates to the information of “the number of dogs being killed and the way they were killed, the name of the person which executed euthanasia, and for what reason it was made – for each single dog in 2008 and 2009” is also accepted and the Public company Komunalna Higiena – Skopje is ordered to re-deliver this request to the one that has such information, in period of no longer than 15 days after this Decision has been delivered.  

 

E L A B O R A T I O N  

Commission for protecting the right of free access to information of public interest has acted on the Appeal of Meri Jordanovska No. 07-484/1 dated August 31 2008, made against the Public company Komunalna Higiena – Skopje, related to her Request for free access to information of public interest. In part in which she requests documents for “names and job positions of all employees of Vardariste, including those employed on a part-time basis, and the copy of the annual report of activities of this dog shelter” the Commission has ordered the Public company Komunalna Higiena – Skopje to give the requested information in period of no longer than 15 days after this Decision has been delivered, in form that was asked in the Request.  

Part of the Appeal that relates to the information of “the number of dogs being killed and the way they were killed, the name of the person which executed euthanasia, and for what reason it was made – for each single dog in 2008 and 2009” was also accepted and the Public company Komunalna Higiena – Skopje was ordered to re-deliver this request to the one that has such information, in period of no longer than 15 days after this Decision has been delivered.  

After deliberation on the Appeal, Request, and other files associating the Subject, the Commission has made the following Conclusion:  

Meri Jordanovska from the city of Skopje on July 1 2008 has issued a Request for free access to information of public interest, to the Public company Komunalna Higiena – Skopje, in which she writes:  

“List with names and job positions of all employees of Vardariste, including those employed on a part-time basis; copy of the annual report of activities of the dog shelter. Subject of our interest is the number of dogs being killed and the way they were killed, the name of the person which executed euthanasia, and for what reason it was made – for each single dog in 2008 and 2009; Insight in the amount of money being spent for the needs of Vardariste. We want to know how much money was spent for food for the animals, for euthanasia, and for medical treatment. What was the quantity of barbiturates purchased in 2008 and 2009 (insight in the document for purchase); Information on the name of the subject who won the public tender for medical treatment of street animals in 2008 and 2009.”  

In relation to the above mentioned Request, the Public company Komunalna Higiena – Skopje with the Announcement No. 03-9772 from July 29 2009 has informed the Request petitioner that “the period for access to the information requested will be prolonged at the most 40 days after the Request has been made”.  

In relation to the above mentioned Request, the Public company Komunalna Higiena – Skopje on August 17 2009 has also delivered a Response No. 03-8760/2 to the petitioner Meri Jordanovska.  

Dissatisfied with the answer, Meri Jordanovska on August 31 2009 submitted Appeal to the Commission, in which she states “part of the answers does not include information that was asked for in the Request”. In the Appeal, she specifies:  

“The Request comprised of information on names and job positions of all the employees of Vardariste; but the answer contained only the job positions of the employees but not  their names”.   

“In my Request it was firmly expressed my interest for the way the dogs are killed in Vardariste (if it’s with a needle injection, quotation on its type); the name of the person (not the organization) which euthanizes; as well as the insight and copies of every single dog that has been euthanized in 2008 and 2009”.   

The Commission, with letter No.07-484/2 from September 3 2009, forwarded the Appeal to the Public company Komunalna Higiena – Skopje, and made a request, in the shortest timeframe possible (immediately) to explain its stand on the issue and to deliver to the Commission all the files regarding this Subject.  

Public company Komunalna Higiena – Skopje sent a Response on the appeal No.03-9772/5 from September 16 2009, to the Commission. In the Response it is written that “the part one of the Request of Meri Jordanovska is insubstantial because the information asked actually reveals personal data information, which is violation of personal data information protection, according to the Law for free access to information of public interest.  

As for the second part of the Request, Public company Komunalna Higiena – Skopje has also stated that it is insubstantial, because “Public company Komunalna Higiena – Skopje with a letter No. 03-8760/5 from September 10 2009, has informed Meri Jordanovska that her Request relates to information that Public company Komunalna Higiena – Skopje does not possess, and she was again informed that veterinary services are performed by the institution of Veterinaren Centar DOOEL – Skopje, which was chosen after a public tender for such services”.  

In relation to all of the above mentioned in the Response, the Commission wants to point out the following:  

It is true that names are personal data information, but only by this data one can not identify certain individual, so they don’t have the same degree of protection as some other sensitive personal data information which are a whole different category and are particularly protected. For instance, in one given city there is a possibility that several citizens with the same name and surname exist, so solely on the basis of their names, one can not reveal their identity.  

For a certain individual to be identified there has to be more information that is specific only for its identity. Identity of a person can be determined directly or indirectly, especially by its National Identification Number, or by one or more specific characteristics for its physical, mental, economic, cultural or sociological identity.  

So it appears that in this case, revealing of the names of employees does not mean that it’s a violation of personal data information protection.  

In relation to the claims in the part two of the Response to the Appeal, the Commission wants to point out the following:  

Public company Komunalna Higiena – Skopje has acted in accordance with article 26 paragraph 2 of the Law for free access to information of public interest, and has informed the Request petitioner that it does not possess the information which petitioner asked for.   

Nevertheless, it did not act in accordance with article 18 paragraph 1 of  the Law for free access to information of public interest:   

If the owner of information which has received a Request doesn’t have such an information at his disposal at the moment, he must immediately resend petitioner’s Request to an institution that has such an information, and he’ll inform the petitioner for this development”.  

Because of the all abovementioned, the Commission has decided as elaborated in the disposal of this Decision.  

Against this Decision, if not satisfied, one can file a Lawsuit in a period of 30 days after its delivery.

I only have ONE week of feed left for ALL the critters!

I am beyond begging here. I do NOT need rescue for my animals as they are safe here…I NEED help with feeding them. I am a Not-for-Profit business and sanctuary for farm animals that relies on donations to survive…I realize that the economy is tough, and most of everyone’s concern is with pulling all the urgent animals that are in kill situations…BUT if we pull/save these animals and NOBODY helps us to keep them fed, vetted, and housed…then what was the point of saving them to begin with? ALL but 3 of these animals here at Foreverescue have been animals in danger of being PTS, and or slaughtered for food.

I may be a small sanctuary at this time…but I specialize in special needs animals. That means larger vet bills, larger supply bills, etc. I have a horse that loves to crib (it is a nervous habit not a suppliment thing), and then colics because he gets his tummy full of air. I have a 2 year old mare with a club back foot…she wont make a great riding horse…she will be mostly a pasture pet.

I have also taken in people in need…one of whom lost his home to the foreclosure crisis…he is a carpenter and cant find steady work, and if he gets lucky he gets a side job once a month…needless to say, I am feeding him (and his 2 dogs) as well.

The other person I took in had to move in because he had double hernia surgery, and was off work just long enough to lose his apartment. Just as he was getting on his feet again…he was diagnosed with having an A.V. M. leaking into his brain…he had to have brain surgery in November 09, and has been off on medical leave ever since. They wont clear him to go back to work until they do another crainial angiogram sometime this month. Plus he is learing to drive all over again after losing his left field of vision in both eyes.

I realize that some of this may not seem important to you…but I have a heart and cannot toss out 2 people that have NO family and no place else to go. Please understand I have known these individuals for over 20 years…and somehow our life paths crossed again at a time when they needed me to be there.

The one roomie that lost his house, also had 2 dogs I couldn’t bear to see him take to the pound. 2 black dogs with food and toy aggression issues…I ALWAYS GET THE MALE DOGS WITH ATTITUDE ISSUES! We are constantly teaching them how to get along…it gets better everyday, but there are the occasional setbacks.

With all that said, I must add that I am in NO way blaming anyone that reads this…just putting it all out there so you can at least uinderstand my frustration. Maybe realize that if you give your latte or dunkn donuts or whatever it is you treat yourself to for just ONE day and donate that amount towards the animals here at Foreverescue, you will be hel[ing to keep another rescue from going broke by having to take in yet more animals…PLUS you would be keeping these critters with issued from being PTS or being separated after bonding…and I can tell you right now that Crazyhorse would NOT survive being shuffled around…neither would the dogs here. They have attitudes that WE tolerate as long as there is NO bloodshed and senior cats that have litter box issues as well.

So I am down on my knees…pleading and screaming…WON’T SOMEONE PLEASE HELP THESE BABIES BEFORE THEY END UP ONLY GOD KNOWS WHERE!

Update 01/03/10:

It has been noted that campaigners have been having some problems with regard the one large e mail listing originally provided.

We have been in contact with the originator of this listing and we can confirm that there should not be any problems with the addresses given; all have been checked and are ok.

But there may be a problem if all are copied en masse and sent in just one block.  So what will be seen below now is that the one original block listing has been divided into three blocks.

It is a little more work on your part, but now it is asked if the sample letter can be sent out three times; in accordance with the addresses in each block below.

Dear  Madame or Sir,

You are representing your country and its  interests abroad. I think you might feel concerned about a serious topic which throws a negative light on Italy.

The disastrous situation in regard to abandoned dogs in the so called “canile” makes me and many people around me think twice about going on holiday to Italy, even to buy any Italian products. There is no doubt that the terrible and disgusting so called  “concentration camps” for dogs is bound to profit from thirst for money.

Catching dogs and keeping them in terrible conditions bring millions to some people who pursue this bloody business in collaboration with local politicians.

Why does Italy not spend that money on neutering or sterilization of dogs so as to stop their uncontrolled breeding ?

Any normal human being who has seen the cruelty of Italian dogs in these places can never again feel at comfort while travelling to Italy or buying Italian products.

Who would be able to still enjoy a holiday in Italy or take pleasure on eating Italian dishes and drinking Italian wine while having knowledge of incredible pain and sorrow which dogs in canile must endure?!  The only fault of these dogs is to have been born as dogs in Italy – a country that apparently does not care at all for animals.

 Italy, the land of Christianity, the residence of the Pope, the land of Canile! Canile, where unbearable suffering of dogs feeds the ever growing greed for money.

It is hard to believe that those beautiful Italian people with their beautiful culture, beautiful music and beautiful seaside, who go on Sundays to their beautiful churches and send their prayers to God are treating their dogs in a way that even an animal itself would not do.

More and more people realize what is going on and there will be accountability sooner or later. And there is  no  way  to completely hide this hell no matter how many people are involved.

They keep  the gates of canile shut for visitors, they employ foreigners who fear for their jobs, they drive away animal helpers from abroad.

I myself, am determined not to travel to Italy or to buy anything it comes from Italy until canile is replaced by animal shelters where dogs are treated well. Until then I will certainly do everything I can to let as many people as possible know what is going on in “bella Italia”.

So, if you really want to make a difference, then do it right now!

Serbia: ** VERY IMPORTANT **- Constitutional Court of Serbia Says That the Killing of Stray Dogs and Cats in Serbia is Forbidden From 02/10/2005

The Constitutional Court of Serbia says that the killing of stray dogs and cats in Serbia is forbidden from 02/10/2005.

Prior to the Veterinary Law of 02/10/2005, there was an old law dating from 1991 for the health protection of animals. 

In agreement with the old law of 1991, the authorities produced their own other ‘underlaw’ (extra law) regulation – named ‘Pravilnik 29/94’, which was intorduced to allow the killing of animals after they were held in pounds for 3 to 7 days.

From 02/10/2005, the new Veterinary Law Article 168 effectively destroyed everything that was written in Pravilnik 29/94, because the 2005 law demanded the care of animals.

Pravilnik 29/94 was overwritten by Article 168, the result being that all killing of animals was forbidden apart only from cases for Rabies infected areas, which were covered by application of Articles 64 and 65 of the Veterinary Law.

By continuing to undertake the killing of animals after 3 to 7 days in accordance with regulation Pravilnik 29/94, the authorities were then in a situation where they were working in opposition to the actual existing law.  Underlaw regulations (Pravilnik 29/94 also) have less power than the actual legal legislation, and they must certainly be in written agreement with the actual legislation, because if they are not in agreement, then the underlaw is simply not valid legislation.

But it is very much the case, even up to the present day, where authorities are still using Pravilnik 29/94 as a reason for the killing of animals.  But in reality, Pravilnik 29/94 became nonexistent on 02/10/2005 with the introduction of the new Veterinary Law (Article 168).  Hence there should be no killing, but animal care instead.

Whatever, Pravilnik 29/94 is only an ‘underlaw’ (extra law) regulation, has very less power than the actual law, and most importantly, must be in agreement with the existing law.  Pravilnik 29/94 was valid originally (1991 on) to protect animal health but is now in opposition to the new and current animal law – the new Veterinary Law Article 168 of 02/10/2005.

Serbian campaigners have written to the Constitutional Court saying that it is unlawful for Shinters (Dogcatchers) and also veterinarians to kill stray dogs and cats only after they have been held for three (3) days, as this is now old and outdated legislation.  Killing is forbidden under the new Veterinary law.

In an area where Rabies is present, then killing of animals is allowed (by Articles 64 and 65 of the Veterinary law), but an additional 18 other (Rabies control) regulations must also be complied with if an area (region) is to be protected from a Rabies outbreak.

Campaigners have now heard from the court in writing, and they say that no analysis of the case is necessary for Pravilnik 29/94 as it has been replaced by the new Veterinary Law Article 168 (02/10/2005).  This is exactly what the campaigners had said, ie. that the old ‘underlaw’ (extra law) of Pravilnik 29/94 was still being used when it fact it has been overwritten by the new Veterinary Law Article 168 of 02/10/2005.

In addition, Article 46 of the new Veterinary Law (02/10/2005) states that the killing of stray cats and dogs is forbidden and that instead they should be provided with care.

In effect, from 02/10/2005 under the Serbian Constitutional (law) Court, animals should be provided with care and not be killed.

It would appear that all of the public firms responsible for garbage collection in Serbian cities are still working to, and effectively using Pravilnik 29/94 rather than Article 46 (168) of the new Veterinary Law.  In effect, by still working to this now non existent law, these public firms who collect and kill strays are undertaking illegal work – they should be working in accordace with the new Veterinary Law Article 46 (168) of 02/10/2005 which demands care for the animals.

This is the reason why Serbian campaigners have now taken this case to the court of human rights in Strasbourg – an EU court.  The case – Garbage collectors in Serbian cities are still working using the (now) non existent Pravilnik 29/94 rather than Article 46 (168) of the new and current Veterinary Law of 02/10/2005 which demands care.  In addition, campaigners have requested justification be presented for all the animal killings by the authorities from 02/10/2005 right up to the present day.

So the situation currently is that if Article 46 of the new Veterinary Law (02/10/2005) has been complied with, which states that the killing of stray cats and dogs is forbidden and that instead they should be provided with care; then there should be many, many (thousands) dogs currently in municipal, city shelters (from 02/10/2005).  But Serbian campaigners actually have documented the numbers of animals which were collected and taken to city shelters; many of which have then been (illegally) killed thereafter.

A situation which now someone in authority should have to answer; where are all the dogs and cats that should be in the shelters under existing Serbian law ? – the constitutional court declares that killing is banned from 02/10/2005.

And as another case, if the authorities say that they have NOT killed the animals due to the law and they are now in shelters, but the animals are NOT able to be seen in the shelters as they may have been killed, then where has all the public money gone which has been given to the firms and collectors who should be rounding up stray dogs and cats ?

They may say that the dogs have been found new homes with new owners and that is why they are not in the shelters.  If this is the case, then it should be documented as proof what animals were microchipped and what the address of the new owner has logged under the microchip information, as the new Veterinary law declares that it is necessary to microchip and vaccinate after they have been caught; and that un-marked and un-vaccinated dogs are not allowed. 

A new Criminal charge is currently being considered due to non compliance of existing law by many authorities throughout Serbia.  If this happens and someone who has responsibility for regulation enforcement is punished because of this, it is hoped that the punishment will make other authorities change to a no kill sterilisation strategy.

There are no excuses for a crime such as this. 

Serbian authorities  and officials are responsible for ensuring the correct laws are implemented are:

  • Mr. Zoran Mićović – Director of Veterinary Department
  • Mr. Radivoje Kaurin – Chief of  Hunting – Forests Inspection.

These pictures all show the consequence of the non implementation of existing valid laws by the Serbian authorities.  The Mayors of Serbian cities are directly responsible for the standard of animal shelters within their region.  They are the very people who can introduce the mechanisms of change and stop much of the animal suffering.

It is not acceptable for the state and authorities simply to use Rabies as an excuse for the mass killing of both wild and stray animals right across Serbia.  Rabies will not and cannot be controlled simply by killing animals.  And the paramount point is that if the authotrities think that mass killings are the way to eliminate Rabies, then why is there a situation where Rabies exists in several parts of the country. ?

There have been many years of killing animals because of Rabies, and it has not solved the problem; Rabies has not stopped !.  And so other and better solutions to Rabies have to be considered by the authorites, solutions above and beyond killing.

We have to question why the authorities are NOT giving oral Rabies vaccination to all wild and stray animals; a vaccination which gives an immunity for approximately three (3) years.

It would appear that many / all Serbian authorities are not implementing the most recent and current legislation which would give protection to animals in shelters, but are instead using old and outdated, non existing legislation (Pravilnik 29/94) as justification for the continued killing of animals held in shelters.  In addition, Rabies is also being used as a reason for the mass killing of wildlife and stray animals in some regions, which to date appear to have very little impact on a reduction of rabies cases reported across the country.  Furthermore, authorities seem very reluctant to introduce oral rabies vaccination to both wild and stray animals; a solution considered most sensible and appropriate by animal welfare NGOs.

Maybe the taxpayers of Serbia need to be made more aware of how their money is being spent and wasted using old and outdated regulations, and old and outdated methods of rabies control.

Another very important factor here is that what has been happening since 02/10/2005 is that existing Serbian law (legislation) has not been implemented throughout the country in relation to animal welfare.

And the proof of the implementation of the ‘Rule of Law’ is a paramount requirement for any nation wishing to become a future member of the EU !

JKP “Komunalac” operates from Smederevo city and is the public garbage firm.  It has a dogcatching department named zoohygiena “Komunalac” with approximately 3-4 dogcatchers and 3 or 4 senior type managers.

As with almost every city in Serbia, the dogcatchers catch the stray animals and then take them to the city pound – in this case Smederevo city pound. 

JKP “Komunalac” has a contract with one local vet who is doing very well.  There is a neverending business because dog owners continue to throw their unwanted dogs and cats out onto the streets; the dogcatchers catch  the dogs and cats, and the vet then sterilises the animal.  But after the animal has been operated on, it will be moved to an unknown location where nobody will verify if the operation was done badly.

By the Criminal Code law of Serbia, a vet could go to jail for up to 2 years if a bad operation with bad results occur.  But as the government and the authorities have no control and very little interest in the welfare of the animals, there are no procedures in place to document the results of the operations.

The vet also undertakes euthanasia for the city authorities; a procedure which costs around 1000 dinar.  The sterilisation of a male dog costs around 1800 to 2000 dinar, even more if the dog is large, and charges around 4000 dinar for a female sterilisation.  As said earlier, there are no procedures in place to document how good these operations are.

A solution is urgently needed for Smederevo.  Animal welfare contacts around the site feel that a large campaign of letters, mails and faxes aimed at the Mayor of Smederevo is the way forward. – see details at the end of this post.

At the moment the Mayor just ignores anything and everything to deal with the shelter.  But the Mayor is the VERY PERSON who is able to make changes.  So it is essential that the Mayor is deluged with e mails and faxes about the Smederevo city pound and the terrible suffering inflicted on animals in the pound by JKP “Komunalac”.

You can see from the photos that thanks to donations already given from supporters, some new wooden shelters have been constructed and are now on site. 

But this is simply not enough; lots more donations are needed to be given to Euro-P.A.S.  to enable them to construct more much needed shelters for the dogs and to provide more food.

The welfare people who are trying to help the dogs at Smederevo could use both lots of extra feed and many additional dog shelters (among other things).

A Euro-P.A.S. party went to Smederevo recently to vaccinate/chip the dogs.  It was very difficult, with frightened dogs kicking out and having to be held down by the team during the process.  One particular dog was noted, a German Shepherd who has been kept in a confined shed without light on a soaking wet floor for over a year now.  The poor animal has wounds all over his body and is unable to even stand. 

 

His eyes wept pus; not tears, as can be seen in the photograph:

We are informed that food is thrown to him by hand; simply to be picked up out of the dirt. 

We are currently aware  that at the present three (3) Criminal Charges have been brought against the company that runs the shelter – “Komunalac”, and as a result of pressure, Komunalac has been forced to at least provide some dry food for the dogs – although this amounts to only 3-4 kgs a day which they appear to think is satisfactory for 50 dogs !

Donations to Euro-P.A.S. are urgently required to help buy extra food; and also for additional shelters for the dogs.

The Mayor of Smederevo needs to be deluged with e mails and faxes about the Smederevo city pound and the terrible suffering inflicted on animals in the pound by JKP “Komunalac”.
