Serbia: End 08, Start 09 2012. Latest News From Danica At Felix Shelter – Lots Of Necessary Work Which Costs Money – Can You Help With A Donation ?

Hi everyone;

Here is the latest news and photos from Danica.

Apologies as this info was sent a few weeks ago in lete September, but things have been very busy for us here in the UK regarding live animal exports from Ramsgate harbour.  We have success here and so now we hope to catch up on other business.  Mark – SAV.

————————————————————————-

Here is what Danica has to say:

“The new roof eaves are almost finished and the only thing left is to apply a protective coating of paint and that’s it! My kitties are already seeking shade under the eaves and seem to really enjoy the benefits of roof overhangs. Roof repairs are also being brought to an end. The insulation quilting has been put in place, the roof itself is covered with roof tiles and the gutters have been placed around the roof as well.

The strengthening of the roof structure was done by installing additional supports that I hope will be strong enough to endure another winter. Nonetheless, the entire roof needs to be replaced next year so as to save us from worrying about another heavy snow burden in the future.

The new septic tank hole has been dug down to a depth which permits alignment to the existing sewer and the septic tank itself has been built up. The walls of the excavation serve as the outside layer; a removable concrete slab has been placed over the tank. This new septic tank will be connected with the old one by a pipe.  Solid waste will continue to accumulate in the old septic tank, while the liquid will flow through the pipe into the second tank. The liquid will then drain through holes in the walls and then into the soil. The entire sewer line has been removed and replaced with a new one. The old drain pipes from the kitchen were too narrow and too low, with insufficient fall in, so they have also been replaced and attached to the main sewer line. Now the kitchen and toilet drain pipes run through the newly built manhole and into the main line. To accomplish that, it was necessary to dig all the way from the bathroom to the kitchen drain. The kitchen sink drain pipes will also need to be replaced with new ones.

More sand, cement, gravel and outside tiles have been purchased in order to cover a new concrete path with paving tiles to make it more durable. The entire house needs to be plastered and whitewash applied as well to protect the exterior walls. Nothing has been done as of yet in regard to the path that leads from the side entrance into the yard to the cats’ indoor facility. There’s just not enough money and all of these repairs have already seemed to last forever, not to mention that total costs have escalated to two times higher than first expected.

We simply cannot stop halfway through! Winter will be here again before we know it. Please, help us finish the repairs and make our project come true before the weather takes a turn for the worse.

Whatever amount you can give in the way of a donation, no matter how small or large is very much appreciated.

Thank you in advance for any much needed help you may be able to provide!”

Please, check out our project on betterplace.org. http://www.betterplace.org/en/projects/9425-repairing-the-damaged-cat-shelter and join us in our effort if you possibly can!

I’m truly grateful to all of you for caring !

Felix kitties are sending kitty love, purrs and kisses your way!

Warmest regards

Serbia: DOGCATCHERS’ SAFARI IN NEW BELGRADE – ATTACK ON HUMAN AND DOGS’ LIFE.

SAV comment – The following report is being presented by SAV to the Legal Affairs department of the EU, Brussels, as proof that Serbia is NOT enforcing the rule of law; a requirement for all member states seeking EU accession.

If this is the way Serbia continues to abuse animals, then it is not wanted within the EU.  If it gains EU membership, then we will really start to have a good time with EU Legal Affairs in presenting all stories from within Serbia.

DOGCATCHERS’ SAFARI IN NEW BELGRADE  – ATTACK ON HUMAN AND DOGS’ LIFE

On the 13th of March 2012 Veterinary Belgrade Zoo hygiene team started to „clear the ground“ of the street dogs in two New Belgrade locations: at large park between the Palace of Serbia (previously known as SIV) and Danube River and at the former building site of Energoprojekt at Španski borci Street.

The dogs by  the Palace of Serbia originate from dogs which have been living at the big building site in Proleterske solidarnosti Street. Upon completion of all works on the building site the dogs have moved into the uninhabited area by the Palace of Serbia. The dogs from Energoprojekt building siteoriginate from few dogs which survived the poisoning by strychnine in the vicinity of Belgrade Arena in September of 2005 shortly before the European championship in volleyball when Veterinary Station Belgrade ( the old name of Veterinary Belgrade) received an order of the Belgrade City Department of Environment and Ecology to “clear the ground“.

The lawsuit of the fosters of those dogs to the Prosecutor’s office despite all pathological and toxicological findings and autopsy reports as well as witness statements the findings did not go further than the County Prosecutor’s.

On the 13th, 14th, 15th and 16th of March 2012 at Palace of Serbia the dog catchers were chasing the dogs driving in five new cars of Veterinary Belgrade with rotating lights on. The dogcatchers were chasing the group of distrustful, peaceful, well fed and healthy dogs which do not approach people on the lawns around the woods and bushes where dogs were hiding. The frightened dogs fled in all directions.

As the dogs were running faster, the dogcatchers were driving faster with no care about the direction in which they were chasing the dogs and driving them out to boulevards of Mihajlo Pupin and Nikola Tesla. Two young dogs which were driven out in that way in full gallop on Nikola Tesla Boulevard were killed under the wheels of cars on the 13th of March 2012. So doing the dogcatchers directly caused the death of the dogs and directly endangered the safety of traffic participants, i.e. they endangered lives of people who were driving or were driven the boulevard at the time. Except the direct attack on the lives of humans and dogs, the dogcatchers traumatized the drivers and the passengers of the cars by which the dogs were killed, as well as the passengers of the buses who were disgusted by the whole scene watching the chase during a stop at traffic lights.

Their “booty“, young dogs about a year old packed in two large parked vans. The older dogs as faster, stronger, more experienced and more skilled at hiding resisted a few more days.  On the 16th of March 2012 the dog catchers came in only two cars at Palace of Serbia going on to chase traumatized and already tortured dogs on the lawns. They hit the oldest bitch named Big Mama by the car then and they killed her right at the spot by smashing her neck.

The witness Aleksandra Dokić ran to the dog and photographed the corpse of it before the dogcatchers returned to carry it away. The fosters Nada Prokić and Mileta Kusurović were also at the spot.     After completion of the chase at Palace of Serbia the dogcatchers went over to an “easier“ job at ex-building site of Energoprojekt.

A group of about ten dogs lives, i.e. lived on the site which is no longer in function. All dogs in the group except one female dog were neutered, vaccinated and micro chipped by Veterinary Belgrade during the fall of 2011 and earlier.

The dogs are distrustful, non-aggressive, well fed and calm. They did not leave the fenced area of the former building site. The fosters called the dogcatcher and helped them to catch most of these dogs by using blowers in the fall of 2011 to be neutered in Neutering Center and Shelter Resnik and then returned to the dogs’ habitat at Energoprojekt. The dogs were returned from Resnik micro chipped on names of the fosters who helped the dogcatchers to catch the dogs.

As it was in 2006, 2007 and 2008  Zoo hygiene again forces the fosters to accept status and responsibilities of the owners in order to return neutered dogs to their habitats. But there is a difference compared to the previous decade: On the 21st of September 2011 the City Assembly adopted the latest Strategy of Solving Non Owned Dogs and Cats Problem on Territory of Belgrade City. Veterinary Belgrade as a direct perpetrator of the Strategy is required to operate in accordance with and on the guidelines of the Strategy.

One of the specific objectives of the Strategy is the introduction to the legal status of the street animal fosters. On the contrary Veterinary Belgrade has been turning the fosters into the owners of street dogs for months now, thereby reversing the stated objective of the Strategy, as well as one of two basic methods of  the Strategy: Catch – Neuter – Release.

On the other hand Veterinary Belgrade usually does not inform the “owners“ of street dogs when their dogs are caught despite the Regulation on Conditions which must be fulfilled by Shelters and Pensions for Animals (Pravilnik o uslovima koje moraju da ispunjavajuprihvatilišta i pansioni za životinje), and which obliges Veterinary Belgradeto (Article 36 point 2) and which has recently entered into force.

If the “owners“ are informed they are not allowed to take their dogs over. The whole problem has the economic aspect too: catching and transport of owned dog is charged 5.500,00 rsd and a day of dog’s stay in shelter is charged 400,00 rsd.

On the 13th of March 1012 the dogcatchers started to hunt the already neutered dogs at Energoprojekt which are registered as owned dogs of people who feed them and take care of them. One dog was caught by the blower on the first day  of hunt and another dog was caught the same way on the next day.

On the 15th of March the remaining, already traumatized, intelligent dogs hided under worker’s shack looking for security.    Finding out their hiding place the dogcatchers battered at the shack, moved concrete slabs on which the shack is placed so putting the dogs in danger of falling off the shack onto them. The dogcatchers used iron bars, wooden beams, iron hooks and wooden boards to blindly hit the dogs from one side of the shack while other dogcatchers  were waiting on the other side with wire ropes to put over the dogs’ necks.

They were caught by the wire rope and drew out  a terrified dog with bloody head then and they quickly gave him an injection of anesthetic to be able to towed the dog to the van. Witnesses who watched “bothered“ the dogcatcher by watching what they were doing, so  dogcatcher Marković cursed and insulted one of the fosters Emilija Barišić, an elder woman dressed in mourning clothes.

On the 16th of March 2012 the foster Nada Prokić came to the site to be witness of the way of catching the dogs previously gotten permission from the guard at the entrance to enter. The dogcatchers had just towed a long time ago neutered bitch named Ema.  Seeing Nada Prokić, they immediately stopped working and all of them were silent except the dogcatcher Marković. The dogcatcher Marković addressed rudely the  foster Prokić yelling at her “what she’s doing there“, and then he phoned a superior in Veterinary Belgrade.

The superior instructed dogcatcher Marković to call police, which dogcatcher Marković did several times in a row, i.e. until police patrol came on the spot. Dogcatcher Marković intercepted police officers at the entrance of the site and explained the officer that  Nada Prokić “hindered them in their work“.

Another witness, foster Veselinović joined Nada Prokić trying to talk to the officer. Having entered the site officer Trajković, badge number 10 56 92, asked identity documents of both fosters and  requested them to leave someone else’s property, because they “failed to indicate their arrival and they hindered the people who work“.

Nada Prokić told officer Trajkoviću that she had entered the site with the permission of the site guard, in order to be a witness – observer of the dogcatchers’ work, i.e. inhuman catching of animals that violate Animal Well-being Law, Veterinary Medicine Law, European Convention, as well as Veterinary Belgrade Regulation on Manner of Catching Animals.

For the above reasons, Nada Prokić refused to leave the site. The policeman grabbed her roughly by the arm, dragged her from the site and pushed her into a police car. Then the dogcatchers continued their action. Nada Prokić spent entire morning at the police station. A policeman who was standing right next to her; she neither could go to toilet nor to drink water.

To make the picture of what happened more complete it should be stated that Nada Prokić is a retired doctor and professor at Medicine Faculty of Belgrade University, a small and frail woman. Foster Veselinović is also Belgrade University professor at the Faculty of Mining and Geology.

On the 17th of March 2012 Deputy City Secretary for Utilities and Housing Services, Department Zoo hygiene, Vladimir Terzin answered by phone to a foster who complained of the cruelty with which the dogcatchers treat the dogs during catching them, hurting them with hooks, poles, rods…:

“If it is needed we will roll over even a shack!“

The dogcatchers stopped the hunt on the 21st and 22nd of March, and then they went on with pursuit of the dogs. Veterinary Inspection of Ministry of Agriculture, Trade, Water and Forestry responsible for supervising the implementation of the Animal Well-being Law as well as Veterinary Administration did not respond to any of many reports of violation of the Law by Veterinary Belgrade.

Brazil: All Ready Now for the Official Launch of the Film About Stray Animal Suffering – and the Promotion of Humane Sterilisation to Reduce Stray Animals Populations.

Back in August 2011, SAV had a message from Todd, a Canadian citizen living in Brazil.

Todd is a filmmaker and was producing a documentary film on stray animals in Brazil, with other sub links to suffering strays around the world.

One of the aims of this documentary is to promote the humane sterilisation of stray animals in order to eventually reduce stray animal numbers; a policy which we have always advocated, but which, unfortunately, gets very little support from governments and politicians in the Balkans states.

Todd wrote to us at SAV and asked if we had any images of the suffering of strays in the Balkans; as he wished to include a section relating to the horrendous atrocities committed to stray animals around the World in his film.

Here is the link to the original film trailer which was sent to us by Todd:

http://www.youtube.com/watch?v=aa8Boif1gCA&feature=youtu.be

We were very happy that Todd contacted us originally for information and pictures of Balkans strays suffering; and we did our best to supply him with many photographs and video links to the situation in the Balkans.

We have just heard back from Todd, and the great news is that the film is now in the very final stages of production, and a release date has been set !

Todd tells us:

that and it’s turned out to be such a beautiful video and important video here that the city has reserved its historical theatre for a PRE-launch.

I wanted to thank you again for all your help last year”.

We are informed that when an English version of the film is produced, Todd will be sending us a copy.

In the meantime, Todd has kindly sent us a pre-launch poster of the film which is being advertised in Brazil.

You can see a copy of the poster below.

We wish Todd and his team all the very best with the film and we hope that it is a fantastic success during both the pre launch and post launch phases.

We will keep you all posted on any news that we have for the future regarding this very important film which is greatly helping to speak out for all the suffering stray animals of the World.  Congratulations Todd !

Romania: Your Action Required NOW ! – If They Are Allowed to Start This Program There Will be No End. Every Dog/Puppy Will be Rounded Up Systematically Every Day and Sent to These Killing Pounds.

Dear Friends,

Last week the Romanian government met to discuss the possibility of moving forward with an illegal mass slaughter of Romanian stray dogs.  Dogs EXACTLY the same as those that many of you in this group email have adopted.  The authorities want to be able to round up any stray dog or puppy (including those that may be owned but have been allowed to roam), incarcerate them for 7-days and then euthanise them.

This of course would be sad enough were it not for the fact that of course the dogs will not be humanely euthanised.  The vets (….or even cheap labour/hired help) they will employ to do the task will probably not be qualified and they will use the cheapest methods possible including poison, battering the dogs to death or their preferred method… simply starving them to the point that they kill each other for food.

Since last week there have been many flashpoint protest groups, lots of national press (some of it propaganda by the government trying to whip up support for these measures) but those against these barbaric proposals have won some small victories and pushed back the day when the final decision is made.  It’s possible however that it is only a matter of time before they start.  They have adjourned to look again at the details so we and the international community at large MUST keep the pressure on!  PLEASE send emails to the people listed in Carmen’s report below.  Even if you only have 2-minutes please ask them to ‘choose life and not mass murder’ of these innocent creatures.  Every email sent really makes a difference, it has in the past and we’re all hoping it will in this case!!

If they are allowed to start this program there will be no end.  Every dog/puppy will be rounded up systematically every day and sent to these killing pounds.  This will NOT solve the long-term problem of stray dogs in Romania, it is only a quick fix.

When they tried a similar thing in Bucharest a few years back, they killed 150,000 dogs, less then 2 years later the numbers had bounced right back to the same level

Every leading expert in the subject of ‘Stray Dog Management’ across the world agrees that extensive and organised CNR (Catch, Neuter and Return) is the only PROVEN way to control the numbers in the long term.

Yet the Romanian authorities refuse to spend money on this and instead prepare to embark on mass murder on the cheap which will solve nothing in the long term.

Thanks for your support.  Please also crosspost and share if you can!!

Chrissy

—————————

Dear all,

After the leaders of PD-L (Governmental party) mobilized all their forces including undemocratic and also illegal procedures in view of assure the stray dog management will be done by the big business mass killing, on Monday, the bill no. 912 was debated in the plenum of Chamber of Deputies.

Especially in the last days, 3-4 people made a concentrated lobby upon the deputies, leaders of parliamentary groups, other politicians having different influences which we met/spoke asking them to vote to not accept the law in that form (reintroducing the euthanasia of dogs) and send it back to the Committee for public administration. Also many kind of pressure by many press releases, open letters signed by about 60 Romanian welfare organizations.

Press conference

We (FNPA) organized a press conference, at Hotel “Novotel”, Bucharest (thanks to Mr. Dieter Ernst, ETN who paid the costs of renting the room) were the special guests were:

the princess Maja v. Hohenzollern

Dieter Ernst, the president of ETN, Germany

Av. Paula Iacob, a famous advocate

Maricica Puica, a known Olympic and World champion at athletics

Monica Davidescu, actress

Marius Marinescu, the initiator of the law

Remus Cernea, an ecologist and one of the candidates for President of Romania

In plenum:

At 4 o’clock about 35 people, wearing black t-shirts inscribed with “Alege viata” (“Choose the life”), have been accepted to assist at the meeting of the plenum of Chamber of Deputies. Other about 500 protestant people were outside, in front of Chamber of Deputies.

When the coordinator of the meeting read the title of the PL 912, all of us stand up and wait the verdict. The representatives of parliamentary groups started to have a short speech and (excepting the Government parties, PD-L and UDMR) all of them proposed the legislative project to be returned to the Committee for amendments and to be debated again after 3 weeks. 70 deputies (from 115 totally present) voted for that. We were completely excited and the balconies were filled out with applause.

Photos from press conference and protest rally, Bucharest, 7 March:

The coming in Romania of princess Maja and Mr. Ernst were very good as they could speak in the name of animal lovers from outside, the necessity of education, empowerment of dog owners, mass sterilization program, image of Romania, was efficient.

Also Princess Maja attended to some telecasting/shows in different national televisions.

THANK YOU ALL FOR EVERYTHING YOU DID, FOR YOUR LETTERS, EMAILS, MORAL SUPPORT AND FOR EVERYTHING YOU DO FOR THE ANIMALS FROM ROMANIA.

WE GOT NOW A VICTORY BUT NOT THE WAR. This does not mean the euthanasia will not be introduced anymore, but only we have a little bit more time to fight much more.

So still need your help:

–       send protest letters by:

–          fax: 00 40 21 3134931; 00 40 21 3146934

–          emails (email addresses bellow)

–          send open letters to your mass media and let me know the links such as we’ll be able to send the information in Romanian mass media; the pressure made by the international mass media is more powerful. Speak about the bad, cruel image Romania will have – this is what the Romanian authorities is very affected

–          contact influent people (like politicians) from your countries who can put a pressure to the leaders of PD-L like, for example: Elena Udrea, Tourism Minister, Mircea Toader (the leader of deputies from PD-L party), Sulfina Barbu (the president of the Committee for public administration)

–          possible before the debating in Committee for public administration and, after, in Chamber of Deputies we need some of you in Romania.

Thank you.

Sincerely,

Carmen Arsene

Serbia: ‘Stara Planina’ Update – The Governments ILLEGAL Environmental Destruction Continues – Full News and Pictures in This Post.

——————————-

** UPDATE 29/09/10 **.

SAV have now provided full information, pictures and video footage of the destruction at Stara Planina to Unit E1 of the Directorate General for Environment at the EU.  We have been informed that they (DG Environment) will liaise with the DG for EU Enlargement if necessary regarding this issue.  DG Enlargement is responsible for new EU states membership, including Serbia.

Today, 29/09, SAV have had written confirmation from the DG Environment that all the information has been received and is now under review.

Save the animals and plants at Stara Planina !!

SAV is very pleased to be given the opportunity to help our environmental campaigner friends at ‘Association for Conservation and Sustainable Development of the Stara Planina’.

Please visit their site at to see the environmental damage being to this very special eco system region –  http://www.staraplanina.rs/

Please look at the following document to obtain full details of the location and what is happening:

Dopis za EU – novo.doc,26.9.2010

Please also visit our (SAV) posts given in the links below to view dozens of photographs on the environmental destruction now taking place – this very day !

Chronology of events on Stara planina:

1997. — Stara planina proclaimed as a Nature Park.

2006. —The Government of Serbia started the first illegal constructions.

2007. —The illegal Master Plan was elaborated for the development of mountain tourism

2007. — The electronic petition was created on http://www.thepetitionsite.com/1/save-staraplaninapetition.

2007. — Attitudes of 61 NGO were publicly presented on http://www.staraplanina.rs and the relevant problems were presented also in the media (newspapers, television and radio).

2008. — During the public insight into the Spatial Plan of the Nature Park Stara Planina, without any argument, the views and suggestions of the NGO sector were neglected, the same procedure being repeated in the case of the document Strategic evaluation on environmental impact. Views of the Institute of nature protection and Srbijašume were also nearly completely neglected.

2008. — Illegal Master plan was adopted allowing the development of ski tourism in the area of protected areas of the Nature park.

2008. — The Director of the Institute for Nature Protection in Belgrade was replaced, her view being totally ignored during the development of the on the Master Plan.

2009. – The Spatial Plan for Nature Park Stara planina has been adopted in a virtually unmodified version in respect to the original. A river was damed about 1.000 meters below Babin zub and from there, via kilometers of pipes going uphill, water for artificial snow is pumped, thus wasting enormous amounts of energy.

2010. — The capturing of water from natural springs and construction of 2 hotels on Jabučko ravnište has started.

And some of the reasons why this illegal action by the government must be presented to the world:

Flora

There are 344 moss species on Mt. Stara Planina. Among them are numerous species which are protected by various international and Serbian laws. Species that live on decaying wood and peat meadows are extreamly threatened. Great danger for these species present hydro-geological works because of great changes in the water balance of their habitat.

Fauna

On Stara Planina live 146 species of butterflies, of which 3 are protected by Bern Convention (Clouded Apollo Parnassius mnemosinae, Mountain Apollo Parnassius apollo, Large Blue Butterfly Maculinea arion), 4 are declared as national rarities by Decree on the Protection of Natural Rarities (Old World Swallowtail Papilio machaon, Clouded Apollo Parnassius mnemosinae, Mountain Apollo Parnassius apollo, Southern Festoon Zerynthia polyxena). By IUCN categorization, among butterflies that live on Stara Planina there are 6 endangered species (Almond-eyed Ringlet Erebia alberganus, Bulgarian Ringlet Erebia orientalis, Lesser Purple Emperor Apatura iris, Poplar Admiral Limentis populi, Zephyr Blue Plebeius pylaon, Old World Swallowtail Papilio machaon), 37 vulnerable and 21 rare species. From the European conservation concern, there are 14 species recorded.

Considering fish fauna of the mountain (26 species), the most important is Brown Trout (Salmo trutta) with the very limited dispersal of its local strain of the unique mtDNA haplotype different from other populations in Serbia, being similar to the Caucasian Brown Trout.

On Stara Planina live 18 species of amphibians and reptiles, of which 10 are protected with Bern Convention (Yellow-bellied Toad Bombina variegata, European Green Toad Pseudepidale (Bufo) viridis, Dice Snake Natrix tessellata, Nose-horned viper Vipera ammodytes, Smooth Snake Coronella austriaca, Aesculapian Snake Zamenis longissimus, Wall Lizard Podarcis muralis, Eastern green lizard Lacerta viridis, Sand Lizard Lacerta agilis and Snake-eyed skink Ablepharus kitaibelii), while 8 are protected with Decree on the Protection of Natural Rarities (Fire Salamander Salamandra salamandra, Yellow-bellied Toad Bombina variegata, Common Toad Bufo bufo, European Green Toad Pseudepidale (Bufo) viridis, Viviparous Lizard Zootoca vivipara, Snakeeyed skink Ablepharus kitaibelii, Aesculapian Snake Zamenis longissimus and Smooth Snake Coronella austriaca). There are only 3 known places in Serbia where Z. vivipara populations are found.

So far, 206 bird species are recorded on Stara Planina. From that number, 140 bird species are protected by Bern Convention, but some of them have already become extinct in the past on Mt. Stara Planina due to human activity (Gypaetus barbatus, Tetrax tetrax, Aegipius monachus, Gyps fulvus, Falco naumanni and Neophron percnopterus). For example, by cutting one road for allterrain vehicles to the mountain peak Babin Zub in 1980’s, three species that were nesting there disappeared (Pyrrhocorax graculus, Falco peregrinus and Aquila chrysaetos). This recorded event provides a sobering warning of the likely implication for nesting birds should such a large development go through.

There are some 60 species of mammals on Stara Planina, among which some are very rare. Such is the case with Snow Vole (Chionomys nivalis), an extremely rare living fossil of Tertiary origin which lives on the highest slopes of the mountain and it is directly threatened by the ski resort.

It is vigorously recommended that an alternative of rural (agro / eco and ethnic) tourism could be

developed and made profitable on a sustainable basis without major habitat destruction. This would require less investment and would benefit and preserve the local community. This kind of tourism would improve the quality of life of local people by enabling them to find additional outlets for their food and craft products and local services. Eco-tourism has been previously recommended by IUCN as the only acceptable kind of tourism development of this region.

Also the World Bank is now working on a project with local communities to improve ecological management of Stara Planina Nature Park (142,000 ha), biodiversity and sustainable natural resource-use incorporated in a major agricultural and rural development program, for example including c.30,000 ha of grasslands under sustainable grazing.
