EU (Europe): SAV Welcomes Belgian Push for EU Wide Dog and Cat Legislation.

 

SAV very much welcomes and supports the Belgium government during its EU Presidency in this cause to better the lives of all dogs and cats.

SAV have already submitted information to the EU specifically associated with the very widespread and terrible suffering of stray animals in both Serbia and other Balkans states.  Our first presentation was provided in a seven page paper dated 17th June 2010.  We will continue to provide evidence of the suffering in Balkans states at every opportunity. 

With Serbia and other states wishing to gain future EU membership; now is the time for such states to actually show that they are going to enforce their own national laws regarding animal welfare.  If they continue to avoid the legislation to protect animals, we will have no hesitation in providing all the evidence of abuses and suffering to the EU relating to non compliance by those who will be new EU member states.

Compliance with legislation, the rule of law, is a fundamental requirement of EU membership accession.

The evidence is slowly building for us on our side.  Animals will unfortunately continue to suffer in the meantime; but we will continue to expose non compliance with legislation and remind the EU of this non compliance by states seeking EU accession in the near future.

Presidency of the Council of the European Union is the responsibility for the functioning of the Council of the European Union that rotates between the member states of the European Union (EU) every six months. The presidency is not a single president but rather the task is undertaken by a national government. Three successive presidencies, known as presidency trios, cooperate for an 18-month period to provide additional continuity by sharing common political programmes. Belgian Presidency wants EU strategy on dog welfare

Belgium wants to use its EU presidency to underline the key societal role played by companion animals like dogs and cats, Belgian Deputy Prime Minister for Health and Social Affairs Laurette Onkelinx announced yesterday (9 September), expressing support for the development of an EU-wide animal welfare strategy. 

Background

Yesterday’s launch of the CAROdog.eu – which stands for Companion Animal Responsible Ownership for Dogs in Europe – website came as the European Commission is putting together its second Animal Welfare Action Plan.

EU animal welfare legislation is currently governed by the first Community Action Plan on the Protection and Welfare of Animals, which came into force in 2006 and expires at the end of the year. 

“During our country’s presidency of the Council, we are underlining the important role of companion animals in civil society,” said Onkelinx, speaking at the launch of a website on dog welfare in Brussels.

“Dog and cat overpopulation creates a lot of suffering for unwanted animals,” she added, explaining that “sharing information and experience is the basis for every development in animal welfare, and here, for a Europe-wide solution and strategy to create an appropriate and responsible attitude by us humans towards animals”.

Onkelinx pointed to the Treaty of Lisbon, Article 13 of which reads “the [European] Union and the member states shall, since animals are sentient beings, pay full regard to the welfare requirements of animals,” as a possible basis for further EU action in this area.

Commission mulls legislation

Yesterday’s conference came as the European Commission is working to draw up its second Animal Welfare Action Plan (2011-2015).

Denis Simonin, an animal welfare official in the Commission’s health and consumer protection directorate, yesterday confirmed statements made earlier this year by EU Health Commissioner John Dalli that the EU executive was considering tabling specific legislation on the welfare of companion animals in its upcoming review.

“The health and welfare of dogs and cats is crucial to human welfare,” Simonin said. “As there are no EU rules governing the protection of companion animals, the Commission is considering developing specific actions […] in the framework of its forthcoming animal welfare strategy,” he added.

The CAROdog.eu website – which was initially created by animal welfare organisation Four Paws and the Istituto G. Caporale – is described as “a management database containing the most recent scientific and practical information regarding companion animals, including stray animals, in Europe”.

The initial aim of the site, the editorial board of which the European Commission and the Federation of Veterinarians of Europe are also members, is “to provide, generate and disseminate reliable knowledge about dog health and welfare in Europe, focusing on strategies against canine overpopulation”.

It offers a comprehensive library of literature and scientific research on dog welfare, as well as a glossary of terms.

Website ‘source of inspiration’

“I hope the website will help EU member states to deal with animal welfare issues until harmonised EU rules on animal welfare are brought out. Let it be a source of inspiration for us,” said Onkelinx at the website’s launch yesterday.

Echoing the minister, Paolo Dalla Villa, head of the animal welfare department at the Istituto G. Caporale, said “the website offers a unique way to use new technology to share knowledge,” expressing hope that it would help develop EU policies and prove useful for governments across Europe and beyond.

CAROdog.eu seeks to offer scientific, legal and practical tools for political strategies and concrete programmes “to build up a Europe-wide culture of responsible dog ownership,” reads a statement on the site. 

“Only a multidisciplinary, systemic approach can strengthen the European culture of responsible ownership of animals,” argues Four Paws.

Other participants in yesterday’s event stressed the importance of acting early to prevent problems from manifesting themselves.

“Rules and regulations will never do the job alone. We need to join forces and reach out to animal owners to get their commitment, not just stay on out little islands,” said Jan Vaarten, executive director of the Federation of Veterinarians of Europe (FEV).

“This initiative goes in that direction,” he added.

Asked why the website was only available in English, Marlene Wartenberg, director of Four Paws’ European policy office, said “our budget is limited, so we started with translating the flyers,” expressing hope that volunteers would step in to translate the website now it has gone live.

Next month, the European Commission will host the first international conference on animal welfare education (1-2 October).

The event will be followed by another Brussels conference, organised by Four Paws, on responsible dog ownership in Europe (4-5 October).

Welcoming the website’s launch, Belgian Deputy Prime Minister for Health and Social Affairs Laurette Onkelinx described the initiative as “a very good step forward for the public to learn about dog health and welfare and for the European Union to strengthen and enlarge the scope of animal welfare protection towards companion animals”.

In a statement released to mark the website’s launch, German CDU MEP Elisabeth Jeggle (European People’s Party), vice-president of the European Parliament’s intergroup on the welfare and conservation of animals, thanked the Belgian EU Presidency “for taking on the topic and submitting it to the Council”.

“The website provides innovative knowledge management about canine population. I am sure that it will be a main factor in the development of broad knowledge about responsible dog ownership,” said Helmut Dungler, founder and CEO of animal welfare organisation Four Paws, one of CAROdog’s creators.

“Before CAROdog, fragmented information about dog ownership was spread all over the Internet, whereas now we have a database that gives every dog owner the opportunity to find it all in one place,” he added.

Vincenzo Caporale, director of the Istituto G. Caporale, another of the site’s creators, said “the success of the CAROdog website is that it successfully combines science-based and fact-based information, with the expertise of Istituto G. Caporale and the practical experience of Four Paws”.

“It is certain that all this information will be of interest and support to the global animal health and welfare field and for governments, including outside Europe,” Caporale added.

“Companion animals make a strong contribution to human life and welfare, and public health institutions have a duty to protect animal health as a means of protecting human health,” said Paolo Dalla Villa, head of the animal welfare department at the Istituto G. Caporale

16 cats that had been castrated and fed by this organisation were found dead in a waste container.   **They had been poisoned** – sadly a common enough occurrence in Greece.

Greece – a country that takes a lot of pride in its long and old culture and history, and yet they have not moved one inch beyond such low and disgusting behaviour in over two thousand years.

The “Tierhilfe Kos” have been threatened repeatedly with legal consequences to what the authorities on Kos consider illegal activity.  Vets from Germany and Austria who offer their services for free in the interest of animal welfare are attacked by Greek vets as ruining their business.

They would rather see these animals suffering and/or dead than allowing foreigners to help them (Kos is no exception – I know of this from the Island of Cephalonia too, where foreign vet students come to castrate and treat animals for free are hidden away to escape the wrath or local authorities acting on behalf of their own Greek vets – often people of far less professional knowledge than those come from abroad).

There are 4 registered Greek vets on Kos – all they do is charge foreign tourists huge amounts for vaccinations and EU pet passports if (the tourists) take pity on individual animals and want to take them home with them.

Macedonia: Vicious and Very Psychopathic Butcher (Literally) Murders Stray Dog Being Cared for by Local People.

 

Stray dog murdered with repeated severe stabs with a butcher’s knife

Yesterday, in broad daylight at about 10 am, an employee at the Butcher’s Shop Mega in Skopje, Macedonia, murdered a stray dog with repeated severe stabs with a butcher’s knife attached to a metal rod in front of a number of passers by.

The poor animal, covered in blood and in complete agony and shock, was dying for fifteen minutes before the eyes of the passers by, some of them children. This amiable dog which many of the local residents regularly looked after, without attacking, without even barking once at its killer, was literally butchered, stabbed through its body and severely hit against a wall by the professional butcher.

Three of the witnesses reported the case to the police which came to the spot to investigate and compiled a report. In the meantime, the butcher confessed to committing the act, explaining that the previous day that same dog had attacked his wife and child.

The witnesses contacted the local clinic and received information that no person had required medical attention for having been bitten by a stray dog.

This was a premeditated, planned murder, committed in an extremely vicious and psychopathic, devious manner unimaginable to any sane person. The act was brutal, the sight horrific. The photographs of the dead animal alone are poignant, but imagine the sight witnessed by the people who happened to be there, who saw the dog being ripped open, who heard its cries. All witnesses we have contacted are in a state of severe shock and cannot come to themselves. Some of them had been threatened to keep silent, but had nevertheless decided to talk about what they had seen and testify.

We ask for the most severe condemnation for this person, who is a threat and a potential danger to the environment, as no sane and normal person could repeatedly stab a helpless and homeless dog, listen to such cries of agony and continue butchering it in such a beastly manner. The psychiatrics has no doubts that such occurrences are horrifying, that such people pose a danger and a direct threat to their environment and should not be disregarded-it is a well known fact that serial killers start off by killing animals. We ask for a collective condemnation and the most severe punishment for the perpetrator!

Killing animals is a regular occurrence in our country, but punishments and sanctions are non existent. Animals in Macedonia are victims of brutes, both on institutional and individual level. The way a society threats its animals reflects that society, its level of civilization, humanity and awareness. Macedonia is shamefully inactive in that field, despite the numerous reactions from associations and citizens to the authorities. We insist on stricter animal protection laws and implementation of Animal Police, as the terror over animals in Macedonia is never ending daily occurrence.

LET A POSITIVE LAWFUL CONCLUSION OF THIS BRUTAL ACT MARK THE BEGINNING OF CHANGES!

My name is Yamuk (means lopsided in Turkish). I was given this name, because I wasn’t able to walk properly since I got bit by a stray dog.

I was a stray cat and I had been taken care by some lovely people around me. I used to live among some other stray cats, who shared the same fate with me, in a beautiful steet in Bornova district of Izmir. Actually, I considered myself luckier than some of my friends, because there were people around me who cared for me. They got me vetted and vaccinated for diseases. If they did not help me, I would probably not be able to recover by myself from the terrible condition caused by a car that hit me.

I used to live in the corner of a grocery store with the love and care of that store’s owner and some gentle people who fed me, until October 8th 2010. A group of young people did not love me like the others. They took me out from the box in which I slept and kicked me to death. They crushed my head with their feet. This is how I died. I’m thinking about whether I’ve done something wrong to them. What did I do to deserve this? Maybe my only mistake was being a cat that lived outside. But still, after my death, I would not even imagine that the whole city, the whole country and even the whole world would be sorry, would oppose the ones who did this and would take this act seriously. I’m so glad that there were people with good hearts.

Thanks to the surveillance camera of the grocery store, my murderer got arrested, given a 687 Turkish Lira (approx. $490) pecuniary punishment and released, returned back to his life. How about the other animals living in the streets, who got disabled, tortured and killed like myself? What are they doing right now out of the sight of the cameras? How many remorseless murderers of many of these animals are right now outside, living among you? Who knows..

I am not with you anymore. I can only hope that the prudent and scrupulous people around the world would act to demand the rights of the animals like myself. So that crimes like these would not remain with impunity, the right to live of the street animals would not be taken away from them and the ones after me would not be kicked to death and throw up blood.

Serbia: Investigation Exposes Veterinarian Paid 1.5 Million Dinars for Killing 1,148 Dogs in Just ONE City – Nis. No Wonder There is No Enthusiasm for a ‘No Kill’ Strategy !

 

SAV are pleased to inform of a major new investigation which has been undertaken by Serbian campaigners.

EPAR have now sent criminal charges to the Public Attorney of Nis city, to the police of Nis and also to the republic veterinary inspectors relating to the illegal activities of a city vet named ‘Davkovsi’ and also those of city garbage firm JKP`Medijana`.  Both the veterinarian Davkovsi’ and also JKP`Medijana’ have acted in direct opposition to the Constitutional laws of the Republic of Serbia.

They have been killing animals in Nis city in direct opposition to the veterinary laws of Serbia.

Now we have documented proof to support what we say, and this data is provided below.

The following wording is used on the documentation samples given.  An English translation of terms used on the documentation are as follows:

1.      Shows the amount of T-61 which has been purchased to kill the dogs.

2.      ‘Aplikaciaja’ means the number of dogs that have been killed.

3.      `Ukupno za naplatu` is the cost that veterinarian Davkovsi’ charges for him to kill the animals.  It should be noted that this continues for months, as can be seen in the investigation paperwork following.

All the costs detailed in the paperwork shown here have been paid to vet Davkovsi’ by Nis city garbage firm JKP`Medijana`.

Rather than paying a veterinarian to undertake the killing of 1,148 dogs during 2009, we suggest that Nis city would have been much wiser if they had invested the same money into a program of animal sterilisation.  The current rate for male (dog) sterilisation is around 1,200 – 1,800 dinars.  Sterilisation of a female (bitch) is approximately 3,500 – 4,000 dinars.  Using the top rate figure in each case, if the same money paid to the vet for killing had been put into stray animal sterilisation, then approximately

945 MALES or 425 FEMALE dogs could have been sterilised.

The top end figures have been used here, but for mass numbers such as this, actual costs could have been reduced even more.  We suggest that around 1,000 male dogs or alternatively, 500 female dogs could have been sterilised for the same money paid to vet Davkovski for the killing of 1,148 dogs during 2009.

But further, we suggest that actually addressing the ‘problem’ of stray animal numbers in Nis city through a sterilisation programme is not to either the authorities or the vets benefit.  They need to rob the city taxpayers of money continually whilst making themselves look as if they are constantly dealing with the problem of stray animal numbers.  When you are a vet and you are being paid over one and a half million dinars every year to ‘deal’ with (ie. Kill) unwanted stray animals, why would you support an alternative scheme which really addresses the numbers and works towards a long term numbers reduction programme ?

The answer is that some vets and some of the city authorities make lots of money out of continually killing stray animals.  It is NOT in their financial interests to look at alternative methods to reduce animal numbers long term or to save the city taxpayers money by investing into such schemes as sterilisation.

The Veterinarian Oath:

“Being admitted to the profession of veterinary medicine, I solemnly swear to use my scientific knowledge and skills for the benefit of society through the protection of animal health, and to adhere to a code of conduct that ensures the relief of animal suffering,”

So much for veterinary oaths in Serbia !!!

Food for thought – From data provided by ‘SPAY USA’ we have the following:

One unspayed dog and her offspring can lead to 67,000 dogs in six years.

One unspayed cat and her offspring can produce 400,000 cats in seven years.

And so by putting taxpayers money into a city sterilisation scheme rather than a vets pocket, 945 MALES or 425 FEMALE dogs could have been sterilised in Nis city for the money paid to just one vet in 2009 to kill 1,148 dogs in Nis city.

Is this Nis City taxpayers money well spent ? – we suggest it is probably NOT !.

Further to the above cost table, despite being ordered to provide cost data evidence by the legal Commissioner, JKP`Medijana` have still not provided their information for the periods covering February to April 2009.  The costs associated with these months has still not been seen.

Serbian campaigners have undertaken obtaining all the information provided here through the correct and legal requirements of the Serbian constitution.  Information which they have a right to request and a right to be given.  JKP`Medijana` appear to be the people who are not now providing all the data / information that they have been ordered to.  Why is this we ask ? – have they something to hide ? – has the time now arrived when the actual financial costs of sticking to a killing programme for the city strays rather than investing into a long term and effective sterilisation programme now coming to the surface for everyone to see ? – including the money being made by some institutions for retaining their ‘kill’ and no alternative policy ?

The animals which have been killed over the years by the financial lust of some operators can never be returned.  They are unfortunately a part of a system in history which places money before the retention of life. 

We trust that this expose will contribute to showing the system operated in some Serbian cities and that most importantly, the taxpaying general public will learn from it; and learn that their money should be invested into ‘No Kill’ sterilisation programmes for strays; including the establishment of long term shelters for strays, as required by the (Serbian) law.

This information will be provided to the EU Enlargement Commission asking them to take account of the data provided.  We trust that SAV EU supporters will copy and send this post link to their MEP’s in order that they can understand more about what happens in Serbian politics.

Finally, we understand that veterinarian Davkovski  who has undertaken all these animal killings is a (Serbian) Democracy Party member.  His brother who we also understand is a veterinarian, is the chair of some authorities in the Nis municipality.

Veterinarian Davkovski is also involved with the catching and killing of many animals in cities outside of Nis also.  It would appear that this is quite a lucrative business for him.  Negotin city is one such place, where we understand that more than 10,000 Dinars have been paid for just one days work catching and killing strays.  It is alleged that veterinarian Davkovski said that strays had been returned to the streets, but when documented proof about the microchip numbers of these returned to street animals in addition to further information about them, nothing could be provided.

Only one conclusion can be drawn from this; that is that the very lucrative killing of stray animals continues throughout many Serbian towns and cities.  A business which is very lucrative to some sectors of the veterinary profession.

Now what was the wording of that veterinary oath ? :

“I solemnly swear to use my scientific knowledge and skills for the benefit of society through the protection of animal health, and to adhere to a code of conduct that ensures the relief of animal suffering

……….. and pigs might fly !!!

Reference Data:

The Veterinary Law – Article 168 and 46“The kiling of strays is forbidden – they should be provided with care and not killed”.

Campaigners have now heard from the (Constitutional) Court in writing, and they say that no analysis of the case is necessary for Pravilnik 29/94 as it has been replaced by the new Veterinary Law Article 168 (02/10/2005).  This is exactly what the campaigners had said, ie. that the old ‘underlaw’ (extra law) of Pravilnik 29/94 was still being used when it fact it has been overwritten by the new Veterinary Law Article 168 of 02/10/2005.

In addition, Article 46 of the new Veterinary Law (02/10/2005) states that the killing of stray cats and dogs is forbidden and that instead they should be provided with care.

In effect, from 02/10/2005 under the Serbian Constitutional (law) Court, animals should be provided with care and not be killed.

T-61: What is it ?

“the use of T-61 is totally unacceptable. T-61 is mixture of three drugs,” Vallentine explained. “It contains a local anesthetic, a barbiturate derivative that renders the animal unconscious, and a chloroform-like agent causing muscle paralysis.

Death results from asphyxia following paralysis of the respiratory muscles. If T-61 is administered without prior analgesia, or too quickly, intense pain may result due to paralysis before loss of consciousness.

Hungary: Appeal for Donations to Help Animal Rescue Organisations After Environmental Disaster

 

Most people, especially Europeans, will be aware of the catastrophic ecological events which have happened in Hungary in the past weeks.  Some news links and pictures are given on the following sites:

Animals have suffered in this disaster, and Hungarian animal welfare organisations have been working tirelessly to try and rescue and help animals caught in this disaster.

Photographs of this rescue and animal cleaning work are shown below.

Animals are either taken away to be cleaned and fostered somewhere until things return to normal, or if the owners insist in their animals staying at their property (many want their dogs to continue to guard their houses – on the chain or inside the building) animal welfare tries to supply them with food and whatever care they can on location.

A local German organisation is collecting material donations to be taken over to Hungary in the next few days. Nobody from abroad can help with that naturally.

But donations are also desperately needed to support the work.

Here is a very recent case in Izmir/Turkey, where a young man has murdered a cat sleeping in a box by chasing her out and stomping on her head. She died on the spot.
