Bosnia and Herzegovina: Dog ‘Death Camp’ Exposed – Please Take Action – See Below for More Details.

Information coming out is confusing – some says that most of the dogs have neen killed; other messages say not.

It will not hurt to send messages to the authorities regardless using the sample letters below.

The town of this shelter is near to Sarajevo; and we are informed that since its exposure by locals, many of the dogs have been killed.  Possibly some of the adult dogs and the puppies have been rescued by locals; but this is unconfirmed.

Sample Letter – better if you personalise it:

Dear Sir,

I request that the Government of Bosnian and Herzegovina, the Istocni Stari Grad authorities and municipality mayor Bojo Gašanović in particular, investigate the matter of the Hreša dog shelter.

We have reliable reports and eyewitness accounts substantiated by photographs that that over 50 dogs are being kept in inhumane conditions, without adequate food or water or veterinary treatment, that numerous dogs are kept in tiny cages, that dead dogs are left amongst living dogs. Furthermore, there are reports that any non-purebred dog caught by the shelter is killed, and that purebred dogs are stolen from owners and only released to the owner if a ransom is paid.

It is understood that Slaviša Jovčić, the manager of the shelter and director of Glog, the company that built the shelter, was promised 130 000 KM from the municipalities for the shelter, but the full amount of the money was never paid by the municipality and therefore Slaviša Jovčić cannot ensure the care of the dogs.

We demand that a full investigation is undertaken, that the municipality ensures that the facility is immediately provided with funds to care for these dogs. Modern practices must be implemented, giving food and fresh water and the facility be must kept sanitary and properly staffed with veterinary professionals so the animals are cared for and, ultimately, caring homes need to be found for these dogs.

This situation has sparked a global outcry and we look to the Bosnian and Herzegovinan justice system and authorities to conform with EU standards regarding animal welfare, and to apply the law that was passed in Bosnia Herzegovina incorporating these EU standards.

Thank you for taking the time to read this letter.

Yours sincerely,

And in Serbo-Croatian:

Dragi gospodine,

UPDATE, NOVEMBER 3, 2012: Activists arrived today to find 40 dogs missing. Workers at the shelter said they had been killed and buried in a garbage dump. The activists managed to release and rescue a mother dog and her seven puppies and one other adult dog. They then had to leave the premises as they feared for their lives.

November 1, 2012

Reliable reports and eyewitness accounts substantiated by photographs show that over 50 dogs are being kept in inhumane conditions in the Hreša Dog Shelter, on the outskirts of Sarajevo.

They are completely without adequate food or water or veterinary treatment.

Numerous dogs are kept in tiny cages, one dog in a cage no larger than itself.

Dead dogs are left amongst living dogs.

Witnesses say that any non-purebred dog caught by the shelter is killed, and that purebred dogs are stolen from owners and only released to the owner if a ransom is paid.

Winter is here, and with heavy snowfall and temperatures hitting -30 and no heating in the shelter, without immediate help many of these dogs will die.

 URGENT ACTION NEEDED!

A sadistic couple in Sarajevo, Bosnia-Herzegovina in the former Yugoslavia is collecting dogs, cementing them while still alive into walls and slaughtering them. Neighbors have complained about the cries of the animals and the stench of the dead bodies but no authority will take action.

Jelena Paunovic is the brave woman who is taking photos, visiting the poor creatures with food, and trying to raise world-wide condemnation so something will be done. All pleas she has made to veterinarians and local authorities have fallen on deaf ears.

THESE DOGS DESPERATELY NEED HELP! THIS COUPLE NEEDS TO BE STOPPED!

If you are on Facebook, you can follow her and receive updates. The link directly below this takes you to a German story on this atrocity. I’ve provided some contacts but don’t know if they are the right ones. Please email them a note voicing your outrage!

I also need your help in locating the contacts for Sarajevo local police, the mayor and the tourist ministry. I need you all to spread the word….share, crosspost, Tweet, Facebook and let the world know these poor dogs
need help! Please post any contact info you have! Thank you

SARAJEVO — Two intoxicated youths duct-taped a firework in a German shepherd’s mouth and blew off his face. But the torture didn’t stop there. The poor dog, known as Vucko, wandered for five days, unable to eat and with maggots infecting the meaty pulp of his ruined face. Vucko was finally picked up by authorities and euthanized after vets were unable to perform reconstructive surgery.

Here is EXTREMELY GRAPHIC footage of Vucko being examined by vets. Notice the firework’s shell casing still embedded in the dog’s head.

We must bring the animal abusers to justice and ensure that this inhumanity is never repeated; sadly, animal welfare laws are practically nonexistent in much of Eastern Europe. Sign this petition urging Bosnian authorities to hunt down the guilty parties, expose the severity of animal abuse, and create proper legislation that will protect animals.

Wording – Apply the Law on Animal Welfare (2009)

I just signed the following petition addressed to: Chairman of the Council of Ministers of BiH, Dr. Nikola Špirić.

I am deeply concerned by the most recent event of animal abuse in Ilidza, Sarajevo, where a group of unidentified perpetrators put a firecracker into the mouth of a stray dog, which exploded and completely destroyed his upper jaw. The dog was found after a couple of days and taken to the vet, where he was euthanized due to excruciating caused by this inoperable wound.

Sadly, this is not an isolated act of violence but the mayhem of ongoing neglect and animal abuse. The signatories of this petition demand strict implementation of the existing Law governing the welfare of animals. It is of major concern to the citizens throughout BiH that the laws are not upheld and that the crimes of animal abuse go unpunished. Such violence keeps spreading with disastrous consequences both to people and to animals. pose a serious threat to the civil society.

Evidence of the connection between violence against animals and violence against humans is overwhelming. A growing body of research has shown that people who abuse animals rarely stop there. According to mental health professionals, animal abuse constitutes aggressive and antisocial behaviour, which is a reliable predictor of violence against people. Abusing an animal out of fun in their youth was the most statistically salient motive for predicting later interpersonal violence as adults. Sources are many, to name just a few:

The Link Between Animal Abuse and Human Violence
A volume of contributions to the 2007 international conference at Oxford (Oxford Centre for Animal Ethics), on the relationship between animal abuse and human violence.

The Link Between Animal Abuse and Human Violence

Childhood Animal Cruelty Methods and Their Link to Adult Interpersonal Violence

The Effect of Inmates’ Self-Reported Childhood and Adolescent Animal Cruelty
International Journal of Offender Therapy and Comparative Criminology
http://ijo.sagepub.com/content/52/2/175.abstract

I urge you to take steps that the Law on Animal Welfare introduced in 2009 is applied in this particular case, as well as on all other cases of animal cruelty towards stray dogs and cats.

Torturer of 100+ Dogs Alexey Vedula Deserves Maximum Punishment!

http://www.thepetitionsite.com/1/the-strictest-punishment-for-alexey-vedula/

Target: Ukrainian President Viktor Yanukovich & General Public Prosecutor Victor Pshonka

Sponsored by: People for the ethical treatment of animals in Ukraine!

UKRAINE — Since October 2011, Alexey Vedula, a 19-year-old student, has been publishing atrocious videos on the Internet which feature him torturing and killing dogs in various extremely cruel ways. Alexey is filmed throwing puppies on the railway and watching trains run over their little bodies. He is also seen cutting off their tails and paws, ripping open their stomachs and pulling out their eyes. All the while, he and his friends make cynical comments and laugh.

Alexey Vedula tortured over 100 dogs to death and published these videos on the site Vkontakte.ru, where he and his friends discussed new methods of torture. More information here.

Because of the indifference of Ukrainian authorities, this man is still free! The strictest punishment for his actions is a small fine of 850 gryvnas ($100 US) or a six-month imprisonment. This young man is sick and we all know he will never stop. It is a well-established fact that animal torture is an early sign of violent criminal behavior. If Alexey finds pleasure in torturing and killing helpless little creatures, will he eventually turn to children?

But there is ONE MORE THING. There were a lot of precedents of torture and killing animals in Ukraine and NO ONE had ever gone to jail. That`s why we need to fight futher for all the animals which are tortured and killed by those who are not afraid of the law. We want to change current part of the law about cruel animals treatment:

1. The minimum term of imprisonment for the cruel animal treatment which leads to death should be at least 1-3 years without a chance of probation.

2. Every branch of power shall obey this law because now most of the claims about animal mistreatment are ignored.

3. Ukrainian officials who are responsible for the compliance with this law shall be punished accordingly for ignoring the failures in a form of fine, and if repeated, – in a form of dismissal.

If we don`t change it now, we will not be able to change it for the long time to come.

We want Alexey Vedula isolated from society, in a maximum security prison, for as long as possible!

We want change the law about animal mistreatment in Ukraine and protect the country from sadists and maniacs who start with animal torture and then switch to people!  less
