Ladies and Gentlemens

we received horrible information that:

The tourist organization of Banja Luka was “proud” to present the newest offer to tourists who wish to visit Banja Luka. This new offer is the barbarous sport of “bull fighting”. http://www.banjaluka-tourism.com/srp/vijesti.html
Bull fighting is not a national heritage nor any form of tradition. Bull fighting is a twisted form of expressing a rage – its not a sport – its not a game.. Bull fighting (for those who raise fighting bulls) is a sick form of self promotion and self-exposure.. They hope to see bulls doing what they could never have done – to have courage and strength.
Bulls are not meant to cure sick perverted persons – bulls were not meant to be the “crutches” for those who lost their own lost manhood.. bulls should not be used in fighting.
Ladies and gents,
I am writing this letter to express my thoughts and to share with you my deepest concerns for the people in Banja Luka.

I have been informed that the tourist organization of Banja Luka has put ” bull fighting” into their tourist promotion offer.

I am really stunned and horrified by the fact that the tourist organization and the people in Banja Luka see such barbarous acts as a part of their tourist attraction. Bull fighting to me is an act of crime.

If your intentions in Banja Luka is to see “bull fighting” as an entertaining and fun event than I want you to know that I will not be visiting your country in the near future. Bull fighting is not something that people from emancipated parts of the world want to see.
Bullfighting is diabolically wrong, it’s a form of animal abuse and can leave deep marks on the psyche of the younger generations. Bull fighting is not what Banja Luka should be proud of.

Bull fighting is WRONG! I am asking you to stop promoting this barbarous act. Please stop abusing and torturing these innocent animals. Please find more humane materials for Fiestas.

Sincerely,

Slavica Mazak Beslic

United States Diplomat Adds Support for National ‘No Kill’ Programme Throughout Serbia

SAV are very pleased to announce that professional, additional support has now been provided for the implementation of a national No Kill, Sterlisation, Microchipping and Identification (Database) programme within Serbia.

A letter has been produced by Mrs. Susan Rockwell Johnson, former Supervisor of Brcko District, Bosnia and Herzegovina, and now a Senior US diplomat currently working the State Department in Washington, United States.

Diplomat Mrs. Johnson was paramount in the establishment of the excellent and superbly run Arka BaZIL ‘No Kill’ shelter within Bosnia and Herzegovina; photographs of which can be viewed at

https://serbiananimalsvoice.wordpress.com/2008/05/14/bosnia-and-herzegovina-brcko-arka-bazil-no-kill-shelter-news-14th-may-08/

Please refer to another past SAV article on Brcko District, at

https://serbiananimalsvoice.wordpress.com/2008/05/25/brcko-250-dogs-to-be-killed-by-local-authorities/

The letter from Mrs. Johnson to both Mr.Sasha Dragin (Minister of Agriculture, Serbia) and to Mr.Zoran Micovic (Director of Veterinary Department of Serbia) will provide a very welcome support to both the EPAR (Serbia) and SAV calls for a ‘No Kill’ programme as detailed in the SAV letter earlier this week; information of which can be viewed at

https://serbiananimalsvoice.wordpress.com/2008/08/26/racha-photographs-of-animals-sunday-24th-august/

Sections of Mrs. Johnsons letter to Mr.Sasha Dragin and to Mr.Zoran Micovic include:

For the attention of:

Mr.Sasha Dragin – Minister of Agriculture, Serbia;

Mr.Zoran Micovic -Director of Veterinary Department of Serbia;

“I hope that Serb officials such as yourselves will recognize that mass extermination efforts are misguided and counterproductive. The only effective approach is a sterilization and no kill policy, combined with measures to teach and enforce responsible dog ownership.  Once it is clear to citizens that if they do not control reproduction and population they will have to pay for the care and feeding of the offspring, the incentives for responsible dog ownership and sterilization, they will have strong incentives to cooperate”.

“Animal overpopulation problem in Serbia and everywhere, including in the United States, is one very much more one of uneducated and irresponsible ownership rather than the fault of the animal(s).  This is the problem that needs to be addressed, and rapidly, by the authorities and government on a nationwide basis – a NO KILL MASS STERILISATION and MICROCHIPPING policy which in a relatively short period of time will result in a reduction of animal numbers in the towns and villages and cities across the whole of Serbia.

I urge you and appeal to you to make Serbia a model for the Balkans and beyond.  Officials such as you have the authority and responsibility to resolve these issues successfully and in a civilized manner that supports responsible dog ownership and local government and rejects mindless and brutal killing as a solution.  It takes courage and determination, which are both qualities that I am sure that you have. Please do it now!”

Sincerely;

Susan R. Johnson, former Supervisor of Brcko District, Bosnia and Herzegovina.

EPAR and SAV would like to thank Mrs. Johnson for her expert experience of stray animal management gained in Bosnia and Herzegovina, and for her support in the call for the establishment of a national ‘No Kill’ programme throughout Serbia.

As with the SAV letter sent to Mr.Sasha Dragin and to Mr.Zoran Micovic, it has been asked that all correspondence be returned to Dr. Slavica Mazak Beslic at EPAR, who has been tirelessly campaigning for many years for a long term, animal friendly solution to the problem of stray animals within Serbia.

We will provide updates if any correspondence is received in return from either Mr.Sasha Dragin and / or Mr.Zoran Micovic.

WOLF NEWS AND WOLF-DOG NEWS 8/16/2008

Hi folks. Here is another installment
of the most recent news reports around
the world on Wolves and Wolf-Dogs.

BOSNIAN WOLF AND PUPS MURDERED!

(Comment on the blic.co story by going down

http://www.sekovici.net/strane/ogradu/ogradu.php

It was revealed to us by Slavica
Beslic, president of EPAR (Esteem
and Protection of Animal Rights)
that a Wolf and her pups here murdered.

Thanks to her, and the organization
Društvo za zaštitu prava Životinja Noa,
or NOA, provided much information on
the subject.

The murders happened in the municipality
of Sekovici which is in the northeastern
part of Bosnia-Herzegovina.

The date around the time it happened
was 6-9-2008.

http://www.unitedhumanrights.org/Genocide/bosnia_genocide.htm
http://en.wikipedia.org/wiki/Bosnia_and_Herzegovina#The_1992-1995_Bosnian_War

A man by the name of Vladislav Bobar
and his cohort of hunters went to a
Wolf-Den and attacked it.

A Wolf that was a mother didn’t want
to leave out of loyalty to her pups.
They were beaten severely by the
hunters, and then were shot to death
by them.

Hunting is illegal in Bosnia, although
there are no protections for Wolves
in Bosnia.

So through a technicality these men
got away with a terrible crime. Legal
or not, murder shouldn’t happen.

And if hunting is illegal, Wolves should
also get protection. Especially with incidents
like this. There are about 400 Wolves
in Bosnia.

Bosnia is no stranger to atrocity,
considering the Bosnian War that
happened in 1992-1995 and left
approximately 200,000 people dead.

These types of horrific acts must stop.
And Wolves must be protected in Bosnia.

WHAT CAN YOU DO?

Even worse is how the media even supported
their slaughter.

We must send a message about this issue and
how this violence and horror must end.

A) First write to the Bosnian government
officials.

Tell them about this atrocity and how
atrocity in Bosnia must end. Wolves
deserve protection, and these men
who brutally murdered a mother and her
children should be punished. They
clearly were intent on exploiting
legal technicalities. That is they
were skating the line between
hunting and non-hunting. It doesn’t
matter, murder is murder and these
atrocities must end now.

OTHER WORLD WOLF NEWS……………………..

USA – Michigan

The Michigan DNR plans to institute
their management plan soon.

http://www.pressandguide.com/stories/081308/spo_20080813023.shtml

A plan that was approved in July
by DNR Director Rebecca Humphries,
who is no friend to the Wolf whatsoever.

The plan is all about ‘managing’ impacts.

The DNR is making a haphazard plan
where they will for one, not use
Non-Lethal Methods Only and PF Ranching
as the norm for preventing livestock issues.

They may very well institute culls of Wolves
in an area or a region if they want to do
so. They also hope that hunters and trappers
will also help them if Wolf population numbers
get ‘too big’.

In otherwords their plan like many,
will be disastrous for Wolves.

Management plans are a system of control
to oppress Animals since Humans still
can’t grasp the concept of living in
harmony and respect with others.

http://www.pressandguide.com/stories/081308/spo_20080813023.shtml

Although their plan claims to have a section
on information and education, and research
you can tell this plan like many in the world
will doom the Wolf.

WHAT CAN YOU DO?
A) First contact the Michigan DNR in opposition
to their plans and sue them if possible.

SWEDEN

In Sweden the county government of Vast had a meeting
August 14th, in Hjartum where 200 people came to talk about
depredations by Wolves.

http://timberwolfinformation.org/info/archieve/newspapers/viewnews.cfm?ID=4978

Sheep owners told their ‘experiences’ at the meeting
and apparently got tips on how to
prevent livestock depredations.

We hope Non-Lethal Methods and PF Ranching were
a part of the meeting, though we cannot be sure
if they were.

http://www.heartofthewolf.org/source.html

So we need your help to get the word out on them.

First write a comment at the source article below.

Go to the end of the article and click on ‘Tipsa en bekant’.

Also contact the Swedish Government.

Contact the Swedish Government
urging them to support NLM’s and
PF Ranching. Until
these methods are educated about,
implemented and enforced, this
will not end.

Brcko – 250 Dogs to be Killed by Local Authorities

See also the BaZIL 14th May entry in this section.

The authorities of Brcko have caught around 200 – 250 dogs and put all these dogs in one  big dark, dirty area of a food factory –  without food and water, without veterinary care , dogs are fighting each other and even eating each other.

Now the authorities plan to kill all these dogs, in a pathetic attempt to show how they are able to solve problem of stray dogs without ARKA, the animal welfare organisation.

That is the thoughtless actions of politicians of Brcko.

SAV are asking if anyone can come forward and take action for the dogs of Brcko.

Within the next few days, we know that all the dogs will be killed, and the politicians will state that there were never any dogs around in the first place.

E mails should be sent to Mr. Neil Parish MEP and to Mr. Alain Hutchinson MEP at Brussels, asking them to take action on behalf of the EU for the dogs and cats being killed against legislation in the Balkans.

Neil Parish MEP e mail –

(Mr. Parish is the President of the EU Eurogroup for Animal Welfare)

neil.parish@europarl.europa.eu

Alain Hutchinson MEP e mail –

alain.hutchinson@europarl.europa.eu

(Mr. Hutchinson is attempting to bring in EU wide new legislation for the protection of Stray animals).

This will be legislation that new member states will have to show they are complying with before they join the EU.  The above actions show us that they are not complying with any animal welfare legislation.

Photo – the excellent ARKA shelter – now considered unnecessary by the Brcko authorities.

They want to kill dogs rather than involve ARKA.

New Photographs from NOA of Bosnian Horses

Photos just received from our activist friends at NOA in Banja Luka. You can clearly see
the horses and the conditions they are in.

Also in the photographs are activist from NOA.

SAV would like to thank our friends at NOA for making the difference and saving horses lives.

See also our

EMERGENCY APPEAL – 90 horses Dying of Starvation in Bosnia and Herzegovina

Lipizzaner Horses at Vucijak Farm in Bosnia and Herzegovina are being kept in
appalling conditions, suffering from starvation and fatigue. The horses
are dying. These horses need our help urgently. Three foals have already
died due to starvation and conditions at the farm  more are expected to
die in the days to come.

Why is this happening?

After war broke out in Yugoslavia in 1992, Vucijak farm has
not received the support of the state. It was once a European breeding
centre for the famous Lippizaner horse, and has been selectively
breeding these animals since WWII, but now it lies in all but ruins, the
horses undernourished and dying, and the buildings collapsing around
them. The farm is owned by City Hall Prnjavor and Government of
Republika Srpska, both of whom are acting as though there is more than
enough time to sort out the problems on this farm. Funds that have been
raised in the past by NGOs and other welfare groups have disappeared
into the administration, and no spending on welfare has been observed.

Add to this the fact that farm employees have not been paid for many
months at a time, and are currently on strike. They have not allowed
volunteer workers into the farm to look after the horses as they see the
horses plight as a lever for their own failing livelihoods. This means
that in addittion to the pitifully meagre budget available for the care
of these horses, they must undergo an even greater hardship while being
used as pawns in this administrative farce. Thankfully, volunteers will
be allowed back onto the farm as of next week.
http://www.ergela-djakovo.hr/?/vijesti/&j=3D1

NOA, a Bosnian animal welfare organisation and member of WSPA
have negotiated an agreement with the authorities to allow their
volunteer taskforce onto the farm. They also have a policy of
transparency about spending. They will therefore ensure that any
donations made to help these horses will go directly to rehabiltating
the animals, and thereafter, the farm. They will provide interested
parties who donate funds with expenses reports of the whole project on
request (once it is finished)

NOA would like to help organise VUCIJAK farm in cooperation
with other interested parties into a farm that is organized and run in
the way that a farm such as Djakovo farm (see link below) operates.
