Headquarters, particularly sensitive on issues regarding the protection of
animals, has already issued directive orders – instructions to all competent
regional Police Authorities. Specifically, the instructions mention that in
the frames of duties performance, Police Authorities shall be vigilant and
strictly implement the regulations in force, in cooperation with the
competent Authorities and Co-operators, as regards the penal ratification,
in every case where maltreatment, torture or ill-treatment of a stray or an
animal is confirmed.

Please be also kindly advised that the statutory frame in force, regulating
animals’ protection, is: a) Regulation nr. 1197/1981 “Protection of
animals”, b) Regulation nr. 3170/2003 (Pets, strays and further orders)”.

Additionally, please be informed that as regards the case in which you are
referring at, a relevant order has already be given to the competent
regional Police Service for the process of immediate investigation and
implementation of the imposed police actions. 

The Ministries of Interior and of Rural Development and Provisions are the
competent Authorities for the implementation of the animals protection and
care programs (vaccination, animal neutering, strays gathering, removal of
the dead animals’ carcasses, etc.).

Dear Sir/Madam,
 
I am outraged and very saddened to see the many cruelties and abuses against stray animals throughout Serbia. My respect for your country has greatly diminished because of your cruel and inhumane treatment of the all too many strays in your country.

I am disgusted by your lack of compassion and disregard for the lives of the animals in your country.  I know there are many caring, good and sensitive people who love animals living in Serbia, but the fact that authorities are still committing mass killings of strays makes me very angry. 

Please STOP killing of the innocent stray dogs in the Nis, Zajecar and throughout other cities in Serbia; and take positive action to reduce stray annual numbers in your country through a ‘No Kill’, vaccination, sterilisation and microchip program.

In addition, rather than wasting taxpayers money on the continually killing animals, why not invest it in a program to educate the public and informing them that the sterilisation of their own pet animals is necessary if the stray animals numbers population is to ever be reduced. The public cannot continue to allow their own un-sterilised pets to turned out of their homes each day, wandering the streets and mating with any stray animals that they encounter.   This does nothing overall to reduce animal population numbers; in fact it does the exact opposite, contributing to an increase in stray animal numbers.

The video footage which I have recently seen regarding stray dogs in Zajecar city, is not based on any existing Serbian Animal Welfare legislation. Dogs are simply caught and treated in the most inhumane ways possible. They’re captured at random, stuffed together into tiny cages, forced to sleep in their own faeces and suffer terribly as an immediate result of your action.

The hellholes which you call an animal ‘shelter’ are anything but a shelter – they are simply places of death; killing houses. You are doing nothing to implement existing Serbian animal welfare legislation, and because of this you should be ashamed.

The Constitutional Court of Serbia says that the killing of stray dogs and cats in Serbia is forbidden from 02/10/05Authorities which still kill animals rather than provide them with care are working in direct opposition to the existing laws of Serbia regarding animal welfare. Public firms responsible for stray animals still are still attempting to justify animal killing by working to old and outdated Pravilnik legislation rather than Article 46 (168) of the new Serbian Veterinary law. As a result of this, the public firms who collect and still continue to kill strays are undertaking illegal work.

As you appear to support illegal activities which non-compliant with existing Serbian legislation, I am left with no alternative but to inform everyone in my power of the illegal actions you are taking against stray animals. This will include writing to politicians in my own country as well as providing information to the Enlargement Commission of the European Union. There is no excuse for the procedures which you are undertaking and I am determined to ensure that your actions will be fully exposed throughout the world.

You need to desperately move into the 21st-century regarding the treatment of animals, especially if you have any hope of becoming a future member state of the European Union. Compliance with the law is a fundamental requirement which is to be proven by new states seeking EU membership. As I have shown above, you are not complying with the law of your country; you are undertaking illegal activities. This needs to be, and will be, presented to the EU.

You have a fundamental duty to prove that you are complying with your own national legislation regarding animal welfare. At the moment, you seem to be failing dramatically in this. I ask you to treat all animals within Serbia correctly and with compassion. Now is the time for change as the whole world is watching you and is continually being updated on your illegal activities.

‘No kill’ sterilisation, vaccination, micro-chipping and identification is the only way forward to effectively reduce stray animal numbers throughout all towns and cities in Serbia. Until you undertake this action, you are wasting valuable taxpayers money by pouring it into a bottomless barrel. This is not acceptable.

As we are rapidly approaching winter now the animals at EPAR shelter need as much help as they can be provided with.   There are nearly always around 1,000 stray dogs being cared for at EPAR shelter.

This is an appeal to ask if you would consider making a donation for the animals at the shelter. Even a small donation will provide a few feeding bowls, allow the purchase of some wood or cement for building improvements, or help with the purchase of straw bales which are very much needed to provide warmth of the animals in the coming months.

EU: Excellent News for Seals – European Judge Marc Jaeger has Refused to Suspend a Ban on the Import of Seal Products in Europe – Read More …

 

European Judge Marc Jaeger has refused to suspend a ban on the import of seal products in Europe, a move that will save the lives of hundreds of thousands of harp seals, sparing them from the brutal clubs of Canadian sealers.

 The European Union’s decision to ban such imports prompted Canada to mount an expensive legal challenge using indigenous Inuit groups from Canada and Greenland as their pawns in a move to elicit sympathy for the commercial hunt, which is really a slaughter and has absolutely nothing to do with Inuit traditional hunting.

Judge Marc Jaeger rejected the argument made by the Inuits that the embargo on seal products would cause severe financial damage and raise the risk of suicide among youths in their communities. The ban in question took partial effect on August 20, 2010, and included a temporary exemption for Inuit Tapiriit Kanatami, a native Canadian group, and 15 other plaintiffs who sought a freeze until Europe’s top court makes a final ruling. But Jaeger rejected the request, making it a total ban until the European Court of Justice decides on the legality of the prohibition.

The European ban included an exemption for seal products derived from hunts traditionally conducted by Inuit and indigenous communities for subsistence. The Inuit kill some 10,000 adult seals annually whereas the commercial hunt slaughters 325,000 juvenile seals. In other words the Inuit have no argument to say that they are being economically disadvantaged. They are in effect acting as Canadian government puppets when they argue for the lifting of the commercial ban on the hundreds of thousands of juveniles.  They are simply using their status as indigenous people to elicit sympathy from the European courts and as a justification for the continued slaughter of juvenile seals by non-indigenous peoples.

Despite the exemption, Inuits argued to the court that they were affected because the EU ban diminishes the market for the product. Judge Jaeger was not swayed. This is great news, especially as it is well known that the Canadian Department of Fisheries and Oceans has a history of justifying the commercial hunt by linking it to traditional aboriginal hunts.  According to Judge Jaeger “The plaintiffs presented no concrete indication that would justify their fears in this regard,” the judge wrote in his October 25 decision issued in French. His decision can be appealed.

In Brussels, the European Commission said the legislation will now apply “to all, fully and without restriction.” The EU executive said the plaintiffs’ case was “misguided and clearly inadmissible.”  Meanwhile, the Lawyer for the Canadian Inuit sealers responded by saying, “I can only regret this order. All I can say is that the battle continues.”

The European Parliament endorsed the ban last year after public outcry over Canada’s annual commercial seal hunt. “We appreciate and respect the wisdom of Judge Jaeger,’ said Captain Paul Watson. “He clearly saw through the deceptive charade, and now the Northern Inuit have lost ground with respect to their own seal hunt because they have chosen to support the obscenity of the East coast seal massacre.”

Native groups, hunters and fur companies from Canada, Greenland, and Norway are among 16 plaintiffs contesting the European regulation, saying it is unfair and discriminatory. “The people of Europe have a right to legislate against the destruction of the seals and to oppose the horrific cruelty of this annual massacre of innocent and biologically valuable creatures.”  Said Captain Paul Watson

Canada and Norway have asked for consultations at the World Trade Organization in an effort to resolve the dispute. Canadian Prime Minister Stephen Harper has described the ban as “completely unfair” and “flagrant discrimination” against Canadian sealers who have been following established rules of animal husbandry.

Canada argues that some 5.6 million harp seals were in Canadian waters in 2009 compared to two million in the early 1970s. However the estimated population of seals off the Eastern seaboard of Canada and the United States was around 45 million at the time of the European invasion in the early 16th Century.

Seal populations are now about 10% of their original numbers.

When Troy Gentry, of the country music duo Montgomery Gentry, pled guilty to a crime resulting from the horrendous slaughter of a tame bear inside a one-acre electrified enclosure, he probably thought that everyone would soon forget about his cowardly and dishonorable act. He was wrong.  Showing Animals Respect and Kindness (SHARK) waged and won a three-year battle (including a victorious lawsuit) against the US Fish and Wildlife Service that forced the federal government to turn over the videotape of Gentry’s canned hunt killing. This morning, SHARK released that video on YouTube so that Gentry’s killing of an innocent bear can be seen by everyone.

“Once you watch this video, you will see proof of how loathsome and revolting a human being can be,” states Steve Hindi, President of SHARK. Troy Gentry’s actions are vile; he is a coward and a liar and he mercilessly slaughtered a beautiful animal who’s only fault was that he was worth more dead to his owner than alive.Backstory:In 2004, Gentry bought a tame named “Cubby” from Lee Marvin Greenly, the owner of “Minnesota Wildlife Connection,” where people can photograph wild animals that have been domesticated.  He paid Greenly $4,650 – and then filmed himself shooting an arrow into the poor animal, all the while pretending the bear was wild and even dangerous.Gentry was charged with a felony, but plead guilty to a misdemeanor and received a minor slap on the wrist.

Though Greenly pled guilty to two felony charges, he received only probation.“They literally got away with murder,” states Hindi. “But now the Court of Public Opinion is in session. We believe that anyone who watches this video will judge them guilty and condemn them as we do. Troy Gentry should never appear on a stage without a massive cry of “shame” blasting toward him.”In the video, Gentry claims with glee that he shot Cubby in the lungs.

While this brought Gentry much pleasure, as his glowing smile attests to, the reality is that when an animal is shot in the lungs they literally drown in their own blood (note how when Gentry is holding Cubby’s dead body, the bear’s mouth is filled with blood).

Imagine someone shooting you with a razor sharp arrow and you crawl away, blood pouring from your mouth until hours later you finally die.

That was Cubby’s fate, and how millions of other animals that are victims to bowhunters die.
