On the 14th of June 2008 some brasilian activists were able to go into an animal holding facility at the School of Medicine of the Federal University of Goiás, in Brasil and took some photos to the dogs.
As you can see in the photos (go to the link below), the animals were found cannibalizing each other, the dogs had many diseases, they are in agony, after being vivisectioned on alive.

Campaigns Move On This Week (15th September) for the Animals of Serbia

Well it has been a busy time over the last week or so for all people and organisations associated with the SAV alliance.

 

 

Our main campaign recently has been to attempt to get the Serbian government to introduce new (national) legislation regarding the humane treatment and sterilisation of stray and roaming animals (cats and dogs).

 

Also, recently, it was decided to stop the Petition which we have been running called “Serbia Suffering”  http://www.thepetitionsite.com/1/serbia-suffering.  This petition is aimed at the European Union (EU) Parliament asking them to take action against Serbia for not enforcing its own animal welfare legislation and for causing untold suffering to many thousands of animals as a result.

 

Over 5,000 signatures were collected for this petition in a very short period of time, which shows the worldwide strength of feeling there is about animal suffering in Serbia.  Originally, the aim was to collect 1,000 signatures, but we have passed that and passed it fantastically, with 5,539 signatures comprising 246 A4 pages ! – a full copy of all the signatures, worldwide locations of people, and their comments to the EU on the Serbian issue can be seen in the following pdf file.

A formal letter on the issue of Serbian animals, the killing methods used by the authorities and a full copy of the petition will be sent to senior members of the EU Parliament and Commission during the next week.  Many signatures on the petition are from citizens of the EU, and so now we ask the EU to represent its citizens as it always claims it does, and take action for the animals suffering daily within Serbia.

 

OIPA, http://www.oipa.org/  have produced their own excellent five page letter to the Serbian government and authorities regarding stray animals and their management.  The letter was sent to:

Our great campaigner in Serbia, named Slavica, who works so tirelessly for all animal welfare issues, and who has written to the government on this issue many times before, and never had any formal response to her letters, has today (Monday 15th September) forwarded on both the OIPA letter, the SAV letter and a copy of the “Serbia Suffering” petition to everyone at the Serbian government, all of the Serbian authorities and to very many people at the Serbian press and media. At the time of writing this, we are already getting very good responses back that much of the media has been looking at the letters and information provided, asking for a national ‘No Kill’ sterilisation policy for all stray and roaming animals within Serbia.

 

We are also calling for a full public education campaign regarding stray / roaming animals, and how the public have a duty to ensure that their animals are not allowed to roam the streets, mating with other animals and continually adding to the massive numbers of animals, which despite such cruel ‘control’ methods by the government and authorities to reduce numbers, just never appears to work.  National sterilisation, vaccination, microchipping and the creation of a national owner database is the only way that the authorities of Serbia will ever start to get a reduction in animal numbers.

 

For your information, in recent studies undertaken by the HSUS in the United States of America,

 

One unspayed dog and her offspring can lead to 67,000 dogs in six years.

One unspayed cat and her offspring can produce 400,000 cats in seven years.

Multiply these numbers by all the stray and roaming animals within Serbia (many thousands) and you can see why under their current policies, the Serbian government and authorities will never even start to reduce stray and roaming animal numbers by any significant amount.  Serbian taxpayers will be paying taxes for a never ending policy that is doing very little to meet its objectives.

Both OIPA and us at SAV are confident that we have put forward a valid, sensible and logical argument for humane stray and roaming animal population management in Serbia.  Now we have to wait for a government response, if we are going to get one.

SAV has asked the government to respond to their letter by Monday October 13th.  SAV are willing to accept a longer response time if it is needed, but this is our intitial deadline.  If nothing is heard by this date, then we will be contacting the EU to informe them of our letters to the Serbian authorities, and their responses, or lack of !

 

 

 

Serbia is looking for EU accession (membership), and so it must show that it is at least taking on board issues which currently have meaning within the EU nations, and animal welfare is one of them.

 

 

 

So now we have to wait and see what happens in the Serbian government in the coming weeks. 

 

OIPA and SAV very much hope that the Serbaian parliament will at least decide on some kind of humane animal sterilisation programme for the near future, as we have said, this is the only way to ever start to reduce animal numbers on a national basis.

SERBIAN OFFICIALS – PLEASE TAKE NOTE

In 2001 Sara Turetta answered the desperate call of an Italian family living in Cernavoda: a little local association was trying, with very little success, to cope with the massacre that was going on.

In fact, in 2001 the city streets were full of dead bodies and hundreds of strays were poisoned out of the local authorities’ will. Once in Cernavoda, we realized we could successfully deal with the City Hall. So we quickly found an agreement: in exchange for our neutering & spaying activity, they’d have stopped killing the strays.

If the relationship with the local authorities has improved, the relationship with the local association has, on the other end, got worse and they’ve refused the presence of a supervisor who was going to run the shelter under the medical and financial profile. Therefore we chose to have a base of our own, a reception structure we could run in a ‘western way’, making sure that it was going to be clean, hygienical, ordered and with a clear hierarchy. 

Not only we spay and neuter stray dogs and cats that have owners, but we also provide free vet assistance to all the poor families’ animals, which in this area are so many, and we devote ourselves everyday to first aid interventions.

You will be happy to know that Karan, the blind Lab featured on this site has a home now. Please show the same generosity to Gudiya, a blind and deaf Great Dane, who is the most gentle soul on earth. With an impeccable sense of smell, she always knows when someone is around. Since she cannot hear, she does not bark much either, and generally snuffles when she is happy.

At the moment she is at Mrs Gandhi’s house, but facing the same problems Karan did – She gets bullied by all the other dogs.

Gudiya is around 2 years old, sterilized and quite healthy now. She is small by Great Dane standards, which is probably because she was undernourished as a pup. PFA found her in a gutter.

It is intended to lodge a request for the establishment of animal rights at the Serbian Parliament and therefore we need to bring forward results of any scientific research that has proven those abilities of animals that are commonly ascribed to humans (intelligence, causally-consequent thinking, ability of self-awareness, intellectual and moral activity, mathematical abilities and similar). This is required to argue the need of the recognition of animal rights.

We are asking please if you can immediately give your financial support to Jelena who runs a No Kill shelter in Serbia.

 

Jelena’s shelter now has over 400 dogs in its care.  Last week, ten dogs were taken away from the local pound back to the shelter, whilst several others were rescued from the streets.  As many female (Bitch) dogs were taken as possible, because when the bitches are un-sterilised and when ‘in heat’, they naturally attract the attention of many male dogs; the results of these meetings being many, many more dogs being born onto the streets destined for capture, suffering in pounds and eventual killing by the local authorities and government policies. 

Some of the dogs taken last week from the Pound, now safe at Jelena’s shelter.

Many of the dogs which end up at the pound are not complete ‘strays’, but are dogs which are owned, but who have irresponsible owners who do not bother to have their animals sterilised, who simply do not care about what their animals do and simply turn them out onto the street every day to produce more animals which add to the population problem.

If their dogs are captured by the authorities and taken to the pound, then quite often the owners will not bother to go to the pound to recover their animals.  These animals regularly end up being killed as a result of the current no sense policies which the government and authorities have towards animal population controls.

By rescuing some animals from the pounds, Jelena’s shelter provides a safe haven and a place of regular food and loving for the very lucky animals that are fortunate enough to go there.  The shelter is a PLACE OF LIFE as opposed to the authorities pounds – places of death !!

But the shelter cannot exist on good will alone;

FINANCE IS REQUESTED FROM YOU please to provide daily help to the animals in the way of food, a sterilisation programme and the construction of additional enclosures for the rescued animals.  For example, over 250 loaves of bread have to be purchased daily to be mixed with other food which is being provided as a regular diet to the dogs at the shelter.

The following statement sums up the irresponsible attitude and thinking of the Serbian government and the regional / local authorities:

 

While  the local government  gave 5 million dinars  for  killing of strays  for this year,   we  got  20,000 dinars from  Medijana  Borough  to pay  the bread  bill and 24,000 dinars from  Palilula Borough  to  neuter a few females”.
