Serbia: Due to the Work of Many, the New Smederevo Pound Has been Transformed – and Around 20 Dogs have Been Rehomed !

SMEDEREVO DOG POUND

Smederevo dog pound is a good example of changing conditions in which shelter dogs in Serbia live. In the last six months there has been a significant improvement in the conditions in this dog pound, and around 20 dogs have been adopted.

Smederevo authorities, the city firm in charge Komunalac, activists and local volunteers work together to help about 60 dogs that currently live in the pound. New management of Komunalac cooperates with activists in helping the dogs: their first step was to provide dogs with enough food, ground was covered with gravel, and together with the activists they have also repaired and enlarged some boxes and fixed some roofs.  

All of the dogs in Smederevo pound are sterilized and they have houses thanks to activists and sponsors from Serbia and abroad, and also to a vet’s practice that has been active in helping stray animals in Smederevo for years.

Volunteers treat dogs against fleas and ticks, help puppies, and dogs recovering after operations or illness, and sometimes they organize walking of dogs. Dogs need contact with people and it would be very good for them if more volunteers came to spend some time with them and also to help the pound management with finding new homes for the dogs. Dogs and cats from pounds and private shelters across Serbia need the help of volunteers. Their engagement is irreplaceable. 

According to the Serbian Animal Welfare Law, the local authorities are under obligation to carry out a strategy for resolving the problem of stray animals. Serbia is a country in transition, with a lot of problems and usually lacking finance resources and therefore the help of domestic and foreign activists is necessary.

While it is encouraging to see improvements in the Smederevo pound, the reality is that there are still hundreds of stray dogs and cats living on the streets that need urgent help. Financial support and volunteers are also needed for private mini shelters in Smederevo.

There is a lot of work that still needs to be done and it is necessary that there are local animal welfare organizations that are willing to help the local authorities of Smederevo in the process of resolving the problem of stray animals.

Serbia: Farm Animal Conditions – Update 26/11/10. Formal Statement on Conditions Now Provided by CIWF (Uk).

Since the publication of our post on the terrible conditions in which cattle were being kept on a Serbian farm:

SAV had been in regular contact with our colleagues at London based International farm animal welfare organisation, Compassion In World Farming (CIWF), in order to obtain their specialist views on these conditions.

CIWF have kindly provided us with a formal statement which can be seen below. It is clear that conditions at this farm do not comply with existing EU legislation regarding the keeping of farm animals. We wish to inform the Serbian authorities that provided with the photographs and information we have, a formal complaint would immediately have been made to the EU Legal Affairs dept should Serbia have been an existing EU member state.  As they are not, we are currently considering whether the information we have should still be provided regardless.

The following is the statement from CIWF, complete with links to existing EU COUNCIL DIRECTIVE 98/58/EC of 20 July 1998 concerning the protection of animals kept for farming purposes. 

CIWF Statement:

It is clear from the photographs that these cattle are being kept in squalid, filthy, unhealthy and completely unacceptable conditions. The cattle in the pictures shown are standing in water contaminated with excrement. The matted nature of their coats shows that they are unable to keep clean and have clearly been in these conditions for some time.

Cattle need a comfortable, clean and well-drained area to lie down, receive adequate rest and remain healthy. The squalid conditions these cattle are being kept in plainly fail to meet basic welfare or hygiene standards as laid down by Council of Europe Convention and EU Directive which require that animals are prevented avoidable suffering and kept in conditions which avoid risks to their health.

It is clear beyond doubt that what is shown in these photographs does not comply with existing EU legislation, and consequently would impact Serbian accession to the EU. In the event of Serbia’s accession, these photographs could form the basis of a formal complaint to be made to the Legal Affairs Dept of the EU associated with animal welfare.

Member States shall make provision to ensure that the owners or keepers take all reasonable steps to ensure the welfare of animals under their care and to ensure that those animals are not caused any unnecessary pain, suffering or injury.

Council of Europe Convention covering the Protection of Animals Kept for Farming Purposes state, amongst other things:

Article 9

1. Animals should be maintained in a clean condition.

2. Those parts of the accommodation with which the animals come into contact should be thoroughly cleansed, and where appropriate, disinfected, everytime the accommodation has been emptied and before new animals are brought in. While the accommodation is occupied by the animals, the interior surfaces and all equipment therein shall be kept satisfactorily clean.

Serbia: November 2010 – Conditions ‘Ok’ at a Farm According to Serbian Veterinary Ministry – and Complaining Campaigners, ‘Dont Pressure Us’.

 

Just when you begin to think that the situation for most animals in Serbia can get no worse, despite the valiant efforts and work of Serbian animal activists, another story raises its head. Rather than our usual dealings with regard stray animals, this time the work involves farm animals.

We talk specifically of a farm in Rusko Selo, northern Serbia. Campaigners have issued charges to the Republic veterinary inspector regarding the conditions in which animals are kept at this facility. The first charge was sent on 25.6.2010, and the second on 21.11.2010. Copies of both these charges can be seen below.

The Republic veterinary inspector responded on 1.7.2010 informing campaigners that they had acted. The inspectors even had the audacity to declare to campaigners that by raising this issue, they were ‘putting unnecessary pressure; on the veterinary inspectors !

In their latest communication, campaigners have now insisted that the Republic veterinary inspectors suspend the operation of the facility (farm) and that the owner be prosecuted for causing unnecessary suffering to animals.

The series of photographs below provide an overview of the current situation for which campaigners are now demanding action from the Republic veterinary inspector.

As can be seen in one of the photographs, a newspaper dated 21.11.2010 is shown as photographic evidence that this situation is current and not a record of past events. The newspaper provides evidence of the date and time at which these photographs were taken.

Despite their claims that they have ‘acted’ on this issue, we now call on the Republic veterinary inspectors to act and to support the calls of the animal welfare lobby. Regardless of the situation, there is no justifiable excuses for animals to be kept and treated in the way which we are showing in the photographs below.

SAV have now provided the link to this SAV post and all of the photographs to no fewer than 20 animal welfare organisations throughout Europe which are national contacts for the European Coalition for Farm Animals (ECFA). We hope that some of these organisations will contact the Serbian Republic veterinary inspector demanding further action be taken relating to this disgusting facility.  E mail contact addresses can be found on the ‘To’ copies below.

SAV are currently seeking expert opinion regarding the conditions shown in the photographs; for future action if it is necessary should there be no action from the Serbian authorities (Ministry).

What can be seen in these photographs is not acceptable for any potential future member of the European Union. Regardless of weather conditions where they are kept, farm animals should not be kept under these conditions, walking around continually in their own liquid excrement. We understand that some of the animals shown are in calf.

We call on all our international supporters to contact their MEPs directly, providing a few copies of some of the photographs below and asking their MEPs to contact the EU Commission for Enlargement, requesting if these pictures now show the future way that European farming will be going should new member states such as Serbia join.  Serbia is not acting about these conditions, so will this now be acceptable treatment of farm animals by new future EU member states ?

Serbia: Loznica; A Lawless City Where the Government Canot Control the Animal Mafia ? – You Decide.

Loznica is a city which is out of control – a city run by the animal mafia. 

Loznica is a Serbian city which appears to be run as a lawless town, where legislation is abused, unknown and simply downright ignored.

It now appears that the communal inspection of Loznica city have informed Rada that all the dogs and cats at her home must be removed, otherwise the communal inspection together with the police will enter, take the animals and kill them.

Serbian campaigners will now be bringing a criminal charge regarding this situation. You can see from the pictures on our previous post that the conditions for animals at Rada’s shelter is excellent.

We simply feel that the lawless animal mafia which appears to control Loznica city is doing everything possible to kill and destroy animal life. As can be seen in the following post the Serbian constitutional court has accepted charges against self invented legislation for the killing of animals by the Loznica city authorities. We have to question the ability and willingness of the Serbian government in relation to all of this. Maybe they support it animal killings which Loznica city is again attempting; if the Serbian government does not support animal killings but instead wishes to add here to Serbian legislation relating to stray animal welfare, then we are sent to come forward and make a formal written declaration to us at SAV informing that action is being taken against senior personnel at Loznica city.

We will keep everyone, including the European Union, informed of events and any progress should it arise and the Serbian authorities decide to contact us.

Serbia: Campaigners Request for Proof Relating to Unlawful Acts of Animal Killing by the Republic Veterinary Inspection.

Below you will see Serbian campaigners request for proof relating to unlawful acts by the Republic veterinary inspection. This is because they never demanded an anti-rabies vaccination programme for wild animals. Instead they appear to have supported and tolerated the mass unlawful killing of dogs and cats; in addition, using money from city budgets, the Republic veterinary inspection undertook the implementation of animal killings, of mass animal killings, by undertaking practices which are not compliant with the Serbian veterinarian law relating to animal welfare.

Campaigners want to show that the public attorney of Zajecar has ignored the evidence presented by the campaigners and has made no effort to collect any other proof associated with this. By using the law relating to the freedom of public information, campaigners are now collecting proof of the unlawful acts of the public attorney.

Takodje  u interesu svih gradjana Srbije ,molimo da  zatrazite  dokument kojim je besnilo  u Zaječaru prijavljeno OIE , bez obzira čija je nadležnost  da  to učini , jer je prijavljivanje zaraznih bolesti životinja  OIE obavezno .

Takodje je  u interesu svih gradjana Srbije , značajno da zatražite dokumentaciju o sprovedenoj  medicinskoj proceduri prema onim licima  koja su  našli lisicu  i bili u kontaktu za  besnilom zaraženom lisicom i mestom na kojem su  našli rezervoar virusa rabiesa.

Takodje  naglašavamo da je  počinjeno nedozvoljeno ubistvo 127 pasa  po ceni od 132.450 dinara ,mada  su  od 5.3.2010. bili  posmatrani , pred očima  tih istih veterinara , bez  simptoma  besnila – jer  njihovi leševi  ,ni jedan, nisu  nakon ubijanja podvrgnuti  laboratorijskoj analizi na  prisustvo virusa rabiesa, što bi bilo  neophodno i obavezno učiniti , ako je rabies razlog njihovog lišavanja života.Umesto toga  svi leševi su zakopani na  gradskoj deponiji ,koja nije legalno mesto za zakopavanje leševa ubijenih zbog sumnje na rabies , niti ikakvih leševa životinja , jer za to mora postojati legalno mesto-stočno groblje, kako bi leševi bili  neškodljivo uklonjeni.Na ovaj način leševi su dostupni drugim životinjama da ih iskopavaju i razvlače , te šire rabies zbog kojeg su ovi psi poubijani navodno, što ustvari poništava  postojanje indikacije za lišavanje života i  dokazuje da su počinitelji ubistava imali saznanje o njenom nepostojanju , jer u slučaju   osnovane sumnje na kontakt s  rezervoarom rabiesa  ovakav način odlaganja leševa predstavlja opasnost od širenja rabiesa i opasan je  kako za životinje tako i za ljude.

Prijavljujemo  da  šinterska služba ( ovaj termin koristi područno- nadležna rep.veter.inspekcija )  Javnog komunalnog preduzeća “Kraljevica”, Zaječar , radeći  “na crno” , ilegalno ,  po ništavnom ugovoru  izmedju JKP”Kraljevica ” i Opštinske uprave, Zaječar  , ilegalno obavlja poslove koje nije dobila putem javnog tendera ,  i za koje ima zabranu rada Rešenjem republičke veterinarske inspekcije , nego ilegalnim načinom , kršenjem Zakona o javnim nabavkama, Zakona o lokalnoj samoupravi ,Zakona  o komunalnim delatnostima – nedozvoljenom opštinskom odlukom- videti Odluku Ustavnog suda  objavljenu u  Sl.gl.RS br.9/2010 o zakonitom načinu –  ,radi sticanja materijalne dobiti ( videti  bankovni listing o transferu novca s žiro računa opštine na žiro račun  jkp”Kraljevica”  u poslednjih 5 godina za  poslove hvatanja i uništavanja pasa i mačaka lutalica ) , pored privrednog prestupa , čini krivično delo  zlostavljanja  i ubijanja velikog broja životinja ,koje  drži u nezakonitim  uslovima  i bez mogućnosti zadovoljenja elementarnih fizioloških potreba  ovih životinja, uz kršenje Zakona o veterinarstvu i Zakona o dobrobiti životinja.

Takodje  prijavljujemo da područno nadležna republička veterinarska inspekcija nije –  a bila je dužna to činiti-  vršila nadzor postupanja  lovačkog udruženja gradjana , koje je pak  bilo dužno postupati , u skladu s članom 55. Zakona o veterinarstvu  , a koje nije tako postupalo, što je  područno nadležna rep veterinarska inspekcija nedozvoljeno  tolerisala , izlažući gradjane Zaječara , cele Srbije i šire , opasnosti od rabiesa .

Zahtevamo pokretanje istražnog postupka  zbog :

1.  dugogodišnjeg krivičnog dela zlostavljanja i ubijanja  velikog broja  životinja ( pasa , mačaka, lisica ) do kojeg je dovelo nepostupanje rep.veterinarske inspekcije , koje je upravo u toku .

Nepostupanje područno-nadležne republičke veterinarske inspekcije dovodi do pojave rabiesa  u  područjima nepostupanja te inspekcije.

2.  dugogodišnjeg privrednog prestupa  usled  nezakonitog trošenja novca iz opštinskog budžeta   finansiranjem  poslova po osnovi ništavih ugovora , sklapanih  bez javnog tendera- koje je upravo u toku  i ubijanjem  zivotinja koje je u Srbiji zabranjeno , nesprovodjenjem nihovog zbrinjavanja  niti kontrole i kaznjavanja neodgovornih vlasnika –  nepostupanjem komunalne inspekcije ,usled cega i dalje postoje   napusteni psi koji predstavljaju  namerno odrzavanu tezgu  za  nekontrolisanu zaradu .

The following footage was filmed in Zajecar city. Throughout Serbia, the authorities violate both animal and human rights by undertaking the killing of animals in this way.

Please write to the authorities of Serbia and insist  that  both your human rights and the rights of the animals are respected. A sample letter is shown below, complete with e-mail addresses to which the letter can be sent.

Honorable Officials:
Dear Sir/Madam,
 
I am outraged and very saddened to see the many cruelties and abuses against stray animals throughout Serbia. My respect for your country has greatly diminished because of your cruel and inhumane treatment of the all too many strays in your country.

I am disgusted by your lack of compassion and disregard for the lives of the animals in your country.  I know there are many caring, good and sensitive people who love animals living in Serbia, but the fact that authorities are still committing mass killings of strays makes me very angry. 

Please STOP killing of the innocent stray dogs in the Nis, Zajecar and throughout other cities in Serbia; and take positive action to reduce stray annual numbers in your country through a ‘No Kill’, vaccination, sterilisation and microchip program.

In addition, rather than wasting taxpayers money on the continually killing animals, why not invest it in a program to educate the public and informing them that the sterilisation of their own pet animals is necessary if the stray animals numbers population is to ever be reduced. The public cannot continue to allow their own un-sterilised pets to turned out of their homes each day, wandering the streets and mating with any stray animals that they encounter.   This does nothing overall to reduce animal population numbers; in fact it does the exact opposite, contributing to an increase in stray animal numbers.

The video footage which I have recently seen regarding stray dogs in Zajecar city, is not based on any existing Serbian Animal Welfare legislation. Dogs are simply caught and treated in the most inhumane ways possible. They’re captured at random, stuffed together into tiny cages, forced to sleep in their own faeces and suffer terribly as an immediate result of your action.

The hellholes which you call an animal ‘shelter’ are anything but a shelter – they are simply places of death; killing houses. You are doing nothing to implement existing Serbian animal welfare legislation, and because of this you should be ashamed.

The Constitutional Court of Serbia says that the killing of stray dogs and cats in Serbia is forbidden from 02/10/05Authorities which still kill animals rather than provide them with care are working in direct opposition to the existing laws of Serbia regarding animal welfare. Public firms responsible for stray animals still are still attempting to justify animal killing by working to old and outdated Pravilnik legislation rather than Article 46 (168) of the new Serbian Veterinary law. As a result of this, the public firms who collect and still continue to kill strays are undertaking illegal work.

As you appear to support illegal activities which non-compliant with existing Serbian legislation, I am left with no alternative but to inform everyone in my power of the illegal actions you are taking against stray animals. This will include writing to politicians in my own country as well as providing information to the Enlargement Commission of the European Union. There is no excuse for the procedures which you are undertaking and I am determined to ensure that your actions will be fully exposed throughout the world.

You need to desperately move into the 21st-century regarding the treatment of animals, especially if you have any hope of becoming a future member state of the European Union. Compliance with the law is a fundamental requirement which is to be proven by new states seeking EU membership. As I have shown above, you are not complying with the law of your country; you are undertaking illegal activities. This needs to be, and will be, presented to the EU.

You have a fundamental duty to prove that you are complying with your own national legislation regarding animal welfare. At the moment, you seem to be failing dramatically in this. I ask you to treat all animals within Serbia correctly and with compassion. Now is the time for change as the whole world is watching you and is continually being updated on your illegal activities.

‘No kill’ sterilisation, vaccination, micro-chipping and identification is the only way forward to effectively reduce stray animal numbers throughout all towns and cities in Serbia. Until you undertake this action, you are wasting valuable taxpayers money by pouring it into a bottomless barrel. This is not acceptable.

As we are rapidly approaching winter now the animals at EPAR shelter need as much help as they can be provided with.   There are nearly always around 1,000 stray dogs being cared for at EPAR shelter.

This is an appeal to ask if you would consider making a donation for the animals at the shelter. Even a small donation will provide a few feeding bowls, allow the purchase of some wood or cement for building improvements, or help with the purchase of straw bales which are very much needed to provide warmth of the animals in the coming months.

Donating to the Hungarian account is best, because the tax for money transfer is  very low and it avoids the payment of tax to Serbian authorities who have done nothing for stray dogs and cats, but who immediately ask high taxes for any donation given.
