An English girl (Joanne) aged 40, who has been deaf for her entire life, was fitted with implants into her ears in Birmingham England and this video captures the moment they are switched on and she can hear for the first time in her life.

Romania is drowned in snow up to 2 meters high, an icy wind blows across the land; in many places there is no getting through.

Trucks have to discontinue their journeys, because even the main roads into Bucarest are impassable.

Mobile networks are disrupted and the thing animal activists have dreaded since September 2013, has finally happened.

With the onset of winter at the beginning of this year the situation of the dogs has come to a head.

Since September of 2013, when Romania declared an all-out-war on strays, the animals have been hunted with unprecedented cruelty – being caught with wire nooses and taken to council “shelters”.

The „adoption law“, which legalises killing after 14 days, is, in reality, a kill law.

Not only is she short period of time allowed for adoption a mayor hurdle – it is also not very common in Romania to adopt street dogs and the councils arbitrarily make it difficult for people to adopt.

What this means for the dogs is difficult to imagine. They are being penned up: small and large dogs, old and sick dogs and pups.

In many of the council shelters the dogs waste away, without food and care, until they are, as recently happened in Craiova, beaten to death.

A third of the dogs incarcerated there were “euthanized” in this way over night (see image of cleaning up afterwards).

Many shelters were cut off from the world by the massive onset of winter, and contrary to those dogs in private shelter, where activists fight for every single life, these dogs were left to their fate.

It is beyond comprehension that this sort of thing is allowed to happen in an EU member state.

Unpunished and unhindered Romania violates every agreement concerning animal welfare and recommendations for sensible population control.

Animal activists are fighting a losing battle.

The volunteer, who have gained access to these “hell shelters”, to see how the dogs are faring and to try and help, suffer extreme emotional distress and will never forget what they see. Nevertheless they do not leave the dogs to their fate.

The Romanian state shows its most ugly face in these days and the European community is silent and tolerates the mass murder of dogs.

A Romanian activist reports: it was noticed on Saturday already that the kennels at the council shelter of Craiova were empty. And where, in the beginning, 6 to 8 dogs sat, only one or two remained.

Activists of the privately-run initiative SPERATNA PENTRU ANIMALE /Craiova went to the local shelter at Breasta on a daily basis in order to feed the dogs there (between 700 and 800!) with their own food – or else they would’ve had nothing to eat.

Due to bad snow fall they were FORBIDDEN to enter the shelter Breasta / Craiova for several days.

When the situation relaxed weatherwise, and they were allowed to return on Saturday, they found a third of the dogs gone.

Every day now the number of dogs diminishes. From yesterday to today another 100 dogs disappeared – they are killing them over night.

Here below is the new update from Danica regarding this last winter at shelter Felix.

As you can read; several young animals are very poorly and in need of veterinary treatment, which is costing a lot !  There is also the need for constant funds to keep the gas bottles loaded up so that they can supply warmth to the animals at the shelter.

These last few weeks have been nothing less than hectic.  After a somewhat balmy start to this winter, a cold spell and snowstorms swept through Serbia and blizzards wreaked havoc at the beginning of February. Many vehicles were snowed in, the roads were blocked and had been rendered impassable by blasting snow and powerful winds, so a state of emergency was declared. Military helicopters were deployed to rescue travelers that had gotten stuck in drifts. The army, police, firefighters and rescue teams were all in the field, the border with Hungary was closed while the Felix kitties, cozily tucked in their rooms, were awaiting nicer weather in their snowed-in home, cut off from the world by snowfall…

Real winter came briefly and went away again, a few days of spring-like weather followed just to be replaced by rain, but as long as there’s no new snow, we have nothing to moan about. Hopefully March won’t bring some unpleasant surprises but one can never know…  Central heating is on, thanks to the tremendous generosity of our friends and supporters – we managed to fill our gas tank for the second time this winter a couple of weeks ago and not a minute too soon, as there was almost no fuel left when the gas delivery truck pulled into the shelter at last. Unfortunately, the health conditions of the most delicate, oldest and chronically ill kitties are a completely different story.

Joca’s eye injury was the first in a series of serious problems and started with a scratch on the cornea that quickly evolved into a corneal ulcer and he had to undergo eye surgery, using a third eyelid flap. The third eyelid was actually sewn shut over the eye to protect the cornea and promote healing, which was done in an attempt to save his eye and avoid enucleation.  When the sutures were removed, it turned out that not only has his eye has been saved, but there’s vision in that eye as well! Joca is living in the house at the moment, cuddly and sweet as always, he is still under treatment but the worst has thankfully passed.

The next to fall sick was Shalimar, my recently rescued Siamese. Found in terrible shape, he was bouncing back entirely too slowly and seemed to be nervous and uneasy whenever I tried to pick him up. It seemed kind of odd until it was discovered that the two huge scabs I found on his body were in fact two large abscesses. The vet said he probably got injured some time ago but his abscesses were passing unnoticed until they fully matured and were practically ready to burst. A lot of pus came out of them after squeezing, they were drained, cleaned and debrided. The skin was stitched and gauze sutured into both wounds to keep them sterile and to facilitate drainage, without using drainage tubes. His stitches were removed a few days ago and both of his wounds are healing nicely. One less thing to worry about…

But the biggest problems were yet to come. Out of five kitties that are facing serious health issues right now, four are the members of the squad I initially brought to the shelter when we moved here and although I knew this winter would be stressful, this is entirely too much! Kmeca has a number of life-threatening health conditions: a dangerous renal papillary necrosis, kidney stones, sand, liver and duct bile problems, a wound of her tongue, some viral disease, inflamed gums, an unidentified mass in her colon… She is bone skinny, with seriously compromised kidney function and anything could happen at any moment.  Frca is heartbreakingly weak as well and it is suspected she has a pancreatic disease, but although she is being given medicine and special food, things don’t look very promising. We’re taking it one day at a time as it’s all we can do with both of those fragile beauties.

Marka and Kus Kus, a couple of oldies but goodies are struggling with the usual difficulties of the elderly, more or less – Marka has some bone and joint problems of the elderly (which is not a surprise considering she is over 18) and refuses to eat when her condition is painful. Kus Kus is having gum problems again which is nothing new though, as it has been happening to him on and off for years now.  After a major crisis he went through two years ago, he still hangs on, brave and dignified.

Njanja’s mysterious problem is still unsolved, mostly because he is not showing any other symptoms apart from being thin. It has been going on for months and there must be some underlying cause to his gaunt look but we haven’t yet succeeded in discovering what it is.

Circumstances have reached emergency level! Vet bills keep piling up, the special food costs a fortune and the fight for their lives has just begun. Please, consider donating whatever you possibly can to help these amazing felines recover!

As we all know, Romanian public shelters have started killing public shelter dogs. What we also know is that they are NOT following the guidelines in new norms by killing the dogs inhumanely and breaching other aspects of the norms! Sadly, the local authorities are taking little or no action against this massacre! Hundreds of public shelter dogs in Craiova have been brutally murdered in the last few days!

The shelter manager has confessed that the authorities, in particular DSV was NOT informed prior to the killing!!

IT IS DOWN TO US TO PUT PRESSURE ON THE AUTHORITIES, AS THEY ARE IGNORING THE COMPLAINTS OF LOCAL RESCUERS!!!!

Here is a letter prepared by Irina Pricop, please email this letter to the Romanian embassies in your country and authorities in Romania. We need each and every one of you to send the email and share it with your friends!! I cannot stress the importance and the urgency of this, especially as there are talks of killing all the dogs in Craiova public shelter!!!

2013 was for all of us, signatory citizens of the present protest letter, the darkest year we have ever had to go through : an unfortunate event, as the death of a little innocent child neglected by his family and thus found dead on a closed private property in Bucharest where supposedly he had been bitten by the dogs living therein, determined the Parliament to rapidly and without any prior investigations and/or consultations, approve and send to enter in force a law that allows the local public authorities to decide the fate of the stray dogs.

We can understand the concern of the Romanian Parliament regarding the safety of the Romanian citizens but, at the same time, we must emphasize that scenes of public violence involving animals, including shooting animals in the street, massive killings performed inside the public shelters without the compliance of the provisions of the law, harassment of animal activists, etc. should also concern the Romanian politicians as such acts have an enormous negative psychological impact on both children and adults, leading to social hate and discrimination.

In this very moment, several cases of abuses were reported and also revealed in public shelters all over the country. The case of the Breasta shelter is only one of many other similar. Dogs are cruelly killed and not humanely euthanized according to the provisions of the law and to the recommendations of the National College of the Romanian Veterinarians (CNMVR), the provisions of the Norms regarding the distance adoption of the animals are arbitrarily applied by the local councils and in many cases, are also rejected as solution for solving the issue regarding the living costs for the animals, volunteers are not allowed to properly take care of the animals, they are themselves verbally and in some cases also physically abused by the shelters’ employees, the provisions regarding the identification and the proper registration of the animals as well as those regarding the spaying are simply NOT COMPLIED/FOLLOWED AT ALL. 

We ask the vet authorities (ANSVSA, local vet offices – DSV, etc.) as well as the local authorities in each and every city in Romania to demand and make sure that the provisions of the Methodological Norms issued for the application of the Government Ordinance no.155/2001 are decently, fully and completely followed in all the public shelters in Romania. ANSVSA and local vet offices (DSV) initiated and promoted the above mentioned Norms so it is a matter of professionalism, responsibility and ethic to make sure that what they initiated is properly accomplished and complied. We hope that all the complaints made by both natural persons and organizations (NGOs) shall be answered within the legal term and only after a close, detailed and honest investigation was made and due legal and administrative measures have been taken.

We ask the local State Police (including the Community Police that has been very effective and prompt in so many cases of abuse) to continue to support the animal activists, the local organizations for the protection of animals’ rights, each and every responsible citizen that reports cases of abuses happened within the premises of the public shelters, by performing the due investigations and by taking the coercive measures prescribed by the law.

We all understood (even if we don’t entirely agree with it) that this is the law in force and it must be followed. Thus we ask the authorities to support us in all our actions in order to insure the right and full compliance of the public shelter activities with the legal norms in force.
