The end of last week saw several of us called into action to try and help a goat in Serbia.

His name is ‘Jonza / Jonzy’ and from the photos of him above and below, we are sure you will agree with us that he is a very handsome young lad !

He lives with Vesna and Slavica, and they contacted to ask if we can get some Vermiculite Homeopathic medicine for Jozna, as he has severe arthritis in his legs.  Vesna asked for this medicine specially as in the past and for many years, she worked in a homeopathic ambulance.  So Vesna knew exactly what would be good for Jozna and his leg problems, which we are informed are currently causing him lots of pain.

Vermiculite is not available as a homeopathic medicine in Serbia.

Jonza was rescued by Vesna and Slavica in 2007, and has been under their care ever since.

And so Friday morning (22/3) we jumped into action to try and help Jonza as quickly as we could. 

First of all contact (myself) was made with Ainsworth homeopathic specialist in Marleybone, London.  I thought that when I explained to the man on the phone that I needed medicine to help a goat in Serbia with leg problems, the man would think I was some kind of nut and put the phone down.  Instead, he was very helpful and listened to what I asked. He then said ‘yes, ok’ and asked me if I required tablets or liquid for Jonza.

In the end, with the help of Jean and Linda here in the UK, and also by going back to Vesna and Slavica to get exact requirements, an order was made on 22/3.  Today, 25/3, Linda has informed me that she now has the medicine (sent in the post by Ainsworth’s) and that tonight it will be packaged up ready for shipment to Serbia tomorrow (26th).  Packages normally take about one week to arrive, so we are very hopeful that by the middle of next week, Jonza will have started his new medication, and more importantly, we see an improvement in his leg condition.

We will try and give more updates on Jonza as time moves on, but for now enjoy the pictures that we have from Vesna showing Jonza.

On Saturday 16th of March as part of a clearly planned attack saboteurs from the Essex and Suffolk group were attacked. Using sticks tipped with metal supporters of the hunt assaulted and beat the saboteurs aiming in particular for the person carrying the video camera, smashing it beyond use. Saboteurs were also kicked and punched in the head in the sustained attacked.

Following this incident the hunt chased a fox to earth into a badger sett and proceeded to dig into the sett in breach of both the Protection of badgers act 1993 and the Hunting act 2004. Saboteurs on the scene were again attacked with spades and multiple assaults were committed, resulting in many injuries such as pictured. Essex police responded to a 999 call with four vehicles and a helicopter and acted on the clearly visible injuries by arresting a saboteur for breach of the peace, although no charges were pressed. On request for action to their assaults they were told by police in attendance to report them to a police station later.

Lee Moon of the hunt Saboteurs Association stated:

“Faced with a clear breach of animal welfare law and numerous assaults to hunt saboteurs, Essex police responded by blaming the victims and ignoring the crimes against wildlife. They seem to be acting in the time honoured stance of turning a blind eye to hunt violence and animal cruelty. It’s about time Essex police started realising that times have changed and the public expects these criminal acts to be treated the same as if they were in the high street on Saturday.”

Tories still working for repeal

Tory MPs are “actively working” behind the scenes at Westminster to drum up support for a repeal of the hunting ban before May 2015, a senior Minister has revealed.  Environment Secretary Owen Paterson told the Yorkshire Post he is “absolutely clear” that there will be a free vote on repealing the controversial ban before the next general election – but that, as things stand, the pro-hunt lobby does not have enough support to win. The Coalition Agreement signed by the Conservatives and Liberal Democrats in May 2010 committed the newly-formed Government to holding a free vote on the hunting ban at some stage during the 5-year Parliament. But almost 3 years later, the issue has barely surfaced at Westminster.  In an exclusive interview with the Yorkshire Post, Mr Paterson, a Tory right-winger and passionate advocate of fox hunting, said,

there is “more work to be done” to convince backbench MPs to vote for a repeal.  “We’ve got a pretty busy programme with a lot of other issues,” he said.   “But I’m absolutely clear it’s the right thing to do to have a free vote at the appropriate moment.”  The problem for the pro-hunt lobby is that while many Tories want the ban repealed, the party also has a smaller number of mainly urban-based backbenchers who insist it should remain in place. With many – though not all – Labour and Liberal Democrat MPs opposed to repealing the 2005 legislation, the pro-hunters face an uphill struggle to win a free vote in the Commons. Mr Paterson, who was handed the environment brief in last year’s Cabinet reshuffle, said a group of backbench Tories have been tasked with drumming up support over the coming months.

Article 269. of Criminal code of Serbia ,Official gasette  number  121/2012 : has 3 paragraphs:

1) paragraph: to human/humans  who cruel or kill 1 animal  in opposite to rule of law:  up to 1 year prison or money punishment;

2) paragraph: to human who  cruel more then 1 animal, or even  only 1 but if that one is of high protection/protected species:  this paragraph 2) of  Article 269. demands: up to 3 years prison or money-punishment;

3) paragraph of Article 269.  who organises or watchches or act  animal fighting between animals of one or of different species:   would be punish by up to 3 years prison.

Poslednji slucaj zlostavljanja zivotinja dogodio se 22. februara 2013 godine. Dva psa su brutalno ubijena u Barajevu, a iza njih je ostalo osam stenaca na ulici.

Svi gore navedeni primeri upucuju na to da je nasilje nad zivotinjama u velikom porastu u Srbiji. Nazalost, nema odgovarajucih kazni za pocinioce ovih monstuoznih dela!

26. februara 2013. Osnovni sud u Čačku osudio je Borivoja Obradovića, za ubistvo dva psa sekirom (od kojih je jadna bila skotna kuja) na novcanu kaznu od 60.000 dinara. Samo sudski troškovi koje Obradovic treba da plati su veci i iznose 61.390 dinara. Za ovaj zlocin, prema Zakonu, mogao je da bude osudjen na godinu dana!

Ako pojedinci koji su pocinili ovako okrutne zlocine prodju nekaznjeno, ili sa neadekvatnom kaznom, jasno je da u buducnosti mogu da izvrse nasinje i zlocine nad ljudima.

Prema Clanu 269 Krivicnog zakonika, zlostavljanje i ubijanje životinja je krivično delo. Nadlezni organi Srbije moraju postovati Zakon i poslati jasnu poruku da se nasilje nad zivotinjama ne tolerise, i da ce pocinioci ovih dela snositi ozbiljne zakonske posledice.

U Evropskoj uniji se zivotinje smatraju svesnim, osecajnim bicima i tretiraju se sa postovanjem. Evropa zbog etickih i kulturnih razloga, kao i zbog ekonomskih i zdravstvenih, ima veoma visoke standarde kada je rec o dobrobiti zivotinja. The last atrocity against animals happened 22 February 2013. Two dogs were brutally murdered in the Belgrade municipality of Barajevo. Eight puppies left on the street without mothers.

One of the most severe cases of animal cruelty took place in November 2012 at the market in Zemun, where Vujica K. with a shovel killed four puppies. No one dared to approach him. Police detained Vujica K. but after a hearing, he was released to defend himself from freedom.

Sad examples above show that there is increasing violence across Serbia. Unfortunately, there are no real consequences for people who committed these monstrous crimes!

26th February 2013 – the Court in the Serbian town of Cacak sentenced Borivoja Obradovic for killing two dogs with an axe (one of them was pregnant) to the fine of 60,000 dinars. Fines that Obradovic must pay to the court are of 61.390. For this crime, by the Serbian Law, possible imprisonment is up to one year!

To allow individuals guilty of perpetrating such cruel acts to go unpunished, or not be sufficiently punished, would permit them to go on to commit serious and violent crimes against humans.

SPECIFICALLY BY ARTICLE 269 OF THE SERBIAN CRIMINAL LAW, ABUSE AND KILLING OF ANIMALS IS A CRIME!

Serbians authorities must act by the Law and send a clear message that such brutal crimes will not be tolerated, and there are serious consequences for people who commit them.

The EU recognizes animals as sentient beings and treats them with respect. There are ethical and cultural reasons, without for one moment forgetting the economic and public health reasons, for maintaining a very high standard of animal welfare!

IF SERBIA WANTS TO GET THE CANDIDATE STATUS RECOMMENDATION FOR THE EU, MUST STOP THE ACCEPTANCE OF CRUELTY TO ANIMALS AND ENFORCE A POLICY OF HARSH PUNISHMENT FOR THESE CRIMES.

Please protect the citizens and animals of Serbia by giving these animal killers serious jail time.

The Fraser Island dingo deserves to be protected, especially in a World Heritage National Park, but it is apparent that the governments focus is the tourist dollar and not the preservation of the flora and fauna of theIsland.

Dingo packs cannot sustain current management practices indefinitely. The demise of the dingo is

inevitable if the Qld. Government continues to ignore the concerns of residents, scientists and researchers.

The practice of ear-tagging puppies under 12 months of age has been determined by “best science” to be detrimental to the pack and to the survival of the animal.[1] If ,as you claim, animals of this age group are the main cause of “incidents” then this only proves that the social structure of the family group has broken down leading to undisciplined behaviour by these juveniles, and also suggests that you are currently culling puppies. These tags cause infections and deformed ears and are totally inappropriate as a form of Identification.[1] Is a tourist actually expected to remember the colour code and correctly recognise an animal?

Research has determined that lethal control (culling ) causes pack disintegration which can lead

to aggressive and dangerous behaviour,[2] but you continue to employ your strategy of seek and destroy after every incident involving a tourist, regardless of the circumstances. Scientific studies consider culling as neither acceptable or desirable for the long time survival of the species.[2]

Research has also proven that hazing causes animals to become more aggressive towards humans – hazing and aversive conditioning can essentially lower the animals tolerance of humans within their territory, especially in a contained habitat like Fraser Island where human contact is inevitable, but this cruel and inhumane practice continues.[3]

Electric collars are another issue of great concern, apart from the acute pain and fear the animal

experiences, it can have a negative affect on the their health, well-being and overall survival and cause abnormal behaviour, such as aggression towards humans,and what happens when a collar becomes defective? The result can be severe burns causing serious physical injury, is this acceptable?[4]

These strategies are seemingly at odds with the governments principle of regarding dingoes as wild native animals and interfering with them as little as possible. The fact is too much emphasis is being placed on dingo control and management and not enough on tourism control and management.

DERM continue to employ these archaic and ineffective practices and by not considering the social stability of this keystone species they are jeopardizing the long term conservation of the Fraser Island dingo. DERM’s constant “interfering” has changed the nature of these once shy and timid animals and it is time your government took responsibility and stop blaming the public, visitors and residents for problems your policies have caused.

We call upon you to immediately conduct a review of the current Fraser Island Dingo Management Strategy and that this review be conducted by independent scientists, researchers and stakeholders.

The latest scientific research in Australia is available to you as demonstrated in the 75 submissions submitted to your department, but you have failed to utilise this information.

You continue to destroy the Butchulla peoples totem and ignore their heritage and knowledge and in so doing will ultimately cause the extinction of the last pure strain of dingo in Australia.

We call upon you to reply to this letter within fourteen days, failing which we shall proceed further with all and any remedies available at law to preserve the future of the Fraser Island dingo.

We are very proud here at SAV to be able to inform all our animal friends around the world that our friends Maria Daines and husband Paul Killington have written and recorded another fabulous song for animals everywhere.

Maria is a Uk based international singer/songwriter for the animals and raises financial support for animal welfare issues at all of her live gigs.

Serbia: ‘Public Competition’ by Law May Now Enable Animal Welfare Groups to Present Proposals to Authorities for Their ‘No Kill’ Stray Animal Numbers Control Programmes.

 

 

 

 

 

Today there has been some good news arriving from Serbia.

Campaigners have been waiting since 2002 for a verdict, but now, the Constitutional Court of Serbia has officially demanded that there must be a Public Competition – Tendering for the catching of stray dogs and cats in Subotica city.

Subotica city is finally starting to / having to act in agreement with the court, by allowing public competition for the process of catching strays in the city.  Until now, this process has been very much a closed shop type set up, with shinter (dogcatcher) firms having a stranglehold on the awarding of stray animal contracts.  Every year, shinter firms would effectively be awarded millions of dinars to undertake the rounding up, catching and killing of all stray dogs and cats in the city.  There was never any real plan or progress towards a policy of reducing stray animal numbers through a long term sterilisation programme.  In effect, a sterilisation programme to reduce stray animal numbers over a period of time was not to the benefit of these organisations.  Their approach to the stray numbers was one of kill, kill, kill.

Effectively the shinter management policy was one of – strays could continue to reproduce on the streets; shinter teams could be paid annually from the public purse to continually round them up and kill all the animals, and as a result the authorities could continue to inform a largely uneducated public (on this issue) that they are doing everything in their power to try and control stray animal populations.  It all looked good for those involved and was financially very beneficial.  Almost a never ending way of being financially supported to solve an issue, but an issue which never diminishes no matter how much money is thrown at it.

But as we, the animal welfare lobby have always argued, stray animal numbers can never be reduced unless a long term sterilisation programme is introduced somewhere into a system which aims to eventually eliminate or at least very drastically reduce stray animals from the streets.  With a sterilisation programme, stray numbers will gradually reduce over a period of time – ie. a sterilised (stray) animal cannot reproduce and thus continue to constantly add further to the large numbers of strays in cities.

As a result of this new public competition / tendering scheme, it is hoped that the current large costs involved in stray animal ‘control’, which could be argued does not really work in controlling numbers and always results in large numbers of animal deaths, can now be diverted into a sterilisation programme aimed at long term animal numbers reduction – a positive programme for the future and one which will especially be of benefit to the animals; as the programme will definitely be a ‘no kill’ strategy.

And so now, animal welfare campaigners in Subotica city can commence work to produce a proposal programme of stray animal control for the city using ‘no kill’; a programme which will be much more financially beneficial to the authorities and tax paying public of the city.  Whilst not wanting to provide detail of their proposal, as this site is frequently visited by governments and authorities who may learn from the proposals when compiling their own bid, animal welfare campaigners will at last be given the opportunity to present a programme / plan for stray animal control which will include:

  • Sterilisation of animals taken in from the streets to ensure that these animals cannot contribute further offspring to the numbers which exist at present
  • Vaccination of same animals to ensure both animal and public safety from infectious disease
  • Microchipping of each animal; including owned (but roaming) pet animals, to compile a database to allow identification of animal owner should it be collected from the street 
  • If animals are ever returned to the streets, then identification tags (such as a small high visibility ear tag) to be fitted to every animal that has been sterilised.  This to provide immediate identification to catchers that the animal in question has previously been caught, sterilised, vaccinated and microchipped and that it is NOT necessary to capture this animal again
  • Public education schemes to inform of the benefits of long term sterilisation programmes, especially where expenditure from the public purse is involved
  • Production of very strong and durable shelters for (captured street) animals who once sterilised will be kept in facilities such as the ‘Delta’ shelters used in Brcko district, Bosnia and Herzegovina.  Delta shelters are made of straw bales, cement and wood, which although cheap to produce, especially using schemes involving authority prisoners for manpower / labour, can provide strong, warm and weather protective shelters for the animals that reside within them.

It is envisaged and hoped that the proposal presented by animal welfare campaigners in Subotica city will provide a long term solution and a very forward looking scheme which will over time, ensure that the numbers of stray animals in the city are reduced.

As we have always stated, the continual killing of stray animals does nothing to reduce stray animal numbers.  Killing strays in any location in any part of the country simply creates a void in that specific region which within a matter of days or a few weeks maximum, then allows stray animals from other outlying areas to venture into the location, which always amplifies the risk of diseases being spread and always guarantees that within a short time, the region in question gets provided with a new, fresh crop of fertile, unsterilised animals arriving, to search for possibly more food which they always seek, to continue to procreate and as a result further contribute to the never diminishing pyramid of stray animals in that particular area / region.

 

The Results of NOT Sterilising Stray and Pet (Owned) Animals – there IS NO RESULT, only a constant supply of animals to fill any void left by those which have been killed by authorities.

Killing strays does not reduce stray animal numbers; a programme of sterilisation and vaccination ensures that animal numbers reduce over time and disease risk is minimised.

Subotica campaigners who produce this proposal for an effective, no kill stray animal numbers reduction programme, are then in a position to be able to share their data with other campaigners throughout the nation; making every one of the 170 communities be able to present a no kill sterilisation programme to their local authority through the public competition process.

The public education programme must be geared to the education of all citizens about the positive aspects of animal sterilisation, including their own pets, the necessity for responsible pet ownership, and using the microchip database which is proposed (and undertaken during sterilisation), a scheme which could allow for fining irresponsible owners who let their animals wander the streets.  Small fines by this system could be fed back into further funding of schemes and databases used for such purposes.

Currently, campaigners are initially looking at Subotica as the first of (hopefully) many cities throughout Serbia in which they can now propose stray animal control programmes to regional authorities.  It does not matter which city is first, it is only important to address the management of stray animal numbers using a scheme which will be financially beneficial in the long term, whilst also of benefit to citizens throughout the country.

The government and authorities to date have not grasped effective management and control of stray animal numbers throughout Serbia.  It is now hoped that through the public competition process the animal welfare movement can show the government a scheme which they, the government, should have accepted and instigated many, many years ago.

That is a NO KILL programme of sterilisation, vaccination, microchipping and identification for the stray animals of Serbia.

Maybe now a change on the horizon …

for the benefit of all stray animals in Serbia.
