There is one only shelter in Skopje, and dogs are killed in huge number and impressive frequency. The Mayor, responsible of the shelter, declared openly that dogs must be KILLED, everyone of them.

Volounteers of “Care for Animals” protested, of course, but it’s been vain
The shelter was meant to sterilize dogs and then let them go, but OFFICIALLY 56% of dogs are killed, there are about 10,000 dogs in the streets that have to be “cleaned” and volounteers  can do very little without an International support.

It’s about time to let the Mayor know that DOGS CAN’T BE KILLED!

Several Balkans states are now seeking either full membership (Accession) to the European Union (EU), or are attempting stronger links with the EU.

These include:  Republic of Macedonia,  Montenegro,  Serbia,  Bosnia
and Herzegovina,  Croatia and Kosovo.

Serbian Animals Voice (SAV) has been campaigning for the improved welfare of Balkans animals for several years.  We have extensive experience and data relating to the terrible daily suffering inflicted on animals, despite existing Balkan states national legislation which should legally prevent much of this.  There is very little evidence to show political and municipal authority enforcement of animal welfare legislation. %u2013 details of this on a %u2018nation by nation%u2019 basis can be seen via our site at https://serbiananimalsvoice.wordpress.com/

In October 2009, SAV wrote to Commissioner Olli Rehn; EU Commissioner for Enlargement, expressing our deep concerns regarding an apparent lack of existing national animal welfare legislation implementation and enforcement by governments throughout the Balkan states.

Over 25 prime evidence links from the SAV site were provided to Commissioner Rehn, each of these containing many sub links, showing extreme Balkans animal suffering video footage which relate to our concerns.  A few examples are shown in the following links ;

We have expressed our concerns to the Commissioner, that even when provided with such evidence, clearly showing extreme animal abuses, nothing with regard investigation and prosecution is being followed up by the Balkans authorities to press charges; to enforce (the) often existing national animal welfare legislation.  In Serbia for example, the Public Attorney appears to be dismissing all evidence provided by animal welfare campaigners; instead, they themselves are themselves being accused of obstructing them (the Public Attorney) from getting on with their legal work.

In our letter, we have reminded Commissioner Rehn that (on his website) his very own words declare:

The European Union currently has 27 Member States. The Western Balkan countries, Turkey and Iceland may also join once they meet the conditions for membership. The aim of enlargement is simple: to extend the area of peace, stability, democracy and the rule of law, and prosperity and well-being throughout Europe. 

We draw particular attention to the statement by Commissioner Rehn of – democracy and the rule of law, as it is felt that despite Serbian animal welfare campaigners providing large amounts of evidence to Serbian legislators, no action appears to ever be taken by Serbian authorities to apply the rule of law, a fundamental condition necessary for EU membership.

If no action (in the form of prosecutions against animal cruelty) is being shown to be taken by Serbian legislators following the production of evidence and documented requests by animal welfare campaigners, then we declare that Serbia is not meeting some of the necessary and fundamental aims of EU enlargement with regard showing the implementation of both democracy (ie. requests by animal welfare campaigners) and the rule of law (ie. by not prosecuting perpetrators of causing animal suffering), even when evidence is provided. 

As a consequence, Signators of this petion request that Commissioner Rehn now fully investigates if there is actually any animal welfare legislation enforcement by Balkans states requiring EU membership prior to them being granted official EU membership.  Or is animal welfare legislation implementation simply being ignored.

We request the implementation of democracy and the rule of law for all animal welfare issues within Balkans states at all times prior to their EU Accession.  Where this is not happening, we rquest the EU demands it prior to accession.

BAN FUR FARMING IN IRELAND

Saturday 10th October marked an historical victory for anti-fur campaigners across Ireland. Green Party members voted in favour for a new programme for government, which will see fur farming banned in Ireland within 3years. This is a big step but is far from a final step.

SAVE THE RABBITS IN STOCKHOLM (SWEDEN)

Thousands of rabbits are shot and killed in the city of Stockholm, every year. The bodies of the animals are frozen and then shipped to a heating plant in Sweden, where they are burned to generate electricity. Some of the rabbits are abandoned by their owners; 3,000 have been culled this year, down from 6,000 in 2008.

MORE PROTECTION FOR SHARKS

The plan is designed to protect all cartilaginous fish, a class that includes sharks, skates and rays – over      1 000 species in all. In the EU, shark finning has already been banned for some years now. The new plan is set to introduce more rigorous surveillance measures that should help the entire marine ecosystem, suffering from ever more intensive fishing.

4.5 MILLION ANIMALS TO BE SPARED IN THE EU

OIPA and animal protection groups have welcomed the response from the European Chemicals Agency (ECHA) to their request for clarification regarding safety testing requirements under the EU’s REACH chemicals regulation, which promises to spare million animals from suffering and death in chemical-poisoning tests.

“THE COVE” PUTS PRESSURE ON TAIJI FISHERMEN (JAPAN), DOLPHINS TO BE RELEASED

September 10, 2009 – Fishermen in Taiji, Japan will be releasing captured dolphins this week in response to international outcry following the award-winning film “The Cove.” Some of the dolphins captured during the annual round up will be sold to aquariums, and while the rest are typically slaughtered in secret, the fishermen will be releasing them because of recent criticism.

Existing (EU Member State) European Citizens: A Request for Your Help

We now wish to increase our awareness to existing European states regarding the current situation of animal suffering throughout the Balkans.  We especially wish to highlight the apparent disregard of this issue by the EU Enlargement Commission, who would appear to be using every trick in the book to avoid raising the issue of animal welfare legislation implementation and stray animal management programmes by Balkans states currently wishing to gain EU Accession (membership).

We are left with no choice but to now inform the press and media throughout existing EU member states of the Enlargement Commissions apparent reluctance in asking Balkans states about some of the fundamental points of EU membership – “democracy and the rule of law” when applied to animal welfare legislation.

As a campaign NGO for animals in the Balkans, we have plenty of evidence from Balkans states arriving with us on a daily basis which clearly shows that animal abuse and suffering is widespread across the Balkans; abuse which should and could be stopped by governments strictly enforcing their national legislation within these states.  We  also feel that the EU Enlargement Commission should be raising questions with and informing Balkans (EU) accession states of the feelings expressed by very many EU citizens regarding the complete lack of current animal welfare legislation enforcement in the Balkans; a feeling that until improvements are implemented and shown, the EU should not consider any further member states.

The ‘Euro media’ now need to be constantly informed en masse of the situation regarding animals in the Balkans.  They also need to be able to ask the EU Enlargement Commission what exactly they are doing about animal welfare legislation in these same states, especially when it comes down to new member states accession – ie. implementation of “democracy and the rule of law”.

So we ask if campaigners throughout existing EU member states if they are able to research and provide us with contact addresses (e mail) of all media organisations located within their own (individual) member state.

Basically we require nothing more than a block listing of all national press and tv organisations for specific existing EU member states.

If this can be done throughout europe, we will very quickly have a large media database for all the major newspapers and tv stations across the EU.  Then, we ensure that all reports and photographs of animal welfare issues within Balkans states (EU accession nations) can be rapidly posted to media agencies throughout europe.  It will then be up to the press and media of these existing EU member states to contact the EU Enlargement Commission and their national MEP’s to ask what is or is not being addressed by the Enlargement Commission regarding animal welfare legislation (ie. implementing ‘the rule of law’) which is required for EU membership in these EU accession states.

Please provide all press and media listings in a block form, separated with a comma (,), to the ‘Comment’ section on the SAV site – this site.  Ideally, please leave details as a comment to this very post.  Don’t forget to state which EU nation the links are for.

The block details will not only provide us with a quick listing of all Euromedia contacts, by using the ‘comments’ section of this SAV post, the information will be easily available to other EU campaign organisations; thus increasing their media contact database listing.

Lots of results for rather a little in the way of an outlay, one could say.

Morocco: New Petition Launched Asking His Majesty King Mohammed VI of Morocco to Intervene and Help Moroccan Animals

As you will be aware, we have been covering the terrible issue of Moroccan animal killings over the past few weeks.  We provided details early on of a petition which was running for Moroccan animals:

Your Majesty King Mohammed VI,

Many of the signators of the petition which is presented here are citizens from around the World who have visited Morocco for their holiday(s).

Whilst very much enjoying their stay in Morocco, many of them have been deeply shocked by witnessing the terrible suffering inflicted on many animals – donkeys and horses are left standing and hobbled in the midday sun while their owners rest in the shade; and the terrible condition of harnesses which these animals are fitted with, very often comprising terrible wooden homemade yokes which are not adequate or suitable for the work which the animals are expected to undertake.

Animals are also regularly seen to have ulcerated eyes and open and festering wounds to their bodies, which are still beaten by the owners with wooden sticks the thickness of a young childs arm.

Cows are tethered on the back of trucks with ropes less than 6 inches (15cm) long; they are left standing in the blazing sun for hours at a time, crying out for water and shade.

Throughout most towns and cities in Morocco, street animals (cats and dogs) suffer most terribly.  Local authorities are poisoning stray dogs and cats on a nightly basis using strychnine poison put onto scraps of food to lure (bait) the animals.  They die long and terrible deaths as a result.  Please see petition photo which shows a dog in the City of Khenifra that has been poisoned using strychnine.

Dogs and cats very close to Marrakech (within a 30km radius) are now being killed with strychnine poison.  In several cities, dogs are killed by being shot.  Unfortunately, some of them are still alive when they are buried.

We call on you sir to please act immediately and stop the daily abuses of many animals throughout Morocco.  You are a kind and compassionate person; we ask that your compassion be given to other living beings.

We have faith that your actions and orders will result in the animals of Morocco being treated with more care and respect.

Caroline is a stalwart campaigner for all animal welfare issues, and we see this new position as being of immense benefit to all animals in both the EU and worldwide.  As an example, Caroline played a key role in the creation of legislation to ban the sale of cat and dog fur in the EU, and in the recent ban on the import of seal products.

Caroline Protests in England About Live Animal Exports to Europe

SAV have worked with Caroline in recent years to provide information to the EU regarding the treatment of stray and roaming animals within Serbia.  Caroline wrote to the President of Serbia in October 2008 on behalf of the EU Intergroup, which we covered in the following SAV post:

We know that Caroline will continue now, with even more support within the Intergroup, to be a voice for the animals of Serbia.  In her position, Caroline will be paramount in being able to provide information to the EU Commission regarding the much needed changes and animal welfare implementations which are required within Serbia if it hopes to become an EU member state within the next few years.

We at SAV, along with our fellow campaigners in Serbia, will continue to provide Caroline with both the positive and negative issues that are happening within Serbia.

South East England Green Euro-MP To Head Up Influential Animal Welfare Group

Dr Caroline Lucas, Green Euro-MP for the South East of England, has been named as the new President of the European Parliament’s cross-party Animal Welfare Intergroup. 

The MEP is well known for her longstanding efforts to achieve better protection for animals, having played a key role in the creation of legislation to ban the sale of cat and dog fur in the EU, and in the recent ban on the import of seal products.

She has also campaigned against the continued use of animals in travelling circuses and the EU-subsidised practice of bullfighting, and opposes the cloning of animals for food.

Dr Lucas, who was given the RSPCA’s Michael Kay Award for her outstanding contribution to European animal welfare in 2006, has pledged to put her considerable experience to good use as President of the Intergroup – one of the most effective, high profile cross-party groups in the Parliament. 

She said: “I am honoured to have been nominated as President of the Animal Welfare Intergoup and am committed to doing everything possible to build on its well-earned reputation for achieving results.

“With key challenges ahead, like the revision of EU law on the protection of animals used in experiments, it’s more vital than ever that the Animal Welfare Intergroup continues to champion animal protection across the EU.” 

Dr Lucas is also a new member of the European Parliament’s Women’s Committee, and will continue to serve on the Palestine Delegation, as well as the Trade, Environment and Climate Change Committees.
