SARAJEVO — Two intoxicated youths duct-taped a firework in a German shepherd’s mouth and blew off his face. But the torture didn’t stop there. The poor dog, known as Vucko, wandered for five days, unable to eat and with maggots infecting the meaty pulp of his ruined face. Vucko was finally picked up by authorities and euthanized after vets were unable to perform reconstructive surgery.

The Bosnian puppy-thrower is being protected by an elderly woman who claims she saved the dogs from being swept to their death, villagers say.

Ruza Pavlovic, who lives in the village of Curcic Lug near the town of Bugojno, told the Jutarnji List newspaper she found the puppies two weeks ago and put them in her garage.

The puppies are apparently the same ones that appeared in a sickening 47-second video posted online, showing a hooded teenage girl throwing them into a river.

Photographs published on Monday show Pavlovic holding a litter of puppies in her arms — but the animals are brown and black while the ones in the video are black and white.

Freelance reporter Ljubica Vujadinovic, who has contacts within the Curcic Lug village, told ninemsn Ms Pavlovic was a neighbour of the teenage girl.

“The old lady is next door neighbour of the girl’s family … [my source said] they made a deal to make up that rescue story to ‘save’ the girl,” Vujadinovic said.

Vujadinovic said she found her source by calling bars and other villagers in the area until she found someone who would talk to her.

“[The girl] can hardly bear to live with the reactions and everyone believes Pavlovic made this up only to try to help the girl and her family,” the source was quoted as saying.

The man would only speak on the condition his identity was not revealed.

Vujadinovic said locals were protective of the girl and did not understand the media attention because they live in a region where stray cats and dogs are regularly killed.

“On many internet pages you find lot of comments like, ‘what is all that fuss about a few dogs?’,” Vujadinovic said.

Bosnian police have tracked down the girl in the video but it is not yet clear if she has been charged.

Under Bosnian law a person who kills or tortures animals is punishable with fines ranging from $6900 to $16,000.

Uk / Bosnia and Herzegovina: SAV Attempts to Help Uk Newspaper Find Sadistic, Young (Bosnian ?) Puppy Killer Captured on Video.

Today SAV have been trying to help a Uk national newspaper identify a young girl who has been shown on video throwing live young puppies into a river – and certain death.

From the information obtained by the newspaper; ‘The Sun’; it is thought that the video was taken in Bosnia and Herzegovina, although this cannot be absolutely verified.  Further attempts to check this are currently under way.

SAV have posted the video to all contacts in the Balkans with the help of Slavica.

We have also provided the newspaper with much data and many photographs about the terrible situation for stray animals in Serbia and other Balkans states, with the hope that they may do a follow up article.

First and foremost, we need to find out who this girl is; a person who seems to get a sadistic sick pleasure by throwing young animals to their deaths in a fast flowing river.

Dear Minister Bratic and Mayor Jauz,

It has come to my attention that you are once again participating in and allowing brutality and viciousness against sentient, non-human animals, and your behaviour in this disturbingly-long pattern of cruelty must immediately cease. The specters of violence are the reality of murdered animals, tortured, agonized, and drowned, the vomit and blood crusted on broken limbs, the bodies of the drowned swollen, their eyes in forever gazes of shock, fear, and agony. Not only have you demonstrated a willingness of barbarism, but you have also established an indifference of health, your actions leaching poisons into an ecology already fragile from damage and misuse. The repercussions of your savagery against non-human animals will include the destruction of an environment harming your communities of human animals.

But to regard your gravest crime, that against our non-human animal friends, is exceptionally difficult. In fact, it is impossible to contemplate such depravity, the deliberate act to echo the hateful thought, the dismissal of sentience and the taking of life so effortlessly. I wonder, at what age did you learn your heart was stone, when the touch of an innocent animal, the friendly wag of a tail, and the trusting gesture animals share was answered with apathy? And when did you determine your unquestioning capacity to harm and kill eclipsed any compassion you may have once possessed?

When your benevolence creates intolerance and greed, and your innocence invokes hate and spite, and your empathy invites pain and death, you have squandered every past moment of compassion, and every potential extension of charity is now darkened with the silhouette of evil. When you sleep, do your nightmares frighten you? The visions you experience and likely forget are the manifestations of terror inflicted on our non-human animal friends in perverse manners of greed and bias, the duplicitous demonstration of your mind reconciling your cruelty.

To be human is not to be proud but to be shamed into humiliation at our exceeding arrogance and diminishing charity; indeed, to be alive is to be fatal: in the war of malevolence, our weapons indifference and prejudice, we reign victorious, the animal victims silenced with pain, suffering, and murder. Humanity is a mass killing machine, your barbarism the fuel, and the product injustice.

My hope is there is a glimmer of sanctuary in the wretched hell of thought, that you will consider the non-human animals you expose to viciousness and fear, and establish that you are not a person to be considered with terror and agony, but rather with empathy and kindness. It is never too late to extend a gesture of compassion to our animal friends and I implore upon you to cease this savageness immediately; until you react with respect and empathy versus pain and death, I will be forced to impose a personal boycott of your country and commerce and share this information with a large network of friends and activists to demonstrate their rejection of your actions as well. Until the animals are safe from exploitation and suffering, the consequences will be felt financially, economically, and socially. It is important to understand that these animals are regarded as family members to your western neighbors, and the collective who embrace them as children will reject you with contempt.

I hope this message finds you willing to appreciate life rather than viciously terminate it.

Macedonia: No Change at Skopje – Now the EU Animal Welfare Intergroup President Writes to the EU Commissioner Asking for Actions

There appears to be very little, if any change to the situation in Macedonia.

Demonstrations have been taking place outside of the offices of the Mayor and the Republic authorities.  These have been demonstrations against the killing of stray dogs and cats in Vardariste, Macedonia.

I’m writing to you because I know that you are the person who is trying to help the stray dogs in Skopje, holding facility Vardariste, and that you are doing your best to stop the massacre in our city.

I’m not sure that you get all report about situation of abandoned dogs in Skopje, but it’s because we are too busy, hoping we’ll finaly succeed to solve the problem by our own. Obviousely it’s not possible.
 
 Unfortunately, despite a little progress, the things are not changing, the dogs are killing brutally everyday.. So I’m writing to you, hoping that you won’t forget us and hoping you could help.

Aid holding facility is still opened just for six hour weekly, cooperation with organisations for animal protection is not existing. Entrance in this holding facility  is still not allowed for volunteers, we cant’t take pictures of dogs in there.
 
 Contract with two volunteers has expired and now they don’t allow  us to sign a new contract, not to talk about transparency, which is poor.
Mortality in aid station is officially about 60 percents -unofficially about 90%, the dogs are despairing everyday.  Public informations about aid station are hidden. Although we requested informations, they sent us a undefined answer, so we complained to allow free access to public informations.

Commission obligated aid station to give us corresponding info, but we still don’t have it.   We also requested explanation for big number of euthanasia.

Now we are finishing production of amendments for existing laws for animal well-being, which are in coordination with european law practice.

Also, we are working on law for prohibition of animal euthanasia.

 Since the majority in the City Council and the Parliament is from ruling party it is very hard for us to loby for a support of this law among the greater number of people’s representatives.

The same situation is with program for solving problem with for growing street dogs population. The program has been made by head of an veterinary master and we are supporting it. It’s basic is CNR strategy and it need to be supported in Assembly of Skopje City.

So, we’re appealing You for help us to make a pressure on Assembly by members of European parliament.

We belive that can be very important and significant. We’re, also, appealing You to help us make contacts with people that can provide any kind of help.  Macedonia, as an state which aspires to become EU member, has to accept sugestions. I belive you know that one of condition that Macedonica has to realize to become EU member is european animal protect law.

We are trying to influence on people choise, we are dooing a lot of campaign (adopt, don’t buy), we involved a public persons, actors, musicians, we offer any kind of help for the people who will adopt stray dog  but the effect is minimal, it will took us a long period to influence and to change the mentality.

We preveousely believed that RSPCA are trying to help the dog, but obviously they are only truing to help the government to “solve” the problem!

DG Health and Consumers, Brussels, who is responsible for animal welfare issues within the EU, regarding European Parliament / EU Eurogroup animal welfare concerns in both Macedonia and Bosnia-Herzegovina but drawing special attention to the situation regarding stray dogs in Skopje, Macedonia.

“These reports are extremely worrying.  They have been brought to my attention by very large numbers of people, both constituents and others, demonstrating how concerned many EU citizens are about the welfare of pets and strays. 

I recognise that the Commission has limited influence on this issue, especially in countries outside the EU. However, as Macedonia is recognised as a candidate for EU membership, and Bosnia-Herzegovina is a potential candidate country, I would like to ask the Commission to ensure that improved animal welfare standards are integral to ongoing dialogues with these two countries”.

The all-party Intergroup on the Welfare and Conservation of Animals was created in 1983 in the European Parliament to discuss European and international animal welfare and conservation issues and, where appropriate, take initiatives which can lead to legislation.

Attended by representatives from most political groups and nationalities, this influential Intergroup provides a forum for MEPs for debate and for initiating action for a wide range of animal welfare and conservation issues.
The Intergroup meets every month during the European Parliament Plenary sessions in Strasbourg.
 
Future actions:

Very soon, SAV will also be writing formally to Commissioner Vassiliou in support of Carloine Lucas’ letter asking her to give priority to Balkans states animal welfare issues, especially regarding the facility for strays at Skopje, Macedonia.  As can be seen from the mail sent by the Macedonian activist (copy above), the situation for Macedonian animals is terrible and we need the EU to ensure the best animal welfare policies are introduced prior to Macedonian membership (accession) of the EU.

We will be asking SAV supporters to also write to Commissioner Vassiliou asking her to take immediate action for the strays in Skopje, and elsewhere in the Balkans states.  The current situation at Skopje is unacceptable, and SAV with help from its supporters (many being EU citizens) can put pressure on the EU with regard Balkans state(s) EU membership.
