SAV To Withdraw Further Support For Backa Topola – And Our Reasons ….

Dear all,

after so many fruitless attempts to be a source of information and direct link assistance for the animals and various workers at Backa Topola, SAV will now, regrettably, pull out of the issue.

The reason – we have received very conflicting information from numerous Serbian and international sources over the last two weeks, and much as we have attempted to take it all on board and turn it into something productive that can generate much-needed assistance at Backa Topola – we have really been unable to.  Changes with regard information about what is happening at the site; especially regarding giving donations, have been arriving every day; sometimes several times a day, which have been making it almost impossible to keep a grip on accurate data which we are trying to provide on this site.

This decision which we are now taking is very much to be regretted – especially considering the very obvious plight of the animals still on site at Backa Topola. But from what we see as an outside (Uk) organisation, the infighting amongst, and complete and utter lack of any structured organisation by all parties concerning finding a common base on which to build an organised effort for Backa Topola is making our involvement nigh impossible.  This has been especially difficult in relation to attempting to establish where international donations are actually to be sent.

This is the first time ever SAV abandons an on-going rescue effort. But we are left with no choice.

It seems obvious and to our knowledge that a fair number of (animal welfare) parties are already involved in rescues at Backa Topola, albeit in what still appears to us to be a disorganised and very unproductive, un-structured  manner. People on an international basis are willing to donate their money, but we experience daily problems in even finding out basics such as where exactly the central fund for BT donations are. We still do not think that anything exists and that each group at BT are working financially independently. Nevertheless, it is to be hoped that these obstacles can, in time, be overcome. Efforts by us will now only ‘lightly’ concentrate on supporting the on-going attempts for the establishment of new homes around Europe for the animals currently at Backa Topola.

In our view it is the Serbians, first and foremost, who must come together as one for the benefit of the animals, and act accordingly. Foreign supportive and informative involvement like that of us at SAV, is only ever going to work when there are people and organisations locally, and throughout Serbia, who do not only share a common goal, but are also working and pulling together – and not constantly working against each other for the achievement of their individual goal(s).

To be blunt: this ‘working together’ situation is something which we – SAV; have not really seen or experienced since SAV was founded back in 2005. And Backa Topola is yet another fine example of that non ‘working together’ situation.

This approach as it currently stands is in our view, is so much to the detriment of those in real need of the help – the animals.

As long as this ‘individual goal only’ situation persists rather than a more united campaign front, nothing much will change in Serbia, and as a result it will leave the corruption and uncaring attitude of both national government and the local authorities free reign to continue just as they wish. Do they care about animals at the moment ? – No.  Probably because there is no united animal welfare / rights front in Serbia to tackle them directly as a united force on the issue.

Work for the animals will have to start with animal welfare organisations working on themselves first. There is a power in unity; but there is simply chaos in diversity.  It appears to be a situation of utter diversity at this current time within Serbia, with Backa Topola being a typical example.

SAV is there to try and assist, to promote the cause of helping animals in need and making efforts by providing a better future existence for them. It was founded for no other reason. That we currently see ourselves in no position to be of no further help for a crisis such as that at Backa Topola is really due to no fault of our own. And it pains us; but the time has come where we need to say something regarding how we view the current situation.

All you Serbian animal welfare organisations and campaigners, please unite; and by doing so, helping hands will be more than willing to be extended to you from many international outposts. Help for the animals must go THROUGH you, and WITH you. There is no other way.  You need to be united to be a powerful force; a force which can challenge the political ignorance which we see at this current time.

Do not let the animals become the pawns in the game, who must pay for the endless strife and dissent among Serbian animal welfare initiatives. They have suffered enough already.  It is time they were provided with real support, and this must be presented as a united force.

Great News ! – In Less Than One Week, ‘Okica’ Is Found A Forever Home In Denmark.

The great news is that less than one week later, she has been offered a new home in Denmark !

We have no other details at present, but will put them out on this site when we do.

 

Romania: Votes To Introduce Death Policy For Stray Dogs. But All Is Not Yet Lost – Please read On and Act – Send Mails of Protest, Thank You.

Those who voted for Euthanasia and those who did not even bother to vote are a disgrace to Romania and to its EU membership – please contact them (details below) and show your disgust at their prehistoric attitude towards stray animal numbers management.

Yesterday was the vote of the Committee for Public Administration on the management of stray dogs legislative project:

–       6 deputies voted for sterilization and return

–       16 for leaving the choice of the management method up to the city halls (we know that euthanasia will be chosen by majority of mayors) – the proposal of PDL (Bucharest prefect + Sulfina Barbu)

–       8 did not atttend at the meeting

Although by

the lobby made we won the leadership of important parties, Liberal (PNL) and Social Democratic Party (PSD), which has informed their members that the party line will be sterilization, only the members of PNL voted for sterilization and the PSD members (except one) either have voted for euthanasia or they did not attend at the meeting.

Today the financial interest for the business “stray dogs” and / or the cowardice of those who have voted for the mayors to decide the management method, believing that all sides will win: animal lovers, non-animal lovers and mayors.

Also yesterday we submitted, in printed form, to the Commission, the Chamber of Deputies and to all parliamentary groups, the petition of the website of FNPA which raised in a record time 28,000 signatures (only from Romania) as well as another petition (from the diaspora) with 7000 signatures. Next days we’ll also bring the petitions to the Government and ANSVSA.

We found out the Chamber of Deputies have seen thousands of petitions and letters. Thank you all. We should not stop!   All recognized that never such lobby was made as for a law like this one

And yet … not all is lost.

The draft law will go again, in the same form, to the plenum of the Chamber of Deputies. There you will see the political will. We hope that they will vote again and return to the Commission and the members of the parties which are in opposition with PDL party (the Governamnetal party) will comply with the policy directive.

Continual killing gets you nowhere – sterilisation DOES – It REDUCES ANIMAL NUMBERS !

I am sorry I am running late with the answer.

I have met Mrs. Corine from the Association Mutzika, France, on one occasion. As far as I know, she helps the shelter in Backa Topola for years and she is very dedicated. Corine pays for everything that Mrs. Kristina Paskaljevic does. Mrs. Kristina Paskaljevic took 48 dogs and placed them in ,,Katcha,, so they can be sterilize and foster in France or Germany, Corine finances that.

The main issue with Backa Topola is following: there is plenty of food but the dogs can not stay there forever because the heiress of that land won’t to keep the shelter, also there are no conditions for the further existence of shelter.

The only solution is, that the EU countries make an arrangement and take all those poor dogs.

We took over all of the cats (we hope that we will find the one remaining), and it will be for the best if a number of animal societies from EU would take the dogs so that the shelter could be close down.

Serbia: Backa Topola – New Donation Link to Help the Dogs at the Shelter.

 

FOR the CATS

THERE IS NO SAV BANK ACCOUNT INTO WHICH DONATIONS CAN BE GIVEN

AS WE ARE BASED IN ENGLAND, UK, BANK CHARGES (COSTS) FOR INTERNATIONAL TRANSFERS OFTEN OUTWEIGH THE AMOUNT OF THE DONATION IN THE FIRST PLACE.  We always request that any international donations to be given directly to animal groups in Serbia to avoid these extra transfer costs.

The only info we have is from ‘Help Animals’ in Belgrade, who have taken all but one of the surviving cats from the shelter.  Attempts are being made to find the last cat.

We hope that a good donation route for the Backa Topola dogs has now been set up.

This is via a ‘Western Union’ transfer system, the details which follow.

The money will go direct to SENKA MANDIC.

A Money Transfer Control Number [MTCN] will be provided (by Western Union) to the individual donating when they do a money transfer to Serbia.  Senka will need to quote this number when she goes to collect the donation in Serbia.

Senka can be e mailed at the following address to inform her of any money transfers.

Please keep the information and your mail short and simple.  Remember that Senka needs only a few basic facts – the amount being sent and the MTCN.  English is NOT Senka’s native language, so only give the basic required information please.

Please include the MTCN in your e mail to Senka so that she knows to quote the details of the specific number when the money is collected by her.   She will provide her identity proof as well as the number (MTCN) when she goes to collect.

We are already paying one man that is going there, but that is not enough we need someone else as to feed the dogs, give water and to clean all the waste in the shelter and that is a lot of work. I spend there 4 hours every day, and in that time I can achieve very little. If I did not experience this myself I would not believe it.

Municipality gave us 2 man from Kongrad but only for a period of one month. This will be over in a few days. We have to find someone else. This Sunday we will be spending all day in the shelter and someone who is interested in a job will come to met us.

We finance most of this from private pockets we can not get hold of any donations from those accounts at all.
