HAVING SAID THIS I WOULD LIKE TO MAKE ANOTHER IMPORANT COMMENT THAT WHILE THIS CAMPAIGN WAS GOING ON TO SAVE CHOTU, MANY PEOPLE CALLED ME/ EMAILED TELLING THAT THEY HAD SPOKEN ON THE PHONE NUMBERS THAT WERE PROVIDED AND THE AUTHORITIES HAD REASSURED THEM THAT THE DOG WAS NOT ON TARGET AND THEY SHOULDNT WORRY. AND SOME OF THESE PEOPLE BELIEVED THEM AND ASSUMED THAT THE DOG WAS IN THE CLEAR. WHILE IT WAS OBVIOUS THAT GOVERNMENT EMPLOYEES WILL NEVER ACCEPT SUCH CHARGES SO IT IS FOOLISH OF US TO TAKE THIER WORD FOR IT AND KEEP QUIET.
YESTERDAY CHOTU WAS PRODUCED IN COURT IS PROOF ENOUGH TO PROOVE THAT HE WASNOT IN THE CLEAR AND THAT THEY HAD ALL LIED.
SO PLEASE IN FUTURE DO NOT TAKE A BLIND WORD OF THE PEOPLE WHO ARE TARGETS OF OUR CAMPAIGN. THEY WILL ALWAYS LIE. OUR JOB IS TO KEEP THE PRESSURE ON. AFTER MANY OF YOU HAD CALLED AND AFTER A LOT OF PRESSURE WAS BUILD UP, THE MEDIA HAD TAKEN UP THIS ISSUE AS AN IMPORTANT STORY BECAUSE OF WHICH THE DOG AND THE LADY ARE BOTH IN THE LIMELIGHT AND SAFE FROM ANY DANGER AS NOW THOSE PEOPLE BECEOM THE OBVIOUS SUSPECT.

It was revealed to us by Slavica
Beslic, president of EPAR (Esteem
and Protection of Animal Rights)
that a Wolf and her pups here murdered.

Thanks to her, and the organization
Društvo za zaštitu prava Životinja Noa,
or NOA, provided much information on
the subject.

 

The murders happened in the municipality
of Sekovici which is in the northeastern
part of Bosnia-Herzegovina.

 

The date around the time it happened
was 6-9-2008.

A man by the name of Vladislav Bobar
and his cohort of hunters went to a
Wolf-Den and attacked it.

A Wolf that was a mother didn’t want
to leave out of loyalty to her pups.
They were beaten severely by the
hunters, and then were shot to death
by them.

Hunting is illegal in Bosnia, although
there are no protections for Wolves
in Bosnia.

So through a technicality these men
got away with a terrible crime. Legal
or not, murder shouldn’t happen.

And if hunting is illegal, Wolves should
also get protection. Especially with incidents
like this. There are about 400 Wolves
in Bosnia.

Bosnia is no stranger to atrocity,
considering the Bosnian War that
happened in 1992-1995 and left
approximately 200,000 people dead.

 

These types of horrific acts must stop.
And Wolves must be protected in Bosnia.

WHAT CAN YOU DO?

Even worse is how the media even supported
their slaughter.

We must send a message about this issue and
how this violence and horror must end.

 

A) First write to the Bosnian government
officials.

Tell them about this atrocity and how
atrocity in Bosnia must end. Wolves
deserve protection, and these men
who brutally murdered a mother and her
children should be punished. They
clearly were intent on exploiting
legal technicalities. That is they
were skating the line between
hunting and non-hunting. It doesn’t
matter, murder is murder and these
atrocities must end now.

USA – Michigan

The Michigan DNR plans to institute
their management plan soon.

A plan that was approved in July
by DNR Director Rebecca Humphries,
who is no friend to the Wolf whatsoever.

The plan is all about ‘managing’ impacts.

The DNR is making a haphazard plan
where they will for one, not use
Non-Lethal Methods Only and PF Ranching
as the norm for preventing livestock issues.

They may very well institute culls of Wolves
in an area or a region if they want to do
so. They also hope that hunters and trappers
will also help them if Wolf population numbers
get ‘too big’.

In otherwords their plan like many,
will be disastrous for Wolves.

Management plans are a system of control
to oppress Animals since Humans still
can’t grasp the concept of living in
harmony and respect with others.

SWEDEN

In Sweden the county government of Vast had a meeting
August 14th, in Hjartum where 200 people came to talk about
depredations by Wolves.

In the Republic of Serbia, dogs and cats experience inhumane capture and death in a never ending attempt by authorities to control the stray animal populations of towns and cities.  Throughout their short lives, animals live a pitiful existence.  These often unwanted animals fight and scavenge for a pittance of food and water in an always increasingly hostile environment.  And yet despite their suffering; stray and unwanted dogs and cats maintain the ability to REPRODUCE – make new little cats and dogs !  And so, the repetitive cycle goes on, routinely uncontrolled and with no future planning by the authorities.

Through a fear of disease and with a lack of knowledge and, quite often, suitable and adequate resources, many authorities throughout Serbia use the most barbarically cruel and ineffective methods of stray animal population control.  Once captured by the “Shinters” (animal catching) teams, animals are often confined to cages without any food or water for many days prior to their deaths.  Death is administered in many ways by the Serbian Government authorities.

·           by paralysis of the respiratory system through T-61 injections into the heart or lungs – T-61 being a neuromuscular blocking agent which is no longer used in the United States

·           injection of Nuvan and Kreozan poisons; causing death by suffocation

·           burying alive,

·           clubbing to death; often undertaken by authority sanitary services hiring mentally retarded gypsies to kill animals on their behalf

·           sealing animals in plastic bags and disposing of them on garbage dumps

·           compacting (crushing) animals in authority refuse collection vehicles

But there is an alternative

·           The Sterilisation and identification of stray animals.

To His Excellency the President of the Democracy Party, and President of Republic of Serbia :

Dear Mr. Boris Tadic

 

Considering that it is the duty of humans to respect animals and to ensure that these benefit from legislation which protects them in an adequate and effective way;

Considering that that duty is increasingly recognised and valued not only within the Serbian society but also across the world, and that it has been driving governments, parliaments and municipalities from several regions of the world to take advanced legislative and practical steps to protect animals;

Considering that, in spite of the latter being also a duty of the Serbian  State, this state has not been matching it, or meeting its responsibilities in this field, in a satisfactory way, thus leaving Serbian`s animals cruelly abandoned and victims of the state’s indifference, which, both by actions and omissions, has been permitting that many and serious harms committed against animals may happen in an environment of almost total impunity;

Considering that the Serbian State, both by not taking proactive, modern, effective and adequate legislative measures, by not even conducting a satisfactory prevention, enforcement and penalization activity regarding the existing animal protection regulations, by not forbidding cruel, unacceptable and absolutely unnecessary practises, and also by involving some of its institutions, among which are the municipalities, in the cruel treatment of animals, has originated serious problems affecting animals in the country; and also

 

Considering that the majority of the Serbian people – a very significant one, in many aspects, and overwhelming, in so many others – believes that animals in Serbia are, in fact, extremely unprotected and should, in several areas, be urgently and strongly protected by the Serbian State;


I call on the Serbian Parliament and urge the Democracy Party  to:


1. Propose and/or approve, establish and enact a new animal protection law -to be shaped as an Animal Protection Code – that is

 a) wide-ranging, in a way that it establishes animal protection regulations affecting all areas in which these are somehow used and involved,

b) coherent, clear and specific, in a way that its provisions can be understood, respected and enforced in a clear way and without causing any doubts,

 c) strongly restrictive, establishing

i) unequivocally the prohibitions which are due to be defined,

ii) strong penalties to the infringements of the law, and

iii) exclusive legal permissions to hold animals in captivity and/or to inflict pain, suffering and/or death to animals only in the cases in which that is strictly necessary and justified, also rigidly and clearly regulating those permissions, and

d) easy to enforce, in a way that the agencies and officials which are responsible for enforcing the law and making sure it is respected may execute their enforcement work in the most direct, fast and effective manner, so that the infringements may be punished as swiftly and efficiently as possible, also to be accompanied of immediate and precautionary measures to protect the affected animals´ safety and integrity measures – which should be also immediately put to practice by these very agencies and officials;


and


2. To additionally consider and incorporate in the preparation of this new animal protection law – which is requested to be established and enacted shaped as an Animal Protection Code taking into consideration all the aspects mentioned in the previous point – all the elements which are outlined and advocated in the fair, extensive and comprehensive guiding proposal for a Serbian Animal Protection Code presented in the documents NO KILL sterilisation strategy, written by Friend-EPAR/OIPAmember league www.epar.org.yu


  and “Law&order&justice for all” , written by Friend-EPAR/OIPAmember league/alliance for Animal Rights

About the song (and Regina)
Regina was a rescue dog living in Ribercan shelter in the town of Carcaixent Valencia, Spain. On 29th May 2008, thugs broke into the shelter and Regina was sexually abused, tortured and killed during the attack on the premises. Other dogs were frightened away from the shelter when their quarters were badly damaged but Regina was petrified and too timid to fight back.

We hope this song will help to alert people to the distressing problem of animal cruelty in Spain. This crime has not been investigated by the Spanish police or authorities. Laws must be implemented in Spain to protect stray dogs like Regina from criminals who see them as easy targets. Animal abuse leads to human abuse.

 

The Bright Eyes Society has offered a financial reward to help catch the person or persons responsible for this terrible crime against an innocent creature. Download proceeds from this song will be sent to Bright Eyes to increase the reward and one day may there be for justice for Regina.

Can You Help the EPAR Shelter Dogs this Winter by buying some Straw Bales ?

Dear all;
Slavica is asking if anyone would be willing to help support the purchase of straw bales which will be used as additional warmth for the dogs at the EPAR shelter this coming winter.
The shelter needs to have around 1,800 bales and now in the summer is the best time to purchse them.
Bales cost around 1 Euro each at the moment, but will be more expensive later in the year.  Slavica has had to spend a lot of her money on other essentials for the shelter and cannot afford to find this money also.
So please everyone, even if it is funds for a few bales or for a dozen or more, please dig deep and help the dogs to keep warmer this coming winter – lets get these straw bales purchhased now, before the prices go up.

July 7th – Confirmation : Pravilinik 29/94 has been used as an ILLEGAL JUSTIFICATION for the Killing of Thousands of Animals over the Years

On the 3rd July, Mr. Patrick Seku as the President of APS Respectons visited the Subotica city pound and also the EPAR No Kill dog shelter.   Mr. Seku works in collaboration with big welfare organisations (such as the Foundation Brigitte Bardot) and many national newspapers.

 

Mr. Seku will produce a report on what was seen at the city pound, and this report will be sent to both the EU Eurogroup for Animal Welfare (Mr. Neil Parish) and to the International Courts for Animal Rights at Foundation Franz Weber in Switzerland.

 

Mr. Seku will be returning to Subotica within a few months as a follow up to this first visit.

 

During this first visit, it was proposed that a Commission was established to be a voice for the dogs which are currently being killed every day.  The commission which is proposed will have three (3) members and will be comprised of:

 

One representative from the local authorities

One veterinarian

One representative for the protection of animals in Subotica.

 

Only if there are agreements from all three parties involved will it be possible for a dog to be destroyed.  If any of the three members of the commission do not agree to the killing of a dog, then it will not happen.

 

A new Mayor for Subotica City will be arriving around the 15th – 20th August.  Between September and November the local authorities and the Mayor of Subotica will have to produce a city budget.  It is aimed that the new budget must make adequate provisions for good animal care in the city, include a very high level of animal sterilisation and veterinary intervention procedures, as well as improvements to the shelters including the building of new boxes and adequate supplies of food for the animals.  A No Kill, Sterilisation policy has to be adopted by the city of subotica in its new budget, as we have always asked for.

 

FURTHER, ON THE 4TH JULY, SLAVICA AT EPAR RECEIVED A LETTER FROM MR. MARINKOVIC DECLARING THAT PRAVILINIK 29/94 IS ILLEGAL AND A NON-VALID DOCUMENT.

This legislation for several years has been declared by the authorities as the documentation which allows the animals to be killed by the local authorities right across Serbia.  Now there is written proof from Mr. Marinkovic that this has never been the case; and in fact, it would appear that Pravilinik 29/94 has been used as illegal justification for the killing of very many animals over the years !

 

Mr. Marinkovic has now been informed that he has to personally inform every one of the 24 veterinary regions in Serbia and inform them that Pravilinik 29/94 is illegal and cannot be used as justification for killing animals.  He has also been informed that this needs to be stated officially on the Ministry web sites.

 

Many senior officials at the Ministry have used Pravilinik 29/94 as justification for killing animals in the past.  Now that this has been declared illegal then it may be necessary for legal actions to be taken against those who have allowed this in the past. Serbian legislation declares that all local authorities must provide the financing that is necessary for the animals at the shelters, including good veterinary treatment, food and adequate accommodation.  In addition, by adopting a No Kill policy the authorities will quickly move in supporting the reduction of stray animal numbers on the streets.  It is understood that there are adequate finances available in all municipal budgets within Serbia to cover these requirements.  Now these requirements must be converted into financial support by the authorities and the animals given the legal protection they are entitled to.

This beautiful little lady is called Bucka.

 

Jelena found her as a puppy last year, and after having her vaccinations she went to the shelter, but became ill again as the cold was affecting her.

She almost died, dispite the therapies she was getting for over a month for pneumonia.

Jelena has decided to try to send Bucka to Canada.  As can be seen, she is beautiful and doesnt have any behavioural problems, she just loves everyone, including people and animals, she loves cats, kittens, rabbits.  She is already neutered!

We need to work together and raise £300 in the next couple of months because the Canadian Ambassador’s wife, currently resident in Serbia, is to return to Canada in August this year (08). Elizabeth has done an amazing job in bringing in dogs from the streets and shelters of Serbia and getting them over to Canada.
