We welcome yet more superb undercover investigations within British circus’ by London based Animal Defenders International (ADI).  ADI have been paramount in the Uk in exposing the abuse of animals kept in travelling circus.  We join so many campaigners here in the Uk in demanding that the Uk government lives up to past pre-election promises, and bans all animals from performing or being kept by any circus travelling and performing in the Uk.

Shocking footage revealed

Animal Defenders International (ADI) has released shocking footage from behind the scenes at the Great British Circus, showing violence and confinement of circus elephants.

The results of an undercover investigation by ADI shows the animals being hit in the face, being kept chained and barely able to move for up to 11 hours a day, and displaying disturbed, abnormal behaviour.

The circus, which has been touring the UK since February 2009, features two Asian and one African elephant. Despite the Government’s 2006 promise to ban “certain non-domesticated animals” from travelling circuses, Defra (Department of Environment, Food and Rural Affairs) allowed the elephants, Sonja, Vana Mana and Delhi, to be brought into the country by the Great British Circus to tour this year, signalling a major backward step for circus animal protection.

ADI secured footage from a camera concealed inside the elephant tent of the Great British Circus, which shows a staggeringly high level of casual violence in just a few days of observations. Incidences include elephants being hit in the face with a metal elephant hook, a broom and a pitchfork, a worker cruelly twisting an elephant’s tail, and the frightened animals retreating and crying out when struck or hooked.

Jan Creamer, ADI Chief Executive, said: “In the name of entertainment these elephants are beaten, jabbed with hooks, chained up for hours every day, and pushed into a metal box each week where they remain for hours on end whilst the circus moves to another site.” 

“This is an indictment of the circus industry and also the Government who have failed to fulfil their commitment to ban the use of wild animals in travelling circuses, ignoring the evidence and the recommendations of all major animal welfare groups. It is time for the Government to act decisively and end this suffering once and for all.”

The ADI team filmed two elephant hooks being brutally used, a long metal hook was used to hit an elephant across the face during training and a smaller one which was concealed in the palm of the hand and used in the ring, unseen by the unsuspecting audience. ADI footage in slow motion shows how the hook was used on the elephants as they performed and other film shows the elephants reacting and sometimes crying out when the hook is used.

In addition to the casual violence, the elephants were also limited for long periods of the day in a small tent and chained tightly every night for up to eleven hours with only enough room to take one step forward or backwards.

When the circus moved to a new location, the elephants were confined to their cramped transporter and forced to wait until their tent was erected, resulting in many hours being shut away. During the move from Watford to Bushey on 19 July, the elephants were kept inside the transporters for seven and a half hours –though the distance travelled was just five and a half miles.

ADI is also horrified at the level of disturbed, abnormal behaviour exhibited by the elephants such as rocking, swaying and head bobbing. These pointless, repetitive movements often seen in certain captive animals is known as stereotypic behaviour. Sonja, a wild-caught African elephant, was observed for 11 hours and spent nearly 40% of this time displaying stereotypic behaviour, and the two Asian elephants also showed similar movements. Animal behaviourists believe that this shows that the animal is suffering and is not able to cope with its situation.

Over 80% of the public want to see a ban on wild animals in travelling circuses and over 80 MPs signed a motion calling on the Government to ban wild animal acts and to strictly regulate the use of domesticated species. However, the Government has still failed to keep its pledge to ban certain animals from circuses.

Jan Creamer continued: “This latest ADI investigation shows how animals like elephants suffer in the travelling circus. Given the circumstances of constant travel, temporary accommodation and small spaces, the use of these animals in circuses cannot be justified. The public wants to see a ban, Parliament wants a ban, animal protection groups want a ban. Surely, it is time for the Government to take action to stop this suffering right now.”

asking that the UK government not only honour the promise it made 3 years ago to ban wild animals in circuses, but also extend the proposed ban to include domesticated animals too.

All animals in circuses are compromised by the travelling and temporary nature of the circus, with severe confinement inevitable and physical abuse commonplace. They have no legal protection, as there are no regulations to protect them under the Animal Welfare Act.

Bolivia has recently become the first country in the world to ban the use of both wild and domestic animals and circuses. The UK should follow their lead and implement a ban as soon as possible.

Serbia / Uk: Press Release From (Uk) RSPCA Regarding Serbian Animal Welfare

We would like to  share the following news with you, all of our friends and fellow campaigners around the World.  For several days now we have been debating if this should be posted, as we know there is opposition about this from some Serbian campaigners, especially regarding the involvement of ‘ORCA’ at the meeting.

 

Yes, we are fully aware of the goings on at ORCA Belgrade in the recent past, and we have posted this information on this site – see links to past news at

But, we consider that the meeting with President Tadic and the signing of the petition calling for a Universal Declaration of Animal Welfare can only be positive news for the animals of Serbia.  Maybe Serbian politicians are finally realising that, and as we have always campaigned along the lines of, Serbia should not be allowed accession (membership) of the EU until it vastly improves its animal welfare legislation.

We hope that the information given in the Press Release (given below) by the Uk Royal Society for the Prevention of Cruelty to Animals (RSPCA) shows that the link between better animal welfare legislation and EU membership may have finally hit home in Belgrade.

The animal welfare framework law covers all species, and includes research animals, the protection of farm animals, transport and slaughter and the protection of wildlife in captivity, as well as forbidding wild animals in circuses.

Links to both Serbian circus and zoo posts below show that the current situation is dire; and so in our opinion, anything which will change this for the better is worth applauding.  We hope that you agree.

As stated, some campaigners in Serbia are not particularly pleased with the news given below due to ORCA being at the meeting.  But we feel that if new legislation improves animal welfare in zoos and circuses alone, regardless of anything else, then it is a very positive step forward.  One thing can be assured, with implementation of the animal welfare framework law, NGOs will be able to monitor and report failures in the system to the authorities.  Once it becomes an EU member state, Serbia can be formally reported to the Commission if serious failures in legislation implementation are continually seen.  This can result in state prosecutions by the EU Commission if necessary.  Some members of SAV have been involved with similar processes against Uk authorities during the past few years relating to failures in animal welfare legislation implementation, and now have considerable experience of what is required should it be necessary to help giving advice in the future.

 

We hope that like us, you feel that the news given in this PR below is reason to celebrate for once.

President of Serbia meets with RSPCA ahead of first animal welfare law

Serbia has today signalled its intent to improve animal welfare following a meeting between the country’s president and the RSPCA, ahead of the introduction of new legislation to better protect animals next month .

RSPCA International’s Senior Programme Manager for Europe, Alexandra Hammond-Seaman met President Tadic after Serbia joined a long line of countries worldwide signing a petition calling for a Universal Declaration of Animal Welfare.

Alexandra said: “It was a great honour to meet President Tadic and discuss such a vitally important issue. The Minister for Agriculture, Saša Dragin signed the petition and confirmed that Serbia will be adopting its first animal welfare framework law in May.”

Serbia is a potential country to join the European Union, and this move will allow the country to harmonise with current EU legislation on animal welfare.

The animal welfare framework law covers all species, and includes research animals, the protection of farm animals, transport and slaughter and the protection of wildlife in captivity, as well as forbidding wild animals in circuses.

After the adoption of this law Serbia will adopt the full EU legal framework on animal welfare into national legislation, as one of the prerequisites in the process towards the EU integration.

Alexandra added “RSPCA International has been actively engaged with Serbia for over five years now, by providing assistance and training with issues such as dog population control and stray dog management. We also work very closely with Serbian government agencies and the veterinary profession on improving farm animal welfare in the Country. We look forward to continuing to play a central role in helping to enforce the law.”

RSPCA International attended the meeting with another non-governmental organisation, the Organisation for Respect and Care for Animals (ORCA) which has in the past worked in Serbia to promote responsible pet ownership.

Dear Sir or Madam:
I am writing this letter to express my concerns for Animals that are held against their will in the International Circus Moscow-which is now a guest of Belgrade City. All Wild animals that are part of this Circus are in bad shape and piled up in small cages.
They are mistreated and abused.

Cages and circus near environment (fences, tribines.. ) are NOT secured from animal escape excesses,
Circus do not posses Documents about Animals (origin, trade documents /circuses & zoos trade animals/ passports, history..)
Circus travel around and can carry many diseases- trough their route they leave ugly scenes of urine puddles and feces piles which then spread in grass-anyone can pick it up… /.

Circus do not posses Veterinarian approvals regarding animal’s proper living conditions/ that they have proper shelter, food and fresh water source;
Animals in this circus dont have overall good psychophysical state.
I am aware of fact that Permit for putting out the (circus) tents and use the communal areas and communal green areas must be given from different communal services
(legal permits can’t be issued for communal areas renting under 5 years- then how this circus gets “permits” every time for a different location? );
all sanitary conditions has NOT been meet before Circus could obtain this permit to use communal areas for wild and domesticated animals, sanitary and water conditions has NOT been meet either.

Sanitary and health related issues:
All forms of animal “liquid waste”/ CAN NOT be mixed with human waste disposals /circus must be attached to the local sanitary plumbing system- separately- water and waste-in-out system/
All garbage must be divided (animal and human “hard waste” can not be dumped together, Circus can not use local dump boxes nor garbage cans for large and hard waste- for that purpose Circus have to rent special hard waste container from city…etc. )
– CIRCUS Corrona/Moscow/ touring trough Serbia HAD NOT MEET ANY OF THOSE REQUIREMENTS.
I want to appeal to your position and ask of you to ban those Circuses with live performing animals, circuses with mini zoos and those who use animals in “entertainment”.
I would like to point out that any circus with Animals is cruel.

The animals may be confined for hours, even days, in their travelling cages.
The trainers use different training methods that are considered very inhumane. Whips, spikes, hotshots and electric shock devices are used to get the animals to do tricks that are unnatural for the animals. Further to that, a circus with Animals is also considered dangerous for the public.
*as an examples I will give You data which can be found in newspapers and on internet)Between 1990 and 1999, there have been 47 persons who have died as a result of wild animal attacks. In Argentina, there are many such examples as the one from San Pedro, Province of Buenos Aires, where two lions escaped where they hurt and killed some people. In April 21, 2004, in Laferrere, a tiger escaped from the Romanian Circus killing one worker. In August 2005, a bear from the Coronel Dorrego traveling circus, attacked a 10 year old girl who got too close to his cage. The bear bit her and two of her fingers had to be amputated later.

It is shameful that the Belgrade City allows the Moscow Circus to perform with animals. Allowing this circus, or any other circus, to perform with animals is against the Animal Protection Law enforced in your country ( Article .269 of criminal law of Serbia- protects animals and prevent abuse in form of penalty which goes up to 3 years of prison for animal kill or abuse ).

I ask respectfully that the authorities of Belgrade become part of the group of cities in this European region that have banned the use of animals in circuses, like Croatia , Slovenia did several years ago, Hungary as of 2007..

We have moral responsibilities to all animals. Allowing a circus to perform with animals is allowing and promoting cruelty to animals. Please do not let this happen. The brutal and inhumane treatment of animals behind closed doors MUST be stopped once for all.

Please do not give any more approvals for this Circus to become the guest of Belgrade City, this CIRCUS is cruel and is not a humane and interactive way to have fun, which children crave for, there are so many different options for kids to have fun, to get into interactive games and trough those games, tomorrow to grow up into humane being, worthy to be called citizen of Belgrade.

Concerned citizens have been asking organizations for animal protection to put a stop to the suffering of those animals, but organizations are not those who can help this time.

This year, we are facing the same problems with local circus :Corona/Moscow.

This Circus abuses Animals and operates in Serbia for the past several years…
we got really tired of them.

Reasons for protest we mentioned numerous times on Serbian TV stations and in newspapers, but still one municipality gave “permit” to the circus to be their  “guest”.

Again tons of lies were served from the circus clan “animals are not abused, we love our animals, we use only domesticated animals”.

Our photos and videos clearly show that Tigers, Lamas, Panthers.. and other wild animals were in caged around the circus tent.

One of the AR Independent Activists -Olivera talked to the circus kids- (those kids  “work” in circus) after they took several leaflets which activist were handing out  and they wanted to tear them and throw them on grass.. After the short conversation with them/ Olivera managed to get them promote our poster , and made them gather leaflets they had previously throw on grass.

(Animals live in faeces and urine), circus leave unhealthy grass as area is soaked with faeces..)

Over all impression on protest- is good, activists left protest with grudge in their chests- because Animals were left in cages—

We will come back and will proceed protesting against this horrible circus..  We are not stopping and are calling and writing to the relevant institutions until this circus is banned for good.
