This petition is a joint action by Occupy for Animals and Rescue Association Hobo Dogs Finland, started on 21st of December, 2014. The petition was submitted for official registration to the European Parliament’s Committee on Petitions by Occupy for Animals on the same date.
ABOUT THIS PETITION
Up to now, the Commission made a substantial difference between wild animals and kept animals. Unfortunately, this could now change with the introduction of the new ‘EU Animal Health Law’ which is currently being discussed in its final stage.
For the last three years, the European Commission has been drafting an Animal Health Law, which is supposed to replace and encompass most of the present EU legislation on animal health, striving for simplification and greater consistency under common principles and general rules, and under the initial draft of the ‘EU Animal Health Law’, stray domestic animals, such as dogs and cats, should have been considered ‘wild animals’.
It seemed as if, due to the voting of the MEPs in April 2014, this had been avoided and they would no longer fall under the scope of ‘wild animals’ but would be defined under a new category of ‘non-owned animals of domesticated species’. It is crucial not to let abandoned and non-owned animals fall under the category of ‘wild animals’ in order to avoid a massive eradication of them. Dogs and cats must always be considered as domestic animals, even if they are no longer under direct human control.
Unfortunately, in December 2014, FOUR PAWS European Policy Office in Brussels, reported that the proposal is presently being discussed in the last stage of the legislative process conducted through the Trialogue (which includes European Council, Commission and Parliament), and that in the present draft of the ‘EU Animal Health Law’, an opposing trend has become apparent which might now even determine the decrease of protection: the proposal tabled by the European Commission wants to consider stray domestic animals again as wild animals, despite the fact that a majority of MEPs voted against this definition in April 2014.
According to FOUR PAWS, this is happening without publicity, in the attempt to get this unacceptable definition passed without attracting criticism as it would deliberately ignore the constant requests of EU citizens to increase the level of protection granted to all animals, not to decrease it.
It is extremely important that European citizens, and compassionate people from all over the world, speak up against this ‘two-class system’ for dogs and cats, depending if they have a family or not.
This classification is not only ridiculous, but it could lead to confusion in legal terms – to serious misunderstandings and legal uncertainty in all Member States – and be downright dangerous not only for homeless dogs and cats, but also for owned animal companions that might have got lost, or have escaped.
All in all, such an illogical distinction is scientifically wrong as it ignores the fundamental biological distinction between wild and domestic animals, and poses a serious threat to homeless animals as it would stigmatize them as ‘second class animals’. It would decrease their level of protection, ignoring the will of the European citizens who are calling for a BETTER protection of ALL animals, and it would indeed mean a major step back for the European animal welfare.

SAVE WOLVES, OLD-GROWTH FORESTS AND OUR CLIMATE
A unique Alaskan wolf species is being driven extinct by the clearcutting of its old-growth forest home. These same forests trap enormous amounts of carbon, slowing down global warming.
The federal government is considering listing this wolf as an “endangered species” to save it from reckless logging and hunting. This will also help slow global warming.
Alaska is home to some of the last, best old-growth forest on Earth.
By saving the forest we can save our climate too.

WONDERFUL NEWS ABOUT SASHA’S DOGS:
THE EVICTION NOTICE SUSPENDED!
Woohoo! Good news for all animal lovers!!!
This is brief update about 450 dogs from SASHA’S NO KILL, CAGE-FREE SHELTER from his sponsor Harmony Fund:
The massive international campaign to save Sasha’s dogs was successful.

The mayor made a visit to the shelter in Nis and confirmed that the immediate round up of the dogs is now halted. The dogs will be moved next year, hopefully under terms which are fair and in the best interest of dogs.
Sasha’s sanctuary is a place of love like none other. The dogs can run, play, and nap in the sun throughout the day. At night, they sleep in straw-lined beds in a stable. That is why we simply can’t let them lose their HOME.
The dogs must be relocated in about 6 months and we must work together to make sure that a new haven is ready for them.
We’re asking the city to donate a new piece of land to become the PERMANENT dog’s sanctuary and we need your help to raise the money to build the dog’s shelter on that property. After all, this dog sanctuary should be a model for others around the world. The dogs don’t suffer in tiny kennels. They live, really LIVE here, and not a day goes by when they don’t feel loved.

Goal: Encourage protection of the maned wolf from the threats of habitat loss and human encroachment
Land development in South America threatens several unique species, among them an animal often described as a fox on stilts. The maned wolf is a unique canine, three feet tall at the shoulder, known for its shy nature and omnivorous diet. Though not yet listed as endangered, it is a vulnerable species, threatened by habitat loss and human encroachment. Petition the Wildlife Conservation Society to increase awareness, and urge the South American governments to take action to preserve the maned wolf.
The maned wolf is not yet threatened, but it is vulnerable. Long years of hunting and persecution have taken their toll on the population. Despite their small teeth and diet of fruit and small mammals, maned wolves were often suspected of killing large livestock or chickens. With greater education, the targeting of maned wolves has stopped, but they are still hunted for their body parts, particularly the eyes, considered to be good-luck charms.
Habitat loss is the biggest threat to maned wolves, and continued development of grasslands and scrub forests destroys the native range of these animals. With dwindling habitat, maned wolves are hard pressed to find enough food or territory away from human threats and encroachment. They are also killed by cars while attempting to cross roads, and may be targeted by individuals who believe them responsible for killing livestock.
Man’s best friend is also one of the maned wolf’s biggest threats. Domestic dogs may kill maned wolves, chasing them down and attacking them. They are also capable of passing on disease, potentially devastating wild populations.
Though not yet endangered, the maned wolf is in need of help. They must be protected from the threats of habitat loss and human encroachment before they become yet another species in danger of disappearing forever because of human activity.
PETITION LETTER:
Dear Mr. Samper,
The maned wolf is a vulnerable species, on the verge of becoming endangered as so many other species have in the face of human activity. Threatened by past years of hunting, killed in the mistaken belief that they attacked large livestock, and harvested for their body parts, maned wolves struggle to recover and survive in an increasingly developed world. Agricultural development claims the grasslands and scrub forests in which maned wolves survive, destroying habitat and bringing them closer to human habitation and all its dangers.
I urge the Wildlife Conservation Society to increase awareness of this unique canine and the threats it faces. The Brazilian government cracked down on illegal hunting and granted the maned wolf greater protection from needless killing, but more can and should be done. Unless action is taken, the maned wolf may join thousands of other species on the endangered list.

I have had the pleasure of working with Lesley on some live transport investigation work in the past.
She is a wonderful person.

Mark has worked with Lesley several times before regarding the transport of live animals within the EU. Mark and Lesley have put a lot of effort into the improvement of conditions for animals in transport within the EU. Clearer signage for emergency rescue and the fitment of much larger access doors on all livestock trailers has also been a very important issue which has been campaigned for.

I have made a video-message that I would like to show you. The video is about our efforts in Turkey.
We regularly send our teams to Turkey to try and help improve the conditions inside the slaughterhouses there. And we have had really promising success, particularly with a change of attitude among the slaughter workers and Ministry of Agriculture inspectors.
In my video, I explain further about our work there. My dear colleagues and I would really appreciate it if you watch it, so that you can see how urgent our efforts are there and what impact we have had so far.
I have to warn you, some of the footage is disturbing. But it shows what the animals have to go through, and what the inspectors from Eyes on Animals are trying to change.
