Mr President,
Dear Government Officials of Bulgaria,
Dear Members of the European Parliament,
Ladies and Gentlemen,

we have learned of your intention to kill all stray dogs who happen to live in the Malinova Dolina district in the country capital Sofia, regardless if they are sick and/or aggressive or healthy, neutered and socialized. All dogs that happen to live in this district and who can be caught by hunters or dog catchers, shall be killed.

We are afraid that your intention is wrong on a number of levels including those moral and legal! They contradict European animal rights conventions and any adequate humans moral principles!
Your plans are not only contrary to the recommendations of the WHO (World Health Organisation) that states that TNR (trap-neuter-release) is the only proven method to control and reduce stray animal populations, but they violate also the following EU statutes, treaties and declarations:
– On September 22, 2010 a law was signed in the Strasbourg Protocol Room which dealt with the issue of animal protection within the European Union
– Although this law specifically targeted the humane treatment of animals used for experimental purposes, a previous European Union Treaty, namely the Amsterdam Treaty of 1997 dealt with “ensuring protection and respect for the welfare of animals as sentient beings”
The protocol of the Amsterdam Treaty introduced “a clear legal obligation for the EU Community Institutions (Commission, Parliament, and Council) to pay full regard to the welfare requirements of animals
– In addition to these, the Treaty of Lisbon and the European Parliament Written Declaration 0026/2011, adopted October 13, 2011, were initiated to further consolidate a concrete and lasting protocol for the humane treatment of animals by Union Member States. Bulgaria, being a member state whose MEPs have signed Written Declaration 0026/2011 in promoting humane treatment of animals including their population control is therefore legally bound by its statutes
– Furthermore, is Bulgaria a signatory of the European Convention for the Protection of Pet Animals (signed; May 21, 2003 – ratified: July 20, 2004 – entry into force: February 1, 2005)
This said, we implore you to put a halt to these cruel plans to kill all homeless dogs in this district and to abide by the above mentioned EU statutes calling for spay and neuter as a humane means of controlling over-population.

SAV Comment – There are many great people in Bulgaria doing wonderful work for animals – including the feeding of strays.  Please remember that it is not the Bulgarian people who are at fault; it is the Bulgarian political system and its politicians, as it is with political systems in so many nations.  When the day comes that Bulgarian politicians implement legislation for the protection of animals, rather than ‘simply’ killing them; only then will Bulgaria be accepted by the world as a progressive nation.

As one German supporter states:

I am sorry I have to be blunt here, but I feel simply pleading for these innocent lives will get us nowhere, and will only be laughed at as sentimental (which I assure you it is not).

 

Money is the only language that is understood any more these days, and money it is you receive for dealing with these animals humanely.

Word of your intention to conduct a mass slaughter of dogs has spread throughout the world. If you go through with this massacre Bulgaria will be known as a nation that does not understand compassion. Many will be reluctant to visit such a nation, as they would think of the loving dogs in their families and choose instead to visit a nation which is more dog friendly.
 
One such nation is India…where it is illegal to kill a healthy or curable dog for any reason. In large part this is due to the compassion of the Indian religions of jainism and hinduism, which recognize that both animals and humans cherish their lives. ALL who live are entitled to respect and the right to live.
 
The ignorance of your decision is rooted in a religious tradition that grants man dominion over the animals and with it the right to slaughter them for human need and convenience. All three of these cruel religions are represented in Bulgaria:  St Nedelya Church, Banya Bashi Mosque and Sofia Synagogue  Therefore rather that finding a way to help the homeless dogs of Bulgaria, you have instead chosen to dispose of them according to the dictates of heartless religious doctrine.
 
Remember, many outside of bulgaria understand your cruel intentions. to kill homeless dogs. Do you want Bulgaria to be viewed as a modern compassionate nation or one that is backward and cruel. Tony’s Shelter, in Pattaya, Thailand, has been under fire for years from PETA and compassionate people all around the world for keeping animals in filthy conditions and failing to provide them with even basic veterinary care. Here are just a few of the animals who have suffered at the hands of Tony, a wealthy local businessperson:

A dog with at least two broken bones and who was unable to walk was left to die on the concrete floor of a pen with several other dogs. A kind-hearted visitor to the shelter tried to bring the dog to a local veterinarian, but the dog died before he could be moved from the shelter.

This dog—whose rear legs were both paralyzed—was forced to drag himself around a filthy, mud-bottomed cage.

Frequent complaints from shelter visitors have reported that puppies are sometimes eaten by starving adult dogs and that adult dogs eat the bodies of their dead companions.

This dog had a prolapsed uterus that was left untreated.

One dog had a maggot-infested wound on his or her paw.

Dogs are not separated by age, sex, size, or temperament, which leads to frequent fights and severe competition for food.

A dog with a gaping wound on his shoulder was confined to a cage with several other dogs and was apparently given no treatment for his injuries.

Even though Tony’s Shelter claims to be in desperate need of supplies, medicine that PETA took to the shelter to help alleviate the suffering of animals who were infected with mange was never used.

The vast majority of the dogs housed at Tony’s Shelter are underweight or emaciated.

Please help PETA keep the pressure on Tony’s Shelter to improve conditions immediately or close the shelter altogether by writing to your local Embassy of Thailand asking the ambassador to intervene on behalf of the animals at Tony’s immediately.

Australia: Once Again, Animals Australia Proves to the World That PM Gillard Cannot Be Believed in Anything She and Her Government Say.

Once again Animals Australia has been forced to be the watchdog for Australia’s live export trade.

Many Australians are still understandably haunted by the images captured by Animals Australia investigators of Australian cattle being brutalised in Indonesian abattoirs.

Shock and disbelief accompanied the Gillard government’s decision to reopen the trade to Indonesia. Few Australians were comforted by promises of a new system that would ‘assure’ the protection of Australian cattle.

New footage from Indonesia that aired on ABC television has revealed our fears were well-founded. An Indonesian investigator engaged by Animals Australia documented the treatment of cattle in slaughterhouses over three nights and revealed that the brutal treatment of cattle continues unabated.

This industry was given a second chance when it deserved none.

Last year the Gillard government gave the live export industry a second chance that it didn’t deserve — and reopened the live cattle trade to Indonesia despite overwhelming calls from the community for the trade to be permanently banned.

We were promised that a new ‘regulatory framework’ would protect Australian cattle from ever again being abused in Indonesian abattoirs, but new footage from Indonesia reveals how hollow that promise was. Knowing that local abattoirs would be warned to be on the lookout for Australian animal cruelty investigators — Animals Australia engaged an Indonesian investigator to visit three abattoirs in Jakarta.

What he documented there over three nights has again shocked and appalled Australians and has conclusively proven that the new ‘system’ will in no way protect Australian cattle from cruelty on a nightly basis. Animals Australia has lodged an official complaint with the Gillard government highlighting that the evidence provided contains 61 different breaches of the basic standards expected from workers in abattoirs — including not checking that cattle were dead before they were being butchered.

This further evidence again conclusively proves that Australia cannot ensure the well-being of exported animals in importing countries — especially where there are no laws to protect them from cruelty. It also reveals once again the immoral nature of Australia’s live exporters who continue to reap profits from animal cruelty.

Australians overwhelmingly want live export to end.

The Gillard government is out of excuses

Since they are unable to guarantee to the Australian community that exported animals will be treated humanely — this trade must end.

No amount of profit, excuses or justification can excuse continued Australian government support of this industry.

An 8 hour Written Declaration (WD), Ref 0049 / 2011  and calling for an 8 hour maximum journey limit for live animals in transport has now been created by the following MEP’s – Dan Jørgensen, Esther de Lange, Pavel Poc, Carl Schlyter and Andrea Zanoni.

This Written Declaration is IN ADDITION TO the 1 million + petition which has been recently signed and completed by Euro citizens. 

*****  Do not confuse it with this EU citizen petition – this is a separate issue.

This Written Declaration can only be signed by supportive Members of the European Parliament (MEP).  It further supports the Euro citizen petition (! Million +) if the required numbers of (MEP) signatures are achieved. 

The required number is at least 369.

And so we need to support this massive Euro citizen petition of over 1 million by collecting the signatures of 369 (minimum) MEP’s by the deadline date of 15th March 2012.

We currently have 119 MEP signatures collected throughout Europe but still have another minimum of 250 to collect

To clarify, at least 369 MEP signatures of the WD need to be collected by early March if there is to be any success.

The number of the specific Written Declaration is: 0049 / 2011.

USA (California): Justice for ‘Clover’ – Petition – Almost Decapitated by Rope and Chain. Demand the Madera Police Take Action.

Madera, CA:  Clover, a 1-1/2-year-old poodle mix was discovered after a concerned advocate reported his condition to authorities.  What they found when they arrived was horrific.

Clover was found helpless and severely sick.  He was tied with a tangled short chain to a pole in a backyard, unable to escape his torment.  A hard plastic rope had been tied around his neck clearly when he was just a puppy and much smaller, and the rope had slowly eaten into the flesh of his neck, almost completely decapitating him. He was freezing, emaciated, starving with no shelter whatsoever.  His fur was matted with his own waste, he had a raging fever from the infection from his neck and he was in agony from the pain of it.  No food or water was anywhere to be seen.

He craved kind human attention, but was in so much pain that it took numerous people to get him free from his painful prison of that rope and chain.  Incredibly, the human monsters responsible for Clover had placed another collar on his neck, but never removed the old plastic rope.  They left the chain attached to that rope, so every movement Clover made had to have been agony, with the rope carving deeper and deeper into his neck. 

The authorities stated it had to have taken months for Clover to end up like this, so those monsters would have had to know he was in such bad shape.  Even more astounding is that Clover was the second dog seized from this home because of neglect and cruelty in the past year.  The home owners deny they had anything to do with Clover at all. 

This shows how severely lacking laws are when it comes to the torture of animals.  These monsters should have never been allowed even near another animal after the first seizure. 

Clover was being cared for in a loving foster home, but in a heartbreaking turn on December 27th, he had to be euthanized because he had come down with tetanus, a horrible bloodstream infection most likely brought on by the rope that nearly took his little head off.  Sadly, help came too late for little Clover.  One can only imagine the kind of pain this precious boy endured with the cold, hunger, thirst, fever, infection and complete helplessness. He had been given medical treatment at the Madera Veterinary Clinic, where he had surgery to remove the imbedded rope and was fed through a feeding tube because the injuries in his neck had made it too painful to eat.  He had received intensive medical treatment and when stable, went to the foster home to recover.  At least for just a short while, Clover knew warmth and care, which he should have had his entire life. 

A petition has been started directed at the Madera County Police Department, asking that the perpetrators who did this to Clover be brought to justice and the maximum possible penalties be handed down against them.  No one spoke for Clover until one brave advocate made that lifesaving call about him.  Now it’s time for all advocates to be his voice, and send the message that this kind of heinous cruelty will not be tolerated and will be severely punished.

This is a Care2 petition, which anyone can sign.  You can access it here, or at the link provided below.  The maximum penalty for felony animal cruelty, the charges that are being filed, is 5 years in prison and/or a $20,000 fine.  That’s not much in comparison to the suffering this precious boy endured, but hopefully they will be given the maximum possible sentence as justice for little Clover.
