IMPORTANT – This is ADDITIONAL To The 1 Million + Petition Recently Completed – Please Act By March.

ACTION – WRITTEN DECLARATION –  0049 / 2011

** CAMPAIGNER ACTION REQUIRED ** to be completed by first week of March 2012.

An 8 hour Written Declaration (WD), Ref 0049 / 2011  and calling for an 8 hour maximum journey limit for live animals in transport has now been created by the following MEP’s – Dan Jørgensen, Esther de Lange, Pavel Poc, Carl Schlyter and Andrea Zanoni.

This Written Declaration is IN ADDITION TO the 1 million + petition which has been recently signed and completed by Euro citizens. 

*****  Do not confuse it with this EU citizen petition – this is a separate issue.

This Written Declaration can only be signed by supportive Members of the European Parliament (MEP).  It further supports the Euro citizen petition (! Million +) if the required numbers of (MEP) signatures are achieved. 

The required number is at least 369.

And so we need to support this massive Euro citizen petition of over 1 million by collecting the signatures of 369 (minimum) MEP’s by the deadline date of 15th March 2012.

We currently have 119 MEP signatures collected throughout Europe but still have another minimum of 250 to collect

To clarify, at least 369 MEP signatures of the WD need to be collected by early March if there is to be any success.

The number of the specific Written Declaration is: 0049 / 2011.

Its title isWritten Declaration on the establishment of a maximum 8-hour journey limit for animals transported in the European Union for the purpose of being slaughtered.

A GREEN TICK (√) to the left of the individual (MEP) name means they HAVE signed the WD;

A RED BAR against their name means they still HAVE NOT signed the WD.

Hence these (red bar) MEPs are now the only ones which need to be further contacted.

Then check against their name(s) – do they have a Green ‘Tick’ or a Red ‘Bar’ ?

Serbia: Belgrade – 17 Dogs, Unknown Numbers of Cats, Birds and Other Animals – The Authorities and Police Do Nothing As Usual About Animal Crimes. Official Charge Made by Animal Welfare Organisations.

In one part of Belgrade city, 17 dogs, and unknown numbers of cats, birds and other animals have been poisoned.

A formal charge has been made against the police; as this is a crime.  But as always, we can be sure that both the police and the authorities will not do anything, as the victims are just animals and the police and the authorities do not care about them.

But on the side of animal welfare, animals should be protected by the law also, hence the criminal charge.  The law is the law and a victim is a victim – therefore the police should investigate and prosecute.

Things will be very different if Serbia ever joins the EU – so it should get in some practice of enforcing the law; something which it currently seems unable to do.

Na Karaburmi, u blizini osnovne škole, za tri dana komadićima zatrovanog mesa ubijeni gotovo svi kerovi iz kraja.

BEOGRAD – Umirali u mukama!
Na Karaburmi, u blizini osnovne škole Filip Višnjić, za tri dana otrovom u komadićima mesa ubijeno je najmanje 17 pasa, a smrtonosni komadići nađeni su čak i u ulazima stambenih zgrada!

Za poslednja tri dana umrlo je 17 pasa, među kojima su i dva vlasnička – plačući nam priča Slavica Vukelić, čiji je pas jazavičar, star četiri godine, takođe otrovan. Kaže da je otrov pojeo u ulazu zgrade, dok je ona u tašni tražila ključeve od stana.
– Psu su se najpre ukočile zadnje noge, a posle 40 minuta strahovitog mučenja, uginuo mi je na rukama – kaže Slavica.

Njena komšinica Zorica Pejčić kaže da meštane ovog kraja najviše plaši to što je otrov blizu škole, pa „postoji opasnost da s njim i deca dođu u kontakt“.
Iz „Veterine Beograd“ kažu da su u više navrata intervenisali na ovoj lokaciji, kao i da su svi leševi smešteni u karantin u Ovči.

– Tu mogu da ostanu još nekoliko dana, u slučaju da dođe do istrage koju sprovodi policija – rekli su za Kurir iz ove ustanove i podsetili da je trovanje pasa krivično delo. Do zaključenja ovog broja od policije nismo dobili informaciju da li će pokrenuti istragu.

Poslednji slučaj trovanja juče je zabeležila naša ekipa. Otrovan pas pao je nasred Ulice Salvadora Aljendea na Karaburmi. Dok je naša sagovornica dotrčala da mu pomogne, neko ga je već pregazio automobilom.

Prijavljujemo masovno ubistvo pasa trovanjem u  Karaburmi- po saznanju iz medija ,videti dole . Za sada se zna za 17 ubijenih  pasa, trovanjem , ali taj broj moze biti I veci , I nepoznat je broj macaka, ptica  I drugih zivotinja.

Kao sto i sami znate ovo nije prvo masovno ubistvo  na ovaj nacin u Srbiji .Policija nije resila  ni jedan ovakav slucaj u Srbiji – zbog nesavesnog rada ili nesposobnosti pojedinaca u toj sluzbi , sto deluje ohrabrujuce za sve psihopate od kojih neki ne vole  pse,  a neki  decu,strace,beskucnike, kurve, narkomane, lovce, policajce, vatrogasce  ili bilo koju drugu kategoriju , i  takvima policija na ovaj nacin  daje  podstrek da ovde u Srbiji  slobodno mogu primeniti ovaj model masovnog ubistva I ostati neotkriveni – pogledajte dole.

Pitanje je  da li je ovo uradio  neki “brizni“ roditelj  koji je svoje dete upozorio ili neko drugi – zadatak policije je da to otkrije , kako bi  bio ispostovan nalog  clana 269. KZ RS.

Napomena: krivicno delo – cin  ne menja  sustinu  zavisno od toga ko je  zrtva I  nije bitno da li je  zrtva omiljena  ili ne, zadatak policije  u svakom krivicnom delu jeste : da otkrije pocinitelje  I omoguci sprovodjenje pravde u skladu s vazecim zakonima.

Ocekujemo da policija omoguci sudjenje pociniteljima masovnog trovanja  zivotinja  na Karaburmi.

Ladies and Gentlemen,

As a normal human being I am speechless, after learning about the workers who buried ALIVE puppies in a park down town Calarasi, three days after we learned about the massacre of over 30 dogs in Targu-Jiu Romania.

This hideous crime MUST be punished in the most severe way, based on the Romanian Law for the protection of animals, in force in Romania. These individuals, not only committed an atrocity, they brought even more shame on the city of Caralasi which has become notorious for the way stray dogs are cared about in the local shelter.

Serbia / EU Environment and EU Enlargement Commissions – Stara Planina, Serbia – Update. December 2011. Do EU Commissioners Speak the Truth or Simply ‘Weasel Words’ ?

Stara Planina – Update.  December 2011.

One 24th November 2011, SAV founder Mark wrote a detailed 3 page letter to the following:

Commissioner Janez Potočnik – EU Commissioner for Environment.

Commissioner Štefan Füle  – European Commissioner for (EU) Enlargement  and Neighbourhood Policy.

In his letter, Mark declares to both Commissions of the EU that with regard to the environmental destruction at Stara Planina, Serbia, and also concerning the EU membership (accession) of Serbia in the near future, (Mark declares) that  the EU is not living up to either its stated environmental or enlargement requirements, and that what is said in writing by the Commission to EU citizens by these same Commissioners, is not actually appearing to be undertaken by them in the real world.

Some extracts from Marks letter to the Commissions are as follows:

“‘Stara Planina’ in Serbia; an area of outstanding natural (flora and fauna) beauty, which is now being destroyed by the construction of ski lifts, resorts and runs.  I am attaching for your reference a full copy of the article I recently published re Stara Planina; less all the photographs which were also included.  I attach a few sample photographs for your review as attachments”.

“As Serbia is aiming to very soon become an EU member state; currently seeking accession; the very least that I consider the EU Enlargement Commission should be undertaking, is to verify that the basic requirements of potential new member states observing the ‘rule of law’ is being undertaken”.

“Declaration by Commissioner Štefan Füle:

“Now, the EU, a community of values based on peace and freedom, democracy and the rule of law, as well as tolerance and solidarity is the world’s largest economic zone”.

“I trust that the latest overview of the issue of Stara Planina given in my attachment shows that the rule of law is NOT being implemented within Serbia.  Serbia is very much still a nation which is run by politicians who are corrupt and who do not enforce their own national rule of law; which we are told is a requirement for EU accession”.

“In his ‘environmental’ website declaration, Commissioner Janez Potočnik informs us:

“EU enlargement provides a major opportunity for the environment, but also a significant challenge for the candidate countries that must be able to effectively apply all EU legislation when they join the Union. During the pre-accession period, the Commission is working intensively with Turkey, Croatia and the former Yugoslav Republic of Macedonia as well as with the potential candidates of south east Europe and Iceland to help them meet the EU’s environmental protection requirements and support them in their efforts to transpose and implement the EU environmental acquis”.

“Again I refer you to my attachment of Stara Planina, and especially draw your attention to the fact that Nicholas Hanley, Head of Unit at the EU environmental department, has basically failed to raise the issue of Stara Planina, Serbia, to anything like a worthwhile degree, at any of his meetings with the Serbian authorities.  This is despite his written declarations to me personally that he would undertake this as far back as March 2011.  Full copies of correspondence between Mr. Hanley and myself on the issue of Stara Planina are provided in the attachments”.

“All the time both the EU Environmental and  the EU Enlargement Commissions are ignoring the issue of democratic opinion in relation to projects such as Stara Planina, Serbia, along with the democratic rights of Serbian citizens to be able to question the issue of any proposed constructions on this site, the enforcement of ‘the EU rule of law’ which you both so strongly talk about in  your website statements.  Serbia is currently failing in both its environemental and enlargement requirements to apply the rule of law as allegedly required for EU member state accession”. 

“The EU Commissions; your Commissions are failing – both in their environmental and enlargement approaches.  You say one thing on your web sites whilst actually doing something else which is completely different in reality; or in the case of Mr. Hanley and Stara Planina, apparent ignorance or a complete lack of desrire to address the issues and the environmental destruction which is taking place”.

“I await your responses with very much interest, informing me when you are actually going to start ensuring that Serbia enforces the rule of law with regard the environment, and giving its citizens their democratic right to oppose such destruction as is being witnessed at Stara Planina”.

“One has to ask if, as Commissioners for both the environment and for EU enlargement, if you actually have any concerns relatinng to the exact issues which you declare are so important on your websites the rule of law and democracy.  From where I stand as an EU citizen, but also as an experienced environmental campaigner in Serbia fighting the environmental destruction at Stara Planina, I tell myself that you really have no real concerns”.

“Now it is up to you to take immediate action with the Serbian government and authorities regarding  both environmental destruction at stara Planina, and also why people are not being allowed to represent their opposition to such projects through the ‘rule of law’ within Serbia.  This needs to be undertaken before Serbia is given EU accession; not put on the back burner as you have done for many years, only for the Serbian authorities to go the very same way as the Romanian authorities are now; ignoring the requirements of EU memebership and simply doing just what they want”.

And so, representation to both EU Commissions with prime responsibility for Serbian accession to the EU have now been made in relation to the environmental destruction at Stara Planina, and especially the inability of serbian citizens to express their concerns about same.

At the time of writing this post – 22nd December 2011, SAV have still not had any written response from any commission at the EU.

Maybe the EU is finally adressing the issue of Stara Planina with the Serbian authorities; something which should have been undertaken several years ago rather than now, when all the destruction of flora and fauna has taken place.

Maybe as appears to have been the case in the past, we are continuing to be ignored by the EU Commission; especially as they have not even acknowledged our formal letter, let alone reply formally. 

Hopefully, time will tell one way or the other in the very near future – does the EU actually undertake what is declared by its Commissioners, or does it say one thing whilst going down a completely different path – that of doing nothing in reality ?

Copies of this post are being provided to both EU Commissions as reminders that we request a written response, and that if and when this is provided; you, our international supporters, will be informed of what action is / is not being undertaken by the EU Commissions for both the environment and for future EU nation membership.

Translated message:

A man walking through the woods near an animal welfare association, with a visible weapon. It looked as if he intended to use the weapon. Suddenly he runs against two women members of the association who have a dog with them.

He starts shooting and hits the dog, that dies of the first bullet, he shoots three more times at the dog who is now dead.

Then he threatens the women that he will kill them too.

He then disappears off. The police came, investigated and removed him.

Please help us with this, the dog and these ladies need justice for this horrific cruelty and personal attack.

Ladies and gentlemen

I find out, in horror that in Serbia people can walk with a gun, and threaten other people, and shoot and kill their dog, as they please.

This terrifying act happened in Nis, Serbia, on December the 11, while two elderly women, who volunteer at the dog shelter, were on a field near the shelter with a dog.  An individual approached them with an weapon and started shooting at the dog; he killed the animal in front of these women.

Even more, as if this is not enough, he also threatened to kill them (the women) too. Then he ran away. Somehow, the police came and were able to apprehend this man, but we, people from around the world, want to let you know, that we will be following this horrible incident very closely, because apparently anybody can carry a firearm, and shoot and kill animals and threaten to kill people.

This is in my perspective an act of terror and as such this must be punished with prison time – no excuse for any less with the sentencing.

The time has come for Serbia to realize that these individuals do not help its image in the world; this kind of violent, uncontrolled hate and despicable actions should not be tolerated in a society which very much intends to be part of the EU.

This was an act of terror and this individual should be investigated.

One more important thing; Serbia, like Romania and Bulgaria; have become notorious for the barbaric way in which its animals are treated.  International public opinion vehemently opposes this attitude and this mentality; hence do not be surprised if your country will be boycotted and her image tarnished because of those who behave worst than any animal living on this planet.

Please take all the necessary measures to indict this monster who committed such an horrific act in Nis. Just as importantly, also change immediately the way the Serbian national government and its regional authorities deal with animal cruelty in Serbia.
