Thanks to Twyla from CETFA drawing my attention to this, I watched photos and footage today on the website of KARA (Korean Animal Rights Advocates) showing the methods the Korean government is presently using to kill over one million farm-animals due to disease outbreaks. The animals are undergoing torture by being buried alive. I found it extremely disturbing to watch, and feel we must try to do something. I know everyone is busy, but this may make a difference- please will you read the following?

Since the announcement of a case of foot-and-mouth disease (FMD) in South Korea in late November 2010, more than one million cloven-hoofed animals have been ‘culled’ in the most horrific manner. Massive numbers of live pigs (as well as cows, sheep, goats, and deer) have been pushed into trenches and buried. And the inhumane killings continue to this day.

A Korean animal protection organization reports the sight of pigs trying to escape from the trenches, being ‘killed with excavators by being crushed, hit and having their heads split open by the blades’. Facing a similarly cruel fate, baby pigs were left to suffocate to death after being put alive into bags and buried. The treatment of farm animals during this outbreak is so violent that the South Korean government is now forced to offer therapy to help workers traumatised by their participation in the live burials.

While the Korean government has recently finally started conducting mass vaccination of cattle and pigs to help deal with the FMD outbreak, the cruel killing of animals continues, as more cases of foot-and-mouth disease are announced and the high numbers of vaccines needed is taking time to secure. In addition, avian influenza has started to strike in chicken and duck farms of the South-West part of the country, and the South Korean government is responding by also burying chickens and ducks alive. It is estimated that more than 2,700,000 birds have already been killed in this horrific manner.

In addition to denouncing the outrageous cruelty involved in the culling, please request an immediate stop to the burying of live animals. Remind the Ambassador that South Korea is a member of OIE (Office International des Epizooties), and that, based on the OIE Guidelines the welfare of animals must be ensured until they are dead. The live burial of animals is thus against the international guidelines that South Korea agreed to abide by, and any killing of animals, if unavoidable, must be conducted in strict accordance with the international animal welfare guidelines of the OIE.

While the primary cause of such outbreaks lies in the conditions food animals are forcibly raised in, and the ultimate solution is to put a stop to factory farming, it is important to address the handling of animals in such cases to make sure that the least cruel protocols possible are being used.

Serbia: (Subotica) New President of Friend-EPAR, and the City Authorities, Are Asked Serious Questions About Stray Animal Treatment and Compliance With Existing Serbian Laws.

Below is a copy of the document which has been sent by Serbian campaigners to both the Subotica city authorities and also to the new President of Friend-EPAR in paper form.

Please remember that Slavica was removed as the original President of Friend-EPAR by collaboration between other players who want to continually kill stray animals, despite what the Serbian national legislation says.

IMPORTANT NOTE

A new name of EPAR-OIPA SRBIJA has now had to be established by Slavica (of original Friend-EPAR) because of the attempts made by Branka Bojanin to take over control of the EPAR shelter which was run by Slavica.

Remember the attempts by Branka Bojanin to try and let all the shelter dogs out onto the streets recently sothat they could then be captured, taken back to the city pound and killed ?

Branka Bojanin is the blone woman who you can see fighting with the police in the video above.  She attempted to turn 700 dogs from EPAR shelter out onto the streets so that they could be caught and killed.  Note all the shinters and other dogcatchers waiting at the gates of EPAR shelter ready to catch the animals.

Slavica who owns the shelter, prevented the authorites and the dogcatchers and Branka Bojanin from undertaking their wishes.  But by her underhanded means, Branka Bojanin has thrown Slavica out of the position of President of Friend-EPAR so that she, Branka Bojanin, can work directly with the Subotica authorities and try to kill as many animals as possible.

This is why Slavica has now had to form a new organisation, EPAR-OIPA SRBIJA, as she (Slavica) is being forced out of official positions at Friend-EPAR by the city authorities.

All the dogs at EPAR shelter are still safe due to Slavica’s efforts at this time to protect them

The letter (below) is about the legal obligation of the city authorities and the organisation Friend-EPAR (President : Branka Bojanin) regarding the matter of the lawful treatment of stray dogs in all places where stray dogs live ( there are 3 places with large numbers as follows): 

1. city pound, Ganjo sor 134, Subotica  – up to 300 dogs 

2. dog shelter Friend-EPAR, Titogradska 53, Subotica – up to 1000 dogs

3. dog shelter Segedinski Put 86, Subotica – up to 100 dogs.

The President of APS `Subotica` who collaborates with the shinters is Mr. Nebojsa Mihajlovic. He sold  to the shinters 3 boxes from the dog shelter for killing strays in the past, and he has allegedly taken payment of 7000 dinars per month per box.

Mr. Nebojsa Mihajlovic is now a member of the actual Commision for killing stray dogs/cats in the Subotica city pound, Ganjo sor 134.

He is also President of the local APS `Subotica` which is supported by the city authorities – because Mr. Nebojsa Mihajlovic colaborates with the city shinters.  He has always declared that  ` there are too many  stray dogs so some of them must be killed by `humane way`.

But the APS shelter (his shelter) is not registred and  is ‘small and dirty’ with places for 70-100 dogs.  It is understood that via the city authorities, Mr. Mihajlovic has received money from the city authorities for this ‘shelter’ for many years.

The document shown below from campaigners isa  very serious document and it is strong in its agreement to existing laws.  By the implementation of existing laws we insist on lawful animal treatment.  

ALL stray dogs and cats, wherever they live in Subotica city, and because of the authorities alleged obligation to implement national Serbian animal welfare law, MUST THEREFORE UNDERTAKE the CARE of all stray dogs/cats in ALL PLACES in the city. 

This is the law for every city authority throughout Serbia – this is Serbian animal welfare legislation for stray animalsUnfortunately, the city authorities throughout Serbia are NOT complying with existing Serbian national animal welfare legislation.

It must be known that if anything is found to be non-compliant with the existing Serbian animal welfare legislation, then campaigners at EPAR-OIPA SERBIA will bring criminal charges against all / any persons associated with the non-compliance.

SAV will subsequently ensure that copies of the charges about legal non-compliance are provided to the EU Enlargement Commission.  Showing compliance with the national law(s) is a requirement of EU membership which must be shown by any nation requiring EU accession.

Ovim vas obavestavamo o uslovima koje su duzni   da  ispostuju  : grad  Subotica i  organizacija Prijatelj-EPAR u  pravljenju dogovora u vezi zbrinjavanja napustenih pasa i macaka   nepoznatih vlasnika .

U slucaju nepostovanja  dole navedenih uslova  obavestavamo vas  da ce organizacija EPAR  preduzeti sledece mere :

1. podneti tuzbu Osnovnom sudu u Subotici  protiv  odredjenih ,poznatih  odgovornih lica  koja su autori nezakonitih opstinskih odluka  2003. i 2008. po kojoj su postupali  i finansirali nezakonit tretman napusternih  pasa i macaka do juna 2010., i nezakonit tretman javnog novca , to su lica  koja su  odgovorna   zbog  masovnog ubijanja pasa i macaka u prihvatilistu Ganjo sor,  te transfera novca  firmi JKP`Cistoca i zelenilo` Subotica  za obavljanje  nezakonitog tretmana,  pa cak i u periodu kada ta firma nije obavljala poslove za koje  su je placali novcem iz gradskog budzeta .

2. Ostati  pri krivicnoj prijavi falsifikata u vezi  nezakonitog preuzimanja organizacije Prijatelj-EPAR od strane svih lica koji  : nisu  clanovi ove organizacije i nemaju certifikat  kojim  dokazuju clanstvo  u skladu sa Statutom Prijatelj-EPAR , a uzeli  su na bilo koji nacin ucesce u falsifikovanju pecata organizacije i   falsifikovanju cinjenica o aktivnostima  organizacije Prijatelj-EPAR,  a  radi postizanja odredjenog cilja koji ce rasvetliti istrazni postupak.

3.Ostati pri krivicnoj prijavi zbog pokusaja izbacivanja 700 pasa  iz azila i ugrozavanja bezbednosti gradjana i dobrobiti zivotinja , od strane Udruzenja Prijatelj-EPAR.

Obavezni uslovi koje je grad Subotica  ima ispuniti  ,  zato sto je  njegova  zakonska obaveza   ZBRINJAVANJE svih napustenih pasa i macaka nepoznatih vlasnika u Subotici, bez ubijanja- jer je isto zabranjeno od 2.11.2005. Zakonom o veterinarstvu  , a drustvo Prijatelj-EPAR  ih ima prihvatiti   u skladu sa svojim Statutarnim obavezama  , su sledeci :

1. S obzirom da Grad daje za  poslove hvatanja i zbrinjavanja  200-400  zivotinja godisnje  : 450 000 dinara ,  dnevno ,tj.  75 -37,5 dinara  dnevno  po psu/macki  za zivotinje smestene u prihvatilistu za privremeni smestaj Ganjo sor134, istu  aktuelnu kolicinu novca  po psu davace i za  istovrsno zbrinjavanje istih takvih zivotinja nepoznatih vlasnika  u prihvatilistu Titogradska,53, kao i u prihvatilistu Segedinski Put 86 .

2. Vozni park koji je  novcem poreskih obveznika namenjen  realizaciji  zbrinjavanja  pasa i macaka   nepoznatih vlasnika ,  tj namenjen ovim  zivotinjama  zbrinutim u prihvatiliste  za privremeni smestaj  Ganjo sor 134, Subotica,   i psima i mackama u prihvatilistu za zbrinjavanje  takvih zivotinja Prijatelj -Titogradska 53, Subotica, kao i u prihvatiliste  Segedinski Put 88 , koristice se  proporcionalno  broju zivotinja  , tj.   broj vozila  koje ce od raspolazucih  vozila koristiti pravna lica koja obavljaju  zbrinjavanje pasa i macaka  nepoznatih vlasnika  , bez obzira na kojoj adresi su zivotinje smestene ,  bice proporcionalan  broju zivotinja  koje  zbrinjava.

3. Novcane nadoknade  zaposlenih u  zoohigijenskoj sluzbi JKP`Cistoca i zelenilo`  koji  zbrinjavaju  odredjeni broj zivotinja u prihvatilistu Ganjo sor 134  i volonterske nadoknade  ljudi koji  zbrinjavaju  odredjeni broj zivotinja u prihvatilistu Titogradska 53  , i u prihvatilistu Segedinski Put 86, moraju biti medjusobno identicne ,  a takodje  broj  ljudi koji   u oba slucaja obavljaju poslove zbrinjavanja  mora biti proporcionalan broju zivotinja  i  biti u zavisnosti od broja zivotinja  u sva tri  slucaja , tako da na 50 zivotinja  dolazi 1  covek koji ih  svakodnevno zbrinjava.

4. Odmah  preduzeti  administrativne mere za ponistavanje  nezakonitih  delova Opstinske Odluke Subotice ,Sl list grada  Subotice br. 6/10  i prekinuti  nezakonito lisavanje  zivota pasa i macaka u   prihvatilistu za  privremeni smestaj Ganjo sor 134, te zbrinuti  prekobrojne zivotinje   iz ovog  prihvatilista za privremeni smestaj u prihvatilista za zbrinjavanje  , pri cemu novac i sve prinadleznosti imaju pratiti  zivotinje .

5. Odmah u skladu sa clanom 54. Zakona o dobrobiti zivotinja, zapoceti  izradu i sprovodjenje programa za kontrolu i smanjenje populacije napustenih pasa i macaka prema specificnostima sredine.

6. Odmah preduzeti mere vakcinacije pasa protiv besnila i mikrocipovanje pasa koji do danas nisu mikrocipovani na adresama : Gano sor 134, Segedinski Put 86 i Titogradska 53  u Subotici .

Svi drugi  zakljucci  i davanje i prihvatanje drugacijih , nepovoljnih za zivotinje , a time i za gradjane , bili bi nezakoniti  i  aktivirali  bi  gore navedene  poteze   organizacije EPAR .

Narocito  bi bili stetni `izmestanje`  iz legalnog prihvatilista za zbrinjavanje u  prihvatiliste za privremeni smestaj  zivotinja u kojem  se  prema raspolozivim dokazima vrsilo  masovno ubijanje , vrsi se i sada  kao  nezakonita  `komunalna` delatnost .

Mr. Devecerski – the communal inspector and the Smederevo authorities want to continue to act in agreement to old and nonvalid laws. They did not read the new laws which are valid from 2.11.2005.

 

Under the new Serbian law : the killing unwanted dogs and cats IS forbidden , and it is punishable by Article 269. of the Serbian Criminal Code – up to 3 years jail sentence. 

 

The only lawful way for the stable control of the number of stray dogs/cats in population is sterilisastion of all owned pets and punishment for irresponsible ownership; NOT simply by killing dogs and cats but by the prevention of unwanted births in the first place – and that is sterilisation.

 

Mr Devecerski and the Smederevo authorities are responsible for the high number of stray dogs on the Smederevo streets, for continued animal suffering, for the citizens violation and also for irresponsible spending of many millions of taxpayers dinars.

 
And because they are still not able solve this problem they want to continue killing animals, but killing IS forbidden – and so they also violate human rights by non-implementation of existing, valid laws, but have continued plans to carry on with unlawful actions.
 
Criminal charges will be made against Mr. Devecerski and his co-workers.

Maybe he and some Smederevo authorities will be the first who will be punished .We hope so.

 

Mr Devecerski has read and still works to old, non-valid illegal laws from 1991.  Pravilnik 29/94 which he also currently uses is a non-existing law now.

.

We will bring a Criminal chatge against  Mr. Devecerski, because  he has sent to the public  the wrong  information about  what  is currently, under existing Serbian law, lawful and what is unlawful acts.  Mr. Devecerski is paid for  giving  to the public the right information and for  correct implementation  of existing and valid laws;  for the prevention of the high number of stray dogs on the streets by implementing these current existing laws..

 

The high number of stray dogs on the streets is a consequence of current unlawful actions by Mr .Devecerski and others in authority.

 

There is here again : CORRUPTION on the scene.

 

 

Serbia: Subotica City Authorities Are Asked – Where Are All the Animals ?, and Where Has All the Money Gone ?, If You Are Complying Within the Law ?

5th January 2011.

‘EPAR-OIPA SRBIJA’ have today sent to the authorities in Subotica city the following for their urgent attention ;

Information regarding where all the dogs and cats who have been captured by city firm JKP `Cistoca  i zelenilo` have gone;

What has happened to the millions of Dinars of public (taxpayers) money which has been supporting this;

Mrs. Usumovic and Mrs. Dulic have informed EPAR-OIPA SRBIJA in the past that the city has acted in full agreement with the lawWe know this is not true because under existing Serbian law, the killing of strays is forbidden; and yet we have proof that on 16/11/2010 there were only 201 dogs and no cats held in the city pound.

And so, what has happened to all the other dogs and cats which have been captured by city firm JKP `Cistoca  i zelenilo` ? – and what has happened to all the money if as we are informed, everything has been done in accordance with the law and animals have ot been killed ?  What has all of the money been spent on and where are all the animals ?

In addition, a letter has been sent to veterinarian Mr. Tikvicki and also to the Republic Veterinary Inspection of Subotica, again requesting that all the dogs at EPAR shelter must be provided with rabies vaccinations as required by the law, and which must be funded from the republic budget, not by the owner of the shelter, which the authorities are attempting to justify.

A request has been sent as to how many dogs and how many cats have been caught by the Subotica authorities in 2010.  This information and a copy of the requests have also been copied to all of the Serbian media.

In the following copies is a request asking the Subotica authorities how many dogs and cats have been captured in the city for the period 2004 – to the end of 2009.

The official answer from the city is that the authorities have had a meeting with the new Friend-EPAR and Mrs. Branka Bojanin; including also veterinary inspectors and workers of JKP`Cistoca and zelenilo-dogcatcher firm, but that NO official report was made and more importantly, NO official minutes of the meeting were made either.

IMPORTANT NOTE –

Many times welfare campaigners have asked that Serbian animal welfare legislation be adhered to.  The legislation that since 2005 has forbidden the killing of stray animals.  Campaigners requests have always been ignored; instead the authorities devise many different ways to continue with their antiquated policy of killing stray animals.

We consider that this kind of act is a violation of human (animal welfare campaigner) rights in addition to a violation of animal rights under existing Serbian legislation.

It is with great bitterness and rebellion that constantly we hear of crimes committed on dogs and cats in Serbia. Animals that humans have yet domesticated for their welfare, because dogs and cats bring much to the isolated elderly, children and adults that we are, yes, these dogs and the cats yet so close to humans, are useful in our daily lives. The reasons for their use are numerous, but the Serbs massacred these animals without regret, without soul, without remorse, with unprecedented violence. The Serbs have no respect for life! 

Serbia wants to join the European Union. We will not accept it! Serbia violates human rights by not respecting those who love and protect animals. This is our Duty! Animals have rights! There is the Universal Declaration of Animal Rights, but Serbia does not comply!

We ask you, politely but firmly, to put an immediate end to all atrocities committed in your country about these helpless, establishing laws to protect animals, by upholding and promoting sterilization.

Serbia lives in withdrawal of most civilized countries. The Serbia can not earn our contempt as the cruelties will not be abolished!

We ask you, of course, be listening to your fellow citizens who wish, with small means, help animals. These good people are upgrading the negative image that we have all of Serbia.

E ‘con grande amarezza e ribellione che costantemente si parla di reati commessi su cani e gatti in Serbia. Gli animali che gli esseri umani hanno ancora addomesticati per il loro benessere, perché cani e gatti portano molto al isolato anziani, bambini e adulti che siamo, sì, questi cani e gatti eppure così vicini agli esseri umani, sono utili nella nostra vita quotidiana. Le ragioni per il loro utilizzo sono numerosi, ma i serbi massacrati questi animali senza rimpianti, senza anima, senza rimorsi, con una violenza senza precedenti. I serbi non hanno alcun rispetto per la vita!

La Serbia vuole entrare nell’Unione europea. Noi non lo accettiamo! Serbia viola i diritti umani non rispettando coloro che amano e proteggono gli animali. Questo è il nostro dovere! Gli animali hanno diritti! Vi è la Dichiarazione universale dei diritti degli animali, ma la Serbia non è conforme!

Vi chiediamo, cortesemente ma con fermezza, di porre immediatamente fine a tutte le atrocità commesse nel suo paese su questi indifesi, che stabilisce le leggi che proteggono gli animali, da sostenere e promuovere la sterilizzazione.

C’est avec beaucoup d’amertume et de révolte que, sans cesse, nous apprenons les crimes commis sur les chiens et les chats en Serbie. Des animaux que les hommes ont pourtant domestiqués pour leur bien-être, car les chiens et les chats apportent beaucoup aux vieillards isolés, aux enfants et aux adultes que nous sommes ; oui, ces chiens et ces chats pourtant si proches des humains, sont utiles dans notre vie au quotidien . La Serbie veut entrer dans l’Union Européenne. Nous ne l’accepterons pas ! La Serbie viole les droits humains en ne respectant  pas ceux qui aiment et protègent les animaux. Ceci est notre Devoir ! Serbia has no mercy toward stray dogs and cats  but  only has `mercy` toward irresponsible owners , shinters, hunters , who make NEVER ENDING  BUSINESS TO ANIMAL MAFIA .

Serbian authorities kill stray dogs and cats all over Serbia – that costs many millions of dinars of taxpayers money, every year again, news about Serbia`s mercy toward  animals is fraud .

Authorities do nothing to implement control of the pyramid of reproduction and authorities  do nothing in the matter of preventing unwanted births and in the matter of responsible animal ownership – although that is their legal obligation .

Corrupt authorities of Serbia time to time just have order frauds about their own mercy – and journalists write .There is not free journalisms here.

The killing stray of dogs and cats in Serbia is forbidden by law -2005. , that is not question of mercy,  but  it is question of implementation of existing laws.

Serbia does not implement its own laws .

Serbian authorities  kill stray dogs and cats  and  by that way  Serbia also violate human rights  by violation of the Serbian laws of the Constitution and by only giving support to the animal mafia .

Nobody cares about unlawful bloody animal fighting under the name of `training`, `hunters` and `kinologyst` do whatever they want– Shame on them all .

Dear All

I am Jelena Tinska an actress in my country, Serbia. I cannot afford to help unhappy dogs and other animals financially as they would deserve, without cruel killings and torture that happens to them in this country and which is unfortunately their destiny. But since I work in media and TV, I have become “an extended arm in the media ” to the associations that fight for the wellbeing of the animals. I have my own weekly talk show ZEITGEIST, and also write for newspapers, and through those two types of media I fight for their well being the only way I can. I live in Novi Sad, where the situation is the same as in Belgrade.

I am not asking you anything from you. Nothing materialistic. But I ask you, based on the documentation that I have emailed you before in French, to please make EVERYONE you can aware, and from whom it depends if Serbia will join the EU, to make them aware of everything you know. And also to the Serbian government on the following email addresses I am writing with regard to the numerous e mails that I personally have had from animal welfare organisations in Serbia relating to animal cruelty there. It comes at a time in which you are declaring that “ the Stabilisation and Association Agreement (SAA) with Serbia in Brussels will consolidate the results achieved so far and advance the Justice and Home Affairs part of the Agreement”.

I wish to inform you of one area in Serbia where there has been and still is a complete lack of action on the part of the Serbian authorities responsible. I ask please that this letter be registered as a Formal Complaint to the EU regarding animal welfare atrocities in Serbia. I request written confirmation of this; thank you.

There have been very many reports circulating in Europe that the Serbian Authorities are not taking the actions that they should to ensure the proper treatment, care and control of animals within Serbia, a country hoping to obtain membership of the EU within the next two years. During 2006 we in the United Kingdom were supplied with many reports of Dogs (Canines) being rounded up, held and finally slaughtered in many Serbian towns/cities. Witnesses from these Serbian welfare organisations were able first hand to document the methods and procedures associated with street animal control by many Serbian authorities which appear to have been contracted to do the killings, and possibly using EU Enlargement monies given by the EU to do this.

Below is a sample of the reports we have obtained from welfare organisations in Serbia:

In one example; a visit to SMEDEREVO was undertaken on Wednesday 27th September. Welfare campaigners noted and witnessed several street Dogs which had been rounded up and were now being kept at the local pound. Many photographs of these dogs were taken, samples of which are provided in this letter for your review. We know that the Garbage collection for the city of Smederevo is undertaken by a public organisation called “KOMUNALAC”; and also that the dogcatchers (Shinters) employed by them are attempting to keep their dog killing secret. We have also obtained documentation showing a Report produced by the Veterinary Inspector of Smederevo as a result of a visit made by welfare campaigners on Friday 29th September. We note from the report that the entire pound was declared empty of dogs. Although we find it very hard to accept and do not consider it to be at all possible, we state that there may be the very un-probable possibility that all of the dogs in the pound were re-homed between Wednesday 27th, the day of the initial visit, and Friday 29th, the date of the veterinary report.

We are 100% certain that all the dogs held in the local pound during the dates detailed were subsequently killed by the local authorities. Despite the welfare organisations having asked the authorities mentioned to provide information of the addresses of the homes to which these dogs were allegedly sent for their re-homing, as it was considered a part of the conclusion to this welfare investigation, no information whatsoever has been provided by the authorities to prove that dogs had been re-homed from the pound in Smederevo.

Further, we have photographs (shown below) taken at the Garbage (rubbish) dump at Smedervo which were taken on 29th September; the exact date when the dogs from the pound were allegedly re-homed by the authorities. We are certain that the dogs shown in these photographs are the same dogs which were held in the pound during this period, and we are reliably informed by local monitors that prior to their killing, the dogs held in the local pound were kept in a very small enclosure, approximately 1.5 metres x 1.5 metres, and which was used as the facility to hold some 30 dogs !.

We understand also that neither food or water was provided to any of the animals during their time at this enclosure pound, a policy which we find to be disgusting. We are led to understand that the killing of the Smedervo dogs during late September 2006 was undertaken by the organisation “JKP Komunalac” , the City Rubbish contractor/organisation, and that a money transfer from the City Budget to the Bank exists to show that payment of the killings undertaken during September exist. Selected photographs from some of the very many we now have on file as evidence of the conditions/disposal processes on the rubbish dump at Smedervo are shown below.

Other towns/cities which we have been provided with similar information to the above incidents include: OVCA /belong to ORCA/– North of Belgrade. We were informed that the veterinary here has destroyed between 6000 and 7,200 dogs. We have very strong concerns that facilities at this town are always made unavailable to the public and that the facility is protected by monitoring cameras on the outside. We have been informed that if anyone who has lost a pet goes to the facility to try and find their dog, they are not allowed in and are asked to give a description of their animal. People are usually shown pictures of dogs in the facility on a monitor but always never end up being re-united with their own animal. They are always informed that their dog is not at the facility.

We suggest that the animals in all cases have been destroyed.

NOVI SAD – North West of Belgrade. Within the garbage collection and handling facility is a collection of iron cages measuring 1 metre square into which dogs are placed. Sometimes the dogcatchers (Shinters) place the dogs they have captured into the cages where they are held until killed; sometimes they are killed immediately after their capture. The dogs are usually killed by the injection of T-61 into their lungs. Once they have been killed, the bodies of the dogs are moved to the garbage dump facility (see photographs above) where their bodies are usually covered by the placement of at least one layer of rubbish in order to hide the killings that have taken place.

PANCEVO – North-East of Belgrade; near to OVCA detailed above. The Public organisation which handles garbage for this region is called “Higijena”, and we have witnessed some twenty (20) building boxes here for the holding of dogs collected in the region. We are informed that dogs should be held for at least seven (7) days but often they are killed in much shorter times, again by the injection of T-61 into their lungs. The chief of the dogcatchers who travel around the region is one Mr. Vladimir Zec, a man who appears to hold a diploma from the World Society for the Protection of Animals (WSPA) for his ‘Humane’ methods of dog catching and control’. The organisation “Higijena” appear to use this diploma as an alibi for the work which is done on dogs and which is paid for out of the city budge; possibly EU Enlargement money ?. In summary, “Higijena” appear to be using the reputation of an animal welfare organisation (WSPA) as a means for being contracted to kill animals; possibly with money given by the EU !

KULA – Some kilometres out of the city, the Public Veterinary Station has a facility JVS ‘KULA’ into which they place dogs after capture. When between 5 and 15 dogs have been captured, they are killed by the veterinarian. We know from documentation obtained by Serbian welfare organisations that the veterinarian, Mrs. Danijela Kozomora, claims that all of the 686 dogs destroyed during six months in 2006 had been declared as “Healthy”. This completely goes against what is declared by Mrs. Gordana Milosevic-Stojanovic (the Deputy Public Prosecutor of Serbia) who seems to declare that “only dogs with incurable illnesses are destroyed”. Something is very wrong. Under the Freedom of Information legislation which exists in Serbia and with information supplied from Serbian welfare campaigners, we have had access to, and still have photocopies of the documentation of veterinary inspectors reports for every one of the 686 dogs mentioned, and in every single report the destroyed animals are detailed as ‘healthy’ by the veterinarian.

SVILAJNAC – South-East of Belgrade. The Public contractor/organisation which handles garbage for this region is called “Morava”, and here again welfare monitors have witnessed dogs being held for killing (with both T-61 and the use of pitchforks and mallets)in holding cages as shown in the photograph below. One dogcatcher has informed the welfare organisations that he would want them to attempt to stop the killing of the dogs as he can no longer stand the terrible nightmares that he suffers as a result of witnessing dogs being killed with the mallets. We find this method of destroying living and healthy creatures completely unacceptable, regardless of where it happens. We have very strong reservations also about the methods which were employed for the killing of these “Stray Animals”. Sources have informed us that the dogs were killed by a variety of procedures including stabbing with Pitchforks, clubbing to death with mallets; the use of the drug T-61 and also the use of Nuvan, Kreozan-poisons. We would like to make it clear that the use of drug T-61 has NOT been considered an acceptable euthanasia drug in the United States of America since 1988, when it was withdrawn from manufacture, and also not accepted in Canada since 1994.

The American Veterinary Medical Association lists T-61 use as “a method (of killing) which should only be used under specific conditions unlikely to prevail in dog pounds anywhere”. Both T-61 and Kreozan cause death by suffocation. Sources inform us that for humans, overexposure to Nuvan causes acute depression which is evidenced by headache, nausea, vomiting, diarrhea, abdominal cramps, excessive sweating, salivation, blurred vision, tightness in chest, weakness, muscle twitching and confusion. In extreme cases, unconsciousness, convulsions, severe respiratory depression and eventual death may occur.

Thus we ask you sir to please inform us if any Serbian personnel (Shinters) involved with the use of this agent have been made aware through health and safety legislation of its potentially lethal consequences. We know that it is used to kill dogs, it can also kill humans who are unaware of its dangers.

Why are Nuvan, Kreozan and T-61 still being used by authorities to kill dogs in Serbia in September 2006 when they are not being used in other civilised countries such as the USA and Canada ?

Evidence we have obtained via Serbian welfare organisation investigations show the huge numbers of animals that have been killed (destroyed by Euthanasia) over recent years. This evidence is shown in the following figure and is summarised in the accompanying Table. From documentation we have been provided with and which is shown in the following figures, it can be clearly stated that 90% of the Budget money (possibly EU Enlargement donated money ?) allocated for animal welfare issues, for example, to Belgrade, will be spent on the killing of animals, and a mere 10% on the sterilization of homeless animals for the period 1st January to August 2006.

Of 5042 Dogs collected in Belgrade during this period, 4510 were killed and a mere 1389kg of food purchased and supplied for the animals. This data is ‘Official’ figures from a report by the Director of JVS “Belgrade” – Ovãa, the facility where the dogs are collected and then killed.

We understand from Serbian animal welfare organisations that we have corresponded on this issue with, that the Serbian authorities have been asked to stop the killings, to undertake sterilization of captured animals and to provide the same with marker ‘idents’ to show that they have been sterilized and thus should not be killed. We have been informed that the authorities have shown no interest in the requests of the welfare organisations and only wish to continue with a policy of killing.

 We are hearing that at the moment animals which have been sterilised and provided with an ident are still being rounded up and destroyed – this is completely unacceptable ! Despite the new Serbian laws associated with Veterinary care: Veterinary Legislation, Article 46 refers, valid from 2nd November 2005, and which requires care for homeless dogs and cats, as well as the new Serbian Criminal Code: Article 269 Paragraph 2 of the which provides punishment of up to three years imprisonment for anyone who inflicts cruelty or killing on animals, we know that despite charges in the International Courts in Strasbourg – Case Number 1052/07 being brought by welfare organisations, the Public Attorney General of Serbia does nothing to conform with the requirements of the law and undertake their responsibilities.

Meetings between welfare organizations and the Public Attorney General of Serbia on 13th April and 14th August 2006 resulted in nothing being done to provide better protection for the street dogs and cats of Serbia.

For this reason now we are considering that the welfare organizations of Serbia should have our support to bring Criminal charges to the International Criminal Court at The Hague, because in summary, Serbian authorities are not complying with Serbian legislation and thus should be prosecuted for not doing so.

It should be made very clear that we know only two animal welfare organisations have to date attempted to bring criminal charges against the mass killing of animals. Sources have informed us that these organisations themselves have now come under attack from the Serbian authorities who seem intent on ultimately destroying these (animal welfare) organisations.

The aim of the authorities; which will never happen before the issue goes to court, appears to be to prevent the animal welfare organisations from ever being able to do further welfare work in Serbia. We understand that Mayors from some towns and cities are attempting to bring criminal charges against the welfare organisations mentioned above. Welfare organisations named “Subotica”, in Subotica, and “Durdevo” in Zrenjanin,”ORCA” in Belgrade, appear to be giving their support to the policy of the “New Strategy” which involves the mass killing of animals.

It is our knowledge that by having this ‘support’ of certain welfare organisations, many of the Serbian authorities are able to undertake their mass killings because they are appearing to declare that the killings have the approval of the welfare organisations.

The Public firm “Higijena” from Pancevo has a representative named Mr. Vladimir Zec, who travels by car all over Serbia collecting dogs and returning them to Pancevo for mass killing. Despite current laws on Veterinary and Criminal codes as given above, we know that at least four (4) employees of “Higijena” have in very recent times been operating in regions including Svilajnacs; –

Serbia does not treat its animals well despite the fantastic efforts and work undertaken by Serbian animal welfare organisations.
