Serbia: Government and Authorities Abuse Human and Animal Rights by Attempting to Close Down Private Funded Shelter Which Will Result in All Animal Deaths – Please take ACTION NOW – Sample Letter Included.

Below you will see a call by Serbian activists to a local judge regarding the situation where a communal inspector has taken a charge against an animal welfare campaigner – Mrs Rada Zivanovic, because she has many stray animals at her home which she cares for.

The communal inspector has demanded that the animals be moved out of Mrs Rada Zivanovic’s home.

 

 

But where do they go to ? – in Loznica where Mrs Rada Zivanovic lives, there is only one completely and utterly disgusting dog ‘shelter’ (see photos in links below) and NO CAT shelter !

So, where do the cats go ? – other than outside to their deaths.

If the communal inspector gets his way and the animals are removed from the home of Mrs Rada Zivanovic, then we can see no other way but that the animals will all be killed.

Campaigners now consider that a letter should be sent from global campaigners in support of Mrs Rada Zivanovic.  These letters should be sent to the Mayor of Loznica and to Mr Zoran Micovic – Director of  the Veterinary department.  Mrs Rada Zivanovic has now been advised that she should undertake actions to make her home and animal sanctuary a private cat and dog shelter.

This is what Mrs Rada Zivanovic has done, but she is very concerned.  She is concerned that any judge who is involved in this process will demand that something is ‘wrong’ at the animal shelter and will stop her shelter request.

Animals at the home of and being cared for by Mrs Rada Zivanovic are all sterilised and vaccinated; apart from any new arrivals.  Mrs Rada Zivanovic is having new animals thrown over the fence into her home or simply left at the front door.

And do the government and the authorities and the veterinary department ever want to do anything to help ?

– NO, they have one solution to every situation like this, and that is to kill, kill, kill.

Mrs Rada Zivanovic is described as an animal angel, NOT a criminal.  But the communal inspector is treating her like a criminal and is making attempts to kill all the animals in her care; for which she is never financially helped from a corrupt government and authority system which looks after itself but never any animals as it should – Kill, kill, kill – the Serbian government and authorities policy on animal ‘welfare’.

The government and the authorities do not respect Serbian citizens animal welfare work.  In addition, as we have so often shown, the government and authorities do not implement their own national legislation for animal welfare.  Serbia is a corrupt nation run by corrupt people.

The authorities attempt to undermine existing legislation by producing their own underlaws which show no respect for either animal or citizens human rights.

The authorities try anything they can to punish citizens.

I am disgusted about news being given to me now that once again, the Serbian government and authorities are attempting to undermine both human and animal rights in Serbia.

I talk about the situation of Mrs Rada Zivanovic at Loznica; who using entirely her own money and facilities; with NOTHING in the form of help from yourselves, is providing a shelter at her own home for stray cats.

Mrs Rada Zivanovic ensures that all her cats are sterilised and vaccinated – a policy which the ignorant authorities such as yourselves seem unable to do.  Where does all the money allocated for this actually go ? – into your pockets ?

Mrs Rada Zivanovic has now applied to have her home and cat sanctuary made into a public animal shelter.  You will fully support this and you provide funding to Mrs Rada Zivanovic to enable her to provide animal welfare where you very much fail.

You will not undermine the human rights of Mrs Rada Zivanovic; and you will not undermine animal rights for animals in her care.  The hell  hole for dogs which you call ‘Loznica shelter’ is a complete and utter disgrace.  As authorities and persons in office who should be respected for what you do, you are not respected by citizens across the world because you fail to do anything positive for animal welfare.

You are the ones that need to change, not Mrs Rada Zivanovic.

I am informing all my international contacts about your actions to destroy Mrs Rada Zivanovic, and that includes international human rights organisations.

Do not target Mrs Rada Zivanovic; instead provide her and her animals with the finances and shelter approval she requires.

And above all, you please learn from it.  Mrs Rada Zivanovic is an example of a good citizen; not a criminal.  Treat her with respect; not the abuse which you appear so keen on, especially where animals are concerned.

Uk / England: SAV Passes 40,400 Visitors Since March 2008.

Here at SAV we feel it is time for a small celebration.

The last few days have seen us pass through the 40,400 visitor number since March 2008.

This 40,000+ is without all the visitors which we have had to the site since it was created back in 2005.

Success is all down to a little work here ‘at home’ in England, and by all of you, our wonderful supporters who are literally located all over the world.

You can see the range of our visitors by looking at the little ‘Clustrmap’ – the global map on the left side of this page.  The red dots show the locations of all our visitors.  If you click on the actual map, it will take you further into the data sheet where you can get a listing of all the visitors and from which country.

We are glad to see that there are so many visitors from Serbia – lots from the government and regional authorities we hope ! – welcome Sirs.

We have now created some 906 individual posts on SAV since its  creation and we are now getting an average of around 145 visitors every day.

SAV is a very small set up, run exclusively as a non profit NGO.  We have no members, take no funds and ask no money for anything from anyone.  But we do ask if you can give your financial support to specific animal causes when it is felt necessary.

SAV was created back in 2005 as the result of an e mail to me, Mark, by Slavica who lives and campaigns in Serbia.  Slavica asked if I could help; with a letter I think it was; and things have never stopped since.  Here we are some five years later; over 70,000 visitors since its creation, and a blog which is still run on a shoestring to say the least !

SAV carries on because there is one thing that unites all of us, and that is that the animals of this world are given a voice in defence of the terrible suffering which many endure every single day – be it in fur farms, intensive food production systems, on the Canadian ice, on the streets, in the labs; on the racetrack; in fact anywhere and everywhere.

There is nothing special about any animal cause; but each cause is so very specially important in its own way; particularly for the suffering animals which it attempts to help.

Thank you for your continued visits and support.  We think and hope that through the site we had made some kind of difference for the animals of the Balkans.  The politicians know who we are now for sure !  They are the only people who can eventually make the changes to give the balkans animals a decent deal for the future; and SAV will continue to push for that fair deal as often as it can.  We will continue to expose the wrongdoings whenever we can; relying on your support and actions to help us get the message across that animal suffering is unnecessary and that the way forward for controlling stray animal numbers in the balkans is through a No Kill sterilisation, vaccination, microchipping and identification process.

We welcome your support and the comments which you feed into the system – please keep on being a voice for the animals.  We do not need to change, but the politicians do ! – the future is in their hands – they are in charge of steering the course; lets hope they go in the right direction.

Macedonia: March for the Pound Vardariste Dogs Organised by “Anima Mundi” – Please Give Your Support by Taking Action – Contact Details Below

We, animal protection association from Macedonia, “Anima Mundi” address You again as the horror in Skopje continues and the mass catching and killing of stray dogs is relentless as ever in the only shelter which exists in Macedonia (the Pound Vardariste),

which has undertaken to operate under a program which prescribes a CNR strategy.
We enclose photographs and video materials of the protest we organized last munth against the killing of stray dogs “Walk for Life” (route: Assembly of the City of Skopje-Government of RM-Parliament of RM). Although the protest was supported by all Macedonian association for protection of animals, as well as the citizens and the media, all of which together EXPRESSED THEIR DISSATISFACTION WITH THE INHUMANITY, THE BRUTAL APPROACH TO DEALING WITH THE PROBLEM I.E. THE MASS KILLING, THERE HAVE BEEN NO IMPROVEMENTS.
 
WE ENCLOSE PHOTOGRAPHS OF THE MARCH, AS WELL AS NEWSPAPER ARTICLES, WHICH WILL GIVE YOU A BETTER INSIGHT IN THE SITUATION WE REACT AGAINST (we also have information that alive or semi-conscious dogs are discarded in waste pits).

1. Although all Macedonian associations have been continually reacting (the official rate of killing is over 60% -unofficially much higher, as huge numbers of caught dogs disappear) nothing has been done so far;

2. There is no record kept of killed dogs and, more importantly, we do not know what they are killed with-the City and the competent institutions hide information and have never responded to our request to present the documents for supply of substances for humane euthanasia (a request they are obliged to respond to by law);

3. There is practically no disinfection-
We need Your help and more stern reactions to

which is responsible for implementation of the strategy, as well as reactions to all world and international institutions to put a stop to this shame. AS OUR COUNTRY ASPIRES FOR MEMBERSHIP IN EU, OUR GOVERNMENT WOULD BE WILLING TO PUT A STOP TO THIS ONLY UNDER STRONG AND PUBLIC REACTIONS FROM INTERNATIONAL INSTITUTIONS AND THE EUROPEAN COMMISSION, AS WE ARE IN REALITY POWERLESS AND THEY ARE ONLY TRYING TO SHUT US UP.

2. Other wery importent thing. We point out that we have support from most of the media, as the situation is obvious, as well as from other Mayors willing to allow implementation of the humane strategy CNR in their municipalities, but financially unable to do so. Please inform us whether any assistance can be offered to us regarding the matter i.e. how can we establish a cooperation with You as supporters of the CNR strategy, what are the preconditions which we need to observe in order to receive Your assistance (in terms of expertise, medical assistance for spaying/neutering, finances, etc.), so we can eventually start with the implementation of a humane solution to the problem.

a target of dog catchers are puppies which cannot be subject to the CRN program (under which the Pound Vardariste officially operates) and almost all puppies are killed or die of distemper and parvovirosis, without any attempt being made for their treatment;

4. The dog catchers are people with criminal history, barbarian and ruthless in their behavior, incompetent to appropriately catch and take care of the animals under any circumstances, which is supported by the reactions of many citizens who have witnessed their operation and many of whom have initiated private charges against the dog catchers; 

 5. Volunteers are still not allowed in the Pound, despite the continuous offer of support on our part;

6.  The Pound is open to the public only 6 hours a week, taking photographs of the dogs kept inside is strictly prohibited, and the overall situation is getting worse with each day;

7. The Mayor approved new employments of dog catchers, despite our strong opposition, and extended the Pound for 200% (while the number of veterinarians remained the same!)-it is evident that the intention is to speed up the elimination process, rather them to implement the CNR strategy. We are convinced that there are currently no conditions for human treatment, which is surely not even intended, supported by the fact that they refuse any cooperation with the NGO sector for protection of animals despite our open offer of assistance!!

Would you like to support our Action?

We’ve got the horrible situation in Ukraine.
Sterilization programmes, being already adopted are cancelled by official authorities !  

We had adopted sterilization programs already but they are now cancelled by official authoriries!  

It took place in  Kyiv, Khrarkov, Donetsk, where we have already protested against returning to killware methods of animal regulation:

Sterilised and socialized dogs (undercared by animal protectors and volunteers) are going to be euthanased up to Euro-2012. Cities administration already buy new vans for catching dogs and they are going  to “clean” streets in order to make an super-profit to dog-catch organizations.  

In fact, it will bring to situation when all killed dogs would be soon replaced with another once which will come to the city from the suburbs, un socialised and un strerilised, and this is a great damage to city budget, baseless waste of funds and killing of lives.  

I call for help and all desirable influence in order to stop this senseless massacre and just leave animals in care of animal protection organizations, that are really worry and care about their lives.  

After the Kravchuk’s letter to Janukovich (http://news.sevrugin.com/node/11042), the Vice Prime Minister in charge of preparations for Euro 2012 Borys Kolesnikov announced about building municipal shelters, despite that shelters would not cause animal population to reduce, but would improve state corruption and animal sufferings from economy on shelter’s needs.  

There is slightly suspicion that new shelters, opened accurate to Euro 2012 would made the same “humane” way as new Borodyanka preferred.  

Don’t changing anything in treatment to animals, nor solving the problem with sterilisation, Kyiv city administration is going to kill everyone: both stray sterilized and un sterilised animals, just to make the profit on forthcoming Euro-2012. Instead of being shot or poisoned they all suspected to be murdered in shelters, which is the mainly first enterprisers of producing money from captured animals.  

Communal enterprise “Shelter for animals” (in Borodyanka) continues it’s work, each day catching animals (both sterilized, socialized and un sterelised) and delivering them to their “shelter”, where nobody has no access.

I have learnt about the intention to euthanise the stray animals of Kiev.  

In particular I refer to the Communal enterprise “Shelter for animals” in the municipal type village Borodynka, close to Kiev.  

Please clarify how you propose to deal with the stray animals in the care of this shelter.  

I understand that Kiev city administration proposes to kill all dogs, both sterilized and un sterilised just to make a profit on the forthcoming Euro-2012.  

Instead of being shot or poisoned (as in 2009) it is suspected that innocent animals will be murdered in shelters, and underhanded profit obtained from the death of the animals held captive in these shelters.
I respectfully ask you to stop the killing of defenceless animals, according to Law Article 16 “On the Protection of Animals from Cruelty”  

I respectfully urge you to follow the example of other countries and find ways to humanly control the situation of stray animals in your country. For example: sterilization, the building of NO KILL SHELTERS, creating a program of adoption, both in your country, and also international.  

I beg you to please solve this sad problem in a humane way. The deliberate killing of stray dogs does nothing to reduce the amount of animals on the streets, and also tarnishes the reputation of your country!  

Please display to the world that your country chooses to love and care for it’s stray animals and chooses to give them chance of life.  

Please do not use the wonderful event of EURO 2012 to kill and cause suffering to innocent, defenceless animals.

Serbia: Subotica City ‘Public Competition’ Update 18/08/10

Regarding the ‘public competition’ in Subotica City which we have covered right from the start, which gave the potential for animal welfare organisations to tender for running of the city shelters, we now have further and disturbing information.

For 8 years, campaigners have been asking about the procedures in place which have prevented the public from tendering for such positions.  Finally, the Serbian Constitutional Court agreed that in future, the public should be invited to tender for the running of such facilities as the animal shelters.

Well, regardless of what the constitutional court says, it still appears that an unlawful and corrupt system has the upper hand.

Effectively, it has now come to light that the authorities of Subotica City only published the information regarding the public competition for the animal shelters in an official gazette.  This gazette has limited access to only certain people and does not include the public.  By only publishing in the gazette, the information relating to the public competition for the animal shelters was made anything but public. 

Every day, campaigners searched the Subotica city internet portal – www.subotica.rs  which is where the information should have been made public, but they never found anything.  It is the law that if anything in the way of a open tender goes above 2.9 million dinars then it must be published in TWO places – these being the official gazette of the republic of Serbia and also on the official city portal – www.subotica.rs 

Conveniently, the Subotica authorities did NOT publish the competition on the official city portal; and as such the tender for ‘the public’ was never actually made available to the public.

And so now, when campaigners have asked the authorities about the public competition, they have been informed that the information was published but that nobody has been interested in tendering for the contract for the animal shelters. 

Effectively, there has been no interest because the Subotica authorities have ensured that the competition was only published in the ‘non public’ document – the official gazette !! – this is why the public, the animal welfare groups, have not tendered.  The information regarding the tender has been kept secret, by not being published on the city portal; and the authorities are now using the fact that the public have not responded as a justification for continuing to run the system as they wish it to be run.

Now, campaigners have written to both the Mayor of Subotica and to an anti-corruption organisation within Serbia in an attempt to take this issue further.

As we have said above, regardless of what the Serbian Constitutional Court says, it still appears that an unlawful and corrupt system called the Subotica City authorities have the upper hand; at the moment anyway.

More updates and news will be published when there is any further news relating to this corruption in the animal shelter system of Subotica city.
