Good day. I want to appeal a huge animal abuse in east Serbia town named Zajecar.

It all began in early March, two days after “rabies” alarm was raised – of course, false alarm. Stray dogs, and even dogs with owners (example: Ogi, poodle, who was repeatedly smashed onto the concrete, until he died) were being caught!
 
Dogs were being hunted down all over the town and the surrounding area. They were caught with snatchers made of thin wire which cut into their throats choking them; they were then pulled to the truck and stuck to the ground upon which the second dogcatcher would grab the dog’s throat with big pliers, lift and throw the dog onto the truck. The trucks are modified i.e. the back part is removed, and something like a cage is welded onto it.
 

Mass captures and killings were authorized by the Veterinary unit JKP and AZRA PRODANOVIĆ – Chief Veterinary Inspector of the Republic of Serbia. (JKP – Javno Komunalno Preduzece – Municipal Utility Company)
 
We have written to KURIR, BLIC, NOVOSTI, to no avail. We have also contacted animal protection associations EPAR and ORCA, who did respond and, as they said, sent letters to JKP. RADIO TELEVIZIJA ZAJEČAR – a local TV station – reported on the action.
 
The authorization was valid until 10th June 2010, meaning they “needed” 3 months after the false rabies alarm was raised, giving them plenty of time to catch and kill dogs!!!
 
The dogs were held in JKP Kraljevica in cages for a length of 2 to 3 days after which they were killed. Some dogs were killed the same day they were caught due to lack of space. Another reason for killing them immediately was, according to our information, because the photographs of dogs, one on top of the other, held in cages, were published!!!!
 

EPAR organization sued JPK at the very beginning of the action but nothing happened. ORCA organization wrote to them but nothing happened!!!!
 
JKP KRALJEVICA is where the dogs were held and killed. Dead bodies were taken to the dump HALOVO in close proximity to Zajecar, where they were buried. We have also received information that some dogs were buried alive – that was a rumor spreading through the town. The reason for this was, as we were told, that in order to put a dog down the drug T61 has to be administered one gram of the drug per kilo weight, and the dogs were not given the proper dose of the drug, meaning they were still alive when buried on Halovo!!!!!!!
 
The most important and at the same time the saddest fact is that on 17th March 2010, the Director of JKP Kraljevica hung a sign on the gate, as ordered by the Republic Veterinary Inspector Azra Prodanovic, forbidding VISITING, FEEDING, TAKING PHOTOS AND RE-HOMING of the dogs!!!!
 
People came a few times to try to re-home a dog, to feed them, and they WERE NOT ALLOWED TO DO SO!!!!! When they asked WHY?, they were told “the boss said so”!!!
They were told to come on Monday 22nd March 2010. The citizens came and found COMPLETELY EMPTY CAGES, all the dogs to be seen on the photographs below, about a hundred of them, were gone, disappeared mysteriously in the night between 20th and 21st of March 2010!!!

They caught and killed over 800 dogs starting from march to june.  Declaration of rabies is ended around 15th June.

And all over started again on 19th October, again they declared rabies in Zajecar, and started to haunt and kill all stray dogs. They haunt them every day, and kill them every day, because Zajecar doesn`t have dog shelter. Today they caught them, today they kill them all.

Our dog catching service who works for PUC Kraljevica, does not have licence to catch stray dogs in normal conditions, because EPAR from Subotica in past times sue them. And they came to an idea, declare rabies, haunt and kill all stray dogs in Zajecar, until next false rabies declaration.

Director of puc Kraljevica is Miloš Jotović, and two dog catchers who does this horrible things are Nebojša Vladulović, and Saško who is on video choking a dog. We cannot find his full name and sur name, its well hidden. This is address of puc kraljevica bellow.

Goran Bračun from Zaječar filmed this dog animal abuse in park full of children, and his is the witness of choking. He tryed to save the dog from dog catchers, but he was pushed away by them, and he started to film for evidence. Police who came later said that Goran is the one who is making problems, not dog catchers, he wanted to show to police the dog, video, police just said to him that its not in their jurisdiction, and told him to address to society for the protection of animals. Goran was on television PINK and B92 news, in ALO and KURIR newspapers, and no one paid attention.

We have sent you original video of choking dog on 30.10.2010 and another video who is combining all pictures of abused dogs and choking dogs.

So can you please help us, this is again happening every day in Zajecar, and must be stopped.

Serbia: Farm Animal Conditions – Update 26/11/10. Formal Statement on Conditions Now Provided by CIWF (Uk).

Since the publication of our post on the terrible conditions in which cattle were being kept on a Serbian farm:

SAV had been in regular contact with our colleagues at London based International farm animal welfare organisation, Compassion In World Farming (CIWF), in order to obtain their specialist views on these conditions.

CIWF have kindly provided us with a formal statement which can be seen below. It is clear that conditions at this farm do not comply with existing EU legislation regarding the keeping of farm animals. We wish to inform the Serbian authorities that provided with the photographs and information we have, a formal complaint would immediately have been made to the EU Legal Affairs dept should Serbia have been an existing EU member state.  As they are not, we are currently considering whether the information we have should still be provided regardless.

The following is the statement from CIWF, complete with links to existing EU COUNCIL DIRECTIVE 98/58/EC of 20 July 1998 concerning the protection of animals kept for farming purposes. 

CIWF Statement:

It is clear from the photographs that these cattle are being kept in squalid, filthy, unhealthy and completely unacceptable conditions. The cattle in the pictures shown are standing in water contaminated with excrement. The matted nature of their coats shows that they are unable to keep clean and have clearly been in these conditions for some time.

Cattle need a comfortable, clean and well-drained area to lie down, receive adequate rest and remain healthy. The squalid conditions these cattle are being kept in plainly fail to meet basic welfare or hygiene standards as laid down by Council of Europe Convention and EU Directive which require that animals are prevented avoidable suffering and kept in conditions which avoid risks to their health.

It is clear beyond doubt that what is shown in these photographs does not comply with existing EU legislation, and consequently would impact Serbian accession to the EU. In the event of Serbia’s accession, these photographs could form the basis of a formal complaint to be made to the Legal Affairs Dept of the EU associated with animal welfare.

Article 3

Member States shall make provision to ensure that the owners or keepers take all reasonable steps to ensure the welfare of animals under their care and to ensure that those animals are not caused any unnecessary pain, suffering or injury.

12. Animals not kept in buildings shall where necessary and possible be given protection from adverse weather conditions, predators and risks to their health.

Council of Europe Convention covering the Protection of Animals Kept for Farming Purposes state, amongst other things:

Article 9

1. Animals should be maintained in a clean condition.

2. Those parts of the accommodation with which the animals come into contact should be thoroughly cleansed, and where appropriate, disinfected, everytime the accommodation has been emptied and before new animals are brought in. While the accommodation is occupied by the animals, the interior surfaces and all equipment therein shall be kept satisfactorily clean.

Serbia: November 2010 – Conditions ‘Ok’ at a Farm According to Serbian Veterinary Ministry – and Complaining Campaigners, ‘Dont Pressure Us’.

 

Just when you begin to think that the situation for most animals in Serbia can get no worse, despite the valiant efforts and work of Serbian animal activists, another story raises its head. Rather than our usual dealings with regard stray animals, this time the work involves farm animals.

We talk specifically of a farm in Rusko Selo, northern Serbia. Campaigners have issued charges to the Republic veterinary inspector regarding the conditions in which animals are kept at this facility. The first charge was sent on 25.6.2010, and the second on 21.11.2010. Copies of both these charges can be seen below.

The Republic veterinary inspector responded on 1.7.2010 informing campaigners that they had acted. The inspectors even had the audacity to declare to campaigners that by raising this issue, they were ‘putting unnecessary pressure; on the veterinary inspectors !

In their latest communication, campaigners have now insisted that the Republic veterinary inspectors suspend the operation of the facility (farm) and that the owner be prosecuted for causing unnecessary suffering to animals.

The series of photographs below provide an overview of the current situation for which campaigners are now demanding action from the Republic veterinary inspector.

As can be seen in one of the photographs, a newspaper dated 21.11.2010 is shown as photographic evidence that this situation is current and not a record of past events. The newspaper provides evidence of the date and time at which these photographs were taken.

Despite their claims that they have ‘acted’ on this issue, we now call on the Republic veterinary inspectors to act and to support the calls of the animal welfare lobby. Regardless of the situation, there is no justifiable excuses for animals to be kept and treated in the way which we are showing in the photographs below.

SAV have now provided the link to this SAV post and all of the photographs to no fewer than 20 animal welfare organisations throughout Europe which are national contacts for the European Coalition for Farm Animals (ECFA). We hope that some of these organisations will contact the Serbian Republic veterinary inspector demanding further action be taken relating to this disgusting facility.  E mail contact addresses can be found on the ‘To’ copies below.

SAV are currently seeking expert opinion regarding the conditions shown in the photographs; for future action if it is necessary should there be no action from the Serbian authorities (Ministry).

What can be seen in these photographs is not acceptable for any potential future member of the European Union. Regardless of weather conditions where they are kept, farm animals should not be kept under these conditions, walking around continually in their own liquid excrement. We understand that some of the animals shown are in calf.

We call on all our international supporters to contact their MEPs directly, providing a few copies of some of the photographs below and asking their MEPs to contact the EU Commission for Enlargement, requesting if these pictures now show the future way that European farming will be going should new member states such as Serbia join.  Serbia is not acting about these conditions, so will this now be acceptable treatment of farm animals by new future EU member states ?

Puppies eaten alive by desperation and starvation of others. Still others dying an agonizing, slow death while foaming at the mouth and trembling. Many are routinely kicked and beaten to death by impatient staff.  While some are simply bitten to death in a struggle for survival in a place where survival is momentary.

The SHELTER IN KIELCE is a stain on Poland’s conscience and our Silence would be a sign of Passive Acceptance.

Serbia: Campaigners Request for Proof Relating to Unlawful Acts of Animal Killing by the Republic Veterinary Inspection.

Below you will see Serbian campaigners request for proof relating to unlawful acts by the Republic veterinary inspection. This is because they never demanded an anti-rabies vaccination programme for wild animals. Instead they appear to have supported and tolerated the mass unlawful killing of dogs and cats; in addition, using money from city budgets, the Republic veterinary inspection undertook the implementation of animal killings, of mass animal killings, by undertaking practices which are not compliant with the Serbian veterinarian law relating to animal welfare.

Campaigners want to show that the public attorney of Zajecar has ignored the evidence presented by the campaigners and has made no effort to collect any other proof associated with this. By using the law relating to the freedom of public information, campaigners are now collecting proof of the unlawful acts of the public attorney.

The following information / documentation is in Serbian, but it is hoped that by publishing this, the information and the requests will be made public for the citizens of Serbia to read and further, to understand the illegal acts which are going on.

Takodje  u interesu svih gradjana Srbije ,molimo da  zatrazite  dokument kojim je besnilo  u Zaječaru prijavljeno OIE , bez obzira čija je nadležnost  da  to učini , jer je prijavljivanje zaraznih bolesti životinja  OIE obavezno .

Takodje je  u interesu svih gradjana Srbije , značajno da zatražite dokumentaciju o sprovedenoj  medicinskoj proceduri prema onim licima  koja su  našli lisicu  i bili u kontaktu za  besnilom zaraženom lisicom i mestom na kojem su  našli rezervoar virusa rabiesa.

Takodje  naglašavamo da je  počinjeno nedozvoljeno ubistvo 127 pasa  po ceni od 132.450 dinara ,mada  su  od 5.3.2010. bili  posmatrani , pred očima  tih istih veterinara , bez  simptoma  besnila – jer  njihovi leševi  ,ni jedan, nisu  nakon ubijanja podvrgnuti  laboratorijskoj analizi na  prisustvo virusa rabiesa, što bi bilo  neophodno i obavezno učiniti , ako je rabies razlog njihovog lišavanja života.Umesto toga  svi leševi su zakopani na  gradskoj deponiji ,koja nije legalno mesto za zakopavanje leševa ubijenih zbog sumnje na rabies , niti ikakvih leševa životinja , jer za to mora postojati legalno mesto-stočno groblje, kako bi leševi bili  neškodljivo uklonjeni.Na ovaj način leševi su dostupni drugim životinjama da ih iskopavaju i razvlače , te šire rabies zbog kojeg su ovi psi poubijani navodno, što ustvari poništava  postojanje indikacije za lišavanje života i  dokazuje da su počinitelji ubistava imali saznanje o njenom nepostojanju , jer u slučaju   osnovane sumnje na kontakt s  rezervoarom rabiesa  ovakav način odlaganja leševa predstavlja opasnost od širenja rabiesa i opasan je  kako za životinje tako i za ljude.

Prijavljujemo  da  šinterska služba ( ovaj termin koristi područno- nadležna rep.veter.inspekcija )  Javnog komunalnog preduzeća “Kraljevica”, Zaječar , radeći  “na crno” , ilegalno ,  po ništavnom ugovoru  izmedju JKP”Kraljevica ” i Opštinske uprave, Zaječar  , ilegalno obavlja poslove koje nije dobila putem javnog tendera ,  i za koje ima zabranu rada Rešenjem republičke veterinarske inspekcije , nego ilegalnim načinom , kršenjem Zakona o javnim nabavkama, Zakona o lokalnoj samoupravi ,Zakona  o komunalnim delatnostima – nedozvoljenom opštinskom odlukom- videti Odluku Ustavnog suda  objavljenu u  Sl.gl.RS br.9/2010 o zakonitom načinu –  ,radi sticanja materijalne dobiti ( videti  bankovni listing o transferu novca s žiro računa opštine na žiro račun  jkp”Kraljevica”  u poslednjih 5 godina za  poslove hvatanja i uništavanja pasa i mačaka lutalica ) , pored privrednog prestupa , čini krivično delo  zlostavljanja  i ubijanja velikog broja životinja ,koje  drži u nezakonitim  uslovima  i bez mogućnosti zadovoljenja elementarnih fizioloških potreba  ovih životinja, uz kršenje Zakona o veterinarstvu i Zakona o dobrobiti životinja.

Takodje  prijavljujemo da područno nadležna republička veterinarska inspekcija nije –  a bila je dužna to činiti-  vršila nadzor postupanja  lovačkog udruženja gradjana , koje je pak  bilo dužno postupati , u skladu s članom 55. Zakona o veterinarstvu  , a koje nije tako postupalo, što je  područno nadležna rep veterinarska inspekcija nedozvoljeno  tolerisala , izlažući gradjane Zaječara , cele Srbije i šire , opasnosti od rabiesa .

Zahtevamo pokretanje istražnog postupka  zbog :

1.  dugogodišnjeg krivičnog dela zlostavljanja i ubijanja  velikog broja  životinja ( pasa , mačaka, lisica ) do kojeg je dovelo nepostupanje rep.veterinarske inspekcije , koje je upravo u toku .

Nepostupanje područno-nadležne republičke veterinarske inspekcije dovodi do pojave rabiesa  u  područjima nepostupanja te inspekcije.

2.  dugogodišnjeg privrednog prestupa  usled  nezakonitog trošenja novca iz opštinskog budžeta   finansiranjem  poslova po osnovi ništavih ugovora , sklapanih  bez javnog tendera- koje je upravo u toku  i ubijanjem  zivotinja koje je u Srbiji zabranjeno , nesprovodjenjem nihovog zbrinjavanja  niti kontrole i kaznjavanja neodgovornih vlasnika –  nepostupanjem komunalne inspekcije ,usled cega i dalje postoje   napusteni psi koji predstavljaju  namerno odrzavanu tezgu  za  nekontrolisanu zaradu .

Nepal: Pathetic and Government Approved Mass Animal Killings in the Pathetic Name of a ‘Festival’. Civilised ? – No; Living in the Past ? – For Sure.

It hardly seems that a year has passed since we published our posts and photographs relating to the festival of Dashain mass animal killings in Nepal.

Religious ‘festivals’ – does any civilized person want to be part of one ?

Obviously the government of Nepal does not have control over the situation; with thousands of animals being slaughtered as a result.

Kathmandu – Celebrations were in full flow across Nepal this week for the festival of Dashain, with widespread animal sacrifices planned for the Friday and Saturday despite objections of animal rights activists.  Workers have the week off, and most can count on a 50-per-cent bonuses for the month in honour of Hindu goddess of power Durga, and her slaying of a particularly vicious demon. 

An annual 15-day celebration of the victory of good over evil, Dashain means new clothes, lots of meat and general merrymaking for the Nepalese.  But it is a less festive affair for the animals involved, who are ritually slaughtered in their hundreds of thousands every year. 

They are herded from remote districts and neighbouring India into Nepal’s cities, where goats being dragged home behind shoppers and commuters become a common sight.  Parts of the capital Kathmandu are congested with goats, chickens, ducks and the people buying or selling them.  The animals are intended as sacrifices to the protective but fearsome Durga.  Not everyone slaughters their own offerings, as eating the meat alone can be enough to honour the goddess. Dashain is also a time of brisk business for Nepalese butchers.  ‘With the start of the Dashain festival, I’ve been slaughtering about 25 goats a day,’ says Anish Bahadur Basnet, who runs a small slaughterhouse in Kathmandu. The rest of the year, he averages two a day, and has to hire additional hands during the festive season.

Saturday is main day of the sacrifices, when 54 buffaloes and 54 billy-goats are to be beheaded at the Taleju temple in the heart of the city.  The Nepal Army are also scheduled to make their own offering of 108 buffalo calves to the goddess.  The goddess’ favour is believed to protect against accidental or violent death, and in the same spirit, some sacrifices are dedicated to individual vehicles or weapons. 

But in recent years, the more than 1,000-year-old custom has offended the modern sensibilities of animal rights organizations, who have spoken out in public against the state-subsidized sacrifices.  Over 1 million animals were sacrificed last year in Nepal, according to Animal Welfare Network Nepal, which has launched the Stop Animal Sacrifice Campaign.  ‘Nepal is the world’s key implementer of animal sacrifice, a practice that promotes superstition and violence, drains the poor and prevents Nepal from becoming a truly advanced country,’ the group said in a letter to the government. 

Decapitating a bleating buffalo or goat should not be the symbol of the Nepali civilization,‘ it added in its appeal to have the state support for sacrifices cut.  The animal rights campaigners have also targeted the five-yearly festival of Gadhimai in the plains district of Bara.  Last year 16,000 water buffaloes were slaughtered at the festival, where people make sacrifices of any animal they can afford, including rats, pigs, chicken, goats or pigeons.

Despite the campaigns, there appears to be little shift away from the practice by the public.  ‘People share a very tight attachment with their culture and religion, which makes it very difficult to discourage animal sacrifices during festivals,’ filmmaker Aman Adhikari said.  His film ‘In God’s Pond’ shows how inhabitants of Khokna, 10 kilometres south of Kathmandu, drown baby goats in the local pond to protect their own newborn children from a similar fate. 

‘There are some young people who would like to break away from the tradition,’ Adhikari explained. ‘But they can’t get away because it’s something they have grown up with and the local belief is very strong.’  Attempts by the government to withdraw support for the rituals have not been popular. In 2008, a proposed cut of the budget for sacrifice animals met with strong protests from local communities.

16 cats that had been castrated and fed by this organisation were found dead in a waste container.   **They had been poisoned** – sadly a common enough occurrence in Greece.

Greece – a country that takes a lot of pride in its long and old culture and history, and yet they have not moved one inch beyond such low and disgusting behaviour in over two thousand years.

The “Tierhilfe Kos” have been threatened repeatedly with legal consequences to what the authorities on Kos consider illegal activity.  Vets from Germany and Austria who offer their services for free in the interest of animal welfare are attacked by Greek vets as ruining their business.

They would rather see these animals suffering and/or dead than allowing foreigners to help them (Kos is no exception – I know of this from the Island of Cephalonia too, where foreign vet students come to castrate and treat animals for free are hidden away to escape the wrath or local authorities acting on behalf of their own Greek vets – often people of far less professional knowledge than those come from abroad).

There are 4 registered Greek vets on Kos – all they do is charge foreign tourists huge amounts for vaccinations and EU pet passports if (the tourists) take pity on individual animals and want to take them home with them.
