Dear all,

A friend of mine runs a small UK charity called ‘Disabled Dog Rescue’ and where possible she rehomes special needs dogs here in England.  However she’s currently looking for a home (or a foundation that might be able to help find a home) for a lovely young boy called ‘Chance’ from Romania.

Kerry’s description of Chance is below.  He has a passport ready to travel to Austria, Germany, Holland, Belgium etc. – just not the UK as he hasn’t been blood-tested

We do have a space on the transport run leaving Romania on the 22nd March, the same transport run that Fluffy will be part of (who some of you already know).

We would dearly love to find Chance a safe place before then so that he too can have this opportunity of a new life.  He copes very well with his disabilities, here is a very short video sent to us by the lady at the shelter where Chance currently lives (there are two links to the same video as sometimes Facebook links do not work):-

Chance is a 10 month old male who is a double amputee. He was involved in 2 separate traffic accidents and as a result has had one front and one back leg amputated (same side), but it doesn’t stop him at all! He is a happy, playful dog in every way. I purchased him a cart to help him to walk but in the end he has proved that he can manage better on his own. The terrain in the shelter is very uneven which may have been a factor in the failure of his cart so if he goes to a home and it is decided that he would benefit from a cart to aid his mobility one will be purchased for him. He is good with people and other dogs although not cat tested. He is just a lovely normal dog who happens to have lost 2 of his legs and wants nothing more than a home to call his own x

Uk / Romania: 05/02/11 – UPDATE On the Appeal to Find a New Home for ‘Fluffy’ – Great News !

Many of our regular visitors to this site will know about our recent post relating to ‘Fluffy’, the little disabled dog who is currently living in a Romanian shelter but who desperately requires a permanent loving home elsewhere in Europe.

Well, the latest situation is that there has been a fantastic response to the appeal to find Fluffy a new home.  We can safely say that it is now just a short matter of time before Fluffy goes off to a permanent, loving new home somewhere else in Europe.

Chrissy, who is here in the UK acting for ‘Romania Animal Aid’ and organising Fluffy’s rehoming; has been in very regular contact with us since the appeal started and is at this very moment spending (lots of) time reviewing all of the offers which have come forward.

A full health check on Fluffy is also currently in progress in Romania in order that everything is up-to-date and satisfactory for the re-homing in the very near future.

Chrissy informs us that she has been overwhelmed by the kindness that people have shown.  This week, Chrissy has also re-homed two other disabled dogs from Romania; one going to live in the Netherlands and the other in Germany.“It has been a great week” says Chrissy.  “I have a kind lady willing to pay for Fluffys cart and others happy to pay towards his transport, so we are slowly getting there!”

“I will update everybody once I have heard back from the ladies in Pascani, Romania”.

Chrissy also regularly takes out food and bedding to 3 shelters in Romania from the Uk.

And so, once a final location for Fluffy’s new home has been decided on, via Chrissy, we will be able to provide further updates and information relating to this great little bit of animal welfare team work across Europe. I would especially like to thank Lesley at ‘Eyes on Animals’ in the Netherlands for her help in putting out the word about Fluffy to all her contacts.  Special thanks go to everyone who responded to us all offering either a home or providing further contact details for Fluffy

We just returned from Serbia and have found refuge in a situation of Etela unimaginable. 

The dogs had no food, no water, they slept standing exhausted to not having to lie down in mud and feces. They fought to death for a niche, for a rotten sausage for a female in heat.Uncollected corpses, the wounded, sick, more straw, births ….

Employees who are helped at the shelter since Christmas parties, Etela do pay more for three months ….
His car was seized, his tractor broke down.
Hell since then ….

Emergency measures were taken to try to soften the lives of dogs waiting to find a lasting solution to this situation from happening again.

An employee who had returned to work the dogs at the shelter, it will give us new each week and ensure water, food, straw, the collection of feces and the dead. Price: 250 euros per month
200 bales of straw will be delivered each month Place: 200 Euros
We evacuated 22 dogs we have placed on board in order to save them: it takes an average of 35 euros per month per dog board, price: 770 euros per month.
We paid 200 euros to EDF so that electricity is not cut off (no water for dogs without electricity)
FB had deliver 4t croquettes on for the shelter in place, it will take a month and a half maximum.

The funds of the association are empty, it’s a great that we are launching SOS to the employee for the straw for the pensions of rescued dogs.

Tricia here from Palamartsa Animal Sanctuary and I know it’s been a while since we last conversed but yet again I have been inundated with pups and strays being left outside my door, I have struggled on here on my own but I remembered you said if I ever get to the stage where we are thinking of putting any of the dogs to sleep to contact you. We are so overcrowded here and we really need a big appeal to get some sort of help here for the dogs in our house and the poor little ones outside, we are in a country that chucks dogs out like we chuck out the rubbish and their heartlessness never ceases to stun me and the cruelty with which they treat the poor dogs that they no longer want never ends!

Please can you help me do a fund appeal for the new premises we have put a deposit on, which is bigger and has barns that we can turn into warm kennels for the 26 inside and 7 outside dogs that we are at present looking after. I would not ask but we have still had no help from anyone and our finances are now near zero, please can you find it in your heart to help once more as I really don’t know where else to turn to at the moment!

” Things hectic here as usual. Trying to balance the day job and the rescue side of things.  Had 2 more Rommies arrive yesterday and more in February.  Starting a schools educational program out there in a few weeks, will take place in Romania’s 2nd largest city.

Have an urgent case of a disabled dog called Fluffy, photos attached. 

He’s in a shelter in a remote part of Romania, he’s paralysed following being hit by a car which is very common out there. He’s about 4 years old and other than his obvious disability and the fact he’s missing an eye he’s in good health. 

We’ve rehomed about 10 or so disabled dogs in the past to Germany, the US, even as far as Alaska! 

We desperately need him out of that shelter as he’s dragging himself along in the dirt.  We can’t bring him here (to the Uk) as he has no passport, but he could go to a home elsewhere in Europe within weeks (as less strict entry laws) either into a forever home or foster home. 

If you have any contacts in Europe please let me know.  They’d need to be aware of what’s involved in taking on a disabled dog (i.e. we’d get him a mobility cart and they’d have to use nappies on him) but we could advise all this and put them in touch with others that have disabled pets. 

They live a fairly normal life thereafter!   “

It’s an early morning in Istanbul.

The Istanbul Municipality van drives through a lonely road in a village far away from Istanbul. In the back, shaken and terrified, 5 stray dogs violently hit the walls with each bump of the road. The barks and screams can be heard by every villager en route.

Upon arriving to an isolated location the Municipal drivers brutally unload the frightened animals onto the side of the road.

Two of the animals are in good condition but the other three barely have any strength to move. Mila is one of them. Too weak to move she lies on the grass, waiting to die.

We were there.

The entire event was caught on camera as part of an on-going investigation by Let’s Adopt! into the atrocities commited by Kadir Topbaş Hasdal shelter and the Municipality’s well documented practice of dumping dogs in the forests and deserted locations.

The events of that morning, together with undercover footage obtained by Let’s Adopt! proves, beyond any shade of doubt, the blatant disregard for the Law by Kadir Topbaş team and the constant and sustained lies of the Municipality to the Press and the general public.

It was barely weeks ago that the brutal killing of a cat made the entire turkish society get up in arms in rejection of animal cruelty.  The events and practices that have come to light show a different kind of cruelty, one no less brutal and affecting to a much larger number of animals, and cast serious doubts over the credibility and honesty of Kadir Topbas and his administration.

In recent months the European Union has granted the Istanbul Municipality large amounts of money in order to improve their sheltering practices, with a shelter currently being built in Istanbul with European Union funds.

European Union officials declare to be totally unaware and shocked by these practices. The scandal threatens to bring European Union funding to a halt.

Kadir Topbaş and the Istanbul Municipality deny any wrongdoing and claim the footage and the scandal to be fabrications. We let you be the judge of that.

Turkey prides itself on being a nation of animal lovers. It is truly my hope that the awareness currently being served upon you through various world locales prompts you to uphold the laws that are part and parcel to the government to which you were elected on the local level.

Serbia: (Subotica) New President of Friend-EPAR, and the City Authorities, Are Asked Serious Questions About Stray Animal Treatment and Compliance With Existing Serbian Laws.

Below is a copy of the document which has been sent by Serbian campaigners to both the Subotica city authorities and also to the new President of Friend-EPAR in paper form.

Please remember that Slavica was removed as the original President of Friend-EPAR by collaboration between other players who want to continually kill stray animals, despite what the Serbian national legislation says.

IMPORTANT NOTE

A new name of EPAR-OIPA SRBIJA has now had to be established by Slavica (of original Friend-EPAR) because of the attempts made by Branka Bojanin to take over control of the EPAR shelter which was run by Slavica.

Remember the attempts by Branka Bojanin to try and let all the shelter dogs out onto the streets recently sothat they could then be captured, taken back to the city pound and killed ?

Branka Bojanin is the blone woman who you can see fighting with the police in the video above.  She attempted to turn 700 dogs from EPAR shelter out onto the streets so that they could be caught and killed.  Note all the shinters and other dogcatchers waiting at the gates of EPAR shelter ready to catch the animals.

Slavica who owns the shelter, prevented the authorites and the dogcatchers and Branka Bojanin from undertaking their wishes.  But by her underhanded means, Branka Bojanin has thrown Slavica out of the position of President of Friend-EPAR so that she, Branka Bojanin, can work directly with the Subotica authorities and try to kill as many animals as possible.

This is why Slavica has now had to form a new organisation, EPAR-OIPA SRBIJA, as she (Slavica) is being forced out of official positions at Friend-EPAR by the city authorities.

All the dogs at EPAR shelter are still safe due to Slavica’s efforts at this time to protect them

The letter (below) is about the legal obligation of the city authorities and the organisation Friend-EPAR (President : Branka Bojanin) regarding the matter of the lawful treatment of stray dogs in all places where stray dogs live ( there are 3 places with large numbers as follows): 

1. city pound, Ganjo sor 134, Subotica  – up to 300 dogs 

2. dog shelter Friend-EPAR, Titogradska 53, Subotica – up to 1000 dogs

3. dog shelter Segedinski Put 86, Subotica – up to 100 dogs.

The President of APS `Subotica` who collaborates with the shinters is Mr. Nebojsa Mihajlovic. He sold  to the shinters 3 boxes from the dog shelter for killing strays in the past, and he has allegedly taken payment of 7000 dinars per month per box.

Mr. Nebojsa Mihajlovic is now a member of the actual Commision for killing stray dogs/cats in the Subotica city pound, Ganjo sor 134.

He is also President of the local APS `Subotica` which is supported by the city authorities – because Mr. Nebojsa Mihajlovic colaborates with the city shinters.  He has always declared that  ` there are too many  stray dogs so some of them must be killed by `humane way`.

But the APS shelter (his shelter) is not registred and  is ‘small and dirty’ with places for 70-100 dogs.  It is understood that via the city authorities, Mr. Mihajlovic has received money from the city authorities for this ‘shelter’ for many years.

The document shown below from campaigners isa  very serious document and it is strong in its agreement to existing laws.  By the implementation of existing laws we insist on lawful animal treatment.  

ALL stray dogs and cats, wherever they live in Subotica city, and because of the authorities alleged obligation to implement national Serbian animal welfare law, MUST THEREFORE UNDERTAKE the CARE of all stray dogs/cats in ALL PLACES in the city. 

This is the law for every city authority throughout Serbia – this is Serbian animal welfare legislation for stray animalsUnfortunately, the city authorities throughout Serbia are NOT complying with existing Serbian national animal welfare legislation.

It must be known that if anything is found to be non-compliant with the existing Serbian animal welfare legislation, then campaigners at EPAR-OIPA SERBIA will bring criminal charges against all / any persons associated with the non-compliance.

SAV will subsequently ensure that copies of the charges about legal non-compliance are provided to the EU Enlargement Commission.  Showing compliance with the national law(s) is a requirement of EU membership which must be shown by any nation requiring EU accession.

Ostati  pri krivicnoj prijavi falsifikata u vezi  nezakonitog preuzimanja organizacije Prijatelj-EPAR od strane svih lica koji  : nisu  clanovi ove organizacije i nemaju certifikat  kojim  dokazuju clanstvo  u skladu sa Statutom Prijatelj-EPAR , a uzeli  su na bilo koji nacin ucesce u falsifikovanju pecata organizacije i   falsifikovanju cinjenica o aktivnostima  organizacije Prijatelj-EPAR,  a  radi postizanja odredjenog cilja koji ce rasvetliti istrazni postupak.

3.Ostati pri krivicnoj prijavi zbog pokusaja izbacivanja 700 pasa  iz azila i ugrozavanja bezbednosti gradjana i dobrobiti zivotinja , od strane Udruzenja Prijatelj-EPAR.

Obavezni uslovi koje je grad Subotica  ima ispuniti  ,  zato sto je  njegova  zakonska obaveza   ZBRINJAVANJE svih napustenih pasa i macaka nepoznatih vlasnika u Subotici, bez ubijanja- jer je isto zabranjeno od 2.11.2005. Zakonom o veterinarstvu  , a drustvo Prijatelj-EPAR  ih ima prihvatiti   u skladu sa svojim Statutarnim obavezama  , su sledeci :

1. S obzirom da Grad daje za  poslove hvatanja i zbrinjavanja  200-400  zivotinja godisnje  : 450 000 dinara ,  dnevno ,tj.  75 -37,5 dinara  dnevno  po psu/macki  za zivotinje smestene u prihvatilistu za privremeni smestaj Ganjo sor134, istu  aktuelnu kolicinu novca  po psu davace i za  istovrsno zbrinjavanje istih takvih zivotinja nepoznatih vlasnika  u prihvatilistu Titogradska,53, kao i u prihvatilistu Segedinski Put 86 .

2. Vozni park koji je  novcem poreskih obveznika namenjen  realizaciji  zbrinjavanja  pasa i macaka   nepoznatih vlasnika ,  tj namenjen ovim  zivotinjama  zbrinutim u prihvatiliste  za privremeni smestaj  Ganjo sor 134, Subotica,   i psima i mackama u prihvatilistu za zbrinjavanje  takvih zivotinja Prijatelj -Titogradska 53, Subotica, kao i u prihvatiliste  Segedinski Put 88 , koristice se  proporcionalno  broju zivotinja  , tj.   broj vozila  koje ce od raspolazucih  vozila koristiti pravna lica koja obavljaju  zbrinjavanje pasa i macaka  nepoznatih vlasnika  , bez obzira na kojoj adresi su zivotinje smestene ,  bice proporcionalan  broju zivotinja  koje  zbrinjava.

3. Novcane nadoknade  zaposlenih u  zoohigijenskoj sluzbi JKP`Cistoca i zelenilo`  koji  zbrinjavaju  odredjeni broj zivotinja u prihvatilistu Ganjo sor 134  i volonterske nadoknade  ljudi koji  zbrinjavaju  odredjeni broj zivotinja u prihvatilistu Titogradska 53  , i u prihvatilistu Segedinski Put 86, moraju biti medjusobno identicne ,  a takodje  broj  ljudi koji   u oba slucaja obavljaju poslove zbrinjavanja  mora biti proporcionalan broju zivotinja  i  biti u zavisnosti od broja zivotinja  u sva tri  slucaja , tako da na 50 zivotinja  dolazi 1  covek koji ih  svakodnevno zbrinjava.

4. Odmah  preduzeti  administrativne mere za ponistavanje  nezakonitih  delova Opstinske Odluke Subotice ,Sl list grada  Subotice br. 6/10  i prekinuti  nezakonito lisavanje  zivota pasa i macaka u   prihvatilistu za  privremeni smestaj Ganjo sor 134, te zbrinuti  prekobrojne zivotinje   iz ovog  prihvatilista za privremeni smestaj u prihvatilista za zbrinjavanje  , pri cemu novac i sve prinadleznosti imaju pratiti  zivotinje .

5. Odmah u skladu sa clanom 54. Zakona o dobrobiti zivotinja, zapoceti  izradu i sprovodjenje programa za kontrolu i smanjenje populacije napustenih pasa i macaka prema specificnostima sredine.

6. Odmah preduzeti mere vakcinacije pasa protiv besnila i mikrocipovanje pasa koji do danas nisu mikrocipovani na adresama : Gano sor 134, Segedinski Put 86 i Titogradska 53  u Subotici .

Svi drugi  zakljucci  i davanje i prihvatanje drugacijih , nepovoljnih za zivotinje , a time i za gradjane , bili bi nezakoniti  i  aktivirali  bi  gore navedene  poteze   organizacije EPAR .

Narocito  bi bili stetni `izmestanje`  iz legalnog prihvatilista za zbrinjavanje u  prihvatiliste za privremeni smestaj  zivotinja u kojem  se  prema raspolozivim dokazima vrsilo  masovno ubijanje , vrsi se i sada  kao  nezakonita  `komunalna` delatnost .
