“Four days ago local people from the village Binježevo (Bosnia and Herzegovina) drove cuddly stray dog to the Veterinary Station “Hadžići” for sterilization. After four days, she was returned, but with cut open belly. Disturbing and shocking photographs serve as the evidence of the massacre committed against the unfortunate animal!”

Yesterday’s news of unprofessionally performed sterilization of a stray dog and her tragic death has shocked activists around the world.

Negligence, carelessness and irresponsibility from the staff of the vet station “Hadzici” is the main cause of this brutal act.

Sterilization was carried out on the unfortunate dog called Siva who was operated despite the fact she recently gave birth to the puppies.

Siva was favorite among local people and she won’t be forgotten!

Please sign this petition and give your voice as something like this must not happen ever again.

The letter will be handed to the Minister of Agriculture, Minister of Veterinary and vet station where this brutal act occurred.

Dear all;

there has been an attempt to hack the system which took place last Wednesday (19th).

The computer system was completely shut down as a result and has remained that way until things have been sorted today – Monday 24th – 15oohrs.

Despite attempts to shut things down we are again now up and running.

New posts will be added as soon as possible.

There are now 400+ e mails to catch up with and so this is going to delay things also – please stick with us as we are just getting back together this afternoon.

E mails inform there are lots of comments left on the SAV site, but these have not currently been added to the system.  It is hoped to do this in the next day or so.

dokumentaciju , a koji je : 2187 pasa i 234 macke ( po vasim mesecnim izvestajima), zahtevamo da

obzirom da ste nas 2013. izvestili da nakon svih tih 2421 hvatanja pasa I macaka vi raspolazete
brojnim stanjem 170 pasa i 0 macaka I, takodje ste nas obavestili i o smestajnom kapacitetu : 234
psa , i da -ako vi nemate dokumente dokaze nenasilne smrti nedostajucih zivotinja ( 234 macke i
2017 pasa , vi ste time priznali da ste pocinili krivicno delo zlostavljanje velikog broja pasa I macaka ,
a nepostojanje dokumentacije je upravo dokaz vase krivicne odgovornosti I krivicne odgovornosti
veterinarske sluzbe koja je za vasu firmu radila u te poslednje 3 godine :zataskavanja tog krivicnog
dela , jer ta dokumentacija je jedini moguci dokaz s kojim mozete vi dokazati nepostojanje ovog

Why 8hours?

Every year millions of animals are transported along European highways, and too often under unacceptable conditions.  In 2002, the European Commission’s Scientific Committee on Animal Health and Animal Welfare published the report “The Welfare of Animals during Transport” concluding that animal transports, as a ground rule, should be as short as possible. This recommendation is, however, not reflected in the current EU legislation.

According to current legislation, animal transports which can last up to several days are acceptable as long as the haulier fulfills simple demands concerning rest, feeding and watering of the animals etc. These demands are detailed in the current Council Regulation (EC) 1/2005 of 22nd December 2004 on the protection of animals during transport and related operations.  A copy of this regulation can be viewed at:

The 8 hour campaign does not think this is acceptable.  As the EU Correspondent for ‘Kent Action Against Live Exports’ (KAALE), and with 23 years personal experience in all aspects of live animal transport, I do not feel that the current EU legislation is acceptable either.  It is time for a major change in animal transport regulations throughout Europe.

For a long time, societies for the prevention of cruelty to animals, concerned EU citizens and politicians have argued that something has to be done. Animals for slaughter should never be transported for more than eight hours.

The above supporters listing, which includes English MEP’,s is a pathetic one (regarding English MEP support) to say the very least; when you consider the term that we in the UK are supposed to be an ‘animal welfare supporting nation’; a nation which hates cruelty to animals.

Current situation – Only 8 English MEP’s have currently given their name to the 8 hours campaign out of a total of 60.  This needs to be changed.

Please use the regional tables following to select your area and then view how many of ‘your’ MEP’s have either added their name as a ‘SUPPORTER’ to the 8 Hours campaign, or are currently given a ‘x’ to represent them as a non supporter of the campaign.

But things could be on our side

Between 22 and 25 May 2014, the next European Elections will arrive, this is where all of the MEP’s representing your country and region are elected.  So if current MEP’s have not supported the campaign and will be standing for re-election next May, then you, as a European, and as a voter, can mail or write to them ask they either support the 8 Hour campaign (by adding their name to the listing), or you may decide to take your vote elsewhere at election time.

This is your opportunity to demand of MEP’s what you wish to see – after all, they are there supposedly in Europe to represent you, their regional electorate.

Whilst past experience has shown us that we never expect much in the way of animal welfare support from UKIP MEP’s and very little from the Conservatives; despite their documented continual talk of supporting animal welfare issues – (we all know how Defra always start their letter – ‘animal welfare is so important to us blah blah ….. ), the elections next May are now providing us with a very good opportunity to request to our regional MEP’s that they either join the ‘8 hour SUPPORTER club’ and as a result, possibly get  a vote from you next May, or they stay as non supporters and definitely do NOT get your vote at Euro Election time.  The choice is theirs !

In the following tables as stated earlier I have outlined each of the English regions and the full listing of MEP’s which represent them.  I have identified supporters of the 8 hour campaign, or current non supporters.  For those non supporters (MEP’s) who have not yet signed up; it is suggested that the following sample mail could be copied (and if you feel, modified) and sent to them; asking them to consider giving their support AND signature to the campaign.

I have heard concerns from some quarters that it would not for example, be possible to move animals from the islands of Scotland to the mainland under these time regulations.  I ask you to not accept this argument, as special derogations would be structured by the EU for any such special circumstances.  This 8 hour limit is one which would apply to the long distance live transport of live animals within / across the main EU.

If you are unable to support this campaign with the addition of your signature, then I am afraid I will have to consider giving my vote at the Euro Elections to an MEP / Political Party which ARE much more supportive of this specific issue.

University ends cruel use of cats

Following an extensive PETA campaign, Washington University in St. Louis (WUSTL) confirmed this morning that it has ended the use of cats in painful and crude intubation training drills and is joining the hundreds of other facilities across the country that teach people to save babies’ lives by exclusively using sophisticated lifelike simulators.

The change in WUSTL’s programme comes just 6 weeks after PETA released undercover video footage of cats having hard tubes forced down their throats in the school’s Paediatric Advanced Life Support (PALS) course, offered in conjunction with St. Louis Children’s Hospital. WUSTL was the last facility in the country that PETA knows of that was still using animals for the PALS course.

Following PETA’s recent exposé, TV icon and Missouri native Bob Barker wrote to WUSTL to offer to purchase $75,000 in simulation equipment if the school would end the cruel use of cats. PETA also filed a complaint with the Missouri attorney general alleging that misleading claims that the school made on its website in defence of the course violated consumer-protection laws. PETA’s campaign to urge WUSTL to end its use of cats began in 2008 and has included protests, pleas from medical experts, ad campaigns, and tens of thousands of e-mails and phone calls from PETA supporters.

WUSTL joins Texas Tech University Health Sciences Centre, Naval Medical Centre San Diego, Naval Medical Centre Portsmouth, Primary Children’s Medical Centre, the University of Michigan, Heartland Regional Medical Centre, and many other facilities that PETA has convinced to use modern simulators for intubation training instead of animals.

3 men from Newton-le-Willows, Merseyside have been jailed after being convicted of badger baiting.  Carlisle Magistrates’ Court heard how the three travelled to Cumbria from Merseyside to set a dog in a badger sett near Penrith.

Anthony John Campbell of Hawthorn Ave, Luke Michael Jones, of Heywood Close and Spencer Stubbs, of Larch Ave, had denied the offence but were convicted after trial on May 17.  Stubbs was convicted of an additional charge of causing unnecessary suffering to a protected animal.  The court heard how he had failed to take a brown and tan terrier to get medical care despite it having infected eyes.

The 3 were accused of interfering with a badger sett by causing a dog to enter it on or around July 27 last year, at Morton Farm, Calthwaite, Penrith. The court heard that following the incident, a black terrier is in the care of the RSCPA. Spades and a badger tacking device were also seized.

Sentencing, District Judge Gerald Chalk said: “None of you have visited a prison and I have borne that in mind. You have all deliberately travelled to Cumbria to go hunting and placed a dog in a badger sett. “I am sending all 3 of you to prison.”  Campbell, Jones and Stubbs were sentenced to 140 days in prison each and Stubbs was also banned from keeping dogs for 5 years. They were also ordered to pay court costs.

Somerset badgers will soon find themselves in the sniper’s sights as part of the national cull. Last year a mixture of activism and Middle England’s outrage was enough to see off the proposed cull in Gloucestershire before a single shot was fired. That time the level of public outcry caught the government by surprise but badger activists are predicting a more determined approach from the government this year as despite the flawed science they are determined to push the cull through.

Crucially campaigners were able to de-rail the cull last year before Defra were able to sign up the required 70% acreage in the cull zone. In Somerset though they are already at around 90%, so the moment when activists will have to confront shooters is growing closer.

Theoretically the cull could start as early as June 1st – as that’s when the necessary licenses start.  Currently anti-cull activists are predicting that the shooting will start in Somerset in mid-July but warned that “the situation is fluid and unpredictable”. The resources required – policing, trained marksmen etc to cull 70% of the badger population in an area are significant enough to make a simultaneous cull in both zones unlikely but possible.

If either of the cull zones pull out due to farmers withdrawing their consent for shooting on their land Defra have organised a back up cull zone in Dorset. There are many groups opposing the cull, but the ones gearing themselves up for direct action are Stop the Cull and the Hunt Saboteurs Association. The best way to get into the cull zone and be effective is to hook up with your local sab group.

Once in the zones, suggested activities include: Sett surveying – a knowledge of exactly where the badgers are will be vital to disrupting the cull. This is one where you’ll need to hook up with an expert first, but once you know the signs are obvious. Stop the Cull will be maintaining a database of all the setts.  Ribbons – Just letting farmers know that pro-badger types have been out and about on their land is useful – it’s been suggested that activists leave black and white ribbons or paper around the place.

Watching for signs of pre-baiting. – In order to get a clear shot at the badgers the gun teams are likely to start pre-baiting areas around the setts with peanuts up to 3 weeks before shooting starts. Peanuts are typically buried near sett entrances initially before being spread further afield in order to get the badgers habituated to foraging in certain areas making them an easier target. This will probably be the clearest sign of where shooters are intending to operate. 

The Somerset cull zone particularly is dominated by the pheasant shooting industry. One huge estate in the cull zone Chargot , a vital participant in the cull, boasts its own helicopter pad for the wealthier brand of bloodsports enthusiast. In order to make sure that there are enough birds to be gunned down on any given day the pheasants are kept in pens near the ranges.

It’s these pens that Stop the Cull are asking activists to monitor. They want photographs and locations of the pens – they also need people to leave luggage tags with their web address on the pens  www.stopthecull.net/pheasant SchNEWS

The RSPCA should prosecute those involved in the mass killing of badgers says leading animal ethicist, Professor Andrew Linzey a theologian at Oxford University.

“The planned killings — erroneously called “culls” — which are planned to take place on 1 June are utterly bereft of scientific or ethical justification”, says Prof Linzey. “In the history of animal protection, we have witnessed many attempts to fool the public but none more concerted or ridiculous than the proposed killing of thousands upon thousands of badgers.  In less than a week’s time government paid guns (David Cameron et all) will shoot free running badgers which will undoubtedly cause suffering.

The RSPCA and other animal welfare organisations should bring test cases to demonstrate the cruelty involved and the perfidity of the government’s justifications.”

The Animal Killing Secretary of State for the Environment, Owen Paterson, has shown himself incapable of reflecting either the views of the Commons (which has voted overwhelming against the “cull”) or the majority of public opinion.

He should resign to make way for someone who understands the nation’s concern for the proper treatment of animals.  “The only solution to bovine TB is the vaccination of cows and/or badgers. Everything else is dross and detail.”

The RSPCA is seeking permission for its inspectors to be allowed into Dover port to monitor live exports. Live exports resumed from the Port of Dover in Kent in May, after previously sailing from Ramsgate for over a year, but RSPCA inspectors have not been granted permission to enter the port.  The RSPCA said it had received no response from the Dover Harbour Board to its request for permission to “safeguard the welfare of the animals”.

Australian live exports trade is facing further scrutiny

The Australian live exports trade is facing further scrutiny with fresh allegations of cruelty, this time concerning Australian goats and cattle in Malaysia. Already reeling from footage of Australian cattle being brutally slaughtered in Egypt, footage has emerged of goats being stuffed into sacks and put in the boot of a sedan in Malaysia. Animals Australia has again embarrassed the Federal Government by releasing shocking footage of cruelty against cattle exported live from Australia. How many reports of terrible cruelty meted out to defenceless creatures does the government need to see before this disgusting practice of shipping live animals is totally banned?

Australian vets sent by the Government to inspect the abattoirs in Egypt have found one of them was below international animal welfare standards. The vets have been working with Egyptian counterparts to inspect the Ismaila and Ain Sokhna abattoir facilities since May 15, after footage of cattle being stabbed at and mistreated was leaked to the ABC.

Illegal camel transports

The Haryana government has directed all the district magistrates and superintendents of police in the state to check the illegal transportation of animals and ensure the strict implementation of the Prevention of Cruelty to Animals Act, 1960.  A spokesman for the Home Department said it had been noted that a large number of camels were being transported from Rajasthan to Uttar Pradesh and other states via Haryana for illegal slaughter. The inhumane manner in which these animals are transported clearly violates the provisions of the Act and such a practice should be stopped with a firm hand while following the provisions of the law, he added. He said the police and the district administration, along with other agencies involved in protecting animals’ rights, had been asked to take all necessary actions to prevent this. The district heads of police would also send periodic reports regarding the action taken with regard to animals being transported in a manner violating the law.

Dutch Meat Wholesaler Sells Horsemeat As ‘Beef’

A Dutch meat wholesaler, Willy Selten, has been arrested for allegedly selling 300 tonnes of horsemeat as beef, officials say. Mr Selten, who owns meat wholesaler Willy Selten BV, was arrested with the company’s interim director. The public prosecutor said they were suspected of false accounting and fraud. BBC News. 23 May

A horsemeat company regularly mixed horse in with beef, say Polish workers.  “Everything passed through my hands: beef, horse, old meat that stank, sometimes even ‘fresh’ meat but it wasn’t exactly fresh … Yes, I cut horse. I suspected there was something wrong but I just did what I was told to do,” Jan Kowalski said.

The Food Standards Agency (UK) explored the idea of testing all horses slaughtered in the UK months before the horsemeat food crisis began in January. But the agency was concerned that the costs of extra testing would cause every horse abattoir to close down. Without the tests, it is likely that meat tainted with phenylbutazone continued to enter the food chain.

On May 15th I stumbled upon a live poultry market in Chicago while on a bike ride. And I decided to have a look. I posed as someone interested in having a business like theirs and asked if I could take some photos. They agreed. I then just let the video roll. What I found was even worse than I would have imagined.

Chickens have evolved from their tropical forest home to a human-fabricated hell on earth. Here are some of my key findings: Chickens crowded into filthy, faeces-caked cages on top of each other. Those on the bottom were sickly and immobile. Other chickens visibly terrified, depressed, sick and suffering, as well as vocalising in distress Birds jammed through kill cones who had their necks cut and were being bled, some still thrashing and screaming when I arrived blood, faeces and feathers splattered all over the walls and floors.

Burning monk protests cattle slaughter

A Buddhist monk has suffered serious injuries after setting himself on fire to protest against the slaughter of cattle for meat. Sri Lankan police said the monk set himself on fire near the famed Temple of Buddha’s Tooth Relic in the central town of Kandy. The monk was brought to Colombo National Hospital in the capital with serious injuries.  Buddhism, Sri Lanka’s state religion, opposes the killing of any life. Nearly 75% of Sri Lankans are Buddhists. Many Buddhists in Sri Lanka eat meat, but most avoid beef because they consider cows sacred

Whales to be slaughtered for dog food

Fin whales are giants of the sea. But soon, over 180 of this endangered species are set to be slaughtered by a tycoon and his buddies whose summer hobby is to harpoon them, chop them up and ship their meat through the Netherlands to Japan for dog food!  There is one way to stop the hunt before it starts — you can’t dock a boat full of illegal whale carcasses just anywhere. German and Finnish authorities have shunned the shameful trade. Now, the Dutch are the linchpin.

They care deeply about their reputation as environmental leaders, and are hoping this bloody trade won’t get any global attention. A recent investigation by Compassion in World Farming into intensive pig farming in Italy has uncovered shocking animal cruelty.

Following our previous investigation into Spanish pig farms, CIWF visited 11 farms in Italy.

On every single one we found the EU Pigs Directive, designed to protect the welfare of pigs, being blatantly flouted. We believe these farms to be representative of the massive Italian pig industry – which means up to 13m Italian pigs could be enduring these terrible conditions every year.

Our investigation exposed: Pigs living in completely barren environments, housed on bare concrete with nothing to satisfy their inquisitive minds; Pigs with tails routinely docked – a painful mutilation used to prevent tail-biting, which can occur when pigs are forced to live in barren conditions. Pigs left sick or injured. On one farm a pig was so severely wounded from fighting that it had died.

Chinese circus cruelty

The shocking extent of animal rights abuses in China’s zoos is laid bare in a series of pictures that have emerged from the country, taken by a British tourist. They show bears, monkeys, lions and tigers all being forced to perform circus acts for the watching crowds.

A panda and an ape are also shown lying motionless in their small cages at the animal park in Shijiazhuang, a city to the south east of capital Beijing.

The man who took the pictures, Nick Hopkins from Swansea, said: “I can only describe the way the animals were treated as horrific.  “There were monkeys made to walk on stilts and riding bikes. Bears were dragged to the ring via a chain through their nose and also rode bikes.  “There were tigers and lions forcefully made to perform tricks, with one poor tiger forced to walk on a large ball.  “They were even poked in the eye with a large stick until they performed the desired trick. “And one lion had to lean on the side of another to support its head.”

A spokesman for People for the Ethical Treatment of Animals said: “These photos show the grim reality of everyday life for animals who are beaten and forced to perform.  “In the 21st century, it is unacceptable for wild animals to be denied everything that is natural and important to them, confined to cages or boxcars and dragged around the country and forced to perform demeaning and painful tricks for human amusement. “It’s time for animal abusers to pack their bags and say goodbye to wild-animal circuses. “For the sake of the animals, the show must not go on.”

The zoo is also ignoring the advice of the animal Asia foundation, who reported on it in 2010 recommending an “immediate end to the use of animals in animal performances and suitable homes found for performing animals”.   Nobody from the Shijiazhuang Zoo was available for comment. Nick Hopkins donated his fee for this story to PETA.

2 brown bears released into a special sanctuary

2 brown bears have been released into a special sanctuary near Kosovo’s capital, Pristina, after being rescued from a 20sq m cage where they had been held almost all their lives to amuse visitors at a restaurant. Ari and Arina, both 10 years old, were taken to their new home by the international animal charity group Four Paws, which helped sedate and transport them.

I never show something so stupid like the demand of republic veterinary inspector of Serbia, Subotica, because she, republic veterinary inspector :Mrs Matilda Sobloher knows and republic veterinary inspector :Mrs Sanja Celebicanin knows too : there is no free place for 600 dogs , because 170 Serbian cities have NOT adequate shelters .

These inspectors also know the fact that nobody may replace these 600 – they still have own place, Subotica city has NOT any legal city shelter , and nobody may touch these 600 , they are protected BY LAW ! If somebody touch dogs at Titogradska 53 , EPAR would immediately bring a criminal charge against everybody who maybe could be involved by any way.

It is veterinary inspector obligation and duty ( still long time ago, FROM 2.11.2005.) : and they must write urgent demand to city authorities : immediately start with care about these 600 city-dogs and also about all street dogs and cats in Subotica.

The same , equal situation is in the whole of Serbia – because of the authorities non implementation of up to date existing laws for 8 years . Those responsible for the non implementation are veterinary inspectors.

Serbian LAW – Some very Important points to be considered especially relating to Shelter Alex: 

After three days at the ‘shelter’, dogs are taken to Novi Sad city where they are killed by ‘euthanasia’, using Pravilnik 29/94 legislation.

Prior to the new Serbian Veterinary Law of 02/10/2005, there was an old law dating from 1991 for the health protection of animals. In agreement with the old law of 1991, the authorities produced their own other ‘underlaw’ (extra law) regulationnamed ‘Pravilnik 29/94’, which was intorduced to allow the killing of animals after they were held in pounds for 3 to 7 days.

** From 02/10/2005, the new Veterinary Law Article 168 effectively destroyed everything that was written in Pravilnik 29/94, ** because the 2005 law demanded the care of animals.

Pravilnik 29/94 was overwritten by Article 168, the result being that all killing of animals was forbidden apart only from cases for Rabies infected areas, which were covered by application of Articles 64 and 65 of the Veterinary Law.

By continuing to undertake the killing of animals after 3 to 7 days in accordance with regulation Pravilnik 29/94, the authorities were then in a situation where they were working in opposition to the actual existing law.

But it is very much the case, even up to the present day, where authorities are still using Pravilnik 29/94 as a reason for the killing of animals.  But in reality, Pravilnik 29/94 became nonexistent on 02/10/2005 with the introduction of the new Veterinary Law (Article 168).

Hence there should be no killing, but animal care instead.

Pravilnik 29/94 is only an ‘underlaw’ (extra law) regulation, has very less power than the actual law, and most importantly, must be in agreement with the existing law.  Pravilnik 29/94 was valid originally (1991 on) to protect animal health but is now in opposition to the new and current animal law – the new Veterinary Law Article 168 of 02/10/2005.

Serbian campaigners have written to the Constitutional Court saying that it is unlawful for Shinters (Dogcatchers) and also veterinarians to kill stray dogs and cats only after they have been held for three (3) days, as this is now old and outdated legislation.  Killing is forbidden under the new Veterinary law.

Campaigners have now heard from the court in writing, and they say that no analysis of the case is necessary for Pravilnik 29/94 as it has been replaced by the new Veterinary Law Article 168 (02/10/2005).

This is exactly what the campaigners had said, ie. that the old ‘underlaw’ (extra law) of Pravilnik 29/94 was still being used when it fact it has been overwritten by the new Veterinary Law Article 168 of 02/10/2005.

In addition, Article 46 of the new Veterinary Law (02/10/2005) states that the killing of stray cats and dogs is forbidden and that instead they should be provided with care.

The word from the Serbian Constitutional (law) Court is that from 2005, animals should be provided with care and not be killed.

It would appear that all of the public firms responsible for garbage collection in Serbian cities are still working to, and effectively using Pravilnik 29/94 rather than Article 46 (168) of the new Veterinary Law.

In effect, by still working to this now non existent law, these public firms who collect and kill strays are UNDERTAKING ILLEGAL WORK– they should be working in accordance with the new Veterinary Law Article 46 (168) of 02/10/2005 which demands care for the animals.

Unlike the Temerin ‘shelter’ dogs which are illegally killed after only 3 days, Cats which are taken to the ‘shelter’ do not even live three days – they are killed immediately.

You have to ask if the Subotica republic veterinary inspector :Mrs Matilda Sobloher and republic veterinary inspector Mrs Sanja Celebicanin actually know what the law IS in Serbia ? – It would appear that they do NOT know the laws of Serbian animal welfare, despite their positions !!!

Serbian campaigners have now taken this case to the court of human rights in Strasbourg – an EU court.  The caseGarbage collectors in Serbian cities are still working using the (now) non existent Pravilnik 29/94 rather than Article 46 (168) of the new and current Veterinary Law of 02/10/2005 which demands care.  In addition, campaigners have requested justification be presented for all the animal killings by the authorities from 02/10/2005 right up to the present day.

Serbian authorities  and officials are responsible for ensuring the correct laws are implemented are:

Mrs. Sanja Čelebićanin  -Chief of  Veterinary Inspection

Mr. Zoran Mićović – Director of Veterinary Department

Mr. Radivoje Kaurin – Chief of  Hunting – Forests Inspection.

So the situation is that many Serbian authorities are not implementing the most recent and current legislation which would give protection to animals in shelters, but are instead using old and outdated, non existing legislation (Pravilnik 29/94) as justification for the continued killing of animals held in shelters.

Another very important factor here is that what has been happening since 02/10/2005 is that existing Serbian law (legislation) has not been implemented throughout the country in relation to animal welfare.

Probably the most important point:

And the proof of the implementation of the ‘Rule of Law’ is a paramount requirement for any nation wishing to become a future member of the EU !

And so what about the ‘Shelter’ for animals at Temerin or any other location in Serbia – such as Shelter Alex in Subotica ?

We declare that the alleged ‘shelter’ at Temerin is NOT shelter but a terrible, unlawful place being funded by Serbian taxpayers to the tune of many millions of Dinars.

Is this facility simply a place that takes in public money allegedly caring for animals, whilst at the same time killing them immediately (cats) or after just three days (dogs) using outdated legislation which was replaced in 2005 ?

Animals such as these dogs and cats which are taken from the streets by shinter teams, are not marked or identified in any way.  There is no way that the authorities can provide details of the animals taken by the shinters, be it 10 dogs or 100 dogs captured.  In effect, with no accountability of their work, these public firms can ask for as much public money as they wish – and very often / always they are provided with it !!

Can this be called ‘organised crime’ ?

If a full sterilisation, vaccination, identification and care system was established for all stray animals taken by the shinters, then the facilities such as the Temerin ‘shelter’ would be very much more accountable (ie. Record keeping) of all animals which enter the facility.

As it is, by using old, outdated, self created (mass killing) legislation such as Pravilnik 29/94 rather than working to what should be current animal protection legislation, (ie. Article 46 (168) of the new and current Veterinary Law of 02/10/2005), the authorities and those involved with it appear to in a situation where they can request, and are provided with an endless supply of public money public money for killing animalsWHICH IS ILLEGAL (since 2005).
