REQUEST FOR HELP AND SUPPORT OF OUR INITIATIVE FOR FIRST VEGGIE Festival in Republic of Macedonia

Dear All,

We are Association for animal right protection “ANIMA MUNDI” from Republic of Macedonia (http://anima-mundi.org.mk/), young, non-profit association with numerous members which passionately stands for protection of animal rights – sensitization  of the population regarding the difficult life they are exposed to,  termination of all forms of exploitation and abuse to which they are exposed to by the population. We act relentlessly, continuously for three and a half years with limited funds and resources completely voluntary.

We address You with request for help, with in your capabilities and wish, to support our initiative for FIRST VEGGIE Festival in Republic of Macedonia. In addition we will try to explain why this assistance is so required – for what we believe that we will have your understanding and support.

Although our resources are very modest, limited, we have great enthusiasm and intentions for organizing  an event during the World Days of farm animals, World Day of vegetarianism and  World Day veganism with a strong educative message and campaign for the promotion of human choice, respect and compassion for animals, stimulate human style of life, a philosophy of non-violence and vegetarian or vegan diet.

So far, with our modest resources and founds, on this topic we have organized symbolic information stands, Vegan party, open debates/discussions on animal rights that included info materials, stands and Vegan demonstration.

Realizing that it is necessary to act beyond, we start planning FIRST VEGGIE FEST in R.Macedonia, a festival with a broad and comprehensive program and with maximum visibility. This is a big step for us in our country where the animals are treated at the level of object that exists for the service of man, where are exposed to trauma, pain, extreme cruelty, to try to reach the general public and to be able to change something in favor of the good being of  animals.

The entire engagement of the members of ANIMA MUNDI is completely voluntary – namely dozen people with all their skill and capabilities  try to realize a rich program that will make people think, arise compassion towards animals, will challenge them to no longer be passive consumers and try to change their habits and lifestyle.

HOW WE ORGANISE THE EVENT?

We are trying to :

Print flyers, pamphlets, info materials of the reasons for vegetarianism, veganism (ethical, medical, environmental …) and if possible mobile ads on the bus to convey a message to a wider target group.

–   Organize a two-day informational stands in the center of the capital, Skopje.

–   Organize outdoor video screenings of documentary films  in order to be wached by a wider audience.

–   Organize music events with several bands – as to attract the target population.

– Degustation of  vegan and vegetarian food – to fight against the prejudices that Vege food is monotonous, poor, tasteless and unhealthy (There is a medical myth in Macedonia that meat is absolutely essential in normal diet of human population!)

–   Workshops with children – to stimulate compassion, love, concern for farm animals;

–   Organized lectures by nutritionists – Vegans / raw food promoters / vegetarians

–   If possible to some advertising space (at least one poster and one billboard) in the city center

Everything that can be done by us, we will do with love and devotion and we do not need finance. It includes organization and coordination of two day event, organization of small performance, concept of info materials, design of flyer, educational workshop with children, video screening of educational material…

FOR WHAT WE NEED HELP?

Certain activities depend of money that we do not have but we have to provide  (on your request we can provide you financial statement for bank account of Anima Mundi).  For this  we need your help as support for the part that we can not provide ourselves:

Founds for printing materials   (approximately 200 euro ) ;

Founds for rent of location for Vege fest ( 6 00 euro) ;

Founds for providing/renting sound equipment for the musical event ( at minimum 500 euro ) , as well as symbolic amount to be paid for the participating bands  ;

Serbia: Constitutional Court Declares That Subotica City Is Killing Dogs and Cats Illegally – Setting A Possible Change Across All Cities In Serbia.

Campaigners in Serbia have very recently been informed of some very good news.

The Constitutional Court of the Republic of Serbia – comprising 15 judges, made a verdict that the 3. Community document of Subotica (town in Serbia) regarding the matter of the treatment  stray dogs/cats is illegal; it is unlawful and it must be changed.

This is what The Constitutional Court of Serbia has now demanded.

It is the same in all 170 cities in Serbia; but in every individual case for each and every city, it is necessary that the information be supplied to the Constitutional Court.  If this is undertaken, then changes will have to be made for stray dogs and cats in every city.

What this basically means is, that the Subotica city government,  in the period covering 2003 to the present day, some 9 years had  been undertaking illegal actions.

Slavica, on behalf of EPAR, made a request to the Constitutional Court saying that in Subotica city, the city is acting on unlawful  public documents relating to the treatment  of stray dogs and cats.

As we understand it, the regulations made by the local government  (Subotica city) must be in agreement to the legislations made by the Parliament of Serbia.

The Constitutional Court has declared for the third time that the methods used by the city for the killing of dogs and cats is illegal; and that the methods used for numbers (population) control is illegal, because euthanasia should only be used for animals which have an incurable illness or which are in the final stages of any disease that cannot be cured.

The following shows the letter sent by Slavica to the Constitutional Court regarding the existing policy of animal control in Subotica, followed by the letter from the Constitutional Court (6 pages) declaring the view of the court, that Subotica is acting unlawfully at this current time.

This is excellent news, and now gives every city in Serbia the opportunity to make contact with the Serbian Constitutional Court to present them with the information on how dogs and cats are being treated in (their) city.  Who knows, there may be 170 cities throughout Serbia who are currently killing dogs and cats in an unlawful way; a way not upheld by the laws of Serbia.

Here is the latest news and photos from Danica.

Apologies as this info was sent a few weeks ago in lete September, but things have been very busy for us here in the UK regarding live animal exports from Ramsgate harbour.  We have success here and so now we hope to catch up on other business.  Mark – SAV.

Here is what Danica has to say:

“The new roof eaves are almost finished and the only thing left is to apply a protective coating of paint and that’s it! My kitties are already seeking shade under the eaves and seem to really enjoy the benefits of roof overhangs. Roof repairs are also being brought to an end. The insulation quilting has been put in place, the roof itself is covered with roof tiles and the gutters have been placed around the roof as well.

The strengthening of the roof structure was done by installing additional supports that I hope will be strong enough to endure another winter. Nonetheless, the entire roof needs to be replaced next year so as to save us from worrying about another heavy snow burden in the future.

The new septic tank hole has been dug down to a depth which permits alignment to the existing sewer and the septic tank itself has been built up. The walls of the excavation serve as the outside layer; a removable concrete slab has been placed over the tank. This new septic tank will be connected with the old one by a pipe.  Solid waste will continue to accumulate in the old septic tank, while the liquid will flow through the pipe into the second tank. The liquid will then drain through holes in the walls and then into the soil. The entire sewer line has been removed and replaced with a new one. The old drain pipes from the kitchen were too narrow and too low, with insufficient fall in, so they have also been replaced and attached to the main sewer line. Now the kitchen and toilet drain pipes run through the newly built manhole and into the main line. To accomplish that, it was necessary to dig all the way from the bathroom to the kitchen drain. The kitchen sink drain pipes will also need to be replaced with new ones.

More sand, cement, gravel and outside tiles have been purchased in order to cover a new concrete path with paving tiles to make it more durable. The entire house needs to be plastered and whitewash applied as well to protect the exterior walls. Nothing has been done as of yet in regard to the path that leads from the side entrance into the yard to the cats’ indoor facility. There’s just not enough money and all of these repairs have already seemed to last forever, not to mention that total costs have escalated to two times higher than first expected.

We simply cannot stop halfway through! Winter will be here again before we know it. Please, help us finish the repairs and make our project come true before the weather takes a turn for the worse.

CAIRO: Egypt’s ministry of agriculture reported on Thursday that they had slaughtered over 30,000 baby cows who had been stranded for weeks at a Red Sea port. The ministry said that it had discovered what it described as “hormonal capsules” in the animals, local newspapers reported.

The stranded cows had made international headlines after Bikyamasr.com first reportedtheir situation on September 1, including a Care2.com petition that was signed by over 25,000 people globally urging the Egyptian government to free the baby cows from their horrific conditions.

The ministry chose to slaughter the animals instead.

Egypt slaughtered over 30,000 baby cows, but the anti-live export protests are growing.

The baby cows had remained on board the ships for over 6 weeks at Port Sokhna in what animal rights groups told Bikyamasr.com are “horrendous and inhumane” conditions.

It is yet another incident that revealed the horrors of the live export trade.

Background on Live Export

Live export from Brazil and Australia to the Islamic world is a controversial practice that sees thousands of animals crammed into small crates and transported by sea to their destination to be slaughtered for food.

According to the ministry, tests had been conducted to learn more about the potential carcinogen that had been given to the animals before they would be unloaded. Tests had reportedly been ongoing for the past month at a private lab in Egypt, but no results had been conclusive.

According to a al-Shorouk newspaper report, the animals are likely to remain in their confinement for a number of weeks more in order for further tests to take place.

Earlier this year, some 3,000 of the cows died on a ship destined for Egypt after the Egyptian government refused to allow the ship to dock at a Red Sea port.

They were slaughtered as a “precaution,” the ministry said, outraging a number of Egyptians.

Animals Australia, the leading organization reporting on the controversial live export trade to the Middle East and Southeast Asia, said the incident was among the worst the industry had witnessed in years.

Animals Australia’s Campaign Director, Lyn White, said in a statement to Bikyamasr.com that the ship was anchored at sea after being refused port in a number of countries, including Egypt, where the cattle were supposed to be offloaded.

It’s understood that ventilation problems on the converted livestock vessel, the MV Gracia Del Mar, had caused the deaths of more than half of the animals on board since the ship left South America for Egypt a few weeks ago. The ship was anchored in the Red Sea for weeks and saw more animals perish as a result.

This is nothing short of an animal welfare disaster. If remaining cattle are not offloaded more of these animals will suffer appalling deaths at sea. We are appealing to authorities in Egypt to offload the remaining cattle at al-Sohkna, as was originally intended.

“This disaster is just another example of the inherent risks of transporting animals by sea. It was only nine years ago that 5,000 Australian sheep perished on board the MV Cormo Express after country after country refused to allow it to berth.

“And this isn’t the first time that mechanical issues have caused mass deaths on live export ships. We only need to look to the breakdown of the Al Messilah in Adelaide last year. Had that vessel broken down on the open ocean it would have caused a similar welfare catastrophe — as thousands of animals would have died.

“Australia also exports cattle to Al Sohkna Livestock company in Egypt. Whilst we have an MoU with Egypt which should ensure the offloading of our animals, it has never been put to the test. The Egyptians thus far have flatly refused to allow the MV Gracia Del Mar to dock despite the mass suffering of the animals on board.

“If they continue to refuse to allow the surviving animals to be unloaded it would provide little confidence that the non-binding agreement with Australia would be honoured if a similar incident were to occur on an Australian livestock ship.

“It should not matter if these cattle aren’t Australian and if Brazil doesn’t have a similar piece of paper, they should not be abandoned to suffer and die at sea. We are appealing to Egyptian authorities to offload these cattle as a matter of urgency.”

Australia’s live sheep exports have fallen significantly over the past decade.

In 2010, three million sheep were exported compared with 6.3 million in 2001.

Australia’s government last year was to see a bill that would have banned live export to the world, but industry lobbyists fought back and forced the legislation off the table in a move that angered animal activists in the country and across the world, notably the Islamic world, which receives the lion’s share of live cattle and sheep from both Australia and Brazil.

EGYPTIAN authorities have halted the slaughtering of a shipment of 16,000 Australian cattle and launched an investigation after discovering suspected banned growth hormone implants in the ears of the animals.

In the latest blow to Australia’s live export industry, it is believed the cattle are now being held in a feedlot until further tests can determine whether all cattle had the Hormonal Growth Promotants implants.

Live exporters work to resolve Egyptian cattle freeze

Egyptian authorities have halted the slaughter of a shipment of Australian cattle, which was the first consignment of livestock to be exported aboard the recently converted MV Nada, the world’s largest single tier livestock carrier.

The owner of a shipment of Australian cattle that has been held from slaughter in Egypt due to the presence of hormone growth promotants (HGPs) says the issue should be relatively straight-forward to solve – provided the Australian Government can work quickly to assure its Egyptian counterparts that HGPs pose no risk to human health.

Egyptian Government veterinarians last week placed a freeze on the slaughter of more than 16,000 Western Australian cattle that were shipped to the market aboard the MV Nada last month.

The veterinarians imposed the suspension order after they noticed Hormonal Growth Promotant (HGP) implants in the ears of some of the animals after they were processed.

News of the freeze was first reported by The Australian newspaper last Friday, which quoted an Egyptian Government veterinarian as saying the remaining 16,526 cattle in the consignment could be reloaded and sent back to Australia if they also were found to have HGP implants.

The newspaper said Egypt bans the use of hormones in beef because of health concerns.

However, Australian live export industry leaders say the Australian shipment complies fully with Egypt’s existing protocols governing cattle imports.

Australian Livestock Export Council chief executive Alison Penfold told Beef Central on Friday that HGPs are not covered or mentioned by Egypt’s existing health arrangements with Australia, which were signed between the two countries six years ago.

A DAFF spokesman also confirmed on Friday that Egyptian import requirements for live cattle from Australia do not require Government certification on the use of the hormones.

One of the exporters who assembled cattle for the shipment, Graham Daws of Emanual Exports, also told Beef Central last Friday that a team of eight Egyptian inspectors had examined and approved the consignment in Australia before it departed to Egypt in early July.

The use of HGPs in Australia is approved and regulated by the Australian Pesticides and Veterinary Medicines Authority (APVMA), which provides assurance that they are safe for consumers and not harmful to animals.

The Australian cattle at the centre of the freeze are currently in a feedlot at the Port of Sokhna, where Sokhna Imports owns and operates a ‘closed-loop’ feedlot and abattoir supply chain.

The closed-system is designed to ensure Australian cattle are fed and processed in Egypt according to Australian-Government approved welfare standards. After slaughter in the Sokhna abattoir, the meat is sold directly to local butchers.

Richard Leitch of Sokhna Imports told Beef Central that he understood that the Egyptian Government veterinarians who stopped the slaughter were not familiar with HGP implants and had imposed the freeze until they could get more information from the Australian Government.

He said the suspension was causing significant costs for his company by preventing cattle from being slaughtered at the height of the peak Ramadan demand period.

“We have desperately been trying to get someone from the Australian Government who knows what they’re talking about to clearly explain to Egypt that the HGP situation is not the big horror story that it has been made out to be,” Mr Leitch said.

“But we’re not having a lot of luck so far.

“I can understand where they’re coming from, they need to make sure they are covering all the bases in a professional and legal way, but we need it to be a bit quicker.

“It is Ramadan time, the busiest time of year for us, and now we’re copping this dramatisation of the issue.

“It is a big one, but it can be handled simply if someone with a background in veterinary science can go and meet with the Egyptian authorities.”

Mr Leitch said it was very concerning to have $20m worth of cattle sitting in a feedlot in a country that is now talking about sending them back.

“They have stopped the slaughter of cattle on an issue that they don’t understand,” he said.

“They are saying they are going to re-export the ship but the chances of that happening are very unlikely, because surely the Australian Government can step in there and help educate them on the issue.”

He told Beef Central this morning that Meat & Livestock Australia had sent a representative to Egypt over the weekend, and a meeting between Australian Government and Egyptian Government officials and industry representatives was due to take place in the country in an attempt to resolve the issue today.

“MLA stepped up to the plate as quick as they could,” Mr Leitch said. “We were pretty grateful for their support, as usual they were pretty prompt with their help.”

Exporter Graham Daws said on Friday that there had been no direct contact with industry about the issue.

He said the first he learned of the freeze was via the meda last Friday morning.

“Everything that was done with the cattle was done 100pc correctly, we have complied with all their requirements, so we can’t really get to the bottom of it,” Mr Daws said.

“To me it is just a storm in a tea cup at this stage.”

Egypt has been one of the main sources of optimism for Australia’s live export trade in recent times, with orders for Australian cattle increasing on the back of a significant shortage of beef in the market of 90 million people.

Extensive cattle culling due to a widescale Foot and Mouth Disease outbreak in the country and protocol issues that have caused live cattle shipments from other suppliers, including Brazil, to be rejected have helped to increase demand in recent months for Australian cattle.

Egyptian consumers are also said to have a strong preference for Australian beef compared to other sources because of its clean and disease-free status.

The market has also become increasingly important to Australia this year because it provides a growing and viable alternative for the type of northern bos Indicus cattle that Indonesia has been reducing demand for as it strives to achieve self-sufficiency with its own herd.

Egyptian prices have also been rising as the beef shortage worsens.

ALEC chief executive Alison Penfold said the industry had been baffled by the freeze.

“Clearly we can only export animals that are consistent with what is required under the health protocol, and AQIS can’t approve an export unless the animals have been prepared along the lines of the health protocol, yet they (the Egyptians) have now raised an issue from left field,” Ms Penfold said.

“There is not much more we can do, the animals are in an approved facility in the feedlot there, their needs are being taken care of.

“There is engagement at a Government to Government level, if the Egyptians choose to renegotiate the health conditions, that is a separate matter, but we have complied with the current health conditions.”

In a written statement supplied to Beef Central on Friday afternoon, DAFF confirmed that it had been contacted by Egyptian authorities regarding the discovery of “what they believe may be hormone growth promotants in cattle recently shipped from Australia”.

“DAFF Biosecurity issues health certification for consignments of livestock for export, according to the requirements of the importing country,” the statement said.

“Egyptian import requirements for live cattle from Australia do not require certification from DAFF about the use of hormone growth promotants.

“Any additional commercial information provided with the consignment is a matter for the exporter.

“The Australian Government is continuing to liaise with Egyptian authorities on the matter.”

Help 32,000 Baby Cows Stranded in Egypt!

An estimated 32,000 baby cows have been stranded aboard ships for six weeks at an Egyptian port after arriving from Australia. The Ministry of Agriculture is keeping them quarantined after fears that they were given cancerous treatments before boarding a vessel from Australia to Egypt, where they are planned to be slaughtered.

The cows remain on board their vessels in horrible conditions, waiting for the ministry to decide their fate. According to an al-Shorouk news report, they will likely remain on these ships for weeks as further tests take place.

This is not the first time when cows suffered on ships destined for Egypt. Earlier this year, 3,000 cows died on a ship after the Egyptian government refused to let them dock.

Thousands of animals are suffering and have died because of poor live export practices and lack of communication. Please urge the Ministry of Agricuture to offload the 32,000 stranded cows and take action to prevent similar situations from happening in the future!

Serbia: Search Now On To Find And Prosecute Illegal Serbian and Italian Bird Hunters.

Serbian campaigners are now fighting Serbian and Italian hunters who in the past 3 days have killed around 450 birds as can be seen in the photographs.

These birds are protected by Serbian nature laws; but after the police arrested the hunters, word came from higher up (government ?) that the hunters should be allowed to go free, and take all the birds bodies with them.

The Italian hunters also had in their possession some illegal arms.

On 5/9, the police and inspectors have gone to Bujanovac town, but the Italian hunters have already gone and taken the dead birds with them.  Possibly they have gone to a region either North or South of Bujanovac.

By Serbian law, the hunters must be arrested and punished – as they are killing protected birds.  Campaigners think that because of the corruption within Serbia; the hunters will escape pubishment.

Campaigners sent their first charge to the authorities on 1/9/2012 as the police and inspectors did not act in agreement with the law.  Initially the police did, but they were then informed from higher to stop their actions.

It is thought that the hunters may have gone to Jagodina, a Southern Serbian city, or possibly to Natalinci – a South Serbian village where it is known there is a hunters centre.

Further actions are ongoing but will not be published at the moment for obvious reasons.

Ponovo urgiramo jer policija i dalje nije postupila po prijavi od 02.09.2012. i to , da se odmah pronađu 2 italijanska državljana koji su u našoj zemlji 01.09.2012. počinili krivično delo,  Nezakonit lov i napravili štetu od nekoliko miliona dinara samo u krivolovu 01.09. a lovili su i 2 dana pre.  Njih je  je komandir PS Bujanovac pustio da idu slobodno dalje umesto da ih pritvori i konsultuje tužilaštvo za dalje postupanje. .  Komandir PS Bujanovac nije obezbedio materijalne dokaze i mrtve ptice predao upravniku LU Bujanovac.  Mrtve ptice još nisu pronadjene a ovo na slikama nije sve .  Lovci LU Bujanovac kojima su se smučili Italijani, kažu da su 30.08. i 31.08.  pobili još najmanje 450 ptica, sve strogo zaštićene vrste. TO MORA DA SE PRONAĐE; mrtve ptice su još uvek u Srbiji, negde u Bujanovcu  ili u Leskovcu kod Strahinje Nikolića, ul. Blagoja Nikolića 78 , 16000  Leskovac  , koji ih je doveo u lov.  Strahinji Nikoliću je vraćena nelegalna puška petometka br. 561897  kojom je krivično delo počinjeno, a i džip je otišao iako je i on korišćen za izvršenje krivičnog dela i prevoz Italijana i pobijenih ptica. Molimo da se sve to oduzme do okončanja postupka jer će ove mrtve ptice neko morati da plati budžetu Republike Srbije.

01.09. došla su još 4 Italijana u Bujanovac ali nisu smeli više da ih izvedu u lov , pa su ih sve  zajedno,  u organizaciji Strahinje Nikolica iz Leskovca , 6 Italijana odveli da love na drugom mestu. Dakle, napustili su teritoriju nadležnosti PS Bujanovac gde su počinili krivično delo,  ubijali strogo zaštićene vrste ptica  i otišli u centralnu Srbiju i love i dalje. I dalje čine krivično delo  i ubijaju strogo zaštićene vrste ptica.
Saznali smo da se nalaze na podučju nadležnosti PU Smederevo , PS Smederevska Palanka, u selu koje se zove Natalinci gde gazduje LU Natalinci,  gde ima kupljena kuća za boravak stranih državljana koji se bave isključivo krivolovom i ubijaju strogo zaštićene vrste ptica.  U lov ih vodi meštanin sela Natalinci koji se zove Dragan “poštar”, ne znamo da li je stvarno poštar ili mu je to nadimak. Sasvim sigurno ima veze sa LU Natalinci.
Selo Natalinci se nalazi između Kragujevca i Topole.
Molimo Vas da odmah obavestite kolege PU Smederevo,  PS Smederevska Palanka  a od kolega iz PS Bujanovac pribavite imena svih 6 italijanskh državljana jer su ih oni legitimisali i zapisali imena i brojeve pasoša,  i obavestite PU Smederevo da proveri da li su tamo , jer imamo saznanja da se nalaze tamo i love i dalje. Posebno se ne sme dozvoliti da 2 italijana koja su napravila višemilionsku štetu ne napuste Srbiju a da ne plate štetu.
Činjenica je i to da su i naši državljani krivi kao saučesnici u izvršenju krivičnog dela jer su im to omogućili..Neshvatljiva je snishodljivost naše policije prema strancima koji su izvršioci krivičnog dela i neshvatljivo je da su pušteni da idu dalje kao da ništa nije bilo. Pitamo se šta bi bilo sa našim državljaninom koji bi u Italiji napravio ovakav masakr ptica u krivolovu????
Molimo da pogledate fotografije u prilogu, sve ove ptice nisu lovne, vrednosti ovih vrsta su od 10.000,00 do 60.000,00dinara,  po jedinki,  na osnovu Priloga I  I Priloga II ,  Pravilnika o odštetnom cenovniku za utvrđivanje visine naknade štete prouzrokovane nedozvoljenom radnjom u odnosu na strogo zaštićene i zaštićene divlje vrste(“Službeni glasnik RS”, broj 37/10).
Molimo Vas da postupate hitno jer se Italijani opet mogu premestiti negde, mi ne možemo da ih jurimo po celoj Srbiji da bismo sprečili dalje ubijanje ptica ako nas policija stalno sabotira i pušta izvršioce.  Takodje da se postupi po svim tačkama prijave jer u nepostupanju PS Bujanovac stekli su se elementi krivičnog dela o čemu smo podneli pritužbu SUK MUP-a RS.

Predmet  HITNA Prijava I Zahtev da se obezbede I sačuvaju materijalni dokazi izvršenog krivičnog dela koje se desilo na području nadležnosti PS Bujanovac, 2 Italijanska državljana su u krivolovu napravila masakr strogo zaštićenih vrsta ptica, a materijalni dokazi – pobijene strogo zaštićene vrste ptica mogu nestati zbog nepostupanja načelnika PS Bujanovac I PU Vranje I  postoji opasnost da materijalni dokazi izvršenog  krivičnog dela nestanu.

Poštovani,

Obaveštavamo vas zbog daljeg postupanja policije, da smo dana 31.08.2012. god. dobili dojavu da se na terenu nadležnosti PS Bujanovac , nalaze 2 Italijanska državljana od 30.08.2012. I da  bez prisustva lovočuvara idu u lov I  ubijaju strogo zaštićene vrste ptica, drozdove, iz  familije Turdidae.   Sve vrste iz te familije su stogo zaštićene vrste ptica I nalaze se u  Prilogu  I Pravilnika  o proglašenju i zaštiti strogo zaštićenih i zaštićenih divljih vrsta biljaka , životinja I gljiva (“Službeni glasnik RS, br. 5/10”), te je svako ubijanje  tih ptica krivolov na osnovu Člana 276. KZ RS.

Na osnovu Člana 269.st.2.  za sve radnje na ubijanju I mučenju posebno zaštićenih vrsta  životinja propisana je kazna zatvora do 3 godine I novčana kazna, posebno kad se radi o velikom broju ubijenih životinja, što su nesporno 2 Italijanska državljana učinila, kršeći propise naše zemlje ali uz pomoć naših držvljana jer oni sami ne bi mogli doći I krivoloviti I smatramo da je veća odgovornost naših državljana koji ne poštuju propise I protivpravno pribavljaju materijalnu korist. .

Na osnovu Priloga I,  Pravilnika o odštetnom cenovniku za utvrđivanje visine naknade štete prouzrokovane nedozvoljenom radnjom u odnosu na strogo zaštićene i zaštićene divlje vrste(“Službeni glasnik RS”, broj 37/10), propisana je visina naknade  štete koja se mora naplatiti od počinioca koji je ubio strogo zaštićenu jedinku bilo koje vrste, pa je za drozdove u zavisnosti od vrste propisano od 10.000 do 15.000 dinara. Sumnjamo da su pobijeni drozdovi borovnjaci I za njih je odšeta 12.000,oo din po jedinki.

Vrste ptica pevačica ne možemo sa sigurnošću reći o kojim vrstama se radi dok ne dobijemo fotografije , pa će se na osnovu toga znati kolika sve to košta I to neko treba da plati.

Familija Passeridae, gde spadaju vrapci  kojih je ubijeno 6 kom, za 1 jedinku odšteta je 15.000,00 dinara

Red CORACIIFORMES, gde spada Pupavac (Upupa epops), koji je vrlo  retka ptica, odšeta je 50.000.00 din. po jedinki.

Familija Columbidae, gde spadaju grlice, odšeta je 50.000,00 dinara po jedinki,  koja  je ubijena u krivolovu , inače je lovna vrsta.

Pravilnik o odštetnom cenovniku za utvrđivanje visine naknade štete prouzrokovane nedozvoljenom radnjom u odnosu na strogo zaštićene i zaštićene divlje vrste(“Službeni glasnik RS”, broj 37/10),  u prilogu.

Determinaciju pobijenih ptica trebalo je  da izvrši ovlašćeno lice, ornitolog  Zavoda za zaštitu prirode, iz Niša, ali ga niko nije pozvao kao ni nadležnu inspekcijsku službu životne sredine iz Vranja.  Inspektorka životne sredine iz Vranja  je obaveštena o dogadjaju 01.09.2012. kada se videlo da načelnik PS Bujanovac i PU Vranje imaju nameru zataškati dogadjaj.

01.09.2012. u noćnim satima dobili smo dojavu da će Italijani i treći dan izaći da love, nakon čega je naš saradnik iz Vranja,  Djoka Marinković krenuo za Bujanovac u nameri da ode u policiju i prijavi sve a i pomogne policiji u otkrivanju krivičnog dela, nezakonit lov,  jer kao bivši lovočuvar ima veliko iskustvo u radu sa krivolovcima.  Javljeno je da će Italijani ponovo loviti na Bujanovačkom polju što se pokazalo kao tačno.  Kad su krenuli iz lovišta sačekala ih je patrola i zaustavila radi kontrole oko 11.00h .

Dana 01.09.2012. god. tokom policijske kontrole identiteta lica i vozila konstatovano je da se voze u džipu >Nissan domaće  reg.tablice  LE. 037.AP , čiji je vlasnik izvesni Strahinja Nikola iz Leskovca koji ih je doveo da love u Srbiji.  Kostatovano je da imaju dozvolu za lov prepelica  br.1666, izdatu od strane LU Bujanovac .  U  džipu je pronadjeno

1.      zabranjeno oružje za lov, puška petometka nemačke proizvodnje, automatska , br. 561897 koja nije njihova. Vlasnik puške je Strahinja Nikola iz Leskovca i nisu imali oružni list a ni bilo kakvu potvrdu za korišćenje te puške , niti je ta puška dozvoljena za lov. Pušku je načelnik PS Bujanovac vratio  Strahinji iz Leskovca.

2.      2 velike kartonske kutije , pune municije,  kalibra 12,

3.      2 zabranjene  vabilice za prepelice, na baterije I

4.      pronadjena je velika količina pobijenih ptica u džaku, (drozdovi 75kom. , vrpci  6 kom,  5 raznih ptica pevačica, 1 mala ptica pevačica uništena metkom do neprepoznatljvosti vrste, 1 pupavac I 1 grlica)   sve strogo  zaštićene vrste, osim grlice ,  koje se ne love I pripadaju Prilogu  I Pravilnika  o proglašenju i zaštiti strogo zaštićenih i zaštićenih divljih vrsta biljaka , životinja I gljiva (“Službeni glasnik RS, br. 5/10”)

Ovaj džip zaustavljen je po prijavi, radi kontrole,  jer smo imali dojavu da se ta 2 Italijana,  treći dan zaredom bave  krivolovom i ubijaju strogo zaštićene vrste ptica  u lovištu >Golub< Bujanovac, što je krivično delo na osnovu Člana 269. i 276. Krivičnog zakona RS.  To im je omogućio predsednik LU >Golub< Bujanovac i izvesni Strahinja Nikola iz Leskovca koji navodno ima agenciju za lov i dovodi lovce iz Italije , sumnjamo da je sedište te agencije u Paraćinu, >EUROPA TOURS< D.O.O, ul. Nikole Pašića bb.  Sve to divljanje po našoj prirodi , strani lovci  plaćaju im na ruke,  po 50 EVRA po lovcu za lovni dan , ma šta ubili, što predsednik LU I Strahinja podele posle , a o prisustvu stranih lovaca najčešće ne ostaje nijedan pisani trag da su tu bili i lovili jer posle krijumčerenjem,  preko >veze< na granici  iznesu pobijene ptice ili drugu divljač  iz zemlje .

Ističemo i pohvaljujemo veoma korektan i savestan rad policajaca PS Bujanovac ,  Aleksandra Nikolića i Kemala Ramadanija koji su sve to hteli da oteraju u policijsku stanicu na dalju proceduru. Ali, tada su krenuli telefonski pozivi i urgencije da se sve to zataška i to preko načelnika PS Bujanovac ili Načelnika PU Vranje,  koji su  se >konsultovali< i naredili policajcima da ih puste pod izgovorom da >to nije njihova nadležnost

Načelnik PS Bujanovac nije dozvolio da na teren izađe krim. tehničar radi fotografisanja dokaznog materijala na licu mesta, čime je izvršio prikrivanje dokaza krivičnog dela. Medjutim, naš saradnik Mariković je sve fotografisao.

Pored toga, naređeno je da se puška petometka vrati vlasniku a sve pobijene ptice date su upravniku  lovišta Bujanovac ,koji se zove Dragan, nadimak >Mačor< da odnese u lovačko udruženje  gde ima zamrzivač. Verujemo da se u tom  zamrzivaču nalaze i pobijene ptice od prethodna 2 dana lova ili u privatnoj kući u mestu Rakovac gde Italijani borave.

S toga je potrebno hitno izdati nalog za pretres navedenih objekata u cilju pronalaženja ostalih pobijenih ptica i obezbediti da pobijene ptice koje su odnete sa lica mesta ne nestanu.  Ukoliko nestanu, biće da su načelnici policije postupili samovoljno ,  mimo Zakona o policiji i  pomogli da se izvršeno krivično delo prikrije.

Postupkom  predavanja ptica upravniku lovišta koji nema nadležnost za strogo zaštićene vrste ,  obezbedili su da materijalni dokazi krivičnog dela nestanu  i time opstruirali rad i izvrgli ruglu i podsmehu rad patrole na terenu, koji je bio u skladu sa zakonom.

Zbog poniženja koje su doživeli policajci Nikolić i Ramadani , od svojih pretpostavljenih, a radili su savesno i korektno, zbog podsmeha okoline kojim su izloženi i poslate poruke narodu , da se krivično delo isplati,  Predlažemo da se posebno nagrade policajci a njihovi pretpostavljeni kazne u skladu sa Zakonom o policiji!!!!

Imamo saznanja da je nedavno bujanovačka policija pohvatala u noćnom  krivolovu na zeca, sa zabranjenim farovima, neke naše državljane i da je tada znala kako treba da postupa u skladu sa Članom  276. KZ RS ,  oduzela je sve što je korišćeno za krivolov i ulov,a džip koji je korišćen za krivolov se i sada nalazi na parkingu ispred PS Bujanovac, pa je nejasno kako sada za Italijane načelnik nije znao kako treba da radi, nije oduzeo vozilo, oružje ni ulov, nije pozvao nadležnu inspkeciju, nije obavestio ovlašćeno lice za determinaciju ptica već je dao da se sve pobijene ptice odnesu i već danas to sve može da nestane jer ova 2 Italijana koja su sve ovo pobila, danas treba da idu a  nakon toga su nedostupni našim vlastima.

Da stvar bude još gora , juče 01.09. došla su jos 4 Italijana preko Strahinje koji imaju nameru da love i ubijaju naše ptice koje je zadesila elementarna nepogoda, izgorela su im staništa u požarima kojih ima puno na jugu Srbije , izgubili su hranidbene resurse i lov je po Zakonu o divljači i lovstvu morao biti zabranjen, ali se na to niko nije osvrnuo, ni  korisnici lovišta a ni nadležne lovne inspekcijske službe.

Na ovaj način je kasa države Srbije oštećena za najmanje  1.500.000,00 dinara koliko vrede samo pobijene ptice 01.09.2012. koje su bile predmet kontrole.

Isti Italijanski državljani su nam prošle jeseni izmakli sa 450 pobijenih drozdova i ilegalno ih preneli preko granice jer smo kasno dobili dojavu!!! Što govori da je to stalna i česta pojava da nema  naplate štete koja je mogla . puniti budžet  i ko ima pravo da zbog svojih ličnih interesa ovako oštećuje državu Srbiju??? Molimo da to istražite!!!

Molimo vas da postupate hitno po svakoj tački prijave, posebno da se obezbedi da materijalni dokazi, da pobijene ptice ne nestanu, da se oduzme nelegalna puška petometka i vozilo koje je koriščeno za krivolov, džip marke >NiSSAN< domaće  reg.tablice  LE. 037.AP

p.s. Afera >Balkanske ptice< traje i dalje a ovo je sumnjamo način na koji se to krivično delo i dalje odvija u Srbiji i pustoši fauna ptica, jer prvi ljudi policije ne poštuju zakon  a veza na granici pušta da se iznesu pobijene ptice na kojima Italijani zarađuju enormne sume novca, a naše domaće neznalice zbog sitnih, ličnih, kratkoročnih  interesa  uništavaju prirodno bogatsvo naše države.
