Is it any wonder that Serbia has lots of stray dogs ?

Here you will see pictures of dead dogs and dead pigs which have been literally dumped on wasteland adjacent to a highway by farmers ?.

It is suspected that the farm animals have died on farms because of sickness and / or disease; – their bodies literally being taken to a location off a main road and dumped.  No secure animal carcass burial in accordance with any disease control procedures; animals bodies literally just dumped in the open and left to rot.

A hazard for animal health and also a hazard for human health.

So why are the Serbian authorities; now seeking EU membership, not doing something about this ?

The European Parliament,

– having regard to Article 13 of the Lisbon Treaty,

– having regard to the European Parliament resolution of 5 May 2010 on the evaluation of the Animal Welfare Action Plan 2006-2010,

– having regard to Rule 123 of its Rules of Procedure,

A. whereas Regulation 1/2005 acknowledges in its recitals that ‘the transport of animals over long journeys, including animals for slaughter, should be limited as far as possible’ but still allows very long transports in terms of distance and duration, causing animals severe distress, suffering and even death during such journeys;

1. Notes that the 8hours.eu petition calling for the establishment of a maximum 8-hour journey limit for animals sent for slaughter is supported by nearly one million Europeans;

2. Calls on the Commission and the Council to review Regulation 1/2005 to establish a maximum 8-hour limit for the journeys of animals transported for the purpose of being slaughtered;

3. Instructs its President to forward this declaration, together with the names of the signatories, to the Commission and the governments of the Member States.

SARAJEVO — Two intoxicated youths duct-taped a firework in a German shepherd’s mouth and blew off his face. But the torture didn’t stop there. The poor dog, known as Vucko, wandered for five days, unable to eat and with maggots infecting the meaty pulp of his ruined face. Vucko was finally picked up by authorities and euthanized after vets were unable to perform reconstructive surgery.

Here is EXTREMELY GRAPHIC footage of Vucko being examined by vets. Notice the firework’s shell casing still embedded in the dog’s head.

We must bring the animal abusers to justice and ensure that this inhumanity is never repeated; sadly, animal welfare laws are practically nonexistent in much of Eastern Europe. Sign this petition urging Bosnian authorities to hunt down the guilty parties, expose the severity of animal abuse, and create proper legislation that will protect animals. Don’t let Vucko die in vain!

Wording – Apply the Law on Animal Welfare (2009)

I just signed the following petition addressed to: Chairman of the Council of Ministers of BiH, Dr. Nikola Špirić.

I am deeply concerned by the most recent event of animal abuse in Ilidza, Sarajevo, where a group of unidentified perpetrators put a firecracker into the mouth of a stray dog, which exploded and completely destroyed his upper jaw. The dog was found after a couple of days and taken to the vet, where he was euthanized due to excruciating caused by this inoperable wound.

Sadly, this is not an isolated act of violence but the mayhem of ongoing neglect and animal abuse. The signatories of this petition demand strict implementation of the existing Law governing the welfare of animals. It is of major concern to the citizens throughout BiH that the laws are not upheld and that the crimes of animal abuse go unpunished. Such violence keeps spreading with disastrous consequences both to people and to animals. pose a serious threat to the civil society.

Evidence of the connection between violence against animals and violence against humans is overwhelming. A growing body of research has shown that people who abuse animals rarely stop there. According to mental health professionals, animal abuse constitutes aggressive and antisocial behaviour, which is a reliable predictor of violence against people. Abusing an animal out of fun in their youth was the most statistically salient motive for predicting later interpersonal violence as adults. Sources are many, to name just a few:

Because of the indifference of Ukrainian authorities, this man is still free! The strictest punishment for his actions is a small fine of 850 gryvnas ($100 US) or a six-month imprisonment. This young man is sick and we all know he will never stop. It is a well-established fact that animal torture is an early sign of violent criminal behavior. If Alexey finds pleasure in torturing and killing helpless little creatures, will he eventually turn to children?

But there is ONE MORE THING. There were a lot of precedents of torture and killing animals in Ukraine and NO ONE had ever gone to jail. That`s why we need to fight futher for all the animals which are tortured and killed by those who are not afraid of the law. We want to change current part of the law about cruel animals treatment: 

1. The minimum term of imprisonment for the cruel animal treatment which leads to death should be at least 1-3 years without a chance of probation.

2. Every branch of power shall obey this law because now most of the claims about animal mistreatment are ignored. 

3. Ukrainian officials who are responsible for the compliance with this law shall be punished accordingly for ignoring the failures in a form of fine, and if repeated, – in a form of dismissal.

If we don`t change it now, we will not be able to change it for the long time to come. 

We want Alexey Vedula isolated from society, in a maximum security prison, for as long as possible!

After months of world-wide demos, national flashmob protests, hundreds of petitions, vote delays and false hope – the Romanian Chamber of Deputies has today pushed through the vote for mass killings to commence.  The only remaining step is for the Romanian President to ratify the proposals and then the slaughter begins (….it has started already in many places in anticipation of this final act).  The PD-L party have at last managed to seal the fate of hundreds of thousands of strays and public shelter dogs who will be killed using the cheapest possible methods many of which will be illegal and barbaric.  The collection, incarceration and finally the incineration of the murdered dogs is big business for many corrupt officials and the companies they employ to do this dirty work and they just cannot let this golden opportunity pass them by.

It seems that everything possible has been done by so many NGO’s and animal welfare groups/individuals but ultimately to no avail.  That said, Carmen Arsene who as spearheaded the political campaign against the vote from the very beginning is urging us all once again to lobby the key players below one last time in the hope that they might just show mercy and reconsider if the outpouring is large enough.

The dog killing has been adopted today by the Chamber of Deputies of Romania.

To be voted 167 votes were necessary but it got even one vote more, 168

The votes:

168 – for euthanasy

111 – against euthanasy

  14 – abstentions

    3 – did not vote

The next step is its promulgation by the Romanian president, Traian Basescu.

Minimum chances we still have by attacking the law at Constitutional Court of Romania that must be done immediately. 50 deputies must sign the request.

Minimum chances because the corruption is everywhere and the Court is under the control of the same killing party: PD-L.

–          After 30 days the dogs are killed, returned or kept in municipalities’ shelters according the result of consulting the citizens of respectively locality (consultation is not defined such as the mayor can ask 10 citizens and take the decision he likes)

–        BUT, actually, within a period of 3 days, according the law the ill, aggressive, dangerous dogs can be killed (independent of the will of citizens) – such as ALL dogs can be killed (nobody can prove the killed dogs were not ill or aggressive)

On the other hand, even the city hall will opt for keeping in shelters, everybody know the extermination camps from Romania and, moreover, meantime, the rest of dogs will multiply in the street

If a town will choose sterilization & return, the program will be sabotaged by others who will dump the dogs here in view of save them

–          obstruct and discourage adoptions; you can adopt a dog only if you show the proof of living space, material resources and pay a fee and if the neighbors agree (cumulative conditions), therefore no dog will be adopted

–          the dog catchers have the right to sanction and control the dog owners

In this form the mass atrocities will begin and the stray dog situation remain the same.

Hello, Mark, 

Winter is  almost here and it’s getting harder and harder every day. Old cats and chronically ill ones are most delicate, I wonder if they’ll survive till spring. Many kitties are sick right now and the money is running down low…

Winter is approaching fast, it is getting colder and colder every day and this chilly, wet weather affects almost all of my kitties so they are getting sick more often. Especially sensitive are the oldest cats, the chronic patients, and the new kitties that arrived this year and are not yet fully adapted to the life in the shelter. A virus is making rounds, causing fever, sneezing and discharge from the eyes. Older cats are not eating well and are lethargic – I honestly hope they can survive till spring. The fact that some of them are over 15 years old makes me even more preoccupied. One of my chronically ill kitties with FUS is in crisis again, like last year when he barely made it through the cold months. Many recently arrived kitties are already under treatment.  With every new day new problems appear and it’s hard and  exhausting for me but I won’t let my kitties down. Every kind of help is greatly appreciated and more than welcome.

Last winter was harsh, the shelter was snowed in and heating did not work. This year, the heat is on, but the number of cats is much greater and it will not be easy – there is a lot of work and a lot of worry again. I must admit I’m getting tired, but for the sake of my kitties I have to carry on fighting…
