Below is a copy of the letter which Serbian campaigners (EPAR -OIPA SERBIA )have sent to the Subotica authorities.

The letter questions the information about where all the dogs and cats now are who were logged as being caught in the official report produced and provided by the Subotica authorities – copy of the information (letter) are also provided below.

S obzirom da  Grad Subotica nema prihvatiliste  nego samo objekat prihvatiliste za privremeni smestaj napustenih pasa i macaka  malog smestajnog kapaciteta , u kojem moze da ih drzi do smestanja u prihvatiliste ;

S obzirom na izjave date medijima od strane g.Marije Usumovic i g.Suzane Dulic , da ce  pomoci gradjanima  tako sto ce izmestiti preko 700 pasa iz  jedinog registrovanog legalnog prihvatilista u Subotici na adresi Titogradska 53, ne navodeci  lokaciju na koju ce izmestiti pse , ni ciji su to psi ,

S obzirom na nezakonita ubijanja napustenih pasa i macaka  nepoznatih vlasnika  koja vrsi grad  pomocu  vet stanice veterinara g.Grge Tikvickog ,o kojima posedujemo  dokaze  ,

S obzirom da  Drustvo Prijatelj preti  da ce  700 pasa pustiti na ulice , sto predstavlja izazivanje opasnosti po sigurnost , zivot i zdravlje gradjana i zivotinja :

trazimo hitno sledece  informacije   :

1. u  koji objekat  su g.Usumovic i g.Dulic dajuci izjave javnosti Srbije da ce grad `izmestiti` preko 700 pasa ,  imale u vidu  da izmeste preko 700 pasa  iz  legalnog prihvatilista u Titogradskoj 53, Subotica i

2.  koji  Zakon i  koji  zakonit postupak  prema  psima iz tacke 1. ovog zahteva, su  g.Usumovic i g.Dulic imale u vidu , kada su  izjavile  javnosti Srbije , putem medija, da ce grad “postupati  u skladu sa zakonom “ i  “ primeniti zakonit postupak“  i  prema  700 pasa ,nakon sto ih izmesti iz legalnog prihvatilistas Titogradska 53 ,i

3.ciji   su  ovi  psi ,   700 pasa  koje gospodja Usumovic i Dulic  zele   izmestiti  na nepostojecu lokaciju  , a Drustvo Prijatelj  ih zeli izbaciti na ulicu ?

4.Sta sprecava  grad da postupi zakonito bez premestanja preko 700  iz legalnog prihvatilista ,koje je drzava Srbija oznacila legalnim ,kad istovremeno grad , pa  i pomenute gospodje , imaju saznanje da  Subotica nema drugi legalan  osim  ovog u Titogradskoj , jedini legalan azil za  napustene pse nepoznatih vlasnika , a tu je i  zakon koji nalaze da grad  mora da zbrinjava ove zivotinje u PRIHVATILISTA ,i da je  UBIJANJE od 2.11.2005. g. ZABRANJENO, kako najmanje  jedanput nedeljno sto je grad cinio po Opstinskoj odluci do 2008. , tako i najmanje jedanput mesecno sto grad cini sada ,

s obzirom  pomenute gospodje neodgovorno tvrde da  grad postupa zakonito prema uhvacenim  neobelezenim psima i mackama nepoznatih vlasnika i da ce isto tako  zakonito postupati i prema psima koji sada zive u legalnom prihvatilistu Titogradska 53,  a   znaju da grad postupa nezakonito i prema uhvacenim psima i mackama koje  uhvati   zoohigijenska sluzba grada , znaju jer to finansiraju u ime svih poreskih obveznika  –  nezakonitost  dokazuje Odluka Ustavnog suda Sl.gl.RS 9/2010 , jer   grad  IH LISAVA ZIVOTA NAJMANJE 1 PUT MESECNO koristeci usluge vet.stanicer `Veterinar`  .  Po izvestaju  zoohigijenske sluzbe grada Subotice uhvaceno je  1508  pasa  i 99 macaka od 3.5.2006. do 16.11.2010. ,  a brojno stanje je   16.11.2010. :  201 pas i  nijedna macka po izvestaju JKP`Cistoca i zelenilo` na dan16.11.2010. ,stoga  trazimo  hitan odgovor, a u pitanju je oko 100 miliona dinara javnog novca  kojim je placeno postupanje prema 1508  pasa i 99 macaka u Subotici :

Gde je grad smestio  pse i macke  koje je uhvatio  putem svoje zoohigijenske sluzbe, firme  koju  grad placa :  najmanje 450 000 mesecno, i kad radi i kad ne radi , plus   je grad  pribavio ovoj  firmi i   sredstva za rad i objekat  za privremeni smestaj-   gde su psi i macke ,osim onih koji se trenutno nalaze u  subotickom gradskom prihvatilistu za privremeni smestaj na adresi Ganjo sor 134,Subotica ,  i ciji su  psi i macke koji se nalaze  u  prihvatilistu za privremeni smestaj  : Ganjo sor 134 , Subotica? ciji su 1508 pasa i 99 macaka  koji su  usli u ovo prihvatiliste i gde su  sada oni koji fale  u brojnom stanju ? koji `zakonit  postupak`   pominju   g. Usumovic i g.Dulic , da je grad primenio prema  uhvacenim psima  i mackama koji  nisu  vise u ovom prihvatilistu  i gde su oni sada, jer je od 1508 uhvacenih  pasa i 99 uhvacenih macaka – u objektu za privremeni smestaj  u Subotici, Ganjo sor 134 ,na dan 16.11.2010. bilo 201 pas i ni jedna macka  .Gde je 1406 zivotinja  ,  jer  16.11.2010. je po  dostavljenom izvestaju od strane g.Prastalo Milice iz JKP`Cistoca i zelenilo`  u objektu za privremeni smestaj pasa i macaka  prisutno   samo : 201 pas i nijedna macka ,po zvanicnom  izvestaju JKP`Cistoca i zelenilo` Subotica i cije su to zivotinje sa kojima nezakonito  `barata`   grad  Subotica   tj. g.Matilda Seker , g.Usumovic, g.Dulic i JKP`Cistoca i zelenilo` Subotica ,tj.g.V.Dragin  ?

6. Da li je grad Subotica postupao  do  18.juna 2010. po nezakonitim  Opstinskim odlukama  Sluzbeni list grada Subotice 63/03 i  33/08  i Sl gl RS 9/10,  I KO JE  BIO PREDLAGAC ISTIH , a ko je predlagac  Opstinske Odluke  Subotice  br  6/10  u kojoj   predlagac : eutanaziju kucnih ljubimaca proglasava komunalnom delatnoscu ? i  navodi da se ista ima obavljati najmanje  1 puta mesecno  – ignorisuci zakone  koji zabranjuju ubijanje pasa i macaka  bez dokaza indikovanosti eutanazije  .Dostavite  sve liste  svih `eutanaziranih` pasa i macaka  koji su ubijeni po  svim pomenutim opstinskim odlukama Subotice  ili adresu na koju su  zivotinje zbrinute iz prihvatilista za privremeni smestaj Ganjo sor 134 ,imajuci u vidu  ukupan broj zivotinja koje su u Ganjo sor unesene – videti dokument u atachmentu , o cemu GU  ima saznanje jer  dobija  od JKP`Cistoca i zelenilo`  mesecne izvestaje o obavljenom poslu koji placa mesecno po 450 000 dinara plus  svih ostalih izdvajanja datih ovoj firmi od strane  gradskog i republickog budzeta na raspolaganje .

Also below is a copy of the letter from the Subotica authorities where they claim they have had a meeting with Friend-EPAR – (now controlled by Branka Bojanin) and with other veterinary inspectors.  But the real issue here is that the meeting was NOT documented in any form of a report – which makes things unlawful as all members are required to make an official report about every meeting.  So why not this time ? – have they something to hide and which they only verbally agreed on ?

 

If both Mrs Usumovic and Mrs Dulic say that the city of Subotica has done evrything in agreement with the law, then it has to be asked, where are the animals and where is the money ? – remember that animals must not be killed under existing law – they must be provided with unlimited (time) care.

But Subotica has only a small facility for the city animals which are captured.  Therefore animals ARE routinely killed despite the existing Serbian law because the authorities have no place for them !

This is NOT in agreement with the law !!

And still, just like Smederevo and the rest, the authorities are doing nothing to work towards a public education programme which will sterilise animals and thus reduce numbers in every city.

Killing animals is all they know and all they do, and that is the wrong approach; an illegal approach under existing Serbian law.

We will endevour to expose and fight this animal abuse by the authorities however long it takes.

Hi Mark  

 

Mr. Devecerski – the communal inspector and the Smederevo authorities want to continue to act in agreement to old and nonvalid laws. They did not read the new laws which are valid from 2.11.2005.

 

Under the new Serbian law : the killing unwanted dogs and cats IS forbidden , and it is punishable by Article 269. of the Serbian Criminal Code – up to 3 years jail sentence. 

 

The only lawful way for the stable control of the number of stray dogs/cats in population is sterilisastion of all owned pets and punishment for irresponsible ownership; NOT simply by killing dogs and cats but by the prevention of unwanted births in the first place – and that is sterilisation.

 

Mr Devecerski and the Smederevo authorities are responsible for the high number of stray dogs on the Smederevo streets, for continued animal suffering, for the citizens violation and also for irresponsible spending of many millions of taxpayers dinars.

 
And because they are still not able solve this problem they want to continue killing animals, but killing IS forbidden – and so they also violate human rights by non-implementation of existing, valid laws, but have continued plans to carry on with unlawful actions.
 
Criminal charges will be made against Mr. Devecerski and his co-workers.

Maybe he and some Smederevo authorities will be the first who will be punished .We hope so.

 

Mr Devecerski has read and still works to old, non-valid illegal laws from 1991.  Pravilnik 29/94 which he also currently uses is a non-existing law now.

We will bring a Criminal chatge against  Mr. Devecerski, because  he has sent to the public  the wrong  information about  what  is currently, under existing Serbian law, lawful and what is unlawful acts.  Mr. Devecerski is paid for  giving  to the public the right information and for  correct implementation  of existing and valid laws;  for the prevention of the high number of stray dogs on the streets by implementing these current existing laws..

 

The high number of stray dogs on the streets is a consequence of current unlawful actions by Mr .Devecerski and others in authority.

Following an outbreak of Foot & Mouth disease in South Korea, the authorities have refused to have animals vaccinated and are instead doing a mass cull. Slaughtered humanely? No! They’re burying them alive!

Foot and mouth disease affects all cloven hoofed animals such as pigs, cattle and goats, and any country that has cases of it is unable to export the animals’ meat.

The South Korean government has so far refused to vaccinate pigs against the disease and is now slaughtering them in record numbers despite appeals to stop.

On January 4 in one area of Gangwon-Do, 33,900 pigs alone were destroyed, according to the OIE

Compassion in World Farming (CIWF) has said that South Korea’s actions contravene international guidelines. Michele Danan from the organisation said: “Live vaccinations are the best route but if they do have to kill them we would prefer that they were at least slaughtered humanely.”

The estimated cost of the cull so far is believed to have reached around £230m when a mass vaccination programme would have cost an estimated £63m.

Some animal rights campaigners have criticised the government for putting economic considerations ahead of animal welfare.

The Republic has begun inoculating cattle in some areas and the OIE reported on Thursday that sows and boars are starting to be vaccinated but only in a few locations.

It is believed the live burial of pigs began at Christmas and the figure is likely to climb far above the one million mark.

Joyce D’Silva, Director of Public Affairs for CIWF said: “Compassion in World Farming is appalled that the Republic of Korea is allegedly throwing pigs into pits and burying them alive.

“This is totally contrary to international guidelines on humane culling, which the Korean government endorsed five years ago.

We urge the Korean government to end this horrendous practice at once and to ensure that, if animals are culled, this is done humanely.”
