Well, today (19/12) it was going to be a pond clearing day by volunteers at the local Forestry Commission http://www.forestry.gov.uk/forestry/HCOU-5YHJS7   area called ‘Jeskyns’ :

But for some reason; don’t ask why, but just possibly because it was around 4 degrees below Zero, there were too not many volunteers to go into the water; none to be exact.  So, in order to have some fun and celebrate the end of a great year protecting both wildlife and woodland in the area, why not have a Winter Barbeque !

So that is what we did.

Here are a few piccys of the volunteers very cold but very enjoyable few hours out in the Winter sun.

A lot of the time I personally was thinking about the Balkans dogs and cats who are having to survive conditions like we experienced here on an everlasting basis at the moment.  They are not able to fill themselves with food or go into somewhere warm when the need arises.  They are always hungry and they are always cold.  What we experienced today for a few hours is a 24/7 situation for all Balkans strays.

2010 will see SAV continuing to fight for the animals of the Balkans states, especially for the stray and sometimes owned, roaming animals.  The fight will continue to press governments and authorities to undertake humane, No Kill sterilisation, vaccination, microchipping and identification procedures in order that owners of roaming animals can be traced and identified, and by the adoption of programmes towards the humane sterilisation of strays, the ever growing ‘pyramid of stray animals’ is gradually reduced.

One unspayed female (bitch) dog, her male (dog) mate and all of their subsequent offspring, as they mature and if none of them are ever sterilised, will produce between them a staggering 67,000 dogs within the next 6 years.

 

That is just one pair of animals.  Belgrade City in Serbia kills over 9,000 strays each year as part of the ‘control’ programme.  A small drop in the ocean.  A policy of humane, sterilisation and no kill for just one pair as detailed above, would in effect, prevent 67,000 further strays being born onto the streets.

Can the Serbian government not understand this ? – it appears not as they are showing no leadership and management in attempting to reduce stray animal numbers, other than the blinkered view that killing off a percentage of strays on the streets will resolve all of the problem.  It will not.

Cats under the same conditions as the dogs detailed would produce 11,606,077 new cats onto the streets in around 9 years.

We hope that this same kind of approach to stray animal understanding and welfare controls could be adopted by Balkans states.  We live in hope that the Balkans government understanding light actually switches on in the near future rather than remain firmly off.

Whatever and whenever, we will continue to be a voice for both Serbian and other Balkans states animals, and we will be presenting evidence and information to the European Union Enlargement / Accession Commission whenever it is felt necessary.  We have very recently supported the call of EU Animal Welfare Intergroup / Eurogroup President Dr. Caroline Lucas in expressing our concerns about the situation at Vardariste holding facility in Macedonia.  The full story and some pictures from our Vardariste photo archive, as well as a copy of Dr. Lucas’ can be seen at the following:

The year of 2009 has seen a few ‘highs’ but an awful lot of ‘lows’.  But the lows make us all ever more determined to move forward with new campaigns and actions in 2010.  2009 campaigns, along with other campaigns we are involved in outside of the SAV ‘box’, such as investigating long distance live animal transport in the EU, teach us many things, and we hope that we can group all our experiences, the highs and the lows together, to tackle balkans animal abuse as a more stronger and effective group in the future.

I would like to thank everyone for their involvement, support and hundreds of comments which have been left on the SAV site.  Every one is read fully, I can assure you.  Very limited resources do not allow replies to everyone who comments, but we thank you for them; please keep them coming !

Finally, I would like to wish you all a very enjoyable, cruelty-free Christmas this festive season.  Regards go to all your friends and family.

2010 is a new year, with new problems and hopefully new solutions and campaigns to resolve them.  We are not going anywhere, so we look forward to enjoying your company once again at SAV in the new year of 2010.

Some really excellent news from India – congratulations to all the campaigners there who have had the courage to fight in the courts, to win and as a result, save so many animals.

Thanks also to the Judges who understood and accepted the reasons put before them.

A fantastic result ! – well done everyone involved – especially Anjali and Rishi.

What a pity this example cannot be learned from and followed in many other nations, especially the Balkans,  where stray numbers need humane management through sterilisation rather than immediate death, the ‘way’ of the blinkered government and authorities of the Balkans states.

It is with deep satisfaction that I share this information with all.  

9 petitions, including 2 filed by the Animal Welfare Organizations, Citizens for the Welfare and Protection of Animals, and Friendicoes SECA, were listed for hearing today, before the High Court of Delhi. The Government of the N.C.T. of Delhi ; the Delhi Police [through the Commissioner of Police, and the S.H.O. of the area where each of the petitioners reside, or (A.W.O.s) operate] ; the M.C.D. ; and the A.W.B.I., are respondents to the petitions.

The petitioners had simply sought that the police be directed to take cognizance of their complaints if they face hostility when tending to, and feeding community dogs. (As we all know, the police sometimes tends to be rather obtuse when it comes to animal related issues.) The matters, before Justice V.K. Jain, i.e. the judge we were before today, had increasingly become an enquiry into ‘why feeding?’ – he seems to share the prejudice that a lot of people carry vis-a-vis stray dogs.

Anyways, we had placed the Animal Birth Control (Dogs) Rules before him ; and the AWBI, vide the counter affidavit that it filed, had stressed that feeding is very central to the sterlization, immunization scheme for controlling stray dog population, and the spread of rabies.  

Our contention was that without befriending and partially domesticating the dogs through feeding them, how on earth would Animal Welfare Organizations/private individuals/local authorities, etc. catch them for sterilization and vaccinationthe latter of the two being a procedure that has to be repeated each year.  

After some back and forth, this is the order that the Court passed :

That dogs will be fed, but that the AWBI, in consultation with the AWOs operating in each area, and the RWAs of the colonies concerned, and the local police, will identify areas in colonies where stray animals can be fed ;

That dogs have to be fed, because they have to be confined to the territories they inhabit, so that they can be vaccinated year after year – and the best method of confining them to the territories they are at, is to feed them ; and

That the police will protect the representatives / members / associates of AWOs, who feed these dogs.

The AWBI is to start with the 4 to 5 colonies of Delhi where the petitioners reside / operate out of, and later, decide about other colonies of Delhi as well, i.e. decide upon areas where dogs can be fed.

A very heartening step forward for our animal friends.

The animals at the asylum are dying. It has gone cold in Montenegro and the rain is icy. Over one hundred dogs have nothing to eat and no warm or dry place to withdraw to. The money is used up. 

Lungenentzündung und Blutdurchfälle sind das Todesurteil für diese Tiere.

Pneumonia and bloody diarrhea are the death sentence for these animals.

Von Podgorica, dem Tierheim, das so viele Tiere tötet, kamen die ausrangierten alten Boxen. Dort standen sie in Zwingern, jetzt sollen sie im Freien vor Regen schützen.

Too many animals are dying. The pups wail and tremble for want of food and warmth. And the council’s permission for the building of the sheltering canopy does not allow us to start work before January. The animals will not live to see it …

We have been given old discarded boxes from Podgorica, the killing shelter. They were used inside kennels – here, they are supposed to shelter the animals from the rain.

Man hat sie auf einen Haufen geschmissen … und die Stadt lässt uns nicht bauen, trotz Zusagen!

But they are broken, leaky and wet. They are of no use.

They have been thrown onto a pile .. and the council will not let us build our canopy, despite assurances to the contrary.

Es ist ein Verbrechen was dort geschieht. Wir klagen diese Leute an. Was sind das für Menschen in dieser Verwaltung, wer hilft diesen Tieren!

What’s happening here is a crime. We accuse these people. What people are those at the council ? Who helps these animals ?

Die Hunde sind in Käfige eingesperrt, können nicht selbst auf Futtersuche gehen. In Freiheit hätten sie die Chance zu überleben.

The dogs are locked into cages, and cannot go in search of food. In freedom they’d have a chance of survival. 

Die Tiere brauchen uns ! Bitte lasst sie nicht im Stich ! 

Wir haben versprochen, die Tiere über den Winter zu bringen.

The animals needs us ! Please do not abandon them !

We have promised to bring them through the winter. 

Leider nützen nur Geldspenden, denn das Futter bekommen wir kaum über die Grenzen.
Und wenn, dann nur kleinere Mengen.           
Es sind 7 Grenzen zu passieren.

Serbia: New Information of Terrible Suffering at Smederevo City Pound

Smederevo city, Serbia, is known to us as a place in the past where live dogs were simply left on the city dump; sometimes wrapped up alive in plastic bags or even sometimes put into plastic sacks and left on the dump. They were known as the ‘Living Garbage’ – See the photographic evidence ‘a’  following:

Smederevo city is near to Belgrade.  The Serbian alliance have now been provided with yet more evidence from a citizen of Smederevo, who writes that dogs in the city pound are extremely tiny, literally just skin and bone.  Cannibalism is present in the dogs living at the pound.

Allegedly, there are only two workers; dogcatchers at the facility.  These people allegedly take the food which is supposed to be given to the dogs and instead sell it themselves.  The dogs have virtually nothing in the way of shelter, as can be seen from the photograph.  The yard is covered with wet mud and dog excrement.  All the dogs get to eat is some parts of old, mouldy loaves of bread.  The dogcatchers when asked say that the dogs do not need to be given water because it is raining !

Dogs at the facility, which can hardly be called a city ‘shelter’, are never vaccinated, they receive no veterinary care. 

The public garbage collection firm who is responsible for the facility, ‘JKP Komunalac, Smederevo’, allegedly receives around 5 MILLION Dinar every year for this ‘shelter / pound’ to be operated.

Serbian activists have just filed a charge to the Public Attorney of Smederevo, to the police and also to the Republic of Serbia Veterinary Inspection, through Mrs Sanja Celebicanin, who is the chief of all Serbian Republic veterinary inspectors.  Charges have been made under both the Serbian Veterinary Law and also the Serbian Law for Animal Welfare.

Mrs Sanja Celebicanin has all the mechanisms in her power for immediately demanding change and for implementation of existing Serbian animal welfare legislation.   Mrs Sanja Celebicanin appears to be failing in her duties if we are witnessing ‘animal welfare’ in Serbia such as the photographs show.

This current situation is not acceptable.  Therefore this information, including all the photographs, and the name of JKP Komunalac, Smederevo will be provided to EU authorities and commissioners demanding that action is taken against those concerned with this blatant animal abuse. 

We have written to the EU Commissioners about the situation in Macedonia this very week;

Držanja velikog broja neobeženih , nevakcinisanih pasa u neuslovnom objektu  koji ne ispunjava veterinarsko-sanitarne uslove te stoga ili nema Rešenje o ispunjenim veterinarsko-sanitarnim uslovima i upisu u Registar objekata  ili je ono falsifikat činjeničnog stanja koje možete videti na priloženoj  fotografiji, jednoj od mnogobrojnih koje su nam dostavljene od strane gradjana Smedereva .

Psi zatvoreni u ovaj objekat  zlostavljani su izgladnjivanjem, nema veterinarskog nadzora niti  radnici  održavaju higijenu, te  psi borave u ekstremno nehigijenskim uslovima  u velikom čoporu ,usled čega su izloženi zarazama i medjusobnom povredjivanju te kanibalizmu .

Ako i postoji kancelarija za rukovodioce ovog sektora u Smederevu-zoohigijenske službe , kao deo ovog objekta- prihvatilišta , sumnjamo da je i ona čista s obzirom na nehigijenske uslove u kojima borave životinje , mada je u ovom slučaju održavanje higijene u prostorijama u kojima borave ljudi  od sekundarnog značaja, jer se radi o milionima dinara  javnog novca namenjenog zbrinjavanju napuštenih životinja tokom proteklih nekoliko godina – gde je onda taj novac ,jer životinje  su na blatnjavoj ledini, gladne, žedne, mokre ,promrzle, nevakcinisane, neobeležene –zlostavljane .

Molimo da područnonadležna rep.veterinarska inspekcija  , kao i policija i ojt  ,  postupe u skladu s važećim zakonima koji se odnose na ovu oblast i svojim službenim dužnostima .

Dostavljamo vam dokaze  krivičnog dela zlostavljanja i pasivnog ubijanja  velikog broja životinja uz zloupotrebu javnog novca – nepoznat je pravac oticanja javnog novca što je potrebno istražiti uporedjivanjem mesečnih  priliva novca sa žiro računa opštine Smederevo na žiro račun  JKP KOMUNALAC-zoohigijena Smederevo , i  računima koji se tiču namenskog trošenja javnog novca namenjenog zbrinjavanju  napuštenih pasa i mačaka , kao i dokaze  prekršajnih dela  kažnjivih  kaznenim odredbama Zakona o veterinarstvu i Zakona o dobrobiti životinja.

Takodje vas molimo da nas izvestite o preduzetim merama nakon uvida u stanje licu mesta . Nečinjenjem se u ovom slučaju postaje saučesnik, koji ometa se istragu i sprovodjenje pravde .

South East area of England Member of the European Parliament (MEP), Dr. Caroline Lucas, http://www.carolinelucasmep.org.uk/   who is also the President of the EU Eurogroup for Animals  http://www.eurogroupforanimals.org/about/about.htm  , wrote a formal to Commissioner Androulla Vassiliou, The European Commission, DG Health and Consumers, Brussels, who is responsible for animal welfare issues within the EU.  Carolines letter of 30th November relates to European Parliament / EU Eurogroup animal welfare concerns in both Macedonia and Bosnia-Herzegovina but drawing special attention to the situation regarding stray dogs in Skopje, Macedonia.

Within the letter, we have informed the Commissioner(s) that a formal petition has also been established by SAV to EU Enlargement Commissioner Olli Rehn, asking him to seriously review the lack of action being taken by many Balkans states regarding animal welfare legislation implementation prior to allowing these same states EU accession (membership).

We will keep you informed of any response(s) which either we or Dr. Lucas at the EU Eurogroup for Animals have returned from the Commissioners.

VERY URGENT- 30 UK Ponies in danger of slaughter- needing rescue placements or homes asap

DEADLINE- before 19th December- otherwise they will be slaughtered for meat!!!!

SWAP team UK have received an emergency appeal tonight for 30 lovely Ponies in danger of slaughter in the UK.

We are asking all our supporters for help with this very special appeal, please see below. Shy Lowen Horse and Pony sanctuary in Merseyside (UK) have a short window of opportunity to get these ponies into homes or into sanctuarys before they are slaughtered, they have until the 19th December to do this. The ponies are unhandled. Please help all you can to save these precious lives by reading the appeal below, including full contact details and their website, you can also make a donation on the link below, their charity number is-1122891.

Subject: ponies needing placements or homes

Hi,

On 5th December over 100 Welsh Mountain ponies ranging from this years foals to 2 year olds were auctioned at Conway, N Wales. 67 of the ponies were not sold and originally an agreement was made by the breeder to sell them at £3 each to the meatman. They were to be collected on Monday 7th December. The Meatman didn’t turn up and we have a short window of opportunity to get these ponies into homes or into sanctuarys. There are currently 30 who have not got anywhere to go and the farmer has extended the time we have to place them to 19th December. The ponies are unhandled.

The ponies are subject to a deposition order and have to be microchipped for passporting at a cost of £15.00 each before we can move them.

What we need is homes or placements (even if this is temporary) for the ponies, help with transport and funds to cover the microchipping, gelding and passporting.
