Macedonia: No Change at Skopje – Now the EU Animal Welfare Intergroup President Writes to the EU Commissioner Asking for Actions

Demonstrations have been taking place outside of the offices of the Mayor and the Republic authorities.  These have been demonstrations against the killing of stray dogs and cats in Vardariste, Macedonia.

I’m writing to you because I know that you are the person who is trying to help the stray dogs in Skopje, holding facility Vardariste, and that you are doing your best to stop the massacre in our city.

I’m not sure that you get all report about situation of abandoned dogs in Skopje, but it’s because we are too busy, hoping we’ll finaly succeed to solve the problem by our own. Obviousely it’s not possible.
 
 Unfortunately, despite a little progress, the things are not changing, the dogs are killing brutally everyday.. So I’m writing to you, hoping that you won’t forget us and hoping you could help.

Aid holding facility is still opened just for six hour weekly, cooperation with organisations for animal protection is not existing. Entrance in this holding facility  is still not allowed for volunteers, we cant’t take pictures of dogs in there.
 
 Contract with two volunteers has expired and now they don’t allow  us to sign a new contract, not to talk about transparency, which is poor.
Mortality in aid station is officially about 60 percents -unofficially about 90%, the dogs are despairing everyday.  Public informations about aid station are hidden. Although we requested informations, they sent us a undefined answer, so we complained to allow free access to public informations.

Commission obligated aid station to give us corresponding info, but we still don’t have it.   We also requested explanation for big number of euthanasia.

Now we are finishing production of amendments for existing laws for animal well-being, which are in coordination with european law practice.

Also, we are working on law for prohibition of animal euthanasia.

 Since the majority in the City Council and the Parliament is from ruling party it is very hard for us to loby for a support of this law among the greater number of people’s representatives.

The same situation is with program for solving problem with for growing street dogs population. The program has been made by head of an veterinary master and we are supporting it. It’s basic is CNR strategy and it need to be supported in Assembly of Skopje City.

So, we’re appealing You for help us to make a pressure on Assembly by members of European parliament.

We belive that can be very important and significant. We’re, also, appealing You to help us make contacts with people that can provide any kind of help.  Macedonia, as an state which aspires to become EU member, has to accept sugestions. I belive you know that one of condition that Macedonica has to realize to become EU member is european animal protect law.

We are trying to influence on people choise, we are dooing a lot of campaign (adopt, don’t buy), we involved a public persons, actors, musicians, we offer any kind of help for the people who will adopt stray dog  but the effect is minimal, it will took us a long period to influence and to change the mentality.

We preveousely believed that RSPCA are trying to help the dog, but obviously they are only truing to help the government to “solve” the problem!

But hopefully things are also moving forward in the EU with regard Macedonia.  Due to large number of letters sent to her by Uk constituents, South East area of England Member of the European Parliament (MEP), Dr. Caroline Lucas, http://www.carolinelucasmep.org.uk/   who is also Leader of the Uk Green Party – http://www.greenparty.org.uk/news  and also the President of the EU Eurogroup for Animals  http://www.eurogroupforanimals.org/about/about.htm  , has now written a formal letter to Commissioner Androulla Vassiliou, The European Commission,

DG Health and Consumers, Brussels, who is responsible for animal welfare issues within the EU, regarding European Parliament / EU Eurogroup animal welfare concerns in both Macedonia and Bosnia-Herzegovina but drawing special attention to the situation regarding stray dogs in Skopje, Macedonia.

“These reports are extremely worrying.  They have been brought to my attention by very large numbers of people, both constituents and others, demonstrating how concerned many EU citizens are about the welfare of pets and strays. 

I recognise that the Commission has limited influence on this issue, especially in countries outside the EU. However, as Macedonia is recognised as a candidate for EU membership, and Bosnia-Herzegovina is a potential candidate country, I would like to ask the Commission to ensure that improved animal welfare standards are integral to ongoing dialogues with these two countries”.

The all-party Intergroup on the Welfare and Conservation of Animals was created in 1983 in the European Parliament to discuss European and international animal welfare and conservation issues and, where appropriate, take initiatives which can lead to legislation.

Attended by representatives from most political groups and nationalities, this influential Intergroup provides a forum for MEPs for debate and for initiating action for a wide range of animal welfare and conservation issues.
The Intergroup meets every month during the European Parliament Plenary sessions in Strasbourg.
 
Future actions:

Very soon, SAV will also be writing formally to Commissioner Vassiliou in support of Carloine Lucas’ letter asking her to give priority to Balkans states animal welfare issues, especially regarding the facility for strays at Skopje, Macedonia.  As can be seen from the mail sent by the Macedonian activist (copy above), the situation for Macedonian animals is terrible and we need the EU to ensure the best animal welfare policies are introduced prior to Macedonian membership (accession) of the EU.

We will be asking SAV supporters to also write to Commissioner Vassiliou asking her to take immediate action for the strays in Skopje, and elsewhere in the Balkans states.  The current situation at Skopje is unacceptable, and SAV with help from its supporters (many being EU citizens) can put pressure on the EU with regard Balkans state(s) EU membership.

Many of the signators of the petition which is presented here are citizens from around the World who have visited Morocco for their holiday(s).

Whilst very much enjoying their stay in Morocco, many of them have been deeply shocked by witnessing the terrible suffering inflicted on many animals %u2013 donkeys and horses are left standing and hobbled in the midday sun while their owners rest in the shade; and the terrible condition of harnesses which these animals are fitted with, very often comprising terrible wooden homemade yokes which are not adequate or suitable for the work which the animals are expected to undertake.

Animals are also regularly seen to have ulcerated eyes and open and festering wounds to many parts of their bodies; despite this, they are still beaten by the owners with wooden sticks the thickness of a young childs arm.

Cows are tethered on the back of trucks with ropes less than 6 inches (15cm) long; they are left standing in the blazing sun for hours at a time, crying out for water and shade.

Throughout most towns and cities in Morocco, street animals (cats and dogs) suffer most terribly.  Local authorities are poisoning stray dogs and cats on a nightly basis using Strychnine poison put onto scraps of food to lure (bait) the animals.  They die long and terrible deaths as a result of eating this bait.  Please see petition photo which shows a dog in the City of Khenifra that has been poisoned using Strychnine.

Dogs and cats very close to Marrakech (within a 30km radius) are now being killed with Strychnine poison.  In several cities, dogs are also being killed by gunshot.  Unfortunately, some of them are still alive when they are buried.

We call on you sir, Your Majesty, to please act immediately and stop the daily abuses suffered by the majority of animals throughout Morocco. 

Your majesty, you are a kind and compassionate man; we ask that your compassion be given to other living beings.

We have faith Sir that this petition will result in your intervention which will help the animals of Morocco being treated with more care and respect.

Several Balkans states are now seeking either full membership (Accession) to the European Union (EU), or are attempting stronger links with the EU.

These include:  Republic of Macedonia,  Montenegro,  Serbia,  Bosnia
and Herzegovina,  Croatia and Kosovo.

Serbian Animals Voice (SAV) has been campaigning for the improved welfare of Balkans animals for several years.  We have extensive experience and data relating to the terrible daily suffering inflicted on animals, despite existing Balkan states national legislation which should legally prevent much of this.  There is very little evidence to show political and municipal authority enforcement of animal welfare legislation. %u2013 details of this on a %u2018nation by nation%u2019 basis can be seen via our site at https://serbiananimalsvoice.wordpress.com/

In October 2009, SAV wrote to Commissioner Olli Rehn; EU Commissioner for Enlargement, expressing our deep concerns regarding an apparent lack of existing national animal welfare legislation implementation and enforcement by governments throughout the Balkan states.

Over 25 prime evidence links from the SAV site were provided to Commissioner Rehn, each of these containing many sub links, showing extreme Balkans animal suffering video footage which relate to our concerns.  A few examples are shown in the following links –

We have expressed our concerns to the Commissioner, that even when provided with such evidence, clearly showing extreme animal abuses, nothing with regard investigation and prosecution is being followed up by the Balkans authorities to press charges; to enforce (the) often existing national animal welfare legislation.  In Serbia for example, the Public Attorney appears to be dismissing all evidence provided by animal welfare campaigners; instead, they themselves are themselves being accused of obstructing them (the Public Attorney) from getting on with their legal work.

In our letter, we have reminded Commissioner Rehn that (on his website) his very own words declare:

The European Union currently has 27 Member States. The Western Balkan countries, Turkey and Iceland may also join once they meet the conditions for membership. The aim of enlargement is simple: to extend the area of peace, stability, democracy and the rule of law, and prosperity and well-being throughout Europe. 

We draw particular attention to the statement by Commissioner Rehn of – democracy and the rule of law, as it is felt that despite Serbian animal welfare campaigners providing large amounts of evidence to Serbian legislators, no action appears to ever be taken by Serbian authorities to apply the rule of law, a fundamental condition necessary for EU membership.

If no action (in the form of prosecutions against animal cruelty) is being shown to be taken by Serbian legislators following the production of evidence and documented requests by animal welfare campaigners, then we declare that Serbia is not meeting some of the necessary and fundamental aims of EU enlargement with regard showing the implementation of both democracy (ie. requests by animal welfare campaigners) and the rule of law (ie. by not prosecuting perpetrators of causing animal suffering), even when evidence is provided. 

As a consequence, Signators of this petion request that Commissioner Rehn now fully investigates if there is actually any animal welfare legislation enforcement by Balkans states requiring EU membership prior to them being granted official EU membership.  Or is animal welfare legislation implementation simply being ignored.

We request the implementation of democracy and the rule of law for all animal welfare issues within Balkans states at all times prior to their EU Accession.  Where this is not happening, we rquest the EU demands it prior to accession.

RSPCA:  Jail sentence upheld as dog fighter’s appeal fails

A woman who held dog fights in the garage of her Lincolnshire home has been jailed after her appeal against conviction failed, following a major investigation by the RSPCA’s special operations unit.

Claire Parker will immediately begin her original 18 week prison sentence after she failed in her appeal against conviction of dog fighting charges. Parker was found guilty of jointly using her garage as a venue for dog fights, as well as attending a dog fight and jointly possessing three pit bull terrier type dogs, following a trial in September this year.

The 43-year-old, of Kexby Lane, Kexby, Lincolnshire, yesterday (03/12/09) also saw her 10 year ban on keeping all animals upheld and must pay £2,000 costs, in accordance with her earlier sentence.

Her late-husband John Parker was also due to stand trial in September this year on dog fighting charges, but he died before the hearing while in prison for other offences.

Mohammed Nasir Farooq will begin a 22 week custodial sentence after his conviction on four charges, including attending and taking part in a dog fight at Parker’s property, was upheld. Lincoln Crown Court, sitting at the town’s magistrates court, was told Farooq acted as a time keeper at a fight staged in Parker’s garage.

His appeal against convictions of keeping pit bull terrier type dogs for fighting and possession of items used in connection with dog fighting – namely two treadmills – also failed.

The 34-year-old, of Daniel’s Road, Bordesley Green, Birmingham, was banned from keeping all animals for life and must pay £2,000 costs, in accordance with the original sentence passed following trial. He had previously admitted joint possession of three pit bull type dogs.

A youth, who cannot be named for legal reasons, also failed in their bid to overturn convictions of joint possession of items used in connection with an animal fight and jointly keeping a pit bull terrier type dog for use in animal fights.

The youth, who had previously admitted joint possession of three pit bull terrier type dogs, saw the original sentence of a six-month referral order upheld, as well as a five year ban on keeping all animals.

However, both the youth and Farooq were successful in their appeals against conviction of two charges each of causing unnecessary suffering to pit bull terrier type dogs.

The three appellants were discovered as part of a major investigation into organised dog fighting across England by the RSPCA’s special operations unit. The investigation, named Operations Cannon and Castle, hinged on intelligence gather by the RSPCA, as well as footage taken by an undercover reporter working for the BBC’s Panorama programme.

The footage obtained by the BBC showed Gary Adamson, from Cleveland, reveal details of a dog fight that took place at Parker’s Kexby home, as well as the names of some of those who attended – including Farooq – to the undercover reporter. Work by the RSPCA’s special operations unit led them to others connected to the fight.

Searches were then carried out at premises across eight different counties by RSPCA inspectors who discovered dog fighting equipment including several treadmills, training aids, veterinary kits and breaking sticks – used to prise apart the jaws of dogs during a fight. Many of those prosecuted also had elaborate kennels at their homes where they trained their dogs for fighting.

The investigation led to the discovery of 35 fighting dogs, of which more than half had sustained fighting injuries and showed scars from previous bouts.

One of the biggest discoveries was of the blood stained fighting pit, constructed in Parker’s garage, where Adamson and Kenneth King fought their dogs. The inspectors also found three pit bull type dogs and treadmills, used to build up dogs’ stamina and fitness, at Parker’s home.

Chief inspector Mike Butcher, of the RSPCA’s special operations unit, said: “This is one of the biggest ever dog fighting investigations by the RSPCA. It spanned eight counties across the UK and involved joint RSPCA and police teams which discovered 35 fighting dogs – more than half with fighting injuries.

“The late Stephen Ibinson, the reporter who carried out the BBC investigation for Panorama, must take an enormous amount of credit for his bravery and determination, which has helped result in these successful convictions.

“Many people don’t realise that dog fighting is still a major problem in England and Wales in 2009, but sadly it is. While there are still those people who think it is acceptable to fight dogs for their own sick entertainment, the RSPCA and police will continue to bring them to justice.

“Anyone with information about dog fighting should contact the RSPCA in confidence on 0300 1234 999.”

Adamson (23 weeks), King (23 weeks) and Owen Batey (23 weeks) were all jailed in September this year after they admitted the charges – including causing an animal fight to take place and taking part in a dog fight – against them. All three were also banned from keeping animals for life and ordered to pay £1,500 costs each.

The investigation also led the RSPCA to Christopher Burgess who admitted one charge of joint possession of a pit bull type dog. He was sentenced to 160 hours unpaid work and £250 costs.

Jane Adamson was also banned from keeping dogs for 10 years and given an 18-month community and supervisory order after she pleaded guilty to causing unnecessary suffering to a dog, by failing to obtain veterinary treatment for the wounds suffered by her husband Gary Adamson’s dog Pablo. She was also ordered to pay £150 costs.

Gary Adamson (26/01/1971), of Davenport Road, Yarm, Cleveland, admitted six charges: causing an animal fight to take place, taking part in an animal fight, possession of items used in connection with an animal fight, keeping a pit bull terrier type dog called Pablo for use in connection with an animal fight, jointly causing unnecessary suffering to a pit bull terrier type dog called Pablo by failing to provide veterinary attention in respect of injuries caused by fighting and possession of a pit bull terrier type dog known as Pablo.

Owen Anthony Batey (26/11/1968), of Cannock Road, Middlesborough, admitted three charges: causing an animal fight to take place, being present at an animal fight and possession of a pit bull terrier type dog known as Banjo.

Christopher John Burgess (24/11/1966), of Longstone Way, Ladybrook, Mansfield, admitted one charge: joint possession of a pit bull terrier type bitch.

Kenneth Harold King (14/12/73), of Main Street, Ragnall, Newark, Nottinghamshire, admitted eight charges: causing an animal fight to take place, taking part in an animal fight, causing unnecessary suffering to a pit bull terrier type dog known as Chief by causing the animal to fight with another, causing unnecessary suffering to a pit bull terrier type dog known as Chief by failing to obtain veterinary attention in respect of injuries sustained in a fight with another dog, possession of items used in connection with an animal fight, keeping a pit bull terrier type dog known as Chief for use in an animal fight, possession of two pit bull terrier type dogs, and joint possession of a pit bull terrier type bitch.

Jane Adamson (22/12/1970), of The Old Market, Yarm, Cleveland, admitted one charge: causing unnecessary suffering to a pit bull terrier type dog named Pablo by failing to obtain veterinary attention in respect of injuries sustained in a fight.

Claire Amanda Parker (15/12/64), of Kexby Lane, Kexby, Lincolnshire, failed in an appeal against conviction of three charges: being present at an animal fight, jointly keeping a premises for use for an animal fight and joint possession of three pit bull terrier type dogs.

Mohammed Nasir Farooq (16/9/75), of Daniels Road, Bordesley Green, Birmingham, admitted one charge: joint possession of three pit bull terrier type dogs.

He failed in an appeal against convicted of a further four charges: taking part in an animal fight, being present at an animal fight, joint possession of items used in connection with an animal fight and jointly keeping a pit bull terrier type dog for use in an animal fight.

He was successful in appeal against conviction on charges of jointly causing unnecessary suffering to a pit bull terrier type dog by causing it to fight with another dog and jointly causing unnecessary suffering to a pit bull terrier type dog by failing to obtain veterinary attention in respect of injuries sustained in a fight with another dog

A youth aged under 18 admitted one charge: jointly had possession of three pit bull terrier type dogs.

The youth failed in an appeal against conviction of a further two charges: jointly having possession of items used in connection with an animal fight and jointly keeping a pit bull terrier type dog for use in an animal fight.

The youth was successful in appeal against conviction on charges of jointly causing unnecessary suffering to a pit bull terrier type dog by causing it to fight with another dog and jointly causing unnecessary suffering to a pit bull terrier type dog by failing to obtain veterinary attention in respect of injuries sustained in a fight with another dog.
