I am writing to complain regarding your Government’s decision to endorse the ritual sacrifice of live animals at stadiums during the coming World Cup event.
I am dismayed that this is being promoted as a “cultural event” and being carried out to ensure the tournament goes ahead in “true African style”.
I find it very hard to believe that the practice of torturing and killing animals is seen by most Africans as a positive or acceptable act that is somehow linked to African culture. I note that your “Rainbow Nation” is trying very hard to present itself to the world as a modern, dynamic state. I am extremely doubtful that the brutalisation of defenceless animals will be seen as a positive advance from the horrors of Apartheid and other shameful periods in your nation’s history that has so damaged it.
As the South African economy is so reliant on tourism and international trade I would appeal to you to think very carefully about letting this spectacle take place as I am aware that, despite your best efforts to keep plans for this slaughter quiet, word is rapidly spreading and potential visitors are far from happy.
I hope that you will reconsider the situation and prevent any acts of animal sacrifice from going ahead.

Ponovo vam se obracamo ,mada smo to ucinili vec bezbroj puta ,godinama , u svim postojecim oblicima komunikacije gradjana i nevladinih organizacija sa svojom Vladom : postom, e-mailovima, telefonom , otvorenim pismoma , dostavljanjem peticije sa 32000 potpisa direktno u pisarnicu Vlade RS , gde smo trazili, ali nismo dobili prijem nasih predstavnika , gde smo dobili mali papiric-potvrdu s pecatom Vlade kojim potvrdjuju da smo predali peticiju s 32000 potpisa kojom zahtevamo implementaciju svih vazecih zakona , i to je sve . Nema implementacije zakona, i dalje je nacin upravljanja u oblasti koja se tice zivotinja : primenjivanjem nezakonitih opstih i pojedinacnih PODZAKONSKIH akata nesaglasnih vazecim zakonima , sto je protivustavno.
Ponovo vas molimo da postujuci Ustav, postupite po clanu 192. Ustava i clana 6. i clana 8. Zakona o Vladi , i da nalozite obustavljanje primenjivanja opstinskih odluka kojima ,uz krsenje Zakona o javnim nabavkama i Zakona o komunalnim delatnostima kao i Zakona o drzavnoj upravi i lokalnoj samoupravi, opstinske vlasti bukvalno poklanjaju milione dinara iz opstinskih budzeta, pa cak i Ministarstvo zivotne sredine i prostornog planiranja to cini poklanjajuci milione dinara iz republickog budzeta , javnim komunalnim preduzecima koja su ilegalno dobila javna ovlascenja i koja ilegalno obavljaju poslove hvatanja i unistavanja/zbrinjavanja pasa i macaka lutalica , BEZ javnog tendera , i kojima zapravo nije stalo da psi i macke lutalice nestanu sa ulica u Srbiji, jer bi time izgubili pouzdanu , ilegalnu tezgu .
Zakonima koji su na snazi u Republici Srbiji , a ciju implementaciju nalaze Ustav ,jasno je definisan dozvoljeni odnos prema ovoj kategoriji zivotinja , kao i prema ogromnim sumama javnog novca namenjenog zakonitoj realizaciji tog dozvoljenog odnosa, kao i nacin davanja javnih ovlascenja i kontrole obavljanja istih , medjutim vlast u Srbiji , od vrha do dna piramide vlasti , donosi i koristi nezakonite podzakonske akte – sto je protivno Ustavu Republike Srbije , bila ona ili ne clan Evropske Unije.Na ovaj nacin ta vlast krsi ustavna prava svih gradjana Srbije , kako onih koji bezuslovno postuju zivotinje- postujuci sopstveni Ustav, zakone, Univerzalnu Deklaraciju o dobrobiti zivotinja, Bernsku , Ramsarsku , Bonsku i druge konvencije ciji je Srbija potpisnik ,tako i onih koji zele da njihov javni novac bude namenski potrosen , da oni i njihova deca i starci ne strepe od ujeda gladnih pasa na javnim povrsinama u Srbiji , koji zele da naoruzana udruzenja gradjana: ne istrebljuju zivotinje , da ne povecavaju potrebu za koriscenjem pesticida narusavajuci prirodni lanac ishrane , da ne onemogucuju vizitorski turizam i odlazak u prirodu jer pucaju vatrenim i drugim oruzjem po prirodi i postavljaju opasne zamke, da ne organizuju borbe zivotinja s trgovinom i kladjenima sto omogucuje naziv tih borbi podzakonskim aktima : utakmice, treninzi ili neustavnim cl.23. Zakona o divljaci i lovstvu : – ` ispitivanje urodjenih osobina pasa` , dok su to u stvarnosti najkrvolocnije borbe na zivot i smrt u jamama i gaterima – a koji je u suprotnosti s cl. 138.Zakona o veterinarstvu i clanom 7.Zakona o dobrobiti zivotinja koji su bili na snazi u vreme usvajanja clana 23 ,koji se usled toga nije smeo ni pojaviti .
Zamrznite nezakonite podzakonske akte drzavnih organa i jedinica lokalne samouprave i nezakonit cla 23. Zakona o divljaci i lovstvu ,nezakonit Pravilnik o zasticenim i strogo zasticenim vrstama zivotinja kojeg su napravili lovci i vlast , bez Crvene liste i bez monitoringa zivotinja , – ucinite ovo postupajuci po cl 192.Ustava Republike Srbije , pa ako ih njihovi autori ne poniste u roku od 5 dana , trazite od Ustavnog suda -ocenu zakonitosti tih podzakonskih akata , ali trazite i zakonske sankcije za one koji ih nisu ponistili u zakonskom roku, kao i za one koji su ozakonili najkrvlocnije borbe zivotinja clanom 23. Zakona o divljaci i lovstvu , sto je protivno Ustavu Republike Srbije, jer su borbe zivotinja zabranjene s dva validna zakona Republike Srbije , koji su bili validni u vreme usvajanja clana 23. Zakona o divljaci i lovstvu.
We have now provided a sample letter (Below) which can be copied and sent to the Serbian government.
In addition, we have provided an e mail address for EU Enlargement Commissioner Rehn, and also one for theWorld Organisation for Animal Health – the OIE, who we think should be made aware of the situation regarding stray animal treatment within Serbia, especially when it relates to non enforcement of animal protection legislation introduced in 2005, and which was recently verified as the legislation which the government should be using, by the Constitutional Court of Serbia.
Hopefully, this and other issues are outlined in the sample letter below.

This is an opportunity to inform two major organisations (the EU and the OIE) about the situation for stray animals in Serbia, for the lack of current legislation enforcement by the Serbian government, and finally regarding possible attempts to once again introduce legislation which will allow strays to be killed after a period of 30 days in a shelter. This is despite the fact that regardless of existing legislation, strays are being killed on a weekly basis when according to existing legislation, they should be provided with care.

To whom it may concern;
I am writing to express my complete and utter disgust at the situation I have seen at Loznica city pound.
Firstly, I understand that it is a regular occurrence that dogs which are attempting to survive in such squalid conditions at this so-called ‘animal shelter’ are regularly being used as living targets by local hunters. I have seen the photographic evidence of one small female dog which has been shot through the body with a hunters arrow.
Secondly, the conditions for animals at Loznica ‘shelter’ are a disgrace, especially when you are allegedly providing millions of dinars to make the place more suitable for animals. One has to ask where exactly this money is really going – maybe into the pockets of Serbian politicians rather than animal welfare.
Members of the Serbian parliament who represent Loznica always speak against stray dogs whenever they have the opportunity. They never speak out about the irresponsible animal owners of Loznica; those people who care nothing about their animals, who turn them out on the street every day, to mate with other animals, the same owners who make no attempt to get their animal(s) sterilised; something which would very rapidly reduce the numbers of strays on the streets if only this were to happen.Progress in reducing stray animal numbers needs to be obtained through education and a sterilisation programme, and responsible pet ownership. Serbia does not appear to be moving in any direction with any of these programmes at the moment – apart that is, from its endless and pointless stray killing attitude, which will never significantly reduce stray animal numbers in the long term.
The Serbian media continue to use a language of nothing but hate against stray animals. But the media does very little to analyse what has been continuously stated by animal welfare organisations regarding a national sterilisation, vaccination and identification programme to reduce stray numbers long term. Where the money which is currently being used for rounding up and killing a small percentage of strays, it could and should be diverted to instead be used to sterilise, vaccinate and identify treated strays on the streets; strays which are identified as having been sterilised and which are of no ‘threat’ to increasing stray animal populations.
Shinters (dog catchers) need to be educated to ignore animals which are identified as being sterilised, rather than simply going on their killer mindset frenzy of wiping out every animal which they come across.
Where exactly is all the money for the shelters and for animal control programmes actually going ? – could it instead be being siphoned off into the pockets of politicians ? – food for thought and certainly the views of Serbian animal campaigners who see very little progress in the standards of personnel (shinters) and the conditions of animal shelters across Serbia.
Sterilised animals do not produce offspring; but neither the Serbian government or the Serbian media appear to understand this basic fact of nature. Money needs to be put into a sterilisation programme, not a continual killing programme which kills some strays but allows other non-sterilised animals to reproduce and effectively, continue replacing the numbers of animals which have recently been caught and killed by an archaic and very uneducated regime.
Serbian animal activists have much proof of animal abuses and have asked for the intervention of the Serbian government in agreement with the obligation (of the government) which is defined in Article 192 of the Serbian Constitution, and also Article 8 of the Law of Government. Despite their requests to the Serbian government, these citizens of Serbia are being ignored. So what can be said about the rights of Serbian citizens when they are ignored by their own government, despite there being legal obligations which the government should adhere to ?
I am sending a copy of this letter to the EU Enlargement Commissioner, Mr. Olli Rehn; to inform him that in no way is Serbia currently in a position to be accepted into the EU. It is clear from the situations at Loznica alone, regardless of any other Serbian cities and their approach to stray animal control procedures, that you as a government are not enforcing your own rule of law, a fundamental requirement for membership of the EU. An additional copy of this letter is being forwarded to the OIE, Paris, to inform them of the animal abuses and non-compliance with the existing animal protection legislation in Serbia. Legislation which the government would appear to be ignoring and dismissing.
Instead, you continue to allow local authorities to work using the old, outdated and illegal legislation of Pravilnik 29/94; legislation which has since 2005 been overwritten by Article 168, the Serbian Veterinary Law of 02/10/2005.
Local authorities across Serbia are using Pravilnik 29/94 to continue killing animals held in pounds after 3-7 days when in fact they should now, and from late 2005, have been using the new Veterinary Law Article 168 which demands the care of animals, not the killing.
This has recently been verified to Serbian animal campaigners by the Constitutional Court of Serbia. Proof of this can be provided if requested, either by the Serbian government, the EU Enlargement commission, or the OIE for animal health in Paris.
You, as the Serbian government, are not enforcing the current veterinary law to proterct animals. Instead, you are continuing to use old and now illegal legislation for the killing of animals. This is not acceptable and the EU Commissioner is now going to be informed that the Serbian government cannot enforce ‘the rule of law’ as required to be shown for EU membership.
Although as a government you should be fully aware of national legislation, but obviously you are not, I will have to make it clear to you:
Pravilnik 29/94became nonexistent on 02/10/2005 when it was replaced by the new veterinary law Article 168 which demands the care of animals, not the killing.
Also, I now understand that authorities have started discussions at a meeting in Negotin; where these authorities have plans to introduce a new version of the old and illegal Pravilnik 29/94, which returns back to allowing animal killings after 30 days of being held in a shelter.
There would be not law for the care of animals under this new regime, simply a policy of kill, kill, kill.
I guess the reason for this new kill policy is because shinters, veterinarians and many politicians all take money from the public purse by being involved with an animal killing strategy. You obviously wish to keep these advocates of animal killing funded from the public purse, so you are possibly going to introduce new legislation (the new Pravilnik 29/94) to ensure that this continues to happen. Public money for continued killing with no real long term programme to reduce animal numbers by other methods – this is what the Negotin discussions are aimed at.
This discussion has started in the city of Bor; the city where over 1,000 bodies of illegally killed animals have been left on the city dump, and also where live animals are left on the dump wrapped in plastic bags to suffer a long and terrible death.
Again, we have the evidence and can provide photographs to any parties who request them.
Conclusion:
The Serbian government is not enforcing new (2005) national legislation to protect animals,
The Serbian government are not enforcing the law of the Serbian government,
the law for public competition,
The Serbian government are not enforcing the Criminal Code,
The Serbian government are not enforcing the verdict of the Constitutional Court of Serbia, or enforcing the Serbian Constitution,
In summary, there is no enforcement of the Serbian ‘rule of law’ and as such, I consider that you as a nation are not elegible for membership of the EU until you show positive changes with regard each and every one of these areas.
Both Commissioner Rehn at the EU and the OIE Paris will be provided with a copy of this mail.

Re ‘Recent Comments’.
Thank you very much to everyone for their comments concerning issues covered by this site. Whilst the vast majority of your comments are very much appreciated and create a good discussion forum for everyone, we are once again ( as outlined in messages before) witnessing a (very) few comments which are being abusive to certain nations and all of their citizens.
Words such as ‘bastards’ and ‘hang them’ are cropping up regularly from some sectors.
We at SAV know as well as anyone what a traumatic issue campaigning for animal welfare improvements can be; a lot is witnessed on a daily basis during the compilation of this site.
But passing comment and describing the entire people’s of any nation on our planet as ‘bastards’, and declaring that they should ‘all be hung’, is way out of order in our book.
It must be remembered, that for every animal abuser in any nation of the world, there are many people in that same country who are fighting a daily battle to try and defend these same animals from abuse. EVERY NATION HAS BAD PEOPLE, BUT EVERY NATION ALSO HAS MANY GOOD PEOPLE. Please DO NOT class the entire population of any country on one issue or just one or two people who are shown on this site. We work with the good animal defending people of many nations; it is their information which often allows us to expose what is happening around the world. These people should and must be respected for what they do in defence of animals; putting them and their entire nation down because of any specific issue is not acceptable.
There is enough to do in keeping SAV going without having to edit and remove abusive and critical words and terms from some of the comments which are left. All comments are read and verified as being acceptable (ie. Non abusive) before they are put onto the ‘Recent Comments’ section.
Any comments that are found to be of this nature in future will be completely trashed before they are even considered for displaying on the site. Abusing other people’s and nations of the world gets us nowhere; we need to focus our attention and efforts into doing better for animals right across the globe.
We all get angry about what we see and are shown by the global animal welfare movement; that is only natural; as an Englishman, I am proud that the people of my nation are generally, on the whole, very animal welfare supportive. I also know that there are some English people (a very small minority) who are abusive to animals; thus making a good and a bad mix in ‘my’ country. I do not therefore brand all English people as either ‘good’ animal people or ‘bad’ animal people – England has a mixture and I accept that – I simply fight to try to be a good one and expose the bad ones and what they do – without ever getting offensive at them or their undertakings. Angry yes, abusive no.
SAV was founded originally with the intention of being a voice for Serbian animals only. I respect Serbian people, but know that they come in many different forms, as do we all. Many Serbian people who I know personally as friends work tirelessly to defend Serbian animals from abuse and suffering which is caused by other Serbian people. This ‘differnt forms’ can be reflected in the peoples of any nation in any part of the world.
So please, keep the comments arriving at our door, but please work to ensure that respect is given to all nations and peoples of this world. Do not judge an entire nation on the doings of one individual and reflect that in any comment. And most importantly, please remember the good, animal supporting people of each nation as well as the bad, animal abusing people when comments are being made.
Personal insults get us nowhere; they simply lower the good people to the level of the bad. That achieves nothing.

This is an appeal to help get a wolf in Serbia returned to her home and the person that originally raised her. All of the following video links and newspaper articles are direct copies and translations of recent news from Serbia.
At the moment, over 3,000 people have written to the head of the Orthodox Serbian Church asking that the she wolf is returned to the monastery and the monk who has cared for her from when she was only 15 days old.
If you wish to write also and join in fighting for the release of the she wolf, then please use the sample letter and the mail links given at the end of this post.
This wolf needs to be returned to the man (the monk) who loves and cares for her. She must not be allowed to remain in a city dog cage as she is at present.

Animal groups unite on World Day for Animals in Laboratories to stop the construction of an animal testing laboratory in Malaysia.
To mark World Day for Animals in Laboratories (April 24th), a coalition of animal protection groups has launched an international effort to stop the construction of an animal laboratory at the Masjid Tanah Industrial Park in Malacca, Malaysia. The proposal, which has only recently come to light, is a result of collaboration between the Indian contract testing company, Vivo Bio Tech, and the State government-owned Melaka Biotech.
The coalition, which includes the Society for the Prevention of Cruelty to Animals (SPCA) Selangor, the British Union for the Abolition of Vivisection (BUAV) and the European Coalition to End Animal Experiments (ECEAE), which represents animal protection organisations from 17 countries, has written to the Government urging it not to allow this facility to go ahead on humanitarian grounds. Also to be considered is the impact that allowing such a facility will have upon Malaysia’s international image in the world. A meeting to discuss the coalition’s objections in full has been requested.
Disturbingly, Malaysia currently has no legislation governing the use of animals in research. According to the company’s website (www.vivobio.com), Vivo Biotech carries out extensive animal research, including toxicity testing on a variety of species for a number of purposes, including the controversial use for cosmetic products. It has also been reported that primates could be sourced locally in Malaysia. The government of Malaysia made an important stand by re-instating the ban on the export of primates for research in 2008. Should the animal laboratory be allowed to be set up in Malacca, immense suffering, misery and death will be inflicted on thousands of animals, and potentially facilitate the trade in wild-caught macaques within Malaysia.
The coalition opposes the construction of this facility for both ethical reasons and the lack of scientific validity of using animals in testing. It argues that there is a large range of non-animal techniques that, as well as being a more humane approach to science can also be cheaper, quicker and more effective. These include cell, tissue and organ culture; micro-organisms such as bacteria; molecular research; studies with post-mortem tissues; computer simulations, population studies (epidemiology) and ethical clinical research with human volunteers.
Coalition spokesperson, Christine Chin, SPCA stated: “We are calling on animal groups and others around the world to join us in urging the Government of Malaysia to dissociate itself from a proposal that will not only involve the suffering and death of thousands of animals every year, but also will undoubtedly have a negative and detrimental impact on Malaysia’s image overseas.”

Action Alert Please support the international campaign to stop the development of an animal testing laboratory in Malaysia
We are writing to request that you join with us in opposing the development of an animal testing facility at the Masjid Tanah Industrial Park in Malacca, Malaysia. 24th April, 2010 is World Day for Laboratory Animals
All of us have our own particular favourites when it comes to choosing cosmetics or toiletries. High powered advertising and the glittering facades of gigantic shopping malls, make the prospect of shopping for these items quite exciting and desirable.
But how do these products reach these shelves in the first place? The journey is not easy, especially for all the animals involved in the process. Most cosmetics, toiletries and household products, are tested on animals first, before being cleared and ready for human consumption.
Small cages, cold metallic table surfaces, lethal looking instruments, contraptions to confine an animal completely for purposes of testing and experimentation; this is what a lab animal faces every day and night of it’s terrifying existence in this unnatural setting. Millions of animals are subjected to horrifying cruelty so that we humans can cream our faces, shampoo our hair and even clean our floors as safely as possible. Each product has been tested on animals first.
After undergoing painful experimentation for most of their lives, many are then euthanized so that Scientists can study the effects of a product on their internal organs. This is what an animal, chosen for the lab, faces every day of it’s life; terrible suffering followed by a wretched death.
How can we, as people who really care for the welfare of animals, deal with this type of situation and also avoid being a party to such cruelty? There are ways :
Firstly, as customers, we can refuse to buy any product that has been tested on animals.
Many large cosmetic companies have now abandoned animal testing. This is indicated on the packaging of the product you buy, so read everything carefully before making your purchase. You can also ask sales people or the Manager of the store to help you, though, most of them may not be even aware that products are tested on animals. You can help educate them.
If you are really fond of a particular product and the packaging tells you nothing, locate the contact number or email address of the manufacturer on the same packaging and contact the concerned person directly. Ask if the product has been tested on animals as you do not wish to purchase any item that involves cruelty to an innocent animal. This helps a great deal, as customers are all important, and you are a customer.
If you are in doubt about the safety aspect of products, related to testing on animals, log on to the National Anti-Vivisection Society site and read about the safe alternatives to animal testing.
To make a compassionate and informed choice, you can go to the PETA India lab animals’ site and find out exactly which company tests on animals and which does not. There are approximately 800 which do not resort to animal testing now.
On this one day of the year, when we pause and reflect on the terrible plight of these animals, make a silent pledge to yourself to avoid using any product that involves this type of cruelty. And on behalf of all the animals you will save in this way, we thank you.
