New message received this morning, September 21, from Macedonia:

“Things are always getting worse in Vardarishte shelter, over 30 new employees are engaged picking up the dogs in three shifts, the shelter is cramped and the dogs disappear… It is strictly forbidden to take photos. When the volunteers enter the shelter, at least 3 persons follow you everywhere controlling any movement. Dogs are ill, there is no disinfection at all and at least the 70% of the puppies die in painful agony… Everything is imposed by that wicked mayor, but what can we do…?

At present only 2 volunteers are allowed to enter the shelter: a contract imposes that they must be the same persons everyday for 5 hours per day. Of course this is crazy and they studied it on purpose to make us things impossible, because we have to go to work, like everybody, and we only could manage it making shifts but this is not allowed… Anyway, we have to accept whatever they offer for the sake of those poor dogs, because it is of vital importance to supervise the situation. They are making provocations all the time and are always looking for new tricks to get us out…

We need your international support in order to make pressure on the local government. We have prepared an URGENT letter to the members of EUROGROUP, hoping they will react in any way to stop this horror.

The reason we are writing you is to draw your attention to the suffering and killing of huge number of strayed dogs in Skopje, in facility which is supposed to implement a catch-neuter-release programme.

The city of Skopje has assigned a city communal services company, the public enterprise “Komunalna Higiena”, to run the facility and to be responsible for the process of catching and treating the dogs. The treatment should include de-worming, spaying/neutering of the dogs and returning them to the location where they were caught. Unfortunately, not only the programme is not being carried out according to the plan (officially there is about 60% of euthanasia, unofficially about 90%!), but the dogs kept in the holding facility are being mistreated and left to suffer from extremely bad conditions (too many dogs in one cage, concrete wet surface, often hungry, without enough drinking water, many of them are sick and are in same cage with healthy dogs). Furthermore, the facility’s management is not allowing visitors for adoption to come every day. Visitors can come only two days of the week, Fridays and Saturdays, from 9.00h-12.00h a.m. We believe that without a proper adoption plan, the catch-neuter-release programme can not be successful.

In addition to this, we would like to provide you with the following information:

– There is only one veterinarian in the holding facility. However, the dog catching team is constantly increasing the number of its members. Currently, there are 40 official dog-catchers. The dogs are being caught non-stop, because the dog catching service works in three shifts!

– The cages are too full. In most of the cages, there are over 15 dogs in one cage. There is no evidence of which dog has been caught, sterilized or euthanized, signed by a veterinarian who determined the reasons why the certain dog has been euthanized.

– The dogs are starved, the hygiene is intolerant, in fact, the holding facility is a source of diseases (Febris catarrhalis infectiosa canis and Parvovirosis). Majority of the small dogs die in terrible pain, without any veterinary care being provided.

– The dogs are treated like parasites, they are not being vaccinated against Rabies. Also, adoption and health documents are not issued for the adopted dogs.

– Majority of the dogs are never taken out of the cages.

– When the cages are being washed, the dogs are not taken out of the cages. They are forced to stay on wet and cold concrete floor. Many of the dogs, mostly the little ones die from Pneumonia.

– There are barely marked dogs, not more than 10 % of the caught dogs (dogs marked as sterilized and that need to be returned to their territory because they are healthy and non aggressive).

– It’s strictly forbidden to shoot pictures in the facility, or to record any video materials, everything with purpose to hide the truth and the real situation!

According to the information we have received backed up by statements and photographs, programme is not being implemented as planned and the dogs are randomly being euthanized in extremely huge numbers. The killing of numerous strayed dogs has never been a successful way of dealing with this problem. Today when animals have come to depend on us, this is a very cruel way to treat them. We believe that in the 21st century we do not need to prove that animals feel pain when being abused or killed!

In relation to this problem, we have often discussed with city authorities (major of the city of Skopje, Mr. Koce Trajanovski) and with “Komunalna Higiena” about the implementation of the programme mentioned above. Also all the biggest world association for protection of animals were informed and they reacted on this enormous killing and mistreatment of the dogs (PETA, WSPA, OIPA international, VIER Pfoten etc) but the situation is not changed. We believe that this elimination is the politic of the city, who would like to “solve the problem” of dog uncontrolled population by implementing mass liquidation and officially killing more than every second dog they catch. Addressing international organizations with a mission to help protect animals is our last hope, to be voice of the voiceless. Please help us to help these animals – only solution is urgent international help, pressure and support! Please contact us if you are willing to contact the city authorities of Skopje in order to react and to prevent the elimination and mistreatment of the dogs in Skopje.

Macedonia has always been a symbol of ancient traditions, good people and hospitality… Now, seeing through our eyes, Skopje is a city of terror, massacre and use of strength against the week ones and those who don’t have a chance to defend themselves!

We thought that we are part of the European family, but all we can see is an ugly picture of terror and a country that can’t handle the problem of homeless dogs. They are brutally killed in the “Vardarishte” shelter, the institution that literary has closed its doors for the people who want to adopt a homeless dog, the institution that didn’t changed its way of functioning and killing innocent animals, but became even more radical.

All of this mentioned above, will put a mark on you – as aggressive politicians who don’t care about which instrument to use, as long as their objective is achieved.

But… do you know that one of the conditions for entrance in the European family is human treatment towards the dogs and transparency of the institutions who are supposed to take care of them?

Do you know that you are the only one who don’t have at least three shelters for dogs in the capital city? Do you know that the world is watching you and your brutal actions?

Do you want to be remembered as dog-killers and nothing more?

Have you ever heard about the international organizations that fight for animal rights and all the victories that they have achieved?

According to the statistics, Skopje has the highest level of euthanized homeless dogs. Dogs that are young and healthy, creatures that have a right to live, just as every other being. We will do anything that is in our power – and believe us, we have the power, because we are not moved by money but by the LOVE towards the innocent creatures – to stop this massacre.

The SAV submission deals specifically with the stray situation in Serbia, currently a non-EU member state but one seeking membership over the next few years.  Other submissions which will be presented to Mr. Hunchinson will be associated with the situation for stray animals in other EU member and current non-member states.

 

We have been limited to the amount of space for our particular submission, but hope that you will find it is short but informative, the photographs of the situation for Serbian strays on the final pages say everything in our opinion.  We hope that this paper is a part justification for

 

1                    Serbia to seriously address its national stray population situation, and

2                    The European Union to implement Union-wide legislation in the very near future which will give member states no option but to implement better welfare legislation for stray animals.

 

The final words from Diana and I state the following:

 

With the EU elections this June (2009), we feel it is the responsibility of our elected members of the European Parliament to immediately pass and implement EU-wide legislation for the protection and welfare of all European stray and roaming animals. Europe cannot wait another ten years for action”.

 

Europe cannot keep dismissing this issue of stray animals.  Europe needs to act and act now.  We hope that the signatures given to this declaration will be a good indicator as to how much ‘animal welfare’ actually means to each and every MEP.  This is an ideal time as the views of each MEP in relation to this Declaration can be used by Euro citizens when deciding who to cast their vote(s) for at the EU Elections this June.

24/03/09 – SAV Write to Serbian President and City Mayor Requesting Meeting to Discuss Humane Stray Animals Population Management Programme

SAV officially write to the Mayor of Subotica City, Serbia, Mr. Vucinic and also to the President of Serbia – Mr. Boris Tadic, requesting a meeting with them both to discuss a No Kill sterilisation, vaccination and microchipping programme for stray animals in Serbia.  This to be undertaken after a full public awareness and education programme.

 

A copy of the letter, including the two attachments (dog and cat Multiplication Pyramids) can be seen directly below.  Serbian governments and authorities appear to have an inherent, completely blinkered attitude that the one and only way to rid Serbian towns and cities of stray dogs and cats is to round them up and kill them; in very often barbaric ways, as we have outlined previously – see one of our previous SAV posts for evidence – https://serbiananimalsvoice.wordpress.com/2008/09/05/photographs-warning-animal-suffering/ 

 

A huge amount of Serbian taxpayers money in being spent every year on this approach.  We have learned from sources within Serbia that yesterday, 23rd March, the local Parliament of just one city approved the funding of 70,000 Euros simply for the capture of animals and for killing.

 

70,000 Euros would cover all the costs of humane sterilisation of every animal within that city.  It would only need to be done once, as we are certain that there is a very remote chance that sterilised animals are capable of producing further offspring once they have been treated !.  For just one pair of unspayed dogs, the results over a six year period of all their (unspayed) offspring happily producing yet more stray animals would result in  a staggering 67,000 extra animals on the streets !  – and that is just for one pair of animals.  Multiply this by the thousands on the streets of major serbian towns and cities and the numbers are astronomical.  And still the government seems to pour money into the bottomless barrel which they call round up and kill.

 

But what will happen in future ? – this year, the money will be spent killing dogs and cats; next year, when the authorities still have a huge (or possibly an even bigger) problem of population numbers for stray dogs and cats, they will what ?, allocate yet another 70,000, 80,000, 100,000  Euros in some futile attempt to inform the tax paying public and their own personal conscience that what they are doing is correct ?

 

This is the basis why a letter had to be sent to the mayor of Subotica and President Tadic today.  At the moment, the European Union (EU) is currently reviewing policies and procedures which will hopefully and almost certainly see all stray animals become protected under new EU legislation; legislation which will be issued as an EU Directive and which will have to be followed and adhered to by all member states of the Union.  Serbia is not currently a member state but wishes to become one in the near future. 

 

Surely, for Serbia, better and wiser now to start speding money on a humane, no kill  sterilisation, vaccination and microchipping programme of stray animal population reduction rather than a massive expenditure as will be necessary once EU legislation is approved and Serbia becomes a member state; which means having to conform to the EU Directives on stray animals ?

 

The welfare lobby is going to continue to press for a national no kill programme for all strays and pet animals within Serbia.  We do not want conflict, but we are getting it from the governments and authorities attitude to what is basic, proven, cruelty free science.

 

Ther campaign continues. 

 

Copies of the SAV letter have already been sent on 24/03/09 to major contacts within the current EU.  Over the coming days the letter will be forwarded to media contacts internationally.  Other campaigning plans on this specific issue are in the early development stages at this present time; more information and requests to support will be posted as things develop.

 

SAV have asked that the Serbian President and the Mayor of Subotica contact us within one month informing us of their decision for a meeting based around the public education, stray and pet animal sterilisation and (stray) no kill programme.

 

Below is a direct copy of the letter sent today.

Dear Mayor Mr. Vucinic and President Mr. Tadic;                                24th March 2009.

 

I write to you as a representative of “Serbian Animals Voice” https://serbiananimalsvoice.wordpress.com/category/serbia-central-serbia-capital-belgrade-and-serbiavojvodina-capital-novi-sad/  and also as the EU Legal Correspondent for another animal welfare organisations within the United Kingdom.  Based on this, copies of this letter will be supplied to senior politicians /persons within the EU within the next twenty four hours.

 

Your prompt and positive response to the following requests is therefore requested.

 

In Serbian national legislation for animal welfare, every community should have its own reasoning and policy for solving the problem of stray animals.  The policy which has been used in the past by the majority of authorities – of simply building a relatively small shelter to house stray animals, is not sufficient.  Due to their inadequate sizes, these shelters become overloaded with a very small percentage of the regions stray animals within a matter of days, whilst many, many other stray animals still continue to roam the streets.  Eventually, these animals are also collected and taken to the aformentioned shelters.  Because the shelters are inadequate to even start to deal with such a throughput of animals, the simple ‘solution’ to the ‘problem’ as viewed by government and authorities until now has been to systematically kill the current intake of strays to make room for yet another intake, which in a relatively short time, will also be killed off. 

 

It is an endless cycle which achieves nothing for Serbian taxpayers who are currently paying their hard earned money for animals to be collected and destroyed, with no end result on the horizon, continually.  At the same time and most importantly, the actual numbers of animals existing on the streets does not decrease. 

 

You are therefore, in our opinion, and the opinion of global animal welfare organisations with much experience in stray animal management, currently operating a policy of stray animal control which is both a waste of money, and which is most important, achieving no actual results in reducing the numbers of stray animals in your towns and cities.

 

Because of this, we suggest that you need to very urgently review and completely change your policy of dealing with stray animal population management.  The two graphics attached to this mail, one for dogs and the other for cats, show the numbers of new stray animals which can produced by just ONE single pair of un-sterilised (stray) animals over a period of several years.

 

If you multiply these figures in the graphics by the literally thousands of stray animals which are on the streets in all towns and cities within Serbia, and anyone in their right mind can work out why you are wasting taxpayers money and getting nothing in the way of results when it comes to stray animal population management and numbers reduction.  Again I repeat, you are wasting taxpayers money.

 

Should you wish to resolve the national problem of stray animals within Serbia, one method which you could undertake for effective and permanent, long term stray animal population management, is by introducing a high level national sterilisation programme for all strays and owned pet animals – which would involve both dogs and cats.

 

This sterilisation programme would need to be supported by a good public awareness /education programme to inform citizens that by humanely sterilising stray animals and thus making them physically unable to reproduce and produce yet more strays, within a relatively short period of time, the numbers of strays on the streets will start to reduce.

 

In addition, current owners of pet animals within Serbia must be informed that they should personally take responsibility for:

 

Having their own animal(s) sterilised; possibly with government support and regional funding; ie. Money currently used for killing dogs and cats diverted into an effective population management programme for the future; and also,

 

Not turning / throwing their own (currently un-sterilised) animals out onto the town or city streets every day.  By their owners doing this, these innocent but often young, healthy and virile pet animals, when un-sterilised as the majority are, mate with every stray animal on the streeets they can find, thus continuing to add to the never ending cycle of stray animal overpopulation figures which you now nationally experience.

 

Your lack of action to undertake a national humane, ‘no kill’ sterilisation programme for all stray and pet animals, combined with good public education, will continue to mean that you will annually waste vast amounts of public money on attemtpting to stop an un-stoppable problem; a problem which can only be prevented by humane means, ie. A no kill sterilisation programme.

 

Finally, I request that you please both allow yourselves to undertake a meeting with Dr. Slavica Mazak Beslic of the welfare organisation EPAR, in order that she can present you both with an overview and suggestions for the introduction of a national sterilisation programme as outlined above.

 

I would appreciate it if a date for a meeting with Dr. Slavica Mazak Beslic could be arranged very soon, say within the next four weeks.

 

For your information, the European Union (EU) is currently reviewing policies and procedures which will see all stray animals become protected under new EU legislation; legislation which will have to be followed by all member states of the union.  The basic outline of this new legislation includes:-

 

The European Parliament,

 

– having regard to the European Convention for the Protection of Pet Animals (CETS

No.125),

 

– having regard to Rule 116 of its Rules of Procedure,

 

A. whereas there is no uniform or specific text relating to the protection of pets and stray animals that applies to all the Member States,

 

B. whereas the European Convention for the Protection of Pet Animals is incomplete and has not been signed by all the Member States,

 

C. whereas in many Member States there are still cases of mistreatment of pets and stray or abandoned animals,

 

1. Calls on the EU to introduce measures to ensure that Member States impose severe punishments on people who abandon or mistreat a pet or a stray animal, and to mandate Member States to put in place a system of management at national level for collection, sterilisation and vaccination;

 

2. Calls on the Commission and Council to call upon all the Member States to sign the European Convention for the Protection of Pet Animals and to adopt the new measures;

 

3. Calls on the Commission and Council to sanction any Member States that fail to comply with the above Convention and the new measures to be adopted;

 

4. Instructs its President to forward this declaration, together with the names of the signatories, to the parliaments of the Member States, the Council and the Commission.

 

Serbia wishes to become a member of the European Union.  Serbia, by the actions of yourselves, is being given the chance to introduce humane and practical stray animal population management BEFORE it will be enforced on you under the new EU legislation.

 

European wide animal welfare organisations currently involved with stray animal population controls will ensure that the legislation above DOES become law throughout the EU, hopefully a Union of which Serbia will then be a member state should it decide to adhere to EU legislations.

 

Rather than have legislation forced on you under EU directives if and when you do become a member state in the future, can I suggest that Serbia starts to undertake its own national stray animal humane, No Kill sterilisation, vaccination and microchipping programmes based on the above EU programmes in the very near future.  The endless killing of stray dogs and cats in Serbia, with no reduction in population numbers, shows as previously declared, your current methods of dealing with the stray problem are outdated, cruel and completely unnecessary.

 

Dr. Slavica Mazak Beslic is available to meet with you in the very near future; hopefully within four weeks, and discuss these programmes further.  As declared above, senior EU politicians will now be informed that this request has been made to you in person by ourselves in the animal welfare movement.  These contacts are included in the ‘Bcc’ part of this mail as proof.  Additional copies of this letter are being forwarded to international press and media within the next few days via our international contacts listings.

 

For the sake of future good relations relating to Serbian EU membership, I trust you will consider the request positively and be in communication with Dr. Slavica Mazak Beslic within the next few weeks to arrange a meeting.

Mr. Dulic is a member of Democracy Party of Serbian President, Mr. Boris Tadic.

From information which has been provided to SAV, a group of environmental volunteers met with the Minister of the Environment, Mr. Dulic, and it appears that allegedly they were told to bring a criminal charge against the government !

Knowing that this will cost money and that the government may possibly have just slightly more influence in the result where it is needed than the campaigners, the environmental campaigners wishing to save Stara Planina are now calling on everybody to help them in their campaign to stopping the ski centre being constructed.

Also, it is said that one Professor,  Lidija Amidzic, who objected to what was being proposed by the government to turn the area into a Ski centre, was removed from her position as a Director at the Institute for the protection of nature – Zavod za zastitu prirode.  The institute is a state organisation which would normally be consulted with by the Ministry for the Environment regarding any proposal, such as the ski centre construction. 

But in her position as Director of the Institute being consulted by the government, Professor Lidija Amidzic did not agree with the construction of the ski and tourist centre.  Mr. Mladjan Dinkic of the G17 political party was not pleased with her views on the proposed plans, and allegedly he informed Professor Amidzic that she would as soon as possible be removed from her from her position as Director of the Institute.

This removal of position as a Director was later undertaken by the government without any further explaination / justification. 

Professor Lidija Amidzic is no longer able to make decisions relating to the environment; she currently still has a job at the Institute, but not anything as influential as the Director that she was.  The Institute now has a Director in place who agrees with the building of a tourist and sky centre at Stara Planina; just as the government would like !

It would appear that the government have the power and influence to be able to remove anyone who opposes their environmental views; the example being Professor Amidzic being removed as Director of the Institute for voicing her opposition to the ski centre !; even when as a Director of the Institute for the protection of nature she should have been free to disagree with environmentally damaging construction and planning proposals.

Professor Lidija Amidzic is an environmental person who wishes to save Stara Planina as the beautiful area that it already is; free from the huge construction work which will happen there.  She has spoken out (as Institute Director) against the ski centre plans to the government and has now been removed from her position.

I am writing to express my concerns that the beautiful parkland area of Southeastrn Serbia known as Stara Planina, may be turned into a massive Ski Centre simply because certain members of the existing Serbian government wish it to be !

Construction of the proposed ski centre will destoy the park as a result, and will include damage or detruction of the huge range of preserved landscapes and biodiversity for which the region is known.

Under the protection of heritage, Article 89, I understand that the citizens of Serbia shall be obliged to protect natural rarities and scientific, cultural and historical heritage, as well as goods of public interest in accordance with the law.

The government of the Republic of Serbia, as well as local government, have it their responsibility to protect the heritage of the Serbian Republic.  Article 74 states that everyone shall have the right to a healthy environment and the right to timely and full information about the condition of the environment.

It saddens and annoys me very much to understand that the wishes of a few Serbian politicians are trying to overrule the legal rights of the citizens of Serbia.  Could it be that these supportive politicians have personal business or financial interests in the proposals for development of Stara Planina ? – a ‘conflict of interests’ as defined in Article 6 of Serbian legislation ?

This situation annoys me enough that I feel I must present this information to my Members of the European Parliament (MEP).  Serbia wishes to gain accession (membership) of the EU very soon, but I would like to remind you sir that in order to gain EU membership, and under the rules of the 1993 EU ‘Copenhagen Agreement’, EU membership criteria requires that a candidate state applying for membership must have achieved:

stability of institutions guaranteeing democracy, the rule of law, human rights and respect for and protection of minorities;

I do not consider that the objectives of the Serbian government with regard Stara Planina can be described as either ‘Democratic’ or as enforcing the Serbian Republic ‘rule of law’.

Because of this and the existing Serbian governments views on the changes at Stara Planina, I am left with no choice but to question whether Serbia is currently achieving the necessary criteria for EU membership; and I will be asking my MEP(s) this question.

Please do not change Stara Planina in any way; keep it as it is, a place of outstanding natural beauty for all of the citizens of serbia, not simply for the wishes of a few politicians !

Dear Sir or Madam,

 

Newspapers worldwide are reporting about the extreme torture of cats that are skinned and then boiled alive by butchers in Guandong. Thousands of cats are sold to the Guangdong restaurants, and most of these cats come from other provinces where cat nabbers have become infamous all over China, terrorizing cat owners who fear that their cats may be stolen to be sent to Guandong restaurants.  The shocking side of this story that’s making human beings all over the world shiver with indignation is that cats are skinned and dismembered alive, and still alive when thrown into boiling water to finally finish a most hellish suffering with their last breath. 

 

It is with profound distress that I am writing to you regarding this most Inhumane treatment of cats and ask you wholeheartedly that you put a stop to it immediately.  The West is horrified by so much vileness, and this will certainly not be a postcard that China would want for the world to see.  It is because of these practices of a minority that the important and rich Chinese culture and history have become so stained and repudiated by most countries which have adhered to humane laws to protect the most defenseless members of our planet:  the animals.  It will not be difficult for China to adjust to this new era since most Chinese people abhor these extreme cruelties. The minority in your society who delight themselves on this type of cruel bloodshed are a few and they will only destroy China’s respectability around the world.  Surely, not all Cantonese are proud of the smell of blood tainting their culture and history.

 

Quoting General Secretary Hu Jintao on December 18, 2008 commemoration of the 30th anniversary of the reform:  “the spiritual poverty is not socialism,” can be translated also for non-humans as these practices are certainly a great poverty of spirit and one that will bring shame to the Chinese civilization.  It is now a good oportunity to follow on his Excellency Hu Jintao’s footsteps to a rich and spiritual socialism.

 

Respected Guangdong Provincial party committee, the provincial government, Guangzhou Municipal party committee, the municipal government leads:  These acts have driven people around the world beyond their limits of forbearance. There is nothing that should justify such horror, let alone something as selfish as the culture of food based on the suffering of the innocent and the defenseless.

 

I appeal to your conscience and the compassion that you surely have in your hearts, to put an end to so much suffering inflicted upon the most defenseless members of your society:  the animals.   Please make it illegal for butchers to inflict so much pain and agony on the voiceless and defenseless animals.  Please investigate these atrocities, and  forbid any food and beverage that is based on cruelty, and capture and destroy the suppliers and sales of live animal companions for food, immediately.   Modern laws and regulations must be instituted immediately to avoid this type of traffic and the extreme suffering involved with it.    No nation should have to be embarrassed of their own country because of a minority that can only bring shame and disgrace upon itself.  It would be to the great advantage of China to put an end to this horrific treatment of animals to show the world that it is also compassionate and civilized, and has the ability to be an effective part of the third Millennium.
