Here is the latest (December 2012) news from Danica at Felix Shelter, Serbia.

As you can read in the text and see in the photographs, Winter has well and truly arrived !  Food delivery for the cats has become difficult as the delivery truck is not able to get through in the snow.

“Winter has just struck with all of its fierce power. We’ve been literally snowed in for the last couple of days and a state of emergency has been declared for Vojvodina.  When even the highways are buried in snow drifts, what can you expect of the local roads? And yet my shelter, although not fully prepared for the winter weather, is holding on in a small snow-covered village…

We’re in the grip of a deep freeze, with continuing snowfall accompanied by frosty, biting and stinging northerly winds.  Luckily, this heavy snow can’t contrive to pile up on my chain link fence, but the heaps of snow do build up on the rooftop. I guess it’s a good thing that I still don’t hear ominous cracking sounds from the roof as it is successfully bearing the burden of extra weight, at least for now.

The yard resembles a winter wonderland. It’s not so magical, though, for those of us who are shoveling paths through the deep snow so that the others, the furry, four-legged ones, can run and jump easily all over the yard.  The youngsters are having a great time and loving the snow (yeah, it’s easy for them to love it), but most of the older kitties are definitely not impressed. Some of them took a brief walk through the snow on that first day, decided they didn’t like it and are now resting in their warm rooms, while the others didn’t even desire to set foot outside. The only exception is Speki, whose fascination with snow is well known, but he won’t be so delighted if the food delivery truck doesn’t manage to push its way through.

Although we’re in mid-December, the snow caught everyone by surprise. When things get back to normal again, all of the doors of the kitties’ indoor enclosure and the gates will have to be strengthened and fixed. This winter is obviously going to be brutal, with above normal heavy snowfall and frigid winds. We must do everything within our power to prepare for the cold months coming ahead the best we can.

Please, help us with whatever you are able to give! It’s a dire emergency here and there’s no more time to waste!”

Serbia: Unlawful Killing Of Animals By The City Of Smederevo – Please Take Action.

The Smederevo authorities appear to be making up their own laws on animal welfare, including killing; rather than undertake the official stance as defined by the Constitutional Court.

The Smederevo policy as it currently stands is in full disagreement with Article 46 of the Veterinary Law, as well as Articles 7 and 15 of the Serbian law for animal welfare.

The selling of stray dogs to laboratories is forbidden by law, and yet it appears to be happening in Smederevo city.  This must be considered as criminal trading and making unlawful profit by the same process.

Immediate public and global action needs to be taken against the authorities of Smederevo city who are responsible for these illegal actions.

Slavica (EPAR) has just written to the Serbian Constitutional Court regarding Smederevo city.  Learning from recent work and Constitutional Court approval of her wrok in Subotica city for the animals there, Slavica is hopeful of a positive result also regarding Smederevo.

Under the verdict of the Constitutional Court, Subotica must now make new legislation / regulation for the stray animals.  The Subotica authorities made a new regulation on 27/9/2012 associated with the numbers control of stray dogs and cats.  But this new regulation states the word ‘euthanaia’ which is in direct opposition to Article 46 of the Serbian Veterinary law and which also is in opposition to Article 7 on the law relating to animal welfare.

And so it can be said that Subotica city is still writing illegal regulations.  This information is currently being submitted to the Serbian Constitutional Court, and it is hoped that it will be in full agreement that Subotica is acting illegally by writing this new regulation, which is in disagreement with national legislation.

In the last few months a lot of information has been given again to the Constitutional Court.

Information relates to:

1.            Regulation.  Named: Programme in matter of control of stray dogs/cats population number in Subotica.

2            Document.  Regulation named: Pravilnik and made by Ministry of Agriculture of Serbia about hunter dogs which are allowed / permitted to fight.

3.         Law associated with hunting and wild-animals.

4            And now this Smederevo municipallity created official regulation in which says that shinters could sell cats and dogs to laboratories – to be used for experiments, or alternatively kill them by “humane euthanasia“ after 10-30 days from being caught –  both ways are in opposition to laws. Hopefully this would be fairly easy to win as the law is very clear on this matter.

So now Slavica waits for results to the above four actions.

As before when Slavica had had good verdicts; there are 15 judges at the Constitutional Court of Serbia who will work together to review the evidence.

The court was on Slavica’s side in all 3  past cases as she provided very precise, correct and detailed information.  Now we have to wait and see what will be the verdict of these 4 cases.

…. “In the past year I have done a lot thanks to all of you who supported me and thanks to the people in “real” life, Association of Novi Sad and other individuals who are dealing with stray animals 🙂

Exactly 1 year ago, by a chance I went to one part of Novi Sad (Serbia), and was shocked how many pregnant dogs and the ones with little puppies were there on the streets…

And then what else could I do but to help them and advocate for some female with puppies, find them homes, sterilize & vaccinate them etc.

For past year I helped to sterilize 66 animals – 44 females and 17 male dogs, 4 female cats and 1 male. For sterilization we didn’t have to raise money because city of Novi Sad has provided free sterilizations for stray dogs. Almost 4 years since I am doing this for strays every single sterilization turned out well thanks to the vet’s office and people who helped.

From those who were sterilized some were adopted, some are still waiting for a home, and the new ones are coming …

Only in past year 41 stray were adopted – 5 adult female and 2 male, 18 female and 16 male puppies.

For all of them sterilization was provided.

Unfortunately, some of them weren’t that lucky to be adopted … but we won’t forget anyone of them:
– In Sep. 2011th, one of six Zuja’s puppies died but five were happily adopted,
– In October 2011th, Nina who was adopted get sick from distemper and didn’t make it,
– In December 2011th, Jenny female stray was hit by a car, smashed and euthanized
– In January 2012th, young brown puppy male was put down because he was sick, appeared
malnourished, his ribs could be counted; nervous type of distemper, was euthanized.
– In February 2012th, curled sweet puppy, nervous form of distemper. He really struggled 😦 too
painful to look at him shaking and crawling 😦
– In March 2012th, Ive and Mali were puppies who were suffering from piroplasmosis (This was the first time for me to meet with this disease and the puppies). I found them in the same area, within a week.
– In April 2012th, Male puppy about 4 months old, full of ticks, parasites, malnutrition, nervous form
of distemper. And this was a terrible thing to see and experience 😦
– In April 2012th, Mona puppy about 2 months, canine parvovirus

For me personally was pretty painful and disappointing to watch them die, each and every one of them had a specific character and appearance …

In the past month, 3 new males appeared (un-castrated) and 1 female who gave birth there and now has 3 puppies” ….

There are many people like Marjiana Culum who are taking care, feeding and do everything in their power to protect stray dogs in the street of Serbia … now they need our help.

Dear all;

Below is the latest news from Danica at Cat Shelter Felix.

This is a big ask, but if you are able to provide any financial help then it will be more than very much appreciated.  We are currently trying different other ways to get in much needed financial help so that all the building repairs can be sorted and paid for before the winter really arrives, but some of these applications are being delayed.

With over 20 new cats arriving at the shelter, this means that there are 20 additional mouths to feed, as well as paying for the building work.  So please give anything you can; we do not like to have to ask for money, but with Winter just around the corner, every penny will be spent very wisely helping the cats and paying for essential repair  work at the shelter.

Dear friends and supporters everywhere;

”With winter rapidly approaching, we are racing against time to get the shelter ready for the cold months ahead.  The new insulation layer has been added to the interior walls of the indoor enclosures, the exterior doors of the cat rooms have been strengthened and everything is hopefully strong enough to endure whatever nasty weather comes along.

Our brilliant plans of fixing up the shelter completely have become only a partial reality, as we haven’t succeeded in raising enough funds. Or rather, everything was in worse shape than we thought at the beginning. Even back then when the repairs first started, I was very much aware that we were biting off more than we could chew but I also knew that we must try to fix as much as possible or we wouldn’t have a chance to get through another winter. The entire ordeal has lasted for months and even now it’s far from finished but at least we’re facing the future with hope. It may have sounded risky to start such a huge project relying only on personal means and other peoples’ good will but we had no other choice, so we ended up with a big debt which I hope we’ll be able to pay off some day. It’s been said a long time ago that fortune favors the daring…

More than 20 new kitties have arrived at the shelter over this year, so there’re many more mouths to feed, which wouldn’t be such a problem if it wasn’t for the enormous costs of shelter repairs. I’ve already reconciled to the fact that most of the people who find a cat or a kitten can’t keep it, but instead try to find another temporary or permanent home for that animal, and forget about it instantly as soon as it becomes someone else’s worry. Out of more than a dozen people whose kitties I’ve taken in this summer, only a few have ever asked about them. What do you know! Nihil novi – nothing new under the sun. 

All of the kitties in the shelter are safe and loved for life, but they do need help. I’m not posting dramatic pictures, my cats aren’t skinny and sick generally, they do not fend for themselves, their lives aren’t hanging by a thread but their future depends on donations, and the kindness of strangers, nevertheless. While every appeal for help can pull on people’s heartstrings, it’s obvious that everyone is more compelled to donate when the animals look horrible and it’s somewhat comprehensive.

Felix kitties are fattish and relaxed and don’t seem to have a care in the world but on the other hand we all know that cats are supposed to live for a very long time and need constant care and food regardless of what they look like. My kitties’ lives weren’t always a bed of roses and all of them have come a long way since the days they fought to survive somewhere out there, alone, abused and utterly unimportant…Please, help them stay happy and healthy now that they finally know how it feels to have a home!”

Serbia: Borka’s Cats – Help Required From Ela With Facebook Page – Can You Help ? – E mail Contact Detail Given.

Ela has now set up a Facebook page called ‘Hope For Serbian Animals’,

but she is after more help with getting this site sorted – can you help please ?

Please have a look at the Borkas cats which are shown in the following photos.  They are cared for by a Roma lady who belongs to people who have been moved on by the authorities.  She is one of the only people to remain and she feeds about 60 cats.

If she is moved then all the cats will be left and may be rounded up and taken to the local pound to die.  As we currently understand, Ela is establishing a link on her page that would allow you to donate.  The appeal would be for the cats and their carers who help with feeding, sterilisation and vaccinations.

Date: Saturday, 20 October, 2012,

The cats in this album live in a slum settlement from which Roma people were forcefully relocated and forbidden to take their animals with them. Borka is one of the few inhabitants who remained there and she is the only one who looks after about 40-50 cats. She also has two dogs.

Borka lives in a makeshift shack with no electricity and running water. Understandably, she has no financial means to provide food for so many cats. Spay campaign is under way and so far 15 females have been sterilized. Most of these cats are tame and they desperately need food an home. Soon there will be no one to feed them when the authorities remove the remaining people who are still living there. Please help them!

Serbia: Constitutional Court Declares That Subotica City Is Killing Dogs and Cats Illegally – Setting A Possible Change Across All Cities In Serbia.

Campaigners in Serbia have very recently been informed of some very good news.

The Constitutional Court of the Republic of Serbia – comprising 15 judges, made a verdict that the 3. Community document of Subotica (town in Serbia) regarding the matter of the treatment  stray dogs/cats is illegal; it is unlawful and it must be changed.

This is what The Constitutional Court of Serbia has now demanded.

It is the same in all 170 cities in Serbia; but in every individual case for each and every city, it is necessary that the information be supplied to the Constitutional Court.  If this is undertaken, then changes will have to be made for stray dogs and cats in every city.

What this basically means is, that the Subotica city government,  in the period covering 2003 to the present day, some 9 years had  been undertaking illegal actions.

Slavica, on behalf of EPAR, made a request to the Constitutional Court saying that in Subotica city, the city is acting on unlawful  public documents relating to the treatment  of stray dogs and cats.

As we understand it, the regulations made by the local government  (Subotica city) must be in agreement to the legislations made by the Parliament of Serbia.

The Constitutional Court has declared for the third time that the methods used by the city for the killing of dogs and cats is illegal; and that the methods used for numbers (population) control is illegal, because euthanasia should only be used for animals which have an incurable illness or which are in the final stages of any disease that cannot be cured.

The following shows the letter sent by Slavica to the Constitutional Court regarding the existing policy of animal control in Subotica, followed by the letter from the Constitutional Court (6 pages) declaring the view of the court, that Subotica is acting unlawfully at this current time.

This is excellent news, and now gives every city in Serbia the opportunity to make contact with the Serbian Constitutional Court to present them with the information on how dogs and cats are being treated in (their) city.  Who knows, there may be 170 cities throughout Serbia who are currently killing dogs and cats in an unlawful way; a way not upheld by the laws of Serbia.

Here is the latest news and photos from Danica.

Apologies as this info was sent a few weeks ago in lete September, but things have been very busy for us here in the UK regarding live animal exports from Ramsgate harbour.  We have success here and so now we hope to catch up on other business.  Mark – SAV.

Here is what Danica has to say:

“The new roof eaves are almost finished and the only thing left is to apply a protective coating of paint and that’s it! My kitties are already seeking shade under the eaves and seem to really enjoy the benefits of roof overhangs. Roof repairs are also being brought to an end. The insulation quilting has been put in place, the roof itself is covered with roof tiles and the gutters have been placed around the roof as well.

The strengthening of the roof structure was done by installing additional supports that I hope will be strong enough to endure another winter. Nonetheless, the entire roof needs to be replaced next year so as to save us from worrying about another heavy snow burden in the future.

The new septic tank hole has been dug down to a depth which permits alignment to the existing sewer and the septic tank itself has been built up. The walls of the excavation serve as the outside layer; a removable concrete slab has been placed over the tank. This new septic tank will be connected with the old one by a pipe.  Solid waste will continue to accumulate in the old septic tank, while the liquid will flow through the pipe into the second tank. The liquid will then drain through holes in the walls and then into the soil. The entire sewer line has been removed and replaced with a new one. The old drain pipes from the kitchen were too narrow and too low, with insufficient fall in, so they have also been replaced and attached to the main sewer line. Now the kitchen and toilet drain pipes run through the newly built manhole and into the main line. To accomplish that, it was necessary to dig all the way from the bathroom to the kitchen drain. The kitchen sink drain pipes will also need to be replaced with new ones.

More sand, cement, gravel and outside tiles have been purchased in order to cover a new concrete path with paving tiles to make it more durable. The entire house needs to be plastered and whitewash applied as well to protect the exterior walls. Nothing has been done as of yet in regard to the path that leads from the side entrance into the yard to the cats’ indoor facility. There’s just not enough money and all of these repairs have already seemed to last forever, not to mention that total costs have escalated to two times higher than first expected.

We simply cannot stop halfway through! Winter will be here again before we know it. Please, help us finish the repairs and make our project come true before the weather takes a turn for the worse.
