It relates to Farah, a disabled dog in Serbia; and also her surviving puppy – both are in desperate need of a new home.

Hi!…. not sure if you have seen this appeal before but it is for a young paralysed dog in Serbia called Farah.. she was taken into foster from a shelter once it was discovered she was actually pregnant! she deliverd 2 pups, one of whom survived and is now 45 days old.

Farah is not doing so great tho and desperately needs a home.

Hi Kerry,can you please put information about Farah on your facebook page. Her puppy is almost 45 days old, and soon we will be looking for new home for him. Silke could not take Farah and puppy when she planed and Farah is still at my friend home. My friend was out of town for a weekend and I went to feed her. She is not in a good condition, but at least it is better then shelter. She lost weight, muscles on back legs atrophied, and wheelchair we found for her is much to big now.

So, please post information about her again, I know that chances to find her a home are slim, but I am very afraid for her future if something don’t come up.

Serbia (Backa Topola): Rescue / Stray Dog and Cat Shelter Owner Killed by Fire Because She Could Not Pay for Electricity – and Most Probably Non-Implementation of Existing (Animal Welfare) Laws by Regional Authorities Which Should Have Given Financial Help.

In the city of Backa Topola, Mrs. Etela Merk, who runs a no kill shelter for around 350 dogs, WAS KILLED IN A FIRE at her home (the shelter) on the night of 7th March 2011.

From the information which we currently have, Etela Merk was operating the shelter without any electricity – she was having to use candles instead !.

Etela ran the shelter of 350 dogs and many cats, some of whom lived in the house with her and who were consumed by the fire which ravaged the facility.  We understand that many of the animals survived, but that some animals were killed in the fire.

In our opinion, IT IS IMPOSSIBLE to have large fire like that which occurred at the house,and with all the dogs barking, for anyone not to hear anything.

We are all very suspicious of the all circumstances that led to the death of Etela on the night of 7th March.

Etela Merk was an academic artist, a painter who held the position of Professor at Belgrade Academy for Arts. Ten years ago she purchased a ranch and turned it in to shelter for unwanted pets.

Etela had four year old son (some reports say 4 some 5).

The local authorities are not directly in charge of the electricity supply to the house / shelter facility, but despite this, they should have been giving Etela financial aid so that she has enough money to pay for the electricity she requires for the shelter.

The authorities failed to ACT, that is what they are guilty off – a failure to act.

And so, with the death of an innocent victim of the system which fails to implement the law for the protection of stray animals, things have to now go further.  Someone has to be held accountable for the death of Etela Merk because she was not given the support by the authorities which she was entitled to.

We understand that on 9th March, the authorities of Backa Topola sent  workers employed by JKP`Komgrad`  to the shelter, and that they have ‘cleaned and given food to the animals’.

It is a legal obligation of local authorities throughout Serbia to finance the care of stray animals .

Today, 10th March, and using a lawyers advice, a formal Criminal Charge has been made against  those in authority who are guilty of the non-implementation of existing Serbian law.  In the opinion of many, it is because of the non-implementation of the law, that Etela Merk is now dead.  We can confirm that Etela’s young son survived the fire and that hopefully he is going to be adopted by those involved with animal welfare campaigning.

On 9th March, Serbian campaigners spoke with the Mayor of Backa Topola, asking what is being done with the shelter animals now that their carer (Etela) has died in the fire.  The Mayor, Mr. Babi Atila is alleged to have said that the animals will be cared for a certain time but then the animals will be euthanised.

The Mayor was immediately informed that he has a legal obligation to provide care for all the shelter animals; not to kill them; by using money from the city (Backa Topola) budget.  He was verbally informed that if any of the shelter animals are taken and killed, rather than be cared for, he, the Mayor will be held guilty for undertaking illegal acts.

The Mayor was allegedly very angry with what he was told, but we have the law on our side and now that illegalities by the authorities have resulted in the death of a person who cares for animals at a shelter, everything will be done to ensure that those responsible for non-implementation of existing laws are now shamed.

It was the result of this campaigner / Mayor telephone conversation that has now resulted in the implementation of a formal Criminal Charge.

SAV are currently legally investigating to ascertain if they (as non Serbian citizens) have the right to also make a Criminal Charge under Serbian legislation regarding the death of Etela Merk.  This shelter which was run for stray animals by Etela should have, under existing Serbian legislation, been provided with care to help the strays.

As Etela died in a fire caused by candles due to the fact that she could not pay for the electricity at the shelter; which should have been partly financed by the Backa Topola authorities under existing Serbian law; somebody now has to be made responsible for her untimely death.

zbog

neispunjavanja zakonskih obaveza  gradske uprave- odgovorna lica: g.Matilda Seker I g. Suzana Dulic i JKP `Cistoca i zelenilo`, Subotica- odgovorno lice g. Vlado Dragin , koji  su po Zakonu o veterinatsrstvu  i Zakonu o dobrobiti zivotinja : duzni  omoguciti zbrinjavanje  u prihvatilista : svih napustenih pasa na svojoj teritoriji – bez ubijanja.

Cinjenica da je gradska uprava Drustvu  Subotica – predsednik g. Nebojsa Mihajlovic  I Drustvu Prijatelj- predsednik g. Branka Bojanin ,  odlucila davati : 10 000 dinara mesecno, besplatan transport  hrane za zivotinje iz Topika, Backa Topola, besplatno odnosenje tecnog i cvrstog smeca iz azila , nije  sve sto obuhvata zakonito zbrinjavanje  I  potrebe napustenih pasa nepoznatih vlasnika suboticana , cije zbrinjavanje je zakonska obaveza jedinice lokalne samouprave i firme koja je tim poslovima  od strane gradske uprave zaduzena i placena ( cak i  u periodu od 2.9.2004.  do 3.5.2006.  kada ta firma nije obavljala ove poslove, bila je  za njih uredno placena  , mesecno po 450 000 dinara )  .

Zbog nepostupanja  g. Matilde Seker , g.Suzane Dulic –  odgovornih lica iz Gradske uprave  Subotice ,i  g.Vlade Dragina- direktora JKP~Cistoca i zelenilo`, Subotica  , po vazecim zakonima  preko 700 pasa koji zive u  prihvatilistu  za zbrinjavanje napustenih pasa u Subotici, Titogradska,53, oko 100 pasa  koji zive u prihvatilistu Subotica, Segedinski Put 88  , izlozeni su  zlostavljanju od strane organizacija kojima je obecana  `gradska pomoc`  , a nije im data  u odgovarajucoj formi .

Ovde se ne radi o  gradskoj pomoci  organizacijama  nego o ispunjavanju zakonske obaveze  grada prema napustenim psima i mackama : zbrinjavanje napustenih pasa nepoznatih vlasnika ,koju Grad Subotica , nezakonitim postupnjima godinama  izbegava ,pristupa nezakonitom ubijanju uz pomoc veterinarske sluzbe g. Grge Tikvickog ,  mada Grad Subotica  izdvaja milione dinara  koji su namenjeni zbrinjavanju  napustenih pasa i macaka u Subotici .Grad je  do  18.juna 2010. postupao po nezakonitim Opstinskim odlukama  (  Odluka Ustavnog suda  Sl.gl.RS 9/2010  u vezi :Sl list Subotice  br 63/2003 i 33/2008. ) a i  najnovija  Opstinska odluka  Subotice Sl list Subotice 6/2010, po kojoj  se  vrse ubijanja- koja su  nazvana  komunalnom delatnoscu , najmanje  jedanput mesecno – nije saglasna Zakonu o veterinarstvu ni Zakonu o dobrobiti zivotinja )

Istovremeno Grad finansira  masovno ubijanje  pasa i macaka u prihvatilistu za privremeni smestaj  napustenih pasa i macaka  u Ganjo sor 134, mada je ovo ubijanje zabranjeno ( Zakon o veterinarstvu, cl 46., Zakon o dobrobiti zivotinjas cl.7, tacka 3 , i  lisavanje  kucnih ljubimaca  zivota je dozvoljeno samo pod uslovima definisanim clanom 15. tacka 1, 2, 5, i 9  Zakona o dobrobiti zivotinja, a ne i tackom 6   ovog clana  koja se odnosi na divlje zivotinje u zarobljenistvu, jer kucni ljubimci se ne pustaju `na slobodu`  ,  njih je  clanom 7. tacka 2 Zakona o dobrobiti : zabranjeno  napustati ,izbacivati na javne povrsine ) .

Zahtevamo da organi kojima  ovu Prijavu dostavljamo postupe u skladu sa vazecim zakonima Rep Srbije  i omoguce sankcionisanje pocinitelja  zlostavljanja i ubijanja velikog broja zivotinja.

SAV Launch First ‘Youtube’ Slideshow of Serbian Animal Suffering.

The first ‘Youtube’ Slideshow produced by SAV regarding the suffering of Serbian animals has now been posted.

This is another part of our campaign to get the Serbian government and authorities to enforce stray animal welfare legislation which has existed since 2005.

We are not asking the world; simply that the Serbian government and authorities make much more attempt to enforce existing Serbian nation legislation relating to the treatment of stray animals; a law which states that animals should be protected and not killed.

Showing the ‘enforcement of the national rule of law’ is a fundamental requirement that any future EU members states (seeking accession) should show.  Serbia wishes to join the EU but is not enforcing its laws with regard animal welfare.

I dalje je nemoguće proveriti na koji način se ubijaju psi i mačke lutalice u objektu za privremeni smeštaj. Dok u Veterinarskoj stanici pričaju da se ove životinje eutanaziraju injekcijom, i dalje nismo dobili zvaničan odgovor na naša pitanja niti od njih, niti od “Čistoće”, koja se bavi hvatanjem lutalica, dok u organizacijama za zaštitu životinja sumnjaju da se svašta dešava iza zatvorenih vrata.

Ukoliko je šareni kuca koji se motao oko vaše zgrade misteriozno nestao, nema sumnje gde je otišao. Ako ga niko nije udomio za tri dana u objektu za privremeni smeštaj lutalica, on je sada mrtav, a kako su mu oduzeli život, to, izgleda, niko ne zna. Ili neće da kaže. Iz javnog komunalnog preduzeća “Čistoća”, kome je dodeljen posao hvatanja lutalica, još uvek nismo dobili jasan odgovor na naša pitanja na ovu temu.

Zarada na sredstvu za eutanaziju

Kako za Radio 021 kaže predsednica Udruženja za zaštitu životinja, Lana Đorđević, ovakva netransparentnost je odličan paravan za pranje novca preko ubijanja pasa i mačaka. Naime, veterinari koji se bave eutanazijom su, prema njihovim informacijama, državi ispostavili račun da su za svakog ubijenog psa koristili injekciju za eutanaziju T-61.

“Prema našim informacijama, oni su za svaku eutanaziju ispostavili račun da je izvršena ovim sredstvom, dok mi imamo osnovane sumnje da se psi ubijaju ako ne motkama kao ranije, onda injekcijama deterdženta u srce”, kaže Đorđevićeva za 021.

Prema njenim rečima, kad god je pokušala da svojim očima vidi da li se lutalice ubijaju pomenutim sredstvom, poljubila je vrata. Đorđevićeva navodi da jedna flašica injekcije za eutanaziju košta preko 3.000 dinara i smatra da je vrlo moguće da neko životinje ubija deterdžentom ili motkama, a da pare trpa u džep.

“Tamo ne može da se uđe, što je po meni van pameti, jer se radi o javnoj ustanovi. Ukoliko neko želi da proveri kako se drže ili eutanaziraju te nesrećne životinje, ili možda da popriča sa nekim od veterinara koji tamo rade, to se ne može uraditi”, navodi Lana Đorđević.

“Šinteri privatnici”

Osim cene za pomenute injekcije, u cenovniku “Čistoće” postoji još jedna stavka koja se može iskorišćavati na raznorazne načine. Tu piše da ovo preduzeće otkupljuje pse i mačke po ceni od 742 dinara po komadu, što ostavlja prostora za privatni biznis hvatanja lutalica za odstrel. Kako za 021 kaže predsednica Udruženja za zaštitu životinja iz Sremskih Karlovaca, Jelisaveta Filipović, u ovom gradiću već odavno radi izvesni Lola, “šinter privatnik”, koji hvata lutalice kako bi ih kasnije prodavao šinterima.

“Njega u Karlovcima svi znaju. On ide sa onom sajlom za svinje po centru Karlovaca i vuče pse, i to sve naočigled kako dece, tako i turista, kojih je u Karlovcima puno”, kaže ova aktivistkinja za prava životinja.

Filipovićeva navodi da Lola nesrećne životinje kupi tokom cele nedelje, drži ih kod sebe u garaži i jednom nedeljno prodaje šinterima koji mu dolaze na kućnu adresu, po pomenutoj ceni od oko 750 dinara po komadu.

“U početku, kada je počeo da “radi”, umeo je da kupi i pse iz nečijih dvorišta. On njih lageruje u svojoj garaži, gde mu rano ujutru dolaze ljudi koji preuzimaju te pse i njemu daju pare za njih. Ljudi koji žive blizu njega kažu da su lavež i smrad jadnih životinja nesnosni”, kaže Filipovićeva.

Iz “Čistoće” nam je stigao odgovor da oni, iako se ta stavka nalazi u njihovom cenovniku, nemaju saznanja o pomenutoj praksi.

Kako 021 saznaje od veterinara, eutanazija sredstvom T-61 traje svega nekoliko sekundi, međutim, ono čime se najviše manipuliše je količina tog sredstva. Psa je jeftinije ubiti manjom dozom ubodom direktno u srce, ili za tu priliku koristiti deterdžent, na šta Novosađani odavno sumnjaju. Ukoliko injekcija promaši srce i ode u pluća životinje, smrt je vrlo bolna i pas je svestan svake sekunde dok ne izdahne. (Miodrag Sovilj)
