Shedding ‘Tears of Pus’ at the Smederevo City Pound – Serbia

JKP “Komunalac” operates from Smederevo city and is the public garbage firm.  It has a dogcatching department named zoohygiena “Komunalac” with approximately 3-4 dogcatchers and 3 or 4 senior type managers.

As with almost every city in Serbia, the dogcatchers catch the stray animals and then take them to the city pound – in this case Smederevo city pound. 

JKP “Komunalac” has a contract with one local vet who is doing very well.  There is a neverending business because dog owners continue to throw their unwanted dogs and cats out onto the streets; the dogcatchers catch  the dogs and cats, and the vet then sterilises the animal.  But after the animal has been operated on, it will be moved to an unknown location where nobody will verify if the operation was done badly.

By the Criminal Code law of Serbia, a vet could go to jail for up to 2 years if a bad operation with bad results occur.  But as the government and the authorities have no control and very little interest in the welfare of the animals, there are no procedures in place to document the results of the operations.

The vet also undertakes euthanasia for the city authorities; a procedure which costs around 1000 dinar.  The sterilisation of a male dog costs around 1800 to 2000 dinar, even more if the dog is large, and charges around 4000 dinar for a female sterilisation.  As said earlier, there are no procedures in place to document how good these operations are.

A solution is urgently needed for Smederevo.  Animal welfare contacts around the site feel that a large campaign of letters, mails and faxes aimed at the Mayor of Smederevo is the way forward. – see details at the end of this post.

At the moment the Mayor just ignores anything and everything to deal with the shelter.  But the Mayor is the VERY PERSON who is able to make changes.  So it is essential that the Mayor is deluged with e mails and faxes about the Smederevo city pound and the terrible suffering inflicted on animals in the pound by JKP “Komunalac”.

You can see from the photos that thanks to donations already given from supporters, some new wooden shelters have been constructed and are now on site. 

But this is simply not enough; lots more donations are needed to be given to Euro-P.A.S.  to enable them to construct more much needed shelters for the dogs and to provide more food.

The welfare people who are trying to help the dogs at Smederevo could use both lots of extra feed and many additional dog shelters (among other things).

A Euro-P.A.S. party went to Smederevo recently to vaccinate/chip the dogs.  It was very difficult, with frightened dogs kicking out and having to be held down by the team during the process.  One particular dog was noted, a German Shepherd who has been kept in a confined shed without light on a soaking wet floor for over a year now.  The poor animal has wounds all over his body and is unable to even stand. 

 

His eyes wept pus; not tears, as can be seen in the photograph:

We are informed that food is thrown to him by hand; simply to be picked up out of the dirt. 

We are currently aware  that at the present three (3) Criminal Charges have been brought against the company that runs the shelter – “Komunalac”, and as a result of pressure, Komunalac has been forced to at least provide some dry food for the dogs – although this amounts to only 3-4 kgs a day which they appear to think is satisfactory for 50 dogs !

Donations to Euro-P.A.S. are urgently required to help buy extra food; and also for additional shelters for the dogs.

The Mayor of Smederevo needs to be deluged with e mails and faxes about the Smederevo city pound and the terrible suffering inflicted on animals in the pound by JKP “Komunalac”.

Serbia: Is ‘Rabies’ Currently being used as an Excuse by the Government to Slaughter Thousands of Stray Dogs and Wild Species ?

 

Is the Serbian government now attempting to use old outdated legislation to justify the mass killing of wild and stray animals ?

Is the Serbian government now attempting to stay friends with the hunters by allowing this mass killing of rabid animals ?

Is the Serbian government reporting this disease outbreak to the World Animal Health Organisation ? – apparently ‘NO’.

We have been informed via our contacts that the Director of the Veterinary Department of the Ministry of Agriculture is allegedly demanding that action is taken against animals with Rabies.

We consider this is an excuse by the government to allow thousands of stray and wild animals to be slaughtered – a very easy way out for the Serbian government to eliminate thousands of possibly un-infected strays which they would have to otherwise care for under existing Serbian legislation.

We have a very strong feeling that old and outdated laws, based around the time when nations formed ‘Yugoslavia’ are still trying to be used by the government to justify this alleged slaughter.

Nothing has been posted on the OIE (World Animal Health) web site to say that there is any rabies ‘problem’ within the last weeks in Serbia

The OIE rabies data is updated every week.  Serbia is a member of the OIE and if this is true, which we very much doubt, then data and information / evidence should have been given by the Serbian government to the OIE.

We will now be following up this report to ask the OIE if they have had any formal information supplied to them by Serbia and also to express our concerns at what is being allegedly done to animals as a result.

A pair of new laws aimed at improving the life of animals in
Serbia brings the country closer to EU standards
.

The legislation has been hailed by animal rights activists.

Some activists are working to add a provision on the
well-being of animals to the country’s constitution and are
gathering signatures to support the initiative.

Danica Drobac, of the animal rights NGO European Initiative
17, said Serbia was among the last countries in the Balkans
to adopt the Animal Wellbeing Law, only doing so last
summer. The Veterinary Medicine Law was passed in 2005 and
the new Criminal Law in 2006.

“These laws have brought positive changes to the animals’
benefit and have raised the level of awareness of animals
and their treatment
. For example, the Criminal Law defines
not only the killing but also the abuse of an animal as a
crime and foresees the penalty of prison,” Drobac told
Southeast European Times.

She adds, “The Animal Wellbeing Law [though] imperfect,
introduces practically revolutionary changes regarding the
treatment of animals.

The [Wellbeing] law orders all local governments to build shelters for abandoned cats and dogs, which will undoubtedly result in the end of the horrific
torture of innocent homeless animals in rural regions.”

Bringing Serbian legislation in line with EU regulations on
animals rights, she said, added greatly to the changes.

Another animal rights organisation, Orca, also welcomed the
new laws. The group’s president, Elvir Burazerovic, said the
measures are pro-active in defending animals.

Amendments and addendums to the criminal law have increased
prison sentences for the abuse and murder of animals from
six months to one year
, while [organising animal fights is
now] a crime that carries the sentence of between three
months and three years
,
” Burazerovic told Southeast European
Times.

The law on raising awareness of animal rights went into
effect in September, 2009 and has been implemented in
Serbia’s school system.

“This provision will allow education about the wellbeing of
animals to be included at all levels of education
,” said
Burazerovic. “More important than legal norms is to make
animal owners more responsible, so as to prevent cases of
people being bored of a dog after a bit of fun and play and
throwing it out onto the street.”

Unfortunatelly , there is nothing better and nothing new for poor serbian animals, even the situation is worse, and rolling public money in these all is bigger , but not for animals but for humans advantage .

There are present here laws – and some of them even from 2.11.2005.,but authorities : local and republic authorities don`t implement valid laws.

The fate of stray dogs and cats, and all rest animals in Serbia is HORRIBLE . Corruption and exploitation animals by using them for advantage of vets and dogcatchers firms- now for bigger public money – is in opposite to laws and serbian Constitution, unlawful and go unpunishment ,because republic inspections and public attorneys all over Serbia don`t do their own job – because high level of corruption ,or because some other reasons.

No one city in Serbia and Belgrade too, doesn`t implement laws.  Shinters teams work all over Serbia.  The killings and throwings out to the streets without food and water , poisoning slaughtering, shoting by hunters – all these go all over Serbia – no one of responsible authorities of shinters teams was not punishment although Article 269, paragraph 2 of Serbian Criminal Code is very clear , proof are very clear , names of acters are welknown – nobody implement laws, nobody is jailed or punish by laws.

Nice sentences in media, good articles of some laws – but at the same horrible fate of animals – these all is too big hypocrisy . Why they use future like gramatical form in their sentences in media – these laws are here from 2.11.2005.; 1.1.2006.; 10.6.2009.  Everybody who say that it is here better for animals – said LIE , and what is their reason for giving false information to the public – you must ask them .

This morning on local TV it was said that dog catchers got 6 800 000 dinars and that they will catch dogs , keep them for 3 days and kill them.

After all meetings and promises that they will neuter and all, again the same story, what to do, they obviously don’t care for law, EU and no one !

Smederevo city, Serbia, is known to us as a place in the past where live dogs were simply left on the city dump; sometimes wrapped up alive in plastic bags or even sometimes put into plastic sacks and left on the dump. They were known as the ‘Living Garbage’ – See the photographic evidence ‘a’  following:

Smederevo city is near to Belgrade.  The Serbian alliance have now been provided with yet more evidence from a citizen of Smederevo, who writes that dogs in the city pound are extremely tiny, literally just skin and bone.  Cannibalism is present in the dogs living at the pound.

Allegedly, there are only two workers; dogcatchers at the facility.  These people allegedly take the food which is supposed to be given to the dogs and instead sell it themselves.  The dogs have virtually nothing in the way of shelter, as can be seen from the photograph.  The yard is covered with wet mud and dog excrement.  All the dogs get to eat is some parts of old, mouldy loaves of bread.  The dogcatchers when asked say that the dogs do not need to be given water because it is raining !

Dogs at the facility, which can hardly be called a city ‘shelter’, are never vaccinated, they receive no veterinary care. 

The public garbage collection firm who is responsible for the facility, ‘JKP Komunalac, Smederevo’, allegedly receives around 5 MILLION Dinar every year for this ‘shelter / pound’ to be operated.

Serbian activists have just filed a charge to the Public Attorney of Smederevo, to the police and also to the Republic of Serbia Veterinary Inspection, through Mrs Sanja Celebicanin, who is the chief of all Serbian Republic veterinary inspectors.  Charges have been made under both the Serbian Veterinary Law and also the Serbian Law for Animal Welfare.

Mrs Sanja Celebicanin has all the mechanisms in her power for immediately demanding change and for implementation of existing Serbian animal welfare legislation.   Mrs Sanja Celebicanin appears to be failing in her duties if we are witnessing ‘animal welfare’ in Serbia such as the photographs show.

This current situation is not acceptable.  Therefore this information, including all the photographs, and the name of JKP Komunalac, Smederevo will be provided to EU authorities and commissioners demanding that action is taken against those concerned with this blatant animal abuse. 

We have written to the EU Commissioners about the situation in Macedonia this very week;

Držanja velikog broja neobeženih , nevakcinisanih pasa u neuslovnom objektu  koji ne ispunjava veterinarsko-sanitarne uslove te stoga ili nema Rešenje o ispunjenim veterinarsko-sanitarnim uslovima i upisu u Registar objekata  ili je ono falsifikat činjeničnog stanja koje možete videti na priloženoj  fotografiji, jednoj od mnogobrojnih koje su nam dostavljene od strane gradjana Smedereva .

Psi zatvoreni u ovaj objekat  zlostavljani su izgladnjivanjem, nema veterinarskog nadzora niti  radnici  održavaju higijenu, te  psi borave u ekstremno nehigijenskim uslovima  u velikom čoporu ,usled čega su izloženi zarazama i medjusobnom povredjivanju te kanibalizmu .

Ako i postoji kancelarija za rukovodioce ovog sektora u Smederevu-zoohigijenske službe , kao deo ovog objekta- prihvatilišta , sumnjamo da je i ona čista s obzirom na nehigijenske uslove u kojima borave životinje , mada je u ovom slučaju održavanje higijene u prostorijama u kojima borave ljudi  od sekundarnog značaja, jer se radi o milionima dinara  javnog novca namenjenog zbrinjavanju napuštenih životinja tokom proteklih nekoliko godina – gde je onda taj novac ,jer životinje  su na blatnjavoj ledini, gladne, žedne, mokre ,promrzle, nevakcinisane, neobeležene –zlostavljane .

Molimo da područnonadležna rep.veterinarska inspekcija  , kao i policija i ojt  ,  postupe u skladu s važećim zakonima koji se odnose na ovu oblast i svojim službenim dužnostima .

Dostavljamo vam dokaze  krivičnog dela zlostavljanja i pasivnog ubijanja  velikog broja životinja uz zloupotrebu javnog novca – nepoznat je pravac oticanja javnog novca što je potrebno istražiti uporedjivanjem mesečnih  priliva novca sa žiro računa opštine Smederevo na žiro račun  JKP KOMUNALAC-zoohigijena Smederevo , i  računima koji se tiču namenskog trošenja javnog novca namenjenog zbrinjavanju  napuštenih pasa i mačaka , kao i dokaze  prekršajnih dela  kažnjivih  kaznenim odredbama Zakona o veterinarstvu i Zakona o dobrobiti životinja.

Takodje vas molimo da nas izvestite o preduzetim merama nakon uvida u stanje licu mesta . Nečinjenjem se u ovom slučaju postaje saučesnik, koji ometa se istragu i sprovodjenje pravde .
