Your generosity will allow us to start urgent repair work at our sanctuary – including stabilising the river wall with wire baskets filled with rocks and concrete. But large sections of the river bank, perimeter fence and concrete path remain unsecure and repairs are needed urgently.

We are the citizens Association whose main activity is the protection of all animal species, in all circumstances, in which people are abusing, torturing, hurting and killing them. We are promoting the idea that animals are passive legal subjects and for that they have equal right to their only life, as well as any other living being of the species Homo sapiens, within there are active and passive legal subjects.

Our final goal is a society without hunting (eco-terrorism), animal testing, ritual and religious slaughtering, breeding of fur animals, intense and extensive cattle breeding, without everything that is harmful to people and animals, that is, to planet Earth. We are also promoting the idea of anti-speciesism because the beginning of the third millennium is a time when, in general, human consciousness is evolved enough to know the harmfulness of speciesism that is nourished with the egocentrism of the living being of its own kind.

The Association is founded in 1992.

From 1992 to 2000 the Association was only focused on the protection of dogs. Since 2000, when Zlata Korjenić was elected аs president, their activity included cats.

From 2000 to January 15th 2013 the main activity of the Association was the maintenance of the shelters for dogs and cats, that were part of the Association.

‘Jessica’ (shown above), a favourite of Mrs. Zlata Korjenić, died on May 26th 2007. In her memory the cat shelter was named “Jessica”. When she was a kitten, kids named her after sexy character Jessica Rabbit from the famous cartoon “Who framed Roger Rabbit”.

Cats are extremely endangered animals in Serbia. There is not a single registered cat shelter, there are no programs aimed to solve the problem of ’pyramid multiplication’ of cats, there is no willingness by the official institutions to take part in solving of these problems. Citizens are not being educated regarding this issues, and their present knowledge is very poor. Cats are being cruelly killed by stray dogs, they are constantly being poisoned by people who put, upon their own initiative, all kinds of harmful chemicals in cellars of residential blocks, new born kittens are being drowned in water or put into plastic bags and thrown into garbage containers. Furthermore, there are numerous prejudices about cats among local people which makes their hard living even more tragic.

4. S obzirom na broj uhvacenih pasa i macaka u poslednje 3 godine za koje ste duzni imati
dokumentaciju , a koji je : 2187 pasa i 234 macke ( po vasim mesecnim izvestajima), zahtevamo da
nam dostavite kopiju dokumentacije iz koje se vidi sta se dogodilo svakoj od ovih zivotinja , narocito s
obzirom da ste nas 2013. izvestili da nakon svih tih 2421 hvatanja pasa I macaka vi raspolazete
brojnim stanjem 170 pasa i 0 macaka I, takodje ste nas obavestili i o smestajnom kapacitetu : 234
psa , i da -ako vi nemate dokumente dokaze nenasilne smrti nedostajucih zivotinja ( 234 macke i
2017 pasa , vi ste time priznali da ste pocinili krivicno delo zlostavljanje velikog broja pasa I macaka ,
a nepostojanje dokumentacije je upravo dokaz vase krivicne odgovornosti I krivicne odgovornosti
veterinarske sluzbe koja je za vasu firmu radila u te poslednje 3 godine :zataskavanja tog krivicnog
dela , jer ta dokumentacija je jedini moguci dokaz s kojim mozete vi dokazati nepostojanje ovog
krivicnog dela.

Serbia: Do The Republic Veterinary Inspectors Know the Law ? – It Appears That They Still Live In and Use Legislation From A Serbian A World PRE 2005 !! – and That Is Very Dangerous for Serbian Animal Welfare (and Serbian EU Membership In the Future !).

I never show something so stupid like the demand of republic veterinary inspector of Serbia, Subotica, because she, republic veterinary inspector :Mrs Matilda Sobloher knows and republic veterinary inspector :Mrs Sanja Celebicanin knows too : there is no free place for 600 dogs , because 170 Serbian cities have NOT adequate shelters .

These inspectors also know the fact that nobody may replace these 600 – they still have own place, Subotica city has NOT any legal city shelter , and nobody may touch these 600 , they are protected BY LAW ! If somebody touch dogs at Titogradska 53 , EPAR would immediately bring a criminal charge against everybody who maybe could be involved by any way.

It is veterinary inspector obligation and duty ( still long time ago, FROM 2.11.2005.) : and they must write urgent demand to city authorities : immediately start with care about these 600 city-dogs and also about all street dogs and cats in Subotica.

The same , equal situation is in the whole of Serbia – because of the authorities non implementation of up to date existing laws for 8 years . Those responsible for the non implementation are veterinary inspectors.

Serbian LAW – Some very Important points to be considered especially relating to Shelter Alex: 

After three days at the ‘shelter’, dogs are taken to Novi Sad city where they are killed by ‘euthanasia’, using Pravilnik 29/94 legislation.

Prior to the new Serbian Veterinary Law of 02/10/2005, there was an old law dating from 1991 for the health protection of animals. In agreement with the old law of 1991, the authorities produced their own other ‘underlaw’ (extra law) regulationnamed ‘Pravilnik 29/94’, which was intorduced to allow the killing of animals after they were held in pounds for 3 to 7 days.

** From 02/10/2005, the new Veterinary Law Article 168 effectively destroyed everything that was written in Pravilnik 29/94, ** because the 2005 law demanded the care of animals.

Pravilnik 29/94 was overwritten by Article 168, the result being that all killing of animals was forbidden apart only from cases for Rabies infected areas, which were covered by application of Articles 64 and 65 of the Veterinary Law.

By continuing to undertake the killing of animals after 3 to 7 days in accordance with regulation Pravilnik 29/94, the authorities were then in a situation where they were working in opposition to the actual existing law.

But it is very much the case, even up to the present day, where authorities are still using Pravilnik 29/94 as a reason for the killing of animals.  But in reality, Pravilnik 29/94 became nonexistent on 02/10/2005 with the introduction of the new Veterinary Law (Article 168).

Hence there should be no killing, but animal care instead.

Pravilnik 29/94 is only an ‘underlaw’ (extra law) regulation, has very less power than the actual law, and most importantly, must be in agreement with the existing law.  Pravilnik 29/94 was valid originally (1991 on) to protect animal health but is now in opposition to the new and current animal law – the new Veterinary Law Article 168 of 02/10/2005.

Serbian campaigners have written to the Constitutional Court saying that it is unlawful for Shinters (Dogcatchers) and also veterinarians to kill stray dogs and cats only after they have been held for three (3) days, as this is now old and outdated legislation.  Killing is forbidden under the new Veterinary law.

Campaigners have now heard from the court in writing, and they say that no analysis of the case is necessary for Pravilnik 29/94 as it has been replaced by the new Veterinary Law Article 168 (02/10/2005).

This is exactly what the campaigners had said, ie. that the old ‘underlaw’ (extra law) of Pravilnik 29/94 was still being used when it fact it has been overwritten by the new Veterinary Law Article 168 of 02/10/2005.

In addition, Article 46 of the new Veterinary Law (02/10/2005) states that the killing of stray cats and dogs is forbidden and that instead they should be provided with care.

The word from the Serbian Constitutional (law) Court is that from 2005, animals should be provided with care and not be killed.

It would appear that all of the public firms responsible for garbage collection in Serbian cities are still working to, and effectively using Pravilnik 29/94 rather than Article 46 (168) of the new Veterinary Law.

In effect, by still working to this now non existent law, these public firms who collect and kill strays are UNDERTAKING ILLEGAL WORK– they should be working in accordance with the new Veterinary Law Article 46 (168) of 02/10/2005 which demands care for the animals.

Unlike the Temerin ‘shelter’ dogs which are illegally killed after only 3 days, Cats which are taken to the ‘shelter’ do not even live three days – they are killed immediately.

You have to ask if the Subotica republic veterinary inspector :Mrs Matilda Sobloher and republic veterinary inspector Mrs Sanja Celebicanin actually know what the law IS in Serbia ? – It would appear that they do NOT know the laws of Serbian animal welfare, despite their positions !!!

Serbian campaigners have now taken this case to the court of human rights in Strasbourg – an EU court.  The caseGarbage collectors in Serbian cities are still working using the (now) non existent Pravilnik 29/94 rather than Article 46 (168) of the new and current Veterinary Law of 02/10/2005 which demands care.  In addition, campaigners have requested justification be presented for all the animal killings by the authorities from 02/10/2005 right up to the present day.

Serbian authorities  and officials are responsible for ensuring the correct laws are implemented are:

Mrs. Sanja Čelebićanin  -Chief of  Veterinary Inspection

Mr. Zoran Mićović – Director of Veterinary Department

Mr. Radivoje Kaurin – Chief of  Hunting – Forests Inspection.

So the situation is that many Serbian authorities are not implementing the most recent and current legislation which would give protection to animals in shelters, but are instead using old and outdated, non existing legislation (Pravilnik 29/94) as justification for the continued killing of animals held in shelters.

Another very important factor here is that what has been happening since 02/10/2005 is that existing Serbian law (legislation) has not been implemented throughout the country in relation to animal welfare.

Probably the most important point:

And the proof of the implementation of the ‘Rule of Law’ is a paramount requirement for any nation wishing to become a future member of the EU !

And so what about the ‘Shelter’ for animals at Temerin or any other location in Serbia – such as Shelter Alex in Subotica ?

We declare that the alleged ‘shelter’ at Temerin is NOT shelter but a terrible, unlawful place being funded by Serbian taxpayers to the tune of many millions of Dinars.

Is this facility simply a place that takes in public money allegedly caring for animals, whilst at the same time killing them immediately (cats) or after just three days (dogs) using outdated legislation which was replaced in 2005 ?

Animals such as these dogs and cats which are taken from the streets by shinter teams, are not marked or identified in any way.  There is no way that the authorities can provide details of the animals taken by the shinters, be it 10 dogs or 100 dogs captured.  In effect, with no accountability of their work, these public firms can ask for as much public money as they wish – and very often / always they are provided with it !!

Can this be called ‘organised crime’ ?

If a full sterilisation, vaccination, identification and care system was established for all stray animals taken by the shinters, then the facilities such as the Temerin ‘shelter’ would be very much more accountable (ie. Record keeping) of all animals which enter the facility.

As it is, by using old, outdated, self created (mass killing) legislation such as Pravilnik 29/94 rather than working to what should be current animal protection legislation, (ie. Article 46 (168) of the new and current Veterinary Law of 02/10/2005), the authorities and those involved with it appear to in a situation where they can request, and are provided with an endless supply of public money public money for killing animalsWHICH IS ILLEGAL (since 2005).

There was a lot of caution from the girls who run the camp-(this one and others) about us taking any dogs this week-they did not  want us anywhere near the shelter. 140 dogs under the care of a girl who goes there once a week.
Locked up in dark cages. Matted coats. Sores.

Not enough dogs were ready to travel on 30th May. Some were classed as ‘poorly’, some ‘missing’, dead, others just ‘not ready’.

These dogs have been moved from one death camp to another. They are left without medical treatment & general care-left to starve & eat each other-new born puppies being the major target.

This is Silver-on a catch pole-severely underweight-classed as ‘not well enough to travel because of runny nose’.

A list of 24 dogs has finally been given for 6th June. We have a chance to get a few of these dogs to safety-we are lucky to have Romanian Animal Action help cover our costs for the journey-at a cost of £100 per dog instead of £150. It’s a long 2 day journey with expenses all the way-this charity are doing the run at a loss of around £1,500 for these dogs.

Dogs in this shelter are dying from starvation & disease. They are lucky to get bread & water.
We have the chance to finally get these dogs out of hell & show them that there really is a life worth living.

If u can spare anything to get the first 25 dogs out of their Death Camp-it all adds up-and every little bit matters to that dog.

In other news, Dr Litov had his first court victory on 25th April when the Judge suspended the eviction notice, until the end of the trial, and now this week at the Administrative Court, the Regional Health Authority Inspector gave evidence and confirmed that all inspections carried out in the last few years showed no violations justifying an eviction. The Court’s final ruling will be at the end of June, so please sign and keep sharing our Justice 4 Borko petition – we have 56k signatures so far – we need to aim for a target of 100k signatures for it to be taken seriously by the Government. Borko and all the abused animals deserve our support!  Thank you! ♥

The Biggest Problems Are yet to Come

This year’s round of shelter repairs is currently well underway. Paving of the sheltered area under the eaves is finally finished and we’ve already undertaken our next challenge – fixing the only cat room in the front yard. Not until the workers began to rip out the ceiling were we aware of its true condition and the real reason why that huge bump had formed in it months ago.  The old saying “You never know what lies beneath” takes on a whole new meaning during repairs at Felix shelter.

Like all of the other auxiliary rooms, the one in question has originally been made of reeds and rammed earth, with random bricks scattered here and there. The ceiling sagged down because the roof was leaking water and not only that, the rammed earth and reeds became wet and heavy, which has caused one of the beams carrying the weight of the roof to frighteningly bend down in the middle. That particular beam lies on top of the walls and supports the structural roof beams so it can’t be replaced, as the entire structure would fall down otherwise.

Nevertheless, it can stay as it is without causing any additional problems. OSB sheathing has already been placed above, and an insulating layer of Styrofoam will be attached beneath. After that, special nets will be adhered to both the inner walls and the ceiling and Bavalit, which is a kind of mortar, will be applied afterwards. New electrical installations of cables, plugs and wall sockets will replace the old ones and the best news is that all of the costs of renovating that room in the front yard are covered. Unfortunately, this is just the beginning…

The biggest problem is the roof of the auxiliary rooms itself – half-rotten and cracked in places, it must be replaced entirely, not a single part of it is worth saving. The only cat room in good shape is the last and the biggest one in the backyard, as it was built out of normal building materials just before I moved in a few years ago, so it’s still quite new. Raising enough money to replace the roof sounds like science fiction at the moment, but if we miraculously succeed, there will be plenty of hard work ahead. Additional layers of bricks will be added onto the existing walls and after that, the wooden frame will be placed on top of the bricks to allow the concrete to be poured into it. Once the concrete frame is finished, it will be ready to carry the new roofing. Roof beams and rafters will be set in place to make a new roof structure, which will then be covered with an insulation layer and the final step will be putting up new roof tiles. With this new roofing, all of the auxiliary rooms will be ready for next winter.

However, if the lack of funds prevents us from accomplishing what we have planned, Felix kitties will be facing an extremely uncertain future.  We can try and put a nylon cover under the old roof that is already leaking in multiple places, hoping  that the water won’t continue soaking the ceilings of the  auxiliary rooms, but this patched up roof can’t reasonably be expected to  endure another snow.  The longer we wait, the greater the risk we run that this rotten roofing will collapse in on the cats and everything will fall apart. It’s been said a long time ago that an ounce of prevention is worth a pound of cure…

Please, help us if you possibly can! Felix kitties look pampered and happy, without a care in the world, but their lives will change dramatically if the roof above the rooms they eat and sleep in caves in. Some of them are very old or chronically ill, while others are very young, they have all been through a lot before they arrived here, and now the question is just how many hardships these delicate, brave little creatures can endure in their lifetime. After all of the misery, fear, violence and hopelessness they were forced to experience, they have found their safe haven that gave their lives a completely new dimension.  It would be so unfair to let anything shatter their hope again…

Together, we can make their fairy tale last! Every little bit helps!
