Goran and Slavica are following up the situation at Svilajnac in Serbia regarding all the dogs that vanish from the authority facility (called a ‘shelter’ – some shelter !) that they are taken to after capture by the catching teams.  Investigations here are ongoing.

In the meantime, SAV have written to the EU Enlargement Head asking her to make contact with the Mayor of Svilajnac to ask where all the captured dogs have actually gone.  This formal request will be used as evidence.

According to what we know,

– Many of these animals end up in a so-called ‘shelter’ where we are certain that they die under suspicious circumstances after 2-3 days.

– Many of the captured dogs just ‘disappear’.

From our information, it is alleged by the authorities that the dogs have been vaccinated, neutered and released.

But many years experience being involved with the Serbian authorities, and most importantly, the fact that none of the taken dogs have ever surfaced anywhere again; leads us to believe that the dogs are being killed within a few days from capture and arrival at the ‘shelter’.

Serbia has a ‘NO KILL law’ and we now demand that the Serbian guidelines are observed with respect to the Serbian Animal Welfare Act.

We have asked the EU representatives to ask the authorities in Svilajnac why they are not obeying the EU / Serbian ‘rule of law’ as required by the EU for new accession states by enforcing their own Serbian animal welfare act.

If the authorities do not enforce / are not enforcing the ‘rule of law’ under the Act then they are not meeting accession requirements of the EU accession states.

We have also asked for details of the whereabouts of all the captured dogs.

Finally, we have asked for information and to know the whereabouts of all the dogs have been caught in the past 2 months.

In this post you will see photographs of some of the captured dogs that were taken to the shelter, and which have gone missing since.

Of particular interest as one example, is a Golden Retriever which you can see was befriended out on the street.  Later pictures show the very same dog at the ‘shelter’  facility after capture.  We do not know what happened to it after this; but this is typical of the questions we are now asking for futher investigation.

If as the authorities are claiming; the dogs have been ‘vaccinated, neutered and released’; then we ask where is this particular dog who was known from the streets ? – it has not been seen since it was photographed at the ‘shelter’ !

Update 5/3/15 –

The dogcatchers belong to a private firm called ‘AvenijaMB’ from Vrnjacka Banja, Novo Selo.  It has facilities for 80 dogs caught on the streets; but has made contracts with no less than 23 authorities in three parts of central Serbia.

A formal Charge has been made now by EPAR against AvenijaMB and also against the Republic Veterinary Inspector who produced a report of the situation, which seems very different to the reality !  The transfer of captured dogs from one region to another authority is not permitted.

Every single community must have its own NO KILL shelter according to the law.

It should also have its own zoo hygiene company which should be responsible for both the control of irresponsible animal (public) owners and which must also produce a programme of control for the stray animals in that area.

Both the killing, and the throwing out onto the streets of CNR (Catch, Neuter and Release) are forbidden according to the lawAfter they are captured, animals must be sterilised and microchipped; and then kept at the shelter until they are either rehomed or they die a natural death.

There have been several instances where recently the Ministry of Agriculture has presented the idea of changing the law so that animals caught can be killed after just 30 days.  But they have been fought hard by the animal welfare groups and it can be considered that for now at least this idea is dead.

Only responsible ownership of public owned animals, combined with the shelter captured animals sterilisation and rehoming programme are considered by many to be the positive way forward.  This is what the law demands; but unfortunately for the animals, it is very much different to what happens at shelters operated by the private companies.  The situation above being just one example.

Goran has provided further pictures (see below) of the Golden Retriever which you can see was befriended out on the street, caught, and then ended up in the shelter.  We are convinced that this is just one of many dogs which have been killed at the ‘shelter’.

Where now is this Golden Retriever and all the other dogs captured in Svilajnac City and taken to the so-called ‘shelter’ (see the above photographs of the same dog) ?? – from what we can find out; they have simply vanished; but according to the authorities, all the dogs have been vaccinated, neutered and released.  So, if this is the case, where are they now ?

– they dont seem to be back on the streets !

 Goran Explains the Current Situation:

We demand the immediate stop of the dog catcher!

Regularly in place Svilajnac / Serbia ordered to street dogs the dog catchers capture.

These animals end up in a shelter where they die under suspicious circumstances after 2-3 days. Many of the captured dogs are just gone. It is alleged they have been vaccinated, neutered and released.

That’s not true!

None of the trapped dog has surfaced again.

There is a reasonable suspicion that dogs are killed.

Serbia has a NO KILL law and we demand that the Serbian guidelines are observed with respect to the Animal Welfare Act.

We also ask for details of the whereabouts of the trapped dogs.

We are currently planning a castration campaign in place Svilajnac to the population to master. This is not possible if the sterilized through our association dogs are caught and killed.

We appeal to adjust to the Mayor of the city Svilajnac to end this cruelty to animals with immediate effect.

We would also like to know the whereabouts of the dogs have been caught in the past 2 months.

We will no longer look like Serbian legislation is circumvented and, if necessary, contact us to higher authority within the EU to these atrocities and unnecessary behavior to end.

One day, the people in authority will give up their personal corruption ideals and instead take the very well experienced expertise of international welfare groups who promote sterilisation as the only real way to reduce both owned and stray animal numbers.

As upsetting as this short video clip is, it is vital that we let the world know of the true horrors faced by the street dogs of Serbia!
This footage was taken by one of our Brave volunteers & following are her words:

Horror on the streets in my town today and every time when dog catchers from Pozega come here

Today was very stressful day. I had gone out to rescue the dogs Zastita Zivotinja Cacak Irena my mom and me. We have followed dog catchers with car and we stopped on the place where they were. We tried to save one black dog when he was near do…g catchers. Irena was trying saved this dog and I made video when Irena was running, and my mom stopped with car between dog catchers, and this dog but there were inspectors from the municipality who call dog catchers every time and they all mistreated and threatened us. We was trying rescue this dog, and they said us that it is stray dog. They wanted passport for this dog and our documents, they said that they will call police if we take dog, they said to me that they will break my camera, because I took photos and videos but my mom and Irena protected me and I continued making videos. We saved some of the dogs, they are now safe, but this dog was unlucky today. We can rescue him from Pozega.”

DOGCATCHERS’ SAFARI IN NEW BELGRADE  – ATTACK ON HUMAN AND DOGS’ LIFE                 

On the 13th of March 2012 Veterinary Belgrade Zoo hygiene team started to „clear the ground“ of the street dogs in two New Belgrade locations: at large park between the Palace of Serbia (previously known as SIV) and Danube River and at the former building site of Energoprojekt at Španski borci Street.

The dogs by  the Palace of Serbia originate from dogs which have been living at the big building site in Proleterske solidarnosti Street. Upon completion of all works on the building site the dogs have moved into the uninhabited area by the Palace of Serbia. The dogs from Energoprojekt building siteoriginate from few dogs which survived the poisoning by strychnine in the vicinity of Belgrade Arena in September of 2005 shortly before the European championship in volleyball when Veterinary Station Belgrade ( the old name of Veterinary Belgrade) received an order of the Belgrade City Department of Environment and Ecology to “clear the ground“.

The lawsuit of the fosters of those dogs to the Prosecutor’s office despite all pathological and toxicological findings and autopsy reports as well as witness statements the findings did not go further than the County Prosecutor’s.                 

On the 13th, 14th, 15th and 16th of March 2012 at Palace of Serbia the dog catchers were chasing the dogs driving in five new cars of Veterinary Belgrade with rotating lights on. The dogcatchers were chasing the group of distrustful, peaceful, well fed and healthy dogs which do not approach people on the lawns around the woods and bushes where dogs were hiding. The frightened dogs fled in all directions.

As the dogs were running faster, the dogcatchers were driving faster with no care about the direction in which they were chasing the dogs and driving them out to boulevards of Mihajlo Pupin and Nikola Tesla. Two young dogs which were driven out in that way in full gallop on Nikola Tesla Boulevard were killed under the wheels of cars on the 13th of March 2012. So doing the dogcatchers directly caused the death of the dogs and directly endangered the safety of traffic participants, i.e. they endangered lives of people who were driving or were driven the boulevard at the time. Except the direct attack on the lives of humans and dogs, the dogcatchers traumatized the drivers and the passengers of the cars by which the dogs were killed, as well as the passengers of the buses who were disgusted by the whole scene watching the chase during a stop at traffic lights.

Their “booty“, young dogs about a year old packed in two large parked vans. The older dogs as faster, stronger, more experienced and more skilled at hiding resisted a few more days.  On the 16th of March 2012 the dog catchers came in only two cars at Palace of Serbia going on to chase traumatized and already tortured dogs on the lawns. They hit the oldest bitch named Big Mama by the car then and they killed her right at the spot by smashing her neck.

The witness Aleksandra Dokić ran to the dog and photographed the corpse of it before the dogcatchers returned to carry it away. The fosters Nada Prokić and Mileta Kusurović were also at the spot.     After completion of the chase at Palace of Serbia the dogcatchers went over to an “easier“ job at ex-building site of Energoprojekt.

A group of about ten dogs lives, i.e. lived on the site which is no longer in function. All dogs in the group except one female dog were neutered, vaccinated and micro chipped by Veterinary Belgrade during the fall of 2011 and earlier. 

The dogs are distrustful, non-aggressive, well fed and calm. They did not leave the fenced area of the former building site. The fosters called the dogcatcher and helped them to catch most of these dogs by using blowers in the fall of 2011 to be neutered in Neutering Center and Shelter Resnik and then returned to the dogs’ habitat at Energoprojekt. The dogs were returned from Resnik micro chipped on names of the fosters who helped the dogcatchers to catch the dogs.                 

As it was in 2006, 2007 and 2008  Zoo hygiene again forces the fosters to accept status and responsibilities of the owners in order to return neutered dogs to their habitats. But there is a difference compared to the previous decade: On the 21st of September 2011 the City Assembly adopted the latest Strategy of Solving Non Owned Dogs and Cats Problem on Territory of Belgrade City. Veterinary Belgrade as a direct perpetrator of the Strategy is required to operate in accordance with and on the guidelines of the Strategy.

One of the specific objectives of the Strategy is the introduction to the legal status of the street animal fosters. On the contrary Veterinary Belgrade has been turning the fosters into the owners of street dogs for months now, thereby reversing the stated objective of the Strategy, as well as one of two basic methods of  the Strategy: Catch – Neuter – Release.

On the other hand Veterinary Belgrade usually does not inform the “owners“ of street dogs when their dogs are caught despite the Regulation on Conditions which must be fulfilled by Shelters and Pensions for Animals (Pravilnik o uslovima koje moraju da ispunjavajuprihvatilišta i pansioni za životinje), and which obliges Veterinary Belgradeto (Article 36 point 2) and which has recently entered into force.

If the “owners“ are informed they are not allowed to take their dogs over. The whole problem has the economic aspect too: catching and transport of owned dog is charged 5.500,00 rsd and a day of dog’s stay in shelter is charged 400,00 rsd.                 

On the 13th of March 1012 the dogcatchers started to hunt the already neutered dogs at Energoprojekt which are registered as owned dogs of people who feed them and take care of them. One dog was caught by the blower on the first day  of hunt and another dog was caught the same way on the next day.

On the 15th of March the remaining, already traumatized, intelligent dogs hided under worker’s shack looking for security.    Finding out their hiding place the dogcatchers battered at the shack, moved concrete slabs on which the shack is placed so putting the dogs in danger of falling off the shack onto them. The dogcatchers used iron bars, wooden beams, iron hooks and wooden boards to blindly hit the dogs from one side of the shack while other dogcatchers  were waiting on the other side with wire ropes to put over the dogs’ necks.

They were caught by the wire rope and drew out  a terrified dog with bloody head then and they quickly gave him an injection of anesthetic to be able to towed the dog to the van. Witnesses who watched “bothered“ the dogcatcher by watching what they were doing, so  dogcatcher Marković cursed and insulted one of the fosters Emilija Barišić, an elder woman dressed in mourning clothes.

On the 16th of March 2012 the foster Nada Prokić came to the site to be witness of the way of catching the dogs previously gotten permission from the guard at the entrance to enter. The dogcatchers had just towed a long time ago neutered bitch named Ema.  Seeing Nada Prokić, they immediately stopped working and all of them were silent except the dogcatcher Marković. The dogcatcher Marković addressed rudely the  foster Prokić yelling at her “what she’s doing there“, and then he phoned a superior in Veterinary Belgrade.

The superior instructed dogcatcher Marković to call police, which dogcatcher Marković did several times in a row, i.e. until police patrol came on the spot. Dogcatcher Marković intercepted police officers at the entrance of the site and explained the officer that  Nada Prokić “hindered them in their work“.

Another witness, foster Veselinović joined Nada Prokić trying to talk to the officer. Having entered the site officer Trajković, badge number 10 56 92, asked identity documents of both fosters and  requested them to leave someone else’s property, because they “failed to indicate their arrival and they hindered the people who work“.

Nada Prokić told officer Trajkoviću that she had entered the site with the permission of the site guard, in order to be a witness – observer of the dogcatchers’ work, i.e. inhuman catching of animals that violate Animal Well-being Law, Veterinary Medicine Law, European Convention, as well as Veterinary Belgrade Regulation on Manner of Catching Animals.

For the above reasons, Nada Prokić refused to leave the site. The policeman grabbed her roughly by the arm, dragged her from the site and pushed her into a police car. Then the dogcatchers continued their action. Nada Prokić spent entire morning at the police station. A policeman who was standing right next to her; she neither could go to toilet nor to drink water.

To make the picture of what happened more complete it should be stated that Nada Prokić is a retired doctor and professor at Medicine Faculty of Belgrade University, a small and frail woman. Foster Veselinović is also Belgrade University professor at the Faculty of Mining and Geology.

On the 17th of March 2012 Deputy City Secretary for Utilities and Housing Services, Department Zoo hygiene, Vladimir Terzin answered by phone to a foster who complained of the cruelty with which the dogcatchers treat the dogs during catching them, hurting them with hooks, poles, rods…:

“If it is needed we will roll over even a shack!“

The dogcatchers stopped the hunt on the 21st and 22nd of March, and then they went on with pursuit of the dogs. Veterinary Inspection of Ministry of Agriculture, Trade, Water and Forestry responsible for supervising the implementation of the Animal Well-being Law as well as Veterinary Administration did not respond to any of many reports of violation of the Law by Veterinary Belgrade.

Many times we have ask that authorities respect law demands – nothing .  They  want just kill,kill, kill ..

By doing these crimes toward animals, at the same time authorities of Serbia violate human rights of people who respect : animals, laws and Constitution of Republic of Serbia, and by this way authorities of Serbia waste taxpayer money – our money, for doing `good job` to veterinary mafia.

Basis of all of these  unlawful crimes is corruption.  

Please, help us to stop corruption in Serbia. Please push our brutal corumped authorities, it is necessary Serbian good new laws  be implementated,  instead they are ignored still more then 5 years. Inspections don`t act, public attorneys don`t act , nobody act although there are laws which demand actions , although we have bring  charges  against  all these crimes , but nobody care.

It is by Serbian new laws forbidden killing health dogs and cats whether mercy or brutal, it is forbidden killing them even mercy under false name `euthanasia` and special  it is forbidden killing our dear friends by  all these brutal ways – some of  these ways You can see below on links  – but authorities don`t care, although these crimes are punishabled by  law: up to 3 years jail – nobody is punished  for now.

Please help our animals and help us, our human rights are deep violated, we think and feel we are not  humans but slaves, we suffer  very hard because all these killings in front of our eyes, day by day, every day, years by years, all over Serbia  our dear friends be killed  and tortured and we cannot defense them like we are not humans but nonsense garbage, like we are slaves , we can only cry, we are just slaves, we are not humans but slaves of brutal corumped authorities of Serbia – they even pay all these mass killings  with our money  because we are taxpayers  and mass killings are payed  with taxpayer money.

Help us, we are slaves but want be normal people  like you are, and want our friends: animals be respected , and our taxpayer money be respected and not used  for finance these unlawful  killings and tortures, that is our human right  demanded by serbian Constitution, but authorities don`t care. We want our human rights and our friends be respected, now we are  slaves together with our friends: animals, and by some way authorities kill us too, because our life is not real  life  but  horrible nightmare, everywhere are blood and cries of our friends. We don`t want life like this. If there is not other way, then we don`t want further be alive in this horror, we are ashamed because we stay in life, because we stay alive and our friends be killed, we feel  just big pain and big shame, we are not humans and have not any other feelings but just pain and shame . Help us, please, we want be humans like you . 

Please send protest letters to Subotica`s and Serbian  authorities and media  , we must save  700 dogs  and all stray dogs and cats now  in Subotica, because  their killing is unlawful business of animal mafia .

Serbia: Loznica Again – Female Dog Saved From Being Buried Alive – Proof of the Killings Done by the City Shinters – Bodies Dumped Openly on the City Dump Adjacent to the Animal Pound

New pictures in from Loznica show the brutal killing of a dog which has been done by local shinters.

The pictures are from the local animal protection group – ‘Lunja’.

The first photo shows a little female dog which was wrapped up in a closed sack.  Shinters told the member of ‘Lunja’ animal welfare that the dog was dead and that is why she was in the sack.

But Rada from ‘Lunja’ managed to get the sack and open it, only to find a live little dog inside, as you can see.

It was clear to Rada that the shinters had wrapped the little dog in the sack and that they were intending to go and bury her alive.  This is  typical of the mindless thugs that are employed by the authorities and who are commonly known as shinters.

The other pictures below which are also sent by ‘Lunja’ are of a dog which was not so fortunate and was again killed in a terrible way by shinters.  One cannot imagine what a terrible death this dog must have had at the hands of the shinters.

Finally, this picture shows a male dog who died at the Loznica city pound.  Inspection has shown that there was no veterinary care undertaken on the animal before it died.

The picture shows that the animal has been thrown onto the city dump which is adjacent to the city pound.  We have exposed conditions at the dump in our articles before –
