Serbia: Backa Topola Latest (15/04/11) – French Organisation ‘Respectons’ Have Now Taken Overall Control; Aim To Rehome Dogs In Europe – Shelter Improvements To Be Undertaken In Meantime. Donation Information Provided At End Of This Post.

Dear friends,

The initiative ‘Respectons’, alerted by the Brigitte Bardot Foundation, would like to direct your attention towards a tragic event in the shelter of Etela Merk, in Backa Topola, Serbia. In March 2011 the shelter was consumed by fire – Mrs. Merk sadly died in the blaze, as did a number of her animals.

The initiative Respectons was well familiar with this shelter, which, for some time, had done poorly. Respectons assisted with sterilisations, food, medical supplies and foreign adoptions.

Today the situation has deteriorated considerably, and the dogs must be rescued. Respectons, in cooperation with the Brigitte Bardot Foundation, is seeking a solution.

On April 1st 2011 27 cats have been taken into the custody of the Serb initiative Help Animals.

30 cats had died in the blaze and several of those had later been eaten by the dogs after the fire. There are between 280 and 300 dogs still on location now – they are not sterilised, and the Serb Republic is charged with finding a solution.

A small local initiative has taken 48 dogs to the shelter Kacha in Belgrade – this shelter would like to adopt these dogs out to France eventually. Every day several dogs die in the abandoned shelter of Backa Topola. The dogs are on their own some 22 hours a day; this leads to fighting resulting in injuries or animals being killed. At the same time people take new dogs to the shelter – it is unlocked and therefore open to anybody – all the time, keeping the number of animals at a stable high. It is anarchy.

The buildings are burnt-down, food is distributed all over the place – it looks like a dump. The amount of food, though, seems to be sufficient due to the help from France.

One person, being paid by French donations, brings food every day using his half-starved horse. There is no road to the shelter – it can only be reached on foot or by horse, as the land is very uneven.

This situation of complete anarchy cannot be allowed to continue. Indeed the owner of the shelter and Land on which it stands would like to sell the property. The plan of the shelter Oaza in Serbia, which is being supported by Respectons and the Brigitte Bardot Foundations, is to take on 30 of those dogs from Backa Topola in the near future and shelter them in “Park no 12” (???).

If there were a means to fence in more land it would be possible to house another 70 dogs, which would bring the number of rescued dogs to 100.

The only solution would be to distribute the remaining dogs between Germany, Belgium and France and close down Backa Topola – which never has functioned properly in the first place. It is not possible to continue to run this shelter because of its location, the lack of proper access and of competent personnel.

Mr. Pizurica, head of the veterinary authority of Vojvodina, who was contacted by our vet Mr. Strecko Radojic, has confirmed that the county of Vojvodina cannot take over the administration and running of the shelter due to shortage of funds – there is not even sufficient money for sterilisations. Only 30 dogs, of the several hundred residing in the shelter, are actually sterilised.

He and his team stand ready to assist with a possible transfer of the dogs abroad and will draw up the necessary paperwork for the first 40 dogs as well as all following. He will do the necessary rabies vaccination and microchipping, and he hopes that the shelter can be emptied as soon as possible. Patrick Sacco will also be on location next week to help with the next transfer.

There are currently 27 dogs in „Park no 12“, who will be distributed to other parks of the shelter. After that 40 dogs can be transferred from Backa Topola. The transfers will be arranged in groups of approx. 40 dogs – depending on successful adoptions abroad.

Also taken into consideration must be the rising amount of food needed (+100 dogs) as well as the wages of employees. Raise 3 wages of currently EUR 330.-  by EUR 50.- or take on an additional employee?

The search for homes in Germany, Belgium and France has begun now. It is important to note that every adopted dog needs a European pet passport, a serological test done and needs to undergo sanitary examination. This will amount to approx. EUR 120.- per dog (adoption fee?).

Romania / Germany: 16/04/11 – Protest Against Romanian Stray Animal Killings To Be Held In BERLIN.

Straßenhunde haben kein Recht auf Leben in Rumänien!

Leider hat die rumänische Regierung am 5. April 2011 beschlossen, dass alle streunenden Straßenhunde getötet werden dürfen – egal von wem, und wie!!

Was das für die Hunde bedeutet kann sich jeder vorstellen, es wird einfach nur auf bestialische Weise GEMORDET!!!!!

Grausamkeit und Brutalität gegen streunende Tiere, und unermessliches Leid im gesamten Land werden an der Tagesordnung sein. 

 Die Städte und Kommunen erhalten mit dem neuen Gesetz von der Regierung einen Freibrief zur sofortigen Tötung aller Hunde in den städtischen Tierheimen,und zur Jagd mit organisierten Brigaden auf alle Straßenhunde. Das Schicksal Hunderttausender unschuldiger Hunde wird von einer einzigen Person und dessen persönlicher Sichtweise abhängen, dem Bürgermeister. Diese Entscheidung über Leben und Tod würde zudem nicht kontrolliert, weder was den Inhalt der jeweiligen Regelung betrifft noch den Vollzug.

Retired Marine Colonel John Folsom emailed you in February about bringing his buddy Smoke from Iraq to Nebraska to be a therapy donkey for wounded warriors.

I knew his journey would be dangerous and fraught with risks. But, I never thought I’d be writing you today. Frankly, I wish I didn’t have to.

Last week, Smoke started his trip from Iraq to Nebraska.

We carefully planned every step of the trip. First, we’d drive Smoke across the border into Turkey and then north to Istanbul where he’d fly to Paris and on to New York.

As I write you, the Turkish government is denying Smoke entrance. The Deputy Turkish Minister of Agriculture changed his mind and told us Smoke cannot pass.

There’s no time to waste. SPCAI staff is on their way to Turkey to try to persuade the Ministry to reverse their decision. We need to show them how important Smoke is. He was there for our Armed Forces in Iraq. It’s our turn to be there for him.

Two Very Important Petitions To Be Signed Please – And A Turkish (Future EU Member State ?) Dog Beating Video You Will Want To See Only Once; Even If You Can Watch It Once !

Two Very Important petitions to be signed please

Both of these need to be signed INTERNATIONALLY as much as possible.

Please note – the video of the Turkish dog beating is disgusting

You will only want to see it once, but please watch it with our warning in mind.  Then sign the petition.  These people are trying to get into the EU as members; and knowing how pathetic the ‘Enlargement commission’ of the EU is, they will be allowed to join. 

Yet more animal abusers in the EU; so even more justification for the EU to get up off its butt and wake up to introducing Union wide legislation for all stray animals.

Will they ? – no; they have more ‘important’ things to do than saving animal lives – like a nations financial status and the rest.  Pathetic !!

Please crosspost; especially to MEPs – ask them to watch the dog beating video and then justify to you why Turkey will be such a great member state to welcome into the ‘club’.

And to think that here again, just like Serbia; the EU will be trying so hard to welcome the animal abusers into the EU ‘Club’.

The news from Turkey about this is:

I am so ashamed of our legal system. The guy that did this apparently did some other times as well. And our judicial system only gave him around 150$ of penalty.. and that is thanks to our Animal Right Federation Representative (HAYTAP) in the area.
The problem is that if you own an animal, you can kill or torture him and the law will not grant you any other penalties than this one, as the animal is considered your own property. So you get easily away with it.
We have been working so hard to change this…
Maybe some EU/US active help will make them change their mind?

Background (Preamble):

No responsible, caring, ethical breeder would sell their puppies to a pet shop therefore the vast majority of pet shop puppies come from puppy farms. These might well be licensed breeders but their dogs are often kept in very poor conditions with a very poor level of care.

The breeding stock does not normally have the relevant health checks for hereditary diseases that a responsible breeder would do to ensure that healthy puppies grow into healthy adult dogs.

There is also the stress involved and the risk of infection through transporting puppies from their place of birth to the place of sale and then keeping them in a very unnatural environment.

Petition: We the undersigned call on Harrods to set an example as they are such a high profile store and stop selling puppies.

I just want to inform you, that the French organisation http://www.respectons.org/ contacted me and they want to take 30-50 dogs from Backa Topola.

Help Animals has been cooperating with this organisation for years and we have had some joint actions.

They also finance “Oaza”, shelter for dogs in Belgrade.  The dogs will be placed in this shelter, where they will be prepared for fostering in some EU countries. They also work with the Foundation BB.

They need help in preparing these dogs to be transported, for example Titer antibodies.

 It would be nice to support this action.

A home has been found!! 

A lady in Denmark that’s linked to my RAA Facebook page crossposted Prince’s details and a good friend of her cousins would love to adopt him.  She has a female dog already, horses and works from home.  She’s happy to travel over 300 miles to collect him too! 

Just need to sort a home check and then all being well – he’ll be off next weekend to a new beginning.

I’ve been panicking all day getting nowhere and then this at the 11th hour!

We need to get ‘Prince’ on the transport consignment for his new home and out of Romania, which has been organised for next weekend – 16th / 17th April.  Time is short; there is just a week to do it, but hopefully a new forever home can be sorted for him well before then.

This transport run will be leaving Romania next weekend (16th or 17th), travelling through Austria and Germany towards the border of Belgium and Holland.  

This transport space can only be held until tomorrow, 9th;  so we are praying for a super-fast reaction. Maybe it will be love at first sight for someone – he is a very handsome chap after all!!

‘Prince’ is approx. 1 year old, he is neutered, chipped, vaccinated and already has a passport to travel!    He is ready and his bag is packed for that new home.

Prince has just 3 legs, as he lost his left rear leg in an accident; but otherwise he’s in really good health.
