Hygiene and Animal Welfare: a TV programme confirms the appalling situation in French abattoirs

Last Thursday, France 2, one of the main French TV Channels broadcast a report titled: “What’s behind meat in France”.

The report, partly shot with OABA’s participation, and prepared with the help of Eurogroup, and our other French member organisations, unveiled a disastrous situation. It made clear that hygiene and animal welfare controls were not satisfactory in most French abattoirs, and that even if the situation has slightly improved over the last four years, 11% of them are still classified in category IV, which means they do not comply with basic legislative rules. The journalists also pointed out the recurrent lack of official veterinarians, especially for ante mortem inspection and at the slaughtering point, the generalisation of slaughter without stunning (in 100% of abattoirs in the Paris region and for sheep) and the impossibility for the consumer to know whether the animals have been stunned or not.

Serious animal welfare failures revealed in Spanish slaughterhouses

Eurogroup for Animals is horrified by the report published recently by the Food and Veterinary Office on the state of Spanish slaughterhouses. The report follows an audit carried out in May 2011 which aimed at evaluating the official controls related to slaughter and processing of fresh meat, in particular fresh ovine and equine meat.

The report reveals that in six out of eight slaughterhouses, the performance of the food performance operator was s poor and workers were not properly trained and were not using the appropriate slaughter techniques. Significant problems with cleaning and slaughter hygiene were reported. In three slaughterhouses, major deficiencies relating to the potential contamination of meat were detected; public health risks could not be excluded as a result. Finally, in four of the seven slaughterhouses animal welfare requirements laid down in Council Directive 93/119/EC were not respected, in particular stunning operations for lambs and horses.

Eurogroup is shocked by this appalling situation and urges the Spanish Competent Authority to take immediate measures to correct the multiple deficiencies identified. It is even more important the Spanish authorities remain under pressure to ensure they not only correct what is wrong now but prepare to implement the new Slaughter Regulation (EC) No 1099/2009 as of 1 January 2013.

Greece bans animals in circuses

Eurogroup is extremely delighted that the Greek government has banned the use of all animals in circuses following a successful campaign led by Member Organisation GAWF, Animal Defenders International and backed by over 50 local animal protection groups across the country.

The new law adopted in plenary at the Greek Parliament last week bans all animal exhibitions and/or performances in circuses, theatres and any other similar entertaining businesses, with exceptions made for horse races, pet shops, zoos and shows.

The new law also addresses issues concerning stray animals.

This news comes a few weeks after the Austrian Constitutional Court dismissed a complaint against the existing ban on the keeping of wild animals in circuses in Austria, and this great victory sends a clear signal to other European Countries, especially Germany and UK on their way to implement such a ban and which no longer have any excuses for not taking the necessary actions.

UK Government to ban wild animals in circuses

UK Government announces it will pursue a ban on wild animals in circuses, but in the mean time implement a licensing system.

Last year despite overwhelming public support for a ban on wild animals in circuses, the UK government proposed to move forward with a licensing scheme rather than a ban. This caused a massive outcry by NGOs, the public and Parliament which may have finally been heard by the Ministry. Now, the UK has said it will work towards a ban while implementing a licensing scheme in the interim to secure the welfare of animals still being used by circuses.

A public consultation has been opened on the licensing system until 25 April. Defra states that government appointed inspectors, paid for by the circus industry, will be used to cover training and performance, transport, on-site temporary housing and winter housing for the animals. NGOs will closely monitor the developments to ensure the UK government establishes a firm deadline for transitioning to a full ban on wild animals in circuses.

OIE and member countries urged to implement OIE rules after tragedy in Port Said

Horrifying reports recently revealed that 2700 of the 5600 cattle that were carried from Brazil to Egypt to be slaughtered for food died on board the vessel Gracia Del Mar as result of extreme weather conditions in the Mediterranean and after being refused permission to dock at Port Said, Egypt. The health status of the surviving animals upon arrival was also noted as very poor.

Following this tragedy, which is probably one the worst the live export industry has ever seen, the International Coalition for Animal Welfare (ICFAW) which represents several animal welfare organisations including Eurogroup for Animals urges in a letter sent to Bernard Vallat, Director General of the World Organisation for Animal Health (OIE) to put its own recommendations in practice with immediate effect so that it can respond promptly and effectively to future incidents of this nature. Brazil and Egypt are also similarly implicated for not having called on the OIE to meditate.

ICFAW also stresses the importance of encouraging and assisting member countries to implement the OIE recommendations so they can have a beneficial impact on day-to-day transport and slaughter operations. The coalition further offers opportunity for constructive work with the OIE to help member countries implement these recommendations.

First Sighting in 123 Years – Wolf Shot Dead in Western Germany


 
The dead wolf was found in a forest near the town of Gensingen in the Westerwald region of Germany.

A wolf was sighted in the Westerwald region of western Germany for the first time in 123 years in February. It didn’t survive long.  Hikers found its body on Saturday after it was illegally shot dead. Wildlife conservationists are appalled and the local hunting association has offered a reward to find the perpetrator.

The first wolf to be spotted in the Westerwald hill region of western Germany in 123 years was found shot dead on Saturday just a few weeks after it was first sighted.

Hikers discovered the body of the animal that was killed with a large-caliber weapon, suggesting that the perpetrator may be a hunter, police said.

The shooting was illegal because the wolf is a protected species, and wildlife conservationists and local hunters said they were appalled by the shooting.  The regional hunting association has offered a reward of €1,000 ($1,300) to find the culprit.

“The killing of the wolf must be fully investigated and the person responsible must be held to account,” said Kurt Alexander Michael, president of the Rhineland-Palatinate regional hunting federation. “If it was a hunter, he can expect a high fine and the loss of his hunting license.”

The wolf, a large male weighing 30 kilograms (66 pounds), was first seen near the village of Steimel at the end of February. Wildlife experts had said the animal was harmless.

Nature conservation group BUND said in a statement on Monday: “We cannot understand why there are people who don’t want to allow space for nature and its creatures. We should be happy that the wolf, made extinct by humans and bedevilled for centuries, is living in the wild in Germany again.”

Wolves were hunted to extinction in Germany in the 20th century and only began returning to the country in 2000. So far, they have been confined mainly to the east of the country. More than 100 animals are estimated to be roaming German forests.
Their reintroduction has led to tensions between conservationists on the one side and farmers and hunters on the other but a recent study found that wolves largely feed on animals they find in the wild, and not on livestock such as sheep. However, wolf killings of livestock do happen.

Zum ersten Mal seit mehr als 120 Jahren wurde vor zwei Monaten im rheinland-pfälzischen Westerwald wieder ein Wolf gesichtet. Jetzt ist er tot. Erschossen.
 
Ein 71-Jähriger hat vermutlich den ersten seit langem in Rheinland-Pfalz gesichteten Wolf erschossen. Der Mann habe sich bei der Kriminalinspektion Montabaur gemeldet und zugegeben, am vergangenen Samstag die Schüsse abgegeben zu haben, teilte die Polizei am Dienstag mit. Laut Polizei wurde das Tier mit einer großkalibrigen Waffe erschossen. Das Motiv und weitere Details seien bislang nicht bekannt.
 
Informationen der Nachrichtenagentur dapd zufolge ist der Schütze Jäger und Pächter des Waldstücks. Ein Funktionär des Landesjagdverbands sagte, der Schütze habe den Wolf für einen wildernden Hund gehalten. “Dass er einen Wolf erschossen hat, tut ihm unendlich leid.”
Spaziergänger hatten das tote Tier am Samstag gefunden. Ein Gentest soll klären, ob es sich tatsächlich um einen Wolf handelt. Die Ergebnisse dürften nach Angaben des rheinland-pfälzischen Umweltministeriums diesen Mittwoch vorliegen. “Wir gehen zu 99 Prozent davon aus, dass es sich bei dem toten Tier um den Wolf handelt”, sagte ein Sprecher des Landesjagdverbands Rheinland-Pfalz.
Erst Ende Februar war der Wolf bei Steimel im Kreis Neuwied im Westerwald entdeckt und fotografiert worden. Es war die erste mit Bildern belegte Sichtung eines Wolfes seit 123 Jahren auf dem Gebiet des heutigen Rheinland-Pfalz.
“Die Tötung des Wolfes ist eine hinterhältige Tat”, sagte Nabu-Bundesgeschäftsführer Leif Miller laut Mitteilung in Berlin. Dem Täter drohe eine Freiheitsstrafe von bis zu fünf Jahren.

HEROES: German Woman receives Medal of Merit for Committment to Hunting

Anneliese Merx of Schluechtern receives the Medal of Merit of the Order of the Federal Republic of Germany (Bundesverdienstmedaille) for several decades of voluntary commitment in the area of hunting in Germany.
 
Anneliese Merx received her award of distinction in the presence of board members of the county hunting association and other persons linked to hunting from district administrator Erich Pipa (SPD).
In his laudation he described Anneliese Merx as a “special pearl” and a “beacon” – serving as a tireless inspiration for others. (and more bla bla of the sort ..)
 
After receiving the award Anneliese Merx thanked her husband (with whom she breeds hunting dogs) and her board colleagues at the county hunting association.
She would always strive, she said, to do her part within the work group of the association encompassing all aspects of hunting and the preservation of hunting culture.
 
Anneliese Merx, who will turn 77 in just a few days, was born in Hutten. Her father practiced a very strong voluntary commitment – his focus lay on communal politics, hers on hunting.

She got her own licence in 1968, and practiced hunting together with her husband in the community district of Sannerz irst, and from 1986 to 1999 in their private hunting district Ramholz. Together with her husband she wrote and published the 365 page standard work “„Der Deutsche Langhaar-Gebrauchshund“ (the German longhair all-purpose dog)

Her grandson Jonas expressed his pride for his granny for so diligently tending to the website.

Für ihr über Jahrzehnte dauerndes vielseitiges ehrenamtliches Wirken im Bereich Jagdgeschehen wurde der Schlüchternerin Anneliese Merx die Verdienstmedaille des Verdienstordens der Bundesrepublik Deutschland verliehen.
Anneliese Merx erhielt ihre hohe Auszeichnung gestern im Beisein der Vorstandsmitglieder des Kreisjagdvereins und weiterer mit der Jagd verbundener Personen von Landrat Erich Pipa (SPD) im Brüder-Grimm-Zimmer des Main-Kinzig-Forums in Gelnhausen.

In seiner Laudatio bezeichnete Pipa Anneliese Merx als „besondere Perle“ und „Leuchtturm“. Durch ihr Wirken sei sie unermüdlich beispielgebend für andere. Das Kreisoberhaupt ging dann auf die vielseitigen ehrenamtlichen Tätigkeiten der zu Ehrenden ein. Dazu sei sie nur deshalb in der Lage, weil sie von ihrer Familie und besonders von ihrem Mann Heinrich unterstützt werde. Auch ihnen gebühre deshalb Dank.

Nach der Überreichung der Verdienstmedaille und der dazu gehörigen Urkunde bedankte sich Anneliese Merx bei ihrem Mann und den Vorstandskollegen im Kreisjagdverein.

Sie sei stets bemüht, ihren Anteil an der guten Arbeitsgemeinschaft im Verein zu leisten, die das ganze Spektrum des Jagdgeschehens umfasse und der Erhaltung der Jagdkultur diene.

Die in wenigen Tagen 77 Jahre alt werdende Anneliese Merx wurde in Hutten geboren. Bei ihrem Vater habe sie, so ihre Worte, eine starke ehrenamtliche Tätigkeit erlebt. Er habe diese in der Kommunalpolitik ausgeübt, sie habe sich hingegen dem Bereich der Jagd zugewandt.

1968 legte sie die Jägerprüfung ab, und betrieb die Jagd zusammen mit ihrem Mann zunächst im Gemeindejagdbezirk Sannerz und von 1986 bis 1999 im Eigenjagdbezirk Ramholz. Zusammen mit ihren Mann erarbeitete sie das 365 Seiten starke Standardwerk „Der Deutsche Langhaar-Gebrauchshund“.

Karl Roth, der Vorsitzende des Kreisjagdvereins Schlüchtern, dankte ihr für das hohe Maß an Engagement, das sie in vielseitiger Hinsicht erbringe. Ihr Enkel Jonas äußerte seinen Stolz auf seine Oma, weil sie die Internet-Homepage gut führe.

These types of lowlife are found here in the UK too but they’re not praised, except in their own bloodthirsty circles and much of the killing shown in the above pictures would be illegal here. Even the “legal” killing isn’t supported by the majority of people here. Germany has such beautiful countryside and nature – what a shame that it’s ruined by these evil cowards killing for fun. “They (the breeders) definitely don’t want to be doing this, but without knowing there’s going to be some sort of stability in the industry, they feel like they don’t have a choice,” the person said.
“It’s not cheap to raise a horse. When you have to worry about feeding your mare, other horses, and your family, that stud fee just isn’t something a lot of people are prepared to pay without knowing they’ll recoup the cost.”

Brian Tropea, the general manager of the Ontario Harness Race Association, said he agreed “100 per cent” with the statement.
“There’s a definite sense of panic here,” said Tropea in an interview.
“I haven’t heard that (breeders euthanizing foals) personally, but it’s a definite possibility.”

The Ontario Lottery and Gaming Commission’s March announcement to end its revenue-sharing agreement with racetrack site-holders shocked the industry, said Tropea, who added that people within the racehorse industry became unsettled very quickly.

He said breeders made decisions 11 months ago to breed their mares, expecting to pay stud fees after the foals were born healthy.
“When they made those decisions, they were all hoping to raise healthy, strong foals,” Tropea said.
“For the government to cut their legs off, it was completely irresponsible.”
Had the government’s and the OLG’s plans been announced or eluded to even three years ago, Tropea said the province’s horse breeding industry wouldn’t be in a financial bind today.
He said racehorses are bred until early July, and the length of conception is 11 months. Racing starts for some horses as early as two years old, giving breeders a chance to begin to recoup their costs. But if there’s no hope to ever race the horse, raising it to be sold as a pleasure horse could be prohibitive.

On average, a breeder can look to spend about $2,500 a year for veterinary care, $130 a month for shoes, approximately $10 a day for lodging and food, all on top of the stud fee, which can range anywhere from $2,000 to $20,000.
“For most people in the industry, they’ll feed their horses before they feed themselves,” Tropea said.

“When you’ve got other horses to look after though, and when most people work another full-time job just to support themselves (while racing), something like that could seem like the only way.”
He said Ontario has been advertised heavily as a being the best place to breed horses in North America. People from all over the world have bred their horses in the province, and with the changes recently implemented that will likely come to a halt.
“We’re going to be missing opportunities now,” Tropea said.
“This has been one of the biggest injustices.”

Horses are generally sold between 18 and 20 months, and range in cost depending on breeding stock.
“If there’s no racing industry, those foals that used to go for $20,000 are going to be sold for $500 to $600,” Tropea said.
“You watch – people are going to start paying people to buy their horses.”

After the delivery of over 112.000 signatures to ask real measures for the protection of stray animals in Europe, OIPA returned in Bruxelles on 24 April to assist at the meeting of the European Parliament’s Petitions Committee.

Massimo Pradella, OIPA International Chairman, explained what happens every day to stray dogs in Europe, in particular in Spain and Romania, the total absence of animal protection laws and the economic interests around strays.

Six petitions, signed by thousands of European citizens, have been presented to ask a specific directive on the protection and the management of the strays’ population of all Europe. Andrea Zanoni, Member of the European Parliament, underlined also that 400 members of the European Parliament signed the Written Declaration on Dog Population Management.

The European Commission representative assured that they will contemplate the possibility to add a regulation concerning strays on the European Union Strategy for the Protection and Welfare of Animals 2012 – 2015. Erminia Mazzoni, president of the Petitions Committee, confirmed that a resolution for the stray population problems will be early proposed to the European Parliament.

“The EU should promptly intervene on those European countries that everyday kill thousands of strays, because in the next two years many other animals will be abused and killed – said Massimo Pradella – anyway we are glad that the European Commission replied positively to our requires”.

EUROPEAN PARLIAMENT APPROVES THE WRITTEN DECLARATION ON MAXIMUM 8-HOUR JOURNEY LIMIT FOR ANIMALS TRANSPORTED IN THE EU

The European Parliament approved the written declaration 49/2011 about the limit of 8 hours for the transportation of animals for slaughter in Europe, presented by Andrea Zanoni, Vice President of the Animal Welfare Intergroup, Dan Jørgensen, Esther de Lange, Pavel Poc and Carl Schlyter, Members of the European Parliament. About one million Europeans signed the 8hours.eu petition.
Thank to this important declaration, European Parliament officially asks to the Commission and the Council to establish a maximum of 8 hours for the journeys of animals transported to slaughters.
The Regulation 1/2005 disposes that “the transport of animals over long journeys, including animals for slaughter, should be limited as far as possible” but it allows long transports in terms of distance and duration, causing animals stress, suffering and even death; for that reason, Mr Zanoni asks to re-examine the Regulation that allows terrible conditions of transportation: in fact sheep, beefs and goats are transported in overcrowd conditions and without air.

Since the Republic of Azerbaijan got independence from the Soviet Union in 1999, government handles the situation concerning stray dogs and cats killing them.

In particular, authorities of Baku created the Department for fighting against stray animals, which sends in the streets professional dog-catchers on a white pick-up with the sign “icra hakimiyyet”, meaning “executive power”, shooting hundreds of animals, especially dogs. The official reason why they act is rabies, as the government tells to mass media to scare people, but they kill dogs without any proof. When people ask or complain about killings of strays, the Department always replies that they kill infected dogs in a humane way, euthanizing animals.
This story comes to OIPA from animal activists of Baku, who maintain that these hunters usually shoot dogs only one time, using only one bullet and letting they die by their self, suffering for many minutes, just to save the expensive bullets.

On May 2012, Baku will host the famous Eurovision song contest, so many singers, musicians, important people and tourists from all over the word will visit the city. By chance, in these months killings of strays are enormously intensified and it’s clear that the city administration want to clean up the streets from animals.

Despite Azerbaijan doesn’t belong to European Union, it’s a member of the Council of Europe and on 2003 it signed the European Convention for the Protection of Pet Animals, ratified on 2008, which decides that when a country considers that the numbers of stray animals is a problem, it must take the appropriate measures to reduce their numbers in a way which doesn’t cause pain and suffering to animals. The Convention also invites parties to reducing the reproduction of stray animals promoting the neutering of them. Animal activists from Baku animals associations affirm that from 2008 nothing changed.
It’s clear that economic interests are involved: In fact, it seems that dog hunters earn a fee per killed dog from the government and they also lie about number of dogs killed, to get more money.
OIPA will continue to supervise the terrible Azerbaijani situation about stays.

Students of the ‘Faculty Of Veterinary Medicine Cairo University’ threw dogs off the third floor after experimenting on them.

An investigation must be done immediately and students found responsible for this unconscionable and barbaric cruelty, must be dismissed from the veterinary program.

There is no place in the care of animals for anyone who could treat an innocent animal so cruelly and with such indifference to suffering.

According to a video taken by a student of the Cairo Vet Faculty and word of mouth by the same student, they do research on animals and the dogs, after experimenting on them, were thrown out of the window from the 3rd floor, tied and dragged.

European Union (EU): Stray Dog Situation Debated in European Parliament. Hopefully; EU Wide Legislation to Come and Destroy the Stray Animal ‘Mafia’ Business That Currently Exists.

On April 24, in the European Parliament, discussions were held on animal cruelty in some Member States focused on the situation of stray dogs.
 
The meeting also included a project containing a set of recommendations of the Committee on petitions to the Commission of Agriculture of the European Parliament recommending the inclusion in the European Union’s strategic plan for the protection and welfare of animals more points that were highlighted often in petitions and complaints: stray animals, farm animals (transport to slaughterhouses and killing without stunning), corrida, zoo, restrictions on experiments on primates, introduction of alternative methods that do not use animals in experiments. Rapporteur on the project was a Romanian MEP, Victor Bostinaru.
 
In the meeting was presented five PETITIONS related to animal protection, adopted to be debated by the Committee on Petitions.
One petition was of Kendra Pinder, UK, where it was talking about the brutal treatment of animals in Romania, about the killing of 230 dogs in Botosani and the case of wild horses from Letea as well as the illegal expenditure of public funds. Committee requested evidence of the statements so together with a colleague I prepared and submitted a comprehensive report accompanied by material evidence of the fact that budgets for management by some of the mayors are actually spent on private interests, and photo materials and video of the atrocities in shelters, circuses, animal exhibitions; I also sent a material developed for this purpose by Vier Pfoten on Letea case.

Another petition was to Rumi Becker, Arzte fur Tiere eV, Germany, collecting 157,000 signatures and seeking to establish a legal framework for protection of stray animals in the EU.
Both petitions were presented by Hans Richter, representative of Arzte fur Tiere eV who also presented the photo materials, which had a major impact on the audience.
 
 
With regards at photo material the Romanian MEP, Victor Bostinaru said that “it is hard to control your emotions when looking at these pictures, it’s carnage, you only can revolt. My country has been mentioned repeatedly here, but the European Commission says it can not act. Romania is a country that systematically fails to protect the animals?
 
All those present advertising need the involvement of European Commission in the implementation of the EU legislative framework for managing stray animals but the European Commission representative said that although they every day receive letters on mistreatment of stray animals and that although he is shocked by the images presented, “the problem is not of European Parliament but of the Member States “,” we don?t have a legal context in which we can act”.
 
The German MEP, Mr. Jahr, said that “it is fair the EU not only to say that there is a problem but also to deal with it. Not to say the Member States must deal with it because it is their problem. It does not work. Member States do not want the European Parliament to be involved. Can indeed each Member State do what it wants, I would ask the European Commission? The public no longer tolerate this cruel situation”.
 
Romanian MEP Elena Basescu (daughter of Romanian president, whose party, PDL, lead a campaign for killing dogs): “the images are really horrible but as terrible images were as with the child from Suceava killed by dogs. Don?t misunderstand me, I?m animal lover, but the dogs kill people. I guarantee that local authorities in Romania do everything to respect the existing legislation. My opinion is that this problem is a national competence and not in EU competence”.
 
 
Note that her speech, besides being perfidious or untrue, came out as the only contrary to all statements made; also she confirmed that the Romanian authorities do not want an EU involvement, in order to to continue this mega-bussiness
 
Representative of the two petitions, Hans Richter: “The EU is obliged to act when Member States do not act properly. Also noted that sterilization involves much lower costs than other methods, and sterilization is only effective as shown in this diagram “- reffering the diagram developed by Robert Smith, UK, at reducing canine population, sterilization comparing with euthanasia, incarceration.
 
 
President of the Committee, Mrs. Mazzoni, decided that petitions remain open which means they remain in Parliament attention.
 
I personally think these debates, extremely important also by the fact that we learned that the governments of Member States do not want EU involvement in managing dogs – illogical at first view considering that it involves the allocation of EU funds for management. The reason is very obvious that the Member States do not want involvement of EU, for this reason: because the governments don?t want to solve the problem that meant the closure of stray dogs businesses.
 
We however hope that over the interests of member authorities, staying open petitions, protests by the European Parliament (to be mentioned that are increasingly more and more) interventions of politician supporters and NGO interventions, to tilt the balance towards the introduction of an explicit management policies imposed in all Member States of EU.
