Dear Sir / Madam,

On 10th September the Lower House of the Romanian Parliament voted GEO 155/2001 to legitimise a ‘catch and kill’ policy for all homeless animals. The terminology used during the debate at the parliament was ‘eradication’. Since this date media frenzy has been created because of the death of a young boy under what remains dubious circumstances. However the stray animals were blamed and as a result of the media frenzy and the vote, a state of abuse of animals exists now in Romania. Animals and their owners and protectors were immediately, and still are, at serious risk. It must be remembered that many millions of Romanians are animal owners or protectors of the animals. This law has polarized Romania’s society and made it dangerously divisive.

It had to be expected that millions of animal lovers would seek to protect their own animals or the animals they ‘protect’ on the streets. Millions! It had to be expected that half a country would seek to defend and protect, and that the other half would seek to aggress.

Not only would this policy, bring infamy to Romanian authorities and by association, with Romania, apparently ill considered was the fact that an ‘eradication’ strategy simply will not be successful. Owned dogs will continue to breed and thereby ensuring a plentiful and constant supply of animals on the streets. Occupy for Animals, along with many others, suggested and still maintains, that this is a desirable condition! If implemented, it would therefore be a futile and ineffective policy.

The ‘Making The Link’ Study and Project Group – a major collaboration of international organisations, academics and world leading experts in THE LINK between exposure to animal abuse and the resulting effect on children’s psychological health and development, had warned the Romanian Constitutional Court that the implementation of GEO 155/2001  – their ‘eradication’ strategy, which can best be described as potentially ‘the greatest animal genocidal impact on human health in European history’ – would have a deleterious impact of the health of the children of Romania.

‘Making The Link’ – initiator Malcolm Plant (BSc, BA (Hons), MSc, Dipl Psych., Fellow of the Institute for Human-Animal Connection, University of Denver) wrote (among other):

“We would urge you to re-enforce your decision last year on precisely the same issue and with no additional changes to circumstances. Our concern is primarily for the health of the children which we will be measuring over the next few years. Academically we are anticipating hitherto profound impact on the children’s health unseen in any previous study if you were to ratify the proposed amendments. As human beings, as parents, we are frightened about the effects if the new generation of Romanians are exposed to street horrors on a previously unprecedented scale.”

On 25th September, 2013 Constitutional Court judge Petre Lazaroiu, suggested that “the mass killing of stray dogs in Romania could traumatize the population”… Then the entire place ruled to cull all dogs… and that the eradication of Romania’s homeless animals – although it had been ruled unconstitutional in January 2012 – was now “constitutional”!

On 25th of September, the Romanian Constitutional Court had an opportunity to define whether Romania is a country worthy of being called civilized or whether it should be consigned to popular perception of a country unworthy of being considered anything other than barbaric, mismanaged, corrupt and dangerous. They chose the latter.

Their approval of, and the implementation of GEO 155/2001, has produced worldwide condemnation and a perception that Romania is a country which introduces medieval practices and governs in a draconian mode. Most of the ‘civilized’ countries have introduced a ‘Catch, Neuter, Vaccinate and Return’ policy and now have very few homeless animals on the streets. This is a 21st century methodology. 

Not only have the Romanian Government dismissed the warnings expressed by the experts, and failed to acknowledge T-N-R as the only proven successful strategy to control and curb stray animal populations (in fact: ALL ‘catch & kill’ policies have historically proven unsuccessful) but being aware of the costs and profits to be made from implementing the proposed ‘eradication’ strategy, are aware that significant personal profits can be made through corrupt alliances. 

The net result will be abject strategic failure and the number of animals will not decrease. Through corrupt alliances, personal profits from the animal corpse disposal will have been secured. 

But the biggest cost is in the human domain. Children exposed to the capture and often immediate slaughter of the animals will seek to psychologically protect themselves from such trauma. They will desensitize. Reduce their sensitivity towards living creatures including fellow humans. Some will embrace the attributes of their violent society and finding legitimized sanction for the destruction of the animal sub-group, will also aggress against the animals. 

There is then some inevitability that once such aggression is socially sanctioned, their journey will continue by aggressing against person, against property. They will see no distinction. Their journey can easily lead to the killing of another person. Significant research has identified this development and ending. This is the slow diminishment of a society’s moral substance and gradual increase into a prevalence of violence but a more immediate but equally destructive effect can be seen.

In any society, irrespective of political dictats, there is no homogeneity of support. Emotive issues exacerbate differences. Any society will contain those who passionately support the rights of companion animals and also those who have no regard or who are motivated by political hysteria. At such levels of passion, in counterpoint to each other, this polarization can produce levels of acute violence. Neighbor against neighbor! Even before official recognition of the law in Romania, two neighbors have fought over this issue and one was killed. Even before! One can only stand and watch now and wait while the death count gets higher! 

So we have a government introduced policy which at best is ill informed, historically proven to be unsuccessful with previously proven successful strategies dismissed. And on top of all, a strategy which will polarize society resulting in violence between citizens and almost as if to reinforce the evidence that the strategy is ill advised, ill considered and incompetent, the children will be psychologically damaged. One cannot conceive of a more counter productive, societally destructive direction taken by any European Union Member Government in recent times.

Occupy for Animals is being bombarded with emails and calls from desperate Romanian animal activists and rescuers who are pleading for help! 

Not only are their own companion animals, and/or the animals that are in the care of their organisations and who most certainly constitute no ‘danger’ to the public and who often even already have potential adopters (outside of Romania) at risk of being taken by the dog catchers and thrown in their so-called ‘shelters’ where death is a certainty and not an option, but the people, too, are at risk of being physically attacked! 

And it’s only the beginning!

Considering the scale of the tragedy that is already unfolding, the societal disaster along with the potentially ‘greatest animal genocidal impact on human health in European history’ that we are heading towards, we are respectfully begging for you to intervene and to help Romania to get back on track before it’s too late! 

In addition to our plea for help, we also have a few questions that we – together with very very many people from Europe and from all around the world – would really love to have an answer to.

Below, our questions, suggestions, and remarks. 

To the EUROPEAN COMMISSION, the COUNCIL OF EUROPE, the EUROPEAN OMBUDSMAN, and the European Parliament’s Intergroup on the Welfare and Conservation of Animals – regarding the new ‘legislation’:

Romania’s Constitutional Court ruled on 25th September, 2013 that the proposal which had been accepted by the Lower House of the Romanian Parliament on 10th of September, 2013, is “constitutional” and that the ‘euthanasia’ of all homeless dogs in Romania, after 14 days spent in their so-called ‘shelters if not adopted or perished before this time has elapsed, is ‘constitutional’, too, although they had ruled in January 2012, that: “the killing of healthy animals was unconstitutional as a mean to control stray animal populations until all other solutions had been applied”.

What has changed since January 2012 on the “management” of Romania’s stray animals populations?

We haven’t heard of any massive sterilization campaigns!

We haven’t heard of any ‘education of the populace regarding the importance of spay & neuter’ their owned (but allowed to roam freely and to mate as they wish) companion animals! And in this context, we would like to remind you that an estimated 5 million puppies are born each year in Romania in rural areas of which some are being killed by their owners, and the others are simply being thrown out on the streets or in the woods. 

We haven’t heard of any measures taken to undermine breeding, including “back yard breeding”!

 

To the European Parliament’s Intergroup on the Welfare and Conservation of Animals – regarding the before mentioned points:

Can, and will, the European Parliament’s Intergroup on the Conservation and Welfare of Animals, please ask Mrs Daciana Sarbu – Vice President of the Intergroup, co-initiator of the Written Declaration on Dog Population Management 0026/2011, wife of Romania’s Prime Minister Victor Ponta – what she has done in her own country to promote and implement a humane management of the stray animals populations as she has so brightly described in the WD 0026/2011? 

Please ask Mrs Sarbu what she has done to promote responsible animal ownership in her own country? 

Please ask Mrs Sarbu what she has done to educate the populace of Romania about the importance of spay and neuter, and/or not to let their animals roam freely and to mate as they wish?

Please ask Mrs Sarbu what she has done to avoid the tragedy that is now unfolding, bringing unnecessary suffering and death to both animals and their protectors?

As the wife of Romania’s Prime Minister Vîctor Ponta, and a Vice President of the Intergroup, she had, and still has a unique position and opportunity to bring change to her country regarding stray animals population control and welfare, but we haven’t – sadly and to our very great deception – heard of any actions taken by Mrs Sarbu in this field. In fact, we haven’t heard anything from her since the adoption of WD0026/2011.

The questions might be, and probably are, irrelevant because they simply won’t change a thing to the situation of the poor homeless dogs in Romania, but we really would love to know her, and/or your answer to our questions. In fact, we are sure that very very many people are interested in knowing the answers to these reasonable and justified questions.

Also, with the speech that Mrs Sarbu has given at the Intergroup-meeting from 12th of September, 2013, her totally misinformed and erroneous statements self-declared her as being unfit for office as either a member of the Intergroup, let alone as Vice President. In light of the surprisingly misinformed content of the presentation by Mme Sarbu and her continued absence from Intergroup involvement especially when a serious focus is placed on her country, we would reserve the right to further explore Mme Sarbu’s suitability for office and we are sure that you would encourage any adverse detail to be presented, as you of course only want officials who exemplify the highest quality in seeking the best of interest for the animals and people of Europe.

Can the Intergroup please advise us as to who to complain to if someone is failing in his/her duty as regards to the position he/she, maybe now un-deservingly, finds himself/herself in?

 

To the EUROPEAN COMMISSION, the COUNCIL OF EUROPE, and the EUROPEAN OMBUDSMAN – regarding the new ‘legislation’:

Former senator Marius Marinescu, president of the Romanian Animal Protection Association FPAM, and initiator of the Law ‘Marinescu 1’ commonly known as Law 9/2008, officially stated that:

“LAW NO. 9/2008 (Law MARINESCU 1) remains in force. Euthanasia is prohibited.

And that: 

Article 7 index 1 of the Act provides: “It is forbidden to euthanize dogs, cats and other animals, except animals with incurable diseases identified by the veterinarian.”

and that: 

GEO (Government Emergency Ordinance) 155/2001 concerning euthanasia, approved on 10 September, 2013 by the Parliament, does not repeal the law ‘Marinescu 1′”

and, considering that the dog catchers are already in action all over Romania – at the order given by their Government – and are catching all dogs that they can get hold of and sometimes even owned dogs on private properties (gardens and yards) to take them to an “uncertain” destiny, we believe this to be unlawful.

 

QUESTION: 

Can, and will, the EU-Commission help to shred some light into the matter as to which law is now the one that must be respected?

Can, and will, the EU-Commission help to restore the “order” in Romania if proven that the Romanian Government acts unlawfully?

 

To the COUNCIL OF EUROPE – regarding human rights violations and the safety of Romanian citizens:

We have seen people been arrested (already days before the vote on the new ‘legislation’), we have seen dog catchers entering private properties and “stealing” owned companion animals, we have seen people being physically attacked by dog catchers when trying to defend their owned companion animals who they consider being part of their family, and we have (already) seen people (neighbors) killing each other. One just needs to check the Romanian news to find many cases, and one just needs to wait and watch while the death count gets higher. Or one can take action now and try to stop the anarchic madness. 

And those who are not being physically aggressed are being forced to witness extreme cruelty to animals, and even to humans, on a daily basis, and to such an extent that they lose any good quality of life, and the feeling of being safe.

Experts have warned that exposure to abuse has an impact upon any individual who witnesses it, and that the exposure to uncontrolled animal abuse as happening right now in Romania, connects directly with children’s psychological health. That children exposed to the capture and often immediate slaughter of the animals will seek to psychologically protect themselves from such trauma. They will desensitize. Reduce their sensitivity towards living creatures including fellow humans. Some will embrace the attributes of their violent society and finding legitimized sanction for the destruction of the animal sub-group, will also aggress against the animals. 

 

QUESTIONS:

Can, and will, the Council of Europe intervene in trying to protect the safety and the human rights of Romania’s citizens?

Can, and will, the Council of Europe intervene in order to protect Romania’s children from psychological impairment due to the exposure of uncontrolled animal abuse?

To the COUNCIL OF EUROPE – regarding the ‘European Council’s Convention for the Protection of Pet Animals’ and violations of said Convention:

Romania has signed said Convention on 23/06/2004 – has ratified it on 06/08/2004 – and it entered into force on 01/03/2005 – and in addition to this, Romania has also embraced parts of said Convention in their National Animal Protection Law 9/2008. 

Being a signatory of the ‘European Council’s Convention for the Protection of Pet Animals’, Romania had and still have a binding obligation to take adequate measures in the field of stray animal population control, including the housing and care of these animals.

As you know all of the before mentioned points of the Convention are NOT being respected.

 

QUESTIONS:

Can, and will, the Council of Europe take any measure to remind Romania of their binding obligations regarding the management of stray animal populations and the adequate care of these animals, among others?

Can, and will, the Council of Europe, please remind Romania that the ‘European Council’s Convention for the Protection of Pet Animals’ is NOT an essentially cosmetic, futile, and very expensive useless piece of paper initiated at the expense of European tax payer’s money, but without any value other than the paper on which it is being printed, and which can  readily be dismissed?

To THE EUROPEAN ANTI-FRAUD OFFICE, and THE BELGIAN STATE SECRETARY FOR EUROPEAN AFFAIRS – regarding corruption, misuse and potentially misappropriation of public funds and EU-funds

ALL ‘catch & kill’ or ‘catch & incarcerate & starve to death’ policies have proven unsuccessful in Romania. The WHO clearly states that killing stray animals does not stop the problem and only offers a temporary “solution”. The World Health Organization’s “Guidelines for Dog Population Management” (Geneva 1990) and various other academic studies show that killing dogs is ineffective. Despite mass extermination campaigns by misguided municipalities the street dog population grows, and the best examples of both good and bad stray animal population control policies come from their own country:

In 2001, Traian Basescu, the then-mayor of Bucharest launched a campaign that led to the extermination of about 144,000 stray dogs in the capital alone, spending almost 9,000,000 Euros (62 Euros per dog) during the period from 2001-2007. Between 2008-2010, 20,000 dogs have been killed in Constanta spending 1,500,000 Euros (75 Euros per dog). 

The only towns in Romania that used catch/neuter/release programs were Oradea and Lugoj, and the results are showing:

ORADEA

2006 – stray dog population: 4,000

2011 – stray dog population: 270

Costs incurred to spay/neuter a dog: 14 euro – program run and funded by Robert Smith – FPCC/Dog – Project Oradea, UK, in collaboration with city hall Oradea

LUGOJ

2008: 2,500 stray dogs

2011: 235 stray dogs

Costs to spay/neuter a dog: 12 euro – program run and funded by city hall Lugoj in collaboration with local animal welfare organization, Free Amely.

According to Princess Maja von Hohenzollern, Romania has killed an incredible 10 million stray dogs during the period from 2004 to 2009. That IS a ‘genocide of dogs’ that has never happened in Europe – and the entire world – before. Romania has killed almost as many dogs as the entire population of Romania with the only “result” that the streets of Romania are again (still) littered with live and dead dogs. 

 

Overall it is estimated that Romania has spent between 25 and 40 million euros between 2001 and 2008 for the ‘management’ of the stray animals, while their numbers only grew larger!

Contrary to the popular belief that fuels the anti-stray protests, the money spent on food for the strays was just a infinitesimal part of the budget, as the dogs were being fed “subliminal” quantities, to quote the so called specialists from DSVA Brasov. Out of a total budget of 1,500,000 lei for 2008, the dog catchers in Brasov allocated only 5,000 lei for the dog food, less than 3%.

The stray dog business as a very lucrative business and by intentionally NOT taking the right decisions to solve the problem, the Romanian government supports the prosperity of a dirty industry in which many people (including mayors and other politicians who accept bribes) profit from: 

  • the collecting of dogs
  • the construction of unnecessary shelters (including research and design)
  • the housing of animals, including supposedly feeding and caring of the animals
  •  the incineration of the deceased animals

YES: “interestingly”, even culling dogs can be very profitable.

The President is therefore asking the tax payer to fund an expensive, non-evidence based, ineffective practice!

QUESTIONS:

Can, and will, the OLAF please investigate the correct (or fraudulent) use of public funds spent under the pretext of stray animals management in Romania? As you know best, Romania ranks high at the corruption-index and It has been suggested countless times by many Romanian organisations during the last years, that the money would disappear into the pockets of greedy, dishonest politicians, mayors and business men, but that the dogs would not benefit from the public money that is being spend for their supposed management and care. We have seen shelters where the dogs were not even given a drop of water all the while the municipality had spent gigantic sums for their “care”.

Can, and will, the Belgian State Secretary for European Affairs please let us know if the European Union gives money for animal welfare to Romania and the exact amount? If that proves to be the case then an independent commission should be assigned to do a complete investigation as to the appropriation of these monies.

What could perhaps be happening is that money slated for animal welfare could very well be used for purposes other than it was intended maybe even for the personal gains of those individuals who advocate these atrocities. Misappropriation of money and falsification of documents to coverup such misappropriation is nothing new and has been uncovered in other countries of the Eastern Block. Such information, however, is usually covered up and a wall of silence is put up by methods of intimidation.

Romania: A Very Bad Day For Stray Animals, But Only The Start Now For The Actions Euro Politcians Will Be Facing.

Today, Wednesday 25th September 2013 is a very bad day for European animal welfare.

Please read the following for a full understanding of today’s decision and what it means for the stray animals of Romania.

Whilst a terrible death will come to many animals of Romania, it could also be said that today, by taking this action, the Romanian government and courts have rung the death knell for any productive future for their nation in Europe.

As of now, the Romanian government will be the target of thousands of different actions against them; as will be Romanian Members of the European Parliament (MEP).  Tjhere will be mass petitions constantly; and more effectively, there will be mass e mail protests and mass boycotts of Romanian products sent from the world over – a world today disgusted by what the brain dead politicians of Romania  have decided to do.  For years, the animal welfare groups and welfare NGO’s have been ignored by a government which takes the money for improving stray animal welfare, and then conveniently diverts the money elsewhere.  And all the time, the EU (Romania IS a member nation of the EU); sits back on its haunches and declares that there is nothing it can do.

EU citizens, including many good and supportive animal welfare people within Romania, are completely and utterly disgusted about what has happened; and been allowed to happen by the EU. Regarding the decision in Romania today.

The EU is going to pay a heavy price from the animal welfare lobby for its sit back and do nothing approach; that is a guarantee.  EU Commissioners and MEP’s may find that they get as much in the way of e mails etc as their Romanian counterparts.

The good thing is that in May 2014, EU citizens will vote throughout Europe for new MEP’s to represent them in the coming years.  Maybe MEP’s who did nothing about this issue will now wish that they had – the people of Europe will have their say about part of Europe in May 2014.

Lets hope that ‘do nothing’ EU Commissioners and MEP’s now glance over their shoulders to see who and what actions are happening behind them.

The Romanian government has in its actions today declared war on the rest of the world.

And as the saying goes; if they declare war, then they are going to get one.

Animal welfare groups appalled by Romania’s decision to approve stray dog euthanasia law

 Animal welfare groups have vowed to continue their fight against plans to euthanize Romania’s stray dogs despite a decision today declaring the measure legal.

The Romanian Constitutional Court took less than four hours today to approve the law, which was sparked by the fatal mauling of a four-year-old.

The bill, which now just needs the president’s signature to become law, allows strays to be euthanised if they are not adopted after two weeks spent in a shelter.

Protesters outside the court reacted with fury following the announcement, blocking a main road.

President of animal welfare NGO Save the Dogs Sara Turetta said the organisation would continue to fight the “appalling” measure by lobbying Europian politicians.

“Within two to three years, Europe will issue without a doubt a Directive on Companion Animals and Romania will be forced to review this barbaric and senseless law, Ms Turetta said.

“The WHO and the OIE have repeatedly rejected the mass killings as a method to manage the stray dogs population…but the Romanian politicians continue to deliberately ignore these indications.

Dogcatchers have already started rounding up the city’s estimated 64,000 dogs, after the Romanian Parliament passed the law on September 10, following the fatal mauling of four-year-old Ionut Anghel, allegedly by strays on September 2.

With a population of 1,883,425, there is about one stray dog to every 31 people in Romania’s capital city.

More than 6,000 people were bitten including 1,000 children in the first six months of 2013 in Bucharest, which last year recorded 16,000 incidents of dog bites.

Bucharest’s problem with strays dates back to the 1980s, when the communist dictator Nicolae Ceausescu ordered the demolition of hundreds of houses and their replacement with apartment blocks as part of his urbanisation plan.

Please know that mass killing of dogs is the worst decision possible: it is irrational, expensive, rejected by the World Health Organization (WHO) recognizing that dog slaughter has no result on the dog population in the street.  It is an as well known fact that killing stray dogs only pursues certain financial interests, as it is become notorious that tens of millions of EURO have been used formally, on paper, for stray dog management however in fact such amounts were used for other interests.

MASS SPAYING AND NEUTERING is the only LONG TERM solution for the decrease of the stray dogs phenomenon, as it aims to the source of the problem.  Mass killing is simply not the answer and is totally unacceptable in the civilized world of today.

We kindly expect from the Constitutional Court to prove it is correct and righteous and thus confirm by its current Decision the legal constitutional precedent given by the Decision 1/2012.  It is shameful that cruel mass slaughters of dogs can still happen in a member state of the European Union of the 21st century. The world is looking forward to hear you have reached the only correct and humane decision regarding the welfare of these animals, according with European and ethical norms, with the requests of the entire world, with the appeals from 6th and 11th September of European Parliament – Intergroup on the Welfare and Conservation of Animals who considers that this „horrible and useless massacre of dogs” „goes against the values and objectives of the Treaty on the functioning of the European Union”.

Please, be advised that if the killing of dogs starts, we will show to the entire world the reality of the dog camps, we will notify worldwide about the financial interests behind the business of killing dogs, we will withdraw any support that we have given so far to your country, we will boycott Romanian products and tourism, as no one will want to associate with a corrupt, cruel and immoral country.

Romania‘s constitutional court has ruled that a bill on euthanizing stray dogs is legal, weeks after a 4-year-old boy’s fatal mauling in Bucharest prompted the government to draft legislation allowing the killing of strays.

Hundreds of dog lovers blocked a main road after Tuesday’s court ruling in protest. The bill needs to be signed by the president before it can become law.

Parliament voted on Sept. 10 to allow strays to be euthanized. They will be taken to shelters and, if not adopted or claimed within 14 days, killed.

Bucharest City Hall says there are 64,000 stray dogs in the capital, while animal rights groups say there are 40,000. A hospital that handles infectious diseases has treated 9,760 people for dog bites in the first eight months of the year.

23/9/13 – The situation in Romania for stray animals is dire – the following provides a link (and copied text) direct from the German organisation who have run a shelter for 13 years but who have now been given just 1 week (by the 1st of October) to find new homes for all their animals – an impossibility !

An 8 man team of dogcatchers are waiting outside of the shelter to capture and kill any animals – regardless of them being spayed or neutered.

Mayor Tudor Pendiuc is a complete and utter disgrace to the human race – he is corrupt and lining his own pockets with money given by the EU for the sterilization of animals.

Mayor Tudor Pendiuc is a disgrace to Romania, who given their animal welfare track record, we consider should not even be allowed to belong to the EU – Romania is led by corrupt officials such as Mayor Tudor Pendiuc – Romania is a disgrace to what is the EU.

Referring to the terrible fatal incident of last Tuesday, in which the four-year Ionut Anghel had to lose his life, we want as patrons Tierhilfe Hope eV in our function and our thirteen years working in the caring and effective relief and solution to the stray dog ​​problem in Romania beginning our deepest sympathy condolences, and there is hardly a worse loss than losing a child!

Dear all,

A brief background of the law regarding the stray’s management for those who are not aware of it or just a remember for all those who have stood besides us all these years and have constantly made efforts to help and support us:

In 2007 a legislative project (known to you as PL912) which regulated the management of all the dogs (strays and with owners) by neutering and returning (catch and return), which had been approved by the Romanian Senate, was blocked for 5 years by the Lower House of the Romanian Parliament. Further on, this chamber has fully and completely modified the law from „catch, spay and return” to „catch and kill”, version in which the law was voted and approved. Before it was enacted by the Romanian President, the law was contested with the Romanian Constitutional Court. In January 2012 the Constitutional Court ruled such contestation and it issued a Decision whereby it clearly stated that „the mass killing of the strays may not only be applied as a last resort, exclusively when all other solutions have been accordingly implemented by the local authorities, however such solutions have failed to limit or to eradicate this phenomenon”. As a result, PL912 was resent to the Parliament with the purpose of conformation with the Court’s Decision. Another difficult year with considerable lobby actions and projects, materials, meetings regarding the legislative implementation of the dog management program by catch, spay and return. In the hysterical social context presented and created by the media and embraced by the politicians, on  10 September 2013 PL912 was once again transformed in catch and kill all, form in which it was voted by the Lower House of the Parliament.

On 14 September pl 912 was contested at the Constitutional Court based on the fact that it was voted and passed without it being in accordance with the Court’s Decision from 2012! The contestation was signed by 30 senators, mostly from the political party PP-DD (Dan Diaconescu) and a few senators from the other parties which chose to keep their verticality despite the instructions they were given by their political parties!

The tragedy of the child was presented blunted: it was claimed that it had occurred on public property (not private as it really was) and the child was found 1 km away from the park where he was with his grandmother. It is unconceivable how the 4 year old child could have arrived in such location by himself considering the extremely difficult and dangerous road he had to walk, which was problematic even for an adult. The shockingly relaxed attitude of the parents, especially the mother’s, is also staggering.

For nearly 2 weeks a war without precedent was launched against dogs and animal lovers. The people were set in an unbelievable manner against the dogs and animal lovers and the animal welfare NGOs were lynched in the media with the purpose that political objectives are indisputably achieved: the mass killing of the dogs and thus the insurance of the business which brought tens of millions of EURO to the authorities, the media annihilation of the thousands of people who protested in the streets against a cyanide exploitation of gold project in Rosia Montana, the creation of a psychoses in the population in order to ensure that the dogs would be perceived as being the biggest problem in Romania and therefore keeping a blind eye and turning the people’s attention from the real and critical problems of the country, which affect millions of people.

This mental manipulation produces drama in Romania”: dogs are killed “as a prevention” by people who do “justice” to themselves, the shelters build by animal lover communities are wracked to pieces, the mayors which poison the strays on the streets, the dog catchers who are on the run constantly day and night to catch the strays and overcrowd them in the public extermination camps allowing the dogs to eat each other or simply kill them, the police which fines illegally anything related to a dog – either that you feed a stray, that you own dogs, that you walk a dog and this bothers others. The dog catchers aggress the people, they destroy them mentally, especially the children! The unconscionable amount which the dog catchers receive (50 Euro/per each dog head!!!) in Bucharest only for the catching and transportation of the dogs in the public extermination camps make them fight for each dog, stray or with an owner!  This is how Ecaterina Moraroiu looked like, abused by the dog catchers when she defended her dog when the dog catchers caught her dog just from her side; the dog catchers immobilized her with the cross between her shoulders and she was dragged between the cars: http://m.rtv.net/97917

People are running with the dogs in their arms in order to hide them from the dog catchers, crowd them in their apartments which are already full of animals. The children who developed depressions because of watching and noticing how their friends are being caught. A 8 year old child almost threw himself from the 2nd floor when he heard that his friend, the stray dog, was caught by the dog catchers.

The friendly, healthy and protected dogs, all having sad or beautiful stories, which had found a family and shelter in the animal lover communities, where they were loved, nursed and taken care of, are caught and thrown over each other in the public extermination camps.

Tens of people wait at the doors of the shelters to adopt the dogs which were extorted from the vicinity of their homes or in order to recuperate their dogs, however in many of the cases the gates are closed and access is denied to them!

I appeal to those of you who are able to find places for the Romanian dogs, to take what you can, helping the animal lovers you already know/help from Romania. Please, help the animal lovers with whom you are in contact to transfer the dogs protected by them from the street to temporary paid fosters, at least untill they are prepared to leave Romania to other places.

The Romanian stray, abandoned or chased away or racked, grateful for small piece of bread a mat under a window where he can rest, near a human being, which has sadly become a part of the Romanian history, has long become a great business for the authorities. Please know that mass killing of dogs is the worst decision possible: it is irrational, expensive, rejected by the World Health Organization (WHO) recognizing that dog slaughter has no result on the dog popluation in the street.

It is an as well known fact that killing stray dogs only pursues certain financial interests, as it is become notorious that tens of millions of EURO have been used formally, on paper, for stray dog management however in fact such amounts were used for other interests.

MASS SPAYING AND NEUTERING is the only LONG TERM solution for the decrease of the stray dogs phenomenon, as it aims to the source of the problem.

Mass killing is simply not the answer and is totally unacceptable in the civilized world of today.

We kindly expect from the Constitutional Court to prove it is correct and righteous and thus confirm by its current Decision the legal constitutional precedent given by the Decision 1/2012.

It is shameful that cruel mass slaughters of dogs can still happen in a member state of the European Union of the 21st century. The world is looking forward to hear you have reached the only correct and humane decision regarding the welfare of these animals, according with European and ethical norms, with the requests of the entire world, with the appeals from 6th and 11th September of European Parliament – Intergroup on the Welfare and Conservation of Animals who considers that this „horrible and useless massacre of dogs” „goes against the values and objectives of the Treaty on the functioning of the European Union”.

Please, be advised that if the killing of dogs starts, we will show to the entire world the reality of the dog camps, we will notify worldwide about the financial interests behind the business of killing dogs, we will withdraw any support that we have given so far to your country, we will boycott Romanian products and tourism, as no one will want to associate with a corrupt, cruel and immoral country.

We ask you to restore the image of your country and your people in the entire world and say NO to killing and ask for implementation of a real, effective and civilized dog management program by mass spaying and neutering

Liebe Tierfreunde,

 

Eine kurze Darstellung des geschichtlichen Hintergrundes des Gesetzes über die Hunde, für diejenigen, die noch nicht damit vertraut sind, und eine Erinnerung für all die, die in diesen letzten Jahren neben uns gelebt haben und sich bemüht haben, uns in allen unseren Vorhaben zu unterstützen:

In 2007 sah ein Gesetzesentwurf (ihnen bekannt auch als PL912) das Management der Hundebevölkerung durch Sterilisation aller Hunde, mit oder ohne Besitzer, und anschließender Freilassung zahmer herrenloser Hunde vor. Dieses wurde von der ersten Parlamentskammer, dem Senat, genehmigt, nur um dann 5 weitere Jahre in einer Schublade bei der zweiten Kammer – der Abgeordnetenkammer – zu liegen. Anschließend wurde der Entwurf grundlegend geändert, und besagte anstatt „Sterilisation und Freilassung“ nur „Einfangen und Töten“, dieser wurde von der Abgeordnetenkammer genehmigt. Bevor der Gesetzesentwurf so von dem Präsidenten gebilligt wurde und in Kraft trat, wurde bei dem Verfassungsgerichtshof eine Beschwerde eingelegt. Im Januar 2012 verkündete das Verfassungsgerichtshof seine Entscheidung, welche besagte, dass „die Tötung herrenloser Hunde nur als allerletzte Maßnahme getroffen werden könne, nur wenn alle anderen Lösungen entsprechend von den örtlichen Behörden umgesetzt wurden, ohne ihr Ziel – das Eindämmen bzw. das Stoppen dieses Phänomens – erreicht zu haben. Somit wurde PL912 zurück in das Parlament geschickt, wo es in Übereinstimmung mit der Entscheidung des Verfassungsgerichtshofs gebracht werden sollte. Es folgte ein weiteres schweres Jahr, mit einer Vielzahl von Lobbyaktionen, Materialien, Treffen, um die Einführung des Managements der Hundebevölkerung durch Sterilisation gesetzlich zu verankern. In dem hysterischen, von den Medien geschaffenen und von den Politikern übernommenen Kontext, hat die Abgeordnetenkammer am 10. September 2013 das Gesetz wieder einmal in einem Massentötungsgesetz umgewandelt und hat es auch genehmigt.

 

Am 14. September 2013 wurde gegen PL912 bei dem Verfassungsgerichtshof Beschwerde eingereicht, da es weiterhin nicht der Entscheidung dieses Gerichtshofs aus dem Jahre 2012 entsprach! Die Beschwerde wurde von 30 Senatoren unterzeichnet, die meisten davon aus der Partei PP-DD (Dan Diaconescu), aber auch einige aus anderen Parteien, die trotz anderslautenden Parteiweisungen ihre Integrität behalten haben.

 

Die Tragödie des Kindes wurde nur bruchstückhaft dargestellt, es wurde angegeben, der Zwischenfall sei auf öffentlichem Gelände passiert (und nicht auf Privatgelände, wie es eigentlich der Fall war), das Kind wurde 1 Km weit entfernt von dem Platz, wo die Großmutter auf ihn wartete, gefunden, vielmehr ist es unverständlich, wie ein vierjähriges Kind so weit kommen konnte, zumal der Weg bis dahin sogar für einen Erwachsenen extrem beschwerlich und gefährlich war, und schließlich wäre da noch die überraschend gelassene Einstellung der Eltern, insbesondere der Mutter.

Bereits seit 2 Wochen wurde ein nie zuvor dagewesener Krieg gegen Hunde und Tierliebhaber begonnen. Menschen wurden in einer unfassbaren Art und Weise gegen Hunde und Tierliebhaber aufgehetzt, Tierschutzvereine wurden einem Lynchmord durch die Medien ausgesetzt, um so einen Weg ohne jegliche Hindernisse für die Erreichung ihrer politischen Ziele vorzubereiten: Massentötung zwecks Fortsetzung eines Geschäftes, das mehrere zig Millionen Euro eingebracht hat, mit Unterstützung der Behörden; Annihilierung der Tausenden von Menschen, die auf den Straßen gegen die Einsetzung von Zyaniden für den Goldabbau in Rosia Montana protestierten; Einsetzung einer Massenhysterie in den Reihen der Bevölkerung, damit die Straßenhunde als Hauptproblem Rumäniens dargestellt werden, und so von den wahren und schwerwiegenden Problemen Rumäniens, die Millionen von Menschen betreffen, abzulenken.

Diese Manipulation führt zu Tragödien in Rumänien: Hunde die „vorsorglich“ umgebracht werden, von Menschen, die die „Gerechtigkeit“ in eigenen Händen nehmen; Hundehütten neben Wohngebäude werden von Menschen zerstört; Bürgermeister streuen Gift; Hundefänger, die Tag und Nacht Hunde jagen um sie dann in ihren Lagern zu zwängen, wo sich diese dann untereinander umbringen oder wo sie erschlagen werden; die Polizei, die willkürlich für erfundene hundebezogene Taten Geldbußen verhängt – weil man Hunde füttert, weil man Hunde in der Wohnung hat, weil man Hunde in einer Art und Weise ausführt, die ihnen nicht passt. Die Hundefänger werden aggressiv zu Menschen und greifen durch ihre Handlungen die Psyche aller Menschen, insbesondere aber der Kinder, an. Der unerhörte Betrag (50 Euro/Hund) den Hundefänger ausschließlich für das Einfangen und Transportieren der Hunde in die städtischen Lager erhalten sollen, bringt sie dazu, für jeden Hund, ob mit oder ohne Eigentümer,  regelrecht zu kämpfen! So sieht zum Beispiel Ecaterina Moraroiu aus http://m.rtv.net/97917, sie wurde von Hundefängern misshandelt, als sie ihren eigenen Hund schützen musste, da dieser von ihrer Seite weggerissen wurde. Die Hundefänger haben sie eingefangen und zwischen Autos gezerrt!

 Menschen laufen vor Hundefängern davon, mit Hunden in den Armen, um diese zu verstecken, sie bringen sie in ihre bereits mit anderen Tieren überfüllten Wohnungen. Die Kinder entwickeln bereits Depressionen angesichts des brutalen Einfangens ihrer Freunde. Ein achtjähriges Kind wollte aus dem zweiten Stock springen, als es hörte, dass sein Freund, der Hund des Wohnblocks, von Hundefängern weggebracht wurde.

Zahme, gesunde und von Menschen beschützte Hunde, alle mit ihren traurigen oder schönen Geschichten, die ein Zuhause neben den Wohngebäuden gefunden hatten, wo sie auch geliebt und umsorgt wurden, werden nun eingefangen und übereinander in die städtischen Lager geworfen.

Hunderte von Menschen stehen vor den Toren der Hundelager, um die Tiere zu adoptieren, oder diejenigen, die neben ihrer Wohnung lebten und von da weggerissen wurden, zurückzufordern, doch viele dieser Lager halten ihre Tore zu und der Zutritt wird verweigert!

Ich ersuche Sie alle, sofern es Ihnen möglich ist, Pflegeplätze für rumänische Hunde in Ihrem Land zu finden und dafür Kontakt zu Ihren vorhandenen Bekannten in Rumänien aufzunehmen. Ich ersuche Sie daher auch diese tierliebenden Bekannten in Rumänien finanziell zu unterstützen, solange diese den Tieren einen Schutz auf Zeit bieten, zumindest aber so lange bis die Tiere auf ihre Ausreise aus Rumänien vorbereitet werden für ein besseres Leben in ein anderes Land.

Der rumänische Straßenhund, ausgesetzt oder vertrieben oder misshandelt, dankbar für das Stück Brot und die Fußmatte unter dem Fenster, wo er sich neben den Menschen ausruhen kann, der auf trauriger Weise Teil der rumänischen Geschichte geworden ist, ist bereits seit geraumer Zeit zum Millionen-Geschäft für die Behörden geworden. Brutal aus der Gemeinde, wo er gepflegt wurde, entrissen, ist er nun mehr als je zuvor der Rohstoff eines großen rumänischen Industriezweigs geworden – Das „Straßenhundgeschäft“.

In einem nicht korrupten Land wäre es absolut selbstverständlich, dass der Gerichtshof zu seinem Standpunkt aus der Entscheidung von Januar 2012 steht. What I have learned about the badger cull.

Representing a rural community, I have heard first-hand from farmers about the hardships associated with bovine TB outbreaks on their farms. Movement bans, below par compensation for slaughtered animals, even the loss of historic bloodlines all seriously impact on farmers’ ability to trade and make a living. I have heard about the anxiety caused waiting for animal test results, hoping to remain clear or return to TB free status after an outbreak. It is clear that the disease has a major impact on farmers, farming and the tax payer with the current impact on the public purse reaching £100m per year. In my view action is needed. The desire for action in the farming community has translated into the Coalition Government’s Pilot Badger Culls. In order to test the efficiency of the potential for a widespread badger cull to reduce TB in cattle, two areas were selected, one in West Somerset, the other in Gloucestershire. Defra, the Government department leading on the cull, initially authorised culling to commence in 2012. The NFU, however, decided that it was too late in the year to be confident of removing 70% of the badger population, a key requirement of the pilot cull. This stipulation was further complicated by the fact that the groups managing the cull had inadequate knowledge of the existing badger populations. In short, you can’t guarantee that you’ve culled 70% of the badgers if you don’t know how many there are at the outset. So the cull was postponed until 2013.

I get the impression from listening to those opposed to the cull that, following 2012’s postponement, many thought that was probably it for the cull; that it wouldn’t then take place. So when rumours began to surface in August that the cull in Somerset would start at the end of the month, there was a sudden upswell in activity by those campaigning against the cull. And then it began. A few days before the cull began I received a message from a protester asking me if I knew that the culled badgers were NOT to be tested for bTB. I thought that they must be mistaken. Why on earth would Government pass up such a unique opportunity to assess the prevalence of the disease in the species? Yes, they must be mistaken. Initially I found it difficult to obtain any confirmation on this point but, being a regular Twitter user, I could see that Defra and the NFU had begun tweeting furiously in support of the cull so I posed them the question on Twitter. The NFU pointed me to a website, which was of no help whatsoever. Defra didn’t respond at all so I called the office of David Heath, Liberal Democrat MP for Somerton & Frome and a Defra minister. They gave me the number of the press office at Defra. I called and left a message saying that as a Councillor in the cull area, I was disappointed that no-one would answer my question. Very quickly I received a call back from Guy Robinson, Special Advisor to the Secretary of State at Defra, Owen Paterson. As we spoke, I did a quick Google on Mr Robinson and discovered that he had recently been drafted into the Department from Crosby Textor, the firm controlled by controversial Conservative Party election campaign manager, Lynton Crosby. In recent times, Mr Crosby has been linked to Government moves to drop plain cigarette packaging and the Government’s promotion of fracking in the UK.

Mr Robinson confirmed that there would indeed be no testing of culled badgers. I was, and remain, incredulous at this omission. I asked him why not. He said that the cull was never designed to assess the prevalence of disease “We already know badgers have TB,” he said. “The cull is designed solely to assess the humaneness of the technique of free-shooting as a means of culling,” he went on. “Yes, but why not test while you’re at it? The protesters will inevitably point up the failure to test as fear on the part of Defra that they won’t find much. Do the testing just to remove that plank of the protesters argument,” I ventured. But he was adamant that they had no interest in doing this. He said that the Randomised Badger Culling Trials (RBCT) showed that badger were a vector for the disease. I pointed out that the data from the RBCT was 7 years old and surely it would be good to use this opportunity to update the science. I then asked whether Defra would allow a third party to test carcasses for bTB. He said he would get back to me. He never did and, despite repeated attempts to get a response, I’ve heard nothing. The failure to test the shot badgers is staggering and opens up the whole programme to the legitimate accusation that Defra are scared that it would show derisory levels of infection. Why else would they not do it? A sensible organisation would do it for political reasons if nothing else; unless they know they wouldn’t find much infection. And Defra’s refusal to allow a third party to do the testing gives the lie to the argument that it’s about a lack of funding.

I hadn’t previously heard this argument; that the pilot cull was solely to test the humaneness of the culling method. This seemed to be new. And then I got to thinking about last year’s postponement. Remember, the delay was based on inadequate data on badger populations in the two proposed cull zones. If the purpose of the cull was solely to test the culling method, why do they need to cull 70% of the badgers? Clearly the idea of the cull was to assess whether the spread of disease could be stopped. So the argument that they won’t test because the cull is just for testing the culling method is nonsense.

Before the cull began I did wonder whether the modest projected impact on bTB was worth the expense and upset it would inevitably cause but the bombshell that culled badgers were not to be tested for TB caused me to investigate further. The more I dug and the more I have learnt, the more flawed the whole programme appears.

The Government has pointed to the RBCT as providing scientific support for the cull but it appears to do no such thing. In fact Lord Krebs who led the research stated that “On the basis of our careful review of all currently available evidence, we conclude that badger culling is unlikely to contribute positively, or cost effectively, to the control of cattle TB in Britain.” It doesn’t seem to get much clearer than that. The RBCT did suggest that where 70% of badgers in a local area are removed, TB in cattle may be reduced by up to 16%. So, that looks like culling may be of some use, doesn’t it, even if marginal? But what these bald figures hide is that this does not represent a 16% reduction in absolute terms but a 16% reduction in the trend increase. And to exacerbate the shakiness of this claim, the RBCT culling was achieved by ‘trap-and-shoot’. In this way, animals could not crawl away injured. Animals could also be removed to a secondary location for dispatch so as not to scare away and disperse other badgers in the locality. Imagine firing at one badger in amongst a group. No matter how clean the kill, the other badgers will scatter and, if Defra are to be believed, may well carry the disease to new locations. Defra may have you believe that the sound moderators fitted to the rifles will prevent other animals being scared away but this is nonsense. I shoot. I have rifles. With sound moderators. The type of rifle required to shoot badgers cannot be moderated to a sufficient extent that the sound would not scatter the remaining animals. It seems quite likely that any reduction in cattle TB achieved by culling badgers by free-shooting will be less than achieved by trap-and-shoot.

A further question that arises from the statistics offered up by Defra is that if the best we can hope for from a near obliteration of local badger populations is a 16% reduction in the rising incidence, what is causing the rest of the cases? The NFU claim that farms have implemented excellent biosecurity to minimise cattle to cattle transmission but if that’s true where on earth is all the TB coming from? The whole issue seems so little understood that the idea of these culls is entirely premature at best and a hopeless waste at worst.

Recent newspaper reports (Western Morning News 12/9/13) suggest that the cull is not going at all well and that, two weeks into a 6 week programme designed to kill 2,081 badgers in Somerset, they have bagged less than a hundred. If, as they now say, the cull is designed to test the efficacy of the method of killing then such pitifully small numbers can surely not provide a statistically meaningful sample. Even if all the planned 5,000 are killed, only 120 are scheduled for examination to assess whether they died quickly and cleanly. And what’s worse, the marksmen are responsible for selecting which carcasses to forward for assessment. They’re hardly going to send in botched jobs for analysis are they? The whole thing is a shambles and I no longer feel able to remain silent about it. On-farm TB clearly has devastating impacts but I am far from convinced that culling badgers will make any meaningful difference and perhaps no difference at all or even make the problem worse.

Having researched the issue extensively over the last 2 weeks it seems clear to me that the badger cull has nothing to do with trying to tackle TB. This would appear to be supported by the fact that many of the cull proponents now seem to be promoting alternative arguments in favour of reducing badger population; they’re eating all the hedgehogs, they kill ground-nesting birds, they undermine our land etc. And there lies the nub of it in my view. Badgers are seen by many farmers as a pain and they would dearly like to have fewer of them digging away on their land. The case for culling to address TB is so weak I can see no other explanation.

Gold is discovered near to the capital – people are taking to the streets in objection to the way it will be mined – using Cyanide – Is the Romanian government very much making a lot more with the press and media over the stray dog issue as a way of very much diverting attention away from their own dealings in the gold mine – and what will line who’s pockets with the money that is made from the gold mining if it does ever get to commence ?

So, regardless of what can be viewed as a bit of a cover up, which instead has attempted to get attentions diverted to the stray dog issue and the alleged killing of a child by stray animals, even this is very much in doubt now.

 Life for a stray dog in Romania

According to a calculation of Helping Animals in ten years, Romania has not only improved stray animals, but increased. And the profits are soaring.

 

  • In Bucharest in the period 2001-2007 has been spent almost 9 million to kill 144,000 dogs (62 euros per head).
  • In Arad in the 2008-2010 period 2,986 dogs were killed for 308,048 euros, or an average of more than 103 euros per animal,
  • in Slatina in the 2008-2010 period 1,111 dogs were killed by spending 205,500 euros, almost 185 euros per dog,
  • in Brasov in the period 2003-2008 were killed 20,000 dogs, to the tune of 1.45 million euros (72 euros per dog),
  • Constanta in 2008-2010 were killed 20,000 euros for the $ 1.5 million (75 euros per dog).

The result is that the massacres of stray dogs has increased.

*** Sterilization instead only costs 20-25 euros per dog. ***

Perhaps this is the reason why politicians and companies have no interest in the stray issue being  interrupted.

Dear all,

The case of the 4 year old child killed by dogs is becoming more and more blurry and uncertain for many people who are starting to ask questions and wonder.

The child was found approximately 1 km away from the park and in order to get there he would have had to walk a highly difficult road even for an adult! Especially for a child!? He should have passed a steep and then pass homeless people.

Furthermore, the majority observes the attitude and behaviour of the parents, which are constantly present in the TV studios, especially the mother who is awkwardly relaxed and untroubled. In order to counter-balance this relaxation, some journalists resort to shocking titles, by expressing their own suffering, by photos. There are more and more details which do not make sense and which do not fit the story. And the grandmother who lost sight of the child is not in any way legally accused or pursued, not even interogated!

On the contrary, the entire fault is attributed to the NGOs!!!!!!

 A continuous and intense campaign, full of lies, calumnies, accuses, unimaginable scenarios regarding the animal lovers, especially the NGOs, is undertaken by the televisions, especially by “Antena 3” (please, send protests to site@antena3.ro ).

The animal welfare NGOs are merely „bastards who steal the state’s money”, which have „turned rich by exploiting the strays problem”, which have „done businesses with the mayors for huge amounts of money”, „impostors, fake animal lovers, only ruled by their own interests”. The loss of credibility towards the NGOs has occurred and thus the people are starting to talk about the NGOs like entities for which the „truth” is only now surfacing. Fake statistics, images with „fearsome” strays, interviwes with „terrorized” citizens, have fully occupied the TV broadcasts these days! Fake histories, forged documents are presented to the population!

 For 10 days the televisions are debating and are histerically yelling and screaming on the same subject!

 A campaign without precedent in Romania, led mainly by Antena 3, hides INCREDIBLE POLITICAL STAKES AND INTERESTS! An unimaginable vizual and psichological pressure! A mediatic destruction which was never met before!

 We have managed to defeat a political force by stopping mass euthanasia in 2011! Now their strategy has changed by creating such a public pressure, which, supposedly, will put pressure on the political bodies! The loss of credibility of the NGOs, of the animal lovers, currently represent the priority of the country! Once these occurred, they lead to the meeting of various objectives having collosal financial implications!

They have manipulated the collective mentality in such a way that the people themselves have massacred strays in the streets, people are abusing and hitting them, the public dog pounds are emptied over night, a national dog cathing procedure has begun, the dog catchers even enter the properties of the people. They have entered so deeply in the psyche of the people that the people have started to denigrate each other, to mutilate one another!

 TODAY (10/9/13) , at 12:00 AM, THE MASS MURDERING OF THE STRAYS IS BEING DECIDED!

The protests against the gold extraction by cyanides in Rosia Montana has brought 10.000 people in the streets, for 9 days. This is a protest without precedent in Romania but still the televisions only rarely present this subject. Nonetheless they are constantly debating the subject of the child killed by the strays!

Only the joint and distructive forces they resorted to in a premeditated manner show us just how high the stake really is!

We need foreign pressure and interventions, in any ways possible!

We hereby kindly ask you to organize protests in front of the Romanian embassyes/consulates, please attempt to show in the foreign press the diabolique interests of the statal authorities in Romania as well as the way in which they meet their objectives! The corruption has surpassed all limits in Romania and it can no longer be controlled!

 Liebe Freunde,

 Der Fall des 4-jährigen Kindes, der von Hunden getötet wurde, erscheint nun zunehmend unglaubwürdiger für die meisten Leute, die sich immer mehrere Fragen stellen. Das Kind wurde ca. 1 km von dem Park weit entfernt gefunden, und um dahin zu gelangen, hätte es einen sogar für einen Erwachsenen besonders beschwerlichen Weg hinterlegen müssen! Umso mehr für ein Kind! Es hätte einen steilen Hang überwinden und dann an Obdachlose vorbeilaufen müssen. Zudem bemerken die meisten nun das Verhalten der Eltern, die laufend in Fernsehsendungen zu sehen sind, und insbesondere das der Mutter, die merkwürdig entspannt und gelassen scheint. Um dieser Gelassenheit entgegenzuwirken, helfen manche Journalisten nach, indem sie den eigenen „Schmerz“ verkünden oder Fotos vorzeigen. Immer mehr Sachen passen nicht ins Bild. Und die Großmutter, die das Kind nicht beaufsichtigt hat, wird in keiner Weise beschuldigt oder zumindest befragt. Doch die ganze Schuld haben die Tierschutzorganisationen zu tragen!!!!!!!!!

Die Fernsehsender, ganz besonders Antena 3, führen eine kontinuierliche und intensive Lügen- und Verleumdungskampagne, mit Beschuldigungen und unvorstellbaren Szenarien gegen die Tierschützer und insbesondere gegen die Vereine. Die Tierschutzvereine seien „Widerlinge, die das Geld des Staates verschwinden lassen“, die „sich an Straßenhunde bereichert“ hätten, die „für Unsummen Geschäfte mit den Bürgermeistern abgewickelt hätten“, „Hochstapler, falsche Tierliebhaber, alle nur vom Interesse getrieben“. Der Verlust an Glaubwürdigkeit ist somit erzielt, so dass die Leute nun über Tierschutzvereine reden, als ob jetzt alle „Wahrheiten“ ans Licht gekommen seien. Falsche Statistiken, Bilder mit „wilden“ Straßenhunden, Interviews mit Menschen, die von Hunden „terrorisiert“ worden wären, überfluten die Medien diese Tage!! Es werden lauter falsche Geschichten und gefälschte Dokumente vor den Augen der Bevölkerung herumgeführt!

Bereits seit 10 Tagen besprechen und behandeln die Fernsehsender dieses Thema hysterisch.

Eine in der Geschichte Rumäniens noch nie dagewesene Kampagne, die besonders von dem Fernsehsender “Antena 3” (please, send protests to site@antena3.ro) geleitet wird, verheimlicht UNGLAUBLICHE POLITISCHE INTERESSEN! Der psychische und visuelle Druck ist unerträglich, der Lynchmord durch die Medien beispiellos!

Es ist uns gelungen, eine politische Macht zu besiegen, indem wir die Einführung der Euthanasie in 2011 verhindert haben! Nun hat sich ihre Strategie geändert, es wird Druck auf die öffentliche Meinung ausgeübt, der soll nun angeblich weiter die politische Entscheidung beeinflussen und begründen. Die Verleumdung und Schlammbewerfung der Tierschutzvereine und Tierliebhaber sind nun die Hauptziele der ganzen Bevölkerung, und sobald dies erreicht wird, führt es zur Umsetzung von Objektiven von höchstem finanziellen Interesse!

Das kollektive Gewissen wurde derart manipuliert, dass die Leute nun eigenhändig Hunde auf der Straße massakrieren, vergiften, mit dem Brecheisen erschlagen; die städtischen Tierheime werden über Nacht geleert; eine nationale Kampagne für das Einfangen der Hunde hat begonnen, Hundefänger dringen auch in den Höfen der Menschen ein. Das Bewusstsein der Menschen wird derart überrumpelt, dass diese sich sogar gegenseitig verleumden, angreifen und verstümmeln!

HEUTE WIRD DIE MASSENTÖTUNG DER HUNDE BESCHLOSSEN – 12:00 AM !!!

Der Protest gegen die Einsetzung von Zyaniden für den Goldabbau in Rosia Montana hat seit 9 Tagen 10.000 Menschen auf die Straßen getrieben. Obwohl es eine noch nie zuvor dagewesene Protestaktion in Rumänien ist, reden die Fernsehsender nur höchst selten davon, und behandeln fast ausschließlich das Thema des Kindes, das von Hunden gebissen wurde und gestorben ist.

Nur der Umstand, dass diese Kräfte alle sehr kalkuliert, konzentriert und mit verheerenden Wirkungen zum Einsatz gebracht werden, verrät uns, dass der Einsatz, um den es eigentlich geht, enorm ist!

A few days ago sadly a young child and a sibling was in a Romanian park was left unsupervised by the grandmother. Sadly the boy was attacked and killed by a stray dog the boys name was Ionut, his brother also was bitten but this was not fatal . We do not know what provoked the attack, or who was to blame

This most certainly was an awful thing to happen to any child, to any family. Across Europe we know this is a rare occurrence. However this single child’s death has given the Romanian government the perfect excuse to declare war on the strays and line their vile pockets with public money.

 The Romanian government right now are cruelly catching every stray they can see in every town and village and horrifically battering, poisoning and stabbing them to death. Tiny puppies, pregnant bitches NONE are being spared the barbarity

For every dog caught, killed, cremated the local dog pound invoices its local city hall on average 120 euros each dog, the city hall then take from the public purse (local tax payers) and sends a nice hefty cheque back to the dog catchers and city pound that are normally related in some form or another to the mayor of the city hall or the mayor is on the dog catchers payroll.

 

Now do you see why they need public backing, why the scaremonger tactics?

They are not asking for the citizens permission to kill the dogs, they are asking the citizens if they can con them out of the taxes they pay the city halls!!!

The Romanian government claim that their stray dogs are a terrible threat to public safety( using the death of a poor child to spur this war), so we compared recorded stray dog attacks in other European countries in comparison to Romania’s. We then compared the human population of each of those countries in comparison to Romania’s. After all if dogs are a threat to humans, we must take into account the human population in comparison to the attacks.

 

This is what the Stats prove:

 

FACT – Despite having a higher amount of strays on the streets in comparison to other European countries , they have a lower year on year rate of dog attacks ( See our data at end of this red alert) to the majority of other EU countries.

 

FACT – You are no more likely to be attacked by a dog in other European countries than you are buy a stray dog in Romania.

 

FACT – You more likely to be attacked by a owned pet dog in Germany, UK or Italy than you are from a feral street dog in Romania ( see stats below) The Romanian Government are lying not just to its own people but to the rest of Europe.

Serbia: 27/8/2013 – Serbian Campaigners Write to Ministry of Agriculture Asking for Proof of ALL Serbian Rabies Outbreaks – and Where Has All the EU Provided Money for the Eradication of Rabies Throughout Serbia Actually Gone ?

Serbian campaigners have now written a letter to the Ministry of Agriculture to ask for copies of all documentation associated with the alleged Rabies outbreaks recently in Serbia.

We have our doubts that Rabies outbreaks have happened in some regions – rather they have just been ‘invented’ by the authorities as a quick and easy  excuse to kill many stray animals, as this would be permitted under Serbian law IF there was an outbreak of rabies.  But we have our doubts that Rabies is actually a reality as the OIE in Paris never appear to be informed of these alleged outbreaks.

The OIE are the very people who should rapidly be informed in order that they can provide bulletins globally on the situation – please see addition links below for more information.

Campaigners are also asking for proof of where all the money provided by the European union (EU) for the eradication of Rabies within Serbia has gone.  They are requesting full details of proof that all the money has gone into the project which the EU supplied it for – the eradication of Rabies in Serbia.
