Keith’s letter to the Serbian government was sent on 2nd August 2013.  Over the past few weeks we have been corresponding with Keith’s team regarding further news and updates.  We can confirm that as of 16th October 2013 (16/10/13), Mr Taylor has still not had any response from the Serbian authorities regarding his letter of 2nd August.

As a candidate country seeking membership of the EU, failing to respond to the documented requests of an MEP in the EU Parliament for well over 2 months is not exactly the best way forward for the Serbian governmentPossibly it is that know, like us, that they are breaking the Serbian laws, but they do not wish to show this in a response to Mr. Taylor; and so they refuse to respond.

With all our recent campaign experiences within Romania (already an EU member state); we are continuing to promoter the fact that like Romania, Serbia should not be allowed to join the EU until is has become compliant with the EU membership requirements and shown full compliance with its own (Serbian) legal legislation – the rule of law.  Proving that this is being complied with is a fundamental requirement for any nation wishing to obtain EU accession (membership).

As Romania is also corrupt with its political system, we have no hesitation in calling for a full EU investigation into the current Romanian situation regarding where all the EU money for stray dog and cat management has gone.  We are happy to call for Romania to be removed from the EU is its government do not change and invest the money provided by the EU into animal population management rather than into the back pockets of politicians who then pass laws which allows a frenzied mass killing of all stray animals in the country.

If necessary, we will work with EU MEP’s to ask for a full review to be undertaken regarding the situation in Serbia prior to any EU accession.  As our good friends and fellow campaigners in Serbia are informing us, there is no change to the way stray animals are being treated by the government, despite there being laws which should provide them with protection.

Animals caught by shinters are being kept for just a short time in non adequate city ‘shelters’; which are anything but in reality.  There, animals often kill each other.  Animals are killed in the shelters by the use of T-61 which causes respiratory paralysis – the animals suffocate to death as they cannot breathe.  Public garbage firms continue to take money from the public taxes for catching stray animals – they kill them with no management or population control policy.  It is a very big and profitable business for some to be in, and this includes politicians – who wish to pocket money for animal management programmes and just keep on killing which is now against Serbian national legislation.

There are 25 regions in Serbia each with republic veterinary departments.  They all work on behalf of the Ministry of Agriculture.  Not one of these 25 regions in Serbia has any lawful programme for the humane control and population management of stray dog and cat populations.  Government corruption overrides the welfare of animals as we have seen in some other EU states.  At present, Serbian campaigners are waiting to obtain a verdict from the Constitutional court re the matter of Subotica’s (one of the Serbian regions) programme, or non existent programme for stray animal management.  Any non existent programme is in direct violation of the existing Serbian legislation for stray animal management – Articles 7 and 15 of the Serbian animal welfare laws.

As we say, welfare campaigners in Serbia have now written to the Ministry of Agriculture requesting that they be sent a full listing of / documentation associated with all cat and dogs shelters within Serbia; and as with the requirements of the new legislation, information of the condition of each of these shelters.

It will be very interesting to see what, if any, response, is given back to the campaigners by the Ministry.

In the meantime, we are (as of 16/10/13) now moving further with MEP Mr. Taylor, providing him with updates of the current situation in Serbia.  Ashe has had no response from the Serbian government in two and one half months to his original letter, we can thus say that the Serbian government must have something to hide – hence we consider they should not be allowed EU membership until they come ‘fully clean’ on their approach to stray animal management.

Mr. Talor MEP will with our help, will be further writing to the Serbian government on this issue. 

This time, Mr. Taylor will be able to give representation and names of many other MEP’s in the EU who now want to see exactly what is going on for stray animals in Serbia.  We will continue to work with our elected politicians in the EU to find out what we can about the full stray animal situation within Serbia.  At some point, the Serbian government will have to respond or face pressure to keep them out of the EU.  The choice is theirs.

SAV have an obligation to expose corrupt governments who are not protecting stray animals; be it in Serbia, Romania, or anywhere else where we can obtain information.

Mr. Taylor MEP is today (16/10/13) being provided with additional information of the current Serbian government inactivity; something he now knows well due to not having any response to his official letter of 2nd August 2013.

We wish to thank Keith for all his hard work on the issue of Serbian stray animals.

As Serbia is not currently an EU member state, Keith does not have to work on this issue; but he does, as like us, he wishes to see a fair deal for stray animals wherever they may live.

As upsetting as this short video clip is, it is vital that we let the world know of the true horrors faced by the street dogs of Serbia!
This footage was taken by one of our Brave volunteers & following are her words:

“I MADE VIDEOS SO PEOPLE CAN SEE HOW DOG CATCHERS CAPTUR DOGS EVERY TIME!!!

Horror on the streets in my town today and every time when dog catchers from Pozega come here

Today was very stressful day. I had gone out to rescue the dogs Zastita Zivotinja Cacak Irena my mom and me. We have followed dog catchers with car and we stopped on the place where they were. We tried to save one black dog when he was near do…g catchers. Irena was trying saved this dog and I made video when Irena was running, and my mom stopped with car between dog catchers, and this dog but there were inspectors from the municipality who call dog catchers every time and they all mistreated and threatened us. We was trying rescue this dog, and they said us that it is stray dog. They wanted passport for this dog and our documents, they said that they will call police if we take dog, they said to me that they will break my camera, because I took photos and videos but my mom and Irena protected me and I continued making videos. We saved some of the dogs, they are now safe, but this dog was unlucky today. We can rescue him from Pozega.”

Subject:  Situation of animal rights in Serbia

Since 1 March 2012, Serbia has officially been a candidate for accession to the European Union. Despite the significance of the European Council’s approval, it is right to comment on the situation to date regarding the protection of animal rights in Serbia.

A number of local voluntary associations have denounced the current state of the system of catching and holding stray animals: specifically, they describe the circumstances in shelters in two Serbian towns, Temerin and Subotica. In the first of these, activists maintain that there is a clear and serious failure to comply with the laws in force in Serbia regarding the protection of animals. According to the reports, in the Temerin shelter, strays caught in the neighbouring areas are looked after for just three to seven days before being put down in accordance with former regulation No 29 of 1994 although, as the volunteers point out, this was replaced by the 2005 veterinary law a few years ago. More specifically, Article 168 of the law in question prohibits the slaughter of animals, unless they have been caught in areas where there is a rabies epidemic. For these reasons, I believe that the Temerin shelter not only fails to comply with the law, but can also be identified as a place where abandoned animals are kept for a few days before being slaughtered. As regards the Subotica kennels, which house over 1 000 dogs and has for two years been managed by local volunteers, the local authorities have recently stated that it will be closing due to a failure to comply with the rules governing its operation. According to the volunteers, although the complaints made by the authorities may be correct, there are no other places in Serbia where conditions are better, and closure will only lead to the resumption of the very widespread practice of slaughtering stray dogs in the area.

In view of the above:

Can the Commission state whether it is aware of the conditions in which animals in Serbia are kept?

Does it intend to draw the attention of the Serbian authorities to the need for better protection of animal rights?

Will it take this situation into account when negotiating on the EU acquis, and might this constitute a condition for Serbia’s accession to the European Union?

In line with Article 13 of the Treaty on the Functioning of the European Union, the European Commission attaches great importance to animal welfare. A considerable body of Union legislation has already been adopted for the protection of animal welfare, which however does not concern the protection of stray animals. The EU’s ability to legislate only relates to specific policy areas such as agriculture, internal market, health and consumer protection.

In relation to Serbia, the management of animal shelters and populations of stray animals by the national competent authorities remains under the remit of the Serbian government and is as such not covered by the accession process.

Nevertheless, the Serbian government has informed the Commission that, following complaints regarding the situation in dog shelters in Temerin and Subotica, the Serbian Veterinary Inspectorate has carried out several inspections in the two shelters and is preparing a report on the results of those inspections.

 Subject:  Treatment of dogs in Serbia

The appalling conditions at the Naš Dom state dog shelter in Požega, Serbia, and the treatment of the dogs there has been brought to my attention by one of my constituents. This treatment not only contravenes EU animal welfare laws but also Serbia’s domestic laws.

From the information I received it was reported that the dogs suffer cruelty at the hands of the workers: they are starved to death and beaten to death with clubs in an attempt to save money by reducing the number of dogs that are killed by the expensive toxin T61. They are brutally sterilised by unqualified veterinary assistants and many die as a consequence of this butchery. The conditions are filthy and many of the dead dogs are left in the same cage as other dogs. Due to this brutal abuse, it is reported that the dogs are extremely nervous and scared.

Over the past few months, there have been a number of discussions regarding the process of accession of potential future Member States of the EU, including Serbia. It would seem that much positive action will be needed on their part in order to fulfil the acquis for consideration in the area of animal welfare.

Does the Commission condemn the state’s treatment of dogs?

— Does the Commission agree that action must be taken in response to the contravention of EU animal welfare laws?

What steps will the Commission take to ensure that positive action is taken by the Serbian state to improve these conditions and hold those responsible accountable for their actions with regard to the state’s potential accession to the EU?

Serbia: Some Great News From Danica – September ‘Felix’ Shelter News.

Hi all;

Here below you will find the latest (September) information from Danica at shelter ‘Felix’ in Serbia, which provides a forever home to cats which originally endured a life on the streets as strays.  This is a message of hope and generosity, and it proves that despite all the animal abuse stories which we unfortunately attempt to inform people about – good people, better people, there are sometimes silver linings to dreams – and this is one such (in the words of Danica) “futile and hopeless” situation which now, via a more than kind donation by a supporter, somewhere (who wishes to remain anonymous) – the entire rof at the shelter can now be replaced.  Now the cats will have somewhere safe and warm to spend their winter this year.

We cannot thank the generosity of this anonymous donor enough in bringing the shelter back from the brink, as you will see in Danica’s letter below.  So a massive ‘Thank You’ to whoever the good Samaritan is, someone who has literally saved so many lives.

I love the statement by Danica at the end of her message:

“‘It’s impossible’, said pride. ‘It’s risky’, said experience. ‘It’s pointless’, said reason.

‘Give it a try’, whispered the heart.”

Even if you have tried and your work brings you back no dividends, you have given ‘it’ a try – and that is the main thing.

Frankly, a couple of weeks ago, when we published our latest update on the shelter repairs desperately pleading for help, things were bad to say the least and the overall situation seemed rather futile and hopeless. With 117 living beings to take care of every single day, with many sick kitties in need of vet care, medicine, special food, with a pile of unpaid bills and living under the shadow of the constant threat of the roof caving in, we literally hit the wall and there were no solutions to our problems anywhere in sight.  We were already giving up hope that the horribly damaged roof of the auxiliary cat rooms would be replaced before the onset of winter, as raising the $4,000 needed for the roof replacement sounded like science fiction, no matter what we tried.

When nothing goes as planned, I guess that people inevitably begin to question themselves.

Did we bite off more than we could chew? Is the idea of maintaining a cat sanctuary in Serbia totally unrealistic?

What are we doing wrong? Is there a point to posting yet another appeal for help if dozens of similar ones have passed almost unnoticed?

Watching all of the shelter kitties lying around, carefree and relaxed, blissfully oblivious to the dangers ahead was truly heartbreaking.  Lulled into a false sense of security in their home, they had no idea that their fairytale existence could be cut short at any time and I somehow felt I had betrayed them, offering  and promising them safety I obviously could not provide.  I’ve been at my wit’s end for months now trying to find a way to get all of the kitties plus the shelter through another winter unharmed, but time was running short and each new day was just bringing bigger worries…

And then, when things were at their darkest and there was almost no hope left, a gift of incredible kindness and generosity from the other end of the world restored my faith in humanity. I’m thrilled to share the best news ever, the news that stunned me and left me breathless – a wonderful lady who wishes to remain anonymous sent us the entire amount of money needed to replace the roof!

The massive repairs will begin as soon as the weather permits and with a little luck, all of the Felix kitties will be warm and dry this winter!

They will still need food and vet care, and we’ll have to raise funds to buy gas for central heating, but our new roof, once finished, will certainly be able to bear the weight of snow and endure the upcoming winter and many more winters ahead. What a huge relief!

Serbia: 27/8/2013 – Serbian Campaigners Write to Ministry of Agriculture Asking for Proof of ALL Serbian Rabies Outbreaks – and Where Has All the EU Provided Money for the Eradication of Rabies Throughout Serbia Actually Gone ?

Serbian campaigners have now written a letter to the Ministry of Agriculture to ask for copies of all documentation associated with the alleged Rabies outbreaks recently in Serbia.

We have our doubts that Rabies outbreaks have happened in some regions – rather they have just been ‘invented’ by the authorities as a quick and easy  excuse to kill many stray animals, as this would be permitted under Serbian law IF there was an outbreak of rabies.  But we have our doubts that Rabies is actually a reality as the OIE in Paris never appear to be informed of these alleged outbreaks.

The OIE are the very people who should rapidly be informed in order that they can provide bulletins globally on the situation – please see addition links below for more information.

Campaigners are also asking for proof of where all the money provided by the European union (EU) for the eradication of Rabies within Serbia has gone.  They are requesting full details of proof that all the money has gone into the project which the EU supplied it for – the eradication of Rabies in Serbia.

Everything is looking so good now, and the work on the shelter has been endless and expensive.  As Danica says, many of the cats are also sick with a virus and so veterinarian costs are also having to be found.

If you can give anything in the way of a donation it will be very much appreciated.

Between Hope and Fear

The time has come and we’re now finally about to face our biggest challenge yet – the roof replacement! Thanks to a couple of generous donations, we have enough money to start the most important phase of the shelter repairs, although it’s still uncertain how we’ll finish it. Everything else aside, if we manage to replace the roof of the auxiliary rooms before the cold weather sets in, it would be the jewel of our efforts and your success as well!

Since the beginning of year, we’ve fixed three of the cats’ rooms, thanks to a grant for shelter repairs we received last winter. The weather wasn’t really on our side during the spring, so the indoor work was all that could be done. Considering that shelter repairs have been ongoing for more than a year now and that we’ve faced a myriad of unexpected problems so far, the possibility of reaching the final goal sounds both thrilling and scary. If we fail, everything will seem pointless. But if we succeed?

The biggest problem is that there are 117 kitties here that need to be taken care of while repairing the roof. Running a cat shelter has never been an easy task, but frankly, it’s now becoming harder than ever. Many cats are sick with viruses and needing daily treatment; all of the shelter tenants have to be vaccinated against rabies as soon as they’re able to withstand the vaccination; providing all of the cats with adequate food according to their age and health, plus necessary vet care costs a fortune!  We’re regularly not facing just one problem but several of them simultaneously, including major shelter repairs on top of everything else. Nothing of this would’ve been possible without your help and the plain and simple truth is that no one can do everything, but everyone can do something…

While raising funds for the roof replacement, we couldn’t just sit idle, as there were plenty of minor issues that needed to be addressed. Fixing the hydrophore tank, placing new water pipes through the backyard and building new faucets are finally finished and an adequate water supply outside is ensured. Judging by the cats’ behaviour, a new water faucet in the backyard was indispensable and one might wonder how did they ever live without it. Most of the kitties spend their time sitting on it, guarding it, climbing on it, drinking from it, it seems they consider it to be the best toy ever.

The roof replacement will be costly, but before we even begin, a new concrete path between the front entrance into the backyard and garage has to be made and new columns need to be put in place in order to support the roof. The old path quickly turns into a muddy mess when it rains, so the cats that come out of the cat rooms step directly into the mud. Most importantly, the existing supporting structure is simply not able to bear the weight of the new roof as it’s as old as the hills and wasn’t even constructed properly in the first place. The roof overhang also needs to be extended in order to increase the base of support for the new roof and to protect the new path (and thus the entrances to the cats’ rooms) below from the rain run-off. The larger the area the base of support covers, the more stable our new roof will be. Only then we can start replacing the roof that was made 50 years ago and has not been touched since. 

I know that there are far too many animal shelters and sanctuaries in need of help and zillions of homeless animals everywhere but would you please consider donating towards the roof repairs at Felix shelter? Once that our biggest problem is solved and the new roof is in place, we can rest easier and all of our efforts and sacrifices will finally make sense. The greatest gift is a secure future, a safe and happy life and it’s in your hands!

All of you know that Cat Shelter Felix is not just a shelter, it’s also the only cat sanctuary in Serbia, a unique cat haven with plenty of open spaces where all of the rescued cats are provided with a lifetime of care in a cage-free environment. As none of the cats are, nor will be, put up for adoption, this is the only home they will ever have.

Please, help the Felix kitties face the coming winter without worrying that the roof will collapse in on them! It all comes down to love and it all depends on you!
