Subotica City, Serbia – 6th January 2009.

 

There are around 250 dogs and many cats also in the city pound at Subotica.

 

There is a ban by the authorities allowing NGO’s such as EPAR to enter the pound.

Gates have been padlocked to prevent NGO access, as can be seen in the photograph.

The public firm for garbage collection in Subotica, JKP “Cistoca i zelenilo”, has now informed Suboticas citizens about their plans for mass animal killings.

 

Around one week before new year, Subotica citizens were informed by local radio that JKP “Cistoca i zelenilo” has now purchased more vehicles and will be more effective at catching stray dogs and cats.  They will kill the animals 7 days after they have been caught and held at the pound.

 

JKP “Cistoca i zelenilo” has a Director named Vlada Dragin;

he is the BROTHER of the Minister of Agriculture, Mr. Sasha Dragin.

As of today, 6th January 2009, no killings have been undertaken at the city pound, but the authorities and those who run the public services are all encouraged because the government has not undertaken national legislation implementation and they appear to be ensuring that no one has been prosecuted or sent to jail, as they should legally be, for inflicting suffering on animals (Article 269).

 

It is the same old story in Serbia, that the authorities and government only apply the law when it suits them to apply it.  As a nation (Serbia) seeking EU accession, this type of attitude is NOT acceptable for EU membership.

 

We understand at this moment that throughout Serbia, authorities are encouraged about the ability to undertake mass killings, because the government is not strong enough to enforce existing legislation and prosecute.  Crimes against animals can be punished under existing Serbian law by up to 3 years jail.

We say again, if the Serbian government cannot be seen to be enforcing its own existing national legiislation, then it is NOT worthy of being given membership of the EU.

This is terrible news for the animals but very typical of a government which does what it likes and which does not care about its own national legislation enforcement.

 

The local and republic authorities are primarily members of the Democracy Party as is the current Serbian President, Mr. Boris Tadic.

To show complete and utter contempt to the EU, the Union which Mr. Tadic wishes to join as the Serbian President, we understand that as of 7th January 2009, President Tadic has NOT even bothered to respond to the EU Intergroup regarding their letter !

 

The killings across Serbia are in opposition to current Serbian legislation, and so again and right now, we ask all supporters please to access the following links (see below) and demand from their Members of the European Parliament (MEP) a full investigation by the EU into why a state such as Serbia, seeking EU accession, should be allowed to ignore its own national legislation for animal welfare. 

 

This implementation of national legal enforcement is a fundamental requirement of a state seeking EU accession; and once again, Serbia has failed.  President Tadic has ignored the requests of the EU Intergroup to respond about things he has been asked.

 

The EU must be made aware of this NOW.

 

MEP’s require your votes at the European Parliament elections to be held in June this year.

 

If they are to get your vote, then they have to do something in return; and that is to ask for a full investigation into the non-enfocement of existing Serbian animal welfare legislation before Serbia is even considered for EU accession.

Animal Care Austria  ( ACA ) betreut einige  Projekte im In- und Ausland, eines unter anderem in NIS. ( Nähere Einzelheiten unter www.animalcare-austria.at) .

 

Nun sind in Nis in letzter Zeit gehäuft Massentiertötungen  vorgekommen, die alle aus Gründen der Hygiene-Vorschriften angeblich indiziert und somit scheinbar abgesichert,  gegen den massiven, aber letztendlich unbeachtet gebliebenen Protest der Tierschützer Vorort , vorgenommen wurden.

 

Da man sich – wie überall in diesen Ländern, in denen Tierschutz noch ein Fremdwort ist – nie  von staatlicher Seite im Vorfeld mit Kastrationsprogrammen auseinandergesetzt hat, ist jetzt die Zahl der Streunertiere  massiv angewachsen, doch sich auf diese Weise der Überpopulation von Hunden und Katzen zu entledigen, ist inakzeptabel!

 

Da ACA  Kastrationen  ein großes Anliegen sind und sich darauf die eigentliche Philosophie begründet( für jedes vermittelte Tier wird zusätzlich noch eines Vorort kastriert), werden und können  wir dem Treiben in NIS nicht länger zusehen! Unserer Meinung nach wäre ein massives Auftreten  von vielen Tierschutzorganisationen im In- und Ausland als Druckmittel bei den Verantwortlichen Vorort die einzige Chance, etwas zum Positiven zu bewirken und endlich diese mittelalterlichen und unmenschlichen Vorgangsweisen abzustellen.

 

Daher unsere Frage und Bitte an  Sie als Privatperson oder auch an Ihre Organisation: Wären Sie bereit, gemeinsam  mit Animal Care Austria und anderen Vereinen den Kampf gegen dieses schreckliche Tierelend aufzunehmen und den Tieren Vorort ein vielleicht doch noch erträgliches Leben zu ermöglichen? Gemeinsame Petitionen, Publikationen über die Lage in Nis , Druck Vorort bei den Verantwortlichen und letztendlich ein Kastrationsprojekt würden sicherlich den gewünschten Erfolg bringen.

Renewed Killing of stray animals in Serbia:

In the Serbian city of Nis the killing of animals living in the streets and animals living in pounds continues, despite the fact that the Mayor of Nis, urged by animal protection associations all over Europe, had promised to solve the problem of overpopulation by castration.

Animal Care Austria learned recently that the City of Nis will provide millions of  Dinars in 2009 for killing instead of castrating stray animals! Therefore, Animal Care Austria is asking you again for your help to stop these useless and unnecessary killings of stray animals in Nis (Serbia).

ACA has several on-going projects in Austria and in other countries, including the one in Nis. (For further details see www.animalcare-austria.at.)

Heavy protests by local animal protectors, ignored by the authorities, could not prevent a recent series of mass killings in Nis, which were carried out under the pretext of hygienic reasons. Since the authorities of Nis have failed to introduce timely castration programs (a common practice in countries with a low level of animal protection), the number of stray animals has risen dramatically. However, the killing of animals to reduce overpopulation is unacceptable!

Animal Care Austria strongly supports castration as one of our main missions (“for every animal adopted in Austria, a local dog is castrated”), and we must act now!  It is our opinion that the only chance to improve animal protection in Nis, and to finally stop these medieval and cruel killings, is to join forces with numerous domestic and foreign animal protection associations and to apply pressure on the local authorities. Therefore, we would like to ask you, as private persons or representatives of your organization, for your help. Please support ACA and other animal rights associations in their efforts to stop these horrible actions and to improve the living conditions of stray animals. Through the writing of joint petitions, the reporting on the situation in Nis at home and abroad, and the relentless pressuring of local authorities in Nis to initiate a castration project, we will succeed.

We need to keep pressure on all current Members of the European Parliament with regard to Serbia applying for EU candidate status in 2009.

 

We suggest that this should only even be considered by the EU Commission / Parliament, if Serbia firstly produces written evidence from the Serbian Parliament that it WILL BE introducing a National, Humane, No Kill strategy for ALL Stray and Roaming (Owned) Animals throughout Serbia.

Find your EU country, copy the mail addresses for all your national MEPs, and then write to them about the situation in Serbia.  Ask that without a Serbian Government approved proper and documented national stray animal management programme, Serbia should not be allowed to gain accession (membership) of the EU.

Hans-Gert Pöttering is the President of the European Parliament

The European Parliament (EP) is elected by the citizens of the European Union to represent their interests.

Its origins go back to the 1950s and the founding treaties, and since 1979 its members have been directly elected by the people they represent.

Elections are held every five years, and every EU citizen is entitled to vote, and to stand as a candidate, wherever they live in the EU. The latest elections were in June 2004. Parliament thus expresses the democratic will of the Union’s citizens (more than 490 million people), and represents their interests in discussions with the other EU institutions. The present parliament has 785 members from all 27 EU countries. Nearly one third of them are women. In principle, the number of Members of the European Parliament shall not exceed 736 from the next parliamentary term on (i.e. 2009 – 2014). Since Bulgaria and Romania joined the Union in the course of the 2004-2009 parliamentary term, the current maximum number of 732 seats in the EPwill be temporarily exceeded.

Members of the European Parliament (MEPs) do not sit in national blocks, but in seven Europe-wide political groups. Between them, they represent all views on European integration, from the strongly pro-federalist to the openly Eurosceptic.

Hans-Gert Pöttering was elected President of the EP in 2007 and is to hold that post until the 2009 elections.

Where is Parliament based?

The European Parliament has three places of work: Brussels (Belgium), Luxembourg and Strasbourg (France).

Luxembourg is home to the administrative offices (the ‘General Secretariat’). Meetings of the whole Parliament, known as ‘plenary sessions’, take place in Strasbourg and sometimes in Brussels. Committee meetings are also held in Brussels.


What does Parliament do?


Parliament has three main roles:

  1. Passing European laws – jointly with the Council in many policy areas. The fact that the EP is directly elected by the citizens helps guarantee the democratic legitimacy of European law.
  2. Parliament exercises democratic supervision over the other EU institutions, and in particular the Commission. It has the power to approve or reject the nomination of commissioners, and it has the right to censure the Commission as a whole.
  3. The power of the purse. Parliament shares with the Council authority over the EU budget and can therefore influence EU spending. At the end of the procedure, it adopts or rejects the budget in its entirety.

These three roles are described in greater detail below.

1. Passing European laws

The most common procedure for adopting (i.e. passing) EU legislation is ‘codecision’. This procedure places the European Parliament and the Council on an equal footing and it applies to legislation in a wide range of fields.

In some fields (for example agriculture, economic policy, visas and immigration), the Council alone legislates, but it has to consult Parliament. In addition, Parliament’s assent is required for certain important decisions, such as allowing new countries to join the EU.

Parliament also provides impetus for new legislation by examining the Commission’s annual work programme, considering what new laws would be appropriate and asking the Commission to put forward proposals.

2. Democratic supervision

Parliament exercises democratic supervision over the other European institutions. It does so in several ways.

When a new Commission takes office, its members are nominated by the EU member state governments but they cannot be appointed without Parliament’s approval. Parliament interviews each of them individually, including the prospective Commission President, and then votes on whether to approve the Commission as a whole.

Throughout its term of office, the Commission remains politically accountable to Parliament, which can pass a ‘motion of censure’ calling for the Commission’s mass resignation.

More generally, Parliament exercises control by regularly examining reports sent to it by the Commission (the annual general report, reports on the implementation of the budget, etc.). Moreover, MEPs regularly ask the Commission questions which the commissioners are legally required to answer.

Parliament also monitors the work of the Council: MEPs regularly ask the Council questions, and the President of the Council attends the EP’s plenary sessions and takes part in important debates.

Parliament can exercise further democratic control by examining petitions from citizens and setting up committees of inquiry.

Finally, Parliament provides input to every EU summit (the European Council meetings). At the opening of each summit, the President of Parliament is invited to express Parliament’s views and concerns about topical issues and the items on the European Council’s agenda.

3. The power of the purse

The EU’s annual budget is decided jointly by Parliament and the Council. Parliament debates it in two successive readings, and the budget does not come into force until it has been signed by the President of Parliament.

Parliament’s Committee on Budgetary Control (COCOBU) monitors how the budget is spent, and each year Parliament decides whether to approve the Commission’s handling of the budget for the previous financial year. This approval process is technically known as ‘granting a discharge’.


How is the Parliament’s work organised?

Parliament’s work is divided into two main stages:

  • Preparing for the plenary session. This is done by the MEPs in the various parliamentary committees that specialise in particular areas of EU activity. The issues for debate are also discussed by the political groups.
  • The plenary session itself. Plenary sessions are normally held in Strasbourg (one week per month) and sometimes in Brussels (two days only). At these sessions, Parliament examines proposed legislation and votes on amendments before coming to a decision on the text as a whole.

Other items on the agenda may include Council or Commission ‘communications’ or questions about what is going on in the European Union or the wider world.

Serbia to apply for EU candidate status in 2009

 

Belgrade, Dec 18, 2008 – Deputy Prime Minister for EU Integration Bozidar Djelic today stated that Serbia will apply for EU candidate status in 2009, a step which it will make with the cooperation of its EU partners.

 

Djelic told the press that the EU is to assess the implementation of the Stabilisation and Association Agreement in order to consider the country’s candidacy.

Therefore, we will begin implementing the SAA from January 1, so that when the time comes the European Commission will positively assess Serbia’s application, he said.

Djelic also noted that Serbia will continue with its efforts and activities aimed at persuading the Netherlands to change its stance and give its consent for the application of the implementation of the Transitional Trade Agreement in Serbia.

He reiterated that Serbia is doing its best to locate the remaining two Hague indictees, voicing his hope that the Netherlands will be faced with more and more evidence of Serbia’s efforts to successfully conclude its cooperation with the Hague tribunal.
